Gina McKenzie “UNBELIEVABLE” is how Labour’s spokesperson for housing Annette King describes the plight of ‘Rachel’, the woman Mainland Press reported on last week who has been living in her car for the last 10 months. “I’ve seen people today who are renting houses and will need help when they move out but this is taking it to a whole new level,” Ms King said. “I can’t believe that she hasn’t been able to get the help she needs from government agencies. “Everyone knows there’s a crisis and it’s time for (Earthquake Recovery Minister) Mr Brownlee to wake up and take action. “There are state houses boarded up that could be fixed cheaply so it doesn’t make sense to leave them sitting empty when people desperately need housing.” Aspokesperson for Mr Brownlee said the Canterbury Earthquake Recovery Authority (Cera) was working with Housing NZ Corporation to get state houses fixed and reoccupied. “Housing New Zealand plans to accelerate the repair of properties that require minor through to major repairs. Cera has also been working with other social housing providers to ensure that their properties are also repaired as quickly as possible.” In the past year, the spokesperson said over 1900 households had contacted the Canterbury Earthquake Temporary Accommodation

Service (Cetas) seeking temporary accommodation support and since February this year Cetas had put more than 830 households in contact with landlords in the private rental market. The Government had also established two temporary accommodation villages at Linwood Park and Kaiapoi Domain. Meanwhile, since the publication of last week’s article, Mainland Press has received 14 offers of help for Rachel, including housing. She was overwhelmed by the response. “It feels like Christmas and I’m so happy to see that there are good people out there. “Once I have a place I won’t be scared anymore and I can start my life again,” she said. While Rachel was excited about moving into a house she warned that others living in cars would die this winter if they didn’t find accommodation. “They’ve got health problems and if they live outside in the cold they’re going to die just like what happened to my husband.” “It’s getting like a third-world country.” “People are more important than buildings.” Rachel said she hoped to move into a house this week and was looking forward to a brighter future. “Nothing can bring back my husband but I know he’d be happy to see me living in a house again.”

A MUSEUM wall in Belgium will be filled with thousands of poppies sent from Christchurch to commemorate New Zealand soldiers lost in World War 1. Christchurch Returned Services Association (RSA) president Russell Barron visited the Passchendaele Memorial Museum, which has been set up in an old chateau in the Belgian town of Zonnebeke during a trip to Europe late last year. The New Zealand Veterans Band, which includes six players from Christchurch, was due to perform there this Anzac Day. “The museum is doing a major rebuild and they are enlarging their display area as well as putting in about 400 metres of World War 1 trenches and they are using as much original material as they can,” Mr Barron said. He said part of the new display area was going to be a wall of poppies; the British and Canadian legions had made contributions, so he wanted New Zealand to make one too. The Christchurch RSA has sent 10,000 New

Zealand-made poppies, donated by the RSAs around Canterbury, to be placed on the wall as a mark of remembrance to the New Zealand servicemen who died during World War 1. “We lost about 10,000 people in France and Belgium in World War 1 alone,” Mr Barron said. The poppies arrived at the museum earlier this month and were being stored until the wall was built. Mr Barron hoped to attend the opening of the museum extension, which was due to take place on Anzac Day next year. He said the Christchurch RSA had decided to keep selling poppies that were made in the city, rather than selling those manufactured in China and assembled in Australia, like other RSAs have done this year. “We will be working in partnership with [poppy maker] Kilmarnock Enterprises to make sure there are New Zealand-made poppies available for next poppy day and the foreseeable future.”

