Water plan ‘risks being hijacked’ Tom Doudney

ENVIRONMENT Canterbury’s (ECan) proposed Land and Water Regional Plan risks being hijacked by the dairy industry and developers, a spokesperson for Fish and Game New Zealand says. Fish and Game environment officer Tony Hawker said ECan was trying to move in the right direction but he was concerned about the role of localised zone committees in setting water quality and quantity limits in their area. He said that while ECan had tried to provide some overall guidance, he expected the zone committees own values would take precedence. “I’m very sceptical to be honest. Just from my experience with zone committees there is huge pressure from the dairy industry and developers to weaken environmental limits wherever possible because they see it as a threat to development.” John Suncknell, a dairy farmer and zone committee member from near Leeston said he found it difficult to accept that as a committee they were overly influenced by

the dairy industry On the 13-member Selwyn Waihora committee, Mr Suncknell said only four members were directly involved with farming, while environmental interests and Ngai Tahu were also well represented. “It’s supposed to be an inclusive and a collaborative process,” he said. “In a collaborative process we don’t get the answer we’re looking for, we end up somewhere in the middle.” Meanwhile, Mr Hawker said he also saw positives in the plan and provisions for keeping stock out of waterways would be “a big improvement on what we’ve got at the moment”. Federated Farmers senior policy advisor Dr Lionel Hume said he was hopeful that ECan would produce a plan which was “good for agriculture and good for the environment”. He said the zone committees were a good idea. “Communities decide what values should be attached to water using all the economic and culture and environmental factors to

weigh all those values. Dr Hume said while Federated Farmers would prefer an approach based on good management principles rather than the rigid thresholds proposed in the plan, the organisation had an ongoing dialogue with ECan and were satisfied that their concerns were being listened to. “I think we wouldn’t have too much dispute with the aims of the plan. We do have to take care that we don’t degrade water quality. We’re not opposed to setting limits provided they’re reasonable limits.” ECan Commissioner David Caygill said he was hopeful that the plan, which was still being fine tuned, could eventually bring both sides together. “I don’t think these things happen overnight,” he said. “I don’t think they suddenly happen even when you’ve changed your rules. I think we’re on a journey.” ECan staff will make their final proposals in June and the rules are expected to be before the commissioners for a final decision in July.

Helping orphans half a world away

Lincoln band to rock the stage LINCOLN High School band Pure Innocence hopes to have the judges’ ears ringing at this weekend’s Canterbury Smokefree Rockquest regional heats. The pop-rock band, made up of Laura Wadley, Olivia and Emily Chirnside, all 16, have only played a handful of gigs including last year’s Rockquest but plan to give it their best shot when they perform on Sunday. “We’ve been together a bit longer and we sort of know what we needed to improve on,” Laura said. The friends, who went to the same primary school, have written about five original songs. “We’re doing it for the fun, but if we get somewhere that’s good.” Winning would be “awesome”. Lincoln High School’s head of music Bernice McKay said Rockquest was a pretty big deal at the school. “We’ve had regional finalists in there pretty much every year since I’ve been here,” she said.

“Certain bands like Trigger Happy and Midnight in Motion have done particularly well at Rockquest and we’re hoping for some more finalists this year.” Organisers of the music event, now in its 24th year, expect close to 800 bands nationally to enter. Founder Pete Rainey said the music competition was a springboard to huge success for some participants while teachers used it is a tool in motivating young talent. “I’m talking about the likes of Kimbra acknowledging us as part of her success story, right through to the music teachers who use this event as a prime motivator for at-risk students.” The Canterbury heats are at the Jack Mann Auditorium on Saturday and Sunday, June 2 and 3, starting at 2pm on Saturday and 1pm on Sunday, tickets $10 at the door. The top 12 bands will go on to the Canterbury regional final at the Jack Mann Auditorium on Saturday and Sunday, June 16 and 17, start time 7pm, tickets $20 from Ticket Direct or at the door.

