Patient celebrating her 80th birthday is also grateful to be celebrating four years since successfully completing breast cancer treatment. When a lump was discovered, Eleanor Mulford turned to the compassionate team at Manatee Diagnostic Center, where she had been a patient for routine screenings since 2006.

Coping with a breast cancer diagnosis was hard, but she’s been able to tackle this challenge with a supportive team by her side. “I am good. I feel good,” she says.

Together with her surgeon, Jose Erbella, MD, she decided to have a double mastectomy and spent four days at Manatee Memorial Hospital for the procedure.

CARES Act Means Millions in Funding to Support Our Community's Recovery

Grants for Businesses, Non-Profits, Residents, Agencies, and Community Partners Your Chamber has been hard at work publicizing Manatee County's CARES Act grant opportunities. From webinars to videos and email blasts to social media posts, our goal has been to bring as much awareness as possible so that Manatee County can fully tap the up to $70 million available through the CARES Act to help offset the financial impacts of COVID-19. This support is designed to be a critical driver of economic recovery for our local community and we are proud to be a partner with Manatee County government in outreach efforts. We have stepped into a "navigator" role to answer calls from the community. Over the past month the Chamber team has logged almost 700 answered calls to help business owners, non-profits, and individuals navigate the application process The feedback we have received is that these efforts are making a difference! If you have not reviewed the grant eligibility criteria, I urge you to do so immediately. As application rounds open and close, we will let our members and community at-large know about eligibility, requirements, deadlines, and more. The County has an easy to use dashboard on its website MyManatee.org/ManateeCARES - that offers an overview of approved applications and funding. Sarasota County is also accepting grant applications and dispersing critical CARES Act funds to businesses, non-profits, and individuals. public policy Manatee Chamber Adopts 2021 State and Federal Legislative Priorities The 2021 Florida Legislative Session does not begin until March, but your Chamber is already at work developing legislative priorities to guide our advocacy for the business community. The legislative and policy priorities adopted by the Manatee Chamber Board of Directors are the product of a deliberate and comprehensive process, with important input from all of the Chamber’s Public Policy Committees and community stakeholders, and many hours of analysis, dialogue and wordsmithing within the Chamber’s Legislative Committee. While this coming legislative session might look a little different with adjustments for COVID safety measures and guidelines, our focus on issues facing our members and critical community priorities remains as strong as ever. We advocate for policies that support business resiliency, reduce unnecessary regulations, strengthen the workforce, build infrastructure to support our growing community, and enhance our quality of life. The strength in our agenda lies in the process we follow to develop it and the strong area partnerships we form with our legislative delegation, local government entities, businesses, non-profits, and our members.

We support policies that help build a strong business environment including: • Legislation reducing the Commercial Lease Tax, the Communication Services Tax, and corporate income tax • Required collection of sales tax on all internet sales into Florida • Liability protections for businesses and employers from COVID related litigation.

Transportation

As part of an interconnected region, Manatee County residents, businesses and economy are dependent on our transportation infrastructure to connect people and places, move goods and supplies, and enhance our quality of life. The Manatee Chamber works to ensure that members have up to date information on transportation projects in our community. I-75/US 301 Interchange Project This project is scheduled to start construction in early 2021 with improvements including the widening of I-75, a reconfiguration of the existing interchange along with enhancements to three intersections along US 301. CLICK HERE "Transform 2045" Plan The Sarasota/Manatee Metropolitan Planning Organization (MPO) has released the DRAFT “Transform 2045” Long Range Transportation Plan. This is a comprehensive planning tool that encompasses the future of air, land and sea transportation in our region. It provides insight into prioritizing funding for transportation projects within a framework of goals and objectives consistent with federal, state and local requirements. • Expanded Pell eligibility to increase access to workforce training programs • Investment in workforce education programs for performance-based industry certifications and employment in high demand fields including STEM related careers. • Increased broadband accessibility including infrastructure in rural and underserved areas. • Measures related to improving water quality. • Measures that positively impact access to healthcare and outcomes, including innovative programs, pilot projects, and new technology including telehealth.

REACH Manatee: Collaborating to Increase Credential and Degree Rates According to labor market researchers, two-thirds of all Florida jobs are projected to require a post-secondary education. However, less than half of Manatee County residents currently have such a credential. To help close this gap, community leaders have been collaborating to develop strategies to increase college and credential rates for Manatee County residents as part of a coalition known as REACH Manatee. Started four years ago by UnidosNow and the Manatee Community Foundation, REACH Manatee is comprised of leaders from local colleges, nonprofits, foundations, employers, and the Manatee County School District. It is part of a network known as the Florida College Access Network (FCAN) which partners with communities to ensure more students achieve an education beyond high school, paving the path to prosperity for families and the economic health of the local region. In 2019, FCAN and its work was recognized in Florida statute for its role in supporting the state’s goal that 60% of Florida adults hold high-quality degrees, credentials, or training certificates by 2030. Last month, the Manatee Chamber became the backbone organization for this collective impact initiative. The Chamber will continue the great work of helping REACH Manatee bring together diverse people, businesses, organizations, and institutions to support post-secondary education. With multi-sector leadership, the collaborative is taking a data-informed approach to understand the unique barriers to college and career success in our community. REACH Manatee will leverage the strengths that already exist to scale promising approaches and provide more opportunities to serve local students, both at traditional and technical schools. Research has shown that regions with higher educational attainment have higher GDP, yielding social and economic benefits which outweigh their cost. According to the Florida Bureau of Economic and Business Research, having one more worker with a college credential boosts an urban area’s output by approximately $100,000 a year. Therefore, investing in post secondary supports, especially for those from disadvantaged backgrounds, nets high returns for both the individuals and the community. The Manatee Chamber Opposes Amendment 2