Civic Trust fears Hagley Park stadium will emerge Chris Tobin

THE Christchurch Civic Trust is worried that Canterbury Cricket’s development plans for Hagley Oval will open the door to a major development later on, perhaps with Cera involvement, but cricket authorities deny this will happen. Trust chairman Neil Roberts said the Christchurch City Council had made provision in its 10-year long term plan for pitch development at Hagley Oval up to international standard setting aside $1.4 million. However, in the trust’s view this now appeared to be creeping on for something more substantial. “It’s leading to a large stadium for cricket with exclusive use for professional cricket rather than club cricket.” Canterbury Cricket Association chief executive Lee Germon said there was no intention by the association to have a stadium on the site. “No, it’s not the case at all. It’s our intention when we charge for matches there that the fencing comes down after a game. We’re fully aware of the Hagley Park management plan.” The association did not want a lockable fence, Mr Germon said, and it was intended that only a few

matches a season would have a gate charge. “We need a ground to hold 10,000. At the South African game six weeks ago there were 5000. With a low rise embankment and temporary seating we can have more.” The association plans to build a grass embankment around Hagley Oval as well as a players’ pavilion and floodlights in time for 2015 World Cup matches. “We’ve no objection to work on the embankment,” Mr Roberts said, “but as soon as it is fenced off and people pay to go in, it becomes exclusive and this is not permitted in the legislation.” He said a Reserves Act dating back to 1885 permitted club cricket but not professional cricket. Also under the 1977 Reserves Act, land could not be fenced off and a gate charge made. He was worried that the Canterbury Earthquake Recovery Authority (Cera ) might become involved and they had the power to circumvent the legislation as well as the park management plan. “The fear is cricket people have taken it as a fait accompli.” Mr Roberts said Hagley Park was

established as a reserve free and open to everyone. “I liken it to Hyde Park; no-one would attempt to put a cricket venue there and that’s the model Hagley Park was designed on.” He said the city was not lacking in space for a cricket arena. Mr Germon said Hagley Park was the only option they had and if it did not proceed Canterbury ran the risk of not being able to host major matches, and not getting World Cup matches in 2015.

US troops Can I publicly exclude myself from your welcome to American troops to Burnham (Mainland Press, April 19). This is a day of sadness, and perhaps bitterness. Once again, this country is being inveigled into working alongside a military whose recent history of desecrating the dead, murdering civilians in drone strikes , and incarcerating suspects for years without trial (often after torture) is a stain on civilised behaviour.

From the editor Helping Rachel Crooked landlords, inflexible and unsympathetic bureaucrats, showering in camping grounds and Cowles Stadium, pooling money with others to buy groceries - that’s been the fate for Rachel, the woman we reported in our front page story last week. For 10 months Rachel (not her real name), who also holds down a part-time job, has been living in a car. Her sorry story began when she and her husband lost their rented home in the February 22 earthquake. Forced to live in their car, her husband’s health started to fail; he had to give up his fulltime job and then he died of pneumonia. Attempts by Rachel to get a roof over her head failed as she encountered bureaucratic brick walls wherever she turned. You could say Rachel herself has to take responsibility for what has happened but if that is the case, why then are there up to 100 others like her living in cars? This information comes

A road through Victoria Square would destroy a very favoured community area free from the hustle and bustle of traffic and fumes. It was a battle to achieve this very attractive area and with Cathedral Square likely to be in limbo for some time, Victoria Square could be even more significant for a gathering place for relaxation and entertainment on occasions such as the Asian Festival of lights. What Rachel’s story shows is that another layer of underclass has been created in this city as a result of the earthquakes - people who fall through the cracks because they don’t have an address and therefore don’t meet the criteria to receive government assistance. Why are they not referred on to social agencies who might be able to help? Well, for a number of reasons apparently this is not happening. It’s a sad indictment of ‘the system.’ And with Anzac Day being held yesterday you can’t help thinking, is this the sort of country all those soldiers and service personnel died fighting for? I think not. For Rachel, however, there looks likely to be a happy ending. We’ve received 14 offers of assistance for her. Soon she is likely to be housed and enjoying her first home-cooked meal in a long time. We’re glad we could help.

