Tiger, tiger burning bright: This tiger made of metal and fabric will be doing just that during the Chinese Lantern Festival at North Hagley Park this weekend. The lanterns will be lit up from 5pm to 10.30pm tomorrow and Sunday. Looking as though he’s performing some dentistry on the tiger is Dan Christensen, who, with others, was busy unloading four containers loaded with lanterns. The festival comes at the end of the Chinese New Year celebrations heralding the Year of the Dragon. Photo: Gilbert Wealleans

“Yes, they should. We don’t have enough public holidays.”

“It should indeed be a public holiday. If other days are recognised as public holidays, then why not these days?”

“Yes, it should because it is important that we have a date dedicated to observe the occasion.”

“We all would like an extra two days holiday, but it will come at a cost that will have to be borne by business. I think we have enough public holidays now.”

Christchurch City Council staff said the hub extension would have little impact on the park and is recommending approval is given. Beck seems to be front runner for council seat WITH polling due to close at noon today, the outgoing ChristChurch Cathedral dean Peter Beck seems to have the edge in the Burwood Pegasus by-election race for a seat on the Christchurch City Council. Burwood Pegasus Community Board chair Linda Stewart said she thought Mr Beck would win the by-election because he was able to

deliver eloquent speeches. However she was worried that he didn’t understand the dynamics of the ward. “He (Mr Beck) has a way with words and it’s almost like he can charm with his speeches,” Ms Stewart said. “People are easily distracted by words but we need someone who deeply understands the

community issues and that comes from living in the area and from working your way up through community boards and residents associations. “I’ve worked my guts out here and have always made a commitment to the community by living here and dealing with the same issues as residents on a daily basis.” In spite of Ms Stewart’s comments Mr Beck said he was not building his hopes. “It’s in the hands of the voters. I’m like all the candidates. I don’t know.” In regard to his lack of local body experience, he said that he had worked extensively on committees and boards. “I’m sure I’ll pick it up and I have a lot of support from people like (councillor) Glenn Livingstone. I bring skills developed over many years.” Former Burwood Pegasus Community Board chair David East, who lost out on a council seat by 52 votes at the last local body election, said

his main rivals were Mr Beck and Ms Stewart. “I’m cautiously optimistic because I have always been very involved in the community. “Local knowledge and experience are vital for the chosen candidate.” Sustainability Canterbury candidate Rik Tindall said the race was not over until the votes were counted but he felt Mr Beck had received a lot of endorsement. “He has a high profile but it is a real advantage to be involved with the ward and community. “You need the knowledge of how local government works to be able to understand the needs of the ward.” The council’s website shows that 12,864 people or 32.3 percent of voters in the ward had returned their ballots by Wednesday. A progress result will be announced later today according to deputy electoral officer Warwick Lamp. The council hoped to announce the official result by next Friday.

Further cash boost for businesses CANTERBURY businesses have benefited from an injection totalling $584,519 in the last two months from the Canterbury Business Recovery Trust. This brings the total amount distributed since the trust’s inception to $3,701,320 with $2 million still available for businesses in need. To date, $5.4 million dollars has been donated to the trust, which provides cash injections into viable but earthquake-affected businesses. The trust is administered by Recover Canterbury. Communications manager Pip Tschudin said around 70 percent of the trust’s funds distributed to date have gone towards providing sales and marketing support for businesses or assisting with relocation costs. Around a third of the funds approved for sales and marketing support were for the development of online tools such as websites and social media marketing. “Reconnecting with customers and markets

is still a major issue for many Christchurch businesses, many of which have had to change their traditional business model to fit the new Christchurch environment,” Mrs Tschudin said. With many businesses now reopening in new or renovated premises, relocation and refit costs have also hit some businesses hard, she said. Burgers and Beers Inc High Street shop, which was demolished in the September earthquake, and their new premise’s red-stickered in February, received a $16,268 grant from the Canterbury Business Recovery Trust. This enabled them to develop the outdoor area of their new premises in Colombo Street, Sydenham. “We were a little under-insured and could have walked away, but our brand was getting such great traction prior to September and we had such great support that we knew we needed to keep going,” Burgers and Beers Inc co-owner Andrew Brown said.

