Seeking protection against natural disasters Although any well engineered marina design will take full account of site conditions and build in allowances for harsher than average weather conditions, marinas like all structures – natural and manmade – have only limited resistance to freak conditions. And the marina industry on a worldwide level has had more than its fair share of disastrous weather so far in 2011. All of us will be aware of the devastation caused in March off the northeast coast of Japan by the most powerful earthquake ever to hit the country. This was followed by a tsunami with far reaching effects, further earthquakes and ongoing concerns over radiation leaks caused by damage to nuclear reactors. It is a disaster on a major scale that has led to the tragic death of thousands of people and impacted on the lives of thousands more.

According to varied press reports, marinas in the immediate area suffered major – in some cases terminal – damage but most of the region’s coastal marina network appears surprisingly unscathed. So far, only a few copies of Marina World have been returned to us as undeliverable to Japanese marinas although we expect more to arrive.

Effects of the tsunami were, however, felt beyond Japan – most particularly in Hawaii and off the US west coast in California and Oregon. Damage to the tune of tens of millions of dollars – estimates vary widely – has been reported, with Santa Cruz Harbor in California particularly hard hit. According to Santa Cruz Sentinel, up to 40 boats were either damaged or destroyed and several of the docks were damaged.

In Hawaii, The Honolulu Star Advertiser reported 300-slip Keehi Lagoon as being hardest hit and also reported on a ‘fish kill’ of a couple of hundred different species at Keehi Lagoon and Ali Wai Boat Harbor. Marina operators at King Harbor Marina in Redondo Beach near Los Angeles, however, would have found this less daunting than the bizarre ‘fish kill’ they had to contend with in early March.

According to BBC World News reports, one million sardines washed up dead in the marina, presumed to have fled rough seas and then exhausted the oxygen supply in the marina’s sheltered waters. Local officials said that in some places the dead fish were so thick that boats were unable to leave the marina. Disaster in Japan tore our focus away from the lives lost and lives ruined on the Australian Gold Coast earlier in the year although images of smashed up and landlocked boats and floating cars and debris dominated our screens in January as the Brisbane River burst its banks. Major floods were followed by Category 5 Cyclone Yasi, which caused further loss of life and extensive damage to property. Port Hinchinbrook Marina (see p. 9) was the major casualty in marina terms. Many marine companies have generously donated money, time and equipment to assisting in relief programmes for all affected areas and disaster protection will be even higher on the agenda than is normal at international marina conferences, seminars and meetings. While acknowledging that it is difficult and often impossible to ‘insure’ against the unprecedented, higher levels of protection are bound to be mooted. We will be listening with interest.

Making ready for yachting influx
Cyclone destroys Queensland marina AUSTRALIA: The state of Queensland endured a battering in the first two months of 2011 with extensive flooding in January around the Brisbane area and devastation to the north of the state when category 5 Cyclone Yasi hit in early February. Both events led to tragic loss of life and hundreds of properties and businesses were destroyed. Port Hinchinbrook Marina in Cardwell – halfway between Townsville and Cairns – was at the epicentre of the cyclone and suffered extensive damage with few of its 70 boats left intact. “Sadly for the marina, the storm surge of 6-7m raised it over the pile heights then smashed it shorewards with boats attached,” Ian McAndrew of Australian Marina Management told Marina World. “It is rumoured
that the developer – in the 1990s – when building the marina reduced the engineer’s recommended pile height by some 2m for aesthetic reasons – not to spoil the view from adjoining apartments, town houses etc. An expensive lesson!!” “From Cairns to Townsville with many houses destroyed or unroofed and crops flattened, no other marina suffered any significant damage,” McAndrew continued. “The piling in the other coastal marinas is well above the 1:100 year storm surge level.”
C&N opts out of Hurghada EGYPT: In light of the recent political unrest, Camper & Nicholsons (C&N) Marinas has suspended its operational management of Hurghada Marina and handed back the running of the facility to its owners. C&N Marinas operations director, James Beaver, explained: “The unprecedented situation in Egypt has inevitably had an impact on the country’s commercial enterprises and, in particular, the leisure and tourism industry. We have therefore agreed with
the owners of Hurghada Marina that our service agreement be suspended until such time as the political and business environment improves and stability returns.” The marina remains open and continues to welcome visiting yachts.

CENTRAL CARIBBEAN: In anticipation that US President Barack Obama will soon lift the travel ban on American tourists visiting Cuba, representatives of Cuba, Jamaica and the Cayman Islands met at the Miami International Boat Show in February to draft a strategy to handle the predicted influx of boats heading south. Figures from the US Coast Guard and Florida vessel registration authorities indicate that there are more than 600,000 boats in Florida alone capable of making the 90 mile sea voyage from South Florida to Cuba. US boats have been barred from visiting Cuba for more than 50 years and opening a floodgate of vessels would rapidly inundate Cuba’s marinas. The representatives included Commodore Jose Miguel Diaz Escrich, representing Cuba’s major marina provider, Marlin; Dale B. Westin, representing the Port Authority of Jamaica; and Neville Scott, representing Cayman Island marina interests. All agreed that any relaxation of the travel ban for Americans to visit Cuba would have the effect of creating a new Central Caribbean cruising ground consisting primarily of Cuba but also including the Cayman Islands and Jamaica. In addition to marketing the three-country cruising ground, the representatives forecast the formation of the Caribbean Marine Trade Association that would serve as an umbrella organisation to promote yachting tourism to the Central and Western Caribbean. The Eastern Caribbean is currently the significant yachting destination. The Cuba Embargo relaxation rests largely with the US Congress and it is unlikely the measure will get house floor consideration in the next two years. President Obama does, however, have the authority to relax the travel ban.