IRD building ‘kicked too many times’ ChrisTobin

THE Inland Revenue building in Cashel Street opposite the former CTV site will be demolished. The builder’s owner, Rapaki Property Group, confirmed that the building, which was completed in 2007, would now come down. “There’s been cumulative damage to the structure,” Rapaki managing director Simon Henry of Auckland said. “It’s been kicked too many times.” In February, when the Department of Building and Housing released its technical investigation report into the nearby CTV building collapse on February 22, 2011, it said the peak vertical accelerations in the area “were among the highest ever recorded internationally in an urban environment”. Mr Henry said the decision to demolish the modern building had only been made last week and he was not sure when the work would start; a demolition contract was still being finalised. Rapaki Property Group also owns the land on which the building stands. Asked if he was disappointed, Mr Henry replied: “It’s a process of business.” He said his company was still considering options regarding the future of the site. Inland Revenue commissioner Bob Russell said the department had been aware demolition could be required and had taken that into account in its planning, which included a

New website assists Christchurch travellers The Transport for Christchurch website has now launched to assist travellers in Christchurch find the quickest and safest route around the city. Mayor Bob Parker says that the Transport for Christchurch website will let travellers around the city know where the major road works and closures are, so that they can minimise travel delays. “Since September 2010 road works and closures have been a real headache for Christchurch commuters, this new website will help people plan their journey.”

Community open days on Draft Annual Plan Christchurch residents are invited to a series of community open days and drop-in sessions to find out more about what is in the Draft Annual Plan 2012/13. Community consultation on the draft plan is now open and residents have four weeks to make a submission. As part of the consultation process, residents will be invited to attend three Open Days this weekend (28 – 30 April) at The Dome in North Hagley Park. Senior staff will be available at the open days to talk about what is in the plan and residents will be able to ask questions. A series of eight community drop-in sessions is also being arranged in community centres across the city

It’s hard to believe that five years have passed since the inaugural twinning arrangements between Zonnebeke (Belgium) and Waimakariri, and the huge impact my first visit to Passchendaele had on me personally

and as a Kiwi. When I first stood at Tyne Cot, despite the enormity, the stark beauty and the sadness, I remember feeling angry. Angry because I did not know what had happened here. Saddened, because of my lack of understanding about what this meant to such a young nation all those years ago. I was not taught about New Zealand’s huge role on the Western front. Even 95 years later we still do not commemorate what actually happened at Passchendaele. For some reason Gallipoli has remained our focus, but denying the history of what happened in Passchendaele cannot and should not go unchecked any longer. Passchendaele remains New Zealand’s darkest day, but do we know why? Do we know what happened and the reasons for such carnage? The battles at Messines and Passchendaele had Kiwis shoulder-to-shoulder with the Australians. The conditions they fought in were indescribably horrible - driving rain, a morass of mud, barbed wire, hunger and cold. Our soldiers died in hundreds despite the futility of it all. Passchendaele defined us as a nation. So as we head toward 2017 - a hundred years on, perhaps it’s time we fully understood, time we focused on what was Passchendaele, time we appreciated what our soldiers did, what our soldiers gave up and why. More than 4600 men who served with the

NZ forces have their graves, or for those with no known grave, in Flanders. The people in Flanders and, more widely, Belgium have never forgotten New Zealand sacrifices. They look after our men with pride and dignity, with compassion and as friends. When the exhibition, “The Belgians Have Not Forgotten” was gifted to New Zealand, suddenly it set a scene. A tangible reminder, a stunning visible and emotive critique of what we all should have known. But probably the most important role of this exhibition was that it gave New Zealanders a place to share memories, a place to remember and discuss their families’ role in this war and a place to reflect. It was hugely powerful and opened the

unsaid, the unspoken, and still, after all this time, the rawness. As New Zealand’s understanding of our own history increases, so too do the attendances at Anzac services around the country. Our role on the battlefields had a big impact on New Zealand families and communities. It is hard to imagine the feelings of those who had to endure the unendurable, those who had to summon courage when so often they must have felt fear, their sacrifice of their own aspirations for the common good. Surely then as we reflect, and remember them, we also owe them a commitment to peace and enduring solutions to live in harmony with each other.

