Painters from China suggested for Christchurch rebuild Chris Tobin
TRADE-qualiďŹ ed painters are in such short supply around Christchurch suggestions have been made they should be recruited from China and Thailand according to Canterbury Master Painters’ Association chairman Paul O’Donnell. Mr O’Donnell said the painting industry could do with another 500 to 1000 painters for the rebuild spread over six years. “Private ďŹ rms have been talking of bringing in Chinese workers but we need to train
people here, the unemployed and through the prisons and schools. “Everybody is at out. I could have another 20 painters for my company but I can’t get them.â€? He said two companies with contacts in Thailand and China had suggested the idea of painters coming from those countries and another suggestion was for Irish painters being brought to the city on one-year contracts. Mr O’Donnell did not believe recruiting from

School to lose central-city building Tom Doudney
UNLIMITED Paenga Tawhiti School faces uncertainty over its future location with news that one of its two main buildings will be demolished. The school was displaced from its central city premises by the February 22, 2011 earthquake and now has 407 staff and students split between two temporary sites at Halswell Residential College and the College of Education at the University of Canterbury in Ilam. Last week, staff were told that the Southern Star building in Cashel (City) Mall would have to be demolished. The nearby Hallensteins building, where the school’s other main block is located, is still awaiting an engineering report, while the fate of a third, smaller premises in the Bus Exchange building also remains unclear. The school’s co-director Tanja Grzeta said the loss of the Southern Star building, where the school began nine years ago, was devastating. “It was the heart of the school - but it didn’t come as a complete surprise because we knew the extent of the damage.”
Ms Grzeta said moving to the suburbs had been tough as the school had previously relied on other centralcity facilities such as the public library to provide some of its educational amenities. Transport was also more of an issue for students now. However morale among students and staff remained positive and the school had been well supported by its community. Chris Tobin THE Department of Labour has advised Mainland Press that between July 1, 2011, and March 1 this year, a total of 140 people have been granted visas to work on the Christchurch rebuild. “These people qualified for visas on the basis of skills shortages including those in occupations on the Department of Labour’s immediate and long-term skills shortages lists,” department spokesperson Astrid Smeele said. Most workers (90) have come from Britain. The main occupations of those granted visas were: Insurance loss adjusters (31), quantity surveyors (26), construction project managers (22) and civil engineers (11). There have also been 1808 Irish and 6872 working holiday visas issued for the same period and it is believed some of these would include people working on the Christchurch rebuild. The department’s labour and immigration research centre has been working alongside
groups such as the Canterbury Development Corporation and Canterbury construction companies to model the demand for specific occupations that would be needed in the rebuild. “That analysis shows that migrants will be needed for the rebuild, including for some highly skilled occupations,” Ms Smeele said. “Care will be taken to ensure that migrants don’t take jobs that New Zealanders are available to do.” The Canterbury Employment and Skills Board stated an additional 36,000 workers would be needed by the time of the rebuild peak which was expected to be in the third quarter of 2013. Of this number 23,900 workers would be required in trades including painters, carpenters, joiners, concrete and plastering workers as well as labourers. Board spokesperson Alex Bouma said worker shortages were starting “to bite” now and it would accelerate away to be a problem, but it would be an opportunity as well.

None of that happened. “Those options were not taken which was fine,” Mr Akers, again a master of diplomacy, commented. McConnell Dowell’s NZ and Pacific general manager Roger McRae was less sanguine on the subject. “Just letting the market decide is easier said than done,” he said. “With the scale of the work we’ve got, it’s not viable for us to set up accommodation camps for our employees.” He did not believe individual companies could meet the housing needs of their workers. “I think a coordinated approach, which would include the city council and others, would be the appropriate solution because it’s not up to the individual companies to set up these camps.” The whole matter needed to be sorted now, he said, before the tidal wave of workers hit. And how big will this tidal wave be? The Canterbury Employment and Skills Board says 36,000 workers, give or take a few, will be required at the peak of reconstruction late in 2013. Whether Mr Brownlee likes it or not some government intervention will be required, perhaps as Mr McRae indicated, involving a coordinated response from a number of parties.