Gated community has supermarina focus BELIZE: Placencia Group and Canyon Acquisitions has begun work on Placencia Marina, a luxury superyacht facility being built within a 6,500-acre gated private community which fronts 3,000 acres of Caribbean coastline and five miles of lagoon shores.
Restoration under way in Vigo SPAIN: Puerto Deportivo Vigo Marina in the heart of the vibrant city of Vigo in Galicia is undergoing a complete renovation. Work, under contract to Spanish company K-Marina, has been scheduled in two phases and should be complete before the end of the year. K-Marina is installing aluminium pontoons with concrete floats. The marina will have 320 berths for boats of 8-22m, available for short-term rental and longer term periods up to ten years. The area around the marina is also being upgraded with promenades and relaxation areas that include a swimming pool, sauna, spa and Turkish bath. Facilities throughout will be of high standard to ISO 9001 Certification for Quality Management and with ISO 14001 Environmental Management System Certification. Berths will have water and electrical supplies and WiFi connections and boaters will have access to a recycling and waste disposal centre. The marina is investing in the renovation in part to increase the number of nautical events it can host and thus help promote sporting activities and tourism in the area.

Pier 46 revamp SPAIN: Amarres Deportivos SL, a company formed by Bank Pastor and the managers of Pantalan del Mediterráneo, have drawn up plans to revamp Pier 46 in Palma, Mallorca. According to project partner, Oscar Siches, the vision includes complete renewal of the site with demolition of old offices, construction of a new building and restoration of an iconic traditional restaurant. The marina, which will have 26 moorings for boats of 25-40m and private car parking, is located just 100m from Palma Cathedral and Palma de Mallorca’s commercial shopping area. Renovation work is expected to start this summer.
Designed to be the largest full-service marina in the country, Placencia will ultimately consist of 263 slips accommodating boats from 35 feet to over 220 feet in length. Phase one of the 27-acre superyacht marina will include 117 slips from 40-220 feet of which 14 will be dedicated catamaran berths. Planned marina facilities include a refuelling station, utilities, at-berth pump-out, crew-only recreation centre and management services. The Marina Village at Placencia will include a VIP casino, multiple restaurants, retail outlets, and a world class spa and luxury boutique hotel. “Our world-class project team is committed to creating an exceptional marina that will offer an experience unlike any other in the Caribbean,” commented Brad Miller, Placencia Marina project manager. Marina village property and slip ownership opportunities were available in March as part of a marketing drive at the Palm Beach International Boat Show. The development also includes the newly built privately owned Placencia International Airport, a private 18-hole golf course, residences at Copal Beach Resort and the private 15-acre Rendezvous Island.

Plans unveiled for Falmouth UK: The results of a year-long independent study into the future of Falmouth Docks, Falmouth, Cornwall went on public display on 18th March. The master plan, which unveils a shared vision for future marine activities in Falmouth and redefines the role of the dock area in terms of the local community, was produced by Tibbalds Planning and Urban Design. Ambitious proposals, which centre around Falmouth Docks, set out projects for the next five years as well as for the longer term, up to 2026. These include modernising ship repair facilities, upgrading wharves, improving bunkering services, building new superyacht workshops and offices and constructing a new 290-berth marina. Plans also include a Combined Heat and Power (CHP) plant, which will create low carbon heat and electricity for the docks and has the potential to be connected to the wider town.
ART secures two Mid East ops contracts UAE & OMAN: As part of its drive to create a marina network in the Middle East, yachting services and marina management specialist ART Marine has taken over the management of Emirates Palace Marina (above) in Abu Dhabi and Zighy Marina in Oman. Emirates Palace Marina, a 168berth facility which is positioned in front of the prestigious Emirates Palace Hotel, reopened in April following a rebuild. It accommodates vessels of 12-80m in length with many berths suitable for super/mega yachts. The new marina was designed by
Mourjan to operate The Wave marina OMAN: Dubai based marina developer, Mourjan Marinas IGY, is to fully manage and operate the 400+ berth marina at The Wave, Muscat. The marina lies at the heart of the first integrated resort and residential development in the greater Muscat region. The contract follows a series of recent strategic partnerships Mourjan has undertaken in the region, including development of the first marina within Lusail City in Doha, Qatar, and the operation of two marinas as part of the upcoming Marsa Al Seef project in the Kingdom of Bahrain.
The first phase of the marina at The Wave will open in the second quarter of this year along with varied dining outlets, a retail promenade and yacht maintenance and fuelling facilities. “We are confident the marina will quickly become the place to be,” said Mourjan Marinas CEO, Michael Horrigan.

