This comprehensive, authoritative document looks at key activities from the past year and is also a summary of future conferences & exhibitions, MEI activity dates, articles and insights to the industry by our members and experts. Dates for our next MEI Summit have been confirmed as 27th & 28th June 2018 and it will be held as part of the International Festival of Business, Liverpool. We will also be working on the content for our 2018 Handbook and if you wish to feature it would be great to hear from you. VIP INTRODUCTION Written by Joao Saravia, Executive Director in the Dissolution phase of Rio 2016, former Procurement Director and founding Associate at Circular Solutions
It is my pleasure to write the welcoming comments to this inaugural Major Events Handbook. In the complex environment of International Sports Events, sharing past lessons, identifying future trends, and working in collaboration are all aspects which the MEI Summit and this Handbook seeks to support. During my tenure leading the procurement functional area for the Rio 2016 Olympics and now as the Executive Director, I have had first-hand experience of delivering one of the most challenging global events; a summer Olympics and Paralympic Games. Additionally, I had the opportunity to apply my experience in procurement planning, supply-chain and cost-reduction in this specific environment. It proved to be fundamental, as the final preparations for the Games faced unparalleled domestic, economic and political challenges, and the outcome showed that budget restrictions do not detract from an exciting and successful Games experience. I also feel I came to understand better ways of managing the challenging relationship between Organising Committees and Commercial Companies, such as suppliers or sponsors in this environment of which we will discuss during this Summit. Finally, the need to drive change and the pace of developments when delivering major sports events shows no sign of abating. Temporary overlay, the role of technology, sustainability and, sadly, the whole aspect of safety and security of crowded places means we have much to discuss. Together we deliver a unique community who can advise future host cities and sports organisations as we work more closely together. I look forward to sharing my experience at the MEI Summit this year, learning a lot from the discussions, and building new relationships.

Security checkpoints are the first security interaction for all visitors and participants for major events and play a significant role in the delivery of the security solutions as well as clearly indicating the levels of preparedness of the hosts. Together with other physical security measures, search and screening solutions create the safe zones in which events take place. They protect logistic hubs and other critical sites in an environment of high media sensitivity.
The deployment of search and screening, however, starts at the points of entry to the host country or The Major Events Handbook 2017
city. Solutions are deployed at airports, ports, borders and critical national infrastructure sites and event planners need to deliver coherent and integrated solutions. Equally as important as the equipment itself is the selection of surge capacity manpower, completion of a full accreditation programme, conducting training and support. The overarching aim is to ensure that the games run without significant incident but of equal importance is that people return home after the closing ceremony feeling they were properly protected and processed through check-points without unnecessary delay. The technology involved in search and screening has become more powerful and sophisticated to adapt to the changing security environment. However, security checkpoints are often viewed as barriers and disruptions to the free flow of people and goods— functioning as bottlenecks instead of gateways. As game time demands continue to grow, many host agencies are considering how to update their security infrastructure plans to
accommodate growing requirements. We need to recognise the increased pressure on budgets, from the airports to the venues, that process thousands of bags, people and vehicles needing entry into the secured areas on time. Better integration of technology into overall security operations can help address these issues, making passage easier and more efficient, aiding in the flow through checkpoints. In addition, checkpoint technology also offers opportunities to capture and utilise highly useful information that can be of critical value to an entire operation. WIDER BENEFITS VIA TECHNOLOGY INTEGRATION Consider a fan attending a Major sports event. It’s possible this fan has downloaded the team’s smartphone app, which he uses to purchase a ticket on the spur of the

MEMBERS moment one evening. At the stadium, he parks in a lot with CCTV security cameras. At the ticket gate, he provides his ticket and is processed through the gate’s metal detector. Because he has the smartphone app and has registered with the team through it, his travel through the gate and security checkpoint could be the starting point to enhance his event experience. Once cleared through security, the fan receives a personal message welcoming him to the game, an automatic download of that night’s program and digital coupons for discounts at the concession stands or the team store. All this customer service could be triggered at the security checkpoint.
Currently, checkpoint system providers can deliver their information into security centre systems but that scanning information is, for the most part, delivered in isolation and without purpose. Other sources of information are multiple such as sensors, CCTV, phone signal analysis, people flow and behavioural detection technology. Therefore, integration is key so that each source, including checkpoints, add value and become actionable data.