Couple thrilled to win car for a year WHEN the call came to say that out of the hundreds of entries in a recent competition the Coopers had won a Peugeot for a year, their reaction was disbelief. “I said, ‘You’re pulling my leg!’ I couldn’t believe it,” Norma Cooper said. She and husband Bill had won the Weekend Gardener competition for the use of a 2012 Peugeot 308 XSP, valued at $40,990, for one year. The couple had been subscribing to the magazine for more than five years. Mrs Cooper said she was brought up on the gardening scene. Her family once owned the Ruapehu Nursery. “I love gardening. I love watching things grow from the glasshouse and then transplanting them in the garden. Everything about gardening, I love.” She said her four children, 10 grandchildren and one great-grandchild were a family of gardeners and were envious of their prize. “We Skype every day with our son in England and they were rapt when we showed them the picture of our new car in the magazine.”

Hearth warming news Your update on chimney repairs With winter in the offing – hopefully, not too soon – we’re getting calls about chimney repairs and replacement heat sources.

Of course, there have been more aftershocks and damage along the way. So it’s possible some homes need a primary heat source this year.

That’s a good thing, because helping Cantabrians keep warm in their homes is a real priority.

To be eligible for the Chimney Replacement Programme, you must have a claim with EQCandbe referred to the Project Management Office. (That’s us.)

Things have moved on a lot since this time last year, with almost 15,000 repairs under the Chimney Replacement Programme. Phase 1 – Winter Heat – was about dealing with an emergency. Our job was to ensure that all households in Canterbury qualifying for heating repairs and wanting to go ahead were helped in time for winter 2011. We’re now well into Phase 2 – dealing with damage to second chimneys as part of the full-scope repairs under the Canterbury Home Repair Programme.

We use the chimney component of your EQC cover to pay for new heating. So if you need a primary heat source we’d like to hear about it – please contact EQC through 0800 DAMAGE (326 243). Obviously, if you’ve already been paid out by EQC or opted out of the PMO, the funds are no longer available for the Chimney Replacement Programme. In that case, we can help by giving you a steer on other providers.

New community hub for St Albans Tania Butterfield

THE St Albans community will be the first to reap the benefit of the Lions Club relocatable community building. The project, just one of many the 202E District Lions Club has been involved in following the Canterbury earthquakes, will see a new transitional facility put on the old St Albans Community Centre site on Colombo Street. The site is owned by the Christchurch City Council. Lions earthquake committee liaison officer Digby Prosser said the district Lions Club received funding from the International Association of Lions Clubs and other parts of New Zealand to help residents in need following the quakes. They supported individuals and donated

money to the City Mission and Methodist Mission but wanted to do something to help the long-term recovery process, Mr Prosser said. “The council identified over 60 community facilities that were damaged beyond the point of use so we came up with this notion of partnership between the Lions Club and council and the outcome of that is this building.” The building will be constructed off-site and is expected to move to the St Albans Community Centre site in July. It is likely to stay there for five to seven years before being moved to another location within Canterbury, Mr Prosser said. “We’re confident it will at least have two

WRITING poetry is like solving a cryptic puzzle, Christchurch Boys’ High School archivist Robert McLean says. “It’s a little puzzle that you have to keep working at until you have found the solution.” The 37-year-old has written poetry for the past 10 years and has just launched his longest poem yet, a 62-stanza poem entitled A Graveyard by the Sea. Mr McLean’s love of poetry developed from his interest in music and reading. “I was in Dunedin and didn’t have much else to do. It [poetry writing] is addictive. There’s always something new to learn,” he said. A Graveyard by the Sea was written following the death of Mr McLean’s father, who died of leukaemia last year.

Set in Rapaki, one of Mr McLean’s favourite places, the poem ponders the question of what kind of life the dead have for us after they’re gone. “It’s basically about what we can do to keep them alive. It’s hard to write about things you haven’t experienced yourself, which makes it harder to write about death in general. “If you don’t feel something personally, I think readers can tell.” Writing the poem helped Mr McLean grieve for his father, he said. “It happened so fast. He was diagnosed and then six months later he was gone. I watched the Rugby World Cup final with him, then he died three or four days later. “It [the poem] is about how important remembering things is. It’s a creative thing, to remember,” Mr McLean said. Mr McLean’s poetry chapbook A Graveyard by the Sea was launched last week.

