THE New Zealand Transport Agency (NZTA) has defended itself against concerns over its level of future road maintenance funding, saying it has increased funding to the Selwyn district more than in most other parts of the country. The statement comes after Selwyn View reported Malvern councillor John Morten’s concerns that the recommendations of a Government-appointed Road Safety Task Force might lead to not enough funding being provided to maintain the standard of some of the district’s roads. Following the article, Selwyn MP Amy Adams made her own enquiries with NZTA and forwarded the response to Selwyn View. According to NZTA, Selwyn District Council was seeking $26.8 million for the 2012/15 period, an increase of 12 percent

from the previous three years. While funding had not been finalised, NZTA has indicated it will instead approve a 5.4 percent increase, to $25.2 million. This was still higher than the average national increase. “Our national investment in local road maintenance and operations has been increasing strongly for some time – the overall investment in land transport continues to grow and is focused on delivering local and national transport network solutions that enable economic growth and productivity, provide value for money and support safer journeys,” the statement read. However Selwyn District Council asset delivery manager Murray Washington said while the funding increase was welcomed, it was less than what was required to match inflation, let alone growth.

“This is common to all road controlling authorities, and this council like others will be looking at efficiency gains to undertake our roading operations without a discernible drop in level of service. “Selwyn District is the fastest-growing district in the country so with the attendant growth in traffic, a 12 percent increase request, i.e. 4 percent per annum since 2009, to match growth and rising costs fuel, labour, etc - was not unrealistic.” Mr Washington said NZTA’s financial assistance rate to the council for road maintenance and renewal had fallen from 48 percent to 47 percent. “Note a one percent drop in the financial assistance rate has transferred $84,000 of costs to Selwyn ratepayers before any consideration of actual roading budget needs.”