Australand markets first phase berths AUSTRALIA: Work on the highly anticipated 300-berth Port Coogee Marina on Cockburn Sound in Perth, Western Australia (WA) will shortly be under way. Developer Australand has issued Expressions of Interest for the marina’s first 60 pens (berths), which will be operational in January 2012.
Five Anchors for The Pavilion UAE: The Jumeirah Beach Hotel Marina ‘The Pavilion’ has become the first in the Middle East to be awarded 5 Gold Anchors by the UK’s Yacht Harbour Association (TYHA). Situated at the foot of the Jumeirah Beach Hotel, The Pavilion is right in the middle of Dubai’s tourist district. Marina staff offer the highest level of customer service and, through collaboration with the hotel, are able to deliver services that exceed the scope of most marina businesses. The marina offers private butlers for each boat and a private chef upon request and also has a dedicated marina concierge. Desmond Cawley, director of sports and leisure at Jumeirah Beach Hotel, is delighted that the marina has secured the award. “We hope this honour serves as a catalyst to inspire other marinas in the region to participate in the award
scheme and benchmark their facilities and services,” he said. TYHA assessor, Mieke Vleugels, commented: “At The Pavilion, customers are truly treated like kings. The personal service, outstanding facilities and unique location make for a deluxe boating destination. But don’t let the megayachts scare you, the marina welcomes all guests, with boat sizes starting from 30 feet and not exceeding 200 feet.” The Gold Anchor Award Scheme, which has been operating for 23 years, is based on the TYHA Code of Practice for the design, construction and operation of marinas, and ratings range from one to five gold anchors.
Set to become the centrepiece of a residential marina development just five minutes from Fremantle, Port Coogee will cater for vessels up to 20m in length and help fill a big market for marina berths in the area. It will also offer day berths to ensure that Port Coogee becomes a visitor destination. Boating Industry Association of WA general manager, Sherry Donaldson, welcomed the announcement. “It is absolutely fantastic that these additional 60 pens are coming on stream by private enterprise,” she said. “Boat builders are currently in the unenviable position of having clients who are thinking twice about purchasing a vessel because they cannot access a pen.” Recreational boat registrations in Perth have almost doubled from 48,468 in 2007 to 81,202 in 2010 and Donaldson said there is no doubt that more boats would be registered if more pens were available.

Marinetek signs Port Olpenitz contract GERMANY: Port Olpenitz GmbH of Kappeln, Germany has selected Marinetek Group to undertake the first phase construction of a new marina on the Baltic Sea in Germany. When fully complete, the marina will be one of the biggest in Northern Europe. The marina will be a modern five star facility offering high levels of comfort and service and up to 2,000 berths. Charter boats, brokers and associated services will be available on the site, which will also be home to a boatyard. With generous total water space of 62 hectares and 7m water depths, Port Olpenitz incorporates an offshore terminal for permanent moorings and an interior basin for holiday home owners in addition to the full service marina. The marina will offer both short term and long term fully equipped berths for all kinds of vessel, from small dinghies to large yachts. All berth holders will have access to good shoreside facilities. The first phase of construction, worth nearly €3
million, is scheduled to complete by the end of 2011 and will feature Marinetek Premier pontoons with fingers up to 15m in length. The marina will be moored by piles. “Port Olpenitz is a great opportunity

Third phase completes for Yacht Show SINGAPORE: The third phase of pontoon installation at One°15 Marina Club was completed in time to host Asia’s first superyacht event – the 2011 Singapore Yacht Show (8th-10th April). The expansion saw an additional 66 berths added to the 204 already completed in phases one and two, and fulfils the club’s promise to its members for a 270-berth marina. Pontoons, which feature composite timber decking, were built and supplied by Marina Technology & Construction (MTC) and pedestals (for all phases) sourced from Rolec Services, UK. Singapore’s yachting community has grown rapidly since the opening of One°15 Marina Club in 2007. Not only are there more boat owners but also more superyacht visits; a rise from 59 in 2009 to 81 in 2010. One°15 has contributed to the growing awareness among Singaporeans about yachting and waterfront lifestyle and the club has hosted various boating events. Keppel Bay boosts superyacht berths SINGAPORE: Marina at Keppel Bay has added two new superyacht piers to meet rising demand for quality berthing space. Designed and built by Bellingham Marine (BMI), the berths represent the finishing touches to its third and final development phase. It can now accommodate 168 yachts, including superyachts up to 280 feet. “In recent years, we have seen an upward trend in the number of superyachts visiting Singapore, many of which are keen to explore the
cruising grounds and islands around the South East Asia region,” explains Marina at Keppel Bay general manager, Trevor Fong. “The opening of the integrated resorts has also drawn more superyachts and high rollers, which will benefit marinas in the region,” he adds. Marina at Keppel Bay is the first marina in Singapore to be fully designed and built by BMI and
is claimed to include Singapore’s first individual berthing system for superyachts. All pontoons and gangways are extra wide and boat owners have access to an onsite Customs office, reticulated vacuum pump-out system, potable water, wireless internet and fuel via a dedicated fuel dock. Large berths have 400 Amp power. Power and water usage is monitored by an advanced metering system. Drystack under way at RSYC SINGAPORE: The Republic of Singapore Yacht Club (RSYC), the oldest yacht club in Asia, has embarked on an ambitious project to upgrade its services and facilities to meet the needs of the upcoming generation of boaters and marinagoing club members. The development, which is currently under way, will triple the club’s dry berth facilities from 110 boat slots to around 300, giving it more dry berths than any other yacht club in Singapore. The club also has 127 wet berths at its present West Coast Ferry Road location. The five-storey dry stack will cost around S$9 million and will accommodate boats up to 35 feet in length. High demand from locals is anticipated. As well as upgrading its berthing facilities, the plan also includes expansion of the club’s accommodation suites and rooms from 32 to 60. New rooms will be situated in a four-storey adjoining wing that will also provide members with additional facilities. Plans also exist to upgrade the clubhouse. Founded in 1826, RSYC moved to its current premises in August 1999, its third home since 1920. Its dry berths have

