Mixed feelings about cell phone tower Tom Doudney

VODAFONE has defended its intention to build a 32-metre-high cell phone tower in West Melton, despite opposition from nearby residents, saying it will benefit the community. The tower, which would bring improved mobile coverage and broadband internet to the area, would also serve the Telecom and 2degrees networks. The company’s resource consent application is on hold as Selwyn District Council has requested further information on

alternative sites considered and a landscape assessment on visual impact of the tower to be undertaken by a qualified architect. Once these are provided the matter can progress to a hearing. Council resource management planner Ben Rhodes said eight local property holders had made submissions on the resource consent application, all in opposition to Vodafone’s plans. A total of 23 properties had been judged to be potentially affected and therefore eligible to make submissions, with some of

those belonging to the same owner. Other local residents had provided evidence towards the submissions, claiming they would also be affected. West Melton resident Graham Kerr, whose own property is less than 40 metres from the site of the proposed tower, said some residents were concerned about the visual effects, while others, particularly those with young children, were worried that electro-magnetic radiation levels would pose a health risk. Local environmental trust wins national Green Ribbon Award for leadership Tania Butterfield and Tom Doudney MEMBERS of the Te Ara Kakariki Greenway Canterbury Trust (TAK) are revelling in their success after being awarded the Green Ribbon Award for community leadership. The trust was up against about 50 other entrants in the community leadership award category. “I didn’t think that looking at the best of the entrants, we’d have much chance and was surprised to be selected in the final three and then absolutely delighted to get the award,” TAK chairman Malcolm Lyall said. He said the award, presented to the trust at a ceremony at Parliament last week, was a fantastic recognition of the work their trustees and volunteers did in the region.

“Volunteers play a significant role in all of this work, and the awards give them muchdeserved public recognition while providing others with ideas on how to get their initiatives off the ground.” TAK was praised for its work with the community, iwi, landowners, councils and nurseries, as well as for its GreenDot network of native plantings carried out by volunteers. The trust was set up about five years ago to promote the restoration of native wildlife on the Canterbury Plains. “We’ve only got 0.5 per cent of the forest we had pre human habitation. The idea is formulated to creating little patches of bush all across the Canterbury plains - what we call

green dots - and to create a pathway from the mountains to the sea,” Mr Lyall said. In the past three years, the trust, with landowners and volunteers, has planted almost 10,000 plants. About 4500 of those were planted in just two days during its Canterbury Plantout weekend last September. “Part of the reason for that pathway is the native birds that live in the forest in the foothills, such as tui and bellbird, won’t fly over open country. Having a pathway of native vegetation right across the plains, we’re hoping to encourage the movement of birds and insects,” he said. The success of their planting is already noticeable, Mr Lyall said. “We photograph our green dots and plantings

through the year. “More and more people are coming to us and saying they would like to work with us. We’ve got plantings in farmers’ land, in golf courses, and river beds, private property and lifestyle blocks,” he said. The trust supplies those landowners with trees in exchange for the landowner agreeing to fence them off and maintain them. “We monitor those over the first two years and we have above a 95 percent success rate in our plants surviving,” Mr Lyall said. A long-term goal of the trust is to bring kakariki back to the Canterbury plains. TAK is running a tour of its GreenDot sites, starting at 10am at Selwyn Delta (near the Lower Selwyn Huts) on Sunday, June 17.

Cell phone tower “We’re hopeful that [Vodafone] will look at it positively and rather than put a tower close to the road, close to a major subdivision and a lot of houses, they will move it into an area with some bare land around it.” Mr Kerr said surveys had shown that capital value decreased by 15-20 percent for property owners in the vicinity of a large cell phone tower. Selwyn View understands that property development company RD Hughes Developments had previously been opposed to Vodafone’s plans; however, when contacted, a spokesperson was unwilling to comment on the matter. The company is behind the Halkett Grove and Gainsborough subdivisions, close to the site of the proposed tower. Vodafone external communications manger Michelle Baguley said the tower would bring no health risks and the company had engaged thoroughly with the community, finding strong customer demand. “West Melton is a fast-growing area that is poorly served by mobile services,” she said. “We have received numerous emails from

people in the area who want to see services brought to West Melton as quickly as possible to improve the way they live, work and do business.” Co-locating the three operators would be a better outcome for residents than having three individual towers in the area, she said. “This is one of only two towers in New Zealand so far where both other operators have indicated they definitely want to come on the tower and that is representative of demand.” The tower is one of five Vodafone plans to build in the Selwyn District as part of its commitment under the Government’s Rural Broadband Initiative. Another tower in Springfield is in the initial stages of the resource management consent process, while towers in Glentunnel, Southbridge and Castle Hill will be staggered over the next five years. Ms Baguley said the height and design of towers would vary depending on terrain, number of houses to be served and other factors.

