HAGLEY Park remains Sport Canterbury’s favoured site for the planned metro sports hub facility despite opposition the suggestion has stirred up among many Christchurch residents. The facility, combining swimming pools and indoor courts was proposed as the centre for a sports precinct in the city, in Christchurch City Council’s draft central city plan. Sport Canterbury chief executive Geoff Barry said the facility needed to be on or near Hagley Park for the city to get the most out of it. “We as a trust continue to have that conversation around the central city plan which is obviously a closed debate now in terms of submissions, but we’ve made a submission and we will speak to that when we get a chance.” Mr Barry said being on the park would be preferable to being next to it and the further away it was from the park, the more undesirable the location would be. The Lincoln singer recently won grant funding from Christchurch City Creative Communities for a project to bring communities around the city together for a series of sing-along concerts, aimed at lifting spirits.

The project, called ‘Sing your heart out Christchurch’, will see Ms Burney performing uplifting songs, including well-known numbers such as What a wonderful world and Happy days are here again, with the audience given lyric sheets and encouraged to sing along. Mr Smulders said he was especially delighted that his team had been recognised for their efforts in relaunching Bay Harbour News. “It was a decision we made right after the June 23 earthquake that further devastated the Bay Harbour area and we wanted to do what we could to help the community get back to some kind of normality.” Editor Chris Tobin said on February 22 last year the Bay Harbour News was just about to be sent to the printer at 12.51pm when the earthquake struck. “As a result of that, this issue of the paper was not distributed and for

Problems bubble on in green-zoned Southshore Gina McKenzie

PUDDLES of sewage bubbling up along driveways have left green-zone Southshore West residents fearing for their health as winter approaches. Maggie Campbell’s Rockinghorse Road home was one of 203 Southshore West properties zoned green last Friday by the Canterbury Earthquake Recovery Authority (Cera) while the remaining 198 properties closest to the estuary were red zoned. Earthquake Recovery Minister Gerry Brownlee said the zoning decision had proved “particularly challenging” due to the nature of estuary land. “The options for remediation were

less clear than in the areas zoned earlier [because of] major lateral spreading along the estuary in last February’s quake, in some places over a metre.” Mrs Campbell was “devastated” over being green zoned and was extremely worried about the health hazards posed by sewage puddles lining her driveway and the damaged drainage system. “We have to stay here for who knows how long and smell the stench of sewage every day. “When it rains or if there’s a high tide we can see it bubbling up in all the potholes and it has backed up and flowed towards our house before.”

Meanwhile, Pukeko Place resident Deanna Gracie described being greenzoned as “bittersweet” because she was concerned about the drainage systems along with the length of time it would take to rebuild her neighbourhood. “I’m happy to be able to stay here and to have certainty but I’m worried about the disease and health risks of sewage since the system isn’t working properly. “It backs up really quickly and it will only get worse if we have a lot of rain this winter.

“They’ve got to keep on pumping it and get it working properly.” Mrs Gracie also felt that the eastern suburbs had been forgotten. “I feel like we’ve been forgotten over here like a dirty secret and it’s hard to tell how long this rebuild will take but it’s not going to be soon.” The Southshore West zoning was the final decision in almost 11 months of flat land residential zoning in Christchurch. Mr Brownlee said Cera was still on track to meet a June 30 deadline to zone remaining white-zoned properties in the Port Hills.

Private v public ownership, which is best? Mainland Press asked Dr Eric Crampton, senior lecturer in economics at the University of Canterbury what he thought of Government suggestions that Christchurch city-owned assets should be sold. Here are his thoughts. reconstruction. The “short-term vs long-term” aspect of selling council-owned assets should be viewed similarly. What really matters is whether that asset is better owned by council or better owned privately. Some assets are best owned publicly; Orion, the lines company, should probably remain majority-owned by local council. A fully privatised power lines company would wind up being subject to public monopoly regulations that would mean there’s little gain from having it in private as compared to public ownership; private owners then would be willing to pay council just enough for the asset to offset council’s loss of dividends. So there isn’t a lot of difference between