In conclusion, the emphasis must be on the integration of not just the technology but of the people. Games create unprecedented surges in manpower that cannot be trained too early due to fading skills or too late, leaving little time to prepare. They need rehearsing in games scenarios, different from business as usual airport or port deployment where processes are well established. We ensure that delegates return with the best possible understanding of local market conditions and knowledge of their product & service viability. A workshop and, or webinar is held prior to the departure date and a full debrief is organised on return. Japan 2019 & Tokyo 2020 Market Visit Following the success of our market visit to Japan in 2016, with the Rugby World Cup and the Tokyo Olympics fast approaching this felt like the right time to visit the host country.
TOKYO
During the Market Visit, delegates were taken on a city tour of Tokyo and introductions were made by each company to the Procurement staff involved in major events in Tokyo who hosted the delegation at the HQ of TOCOG. During the mission MEI partnered with Japan Sport Tourism Alliance to hold briefings. JSTA had a range of members including some of the major sponsors for both Rugby World Cup and Tokyo Olympics hold briefings The briefings were attended by local companies also where the aim is to get international major events expert visiting companies to start to find local companies. The visit was supported by Kazuki Sato the MEI country lead who has supported a recent task to produce a guide on how to win contracts in Japan and is available for local support. I cannot commend MEI enough for the expertise and sheer hard work that went into the organisation of what was a highly successful mission. When you then add in the quality of the contacts that MEI always attract to these events the dictionary simply does not contain a superlative that describes the mission with any accuracy. SAPPORO
As the second major element of the hosted visit to Japan, a visit to Sapporo was arranged. Sapporo had just finished hosting the Asia Winter Games which was an outstanding success. It is also a host city of the Rugby World Cup as well as being involved in the Tokyo Olympics. This gave delegates an opportunity to gain an understanding of local capabilities and potential gaps in where value could be added. The Japan Sports Tourism Alliance helped with the delegation briefing at their annual event and secondly at a smaller seminar, all of which was supported by the Sapporo Global Sports Commission. Nearly 200 delegates were in attendance for the main programme so significant profile gained by the delegation in front of those who will be hosting future major sports events. The programme included two networking drinks receptions where the delegation were presented with gifts to commemorate their visit. There was also a chance to visit the venue to be used for the Rugby World Cup - a world class venue with leading edge solutions to cope with the harsh environmental situation. Having worked on the WRC2015, WDSi were keen to explore the opportunities for providing similar services for Japan RWC2019 and we were not disappointed with MEI arranging high level introductions to executive members of the procurement teams which gave a valuable insight into how we could approach raising awareness of WDSi for the Japanese market. Over 80,000 spectators visited the 12 venues in Sapporo and Obihiro and witnessed the Asian athletes competing each other in 64 events across 11 winter sport disciplines throughout the week.

Security Visit to Euro Championship 2016 Marseille On 17-18 March 2016 an Associate of Major Events International, John Botterill, led a second delegation of UK companies on a business tour to Marseille in association with the Department for UK Trade and Investment. The principal focus of the delegation was on security for Major Events in Marseille, following on from the Paris attacks in November 2015, including Euro 2016, European Capital of Sport 2017 and Paris Olympic Bid 2024. 2017 PARTNER 2016 Leading Figures from the world of sport governance and major event ownership met at HOST CITY 2016 to discuss how to attract and host secure and engaging sports, business and cultural events. The topics of future major events and integrity of sport were high on the agenda for Host City 2016. In his opening keynote address heading up a list of world-class speakers, Sir Craig Reedie CBE, IOC member and president of the World Anti-Doping Agency talked about how in an ever-more competitive field, hosting events is a “very active place” in contrast to the major multi sports events like the Olympic Games and the Commonwealth Games who, he said, have struggled to attract bid cities in recent years. Host City 2016 enjoyed panel participation from a long list of VIP speakers, including IOC members, senior representation from sports federations and city representatives from Mayor level to local departments and rights holders for sports, cultural and business events. Topics ranged from the future of major events to sport integrity; security and infrastructure; through to China’s investment policy and strategies for creating entertaining experiences for fans.

How about the language barrier? English is the language of international sport, but that message appears not to have reached Japan, a country that performs surprisingly badly in the TOEIC exam, ranking 40th of 48 countries. Many national sports federations are staffed by volunteers and part-timers, many of whom speak little or no English, and whose sports may not be on the international circuit. You may even struggle to find competent English speakers in a company’s “international section”. Never forget the basics of your business in this situation: they are likely to have been overlooked at the local level, and their significance not properly understood. Invest in quality literature to get your message across.
It is for this reason MEI have a local support model to provide expertise in ensuring you have a single point of contact for all your needs. I am also part of this network. Communication and facilitation, my areas of specialism, are critical to your chances of getting off the ground in this market. A good communications strategy is a vital part of any well-rounded business plan. Make sure any communications, in print or digital format, have been written and edited to the highest standards. Set a realistic timeframe and spending plan to give yourself the best chance of gaining a foothold. And remember, you might not hit the bull’s-eye at first, but will be well placed to take advantage if your potential client’s strategy changes late in the game.