been running at full capacity in recent years. In June 2010, the membership gave its Main Committee the mandate to expand; a plan conceived some two years ago by the RSYC Committee. As part of the overall strategy, a membership drive was launched in March. RSYC currently has about 2,400 members, many of whom have requested berthing facilities. To cater to new members who wish to take advantage of the expanded and upgraded dry berthing facilities, an additional 150 Ordinary Memberships is being offered with guaranteed berths (subject to availability based on the size of yacht). Ordinary individual club membership is currently pegged at S$15,000. The club also hopes to increase its appeal to the regional boating community, as well as the Singapore country club community.

Chasing the breeze in the Mediterranean
Sailing is a sport for enthusiasts. In France it enjoys a great tradition and in Italy – although expensive – it has a strong following. Spanish sailors are plentiful and Croatia is a paradise for the ‘average’ yachtsman. In short, sailing in the Mediterranean is on the increase, and the new found favour is mostly down to sheer location. Donatella Zucca reports
If you think that the success of a marina should be reflected in its services rather than its location, you are making a big mistake. This is particularly true for sail boat marinas - especially those catering for small boats - as their owners care more about the natural environment and good sailing winds. Cruising and racing create dual worlds around which

services, infrastructure and location need to be developed. As size of boat increases, technical demands at the marina change and become more in tune with the needs of motorboats. Sailboat owners actually don’t usually like dock life and, especially if they own large yachts, prefer to anchor in the bay leaving permanent marina berths for small or medium sized boats or for clubs that organise regattas and sailing activities. In the Upper Tyrrhenian, Monaco and northern Italy where marinas with

Alassio on the Ligurian Sea and Caorle on the Adriatic both have winter championships and the same applies in other areas like Sicily where the winter season is shorter and kinder. Accommodating large yachts adds further complexity. These require extra water depths and are thus more dependent on natural conditions, mooring up in places like La Spezia, Genoa, Monaco or Malta where deep water harbours are more plentiful. Shoreside facilities at marinas in these locations also need to cater for crews who live aboard all year round. There is no single characteristic that encourages Mediterranean boating but, rather, a group of factors

Seas between the Gulf of Follonica and the island of Elba are ideal for racing and the French Côte d’Azur, the Var, Liguria, Aeolian Islands and Egadi islands, the stretch of sea between Spain and the Balearics, Croatia, Sardinia, Greece and Turkey offer variable and challenging sailing waters. Some have adequate marina infrastructure and others are enjoying a swift growth in nautical tourism. “The best racing is held in the Tyrrhenian and the Adriatic, with its cycle of warm breezes, is also a good site for regattas but Italian mooring fees for small and medium range sail boats are too high,” says Antonio Vettese, expert sailor and long term editor in chief of Italian magazine Vela & Motore. “This is the reason they go elsewhere – to Greece and Croatia for example – where everything is less expensive