VOLUNTEER knitters and spinners from the Selwyn district are among hundreds across the country helping to put clothes on the backs of orphans in Eastern Europe. Operation Cover Up began 12 years ago after its founder and now national co-ordinator Liz Clarke, of Taupo, saw the extreme poverty and lack of basic necessities provided in the orphanages. In her first year, with the help of knitters from Taupo, Ms Clarke provided more than 200 blankets for the orphanages. Since then, the charity has gone from strength to strength nationally, providing thousands of articles each year. Karen Hann is the co-ordinator of

the Tai Tapu/Halswell group, which has knitters and spinners from across North Canterbury making woollen garments and peggy squares for blankets. Their aim is to provide each child with a blanket to keep, along with hats, gloves, scarves and jerseys. There is a great need to provide for older children as well as younger, as many remain in the orphanages until age 18. “Donations of other goods are also in high demand, especially clothing and shoes,” Ms Hann said. “Businesses with winter clothing samples unsuitable for resale may like to consider donating them to Operation Cover Up.

Every offer of goods is considered and would be well received. ” Once a year, items are collected by area co-ordinators and transported to a collection point to be catalogued and packed into wool bales, which go into a 40-foot shipping container. The containers are met at an appointed destination by The Mission Without Borders charity and distributed where there is greatest need. “Just before Christmas, our North Island shipment arrived in Romania just in time for the harsh -35 degrees Celsius temperatures that the country had been experiencing,” Ms Hann said. “Our South Island container will be sent in September, this year destined for Moldova.” If you would like to donate wool, join the group as a knitter, or can spin fleeces, Ms Hann can be contacted on (03) 329 6467.

Still no time frame for Rolleston high school Tom Doudney

THE Ministry of Education still has no time frame in mind for the establishment of a high school in Rolleston despite the launch of Directions For Educational Renewal In Greater Christchurch draft document, a spokesperson says. In 2004, the Ministry of Education purchased approximately 10 hectares of land in the town so that it could respond to the need for enhanced primary and secondary schooling if the population continued to increase. In 2010, approximately three hectares of the purchased land was used for the establishment of Clearview School and since then roll numbers have continued to climb. The spokesperson said the Ministry continued to monitor population movements in Rolleston and land adjacent to Clearview School had been part of its evaluation planning for a high school, along with a number of other sites. “Advice about future education provision across greater Christchurch, including education provision in Rolleston, will be provided by the ministry to Cabinet as part of our implementation planning following adoption of the [Directions for Educational Renewal in Greater

Christchurch] programme,” the spokesperson said. Selwyn District Mayor Kelvin Coe said with a road having been put through the land adjacent to Clearview School, that option now seemed to be unlikely. Using land in the council’s recreational precinct seemed like a stronger possibility and would have the council’s support. Rolleston School principal Andrew Morrall said the community clearly viewed the need for a high school as pressing, and rising population across the Selwyn District meant the Ministry needed to take an urgent look at the situation. The school had seen enormous roll growth in the seven years he had been there and now had around 640 pupils. Although growth had hit a plateau when Clearview School was established, it was now on the way up again. “We’re already seeing families from Christchurch moving this way and while that’s not necessarily at the moment a huge thing, we still have a number of people from the UK and South Africa choosing to come and live in Rolleston and the growth is not going to stop there.” Clearview School principal James

Petronelli said there would be a need for a high school at some point and the ministry would need to decide what the trigger point was. The school’s roll had shot up from 171 when it was opened in 2010 to 476 at the present time.

“We have had exponential growth and we have no signs of that slowing down.” Twelve additional teaching spaces to be built this year would help the school meet its total designation of 700 pupils.

SELWYN education providers are cautiously optimistic about proposed education changes for the greater Christchurch region but say they should have been allowed more time to make submissions. The Ministry of Education launched a set of broad proposals for the future of education in Christchurch, as well as the Selwyn and Waimakariri districts earlier this month. The document, entitled Directions for Education Renewal in Greater Christchurch, suggests investigating the idea of education campuses, which could see children going from early childhood right through to tertiary education on one site. Sharing of facilities such as gyms, libraries and swimming pools between different education providers, or between an education provider and the wider community is also mooted. Submissions had to be received by today. Lincoln High School principal Linda Tame described the document as “forwardthinking”. “Overall, I’m really supportive, but like all of these things it’s about ‘what do they mean in practical terms?’ That’s not what that document does, it’s just putting the proposals and principles there.” The high school already collaborated with other education providers in Lincoln, but there was definitely plenty of opportunity to combine things more in the future.

