Connections | Compassion | Resiliency | Progress The Manatee Chamber Is Here for You, Your Business, and Our Community

You have likely seen memes asking “September” to come on in, sit down, be quiet, and not touch anything – thank you very much. It has been a bit of welcome humor as our community, nation, and world grapple with complex challenges. It's also a likely sentiment about the months ahead, too. The meme lightly suggests the desire for an “uneventful” month in a year of unprecedented “events”. In reality, none of us wants a standstill. We want to keep putting one foot in front of the other, rallying together to drive our recovery. As our Current cover reminds us this month, a connected community is a resilient community. Forward progress depends upon us being connected as a business community recovering and reimagining. It depends upon us being connected to helpful resources and accurate information. It depends upon us being connected to one another to take steps forward together. The Manatee Chamber is here to make those connections. Downward trends in COVID-19 cases in many areas of Florida, including here in the Manatee-Sarasota region, are welcome signs that adherence to guidelines on social distancing, masks, sanitizing, and hand hygiene is working. CARES Act funds are beginning to flow to the local level for small businesses, non-profits, and residents through various grant programs offering hope, support, and relief. Partnerships in many sizes and forms are inspiring new thinking and resources to serve our diverse region. I find reassurance and inspiration in the many ways people, agencies, non-profits, and businesses are working together to support one another. The Manatee Chamber takes its role of keeping you informed very seriously. We've sent emails to thousands of local businesses about Manatee County's and Sarasota County's CARES Act grant programs. As new opportunities for future rounds of grant programs come online, you can be sure you will hear about it from the Manatee Chamber.

Technology is enabling new formats for long-standing programs and initiatives that have previously existed through in-person opportunities. Two weeks ago, the Manatee Chamber partnered with the University of South Florida to match students from the Sarasota-Manatee campus with businesses and non-profits in Manatee County for a virtual job shadow experience. We have hosted this program multiple times in-person, which is not possible right now. Instead, we are thrilled to be using online tools to give these local college students the opportunity to connect with local employers to learn more about possible career paths that match their interests. Our goal that these students graduate with new connections they have made in our community will increase the likelihood that they will stay here in our region to grow our pipeline of talent. This programmatic transition is possible because, unlike the meme suggests, our community is not willing to sit down and wait it out this month. We'll share highlights from the virtual job shadows with you in the next issue of the Current magazine.

As businesses continue to assess their needs and adapt their strategies, the Chamber is offering online webinars to share expert advice. Upcoming topics include relational networking, PPP forgiveness, social media strategies, and more. Access to these webinars is open to all businesses and employers in our region. Our online job posting website, JobFocus.com, continues to have new open positions added to it each week. Over the past two months the site has been visited by more than 4,000 web users. JobFocus is open to all employers in the Manatee-Sarasota region to post job openings at no cost. Businesses cannot afford to wait it out when they are in need of talent to support their operations.

Memes aside, I am hopeful that this month - and the months ahead - will bring new indications of progress, recovery, and resiliency within diverse sectors of our economy and community. We each have unique roles to play, but one shared responsibility I hope we all feel is the importance of supporting local businesses. Small businesses, in particular, are the foundation of our local economy and have driven the creation of two out of every three new jobs in the U.S. When you make purchases, please think local first. If you need help finding a local business for specific products or services, our Manatee Chamber member directory is a fantastic way to find what you need and connect with a fellow business that supports the community like you do - through Chamber membership. I trust that you will find this month's issue of the Current magazine is a resource for you to find more ways to connect with fellow business people and learn new strategies to help your business and employees thrive. The Manatee Chamber Opposes Amendment 2

What It Means to Our Business Community At the polls in November, Floridians will be asked to vote on six constitutional amendments. One of those, Amendment 2, proposes to raise the minimum wage to $15 an hour. This amendment would make Florida the only state to constitutionally mandate a $15 minimum wage and would negatively impact job growth, limit opportunities for entry-level workers, and increase consumer prices. All of this with the very real potential to close the doors of many of our area small businesses. With a mission focused on building a positive businesses environment while enhancing our community’s quality of life, the Manatee Chamber supports economic opportunity and self-sufficiency for all Floridians. However, this constitutional mandate will harm the very individuals that supporters claim to be helping. Under this mandate, businesses will face increasingly difficult decisions that will result in job losses, reduced employee hours, and increased consumer prices – all negatively impacting our most vulnerable populations. According to the Florida Chamber, this mandate will jeopardize more than 500,000 training wage jobs for young people, seniors, and those looking for entrylevel positions to gain new skills. 80% of our members employ 25 or fewer workers and we remain concerned about the disproportionate impact and extra costs this mandate will impose on these small employers, including small family and entrepreneurial businesses. This "one size fits all" mandate applies to all employers in Florida – there is no carve-out to address tipped employees (the majority of our hospitality sector) nor part-time or incentive-