become synonymous with world class sailing events and cornerstones for specialist organisations and individuals associated with the supply of products and services to these types of craft.” “Popular marinas can be found in Spain, Monaco, France, Italy with Sardinia included and in Turkey,” he continues. “All are characterised by services, suppliers and technical facilities such as a well-stocked chandlery, proximity of sail makers and a sail loft and lay-by berths for access to a shoreside crane. We’re talking of marinas with haul-out facilities with adequate space to un-step a mast and remove the rigging, with technicians, craftsmen and labourers specialising in sailing craft maintenance and repair.” Facilities are equally important. “Sailing yachts have specific requirements in terms of marina facilities,” Windsor continues. “Among the most important are no restrictions for air draught or water depth and large fairways as many sailing boats are less manoeuvrable than motorboats. Floating pontoons are ideal because many sailing boats have low freeboard and finger pontoons separating berths are required because boarding is easier from the side of the yacht and a variety of freeboard heights makes it difficult to protect vessels berthed side by side.” The best marinas also have service centres for sails and specialist equipment like rigging and halyards or incorporate an on-site shipyard. Marina di Scarlino in Tuscany is a good example for sport sailing facilities with a shipyard that undertakes maintenance for top brand boats, most particularly
Swan, and a yacht club. The Scarlino club often joins forces with the nearby Punta Ala Club to organise international regattas and next year will host the twelve regattas that make up the Melges 24 world championship. The distribution of sailboats in each Mediterranean marina varies and, where motorboats are dominant, there is a tendency to concentrate the sailing vessels in dedicated areas. This can be seen at Marina di Varazze in Genoa, Italy, where 200 (out of 700 moorings) are taken up by sail. “Sailors are different,” explains marina manager, Emanuele Rinaldi. “They are quieter and love privacy. Usually they demand the same essential services as motorboat owners but they like to be closer to the boat maintenance areas. Safety issues are always very important too and this is one of the reasons why we do not put them together with motor boats.”

Croatia is a paradise for those seeking calm seas even in windy weather.” “The stretch of sea between the north of Spain and the Balearics is very interesting and the venue for the famous Coppa del Rey. Like Greece, Turkey is wonderful and has very well equipped new marinas but the Aegean Sea is very windy in July and August with the Mesteni – a strong wind that makes for big waves – making sailing around Greece quite difficult.” Countries in North Africa have some good marinas but mostly lack essential basics required by holiday makers.
Bigger boats The ideal marina for the maxi-sailboat has deep water, plenty of manoeuvring space, a good location near to a town or tourist spot, well equipped technical assistance and a sense of year-round ‘life’, says Willy Persico, founder and managing director of Southern Wind Shipyard – a builder of 100ft plus vessels in Cape Town, South Africa.
Sea and sail It’s a mistake to view the Mediterranean as having ‘standard’ seas and breezes as many a sailor caught up in bad weather will attest. “Porto Cervo, for example, is a homeland for sailing and with the Mistral winds you can enjoy some extreme surfing. In Capri, it’s possible to organise lots of races but the southern winds can turn the sea rough,” confirms

SPECIAL REPORT “For owners it’s also important to have an airport close by,” he adds. “The best marinas are in Palma de Mallorca, Valencia, Barcelona, Genoa, Antibes, San Remo, Cannes, La Spezia, and Viareggio although water depths are limited,” he believes. “On the Adriatic side of Italy there are very few as water depths are low. In general, it is the mid-range boat that is best catered for as there are only a few appropriate places – often in ports or in the industrial areas of cities – for very large vessels.” Three further marinas – all within the Camper & Nicholsons Marinas (C&N) group – also fit the bill for maxiyachts, with Grand Harbour Marina, Malta, in particular fully geared up to welcome superyachts. Together with Cesme Marina in Turkey and Porto San Rocco in Trieste, Italy, Grand Harbour offers good water depths, generous manoeuvring space, ease of access to berths, technical and hospitality services, good safety systems and close proximity to the all-important airport. C&N has plenty of experience in meeting the needs of the captains and
crew of large yachts; a crucial element in attracting them to any marina. Crew agents are to be found all around the Mediterranean but are greatly concentrated in Monaco and the Côte d’Azur, closely followed by Spain and Mallorca. Refit and repair services are also vital and predominate in Antibes, La Ciotat and La Rochelle (France), Genoa and Viareggio (Italy),

France has the greatest number of references for masts and spars and Italy excels for ropes, lines, halyards etc. Sail makers and repairers are plentiful in both France and Italy.

Albany is a luxury marina resort community in the Bahamas created by private investment company Tavistock Group and golf icons Tiger Woods and Ernie Els. Completed in October 2010, the resort features one of the largest and most technologically advanced megayacht marinas in the Caribbean. Todd T. Turrell reports When our firm, Turrell, Hall & Associates, first began this project more than five years ago, I wondered if it made sense to build a marina on New Providence already home to Lyford Cay, Nassau and Paradise Island/Atlantis, all located on the islandâ&#x20AC;&#x2122;s north coast. But after some thoughtful consideration, it