WHILE it’s true that many council assets pay dividends, it’s also true that they would pay dividends to a private owner. And, a private owner expecting to earn large returns from an asset will be willing to pay more for that asset. So when a dividendproducing asset is shifted from public ownership to private ownership, council is really compensated for the loss of the future dividends by the current lump sum payment. Is it “short-term thinking” when the Government sells bonds, getting a pile of money now in exchange for a flow of debt repayments that continue over time? Probably not, and especially when we’re selling bonds to pay for things like earthquake

council’s selling some shares in Orion and council’s selling some bonds, so long as people are willing to buy debt from council. But other assets could well fare better in private management. Last I’d checked, council owned more than three-quarters of Lyttelton Port of Christchurch; there’s reasonable reason to expect not only that the port would fare better privately but also that you’d get a decent price for it with an insurance-funded refurbishing of facilities. Standard economic theory says that you should pay for things like earthquake recovery through a mix of debt, reduced current expenditures on non-earthquake activities, and future tax increases. Selling off current assets like the port that can plausibly be better managed privately than publicly can make even more sense than taking on current debt. Tax increases like those currently proposed make sense if council is having a hard time raising money in the debt markets and doesn’t

have assets like the port, or Red Bus, that could be sold off entirely. But council does have those Dr Eric Crampton assets. Finally, we also have to think about the uses to which any revenues from either asset sales or tax increases are put. I’m amazed that council is considering taxing us to fund expensive stadium options so we’re better able to host international test matches; their priorities are perhaps a bit different from mine. While it makes sense to sell off assets like the port to help rebuild our roads and sewers, if we sold off the port to put a roof on a stadium, a hundred economists around the country would have to go to the emergency department for “banging-head-on-desk-related” injuries.

Hanging on to the family silver Christchurch Mayor Bob Parker has come out saying Prime Minister John Key and Local Government Minister David Carter should back off in pressuring the city to sell shares in its assets to fund the city rebuild. Mr Parker believes the council could fund the recovery without resorting to asset sales. He considers the council-owned assets are well managed and generate significant revenue for the city. The concern for ratepayers is that with the high expense of a massive rebuild, there could be a significant rise in what they will have to pay. Yet, last week Cr Helen Broughton said the city’s rates were 15 per cent lower than would be the case due to the revenue return from the assets. One can presume that revenue from the assets would continue to act as a buffer to any possible spiralling rates increase.

Christchurch has an enviable list of cityowned assets. Christchurch City Holdings, the city’s company, owns 89.3 percent of power network Orion, 75 percent of Christchurch International Airport (the remaining 25 percent by government), 79.3 percent of the Lyttelton Port Company and all of City Care, Red Bus, Enable Services and EcoCentral. Besides Mr Key and Mr Carter, there is a strong lobby within the city, among them Peter Townsend, chief executive of the Canterbury Employers Chamber of Commerce, who say the Government is talking commonsense on the matter. It might be commonsense for the Government, but is it commonsense for this city? Flogging off the family silver is often employed as a quick-fix solution to an immediate problem. As time rolls on, it is usually regretted.

Fendalton Library opens to the public again A newly repaired and earthquakestrengthened Fendalton Library re-opened this week. Fendalton Library and Service Centre closed in November last year after a Detailed Engineering Evaluation (DEE) assessment showed it needed earthquake repairs and strengthening. The engineering assessment was done as part of Christchurch City Council’s commitment to carry out more intensive engineering assessments of its commercial buildings under its Facilities Rebuild Project. The Council gave approval for this work, which included strengthening the facility to 100 percent of the New Building Standard (NBS), to go ahead in February. The service centre counter re-opened last month as repair and strengthening work was completed in that part of the building first. Libraries and Information Unit Manager Carolyn Robertson says the library’s re-opening on Monday 21 May will be a welcome milestone for the community. “The library is an important community hub in the north-west of the city and we’re looking forward to welcoming back many of our regular customers and, hopefully, some new ones.”