EARTHQUAKE Recovery Minister Gerry Brownlee has commented that companies profiting from the Christchurch rebuild should provide accommodation for the thousands of workers who will soon be rolling into the city. “The idea that the Government would set up a big work camp somewhere in the city I think is just a little bit of a stretch,” he said. But it’s a stretch that some people think the Government, with some help from other parties, should be taking. I rang a few of the big players and asked what they thought of the minister’s comments. Fletcher Construction spokesman Barry Akers said diplomatically that as far as they were concerned the minister’s remarks were the end of the issue for them. At present Fletchers has around 5000 workers and sub-contractors available to them and considerably more are expected to be needed once the workflow hastens. As long ago as March last year Fletchers presented proposals to the Department of Building and Housing to build three worker camps for 900 people on leasehold land outside Christchurch, one site being in Amberley. A further 250 to 300 emergency houses for quake victims was also part of that plan.

ChristChurch Cathedral ANY decision by Bishop Matthews about the future of ChristChurch Cathedral will be condemned by one faction or another. Repair or pull down? The former means an astronomical cost and the latter leaves a pointless space. Yet the problem cannot be left to drag on. Is a national, or even an international, appeal for funds a practical solution? Meanwhile designs can be invited and put to the public - which will bring further storms of criticism, but you have to start somewhere. Adrian Cooper, Kaiapoi JO Kane writes a good opinion column in the March 22 edition. She expresses the thoughts of many of us, who are sick of the “deconstruction” of more and more buildings, including historic ones. She sums it up nicely when she said, “This is not about dangerous buildings. This is about the new earthquake building codes and reinsurance issues making it uneconomical for their owners to fix or restore.” But the best part of her column is when she asks, “Isn’t anyone prepared to fight? Only the Wizard and the Civic Trust seem to have the energy to take on the Anglican Church.” It is such a shame the Bishop and her cronies want to “deconstruct” the cathedral in the square! Crusaders on home turf at last Saturday’s Crusaders match against the Cheetahs, the first in Christchurch since May 2010 after the earthquakes knocked out their home stadium and caused loss of life and destruction around the city, was a highly emotional one. The homecoming pressures showed as Chris Tobin found. WITH only 10 minutes remaining in Saturday night’s Crusaders-Cheetahs match, the announcer proclaimed to the sea of red in the new Christchurch AMI Stadium, “You

better make some noise Christchurch for your Crusaders.” For several sickening seconds, the crowd sensed the party celebrating the ‘gypsy’ Crusaders’ return to their home city, for the first game here since May 2010, could go pearshaped. The lowly rated Cheetahs, who had actually beaten the Crusaders in their last clash, had just clawed their way back to 21-all. Until then, the game and night had been a celebration. For the first time in a Christchurch rugby match, park and ride buses brought fans into the $30 million stadium, which had been cobbled together with lights from Dunedin’s old Carisbrook, turf from the quake-damaged AMI stadium and stands from Auckland’s Mt Smart stadium. Bus stops around the city overflowed with fans - mums, dads and the kids and older people - who once upon a time might have preferred staying at home and watching the match on TV. There was a sense among the crowd queuing to enter the stadium that the Crusaders would win, comfortably perhaps. But that opinion didn’t take into account the circumstances of the match. The seriousness of the occasion was apparent in the Crusaders’ warm-up. Although the stadium glowed in the early evening sun and fans sweated in the stands, the Crusaders went through energy-sapping and what looked like energy-wasting pre-match routines ferociously. There was a reason. The Crusaders came into the match after two losses and a bye, all of which added to the psychological pressures of knowing a quake-devastated city was looking to them for a boost and a lift from months of drudgery and heartache. Trumpeted as role models and helping the morale of the city – this was a match the Crusaders had to win. Small wonder they looked tense; by comparison the Cheetahs appeared relaxed as if heading for a beach party. In the course of the evening there were spine-

tingling and emotional moments - Kieran Read leading the team out and the crowd standing for a minute’s silence in tribute to former NZRU chairman, the late Jock Hobbs; hoopla with the sword waving Crusader knights galloping again and the tongues of fire cutting the night air whenever the Crusaders scored. The Paul Kelly dancers danced once more and Mexican waves rolled around the stadium time and again. The Cheetahs, meanwhile, were treated like anonymous intruders. Whatever they did well was met with silence, or as when their first fiveeighths Johan Goosen kicked at goal, whistles, boos and catcalls. Thirty-six minutes elapsed before the first points came and to the delight of the 18,000 crowd it was the Crusaders. Sean Maitland scored a finisher’s try. Debutant Tom Taylor missed the conversion but then slotted two penalties and the score was 11-3 at halftime. Shortly after the break the red machine looked on course when centre Robbie Freuan slashed through and touched down. But the Cheetahs replied immediately with a stunning counter-attack try to Goosen and he added a penalty soon after. Next, Taylor landed a penalty. The scrums by this time were under the farcical golden oldie rules due to Cheetahs’ injuries. This favoured the Cheetahs; the Crusaders began to look tired and harassed. Key services projects push ahead The Stronger Christchurch Infrastructure Rebuild Team (SCIRT) is rebuilding the city’s earthquake damaged roads, water, wastewater and storm water networks. This includes hundreds of kilometres of wastewater pipes, fresh water pipes, roads and around 450 retaining walls. Steady progress is being made on the rebuild. Some of the key projects underway are:

This pipeline carries approximately 30 per cent of the city’s wastewater. Work began in Linfield Park and will be complete around mid-April so the park can be ready for use in the winter sports season. The entire 3.6 kilometre pipeline is expected to take a number of months to complete and will be undertaken simultaneously on up to three separate work fronts to ensure that the work is completed as quickly as possible.
Critical to Christchurch’s water supply, Huntsbury reservoir was badly damaged in the earthquake and cannot be rebuilt to its original size. Instead two separate reservoirs are being reconstructed on the existing site. Stage one of this work is finished and provides 6,000 cubic metres of water storage. Stage two will more than double this capacity and will be finished around midOctober this year.

Fitzgerald Avenue This transport route is one of the highest priorities for the rebuild. The northbound lanes, from Avonside Drive to Cambridge Terrace, suffered severe cracking after the earthquakes. Its location close to the river makes it a challenging task. Eight hundred stone columns were inserted to stabilise the land. Work has been underway since June last year and is scheduled to be completed in May.

Final call for community fund applications Applications for the Christchurch City Council’s Strengthening Communities fund closes next Saturday 31 March. Chair of the Funding Committee, Councillor Barry Corbett, says it is important people get their applications in before this cut off date. “Many community groups are currently tied up with ongoing earthquake related issues and projects, however, it’s important they take time to apply for the funding they require and don’t miss out on the opportunity to get financial support.”

HEI HEI teenager Abbas Nazari is among a group of Burnside High School students about to take flight on the trip of a lifetime to Greece and Italy. It’s the first overseas trip for Abbas since he arrived in New Zealand as a refugee from Afghanistan a decade ago, not knowing a word of English. The 16-year-old is one of the Tampa refugees rescued from a sinking boat in international waters in August 2001. He has grown into an accomplished student, winning third in the New Zealand spelling bee in 2008, attaining NCEA levels 1 and 2 with excellence and serving on his school’s sports council and as a prefect. Now, along with his classical studies classmates, he’s excited about the threeweek-long trip, which starts on April 5, and will include visits to the Acropolis, the Kingdom of Mycenae and Pompeii. He was most looking forward to seeing the Colosseum. “Classics I like because it’s humans
looking at humans, it’s a look at ancient society, comparing how life was 2000 or 3000 years ago to how it is now and you see not much has changed at all.” The group of students and their teachers has been busy fundraising for the trip, which costs $10,000 per person. SEVEN candidates have put their names forward to fill a seat on the SpreydonHeathcote Community Board. A by-election is being held to replace Mike Thorley, who resigned from the board in January after moving his family to Western Australia. Nominations closed last week. Several of the contenders have served previously in local government, including former Hagley-Ferrymead Community Board member Rod Cameron, former Environment Canterbury councillor Rik Tindall and former Heathcote County Council and SpreydonHeathcote Community Board member David Drayton, who is standing as part of the Independent Citizens group. Mr Tindall and Mr Cameron also stood for
a seat on the Christchurch City Council at the recent Burwood-Pegasus by-election, which was won by Peter Beck. Christopher Michael Hansen has previously stood for the community board, as well as the Canterbury District Health Board and the Christchurch mayoralty. New faces to local politics include Glenn Slaughter, a Cashmere resident and real estate agent who has been working in the Spreydon-
Heathcote area for the past 27 years, former council staff member and current Thorrington School property manager Gary Harrow and Cashmere resident Dr Helene Mautner, who is standing as the candidate for the People’s Choice (formerly Christchurch 2021) group. Voting papers will be sent to enrolled Spreydon-Heathcote residents from Wednesday, April 18. Voting closes at noon on Friday, May 11.