became apparent to me that the south coast of the island would serve as an ideal place for a marina. Albany Marina sits 47 miles from Highbourne Cay, Exuma; 88 miles from Staniel Cay, Exuma; and only 20 miles around the west side of New Providence into Nassau Harbour.
Our firmâ&#x20AC;&#x2122;s role in the project was to design a marina that would complement the architectural style of the elegant buildings and marina village that will surround the basin in the future. We were also charged with the task of managing the Environmental Impact Assessment (EIA) and the approval process for the entire development, including marina, residential, golf course and various amenity components. Our firm completed plans for the marine construction and assisted the developers in selecting all the finishing details for the marina, right down to the stainless steel bollards. Albany Marina features a total of 71 large slips ranging from 50 to 240 feet (15m to 73m). Thirty-two slips accommodate vessels longer than 100 feet (30.5m) in length. Excavated from solid limestone, the yacht basin covers more than 15 acres and is equipped with an entrance channel that is nearly a mile long with a control depth of -15 feet MLW (mean low water). total amount of rock excavation and dredging to nearly a million tons. The docks at Albany Marina are Bellingham Marine’s finest. The utilities were carefully designed so that virtually any yacht that can fit into the basin can run on shore power. Providing adequate power to serve the entire marina with the specific requirements of today’s large yachts was a design priority. Other notable features include stateof-the-art fire protection and in-slip sewage pump-out. The marina basin is aesthetically enhanced by a steel sheet pile bulkhead that is clad in concrete from the cap to MLW. While it is visually pleasing, it also serves a functional purpose, preventing damage in the most corrosive area of the inter-tidal zone. The harbour master’s office, also fitted out in steel sheet pile, sits on an island in the middle of the basin connected to the mainland by floating docks. It serves as a hub for the large fuel dock, which has high-speed pumps capable of delivering 60 gallons per minute.

The Bellingham Unifloat floating concrete dock system at Albany Marina was installed by Shoreline Foundation, Inc (SFI) in conjunction with its Bahamian affiliate, Heavy Marine & Foundation Ltd. Main walkways measure 12 feet wide and fingers range from eight to ten feet. Docks feature freeboards of 30 inches and gangways are rated for use by golf carts and other service vehicles. A single 12ft wide gangway, rated for use by larger vehicles, has also been installed for access to the central fuel dock and dock master’s office. SFI has been installing marinas on the eastern seaboard of the USA – especially Florida and the Florida Keys – and the Caribbean since the late 1980s. The company installed the marina systems at Cape Eleuthera Marina and Atlantis Marina, both in the Bahamas. Slips at Albany Marina have been sold via membership with the Albany Yacht Club.

Making it work
Bringing a PPP to life in Argentina Although having lived abroad for 27 years, marina consultant Oscar Siches still sees himself as Argentinean to the core. As a result, he was well placed to represent Argentina for the International Council of Marine Industry Associations (ICOMIA) in 2007 but rather less prepared for the surprises that awaited him as he became increasingly involved in the Argentine market. He discovered that a proactive local government could be a champion of boating facilities and that the Public Private Partnership (PPP) concept, so difficult to realise in established boating markets, could be greeted with enthusiasm and made to work, against local odds, in an ‘emerging’ market . Oscar Siches shares his findings After my appointment at ICOMIA in 2007, I started to travel to Buenos Aires once a year to help with the Buenos Aires Boat Show and Nautical Business Forum, both of which are organised by the Argentinean Nautical Association, CACEL. During my stay in 2009, I learned that CACEL was managing four marinas (with a total of around 1,100 moorings) and was planning a fifth facility. CACEL, according to its president Jorge Farré, had been approached several years back by the Municipality of San Fernando – which has a fair reason for calling itself the nation’s nautical capital – to help them deal with the renewal of very old yacht harbour concessions, many of which were neglected and in need of refurbishment. After analysing the situation, it was suggested that a consortium should be formed by the municipality (51%) and CACEL (49%), which would take over the marinas and share renewal plans, future urban developments benefiting nautical activities, and management of
the marinas. The consortium would run as a non-profit organisation but with a commercial company structure. The board of directors would receive no payment for their work and the consortium would pay the usual fees and taxes and would not receive any subventions or loans. It would pay a lease to the municipality for each marina site, taken as a percentage of the turnover of each operation. An important advantage for the consortium, of course, was that it received the land from San Fernando on just a revenue-related lease basis but all monies earned had to be used to upgrade existing facilities or set up new ones. This was the birth of Parque Náutico San Fernando, with four marinas offering different services ranging from berth-only facilities to ample covered space for events like concerts, boat shows etc., or additionally offering a good boatyard and convention centre/ reception facilities.

What I would really like to share with you all, however, is how, in a country known for strong political feelings about elitism (yachting is regarded as elitist), a local government managed to team up with ‘the opposition’ and create a successful, smooth and effective nautical operation. There are three main reasons why it worked. Firstly, the government needed to create employment and build more leisure facilities. But this was not as straightforward as it might seem in San Fernando. Covering around 960 sq km (about the size of Martinique in the Caribbean) and situated north of Buenos Aires, San Fernando’s 150,000 inhabitants are mostly lower middle class families who are not part of the Argentine yachting tradition. Yachting facilities could thus be seen as not best serving the local people although, ironically, San Fernando is home to most of the country’s nautical industry. It has suitable river frontage and is considered the gateway to the 14,000 sq km Parana River Delta, unspoiled and beautiful cruising ground. Secondly, CACEL – which started out as an association for small boat builders – had grown to embrace all industries dedicated to nautical activity.