This is the first time the library has been fully open since the February 2011 earthquake. Although it partly re-opened to the public in October last year after being used as temporary offices by Council staff, it closed again when engineers highlighted the need for earthquake repairs and strengthening. She says the earthquake repairs have given staff the opportunity to look at how the library space can be improved for its customers. “The walls have been freshly painted and we’ve changed the layout of the library to make better use of the natural light coming in through the large library windows. We’ve also deliberately kept the shelving low so that more light comes into the building.” New service kiosks, which are being introduced to libraries across Christchurch, will make it easier for customers to issue materials independently. Staff will work alongside customers to help them use the new equipment. The library is open on weekdays from 9am-8pm and from 10am-4pm on Saturday. he earthquakes in 2010 and 2011 have affected us all and in many instances prevented us from carrying out our normal routines. will be held at the CBS Canterbury Arena Concourse on May 24 to 25. The main theme will be: ‘Technology to enhance your lifestyle’. A CHRISTCHURCH student was centimetres away from losing his beloved car in Hornby after a trailer became disconnected from a truck, nearly crushing his car last week. Lachlan Poole, 22, who studies at the Southern Institute of Technology in Hornby, received a text from a fellow student soon after arriving at class on May 15 telling him his car appeared to be trapped under a truck’s trailer. He discovered the trailer had disconnected from a truck and was perched precariously over his car. His car’s bonnet was halfway under the trailer but was miraculously undamaged. “The bonnet was covered by the trailer but it hadn’t touched it, only a bit of dust.” Mr Poole bought the car five months ago and parks it in the same spot on Buchanans Road every day. “I won’t be parking there from now on though,” he said. crash from inside her house and hurried outside to investigate. “I was standing in my kitchen and I heard this loud bang, it was like a big metal crack,” she said. She suspected one of the parked cars had been hit and was surprised to see how close the trailer was to damaging Mr Poole’s car. Police diverted traffic as a crane lifted the trailer back onto the truck. Ms Hearn said accidents were common along Buchanans Road but she had not seen one like this before.

IRB one step forward, two back The IRB has decided to implement some law changes during the upcoming season. It must be pointed out that these changes are going to be trialled, and depending on the outcomes they may well be introduced into the law book for the future. One law trial that I really do applaud is the proposal that at scrum, ruck or maul time, the ball can only be held for a maximum of five seconds before play has to be made of it, or the opposition team will be given the ball. We have all seen examples of this where the halfback stands at the back and looks around for a long time to sort out what are his best options, which frustrates me. The other time it happens is when time is running out and the team in front on the scoreboard “stuffs it up their jumpers” and runs the clock down. The opposition have no chance to gain the ball unless they do it illegally and incur a penalty. When Webb Ellis picked the ball up and ran with it, he did it because for him ball in hand made for rugby to be a spectacle not a dour scrap. At present, the ball is only in play for approximately 37 minutes in an 80-minute match. With the ticket prices and pay to view television, this is not great value for money. So, I say, make the players have to do something

Nowadays, every move is examined and we ask officials to adjudicate on what they thought they may have seen and if they’re in doubt we’ll put the onus on the bloke upstairs! The game has too many laws already and is becoming a mystery to the fans and the players have no idea whether they’re right or wrong. Give us the game back - don’t take it further away from us!

This year the club has grown to include two boys’ teams and a girls’ team and has an ambitious target to field a team in the Press Cup secondary schools rugby competition in 2015/16. Principal Andrea Knight said it was important for students to know about how their purchases affected people overseas. “I think it really helps if our students have an understanding of global needs and the needs of different young people in different parts of the world. It really helps them to appreciate how advantaged they are living in New Zealand and it provides them with an opportunity to make a difference to the lives of other children,” Mrs Knight said. As a Fair Trade school, they attempted to use fair trade products wherever possible, she said. Students learnt about fair trade in their usual classes, but the Fair Trade Fortnight art project was a good way to reinforce the message.