Principal’s Message Kia ora koutou. Talofa. Kia Orana. Malo e lelei. Bula. Fakaalofa atu. Hello and warm greetings to the Hornby High School community. It has been a very active start to the year on every level. At the governance level the Hornby schools’ Board Chairs are meeting to progress the aims of the Hornby Learning Community schools; classroom success has been celebrated with our 2011 NCEA results; outside the classroom we have, again, a large number of students participating in the growing number of co-curricular activities. 2012 is the second year of the adoption of our Board’s values for our school; CARR: Commitment, Achievement, Resilience, Respect. These values were tangible in 2011 and continue to be so in this first term. I am excited about the year as we develop further opportunities for student leadership and the individualised pathways that lead each student to personal excellence. If any member of the community wishes to talk to me about anything, please contact the office to arrange a time for this to occur. My door is open.
Despite earthquakes and aftershocks, despite snowstorms and Rugby World Cup distractions, Hornby High School students achieved fantastic NCEA results in 2011. At Levels 1 and 3 our results are above the national average for all schools in New Zealand. There is so much good news in our results it is difficult to know where to start! At Year 11 over 80% of students were awarded Level 1 NCEA and with over half gaining more than 100 credits. Thirteen students gained L1 NCEA with Merit and three students, Larissa Banks, Landie Blair and Nathan Ferguson, gained L1 NCEA with Excellence.
Natalie Weir, Hayley Henderson, Mele Tattersall and Courtney Willan all gained over 100 credits at level 1 NCEA Deputy Head Girl, Cheyanne Neilson gained Level 2 NCEA endorsed with Merit. She is accepting her academic badge from Deputy Principal, Karen Wheeler with Mike Kelly, the Chairman of the Board of Trustees offering congratulations. Jayden Dock, Logan Dickie, Callum Sellars and Dallas Yates all gained over 100 credits in Level 1 NCEA.
The Level 3 results were equally as fantastic as Level 1. 80% of students passed Level 3 NCEA and 75% gained University Entrance. Both of these results are above the national average for all New Zealand schools. Athletics Day a Success For the first time in many years we had to stay home on athletics day rather than travel to QEII Park. Despite the chilly southerly, the day was a great success with many students qualifying for the inter-secondary school competition team. When school opened in February it quickly became obvious that there were many more Year 9 students enrolling than we had planned for. Rather than have classes that were too large, we quickly established another top band class to accommodate our new students. Average Year 9 class size is now in the low 20’s. Hornby High school is currently getting computer network upgrade funded by the Ministry of Education and school funds. By the start of term two we will have high speed broadband throughout the school as well as many more computers for student use. Senior students will

Principal’s Report Kia ora Our first term back on our Avonside site after the dislocation of 2011, has been exciting, full and busy. Girls and teachers are very happy with the new facilities and colourful and attractive layout of the modular classrooms. We were pleased to be able to show the Prime Minister our new-look school, especially the new specialist rooms, which enable us to deliver the full curriculum. He seemed impressed at the result of the investment to get Avonside Girls High School back on site. NCEA achievement for 2011 was very pleasing, and we congratulate our girls on maintaining their learning focus when so many challenges and constraints were present. It has been wonderful to recapture our school site and normal school day. Girls are responding to the many opportunities available to them, and it is such a joy to see students gathering to participate in so many sporting and cultural activities.
Ecstatic Dragonboaters On Saturday 10th March our Year12 and 13 dragon boat team competed in the South island Championships at Lake Hood, Ashburton, where they received a silver medal in the final of the 500m event. The girls were also commended for their sportsmanship and community spirit.

NCEA Results 2011 With reduced teaching time throughout 2011, because of site-sharing arrangements, snow days and earthquake closure, we had concerns about the possible impact on student NCEA achievement. However we are delighted with the results, which show continued improvement. The girls achieved at a higher level than the national average at all levels of NCEA.
Prime Minister Visits our school Prime Minister John Key, visited our school earlier in the term. Student leaders accompanied the Principal and Prime Minister on a tour of the school and were then able to talk to him over morning tea. They impressed on him how pleased they were to return to Avonside after a year of site-sharing.