The school planned to make a submission; however, Ms Tame was not impressed with having less than three weeks from the time they received a copy of the document to do so. “No-one knew when the document was going to be launched and it’s been a mad scramble to try and arrange meetings.” Tai Tapu School principal Andrew Barker said there was “some really positive stuff” in the document but the time frame for submissions was disappointing. “There’s no time for me to consult with my community and there are some really big issues in there that really need to be thought hard about and taken time to consult on.” Darfield principal James Morris said he agreed that the short submissions period was less than ideal, but the proposals seemed to be a sensible direction to be heading. The focus on greater sharing of facilities was more relevant to higher-density areas than to Darfield. “For us, there is less of a need for that to happen because we are so spread out and we tend to share anyway.” Lincoln University vice-chancellor Dr Andrew West said the document was a concerted effort to improve the postearthquake recovery and “something to applaud and support”. “Our focus has been around the Canterbury

cost of Christchurch’s major public tertiary institutions, and Dr West acknowledged this would likely be the case at Lincoln. “We’re not into that process yet but it does offer an opportunity for us to look at our footprint at Lincoln and how it’s deployed.”

News in brief More help for families of those killed in earthquake THE New Zealand Red Cross 2011 Earthquake Commission has approved another grant for the families of those killed in the Canterbury earthquakes. The Commission has approved another $10,000 payment for bereaved families, following an initial payment of $10,000 in March 2011. Commission head Sir John Hansen said many of those who donated to the Earthquake Appeal gave money to help the families of

those killed and injured. “As well as dealing with damaged homes and ongoing aftershocks like many other Cantabrians, this group of people is also having to contend with the emotional and practical implications of losing a loved one. “Feedback we have received indicates many are still struggling financially, especially those who have been left as the sole parent.” Last year, 186 families received the bereaved person’s grant.

New beginnings: Lincoln University students welcomed their new vice-chancellor, Dr Andy West, last week with a special ceremony. The event took place on campus with more than 50 student representatives in attendance. Lincoln University Student Association president Kent Lloyd said the occasion was

seen as a way to engage students with the vicechancellor and help build strong relationships between the students and management. “It is important that we, as students, and LUSA have a healthy relationship with the University and Dr West seems keen to ensure this happens.”

LUSA says budget will force students out of study THE 2012 Budget leaves students with a tough decision as to whether to seek a higher qualification and whether to stay in New Zealand at the conclusion of it, the Lincoln University Students’ Association (LUSA) says. Changes announced in last week’s budget included increasing the student loan repayment rate from 10 percent to 12 percent, removing student allowances for post-graduate study and voluntary loan repayment bonus and freezing the parental income threshold for allowances. LUSA president Kent Lloyd said the decision to study at a postgraduate level had now got “even harder”. “These students study long hours and in many cases cannot afford to work part-time as well,” he said. Tim Gale, 30, was studying a Masters of Natural Resource Management after completing a Bachelor of Environment Management and Planning at Lincoln University. He was currently receiving a student allowance and working one day a week. “I could work more (for income) but this

would lead to an unbalanced lifestyle and would greatly affect my studies.” He also questioned where he would find an extra day to work with his already busy timetable. “The Masters programme is pretty full on,” Mr Gale said. “If I knew these changes were coming into effect, I might not have started a Masters qualification. The personal costs of studying are getting higher, but I would question whether the benefits are increasing as well.” Jess Rae, 32, was studying a graduate entry Bachelor of Landscape Architecture and looking to continue onto a Masters in Landscape Architecture at Lincoln University. She said she relied on her student allowance to live. “(Landscape) architecture has a big workload. In any average week, we put 70-plus hours of work in and there is just no time for part-time work if you want to get good marks.” She said the student allowance changes could lead her to drop out as the costs would be too high.