Heaton Intermediate students utilised their creative talent to celebrate Fair Trade Fortnight this year. Inspired by historical British slavery abolitionist and potter Josiah Wedgewood, about 120 year 8 students created their own fair trade sugar bowls. Mr Wedgewood produced a series of ceramic pieces to advertise the ‘slave free’ cause. The students made their own bowls out of clay and used fair trade materials such as coffee beans, rice, cloves and Indian rubber stamps to create patterns in the bowls. Art teacher Fiona Taylor said the school did something artistic for Fair Trade Fortnight each year. “Two years ago we held a big exhibition

RUGBY-MAD students from Room 23 at Cotswold Primary School can say they have learnt their skills from two of the best rugby players in Canterbury after Crusaders Zac Guildford and Sean Maitland paid them a visit last week. Guildford showed the students how to hold a ball correctly, pass to another player and took them through a few running drills. Maitland showed the students how to kick

a rugby ball and kick a grubber kick. After the lesson, the students were able to ask the duo about life as a Crusader. Regan Sheahan, 10, said he had “heaps of fun”. “We got to meet the Crusaders in real life – not just watch them on TV,” he said. Keegan McGregor, 10, said he was excited to meet his rugby idols. “This is one of the best days I have ever had at school,” he said.

NASA interest in UC industrial coating research The creation of an industrial process to apply protective ceramic coating to metal machine parts by Canterbury University researchers has already caught the attention of the National Aeronautics and Space Administration (Nasa).

Researchers at the Advanced Energy and Materials Systems Lab have tested the technology by applying a ceramic coating to a complex-shaped metal part. The breakthrough has been about 12 years in the making.

University professor hopes to bring Korea and NZ together Tania Butterfield Canterbury University’s Gateway Antarctica director Bryan Storey is in Korea starting to solidify a working relationship with Korean researchers in Antarctica. Mr Storey was appointed focal point coordinator for Antarctic Research Joint with Korea last week. The trip was planned prior to his appointment, but Mr Storey said he intended meeting with his Korean equivalent while there. He will lead a three-year project, funded by the New Zealand Government, which will focus on creating bonds between New Zealand and Korea so they can share research resources and expertise in Antarctica. Mr Storey has been involved in Antarctic studies since 1974 when he got his degree in geology from Trinity College in Dublin. His first job was with the British Antarctic Survey where he worked as a geologist and programme leader for 24 years. “I was interested in the appeal of working in a place like Antarctica. The extreme nature of the environment, the isolation and the fact that not many people had worked there. “[My first time there] was a totally amazing experience. We sailed by ship for six weeks. It was a completely different experience than it is now,” he said. Mr Storey became director of Gateway Antarctica in 2000. He applied for the focal point coordinator position because of the potential research opportunities it would provide New Zealand, although he admits he does not speak Korean and has not worked with them beyond attending the same conferences. A collaborative partnership with Korea could mean New Zealand researchers would be able to use the $90 million Jang Bogo Antarctic Research Station, which is being built in Terra Nova Bay, and a $1 billion ice-breaker ship, Mr Storey said. The Korean team was already working with United States and Australian researchers but had decided to use Lyttelton Port as a stop-off point for their ships. New Zealand already had collaborations with the United States, Italy, China, Germany

Mechanical engineering associate professor Susan Krumdieck invented the enabling technology, pulsed-pressure metal-organic chemical vapour deposition (PP-MOCVD) during her PhD thesis research in 1999. She spent the past 12 years undertaking scientific research and “thinking outside the box” to design coating machines for industry using the PP-MOCVD process. Canterbury University mechanical engineering PhD student Darryl Lee has since designed and built the first industrial-scale coating machine. Six staff members, three post-doctoral researchers, four PhD, six masters and more than 20 undergraduate students were involved with the project. The team also collaborated with researchers in the USA, Germany, Australia and Taiwan.

Ms Krumdieck said the technology could potentially be used in the dairy, medical, mining and industrial manufacturing industries. NASA and Teledyne had already contacted Ms Krumdieck to express their interest in the product, she said. “This is something industry has always dreamed about. Metal is of course the ideal material to make machines out of, but then the surface is susceptible to corrosion and wear. It’s like the holy grail of modern industry.”
