(See page 6 for Professor Ahlers’ comments). Christchurch’s positive points were: • A planning process with consultation and final central city plan has been completed. (After the 9/11 attacks on the World Trade Center in New York in 2001, it took 10 months for rebuild concept plans to be released for the public. After the 1989 Loma Prietta earthquake in northern California which killed 63 people, it took two years before a comprehensive recovery plan was released. After Hurricane Katrina in New Orleans in 2005, recovery planning took nearly two years to complete.) • Where buildings were unsafe, debris removal and clearance has occurred. (In New York it took two years removing debris at the World Trade Center site. After Hurricane Katrina most debris removal occurred sporadically without a government-led effort.) • Government purchases of properties in three suburbs have started with settlements being made within seven months of February 22. (In New Orleans it took two years for settlement of property.) • Most critical infrastructure has been repaired or a plan is in place to repair. (After September 11 in New York, it took approximately a year for the federal government to announce funding for work, which included stabilisation of the World Trade Center site and reconstruction of subways there).

WE’RE doing OK. That’s the verdict on the earthquake recovery of Christchurch according to experts of other natural disasters such as Hurricane Katrina in New Orleans and New York City following the World Trade Center terrorist attack on September 11, 2001. City businessman Tim Howe has sought information from experts in the United States, which shows the Christchurch recovery is progressing favourably. “We’ve done a huge amount. The public want to stop whinging and moaning that things are taking too long; we’re actually doing very well,” he said. “As long as you perpetuate negativity, people will leave town. “There’s plenty of capital waiting to come in now.” Two of the disaster recovery experts Mr Howe consulted were Laurie Johnson, of San Francisco, and Professor Doug Ahlers, of Harvard University. Both visited Christchurch for disaster recovery conferences last year. Ms Johnson said she was concerned about making broad comparisons between communities in recovery because the scale of the disaster, resources available for recovery, and the physical, social, and political contexts could be different. “However, for some key tasks, Christchurch is moving relatively quickly compared to some other communities,” she said. “Areas where Christchurch is making positive progress, comparatively speaking, are in the completion of the recovery planning process for the downtown, debris removal and clearance in the downtown area, and

Pair of knights visit on goodwill mission “WE still care in Auckland and we’re thinking of you,” was the message from ‘The Mad Butcher’ Sir Peter Leitch and former All Blacks coach Sir Graham Henry who visited Christchurch on Monday. The pair was in town for a series of visits to emergency services personnel organised by Sir Peter. They had morning tea at Christchurch Central Police Station, lunch with the Fire

Sir Graham said the visit was about supporting Christchurch after the earthquakes. “Just being supportive of Christchurch people and what they’ve been through, a bit of an extension of what Peter has been doing and what the All Blacks did during the Rugby World Cup.” He said his recent knighthood was a reflection on the whole World Cup winning All Blacks team and he would miss being at the helm this year. “I’ll miss that responsibility; it gets you out of bed in the mornings. It’s been a huge part of my life and I’ve been really privileged to be part of it for such a long time.”

THOUSANDS are expected to join the protest for Christchurch City Council chief executive Tony Marryatt’s pay increase and “dysfunctional” council practices today at a site next to the civic buildings, according to rally organiser Peter Lynch. Mr Lynch’s group, No Pay Rise for Tony Maryatt, which has 5000 to 7000 visits to their social media site per week, has called for the resignation of both Mr Marryatt and Mayor Bob Parker along with a mid-term council election to be held within the next five months. Mr Marryatt’s rejection of his pay rise did not go far enough, according to Mr Lynch, whose group of “ordinary like-minded ratepayers” formed in December wanted the chief executive to return the money he had already received. “He’s saying he will only return the money if he can see the council working together, but he is just a civil servant, not God, so he should return the money and then go.” Mr Marryatt’s $68,000 pay increase in December, which took his pay from $470,400

to $538,529, was backdated to July 1, 2011, so he had already received more than $34,000 since then. Mr Lynch, a Burwood resident, who is the area manager of a safety equipment firm, said the group didn’t believe the appointment of former Nelson mayor Kerry Marshall as a Government observer would solve issues surrounding the council. “They’ll go back to their old ways once he leaves since the council has been in crisis for the last four years. “Tony and Bob need to go and then we can hold elections, so we can get a council that works together with transparency.” Mr Lynch said the rally, at the former St Elmo Courts site on the corner of Montreal Street and Worcester Boulevard, would begin at 10am with Reverend Mike Coleman from the Wider Earthquake Communities Action Network (WeCan) taking to the stage at 12pm. Mr Lynch said his group would also request a full inquiry into the council by the auditorgeneral.