Government backdown pleases teachers Tom Doudney

SELWYN principals are thrilled with the Government’s backdown on formula funding changes, perhaps none more so than Lincoln Primary School, which would have been among the 10 percent of worst-affected schools nationwide. Under the proposed changes, primary and intermediate schools were facing staff cuts and larger class sizes. The changes have since been abandoned in the face of public opposition. Lincoln Primary School principal Vivienne Butcher said she was very happy that the Government had reversed its decision. The school was the only one in the Selwyn District that had technology classes, serving seven other primary schools. “We’re absolutely delighted that we can ensure our staff that they have positions and maintain the current technology positions for the clusters,” she said. Under the initial proposal, the school had stood to lose two technology teachers and two other

teachers besides that. The Government had later said that no school would lose more than two teachers; however, Ms Butcher said it hadn’t been made clear whether that applied only to technology teachers, or across the board. Springston School principal Liz Weir said the backdown was great news for schools. “Increasing the teacher-student ratio was not the best way to save money in the education sector; it’s a bit of a false economy really,” she said. Because of its relatively small roll of 210 pupils, the school only stood to lose funding for 0.7 per cent of one teacher. Young Jai shows talent on the track INEXPERIENCE has proved no barrier for go-kart racer Jai Buckley, 12, who has only missed out on a podium (top three) finish three times in 27 races. The Lincoln Primary School student, who races in the Junior Restricted class, only took up go-karting 15 months ago and has already captured second place in both the South Island Sprint Championships and the Nationals in Hamilton. Jai said he was pleased with how his results had panned out so far and was now hoping to top the podium for the first time in the New Zealand National Schools Championships in Wellington next month. “It’s been pretty good, I’m happy with my results for the past 14 months,” he said. His father Greg Buckley said Jai was “really dedicated” and was regularly beating racers who had been go-karting for four or five years. The pair were a tight team, with Mr Buckley preparing his son’s go-kart before races. “As soon as he’s 13 we’re going to get him into the Formula Ford,” Mr Buckley said. “We’re dedicated to him. Me and him spend a lot of time practising - sometimes eight hours

LAST week’s snowfall prevented budding astronomers from seeing the Transit of Venus from Christchurch, but it did not stop staff from the Department of Conservation reliving history at the Transit of Venus Historic Reserve. The Burnham reserve is where the British successfully observed the Transit of Venus 130 years ago. It still has the original brick pillars built to mount instruments used to record the rare astronomical event. Department staff had hoped to view the slow path of Venus across the sun from the historic reserve, but resorted to watching it on the internet. “Everything was snowed in and clouded over so we couldn’t observe the transit from the Burnham site,” DOC historic heritage adviser Ian Hill said. “It was a wee bit disappointing really. It would have been nice to see.” However, they still went out to the site to mark the occasion. “We still went to the site, partly to take the photo and partly to say we were there on the Transit of Venus site where they originally made the observation.” “We won’t get this chance again until 2117 so it [was] literally a oncein-a-lifetime opportunity,” he said. British royal astronomer Sir George Airey chose Canterbury as the best place to observe the transit. Some of the pieces in Hannah’s exhibition were inspired by videos on you tube, art history, memories and images from her childhood, and others from creepy stories she has been told. Hannah majored in Sculpture in Otago from 1998-2001. She now lives in Franz Josef with her husband and two boys, and divides her time between there and a workshop in Methven. Travelling eel tapestry passes through to raise awareness Tom Doudney