Ms Washbourne said if she was at home during a large earthquake, she knew to hang a bedsheet out the window so Civil Defence knew a disabled person was inside. Cathy Smith said she was sick of earthquakes. “I just ignore them by watching TV or reading my books. I hate them,” she said. The September quake happened just days after Ms Smith was discharged from hospital, and the February one nearly threw her from her wheelchair. “But June was spooky.” Mr Patterson said the centre had held earthquake drills. Instead of getting under a table or doorframe, all residents could do was hold their heads in their arms and wait for help.

or chiropractor Dr Graeme Teague, Christchurch’s earthquakes may have been somewhat of a pain, but in spite of preventing him living in his home, they have not stopped him practising his profession. Living and working at 85 Major Hornbrook Road since just before the February 22nd quake, after he moved from his Ferrymead rooms, his house became uninhabitable, but his attached new rooms survived intact. There was minor damage to the rooms, specially built into an extension of the house, but he was back and operating by April last year. In his practice, Dr Teague does a lot of work with chronic structural and stressrelated patient problems, along with general health issues, so that a lot of his treatment is applied through homoeopathy, acupressure and especially applied kinesiology, which utilizes many natural techniques to improve health and wellbeing. Traditionally,chiropracticwas manipulation of the spine, but has broadened its scope

over the years. “Now, there are specialty forms of it, which look at other things which can affect the spine as well as ways to improve general health and reduce stress,” Dr Teague says. He aims to restore the balance of the whole body, not just the spine, with applied kinesiology playing its part, along with patients taking responsibility for their own improvement through simple techniques Dr Teague will show them to use at home. It’s a maintenance-based method which will help speed recovery. “It’s easier to stay healthy than it is to get healthy,” he says and it’s an important part of making sure the body stays in balance. Most of Dr Teague’s patients are referred by GPs, specialists, under ACC referral and also by word-ofmouth.

Christchurch City Choir to hold gala concert at CBS Arena

The Women on the 6th Floor 1960s Paris is the setting for this gentle French comedy from director Phillippe Le Guay. Maria (Natalia Verbeke), fresh off the bus from Spain, has arrived in Paris to become a housemaid. She gets a job in the home of stockbroker Monsieur Joubert (Fabrice Luchini) and his beautiful wife Suzanne (Sandrine Kiberiain). Like the stockbroking firm he runs, Joubert inherited the apartment building he lives in from his father. The building houses a number of apartments, but the top floor, the sixth, is home to the domestic help - all Spanish - and all with their own reasons for being there. In the beginning, Joubert pays little attention to the women upstairs, but gradually Maria’s infectious personality changes things for Joubert. He begins to notice that despite their long hours of work and primitive living conditions, these women have a zest for life that he finds exhilarating and he is increasingly drawn into their world. There will be some obvious comparisons to last year’s hit The Help and The Women on the 6th Floor does have its share of clichés as well as a plot which is largely predicable, but it’s worth remembering the French love to

Let us now remember those special people Plants and flowers of remembrance

T

hroughout life, there will be a time when flowers or plants are considered as a symbol of remembrance, loss or tribute. Each year, as Anzac day comes and goes, I always plant poppies. I do this for two reasons. One is to signify and acknowledge those whom we lost at war and for people I have lost close to me. Soldier poppies or the Flanders poppy are symbolic of war. These poppies are easy to recognise by their bright red flowers and black spots in the centre of the petals. With upright flower heads, these poppies traditionally bloom in the spring, but with clever planting they will bloom in autumn as well. They are actually very robust and easy to grow. Seedlings are available now in the shops. If you plant them now, they will bloom for you late winter to early spring. If you plant them in the spring, they will bloom in the autumn. Over the summer holidays, I read the book The Language of Flowers. It was a delightful story about a girl from an unsettled background who ended up becoming a florist and made bouquets for people by selecting flowers that had certain meanings. One of her clients was deeply in love with his wife, but sadly they had lost their connection as time went by. He felt he couldn’t explain how he felt; therefore, each week he chose a new bloom of significance