From the editor

No-one’s laughing WHERE do you draw the line? I am referring to the Jon Gadsby case in which the well-known entertainer, comedian, and writer was sentenced earlier this week for his fourth drink-driving conviction in the Christchurch District Court. Described by his counsel as being sincerely remorseful, Mr Gadsby has received 120 hours community service and six months of supervision. Since being caught, he has completed an alcohol rehabilitation course and his car has been confiscated. Comment has been made that the sentencing has been too light, that he should have received jail time. His alcohol level was way above the legal limit of 400 micrograms of alcohol to a litre of breath. He recorded 1049 mcg. Yet, it has to be noted that in this latest conviction, Mr Gadsby only drove his car 300 metres down Aikman’s Road from a Merivale bar in order, it was stated in court, to deliver groceries that were in the boot. Delivering groceries at 10.43pm would not be high priority for most people at that time of the night, but never mind.

and their families will remember 22 February for the rest of their lives because of the impact it has had on them, with many having lasting injuries as a result of that day,” he said. The council does not have contact details for those injured, due to privacy issues, while some contact details for family members of those who died are out of date. Anyone able to provide contact details for any of those who have not been contacted can call the council on 941-8999 or 0800 800 169. If any family members of those lost haven’t received an email from the council during January, it is likely their contact details need to be updated with the council.

Aikman’s Rd is a narrow little street, which by its lay-out, forces people to drive slowly and one suspects Mr Gadsby would not have been driving at excessive speed. In other words, he wasn’t screaming down a major highway, a menace to all and sundry. That does not exonerate him, however, yet it should be kept in mind. I do not condone drink-driving either, but nor should there be gloating interest in a man’s struggle with the bottle and the sad consequences that come from that. Certainly Mr Gadsby, as a public figure, has to expect that his fate will attract media attention. Yet there is a balance to these matters and on this occasion, that balance has been knocked out of kilter. We have seen large front page photos in metropolitan papers of the sad-faced comedian in court as well as a posse of reporters and wielders of cameras inside and outside the court in pursuit of their prey. Talkback radio has joined in too waffling on. The whole thing has been excessive. It has gone beyond fair coverage.

THE first anniversary of the February 22 earthquake will also be the day that Christians observe Ash Wednesday. For many years, the Catholic Bishop of Christchurch and the Anglican Bishop of Christchurch have held a combined service for Ash Wednesday and this will occur again. Catholic Bishop Barry Jones and Anglican Bishop Victoria Matthews will lead a combined service at St Mary’s Catholic Pro-Cathedral in Manchester St starting at 5.30pm. The combined choirs of both cathedrals will be present. All will be welcome.

It was with amazement and disappointment that I read Tim Howe’s comments (Mainland Press, February 1) where he was quoted as saying, “The public want to stop whinging and moaning that things are taking too long; we’re actually doing very well. As long as you perpetuate negativity, people will leave town.” Clearly, Mr Howe does not live in Bexley or Brighton. We work hard to support families who still do not have flushing toilets, who have dug liquefaction out of the homes on several occasions, who cannot do washing because their drains don’t work, who are struggling

with EQC and insurance companies and who stand to lose thousands of dollars in their payouts. Still, these families box on, doing the best they can for their children, trying to ensure that they don’t have to go without, are safe and secure and arrive at school ready to learn. Our families are part of a Christchurch public that needs to be supported and informed; not criticised. Perhaps then they will be more likely to stay. John Leonard Principal, Freeville School

Future earthquakes DR Kelvin Berryman of GNS Science has stated that future earthquakes will not occur where we’ve had big quakes. Can he be sure? The general view has been that the whole earthquake sequence starting on September 4, 2010, has moved from west to east. That has been correct until you consider the fault line which fractured on June 22, 2011, between Halswell and Lincoln generating a magnitude 5.4. This fracture took place in the well publicised ‘gap’ between the Greendale fault and the Port Hills fault, and at right angles to those two faults. A northern extension of the Lincoln/

Halswell fault line takes it through the west/ north-west of Christchurch. The ‘gap’ may now well have settled. But it might not have and could fracture east/west to join the Greendale and Port Hills faults. It may have fractured 500 years ago, or even 100,000 years ago, but we don’t know. Much comment is made about there being no prior knowledge of the existence of the Greendale fault. Maybe it never did exist, and it is now a brand new one. Faults have to start at some point in history. Robin McCarthy, Avonhead

CANTERBURY district commander superintendent Gary Knowles, left, Constable Phil Goto, Constable Li’Ying Cai, and Sergeant John Baines represented Christchurch police at the Waitangi Day ceremony at Okains Bay on Monday. Mr Knowles has been in his new position for just over a month. He was previously Tasman district commander during which time he led the police response to the Pike River Mine disaster. Mr Knowles said it was a challenging time to take on the district’s top policing job with the continuing aftermath of the Canterbury earthquakes. “One of the things that attracted me to the role was that out of all those things, some good stuff will happen,” he said.

