Superyacht surge September’s annual Monaco Yacht Show (MYS) attracted nearly 33,000 participants and 510 exhibiting companies. A record number of 115 superyachts graced the docks at Port Hercules and, thanks to an extension to the original show site, some of these exceeded 100m in length. According to a press statement issued by the show organisers, demand for larger berths has been noticeable over the past two to three years. ‘Last year’s event [2013] appeared to herald the beginnings of a recovery in the yachting market and it seems today that some yachting statistics are close to pre-crisis figures, in terms of volume, with order books and the demand for finance on the increase.’ New wealth is emerging in particular from Turkey, China and South Asia. Among the 115 superyachts present in Monaco this year, nearly half were less than two years old and 38 had been completed in 2014. Brokerage companies had 76 superyachts available for sale or charter. Next year, for its 25th anniversary, the MYS will again reconfigure its exhibition area and will be able to welcome megayachts up to 120m in length along the Rainier III Quay. Easing financial pressure in the marketplace has also boosted activity in Spain according to Spanish charter experts, Charter & Dreams. The Spanish Government’s decision to remove the 15m threshold for the 12% matriculation tax has opened up its waters to all charter yachts, as Charter & Dreams owner Judith Estrella explains: “Before the tax exemption, only 15 yachts over 24m were operating. This summer, this figure was doubled and next summer we expect this number to triple, meaning that we’ll have approximately 50 superyachts with licences to charter in Spain.” Until the beginning of this year, only Spanish-flagged yachts and the new foreign flags that had paid the 12% tax could own a Spanish charter licence and operate in the sought-after Balearic Islands. Sustained interest in the superyacht sector is markedly reflected in marinas featured in this issue, notably: Marina di Stabia (Italy); Sanya Visun Royal Yacht Club (China); Melaka Gateway (Malaysia); and Golfito Marina & Village (Costa Rica). Developers should also take note of a unique superyacht refit centre opportunity, now available in the heart of Auckland’s waterfront. Investors seeking a prime South Pacific 1.6-hectare base adjacent to an established superyacht marina can find out more on p. 13. The project is part of a drive to double the number of superyachts visiting New Zealand over the next five years.

Marina of the Year and all-new Hall of Fame AUSTRALIA: The Marina Industries Association (MIA) and its awards partner Club Marine Insurance invite submissions for the 2015/16 Marina of the Year Awards. The awards are open to both MIA members and non-members and the Best International Marina category attracts entries from marinas around the globe. There are 16 categories including Best Commercial Marina under 140 boats, Best Dry Stack Storage Facility and Best Marina Innovation by a Supplier. All applications must be made online (www.marinas.net.au) and multiple entries are accepted. The deadline for applications is 12th December 2014 and all submissions must be received by 19th December 2014. The MIA has also created a new ‘Hall of Fame’ for particularly successful past winners. It recognises marinas that have consecutively won Australian Marina of the Year and are therefore ineligible to re-enter the competition for a period of four years. The first recipient is Empire Marina Bobbin Head in Sydney, which won the award in 2009/10 and again in 2011/12.

Clubs commission mooring review HONG KONG: The Royal Hong Kong Yacht Club (RHKYC) and Hebe Haven Yacht Club (HHYC) have jointly appointed specialist UK-based consultancy Marina Projects to undertake a review of the mooring capacity at Hebe Haven. The first stage of the study will analyse the efficiency of the current water space with consideration of the site constraints and local market in order to better accommodate the growing demand for moorings in Hong Kong. The review will take swing moorings at RHKYC and HHYC (above) into account and look to produce practical conceptual arrangements that optimise the existing
mooring facilities of both clubs, ensuring there is a match between vessel sizes and mooring capacity. Metocean details will also be considered in detail due to the extreme typhoon conditions. The review complements a broader examination by Maritime Authorities in Hong Kong of the general demand for mooring and typhoon shelter capacity in the region.