A delegation to Budapest which followed the success of our briefing and discussions with the MEI Security Members in October 2016. A Personal Non-Insurance point of view It may appear surprising if for once, yours truly is credited with what is essentially a non-insurance article - or at least a minimalist attempt! To advance the merits of adequate event insurance (as I often do), seems trite in the extreme when we are reminded daily of the turbulence, suffering and instability in the world. Good news it seems is in constant short supply, but rest assured, it can be found. Whatever your view regarding Brexit or the unexpected ascendancy of Trump, these outcomes seem rather inconsequential when considering the misery currently being endured by thousands fleeing bombs and bullets. It is, I feel, heartening when one occasionally hears of someone who is undertaking great work for humanity, but accompanied with huge personal risk. One such individual is David Nott, a surgeon experienced in many surgical disciplines who has for the past 20 years worked in various war zones. More recently, he has worked in the middle of what can only be described as hell on earth in the appalling Syrian conflict, attending to unimaginable injuries and lifesaving attempts with minimal resources. FIFA World Cup 2018 Technology Opportunity Reinaldo Pargas, is based in Brazil and operates internationally. He has been collaborating with MEI since prior to the FIFA World Cup in 2014, throughout the Rio Olympics 2016 and remains in close regular contact with Major Events International. Round table discussions are key to MEI activities and we were delighted to present the work he undertook for the Local Organising Committee for the FIFA World Cup to the attendees at this unique session. There were significant challenges in delivering the FIFA World Cup 2014 project and he lead the technology team who were widely dispersed throughout Brazil placing demands on time when planning, co-ordinating and overseeing delivery. With a team who delivered both the project on time and within budget, Reinaldo and FIFA 2014 proved to be notable example which other sporting events seek to emulate. This was a fascinating session where key lessons were delivered around the need for early planning, analysis of stated requirements and contingency planning. The latter point was significantly tested during the tragic incident late in Sao Paulo Games preparation and our attendees were keen to hear how this was overcome. Members gained significant insights from an international expert as well as enjoying networking about technology provision and the collaboration for international markets.
Cyber Security Briefing On the 12th April 2016, MEI in partnership with leading tech trade association techUK, teamed up for a briefing to highlight the growing threat of cyber-attacks to major sporting events. Cyber security was discussed by experts drawing on experience from the London Olympics with valuable case studies provided by Matt Horan (Security Director of C3IA) and Andrew Taylor (CEO of Bronzeye IBRM) demonstrating knowledge to combat cyber-attacks at major events worldwide. The varied potential targets from transport systems to WiFi networks were analysed and a review of the implications of a cyber-attack on a large-scale sporting event were discussed through intimate seminars. Major events naturally attract the media who, on a positive note, present PR and coverage opportunities which drives global attention and increases revenue. Overlay & Event Market Visit Royal Edinburgh Military Tattoo MEI seeks to provide a wide perspective of the nature of the events market. Most have enduring requirements and face similar challenges and opportunities. Fans need a great experience, revenue targets need to be met and safety is paramount. In August 2016, a delegation of MEI Members visited The Royal Military Tattoo. The annual event has been running in Edinburgh since 1950 and showcases military tattoos performed by British Armed Forces, International military bands and display teams on the esplanade of Edinburgh Castle. The event attracts over 220,000 people each year and is televised in over 40 countries, bringing a global viewing figure of 100 million worldwide. David Allfrey, CEO, and key officials hosted the delegation and provided a detailed backstage insight into the operations of the event and future plans. The Royal Edinburgh Military Tattoo has recently conducted successful events in Australia and New Zealand and has plans for more international events.