What It Means to Our Business Community At the polls, Floridians will be asked to vote on six constitutional amendments. One of those, Amendment 2, proposes to raise the minimum wage to $15 an hour. This amendment would make Florida the only state to constitutionally mandate a $15 minimum wage and would negatively impact job growth, limit opportunities for entry-level workers, and increase consumer prices. All of this with the very real potential to close the doors of many of our area small businesses. With a mission focused on building a positive businesses environment while enhancing our community’s quality of life, the Manatee Chamber supports economic opportunity and self-sufficiency for all Floridians. However, this constitutional mandate will harm the very individuals that supporters claim to be helping. Under this mandate, businesses will face increasingly difficult decisions that will result in job losses, reduced employee hours, and increased consumer prices – all negatively impacting our most vulnerable populations. According to the Florida Chamber, this mandate will jeopardize more than 500,000 training wage jobs for young people, seniors, and those looking for entry-level positions to gain new skills. 80% of our members employ 25 or fewer workers and we remain concerned about the disproportionate impact and extra costs this mandate will impose on these small employers, including small family and entrepreneurial businesses. This "one size fits all" mandate applies to all employers in Florida – there is no carve-out to address tipped employees (the majority of our hospitality sector) nor part-time or incentive-

based wage earners. Employers need the ability and flexibility to make workforce and operational adjustments, especially in times of economic downturn. In thinking about the economic stressors on our local tourism-driven industries of 2017’s hurricanes and 2018’s red tide disaster, imagine almost doubling employee base wage expenses for restaurants and bars or a sporting event employing parttime workers that, at this point, are just trying to hold on long enough to begin recovering from the economic damage caused by the coronavirus. In Florida, we have long discussed what should and should not be incorporated into the Florida Constitution, a document established to outline the structure and function of government. Over the years, our Constitution has been amended to include topics well beyond structure with an almost impossible path to later correct unintended consequences. If passed, this amendment, which negatively impacts some residents, employees, industries, and businesses more than others, will remain in the Florida Constitution with almost no recourse for adjustments or corrections. Adding this new mandate on local businesses is the wrong way to work towards economic opportunity and selfsufficiency for all Floridians caught in the cycle of generational poverty. Instead of a constitutional mandate, we should come together to ensure there's a universal path to prosperity through job training, skills development, and economic opportunities that result in careers paying well above the minimum wage.

Is Data Security a Top Priority in Your Business?

Data security vulnerability has been an issue for a while now, but the COVID-19 pandemic has made matters even worse as the crisis has distracted both employees and companies from data security and privacy protocols. About 42% of employees in the U.S. are still working from home which creates an entirely new set of security risks, and the need to re-define how businesses handle sensitive data. Working from home brings many security threats, including email-based threats, endpoint-security gaps, email phishing scams, password vulnerability, and weakened Wi-Fi protocols. University of South Florida Students Shadow Local Professionals - Virtually In September, the Manatee Chamber and the USF SarasotaManatee campus partnered on the fourth Shadow Day event pairing students with area executives. Students gain “insider” knowledge from local professionals about industries and career paths while executives discover more about our local talent pipeline. This year, although the event moved to a virtual format due to COVID, the matches created the same opportunities and enthusiasm among participants. Students were paired with executives in areas including human rights and social sciences, physical therapy, and psychology and neuroscience. Robin Readle, a student studying human resources, met with Stefanie Ellis, director of training and leadership development, at Bealls Inc. and learned about the breadth of human resources and management careers and how to determine culture at a prospective employer to consider fit. “I learned to not be afraid to think outside the box and branch out to other industries to gain needed experience,” said Robin. Yolanda Woody, studying integrated social sciences, met with Ashley Brown, President and CEO of the Women’s Resource Center to learn more about how to help people in need. Yolanda will be working with Ashley to make community connections with local business and industry professionals for informational interviews to further explore area opportunities. The shadowing program allowed these students to broaden their network, learn more about meaningful careers in Manatee County and introduced businesses to the incredible level of talent here in our area.

We appreciate the time and participation from the USF students along with their mentors from Bealls Inc., Centerstone, Manatee Memorial Hospital, and the Women’s Resource Center. The collaborative nature of these kinds of programs makes a difference. We remain focused on building our talent pipeline and supporting workforce development initiatives so that our businesses and our economy are positioned for success.