along with a card that explained the meaning of the bloom. These gestures started the reconnection of the couple. The book is worth hunting down, and I now find myself, when making a posy for someone, telling them what flowers are in the bundle and why I chose them. It adds another element to share with the recipient. Each year, I plant loads of different plants of remembrance. I plant gladiolus in memory of my Nana Vogan who grew loads of them, sweet William for my nephew Wiwi, sunflowers as Millie and Georgia Vogan love them and sweet pea singing the blues and coriander for my dear ‘ole mate Joe. For my husband’s late mother, Violet, I have planted sweet violets on our veranda under our dwarf peach and nectarine trees. She commands attention all winter with her sweetly scented bright purple blooms In our veggie patch, I have planted a hedge of rosemary in memory of his father. Sadly, when I dragged the hose round the garden I snapped three of the plants off at the base, so I am busy rooting some more plants on the windowsill. I think about all these people when I am in their part of the garden. It’s a wonderful way to keep a connection with the past while very much in the present.

Has the Anzac test done its dash? When the powers that be first came up with the idea that the Kangaroos should play the Kiwis every season, close to the time that the two nations commemorate Anzac Day, it was embraced as a marvellous concept. Fifteen years on the gloss has well and truly disappeared. One of the main reasons for this, I’m sure, is the fact that in all that time, the Kiwis have only won on one occasion! There are, however, reasons that go a lot deeper than what the record books show. If you look more closely at why the Anzac test is becoming a dinosaur, it’s the structure that operates across the Tasman. Rugby league over there is a club-based structure. The NRL is an extremely successful competition that the Aussie fans just can’t get enough of. It is unique in so much as the fans over there align themselves to their club for life. English football is very similar as far as club loyalty is concerned, but the ultimate goal for their fans is to win the Football World Cup, which is the pinnacle

of the game globally. Ask a young lad in Australia what his dream as a league player is and he will tell you that the order for him is to play for the most successful NRL club and be selected for the State of Origin. Ask him if he desires to pull on a Kangaroo jersey and he’ll probably say to you “who cares about that as it may end my career if I get injured playing, for what!” Ask a Kiwi kid where he wants to see his career go and he will tell you club, provincial, Super 15 and the pot of gold at the end of the rainbow is to put on an All Black jersey. The Anzac test to an Australian fan is a totally unnecessary interruption to the NRL season and this was reflected last weekend when not one Australian TV channel even considered screening the test match live! My advice to the organisers of the concept would be to put it on a shelf in the back room and get back to what is the core reason for the success of league across the Tasman because the millions of fans over there won’t even know it’s been buried!

Changes to the way EQC manages excesses

TC3 Drilling Starts EQC is managing the drilling work on all properties, both under and over the commission’s $100,000 + GST cap of its cover for built residential property.

Once we have the information we need and the geotechnical information is analysed, the next step for customers is for an engineer to undertake foundation design for their property.

At this stage, we are expecting the drilling in the eastern suburbs to be finished in the next six to nine months. Further announcements around timeframes for the remaining western and southern suburbs will be made when we have a clearer picture of the resources available.

EQC’s total payments made to customers from the earthquakes in Canterbury have topped the $3 billion mark, making it one of the costliest natural disasters in history.

“We are facing an unprecedented job in Canterbury. Nowhere else in the world has there been an insurance event made up of a number of ongoing events.

EQC Chief Executive Ian Simpson says this figure amounts to about a quarter of the estimated total liability of $12 billion, which will be paid out as EQC settles claims in the next two to three years.

“Even as we continue to make encouraging progress, we still have a long way to go,” Simpson says.