Sports Business & Opportunities in Qatar Major Events International along with law firm Simmons & Simmons hosted a successful seminar exploring ‘Sports Business & Related Opportunities in Qatar’. Qatar is the first Arab country to host a major international sporting event with the 2022 FIFA World with an ambitious infrastructure put in place with fantastic opportunities for companies interested in working in the gulf state. The FIFA World Cup has the potential to create a new culture in the country and The Supreme Committee want to support diversity and establish a legacy from the World Cup to aid the Qatar national vision 2030. Chris Ford, of Vauban Group, spoke on opportunities and how diverse businesses can engage with the number of significant developments happening in the region of Doha such as Lusail City and Msheireb Downtown. Scott Druck (CEO of the Oxford Strategic Consulting Group) and Andrew Wingfield (Partner of Simmons & Simmons Middle East) both gave a comprehensive insight into the Qatari market and how business can be completed effectively in Qatar. The event rounded off with an expert panel who shared their experiences on doing business in Qatar. Chaired by John Hawkins (former HM Ambassador to Qatar), Chris Scudamore (PwC Qatar), Charles le Gallais (Via Strategia) and Patrick Goudkuil (DJ Goode & Associates) all offered key advice on working in Qatar and fielded questions from the floor regarding their experience of business in the country. President of Pan American Games briefed on Security Crowded Places On a short notice visit from the President of the Pan American Games, Major Events International were given the opportunity to host the President and his colleagues on a MEI member experience visit. We decided to brief on one sample sector and chose ‘Safety & Security of crowded places’ due to the general security environment. The event was in collaboration with Trade Association, techUK. Member experts such as Scott Wiener (Atkins) and Panayotis Andriopoulos (Design Security) offered some insights on solutions and recommendations on how to overcome risks presented by hosting major sporting events with Eileen Williams (Blue Integrity) and Eoghan Gill (Sword Security) emphasising the importance of staff training, volunteers, well prepared recruits, the safety of fans and the role of a robust accreditation process to ensure quality of service. Luncheon with Stuart Ayres MP Minister for Trade, Tourism & Major Events New South Wales - 21 April 2016 April 21st saw the MEI Members round table meeting with Stuart Ayres, Minister of Sport in Australia. The event took place at the request of the New South Wales (NSW) government with attending MEI Members including Verteda (Innovative payment solution provider) and Touch of Ginger (the Cambridge-based company behind the Rugby World Cup 2015 medals). Sydney had multiple sporting event and stadia redevelopment projects are planned and are playing a significant part in hosting the 2017 Rugby League World Cup across Australia, New Zealand and Papua New Guinea. Our members reviewed the opening of the new international convention centre and the rebuild of the ANZ stadium in Sydney which already had attracted numerous international events. The Minister reiterated that in the next decade the opportunity to regenerate “tier 2” venues into modern multi-purpose venues would be paramount to the success of major international events. The successful round table event concluded with the minister and MEI planning a future mission to take a delegation of companies interested in these opportunities to NSW in the future.
The Royal Edinburgh Military Tattoo sets its sights on International Growth 9th May 2016 MEI Members were treated to an afternoon round table event with David Allfrey MBE, CEO of The Royal Edinburgh Military Tattoo. David passionately spoke of the complex planning involved in this unique event where high demand tickets consistently sell out for all shows. Every year the “global gathering” is held at Edinburgh Castle Esplanade and showcases the talents of musicians, performers and military parades from every corner of the globe. Each year an impressive 30% of the 250,000 audience is from overseas and the event is not only televised in 30 countries but viewed by over 100 million people world-wide. They have had outstanding success in their Australia and New Zealand shows (a first under David’s leadership) and there are now plans to look at hosting shows in the Middle East. The event rounded off with a personal invitation from David to MEI Members for a hosted visit to the Tattoo in August 2016 to gain a feel for the show, spot any openings where they could advise on areas for innovation and opportunities to commercially maximise possibilities for the event. 46

Opportunities to meet Budapest 2024 Security Delegation 27th October 2016 MEI hosted a round table with the Budapest Olympic Bid Committee to seek how the planning for their major event is being conducted. The aim of the round table was to set the strategic context for crowded places at major events, introduce MEI to the bid committee and to analyse the next steps for the bid team. Speaker Dennis Mills CEO of MEI pinpointed the key security points surrounding major events in the modern era. Discussions about the change in the security footprint of events due to the media having a stronghold in attracting high numbers of international visitors to events was highlighted. Solutions to tackle security threats such as investing in people, training and technology were then put forward for open discussions and networking to conclude the event.
Roundtable with Rugby League World Cup - Tracey Jones 15th November 2016 Tracy Jones is playing a key role in supporting the delivery of the Rugby League World Cup 2017 taking place in Australia, New Zealand and Papua New Guinea. This is a significant organisational challenge and an event which is growing in stature and interest. We were privileged to first meet Tracy when the foundations for the 2017 Tournament were put in place by Mike Brown, who MEI first met as CEO of the Asian Football Cup 2015. Whilst on a visit to London, Tracy briefed and answered questions during a round table format with MEI members during a fascinating afternoon. During this meeting, it was concluded, Tracey had reinforced Mike’s original vision to deliver the key objectives, the competition was well planned and had the potential to become a benchmark for future events. With the passion for sport in the Australasian region and a hosting programme to ensure all the teams are supported, this will be another opportunity to see Rugby League grow internationally. We would like to thank Tracy for her vital input to our round table event and look forward to staying in touch not only during the final part of the preparations for the competition but beyond, as she continues her career in major sporting events. Market Visit to Australia During our time in the Gold Coast, delegates were able to meet the functional heads from the local Organising committee and meet Queensland based companies. There was an opportunity for delegates to brief their previous games experience as well as capabilities they can offer to major events. Insights were gained on local market conditions, how best to operate with partners, undertake site visits and get key questions answered. Planning and delivering these visits (especially given the distance, cost and time difference of the market) is complex and without the full support of all agencies and MEI Associate Peter Ashwin (who has extensive major events experience) the value would not be achieved. Networking with local companies was also a vital part of this mission helping put long-term collaboration agreements in place. MEI Members had several success stories from the mission including secured contracts proving delivering the right balance between international expertise and local companies can procure contracts and future commercial engagement. Our thanks to Ken Smith in his role as Agent General for Queensland Government in London also supported by Warren Bartlett who continues to be MEI’s main point of contact. We are also grateful for the support of the Gold Coast IT Forum who invested considerable time in helping us to engage with local agencies. 50