ASSESSMENT

IT was a superb early summer morning. The sun twinkled through the leafy trees and the cares of the working week had disappeared over the horizon as I plodded around the carpeted green. All was well and not shaking in this peaceful corner of a city park. However, the reverie was shortlived. Sixty metres away, the bloodcurdling barks of what looked like two Hounds of the Baskervilles shattered the idyllic peacefulness. They had sighted me and, to my extreme displeasure, in a split second were bounding in my direction intent, by the frightening, ferocious look in their eyes, for a kill. As the fact that I am here typing this attests I survived, but it was another unpleasant dog incident to add to the many over the years. Alsatians, Dobermans, Rottweilers, mongrels of mixed breeding, and sundry others have all tried to tear off a piece of the Tobin anatomy, and I think it has only been a minor miracle that my limbs have remained intact. I recall one Rottweiler owner shouting as

his dog bore down with mayhem and menace in its bearing, “Don’t worry, he’ll lick you to death!� Very comforting I’m sure. Why I bring this up is because the touchy topic of dangerous dogs is again being discussed. In recent weeks, an Ashburton toddler was bitten on the throat and rushed to hospital in a critical condition and an 18-month-old Porirua girl required extensive plastic surgery after being attacked by the family’s Pit Bull-Staffordshire cross. These incidents are not uncommon and have been going on for years, with the Government pledging to investigate laws governing dangerous dogs when a particularly nasty attack hits the headlines, only to forget about it when the matter dies down. It is true most dog owners are extremely responsible - keeping their pets controlled, carrying pooper bags, and all the rest - yet, as is the situation on many issues, there’s a small minority who ruin things for others. Enough is enough, the time has come to have dog laws that have, pardon the expression, a bit of bite.

Gap Filler goes DIY on new office Tom Doudney

GAP Filler has taken a page out of its own book, with its new relocatable office being built by volunteers on a vacant Sydenham site this week. The group, which creates temporary public parks and gardens on vacant sites, is working with Sustainable Habitat Challenge (SHAC) to construct the office on the Ascot TV site on Colombo St. Work started on Monday last week and is expected to be finished on Friday. SHAC co-ordinator Tim Bishop said the

building was built with an area of just under 10 square metres to avoid needing a building consent. “You still have to comply with the building code and you have to make a safe, durable, and comfortable structure, but when you don’t have to get a building consent it means you can be a bit more experimental.” The office, which gets all its power from roof-mounted solar panels, was made mostly out of recycled materials from demolition and building sites around the city.

Fund boost for Addington Action A GROUP helping Addington residents after the February 22 earthquake has received a $5000 boost from a Japanese organisation. The money for Addington Action comes out of a $17,000 donation from the Nippon Volunteer Network Active in Disaster, which it recently handed over to the Rebuild Christchurch Foundation for projects throughout Christchurch. Rebuild Christchurch’s Deon Swiggs said Addington Action was making a real difference. Addington Action is run by volunteers and spokesman Mike Peters said the group completed 700 jobs for 430 households on 112 streets in the first 250 days following the February quake. Their work includes repairing uninsured houses of the elderly, disabled, or single-parent families with young children, clearing rubble from earthquake sections and transporting it to the dump, helping establish home vegetable gardens, distributing food parcels, referring people to social workers, and organising

community events to help boost morale. Mr Peters said the biggest problem in the area was the social impact the quakes were having on top of existing poverty, low wages, and high rents. Mr Swiggs said stronger communities would make for a stronger city all round. “This kind of community action is happening right across the city and needs ongoing support from as many people and organisations as possible.”

SUMMER entertainment in the park continues with this year’s Anthony Harper Summer Theatre production from today through to February 19. The production, entitled The Complete History of Christchurch Abridged (CHOCA), is a comedic look at the history of the city. Local actor Mark Hadlow is directing this year’s show, performed by The Outwits. “It’s a light-hearted look at Christchurch – our recent history, including the current earthquake situation, as well as right back to the colonists and Ngāi Tahu – and it will all be done in under 90 minutes.” The Outwits, a well-known talented group, is made up of performers Greg Cooper, Jared Corbin, and Andrew Ford. “The event is free and will be a real treat for all local residents whether Christchurch has been your home for 40 years or 40 days,” Mr Hadlow said. “So bring the family, a rug to sit on, a picnic, your sense of humour, and enjoy a wonderful performance in the beautiful garden surroundings.”

New home for Canterbury athletics Chris Tobin

CANTERBURY interclub athletics returned formally to the eastern suburbs after having been out of the area since the sports’ former home, QEII stadium, has been out of action following the February 22 earthquake. Children’s athletics was held in the morning session at the Rawhiti Domain track and after a formal opening ceremony in the early afternoon, it was the turn of the older grades. While competitors are regularly travelling to Timaru’s Aorangi Park to make use of the all-weather surface there, up until last weekend the Canterbury Centre had been holding its events every fortnight at the Burnside High School track. Athletics Canterbury secretary Andrew Reese said the sport could be based at the upgraded Rawhiti grass track for the next three to four years, but he hoped that would be less. The Rawhiti track, home to the newly merged New Brighton Olympic Athletics Club, has new Mondo surface all-weather throwing and jumping areas. The centre has made an application to the Canterbury Earthquake Recovery Authority to have a new allweather track eventually. “We want what we had at QEII – two all-weather tracks and facilities to enable us to apply for international events.” Meanwhile, high-level athletics return to the city with the International Track Meet at Christ’s College on Saturday, which will also commemorate the 50th anniversary of Sir Peter Snell’s world 800m/880yds records set at Lancaster Park in Christchurch on February 3, 1962. Olympic gold medallist Valerie Adams and Olympic silver medallist Nick Willis will be competing.