First phase completes Investment at Swanwick Marina Seminar UK: The first phase of a £5.8 million investment project at Premier’s Swanwick Marina on the English south coast has been completed. Work on the yard began in early 2014 and is divided into two phases, the first of which has involved construction of a new building to house existing marine services and incoming tenants. A new hoist bay, a drystack for 80 boats up to 10m in length, a self-service fuel pontoon and luxury berth holder facilities were also completed. The new boatyard buildings provide a flexible mix of workshops and offices and have been architecturally designed to reflect the heritage buildings on the site.
AUSTRALIA: The industry’s first Marina Investment Seminar was successfully conducted on 2nd October in Sydney. Twenty delegates from across Australia, Asia and the USA including marina owners and developers, investment advisory executives and legal and valuation specialists active with both marina business and government agencies were in attendance. Premier Marinas chief executive Pete Bradshaw commented: “Premier Marinas prides itself on providing first-class facilities and customer services at all its marinas. Swanwick’s new boatyard will provide an unrivalled boatyard on the River Hamble and one of the best in the UK.”
Berth expansion under way at Lusail City UAE: Mourjan Marinas Lusail City is to expand in response to increasingly high demand for more berths in Qatar. Structurmarine, the original contractor for the Doha-based marina, is currently constructing a 49-berth extension to bring the total to 142 berths. The expansion will create a larger display area for the upcoming Qatar International Boat Show (11th-15th November 2014). After this closes, the new berths – which range from 8 to 10m – will be available for lease. Investor sought for Wynyard site NEW ZEALAND: Waterfront Auckland is searching for an investor interested in developing the Wynyard Marine site, one of the last remaining waterfront blocks on the western edge of Wynyard Quarter, into a superyacht refit yard. The 1.6 hectare site faces Westhaven Marina and is adjacent to the recently developed superyacht berths at Silo Marina. Expressions of interest are being invited from marine/superyacht refit and yard operators and investors to develop 16,241m² of marine zoned land and 10,663m² of adjacent water space into a new facility with haul-out infrastructure. Within current zoning parameters, there is also capacity for the development of an additional 14,800m² of mixed use retail, office and residential property. Auckland has enjoyed an influx of visiting superyachts in recent years.
This has spurred the NZ Marine Industry Association and Tourism New Zealand to jointly progress an investment and marketing strategy to double the number of superyachts visiting the country over the next five years.

Princess Marina ready for business BERMUDA: Development of a marina with 60 berths is nearing completion at the Fairmont Hamilton Princess Hotel. The project is part of a phased renovation plan. The marina design comprises a fixed pile supported breakwater that protects a concrete floating dock system supplied by SF Marina System International. SF used solid case Type SF1230 all-concrete docks with solid cast concrete fingers. The customer specified docks with generous 10ft width and freeboard in excess of 24in to create a solid, stable marina system. All slips have power,
water and access to pump-out, and provision has been made in the design for a future fuelling station. Vessels of 25 to 75 feet can moor at the berths and megayachts can be accommodated on the fixed breakwater. Many of the large 82ft single cast dock sections were designed to reduce
the piling requirements for anchoring, resulting in fewer joints throughout the system. The SF Marina angle joint system enabled the dock to follow the multiple corners of the fixed breakwater design without joints or ‘bridges’, thus providing a smooth transition throughout the system.

Del Rey marina in revamp USA: The Marina at the Marina City Club in Marina del Rey, California, is in the process of a multi-million dollar renovation that includes the reconstruction of the pontoon system and upland promenade.

Bellingham Marine was appointed design-build, general contractor to oversee the renovation. “We took a streamlined, phased approach to the reconstruction of the docks,” said Bellingham project manager, Mark Secrest. “This allowed boaters to remain in the marina throughout the reconstruction process and helped our crews move quickly through the rebuild.” The original docks were removed one row at a time and Unifloat concrete floating docks were installed in their place. The new docks include upgraded utilities and amenities and a public pump-out is installed at the end of E-2800 dock. Bellingham also gave permitting support, designed and installed a fire system and fitted all railings, gates and gangways.