Japan Major Events Market Visit In September 2016 MEI took a delegation of international companies to Tokyo representing a wide range of skills and services. This was the right time for MEI to host a market visit with Japan hosting Rugby World Cup 2019 and the Summer Olympics 2020. After an opportunity to tour Tokyo, the delegation had the opportunity to take part in productive meetings, discussing procurement opportunities and making connections with key stakeholders organising the major events in a workshop style format. The second part of the visit programme was the opportunity to take part in the Stadia and Arena Asia Pacific conference and expo in one of the Rugby World Cup cities Yokohama. The event attracted over 2000 attendees and provided great insight into sectors including sports venue design, management, venue operations and technology, sporting event bidding and master planning. Specific panels on fan engagement and security of crowded places were run by MEI with key clients in attendance. During the visit there was an opportunity to meet a wider range of key local contacts. Our thanks to DLA Piper, a global law firm, who held a VIP networking reception, various workshops with business support agencies in the region and roundtable workshops on different sectors. Sport Business & Related Opportunities in Japan 2016 29 June 2016 Given the current relevance and importance of the Japanese with the upcoming Tokyo 2020 Olympics and the Rugby World Cup 2019, MEI held a seminar in collaboration with the leading technology Trade Association techUK on major events taking place in Japan. The aim was to achieve a better understanding of support opportunities both for the Rugby World Cup and The Olympic Games with an agenda consisting of a comprehensive overview ranging from business culture to organising committee structures. The first speaker was Natalie Meyer of Tokyoesque (a research company specialised in the Japanese market) which provided a run through of the culture and Japanese work etiquette. Delving deeper into the business side of Japan was Shotaro Inoue of the Japan External Trade Organization (JETRO) providing information on setting up a company and using their facilities in Japan. It was also very helpful to hear from Steve Crane of Business Link Japan who stressed the need for long-term commitment to be successful in the Japanese market and Neil Levett (Managing Director of Stadia & Arena Asia Pacific) about their plans for the forthcoming conference and expo in Japan which MEI is supporting with promotional and speaking opportunities. The event concluded with Dennis Mills, Chief Executive of Major Events International giving an overview of the Rugby World Cup and Olympic Games taking place in 2019 and 2020.
Roundtable with Chinese Delegation: Safe & Secure Crowded Places - 21 October 2016 MEI hosted a delegation from China aiming to provide an overview of the UK approach to security planning within the context of major events. The Asian Winter Games in 2022 will be hosted by China and with a growing sports sector, MEI felt this was the perfect time to host a security delegation for the country. Speakers included Scott Wiener of Atkins who reiterated that the increasing threat of terrorism and cyber-attacks at major events means intricate planning is now required for a host country. The security expert stated that physical, cyber and personnel security usually remain separate at major events but by applying a converged governance, risk management across all areas allows better protection and a complete understanding of threats. New industrial control systems were also discussed as well as case studies of processes in major events such as London 2012 were implemented. Dennis Mills CEO of MEI headed up the delegation and spoke of key points that play a vital part to the success of security at major events. Themes discussed were setting the strategic context for crowded places & people movement, the media attracting high numbers of international visitors, lessons to be learnt from Rio 2016, event scales and the impact on security.

How it works Recruiters announced, in advance, the positions for which they would be interviewing at the event.