Freemasons scholarships given to Leeston pair students both at university and in taekwondo. His ultimate goal is a PhD in physics at the University of Cambridge, leading to work as a New Zealand-based research physicist and university lecturer. Mr Bonifacio said he was honoured to get the scholarship. “It’s great to be recognised for my achievements both academically and in the community.” Ms Grout will soon complete her Lincoln University study with a Master of Commerce and a thesis title of ‘Strengthening and Developing Food Bank Relationships’. The aim of her thesis project is to implement a system, similar to an online database, that lets retailers gain instant access to nearby food banks to make the donation process easier. Ms Grout was a member of the 2009 winning team of the local Innovation Boot Camp competition run by Powerhouse and a member of a Lincoln University team entered in the 2011 Microsoft Imagine Cup, an international student technology competition. She hoped to apply the theories she had learned during her Masters study to systematically help people in the community to access safe food and reduce the effects of food insecurity in the developed world. A CHILDREN’S book, a food bank project and taekwondo have helped three Ellesmere students earn Freemasons university scholarships. University of Canterbury students Sam Wakelin, of Leeston, and James Bonifacio, of Irwell, were awarded $6000 university scholarships, while Lincoln University student Rachel Grout, of Leeston, was awarded a $10,000 post-graduate scholarship. They were among 32 students from universities around the country to receive their awards at Parliament’s Legislative Council Chamber in Wellington last week. Mr Wakelin held a Bachelor of Design and is now studying for a Bachelor of Art majoring in Latin and ancient Greek. He has illustrated and organised for print a children’s book, The Lost Lunch, which is currently sold as a fundraiser for Leeston Consolidated School. He said the award would help keep him motivated for the year. “I felt quite lucky because so few were awarded across the country,” he said. Mr Bonifacio, who earned his first taekwondo black belt at the age of 15, applied the same perseverance needed in that sport to his Bachelor of Science with Honours degree in mathematical physics. He was heavily involved in mentoring other

Charmley, a Christchurch resident, also earned a $6000 scholarship. Ms Charmley is working towards a Master of Commerce and Management, with a focus on service marketing in budget airline travel.

She recently returned from a three-month internship in a rural village in Punjab, India where she facilitated a women’s empowerment programme and taught English to local children.

Selwyn Gallery exhibition inspired by global travel Gina McKenzie A SIX-month journey of Quebec, Sweden, Germany, Austria and Singapore provided Christchurch artist Anne Visser with the inspiration for her solo exhibition at Selwyn Art Gallery, which opens tomorrow. “My sketchbooks were bursting full of images and words connected to daily life in those places. “Even ordinary everyday events come to life when you are in a different country. “It’s all about trying new foods, having new experiences and seeing things while sitting at cafes and watching life go by.” Ms Visser said the theme of her exhibition entitled Land and See – Discover The Unexpected focused on exploring the concept of travel in an abstract style. “I would consider myself as a contemporary

artist with an abstract twist. “There are always hidden meanings within my work and this series of artwork has plenty of colour and layers of meaning and depth. “I tend to have symbols of travel and communication in my art such as aeroplanes, satellites and dinghies and bits of conversation in French, German or Swedish.” Ms Visser’s own experience as an immigrant has always been an integral part of her art. “I grew up in Germany and then taught forestry at an American university. “Three years ago I moved to New Zealand with my Kiwi husband and this idea of keeping part of my old identity while making a new life has influenced my work.” The exhibition runs until June 28.

Greening local businesses Sue Jarvis

LINCOLN Envirotown has been involved in many things in the area of environmental sustainability since our first meeting in June 2005. One of our efforts has been to encourage and support local business to operate in a more environmentally sustainable manner, as well as to promote ‘shop local’. The Responsible Business Award scheme was trialled in 2007 following production of the initial survey in conjunction with Jeska McNicol, and by last year 56 Lincoln businesses had gained awards. Prebbleton joined in 2009, and Leeston with Southbridge and Doyleston in 2010. In 2011, the Leeston area awards were gained by an amazing 52 businesses. They have now renamed their awards the Enviro Ellesmere Awards rather than the Leeston Envirotown Awards and hope to include Dunsandel this year. Rolleston gained their first awards in 2011 with 25 businesses receiving awards. The awards are supported by the Selwyn District Council and local donations. Businesses gaining a silver award and above are given a free listing on the Lincoln Envirotown website. Many people check the website to find businesses to support. Going green in Rolleston Catherine Murfitt

ROLLESTON Envirotown recently distributed a survey to 3350 households to fill in expressing their environmental views in this fast-growing town. Rolleston Envirotown holds a monthly market on the second Sunday of the month in Rolleston Square, where locals and visitors to the area can select from a wide range of local crafts and produce. The stall holders’ fees from the market, which has been operating for nearly three years, go towards another Rolleston Envirotown project - the Rolleston Envirotown Community Garden. The garden is situated on church land on the corner of Brookside Road and William Street, Rolleston. Workshops offered so far at the garden have been on compost making and making a raised garden bed using straw, manure and compost. People from the wider Selwyn area and further afield attended the latter workshop. Donations for the garden have been very forthcoming and this is evident in the establishment of two sheds, native plantings, carpet, mulch, bark, etc. A local youth group has adopted one of the wooden raised garden beds. In the future we will be trialling different times for working bees to suit residents with young families, an idea gleaned from the survey results. Visit our website rollestonenvirotown. org.nz.