CKIPM signs JV with JDC KOREA: CKIPM, renowned Korean marina builder and Bellingham Marine joint venture partner, has signed a business agreement with Jeju Free International City Development Center (JDC), a special corporation established under the Korean Government to oversee the feasibility and development of Jeju Free International City projects. Other key companies involved in the agreement include IPM Management and Bellingham Marine. Under the agreement with the JDC, CKIPM, IPM and Bellingham will provide technical support and industry expertise for the development of Jeju Island’s marina sector. CKIPM was given a 50% stake in the partnership under the agreement and will participate alongside the JDC in the day-to-day decision making processes related to the development of Ocean Marina City. “This agreement is unprecedented by the Korean Government,” said CKIPM director, Ernest Ribas Tugores. “It is extremely rare for the government to enter into a joint business agreement with Korean or foreign companies and is a first in the marina sector. It’s an honour to be seated on the development team of this impressive project.”
Located near Seongsan Ilchulbong, the Ocean Marina project has been in planning since 2013 and features a total area of 1,381,773m². The marina portion of the project is estimated to be 158,671m². The remaining area will support residential, retail and leisure elements. According to Tugores, Ocean Marina City will be a turning point for the
Korean marina industry and is expected to double or even triple the number of berths on Jeju Island, which is a developing tourist destination.

The extensive Marina di Stabia complex offers excellent facilities with marina, boatyard and yacht club operating within a streamlined system.
Global vision for destination marina
Nestled in the Bay of Naples, close to Pompeii and Sorrento and facing the lush island of Capri, Marina di Stabia is one of Italy’s finest superyacht marinas and one of the largest facilities of its kind in the Mediterranean. Marina operators, MDL Italy, invited Marina World to take a tour. With every plus point for location and enjoying a temperate climate, Marina di Stabia is not only a muchneeded yachting facility but part of a much bigger local authority mission to restore the reputation of the town of Castellammare di Stabia as a tourist destination. The marina, owned and developed by the La Mura family, was eight years in the making; three years from ‘concept to approval’ and a further five from ‘construction to opening’. It has been built on a waterfront site that was 95% abandoned and retains historic buildings that will be sensitively redeveloped to boost community amenities for the town.

A successful triangle The Marina di Stabia site incorporates three elements: a boatyard operated by an artisan boatbuilder; a yacht club with stylish facilities; and a marina that caters for high-flight clientele. All report to an overall management board and operate within a streamlined system. The yacht club is modern with retro fittings, popular function room and an inviting infinity pool. It enjoys views across the marina and into the bay and offers extraordinary cuisine in the club restaurant courtesy of Michelin starred chef, Giuseppe (Beppe) Guida, and his team. Adding a personal twist to longestablished local recipes is a speciality.
A similar mix of the modern and the traditional is found in the 40,000m² boatyard. Run by Fratelli Aprea of Sorrento, a family company founded in 1890 and now in its fourth generation, the yard is expert at refitting and undertaking all ongoing repairs with an impressively swift turn-around time. It offers hull painting and antifouling; mechanical and engine repairs; all carpentry and upholstery work; glass fibre repairs etc., but, as Giovanni Aprea asserts, the company - which has earned a worldwide reputation for gozzo boats - has “never abandoned its tradition of building wooden fishing boats.” Of the 30 or so gozzo boats the company builds per annum, half are built at the Stabia site and half at a Sorrento facility and each is constructed to artisan standards of original hand craftsmanship. Indoor work at Stabia takes place in an 8,000m² shed that is also used for boat storage in the winter. Currently, with Paola di Nicola hoists of 50 to 220 ton lift capacity, the yard can realistically lift boats of 38 to 40m

A new third dock will, however, be constructed over the next 12 months and a larger hoist of up to 500 tons purchased as the need to handle heavier boats is now deemed essential. The marina offers 900 berths for boats of 10 to 100m and above. It operates within a closed site with 24-hour security and has a dedicated superyacht area, superyacht concierge, Captain’s Corner pub, full access to the yacht club amenities and ample car parking. A floating Ingemar pontoon system with finger piers is centrally positioned in the marina basin with Mediterranean moorings at the surrounding fixed quayside. All berths have electricity via Plus power pedestals supported by an excellent electrical supply system. Marina di Stabia is dominated by motorboats at around 95%. During the winter, occupancy sits at roughly 50% (i.e. 450 boats) with most boats owned by local customers who have renewable annual leases. At high season, occupancy generally rises to around 650. Fuel is available at a dedicated dock and an in-slip system is planned in time for the 2015 season. The fuel dock also houses a pump-out for small boats and a truck is employed to pump out larger vessels.
Managing the marina
MDL Italy secured the 10-year renewable contract to manage Marina di Stabia in March this year – just three months after its current directors bought the lion’s share of the entity from the highly successful UK-based MDL Marinas Group. Now 90% owned by Paolo Bianchi and Mario Sozio, 10% owned by MDL Marinas and with Mick Bettesworth of Mick Bettesworth Marina Consultants as honorary president, the new-style MDL Italy is formulating its own management approach.
Marina manager, Simone Lanzalone, is up for the challenge. “We want life in the marina year round,” he notes. “The yacht club is very important to help with this and the climate could make for a year-round boating season. In Italy we needed to be more flexible, more independent – and, at the end of the day, more Italian.” The aim is clear cut. “Our mission is to transform Marina di Stabia into an international destination. We want to add credibility to something that is already credible,” he says.