Applications invited for Selwyn Natural Environment Fund GRANTS to help landowners protect and manage indigenous vegetation, wetlands and wildlife habitats on their land are available from the Selwyn District Council (SDC). The Selwyn Natural Environment Fund has given almost $160,000 in assistance to 48 restoration and protection projects since 2006. Fund manager SDC strategy and policy team planner Andrew Mactier said previous recipients included farmers protecting and restoring native vegetation from dryland shrub and wetlands through to podocarp forest; community groups and primary school environmental groups establishing and managing new native plant sites; and part funding for a native beetle survey carried out by Lincoln University. Beef and sheep farmers Trevor and Heather Taege of Toby Hill Farm have received two grants to assist in fencing and purchasing plants for remnant native bush areas on their Waimakariri River bank property. “We had some areas which we’d always wanted to fence because it was in danger of getting destroyed by stock. Without the assistance from the fund, it would have taken a lot longer to make it happen,” Mrs Taege said.

“Our focus in the past has been primarily on existing remnants of native vegetation sites, but this year a proportion of funding will be set aside for projects planning the establishment and management of new sites,” Mr Mactier said. Key criteria council looked at when considering projects was evidence of commitment to the project by landowners or managers, particularly in planning and management to ensure the project’s long-term success and sustainability, he said. “It’s also important that we can see the project will benefit the natural environment and increase native biodiversity. Projects looking to merely beautify areas are not considered; there must be an ecological benefit.” Typically, council will fund up to $5000 per project, with an expectation that landowners also make a similar contribution of resources. A TAPESTRY, with panels made by hundreds of New Zealanders last week made a symbolic journey to the Lincoln Event Centre, where it was displayed to raise awareness about the plight of long fin eels. The tapestry, which is called Velvet and depicts an eel, is the brainchild of American artist Stephanie Bowman. Ms Bowman is working with schools and community groups around the country to create the tapestry and display it in public places. The part that was displayed in the events centre was only a portion of the entire tapestry, which is around 100 metres long with panels still being made. At the end of its journey around the country the tapestry will be paraded around the Beehive, displayed in Te Papa and sailed to Tonga, where New Zealand eels go to breed and die. Finally, the separate pieces of the eel will be brought back and returned to the people who made them. Part of the tapestry was made by children

Lincoln Uni bug collection soon to go digital THANKS to the work of an undergraduate student, Lincoln University, the only New Zealand university to house an entomology museum, will soon digitise its collection. Working with Lincoln University’s Dr Stuart Charters from the Department of Applied Computing and Entomology Research Museum curator John Marris, student Di Wang has developed an online collection management system to electronically catalogue insects, which will have benefits for researchers, museums and bio-security agencies, both nationally and internationally. These scholarships are a Ministry of Science and Innovation (MSI) funded programme, supporting software engineering and computer science students. Mr Wang’s project was to build a system that can manage and provide information about an entomology collection via a web interface. “After investigating software systems available, I identified Biota, a biodiversity database manager, to be the main structure and then built functions that were most useful and needed for the web application,” he said. Grounds upgrade: A Lincoln University Landscape Architecture student has the full attention of some Weedons School pupils as she shares some ideas for improving the school.

Landscape students enhance Weedons School’s environment LANDSCAPE Architecture students from Lincoln University recently lent a hand to improve Weedons School’s outdoor areas. The university students surveyed students, parents and teachers at the school to find out what aspects of the outdoor environment were important to them. Important outdoor features identified in the survey included vegetable gardens, more native gardens, sensory play areas, a skateboard area and a central communal area.

The students observed children at playtimes and were asked to consider practical measures like maintenance of gardens and the traffic noise from the busy road outside the school. After completing the designs, the university students shared their ideas with the children who selected features of each plan that they wanted to see incorporated into the school’s design plan. Weedons School will now adopt elements from the plans and organise a timeline and budget for the project.