Paying attention to marina ‘essentials’: attractive landscaping; basic but neat docks; and a modern management facilities building. In doing so, it had identified the need for more berths as a means to boost yacht production. It had also examined the possibilities of offering berths that were not tied to a club membership. Finally, old marina concessions were coming to an end and no party was interested in making the necessary investments to refurbish and adapt them to meet the needs of the yachting fleet. One of the first steps taken by the Parque Náutico San Fernando Consortium was to allocate around 60,000 sq m of land alongside the river to set up a marina and secure a site for the biannual Argentina Boat Show. The area is now a marina for 150 yachts with 02_CFO_2demi pages_SM_11417.pdf 1 18/02/11 a park, picnic facilities and a building for commercial and cultural events.
In 2009, when I visited the boat show, I was asked for advice on how to improve the operation. I was also shown a new site, which would be open to the general public, where the consortium intended to set up a boatyard to service all four marinas. I made some suggestions about the layout of the boatyard and upgrades to pontoon access security systems, especially at the Exhibition Centre Marina. Shortly after returning to Spain, I put together drawings of the solutions I was proposing. I was incredibly surprised on returning to Argentina in August 2010 for the National Nautical Forum to 12:10 PM find that my improvements had been implemented. They hadn’t exactly used
the fancy designs I had suggested but had used well made alternatives that fitted the bill 100%. Interestingly, this was perfectly in keeping with what I had noticed about the floating pontoon systems, which are very basic steel structures with concrete tile surfaces and Styrofoam support blocks – fixed by tree trunks. With no corrosive salt water to affect the steel, the structures are fit for purpose, perfectly safe and cost effective – leaving funds for dredging and upland arrangements. Surprise followed surprise when the mayor, the director of the consortium, two of the major aides and the president of CACEL asked to meet with me after the forum to ask me, very directly, what they could do to improve their

I was totally taken aback by a sincerity and straightforwardness from rather powerful politicians who were eager to listen, evaluate and take action. What I had only dreamed about for quite a while in the EU was being offered to me in Argentina – an administration that was listening!
Different approach
When government and private parties work together there are many barriers. The first is the unnecessary delay caused by ‘let’s wait and see how the idea evolves’. Trying to convince people who don’t really know what’s being discussed also generates a delay or 02_CFO_2demi pages_SM_11417.pdf 2 18/02/11 even halts the process as defence against the unknown.
When a mixed team (public and private) works together, explanations come from both sides and decisions are only taken when ideas are clear. The nautical element of the party needs to learn about urban plans, legal matters etc., and play a role in the decision making. Another barrier is the identification of yachting as elite; something that happens almost everywhere. Governments are afraid to defend the rights of the elite but, when working with a nautical partner, the government should have all the tools to demonstrate the employment benefits and contribution to the regional economy, to 12:10 PM mention the most obvious advantages. Traditional yacht clubs must continue
because they are part of the social and sports history of every country. In some cases, they are a pretty important piece of heritage. But, when looking at existing marinas or planning new ones, we must widen our view and think about how others who have not chosen yachting as their hobby can also enjoy the vision. It is impossible to make this approach work in all cases – maybe only in a few – but everything achieved will be for the future benefit of many, many people including yachtsmen. City selects one-of-a-kind docks... As one of the yachting capitals of the world, the city of Fort Lauderdale, Florida, takes great pride in its Riverwalk area, a section that runs along the New River giving access from the sea to the heart of the city. It offers an array of attractions including shops, galleries, fine restaurants and cultural landmarks – and a series of brand new docks. panels for easy access to the services directly underneath. Technomarine used a proprietary fibre reinforced concrete decking material that blends seamlessly with the aluminium structure. The decking has a light grey colour pigment and is enriched with a slate texture. At the City’s request, certain panels were customised with a sandblasted Riverwalk logo. The cleats are fixed to tracks along the length of the docks and can easily be repositioned to accommodate boats of different lengths.
Docks at Riverwalk – ready for visiting boats. The City decided to install docks along the Riverwalk to promote tourism and enable boaters to moor up for short stay visits to the city centre. When launching the project, however, the City was on the lookout for something out of the ordinary. In particular, it sought one-of-a-kind docks that would be of high quality and aesthetic appeal. Quality meant a life expectancy of at least 30 years, low maintenance, hurricane resistance and a ten-year warranty.
Technomarine, the manufacturer of choice, was contracted to install its brand new 500 Series aluminium floating docks, a series designed by a team of in-house engineers working with an external design firm. The entire docking system, including its fenders and cleats, has a modern homogenous look to fit the criterion for aesthetics, while the materials and layout make for durability and low maintenance. The robust aluminium frame is covered with easily removable decking
In addition to the docks, the company also supplied aluminium platforms and gangways, which were topped with ipe decking. The combination of the hardwood and the textured concrete decking gives a deluxe look. The first two docks, measuring 100ft (30.5m) and 140ft (42.6m) long, were installed alongside the Broward Center for Performing Arts and can accommodate any size of vessel that can navigate the river. Both docks connect to land via ADA-compliant aluminium gangways and a fixed platform. Three further sites at the Maritime Museum, Marina Facilities Office and 3rd Avenue Bridge will be completed in coming months.
...and private marina owner opts for ‘lift-outs’
While the docks at Riverwalk are a feature to be enjoyed year-round, some marina sites are not all-weather compatible. In rare cases, docks have to be removed from the water in the winter and this entails special design considerations. One example is Shadows Marina on the banks of the Hudson in Poughkeepsie, New York. Marina owner, Joe Bonura, wanted to build a 101slip marina despite the harsh winter conditions that see massive ice floes down the Hudson destroy everything in their path. “I’ve seen the ice take out a massive six-steel-pile dolphin cluster like it was a tooth pick,” he says. Technomarine was tasked to engineer and construct an entire marina system, including wave attenuator, that could be removed every autumn and reinstalled every spring. Despite appearances, Shadows Marina does not have a year-round pontoon system.

