As the National Police Chief’s lead for Event policing, it is beneficial to know who is out there and involved in the management and support to events and to meet people within the events industry. SERVICE DESK Membership of the MEI Community is organised into tiers to allow event organisers better understand what support they are able to access via this model. This is shown diagrammatically across the page. In simple terms, it is a single point of contact approach. Any requests for support can be communicated to MEI who can then arrange for the most appropriate response.
Framework Agreements
Tiers of Support Tier 1 Service Providers: These companies offer commercial engagement which offers attractive benefits for event host agencies as well as an “in your team” approach to provide expert advice as a core part of their offer. These service-focused companies are the key enablers for event delivery: Travel, Logistics, Foreign Exchange, Insurance and other specialist services. In addition to their individual commercial offer, the Tier 1 supplier will generate economies of scale which can support planning as a unified team and identify synergies all of which reduces risk and cost for event hosts. In a challenging and unpredictable international hosting environment, where all financial benefits are welcome, the Tier 1 providers are available to offer you a free audit of your activities and provide advice on the best way to operate.
Tier 2 Specialist Consulting Support: The Consulting component of the Service Desk consists of companies who are providing consulting services as core business, plus those “suppliers” who are willing to engage in knowledge transfer and support to event planning through informal round table workshop style engagement. Both parties win, due to strengthened relationships; new commercial opportunities for support and the potential for enduring support arrangements.
Tier 3 Expert Suppliers: MEI only works with the best international suppliers who are inducted into the network with initial workshop and reviews. Working within collaborative supply chains or directly with event hosts, these companies cover all sectors and range from corporate to niche SMEs. They understand the time, cost and reputational risks from hosting events and seek to deliver as part of the team and not as arms-length external suppliers. They can help inform best practice from purchasing and procurement having responded to many tenders. They too can be approached to seek their input within the MEI Service Desk approach.

An under-leveraged area of Supplier and Event Host operations is the use of Framework Contracts. MEI can use the Service Desk approach to help inform multi-year or multi-event frameworks which provide insights into economies of scale which also assist with event planning resilience and enhanced trusted relationships. This delivers significant advantages for all parties. Should this be of interest, we can facilitate a process of dialogue to better inform what this entails.
In-Country Support Host Cities can request that MEI provide a local office to support their operations. The scale of representation can range from a single liaison MEI representative, to permanent presence of representatives or hot desk ad-hoc market visits. We welcome enquiries about support to Host Cities. The Service Desk offers tiered support to Bid and Host Cities by providing a single point of contact access to experts to help them achieve their objectives. These objectives range from seeking to attract more events, bid support to event mobilisation wider city activation. Never has there been a better time to access those who can support events with insights about lower cost and risk, resilient revenue generation. Due to the focus on the visitor experience, the appropriate mix of new and temporary enabling facilities, and sadly the enduring need for safety and security of crowded places. These same experts will share their advice about mitigating some of the challenges of event delivery in an unpredictable global pandemic situation.

