New DoC safety system criticised Tom Doudney
THE Arthur’s Pass search and rescue team is deeply concerned with a national Department of Conservation (DoC) initiative to remove a visitor intentions system designed to aide the safety of trampers; a move they believe will negatively impact search and rescue operations. In line with national policy, the paperbased visitor intentions system run by the Department of Conservation’s (DoC) Arthur’s Pass Visitors Centre was recently removed. The system involved visitors filling out a card with their plans for the day and expected return time at the visitors’ centre. These cards were monitored by DoC staff and used by Search and Rescue teams. The system has been replaced with a single computer terminal from which visitors can access an online tool called Adventure Smart to let friends and family know of their intentions and return times. Arthur’s Pass Rescue acting chairperson Hamish Reid said the introduction of the
Adventure Smart system was a positive move, however it was likely that the removal of the paper-based system would lead to “a dramatic reduction in the number of people leaving intentions before entering Arthur’s Pass National Park, and a reduction in the quality of information provided by those who do leave intentions”. “The new system does not provide the same wealth of information to us during searches that the existing system does. For example we will not be able to access the intentions information of other people in the area, which we currently rely on for tracking witnesses. “Our experience has been that trampers consistently leave poorer intentions information by phone, e-mail and with friends and family, than they leave over the local DOC counter.” Trampers regularly changed their plans to take into account the up-to-date local information they had received from visitor
centre staff who then provided information critical to search planning. “We don’t think it is a big ask for the Department of Conservation to retain the existing system. It is a modest cost to them, especially relative to the significant volunteer hours put in by our tiny community.” DoC Waimakariri area manager Kingsley Timpson said the issue was “bigger than Arthur’s Pass” and was a national policy decision and one which would be an improvement on visitor safety in the back country throughout New Zealand. “A nationally consistent model has been developed with the Department of Conservation and police. This is to improve visitor intentions and in particular for people to take responsibility for their own safety in the back country.” A petition in support of retaining the paper based system, circulated by former Arthur’s Pass search and rescue team member Graeme Kates had received 555 signatures.