Last bicycle ride Workshop to consider for cancer charity rebuilding on soft land THE 25th and final run of the ‘Coast to Post’ bike ride will pedal off next week starting in Greymouth and ending at Christchurch Airport. Forty-six cyclists and support crew will cycle across the Southern Alps on a three-day ride to Christchurch to raise money for the Child Cancer Foundation. Over the past 24 years, the event has raised more than $220,000, but NZ Post is withdrawing its sponsorship. On Friday, February 17, riders will leave Greymouth Mail Centre and head to Arthur’s Pass for an overnight stay. The next day, they will carry on to Springfield for the next overnight break, and on Sunday will complete the last leg of their journey, finishing the ride at the New Zealand Post depot at Christchurch Airport. Organiser Phil Ibell, from New Zealand Post, who has done the most consecutive rides over the 25 years of the event, said he was looking forward to the ride even though it was the last one. “There has been a lot of interest for the 25th anniversary ride. “We have a lot of past riders returning to do it,” he said. “All we want is some good weather for it.” Child Cancer Foundation funding and business development manager Clare Wilkinson said that as it was the 25th anniversary, there was even more happening than usual. “We are going to have a number of our families and our children riding the last leg of the ride.” An awards ceremony organised by the Child Cancer Foundation will also take place after the ride to thank New Zealand Post and all the riders for their support over the years. Money raised from the ride will be donated to the Child Cancer Foundation’s accommodation unit in Christchurch. (Allied Press)

AN international workshop begins on Monday with more than 50 structural engineers, geotech experts and architects discussing how Christchurch can rebuild on its soft land. The event has been organised by the Peterborough Village committee and there will be a public feedback session at the Knox Centre in Christchurch at 7.30pm. Peterborough is the first community village to be formed inside Christchurch’s quakebattered central city. The business and residential precinct includes Colombo, Salisbury and Barbadoes streets through to the Avon river. Organiser Di Lucas said Christchurch’s central city and TC3 (green-blue zones) areas could be rebuilt by placing new structures lightly on the land. `Some people say our TC3 (green-blue) zones should be red zoned. But they are buildable. This workshop will show various

ways for how it can be done, and done affordably,’’ Ms Lucas said yesterday. ``Building lighter structures with timber is good in using local materials and for our carbon footprint. Lighter structures also allow for re-levelable floors so they can be adjusted if we get another big one (earthquake). ``We’ll get the experts at the workshop to evaluate the different scenarios, identify advantages and limitations, and come up with systems with greatest applicability for development on this soft ground.’’ Among those investigating particular sites and presenting options are Wellington structural engineer Alistair Cattanach, Auckland timber construction expert Mark Batchelar, Christchurch geotech specialist Nick Traylen and Christchurch architect Thom Craig. Several overseas experts will contribute, some attending, and others presenting by video-link.

Mr Barnes, who recently won an award from Volunteer Canterbury for his youth work, said he was amazed at how his life had changed over the past few years. “I found my calling in life and discovered a passion for helping young people. “I went from being someone who hadn’t finished high school to studying for a diploma. It was really difficult at times, but now I can give young people a real example of how someone can improve their life.” Mr Barnes has worked as a volunteer at the Wycola Avenue Youth Centre, which runs an after-school programme and holiday camps for Hornby youth, for the last two years while completing a Diploma in Youth and Community Studies. Around 25 teenagers gather at the centre on Tuesday and Thursday afternoons and over 80 take part in the holiday camps, which run four times a year. “It’s a great place because young people can come here and relax and we are always here for them to talk to.” Mr Barnes remained concerned about a lack of positive adult role models and youth facilities for Christchurch teenagers, especially after last year’s earthquakes. “Having positive role models makes all the difference. When someone believes in you and you start believing in yourself, you have a future. “It’s important to set up more facilities for the youth and to increase the capacity of those we already have to give them a positive choice.”

THE Canterbury Film Society will launch its 2012 season next month at its new home, the Hollywood 3 Cinema in Sumner. The season starts on March 12 with the 1945 film noir classic Mildred Pierce starring Joan Crawford, who won an Oscar for her role as the heroine of James M Cain’s tale of a dumped wife who became a waitress to support her kids during the Great Depression. Another of Cain’s novels, the 1934 crime classic The Postman Always Rings Twice, is also featured. This 1946 version starring Lana Turner and John Garfield was the third filming of The Postman Always Rings Twice, but the first under the novel’s original title and the first in English. Later in the season, Jerichow will screen, a 2008 refit of The Postman directed by Christian Petzold and set in beautiful, yet economically hardpressed, north-east Germany.