“On a global scale, what we’re doing is right up there. Hurricane Katrina in the United States in 2005 was the costliest natural disasters in history, resulting in roughly the same number of insurance claims as the number we have received from our customers.”

EQC has now also closed over 100,000 individual building claims. There have been 413,000 building claims lodged since the September 4 quake. In addition, over 13,000 house repairs have been completed under the Canterbury Home Repair Programme.

EQC has changed the rules on charging excesses. We are now able to invoice customers under the Canterbury Home Repair Programme for an excess direct, rather than withholding it from payments to contractors and having them recover it from customers.

How the excess is paid to EQC in different settlement situations: Cash settlement EQC deducts the excess from a cash settlement. This may include deducting the excesses for building and land claims for the same property from the land payment, if the building claim is being settled through repair, rather than cash settlement.

Managed repair Where EQC settles a Canterbury earthquake claim by managed repair, EQC will pay the full amount of the tradesperson’s bill as an interim measure, and then bill the homeowner for the excess. For non-Canterbury events (eg, the Nelson flood), EQC will pay the tradesperson for the authorised repairs but will request payment of the excess ahead of work starting.

Opting out The excess for EQC claims for damage to contents and/or buildings is 1% of the claim value, with a minimum excess of $200. EQC will deduct the excess from the first payment made to your contractor (if the excess has not already been deducted in full from your contents claim). You are responsible for paying the excess on your repairs directly to your contractor.

Cera has also been working with other social housing providers to ensure that their properties are also repaired as quickly as possible.” In the past year, the spokesperson said over 1900 households had contacted the Canterbury Earthquake Temporary Accommodation

Service (Cetas) seeking temporary accommodation support and since February this year Cetas had put more than 830 households in contact with landlords in the private rental market. The Government had also established two temporary accommodation villages at Linwood Park and Kaiapoi Domain. Meanwhile, since the publication of last week’s article, Mainland Press has received 14 offers of help for Rachel, including housing. She was overwhelmed by the response. “It feels like Christmas and I’m so happy to see that there are good people out there. “Once I have a place I won’t be scared anymore and I can start my life again,” she said. While Rachel was excited about moving into a house she warned that others living in cars would die this winter if they didn’t find accommodation. “They’ve got health problems and if they live outside in the cold they’re going to die just like what happened to my husband.” “It’s getting like a third-world country.” “People are more important than buildings.” Rachel said she hoped to move into a house this week and was looking forward to a brighter future. “Nothing can bring back my husband but I know he’d be happy to see me living in a house again.”

Eastgate mall receives Marking Anzac Day positive quake report EASTGATE mall has received a positive engineering report from the Canterbury Earthquake Recovery Authority (Cera) which confirms that the complex meets the new seismic standards. Connor Consulting’s Ian Connor said buildings in the Eastgate complex had seismic ratings of between 58 and 135 percent, which exceeded the minimum of 33 percent required for post-earthquake occupation. “We’ve been working with Eastgate’s management since the February 22 and subsequent earthquakes and we’re confident that the centre would attain its Cera certification. “The centre is structurally stable and complies with current standards for retail occupancy.”

Eastgate’s centre manager Graeme Roberts welcomed the news. “Passing the high benchmark set by Cera is very good news indeed for our Eastgate tenants and our shoppers. “We’ve worked hard with our consulting engineers, Connor Consulting and Powell Fenwick Consultants, to ensure Eastgate complies with the new, stricter quake-loading standards.” Mr Roberts said the Cera certification meant Eastgate could confidently put in place its plans for the future. “We’re currently finalising new leases that take over some reconfigured ground floor space and we’re continuing to develop a community hub for the people of east Christchurch.”

TC3 drilling underway in eastern suburbs EQC has started drilling on North New Brighton properties in the residential Green Zone Technical Category 3 zone (TC3) this week. The drilling work in the eastern suburbs is expected to take six to nine months to complete, EQC customer services manager Bruce Emson said. “EQC is managing the drilling work on all properties, both under and over the commission’s $100,000 +GST cap of its cover for built residential property. “Detailed assessments of soil conditions in TC3 areas are needed in order for geotechnical and structural engineers to design appropriate foundation solutions.” Mr Emson said testing will not necessarily take place on every affected property in order to get adequate information for foundation design.