The marina has its own private well, treated by an advanced reverse osmosis filtration system. The result is soft calcium-free potable water, supplied to customers and then, after use, sold as waste for cooling liquid. Calcium-free water is ideal for washing the exterior of vessels as it makes detergent more effective and thus reduces water consumption, water pollution and costs for the customer. Electricity is another priority. MDL Italy is planning the first phase of a renewable energy plant that will use solar panels to guarantee a consumption peak of 250kW/hr. The aim is to generate enough power to supply all of the vessels moored in the marina and to have no engines and/or electricity generators running on boats or superyachts. All will plug into the shore system. In order to reduce light pollution, the marina is in the process of replacing all conventional lighting with LED bulbs and estimates a 40% reduction in energy and a greatly increased quality of life in the marina. The cost should be repaid in 16 months.

The marina hopes to have a mooring point in the Punta Montalto area, which it can offer to marina guests seeking to stay for a day in the midst of an unspoilt natural park. “It is important to us to show that Marina di Stabia shares the value of the park and wants access so as to share it with our customers,” Bianchi ventures. “It’s a catalyst of the offer of the land and the sea here and would be a unique experience.”
The project, which will start in 2015 and complete in two to three years, will be privately funded and form part of an ambitious project to create a better connection between the town of Pompeii and the coast. Ancient Pompeii was much nearer the water and originally had a port. Today, the link is fractured but Marina di Stabia is all set to rejoin the historic sites of Castellammare di Stabia with the peninsula by becoming its new satellite harbour, and hence a thoroughly modern ‘Marina di Pompeii’. Two docks are currently in use at the boatyard. A third will be constructed in the coming year and a new 500 ton hoist purchased.
Equally valued are the historic disused warehouse buildings that form a backdrop to the original quayside. Scheduled to be developed by the site owner Giovanni La Mura, they will be transformed into an auditorium for theatre and music, shops and residences. The initiative is fully approved and has the total

And the new yacht club building, as the focal point for yachting in Monaco, is a sight to behold. Designed by Lord Norman Foster and inaugurated in June 2014 by HSH Albert II at a launch party with 3,000 guests, the club is a tribute to contemporary elegance. The huge infrastructure, which sports designs by Jacques Grange and furnishings by Fendi Casa, meld the sporting spirit of the club with the eco-friendly ethics of Monaco. Splendour sits hand-in-hand with solar panels and sea water cooling systems. Visually, the new club house is a 204m gigayacht with over 9,000m² of

Despite the financial crisis in the Mediterranean, Monaco reports growth in the superyacht sector. Owners of boats in excess of 24m in length remain in love with Monaco marinas and enjoy an average stay of 100 nights. The yacht club has 214 members with boats over 40m and 24 of these are amongst the owners of the 100 largest yachts in the world. With such a following, it is unsurprising that leisure yachting employs 1,650 people in Monaco. The principality has no fewer than 120 specialist facilities and offers around

The Chinese coastline now boasts around 300 shipyards, 90 of which build significant yachts, and over 80 distributors market 100 major foreign brands. The industrial giant Weichai Group has bought Ferretti Group; a leader in the luxury yacht sector.