Year 13 Leadership Camp The school crest which was on the top of the old main block, now has a new home at the front entrance of the school.
Students attended a three day leadership camp at Craigieburn. They were taught raft building, Adventure Based Learning, caving , camp cooking and environmental studies with DOC. The girls were working on developing their skills so they can be effective leaders with Year 10 students on their outdoor education camps.
Open Morning On 11 February we held an open morning for interested members of the community to view our new premises. A large number of people and a sunny day made this a very enjoyable morning.

t’s me to put on makeup, it’s me to dress up bright” … sounds familiar? If you are not a fan of The Muppets or don’t know who they are, then maybe not, but if you are, that tune will be in your mind for sure. The Muppets certainly know how to put on a good show, and so do bulbs. It’s bulb plan ng me. As the days begin to close in, it’s me to think about adding colour and vibrancy to your garden to enjoy later on in the year. Bulbs are one of be easiest ways of adding ‘bling’ to your garden with only a small amount of effort required. Bang for the buck, they are a brilliant value as you only need to plant them once, and with a li le care they will reappear year a er year a er year. Literally choose what you want to plant, then plant them and walk away un l they appear in droves later in the year once Mother Nature gives them the thumbs up in late winter, spring and summer, depending on what you plant. Bulbs require li le effort or skill, meaning nearly anyone can successfully produce a colourful patch. The main trick to ge ng a spring show of bulbs is remembering to plant them before the ground gets too cold. Once you see bulbs flowering in the spring, it’s too late to plant. Garden centres have a huge range of bulbs available now, talk to the staff and let them help you choose a selec on that suits your taste, personality and style. Or have fun using the internet, visi ng specialist mail order bulb websites. The most economical way to buy bulbs is to buy in bulk when they are dormant. They don’t do themselves any favours when dormant as they look shrivelled up and dead. But don’t let this fool you as it’s the best me to plant, mainly because the shock to the bulb is minimal when they are not ac vely growing. Once planted and the soil cools down and the autumn rains appear, the bulbs kick-start into growth. Not that you will be able to see what’s
happening to start with, as all the ac vity is below the surface (back stage, so to speak). First, they put down their roots to secure themselves into the soil, seeking out food and water at the same me, and then when they have enough energy and the temperature is right, they pop up through the ground and start to strut their stuff.

Select bulbs that are large and healthy, without marks or mouldy patches. Before plan ng, loosen the soil, blend in loads of well-ro ed compost or be er s ll, Debco Bulb Mix. This stuff contains SaturAid for water absorp on, calcium and has goodies in it to reduce risk of bulb diseases. Plant bulbs at least twice their height deep in the soil or pots. This is vital as bulbs planted too shallow tend to fall over and fail to bloom. By plan ng deeply, it helps the bulb anchor itself into the soil, so it can support the weight of its stems of flowers The trick is to plant loads, the more the be er, so you can enjoy them both flowering in the garden and s ll have enough to pick for the vase. Water once planted and keep soil moist through dry periods. Once leaves appear, a side dressing of Tui Bulb Food gives the bulbs a boost, par cularly if they are planted with lots of other plants that may be using the nutrients in the soil. A er flowering, bulbs naturally die down; the leaves naturally wilt and turn brown. Don’t panic, this is an important part of the life cycle. UK folk duo to perform in Christchurch AWARD-WINNING folk duo Chris While and Julie Matthews are returning to Christchurch for a concert on Saturday. The pair won BBC 2’s Best Folk Duo award in 2009 and have travelled around the world performing their unique blend of folk and roots music. Their songs cover topical issues from injustice and freedom to matters of the heart. Both While and Matthews were devastated by last year’s earthquake and hoped to bring smiles to the faces of Christchurch residents with their music. “We can’t begin to imagine how hard it’s been for you all. “We just want to bring some magic back into the lives of people in Christchurch who have been through so much over the past 18 months.� Concert organiser Gill Coe said she was delighted that the duo had decided to return to the city. “What we appreciate is that they’re prepared to come back to our shaky city and play for us. “Their concerts are always amazing.� The concert kicks off at 8pm at the Christchurch Polytechnic Institute of Technology Jazz School on the corner of Madras and High streets. LAST Saturday night saw the christening of the newest sporting ground in Christchurch. It replaced a venue that, to be perfectly honest, had well passed its use-by date. Firstly, it was the Addington Showgrounds and then Rugby League Park. After the events of the past couple of years, which were earthquake-related, it was imperative that a sporting venue to serve the city was put in place as quickly as possible. After just 100 days and working around the clock seven days a week, the Crusaders versus the Cheetahs from South Africa was the opportunity to show the fans from Canterbury what had been achieved. I had my birthday a couple of weeks ago and my two sons gave me a match ticket and a boys’ night out at the footy with them. Having recently paid my first visit to the new stadium in Dunedin, I approached the evening with some fear and trepidation! One of the innovations put in for the night by the city council, in conjunction with the Metro bus service, was the opportunity to take a bus to the venue at no charge and all you had to do was show the driver your match ticket. How would this work given the snarl-ups that occurred in Auckland with public transport