“It will also allow EQC to give certainty to customers whose claim is close to the $100,000 +GST event cap, but who cannot be passed to their insurer or be assigned to the Canterbury home repair programme, until the cost of foundation repairs or replacement is known. “Once we have the information we need and the geotechnical information is analysed, the next step for customers is for an engineer to undertake foundation design for their property. “Customers will be contacted either by Fletcher EQR or their private insurers to discuss repair options for their homes.” A suburb-by-suburb list of areas to be drilled is available at: canterbury.eqc.govt. nz/news/where-we-are-working

Mairehau to host student art exhibition ARTworks from New Zealand’s most talented secondary students will be on display at Mairehau High School in June. NZQA’s annual Top Art touring exhibition features art from students who all achieved excellence in NCEA level three for their visual art portfolios last year. SYDENHAM business owners are fuming that a demolition company has so far escaped punishment despite missing a second deadline to remove offensive demolition material from outside its warehouse. Skelly Holdings has been storing earthquake material both inside and outside its Sydenham warehouse on KiwiRail land. Under the terms of its resource consent, rubble such as concrete waste and crushed concrete, with the potential to create offensive dust clouds, must only be stored indoors – a condition the company has failed to meet since it began using the site in November. Subsequently Environment Canterbury (ECan) has served the company with two abatement notices, in December and April. The latest notice required the company to remove all offensive materials from the

outdoor area by April 20, but despite making progress the company has failed to meet this goal. A spokesperson for ECan said the council would “consider all options to gain compliance and prevent offensive effects of the activity beyond the site boundary. No action is ruled in or out at this stage”. Sydenham Business Association chairman Rob Gould said the operation caused clouds of billowing dust and was not a good look for Sydenham at a time when the suburb was focused on regeneration. “They have been operating outside the terms of their consent for a number of months and yet they are able to make a profit from operating illegally,” he said. “They should be fined within an inch of their lives to deter them from doing this again and to send a

message to other similar operations that you cannot do things that are illegal.” Skelly Holdings general manager Richard Peter said the April 20 deadline had seemed achievable at first but strong north-westerly winds had meant it was not practical to remove the material as doing so would have created further dust problems. The company had been working to remove the offensive material since the first abatement notice was served and that job would be completed as soon as practically possible. “Initially we had to get over Christmas and then we had to put a management plan in place which was acceptable to ECan and then we had to get the resources in place to start processing the material.” See also pg 2.

Bridge still awaiting repairs

ANZAC day has come and gone but the Christchurch RSA is still waiting to learn when work will start to repair the earthquakedamaged Bridge of Remembrance. The bridge was damaged on February 22 last year. In October the Christchurch City Council said they would put bracing on it, however they later decided to focus on a permanent fix instead. Christchurch Returned and Services’ Association president Russell Barron said he had followed up with the council but had not received further information. Mr Barron questioned why there were no temporary supports in case of another big shake. “Or if they are going to make permanent repairs, tell us when those damn repairs are going to start. It’s not difficult, it’s called communication.” Council maintenance operations manager

Malcolm Park told CTV News a lot of work had been done on the bridge and they were looking at three options for permanent repairs. “Looking at a design for strengthening the arch, looking at the strength of the riverbank underneath, it’s a delicate job and we want to get it right for the people of Christchurch.” Mr Park said it was taking time because they wanted to get it right. He said the bridge demonstrated a remarkable ability to withstand shakes. “Now we don’t want to leave it at that, we want to strengthen it so it will be here forever. The mayor has confirmed we’re going to repair the arch and so we will but we have to get it right.” The bridge was opened on Armistice Day in 1924 and is a tribute to servicemen and women from the two world wars and subsequent conflicts.