Asian offerings include Ashes of Time Redux (2008), Two Great Sheep (2004), and Last Train Home (2009), a story of a couple embarking on a journey home for Chinese New Year along with 130 million other migrant workers. Two ‘60s Czech rarities, two ‘70s gems from Australia, shorts by Iranian director Kamran Shirdel, as well as local favourites, Geoff Murphy’s Blerta Revisited (2001) and Florian Habicht’s subversive musical fairytale Woodenhead (2003) will also feature.

Sumner advisory group formed ELEVEN people have been appointed to an advisory group for the development of the Sumner village centre. The group will provide guidance and support to the community-led master planning process. The appointments were made by the Hagley/Ferrymead Community Board. drawn from the Sumner Residents’ Association, the Sumner Urban Design Team, the Sumner Business Association, and the Sumner Community Centre. Hagley/Ferrymead Community Board chairperson Bob Todd said, “The appointment of group members has involved the careful and thoughtful consideration of the mix of skills and experience needed to move the rebuild of Sumner’s quake-affected suburban shopping centre forward. We are confident we have the right mix of people.”

THE Selwyn District Council says people have responded proactively to a request to remove personal items and adornments around the area’s graves. Selwyn asset administrator reserves Annette Orchard said people had been very positive about observing the guidelines, which stem from the Cemetery Bylaw 2011. “We want to thank those who have taken notice of our request to remove planting and adornments in front of concrete beams. The idea behind the bylaw is that we maintain our cemeteries, so that anybody wishing to visit or use them feels comfortable doing so.” Removal of personal items made it easier for lawn mowing and other cemetery maintenance and now it is less likely that these items would be damaged in any way. Personal items and adornments could still be placed on the concrete beam by the headstone. The deadline for removal of items is February 19, after which time council staff will arrange for their removal and storage. The items can then be collected from the council’s Rolleston offices until August 30.

Got tagged: Cemetery tags have been placed near graves that do not comply with the Selwyn District Cemetery Bylaw 2011.

BUSINESS

MAINLAND PRESS

FRIDAY FEBRUARY 10 2012

Businesses remain committed Electricity certainty, hope, and excitement for the future. The group represented organisations across a wide range of industries, as well as tens of thousands of employees across the region. Many of them were examples of what local businesses could achieve in times of need, Dr Elder said. Abley Transportation Consultants Ltd, for example, has become a key transportation partner for the city. Following the February earthquake, it has helped the University of Canterbury implement a temporary shuttle service that enabled the latter to keep students in the region. It also helped Environment Canterbury to design a new public transport system and, at the same time, contributed to other city projects that will shape the structure of the city for decades to come, Dr Elder said. CBLG spokesman Dr Don Elder The company relocated to Sydenham due to its Victoria Street premises being demolished. Despite the upheaval, all but with the company and next month, it will one of its pre-earthquake staff remained have achieved significant staff growth year on year. Managing director Steve Abley said this growth had been achieved through market expansion. “We have expanded our market presence throughout New Zealand $ ( & (#" $ %* &( &(* "##) and today, we are doing work in

A RECENT survey of the members of the Canterbury Business Leaders Group (CBLG) has revealed that there is still ongoing widespread commitment to the region. The CBLG was formed following the February 22, 2011 earthquake to provide a united business leadership approach to the recovery. It continues to work closely with other organisations in the city and members remain confident about the long-term economic and social prosperity of the region, spokesman Dr Don Elder said “The reality is that the economic strengths of the Canterbury region remain and are becoming stronger, and most of the foundation pillars of the city also remain. “We have always been a strong, proud community, and we still are, and we are in one of the best places in the world to live, to play, and to enjoy life. “As business leaders, we recognise that we need to play our part to build on these pillars to create a strong vision for the region that gives our staff and their families