during the last World Cup? The three of us duly turned up on a street corner on Papanui Road where there was a long lineup of excited fans. Oh dear, I thought, what have we done? I should not have worried. The bus duly arrived a little later than scheduled and from there we had a truly trouble-free evening! Dropped off next door to the stadium, we effortlessly made our way into the complex along with 17,000 others, who were all given Crusaders flags free of charge, made our way past the food and liquor outlets, selling their wares hassle-free, and up into our seats. What greeted us was a sea of red and black fans all as excited as we were. We were up close and personal with all the action, and when the Crusaders made their way onto the arena we knew we were going to be part of something very special, which proved to be the case. Leaving the ground, catching the bus for the return journey and being delivered back to our starting point went without a hitch. Full marks to all concerned. For a first-up effort, give yourselves 10 out of 10. As the old saying goes, “the proof of the pudding is in the eating”. Will we go back? You bet you we will!
Le Quesnoy by Glyn Harper Le Quesnoy (pronounced Leck con wah) is a town in northern France. It is surrounded by high walls and deep trenches. In World War I it was occupied by the German army for four long years. In November 1918 the town was liberated by soldiers from far-away New Zealand. Because these men used a bit of kiwi ingenuity they were able to take the town back without a single civilian life being lost. This has become one of the most famous stories in New Zealand military history and the relationship between Le Quesnoy and New Zealand continues to this day. This book tells the story of Le Quesnoy’s liberation through the eyes of a child living in the town at the time. Stunning watercolour illustrations and simple language make this an ANZAC picture book that young readers will be able to imaginatively engage with.

Land claims From next month, EQC customers report on the damage to their land. The land reports will set out what damage has been found during the land claim was lodged. They will not set out the expected cost of repairs or a repair strategy.
Cover for retaining walls EQC provides indemnity cover for retaining walls - not replacement cover. This means we pay out the value of the wall when it was damaged, not the cost of building a brand new retaining wall. Council-owned retaining walls are not covered (the SCIRT Infrastructure programme is repairing these).

Painters from China suggested for Christchurch rebuild Chris Tobin
TRADE-qualified painters are in such short supply around Christchurch suggestions have been made they should be recruited from China and Thailand according to Canterbury Master Painters’ Association chairman Paul O’Donnell. Mr O’Donnell said the painting industry could do with another 500 to 1000 painters for the rebuild spread over six years. “Private firms have been talking of bringing in Chinese workers but we need to train
people here, the unemployed and through the prisons and schools. “Everybody is flat out. I could have another 20 painters for my company but I can’t get them.� He said two companies with contacts in Thailand and China had suggested the idea of painters coming from those countries and another suggestion was for Irish painters being brought to the city on one-year contracts. LANDSCAPE designer Paul Roper-Gee, of Shirley, drew inspiration for his supreme award-winning Ellerslie garden from the life of Waitaki Power Scheme project engineer Max Smith. Mr Roper-Gee said the garden created by her and his team from Beca reflected the landscape that might have surrounded the home of Mr Smith who worked on hydro projects for decades. “We researched native plants that grew there and even included weeds in the mix to make it realistic. “The concrete pipe water feature was inspired by the Mackenzie country’s hydro-canals and this draws the viewer into the garden.” Setbacks such as last February’s earthquake didn’t deter firsttime Ellerslie entrant Mr Roper-Gee from finishing the garden. “We started working on the project in August 2012 and were halfway through setting up the garden when the earthquake struck but we never had any thoughts of not completing it. “It was a great design and I never leave like to leave things unfinished.” The design melded elements of Max Smith’s life with aspects of
the hydro-power scheme. “We told his story by mixing parts of his life with the surrounding landscape and the larger elements such as the huge scale of pipes used in the power scheme.” One such feature was an outdoor room fashioned out of a threemetre orange penstock (hydro-pipe). “It was a place to relax complete with furniture and wine from Max Smith’s Waipara winery. “We illustrated his love of rowing by placing the oars high up inside the pipe and the roof was able to be opened in warm weather to give an indoor-outdoor flow.” Mr Roper-Gee said many people commented that his garden transported them back to childhood holidays. “The Waitaki area was a popular place for holidaymakers so people felt a personal connection with the garden’s theme.” Mr Roper-Gee was keen to enter another garden in next year’s Ellerslie show if he could secure funding. “I love telling stories through my designs so it will definitely be another garden with a narrative.”