Family holiday events a fun time in Selwyn IN the April school holidays, more than 70 children and their parents enjoyed a morning with children’s entertainer, storyteller and puppeteer Liz Weir at the Lincoln Event Centre. The room was filled with laughter as Liz, with the help of her monkey Mitch, entertained children of all ages. Afterwards, the children were given drinks and cookies donated by Cookie Time and The Warehouse before they enjoyed the lovely weather with a picnic and play outside followed by some sack races. The day was organised by Selwyn Parenting Network, a local community group that organises monthly get togethers, school holiday activities, picnics, speakers, car boot sales and pamper events. They also have an

extensive library of parenting material. With funding provided through the New Zealand Lotteries Grant Board and Community Organisations Grants Scheme plus fundraising from recent car boot sales, the group plans to continue to offer families local, affordable and fun activities. The group is busy organising some Kidsfest events for the July school holidays including a Family Fun Day at West Melton on Thursday, July 12, with entertainer and clown Adam Allsorts. Good turnout for Ellesmere pony club event At a canter: On Saturday, May 5, the Ellesmere Pony club hosted the Non Graded Dressage Training Day at the Leeston Show grounds. The event received a strong turnout with around 100 entries from across Selwyn and the wider Canterbury region and around 150 supporters. There were different dressage events for each level of skill sets of the riders and their ponies. Riders were able to enter two classes on the day with their respective horses. Ellesmere Pony Club member Anneka Gerrie, 12, pictured, and her pony Royal Park Showman was a proud winner on the day of the class 11 and 13 section. She was the club’s only member to top her class.

Speed the thing at Ellesmere Rusty Liddell

RACING at Ellesmere Motor Racing Club (EMRC) has been of good quality over the last couple of seasons, with the recent Anzac meeting and Selwyn Burt TQ Classic being no exceptions, as good, close racing was witnessed in all classes. EMRC is a small, well-organised country speedway run by a small number of dedicated people who know and understand what the public like to see. As with any speedway in New Zealand, it’s always hard to come up with a top-line programme every meeting, but enthusiasts can rest assured that everything that can possibly be done is done to produce a quality event. Over recent years, the misconception has been that EMRC only promotes open wheel classes but this myth has finally been laid to rest and saloons in all grades are turning up in numbers, producing close racing, which is great to see. EMRC only has one open wheel resident class and that is the six-cylinder sprint car class. Motors are in-line six cylinders, up to 4.1 litre push rod, or 3.1 single overhead cam. No V6 or rotary motors are allowed. There are no exceptions to the straight-six rule. In November, eight of these cars will travel to the north of Auckland to race at three different tracks and hopefully create some interest up there also. Travel is no new experience to the class. In 2008, Brian Humm, Gordon Rattray and Jim Benny shipped their cars to Brisbane and acquitted themselves pretty well at that time. After the North Island trip, fundraising will begin again to go back to Australia and after the first trip we know what to expect in the way of competition, so hopefully between us we’ll bring home the bacon. In the meantime, don’t forget to take in a few meetings at Ellesmere - the action track where speed is the thing.

Chainsaw safety I

don’t know about you, but as soon as leaves start falling from the trees I begin urging my husband towards the shed to reach for the chainsaw to begin pruning a few trees. It’s not a major chore for him to spend a day with one of his favourite toys, although I must say using his big chainsaw is rather daunting. A few years ago I had a very small electric chainsaw. It was about the size of a rolling pin and weighed only a little more. It was safe and easy to use; I loved being so independent, lopping off small limbs and getting it stuck in the odd tree. Sadly, it got too old and rusty to be re-sharpened and has now retired to the shelf in the garage where it gathers more dust and rust. Unless you know what you are doing with a chainsaw, seek some expert help and lessons before purchasing or using one. Wearing the right safety equipment is the right place to start. Hire shops will supply this to you as well when you hire any equipment, so there

is no excuse for not having the right kit. Jason Wynyard, the national ambassador for STIHL Chainsaw Safety Awareness, says that for him donning his safety gear is a no-brainer. ”I wouldn’t dream of using a chainsaw without safety gear and I’m an expert. Those blokes who pick up their chainsaw a few times a year are at far greater risk than I am but so many of them choose not to Rachel Vogan protect themselves.