Have you ever noticed the “search folders” heading in the Outlook Mail folder list? If so, you may have also seen the Unread Mail, Categorised Mail and Flagged Mail search folders. Search folders list all of the messages that meet defined criteria regardless of the folder in which they’re actually stored. You can use the default search folders or you can create your own. What is the Unread Mail folder? The Unread Mail folder lists all messages that are marked as “unread” and groups them by the folder in which they are stored. THE Selwyn District Council learner driver programme for secondary students, ‘Leading Learners’, will next be held at Ruapuna racetrack on Wednesday, July 4. The informative hands-on driver training day is delivered by a team of driving instructors and is offered to Selwyn District secondary students who have held a learner licence for at least six months, along with a parent or caregiver. Course creator Carolyn Bennison said the course had proven successful with learners and parents alike because it taught them practical skills that other programmes didn’t. “Our learners find out about driving on different road surfaces, stopping distances,

Selwyn’s registration fee is $35 for the first dog and $25 for any subsequent dogs, with an extra 40 percent added as a late penalty. The Dog Control Act gives council officers power to seize any unregistered dogs, but Ms Wheeler said it rarely came to that. “I would welcome a call from anyone who has any registration payment difficulties, as in some cases a payment arrangement can be put in place.” Dog owners can expect their registration packs for the year starting July 1 in the post from early July, or they can call into any council library/service centre to register their dogs if they are new to the district.

FOR the fourth consecutive year, the Selwyn District Council has achieved 100 percent re-registration of the district’s dogs. Animal control administrator Tracey Wheeler said the comparatively low fees were probably one reason people were registering their dogs, as required by law. “It can still be a struggle for some people. The key is to pay the fee before the penalty gets added,” she said. “If it is still not paid after the penalty, the dog owner can expect a visit from an animal control officer to discuss and encourage payment before an infringement notice is issued.”

Service above self is the motto for Lincoln Rotary THE Rotary Club of Lincoln has been serving the communities in the district since it started in 1973. The club has a membership of more than 50 and is still growing. Migration of people to the area is only one reason. Many people find Rotary as a very effective way for business networking as well as personal development. The club president, Rodd Hutton, says: “The main objective of Rotary is service and we do it best through the network of business and professional leaders both within and outside the club.” Rotary is an international not-forprofit organisation, which provides humanitarian service, encourages high ethical standards in all vocations and helps build goodwill and peace in the world. In more than 210 countries worldwide, approximately 1.2 million Rotarians belong to more than 33,000 Rotary clubs.

One of the great success stories of The Rotary Foundation is its initiative to eradicate polio from the face of the earth. Polio is a devastating disease affecting the central nervous system, causing the victims to be paralysed and crippled. Only a few decades ago, the disease was so prevalent that globally, over 1000 children a day were affected. In 1985, The Rotary Foundation made a pledge to the children of the world to ‘End Polio’. Along came WHO, UNICEF and many governments around the world to help with this undertaking. More recently, the Bill & Melinda Gates Foundation and corporations like Google have joined the international effort. All Rotary clubs help fund the programme and many Rotarians go to remote villages around the world to

help immunise the children. As a result we can now see the goal is achievable. This year, India had its first year with Helping hand: A Rotary International member helps administer polio vaccine no reported case of polio and to a child in India. the number of countries still with this crippling disease has now shrunk to only three – Pakistan, Afghanistan and Nigeria. BLAME it on Lady Gaga, or even the need to change courts, but Saturday’s Selwyn Netball Centre premier competition at Lincoln proved that no team can take a win on name alone. The biggest upset of the day came in the final premier game with bottom-of-the-table Greenpark B downing middle-of-the-board Ellesmere Combined A in what proved to be a game of determination and courage. At halftime, Greenpark was losing 17 to 23 but a conscientious effort to speed up the ball to combat Ellesmere A’s dogged defence proved a winning technique. The third quarter was when Greenpark B did the most damage, providing 15 goals while at the same time restricting Ellesmere to only six. A vicious attack was also supported by some commendable defence with Greenpark B’s Victoria Roxburgh (GD), Taymie Challis (GK), Kate Baker (WD) and centre Hayley Campbell shutting down Ellesmere’s shooting end. Greenpark was able to persist in the final

quarter and finished 42-35 ahead. Lincoln A also put up a hard fight against topof-the-table Broadfield A, but with some players giving up Saturday sport for a certain Auckland concert, it meant the chances of winning were definitely slimmer. Broadfield took the honours, 48-45. In other games, Halswell RL A had resounding success against Broadfield B, winning 5323, and last year’s winners Greenpark A were trumped by Rolleston A by only two goals, 5759. With only two more first-round games to play, the points table shows that Greenpark B’s unexpected win just might save it from dropping into the premier reserve grade when automatic promotion relegation comes into effect.