Mobilisation: Once an event has been agreed for hosting, MEI can act in a liaison role with the Rights Holder as well as provide early consultancy via the Service Desk approach, some of which will be at no charge to facilitate early engagement. Event Delivery: In much the same way as mobilisation, the same access to expertise can be facilitated. Final test event support can be provided as part of the final lap support. Changing requirements can be briefed to MEI for “best endeavour” resolution. Request for Support: Requests for informal dialogue, round table type discussions or workshops are available either generally or on specific subjects or sectors. MEI: What’s the single biggest reason to use AFEX? MW: A hard question to answer! There are lots of reasons, but I would say our flexibility is a big one. We work with our clients to create a solution that fits their business and that we can change as their business needs change. You don’t need to keep a balance in your AFEX account the way you do with a bank, so you’re not tying up cashflow. The facility is there when you need it. MEI: What do you think will be the long-term impact of the coronavirus on the sporting industry? MW: It’s completely unprecedented. I think it’s become clear to many people how interconnected we are— we’re all in this together. Think about the globalised economy—we can’t separate ourselves from the rest of the world in 2020 the way we might have done in 1820. Sport in general is intensely local and at the same time completely international. Everyone can appreciate athletic excellence whether you’re a fan or not. It’s a cliché but sport brings people together, whether they’re cheering for your team or for their fiercest rival. You could be on the other side of the world and find someone who knows as much about Manchester United or the All Blacks or your favourite team as you do, and you have common ground before you even know their surname. I do think this crisis will change us in some ways, but will eventually get back to some form of normal. People are social animals and innately optimistic and resilient (or maybe that’s just me). Technology makes it easier for us to work and connect remotely, but there’s nothing like a sporting arena in the moments before the match starts—everyone is excited and cheerful, and they know anything at all could happen. AndArchitects is an award-winning architecture practice with over 20 years’ experience designing sports, hospitality and commercial projects, domestically and internationally. We have delivered stadia, temporary venues, events architecture, and sports complexes. AndArchitects won the Architectural Review MIPIM Future Project Award 2017 for the Sports and Leisure sector and were also shortlisted in the RIBA London Awards 2017. Events Architecture AndArchitects have delivered temporary venues for several global events including the London 2012 Olympic Games and 2016 Rio Olympic Games. At Rio 2016 AndArchitects worked in collaboration with a local partner to design and deliver the Handball Arena. AndArchitects continue to design and research temporary venues with a focus on delivering sustainability and legacy. The Handball Arena was designed to be disassembled after the Games and reassembled locally as four schools.
Sponsorship Pavilions At the London 2012 Olympics, AndArchitects helped implement several Sponsorship Pavilions for BMW, Coca Cola, EDF, and the design of the BP Sponsorship Pavilion. This involved delivering complicated and bespoke designs in tight and inflexible construction windows, in close colaboration with contractors and suppliers. Our flexibility, strong communication and agility were key in the successful delivery of these projects.
Stadia Design Since the Charlton FC West Stand in 1998 AndArchitects have consistently designed stadia for sports clubs, culminating in our recent success with Luton FC’s new Power Court Stadium. This new stadium, and the commercial and residential development surrounding it, was one of the largest approved planning applications in the UK in 2019. AndArchitects understand not only the technical and logistical complications of designing a 21st century stadium, but the broader developments and urban planning needed to deliver them.
Sports Masterplanning AndArchitects have worked with clubs, Local Authorities and other partners to create intelligent masterplans for sports complexes. We work closely with clients to create facilities that work hard and can be used by several stakeholders, creating a source of revenue for clubs and keeping their facilities in regular use. Multi-use and multi-occupation facilities are an established model for success and AndArchitects have the knowledge and skills to design these masterplans.

MASS is one of five companies within the Cohort plc Group which mainly operates in the defence and security sectors. We employ ~300 people spread across several sites including our newly opened EW and Cyber training academy in Lincoln. We have a variety of capabilities that are of interest to the organisers of large-scale events. Our Digital Services team provide training, testing and compliance services – essential for keeping your data safe. We can rapidly deploy secure networks which are the backbone for the control and coordination of events. We can provide readiness and testing exercises as we have to the UK MOD for their Higher Headquarters for the past 20 years. Our Exercise Support Team have generated 70+ major exercises in that time involving ~200-2000 people. They continue to evolve their exercise solutions via regular lessons learnt processes. In 2011, we provided support to the Home Office for the validation of the London 2012 Olympics. At this point, the Olympic Safety and Security Testing and Exercising Team were tasked to take on the portfolio for rehearsing the entire 2012 Olympics organisation adding the London Organising Committee, Transport for London, and the Mayor/London Boroughs to their existing Safety and Security remit. The MASS Team brought a common vocabulary and structure to the design of the command post exercises (3), scenarios that challenged collective operation, and a portal that ultimately aided 260 organisations and 5000 people to work together in their Olympics roles and locations.