Guest suites and specialist offices are located on the third and fourth floors and the fifth hosts the Aquarama Riva Bar; a tribute to the Italian engineer Carlo Riva. The Monaco Yacht Club Marina is select, with just 26 berths for vessels of 28 to 60m, a pontoon for tenders and space for charter vessels. As such, it meets the criteria for the Belle Classe Destination; a quality standard established by the club for a network of marinas and top level clubs that are devoted to sport – and lifestyle. It is the perfect backdrop for the world famous Monaco Yacht Show.
Noting that high-level boating and its associated luxury cachet generate economic benefits, many Chinese entrepreneurs have decided to invest strategically using trained people at all levels to create marinas and clubs at the top of the sector. Sanya Visun Royal Yacht Club (SVRYC) perceived that when building a culture of this type from scratch, no reference could be better than Monaco and the Monaco Yacht Club. The Monaco club has prestige aplenty. Its reigning prince has been president for 30 years and he not only has a keen eye for business but also a no-compromise approach to ethics and the environment.
Over the last two decades the Monaco Yacht Show has gone from strength to strength. WATERFRONT DEVELOPMENTS Sanya Visun Royal Yacht Club in Hainan seeks a global reputation for excellence and is part of a multi-directional nautical plan.
The move has placed the club on the international yachting map. “Since we joined the Belle Classe Destinations alliance, we have organised events on a regular basis with the Monaco Yacht Club,” Wang explains. “We’ve carried out a series of collaborations and exchanges on various aspects including navigation training, staff exchanges, service quality enhancement, marina management, club management etc. Through this cooperation, Visun Royal Yacht Club took a significant step towards internationalisation and secured management experience and vast resources from countries with advanced yachting industries. A mutual exchange of technology and culture improves the level of management, placing it at the cutting edge of the yachting industry in China – and maybe in Asia.” Shrewdly, the club realises that attracting superyachts is not enough and has also focused on the service sector. “Together with an Italian yacht management company, the club started a joint venture named Visun Tuscany Yachting Co Ltd (VTY). After over a year of construction and preparation, the VTY base of maintenance services was officially put to use in March 2014,” Wang confirms. The centre incorporates 750m² of land area and 1,000m² of coastal area and offers maintenance and repair for yachts up to 37m. A very experienced Italian general manager oversees the operation and other Italian professionals fly to Sanya on a regular basis to give world-class training to Chinese engineers. The VTY has also applied for permission to establish a larger base
in Yacheng, Hainan province. The site, which covers an area of 66,000m², would be equipped to maintain, refit and repair superyachts up to 80m and, if approved, should be in operation by the end of 2015. Since it was founded in 2005, the yacht club has acted as a springboard for broader attention to the leisure marine industry and to the development of marinas. “The club is part of a multidirectional yacht project, integrated with chartering, yacht sales service, berth leasing, membership sales and yacht hotel business,” Wang summarises. “As the first yacht club in Hainan, it utilises the coastal tourism resources of the province.” Visun Group did not enter the marina sector lightly but, when determined, certainly made its mark. Drawing experience from various yacht clubs in the USA and France, it expanded its business from the property industry to the yachting industry and established a club with significant investment in a full range of support facilities. The club formed part of a first and second phase project with a staggering 216 marinas. The third phase is still under construction and Visun Group plans to invest RMB 200 million in the project, which will include 385 berths for superyachts. Fifty-nine of these berths were officially put into operation for the fifth Hainan Rendez-Vous and the remainder will be completed in stages. This phase also includes commissioning of electric vehicles and more advanced wave-and-pay systems for recharging water and electricity cards, and its completion will further

enhance the image of Sanya and accelerate the development of its international tourism industry. In 2011 Visun Royal Yacht Club also established the first on-water bonded area in Hainan, transferring the warehousing for overseas yachts offshore. This was a milestone in the development of the tourism industry in Sanya as it attracted many worldrenowned yacht builders to exhibit at various shows and events. The establishment of these areas was an important element in Hainan’s progress as an international tourist destination and also made tremendous contribution to the development of upstream and downstream enterprises in the Italian yacht industry chain. Top manufacturers like Pershing, Brunswick and Beneteau are all stationed at the yacht club and together contribute to its growing reputation as the most luxurious yacht club in South China. More renowned yachting brands are expected to follow suit. “Over nearly a decade of investment and operation, Visun Royal Yacht Club has made great contributions to the Hainan yachting industry,” Wang says. “It has boosted and provided guidance to the yachting economy from the beginning.” Like other luxury sectors, yachting is in turmoil and is still evolving. Creativity and enthusiasm, change where necessary and progressive thinking are essential for success. Events are key – and China will have its share. On 10th September at the Cannes Festival de la Plaisance Delphine Lignières, CEO and founder of China Rendez-Vous Ltd, announced a partnership with Sanya Yalong Bay Development Company, subsidiary of COFCO Hainan Investment Development, for the first SO!HAINAN event. Stretching for four days, SO!HAINAN will primarily focus on a boat show to be held in December 2015 at the Sanya Yalong Bay Resort Yacht Club in the St Regis Resort; a marina with 130 berths for yachts up to 100m. The beautiful location coupled with the experience of China RendezVous in organising great yachting and luxury events throughout China, could well realise Delphine Lignières’ prediction of more than 80 superyachts and 10,000 visitors.