Temporary village for Rawhiti Domain A NEW temporary housing village will be constructed at Rawhiti Domain in New Brighton to provide short-term rental housing. Canterbury Earthquake Recovery Minister Gerry Brownlee made the announcement at a media conference last week. Mr Brownlee said that 20 two-bedroom units would be built at the domain over the coming
weeks with a further 43 units being placed at the site over the following months. “This will take the number of houses across Kaiapoi, Linwood Park and Rawhiti Domain to 126.” Mr Brownlee said the two existing villages had been well utilised by 64 families who stayed for an average of three months.

Painters from China suggested for Christchurch rebuild Chris Tobin
TRADE-qualified painters are in such short supply around Christchurch suggestions have been made they should be recruited from China and Thailand according to Canterbury Master Painters’ Association chairman Paul O’Donnell. Mr O’Donnell said the painting industry could do with another 500 to 1000 painters for the rebuild spread over six years. “Private firms have been talking of bringing in Chinese workers but we need to train
people here, the unemployed and through the prisons and schools. “Everybody is flat out. I could have another 20 painters for my company but I can’t get them.� He said two companies with contacts in Thailand and China had suggested the idea of painters coming from those countries and another suggestion was for Irish painters being brought to the city on one-year contracts. Quake damage forces building’s closure THE building occupied by the Bishopdale Community Preschool has been closed until further notice. The Christchurch City Council closed the building, which it leases to the pre-school, after receiving the results of a quantitative engineering report. It showed the building in the Bishopdale Mall complex was earthquake-prone. Engineers recommended the building should not be occupied. An earlier qualitative report completed in November last year showed the building was 40 percent of the National Building Standard (NBS). However, after reviewing this report, the council decided to commission a quantitative assessment to investigate the building’s seismic capacity more closely. Engineers conducted a visual inspection of the inside and outside of the building to identify any obvious structural damage after
last year’s February earthquake and it received a green placard. Mr Aitken said the council was conscious that the closure would cause inconvenience and distress for children who attend the preschool, and their families. Council staff members visited the pre-school on Tuesday to talk to management and distribute letters to parents. “We know that this will be upsetting for many families, but the safety of those using the facility is our priority and we must ensure they are not put at risk in the event of future earthquakes,” he said. The council will now investigate repair and earthquake strengthening options, as part of its Facilities Rebuild Plan project. Recommendations will go to elected members in due course. The pre-school building was built in 1974, with some later additions.

Mr Ambler has spent the past term working with students at Belfast, Northcote and Redwood schools as part of a Belfast Community Network initiative. Mr Ambler said he was teaching children the basic skills required for playing different sports such as throwing and catching. “With the Government’s push in literacy and numeracy sometimes the physical education side of schools drops away,” he said. A TOTAL of 20 Canterbury University students will mentor high school students as part of the inaugural Arts Scholars scholarship programme. The arts students, whose backgrounds range from music, English, theatre and film studies, and fine arts among others, received $2000 toward their tuition fees, a designated study space, special tutorials, the opportunity to participate in master classes and were assigned an academic mentor as part of the scholarship programme. The scholars will undergo mentor training and volunteer some of their time to mentoring high school students who are interested in studying the arts, humanities or social science. College of Arts pro-vice-chancellor professor Ed Adelson said he was thrilled by the calibre of students who applied to be Art Scholars. “These students of high ability and tremendous promise were selected from a large and very impressive pool of applicants,” he said.” University vice-chancellor Dr Rod Carr said the mentoring and master classes would be particularly inspirational for students. “[It will] provide students with an insight into the varied and dynamic research and teaching available in UC’s College of Arts,” he said.

The Papanui Village Business Association was formed in June 2011, with the assistance of Recover Canterbury representatives. A plan was drawn up to form an incorporated society for the members, which included a President, Vice President, Treasurer, Secretary and a Committee. The Association hopes to attract as many of the local business people as it can to join them and through this strengthen the Papanui area not only commercially but as an overall community. Founding member Brian Burke, of Harmans Lawyers, has been extremely instrumental in dealing with the formal side of the association, which now has over 30 members – with the aim to promote what has become a larger