based wage earners. Employers need the ability and flexibility to make workforce and operational adjustments, especially in times of economic downturn. In thinking about the economic stressors on our local tourism-driven industries of 2017’s hurricanes and 2018’s red tide disaster, imagine almost doubling employee base wage expenses for restaurants and bars or a sporting event employing parttime workers that, at this point, are just trying to hold on long enough to begin recovering from the economic damage caused by the coronavirus. In Florida, we have long discussed what should and should not be incorporated into the Florida Constitution, a document established to outline the structure and function of government. Over the years, our Constitution has been amended to include topics well beyond structure with an almost impossible path to later correct unintended consequences. If passed, this amendment, which negatively impacts some residents, employees, industries, and businesses more than others, will remain in the Florida Constitution with almost no recourse for adjustments or corrections. Adding this new mandate on local businesses is the wrong way to work towards economic opportunity and self-sufficiency for all Floridians caught in the cycle of generational poverty. Instead of a constitutional mandate, we should come together to ensure there's a universal path to prosperity through job training, skills development, and economic opportunities that result in careers paying well above the minimum wage.

2020ProposedConstitutional Amendments AMENDMENT 1 Citizenship Required to Vote in Florida Elections Official Ballot Summary: This amendment provides that only United States Citizens who are at least eighteen years of age, a permanent resident of Florida, and registered to vote, as provided by law, shall be qualified to vote in a Florida election. Sponsor: Florida Citizen Voters

AMENDMENT 2 Raising Florida's Minimum Wage Official Ballot Summary: Raises minimum wage to $10.00 per hour effective September 30th, 2021. Each September 30th thereafter, minimum wage shall increase by $1.00 per hour until the minimum wage reaches $15.00 per hour on September 30th, 2026. From that point forward, future minimum wage increases shall revert to being adjusted annually for inflation starting September 30th, 2027. Sponsor: Florida for a Fair Wage

AMENDMENT 3 All Voters Vote in a Primary Election for State Legislature, Governor and Cabinet Official Ballot Summary: Allows all registered voters to vote in primaries for state legislature, governor, and cabinet regardless of political party affiliation. All candidates for an office, including party nominated candidates, appear on the same primary ballot. Two highest vote getters advance to general election. If only two candidates qualify, no primary is held and winner is determined in general election. Candidate’s party affiliation may appear on ballot as provided by law. Effective January 1, 2024. Sponsor: All Voters Vote, Inc.

AMENDMENT 4 Voter Approval of Constitutional Amendments Official Ballot Summary: Requires all proposed amendments or revisions to the state constitution to be approved by the voters in two elections, instead of one, in order to take effect. The proposal applies to the current thresholds for passage to each of the two elections. Sponsor: Keep Our Constitution Clean PC

AMENDMENT 5 Limitation on Homestead Assessments Official Ballot Summary: Proposing an amendment to the State Constitution, effective January 1, 2021, to increase, from 2 years to 3 years, the period of time during which accrued Save-Our-Homes benefits may be transferred from a prior homestead to a new homestead. Sponsor: The Florida Legislature/House (HJR 369)

AMENDMENT 6 Ad Valorem Tax Discount for Spouses of Certain Deceased Veterans Who Had Permanent, Combat-Related Disabilities Official Ballot Summary: Provides that the homestead property tax discount for certain veterans with permanent combat-related disabilities carries over to such veteran’s surviving spouse who holds legal or beneficial title to, and who permanently resides on, the homestead property until he or she remarries or sells or otherwise disposes of the property. The discount may be transferred to a new homestead property of the surviving spouse under certain conditions. The amendment takes effect January 1, 2021.