prices to rise CURRENT regulations mean Orion will not be increasing its charges to electricity retailers for Christchurch electricity distribution from April 1 this year. The company will, however, have to pass on a rise in Transpower’s charges from that date. The national grid operator bills local power distribution companies such as Orion, who then send a combined ‘delivery’ charge on to electricity retailers. Retailers in turn bill residential and commercial customers for the power that customers use, including the transmission and distribution charges. For domestic consumers, this increase in Transpower’s charges will mean about three per cent extra on a typical residential power bill right across New Zealand. The rises reflected the size of Transpower’s recent and ongoing investment in the national grid to increase capacity and improve reliability, Orion’s CEO Rob Jamieson said. “In terms of Transpower’s grid charges, these are increasing across the country, not just in Christchurch. For Orion, this increase is compounded because we now have a smaller customer base over which to spread the increased grid charges. Orion faced challenging conditions following the 2010 and 2011 earthquakes, Mr Jamieson said. “Our operating and capital expenditure programme has increased significantly, as a result of earthquake recovery efforts, by around $70 million. “At the same time, our revenue has reduced as fewer homes and businesses are connected to our network and energy volumes have fallen, particularly in the earthquake-affected CBD and eastern suburbs. Mr Jamieson said the net effect was that Orion would have to rigorously prioritise its forward work programme and to work constructively with regulators on options to address the adverse impact of the earthquakes on its business.

However, Valen ne secretly married couples un l he was caught. When he refused to renounce his Chris an beliefs, he was sentenced to be beaten to death with clubs and be beheaded. Before his death, one legend suggests he le a farewell note for the jailer’s daughter, which read “Love from your Valen ne,â€? the ďŹ rst Valen ne’s card. It was the Pope who set aside February 14 to honour St. Valen ne in AD 496. Exchanging of handmade cards and gi s became common in England in the 18th century. Better everytime: Ferrari’s F2012 has been redesigned to be more effective and efficient.

SAT FEB 18

WITH Ferrari’s home town of Maranello snowbound, the internet has come to the rescue for the public launch for the Ferrari 2012 Formula One Car as it takes place in cyberspace. In just hours, the Ferrari public and media websites had more than five million hits. The F2012, the 58th car, was built to take part in the Formula 1 World Championship. It adopts a well-established tradition of being named after its year of manufacture. The project, internal code number 663, constitutes the Scuderia’s interpretation of the technical and sporting regulations that apply this year: the main changes when compared to the 2011 concern on the height of the front section of the chassis, the position of the exhaust pipes, and the mapping for the electronic engine management. Almost every area has been fundamentally revised, starting with the suspension layout, with both the front and rear feature pull-rods aimed at favouring aerodynamic performance

and lowering the centre of gravity. The front wing is derived from the one introduced on the 150º Italia in the final part of its racing life and evolved from there. The nose has a step in it that is not aesthetically pleasing. However, with the requirement to lower the front part, this was a way of raising the bottom part of the chassis as much as possible for aerodynamic reasons. There have also been modifications to the side impact structures, repositioning of the radiators, and revisions to all aerodynamic elements. The lower part of its rear is much narrower and more tapered, a feature achieved partly through a new gearbox casing and the relocation of some mechanical components. As always, much time has been devoted to its performance and optimisation of its materials, right from the design stage of the around 6000 components to ensure that all operations carried out at the race track are as efficient and effective as possible.

Bring it on! THE summer of cricket got off to a flyer in Tasmania where, probably against the odds, the Black Caps won against the Australians. The next challenge was Zimbabwe. Like the Indians, visitors for the Australian summer, the Zimbabwean team has never looked like they really wanted to be here. Some years ago, it was thought of as simply a chance to warm up. For that reason alone, I have some genuine sympathy for the Zimbabwe cricketers. Political turmoil, lack of funds, and very few choices for players doesn’t mix well to be able to play attractive winning cricket. Having said that, I have been very impressed, not so much by the achievements of the Black Caps against Zimbabwe, but with the professional way the squad has approached the job every time they lined up. John Wright has identified his chance with this Zimbabwean tour to find out if some new players may be able to make the cut. He has shown faith in these guys and thrown down the gauntlet to see if their current

The release was seen as an important milestone in the development of Christchurch Stadium, aimed to be completed for the Crusaders’ first game against the Cheetahs on March 24. It will be the first Crusaders game in Christchurch since May 2010. Season ticket prices start at $162.50 for all seven Crusaders matches and five Canterbury home games. Purchasers of season tickets will also be able to buy a ticket for the All Blacks Test Match against Ireland on Saturday, June 16. A pay weekly option and the option to purchase a 'Take a Kid to Footy' season ticket for those with families are available.

domestic form can be carried through to international assignments. The new selections have come up trumps and that is very satisfying. Now comes South Africa. Ranked No 2 in the world at test level, they will really extend the Black Caps and I for one can’t wait for the tour to commence. Wright has the attitude he will need to instill in those selected to battle with the Boks. Fasten your seat belts and soak up top line cricket for the next six weeks!