PONTOONS & BREAKWATERS All pontoon elements are easily removed in the winter season. “Technomarine not only provided a first class system that was easy to install and remove but they also designed a number of custom features that made the process even easier and faster – thus less expensive,” Bonura continues. Some of these customised features include: dock ends that give easy access to the dock section connectors; connector pins that secure the dock sections and finger piers that can be installed and removed without tools; and a winch system that easily tightens and releases tension on the Seaflex anchor lines.
The process needed to be as simple as possible. Bonura opted for a composite decked welded aluminium system. “This system is virtually maintenance-free and is 100% timber-free and green,” he explains. “Technomarine’s ten-year warranty is unmatched in the marina

industry. We own two other marinas that have timber docks and they are falling apart and require constant maintenance. I’ll never buy another timber system.”
All dock sections and finger piers are approximately 37ft long, resulting in fewer individual sections to be picked up by crane, and utility trough covers run down the sides of the docks for easy access to all utilities and anchoring connection points.
Due to water depths of over 40 feet, the entire dock system was anchored by Seaflex to concrete anchor blocks.
Phase one of the marina is already installed and in operation and phase two is scheduled for 2012.

Boost to Clean Hull initiative Australian based AirBerth Boat Lifts was one of ten global companies selected to take part in the Clean Hull Initiative organised by the Jegrelius Institute of Sweden in March. The initiative was part of the Stockholm International Boat Show and aimed to showcase environmentally friendly alternatives to the use of copper based antifouling.
Sea Drive wins customer approval
Miami Beach Marina, owned and operated by RCI Development, recently placed an order for 17 30,000lb capacity four-post four-motor style boat lifts from Golden Boat Lifts. Mark Summers, project manager for RCI, cited many reasons for selecting Golden lifts but confirmed that one of the major factors in the decision was based on the new Golden Sea Drive system. torque. It connects directly to the drive shaft so there are no chains to break or belts to slip and is fully enclosed to eliminate periodic maintenance. New models launched in USA Two new boat lift models, named RhinoHoist, have been launched by US company ShoreMaster to replace its previous floating lift models. Available in two versions – frontmounting and with L-arm – both feature galvanised steel frames and completely re-engineered tanks. The latter makes for increased individual tank capacity and fewer hose connections while a repositioned hose connection location reduces the risk of leaks in the hose and tank system. Rhinohoist is designed to compete in the southern USA market and thus utilises a capacity range for each model rather than a maximum capacity. This

It also allows for marine growth on its pontoon without causing any adverse effects for the boat or for the AirBerth. In essence, this means that each AirBerth acts like artificial reef encouraging marine life.” Erik Noaksson from the Jegrelius Institute acknowledged the boat lift solution and added: “Sweden has already banned the use of toxic paints on its east coast (Baltic Sea) with plans to carry the ban through the west coast in the near future. So, now is the time to start introducing a paradigm shift towards new alternatives to antifoul paints.” The AirBerth, which has an estimated lifespan in excess of 50 years, is built from High Density Polyethylene (HDP) materials which are non-corrosive and have high UV stability. AMC gives the marina operator exact knowledge of utility consumption in real time from each supply point; activates all services and supplies remotely from a control centre; and gives the operator instant access to information on any incident that affects these supplies. Most significantly, it works via wireless technology so no new wiring is required at the marina and it is compatible with most supply pedestals on the market. AMC has three principal functions – to control supply, offer monitoring and security and assist with pre-payment or billing. In its ‘supply’ mode, it activates and/or shuts down water and electricity supplies; reads water and electricity consumption at a distance or from actual pedestals; programmes lighting in the supply pedestals; and displays consumption in multiple formats – year, month, day and time. The system has an anti-theft alarm for water and electricity and alarms for electrical shutdown and water leaks. It also monitors mooring status (free/occupied).

As a collection management system, AMC can run a prepay system for vessels in transit without cards or devices, and generate periodic billing for berth holders. All the system’s information and commands are transmitted via radio frequency from one pedestal to another, creating a web of information that can be self-managed and self-planned. All information is detailed and managed from the marina office computer and the software’s graphic interface is personalised for each port, based on an aerial photograph. Data can be stored for up to four years, litre by litre and watt by watt, to give a precise consumption record for each minute of the time period.