Melaka Gateway poised to boost Asian superyacht berths High on the list of new marina developments in South East Asia is the extensive Melaka Gateway project in mainland Malaysia. The project, now well under way, will include a marina with berths for up to 1,000 yachts, together with a cruise ship terminal, a floating stage for events and a waterfront housing development. Mike Derrett reports The Prime Minister of Malaysia, YAB Dato’Sri Mohd Najib Tun Haji Abdul Razak, unveiled the project master plan earlier this year on 7th February at a ceremony on the first piece of reclaimed land for the new island development in Malacca, situated roughly half way between Singapore and Malaysia’s capital city, Kuala Lumpur. The Melaka Gateway, which uses the old spelling of the city name, will comprise one natural and two manmade islands – spanning 616 acres. Malaysia’s historic state will witness a tide of modernity with 15km of premier waterfront villas with private jetties, and an iconic 290m-high Gateway Beacon Tower, which will house a 7-star hotel and luxury apartments. The project is being undertaken by Malacca-
based KAJ Developments, with land reclamation in progress and on target. The Prime Minister struck a note in his speech of 7th February about mega changes that are evident in leisure and tourism globally, including the rapid rise in the number of High Net Worth Individuals (HNWI) in Asia who are spending increasing amounts on leisure, including large yachts for purchase and charter. “The Melaka Gateway is a ground breaking and innovative tourism project that complements the government’s tourism ambitions and will attract an estimated 2.5 million additional tourists over the next 12 years,” he said. It was the first trading settlement to be set up in the region, initially by the Chinese in the early 1400s and then by the Portuguese for 140 years, followed by the Dutch and the British. Many of the old colonial buildings are still evident in the city. Aside from 15km of waterfront area, a key component of the project is an exclusive marina, which will eventually cater for 1,000 yachts making it one of the largest single marina complexes in Asia. A cruise ship terminal is also being incorporated into the project. This will comprise a 900m jetty with capacity to berth three modern cruise ships or two of the latest 200,000 ton cruise ships that are starting to operate in the burgeoning Asian cruising holiday market. Even further north, the almost unexplored cruising grounds of Myanmar (formerly Burma) lure the more adventurous and are slowly opening up to visiting yachts. South of Malacca is Singapore and the massive cruising grounds of Indonesia with some 30,000 islands. While Indonesia cannot yet claim to be an easy area to access for cruising with regard to national and local regulations and bureaucracy, an increasing number of larger yachts are visiting successfully with the aid of specialist clearance agents.

In an interview with Marina World Prometheus managing director, Alan Pickering, confirmed: “A temporary marina will be established in early 2015 to accommodate two megayachts with an additional ten berths capable of handling yachts up to 60m in length. Our project director Mike Willie, who will supervise the completion and operation of the project for the owners KAJ Developments, is already on site.” There are also plans for a nearby superyacht maintenance yard, a much needed facility in the Malaysia, Singapore and Thailand region where facilities for large superyacht repairs and refits are sadly lacking. Completion of the whole Melaka Gateway project will take ten years, although the marina basin is expected to be fully completed within two or three years with berths being introduced to meet demand.
Malaysia is a unique leisure boating market as it has few barriers to entry, with zero tax and import duty on leisure boats, no compulsory registration or licensing and no requirement for skippers to hold a licence for leisure yachts under 24m. With an abundance of cruising grounds in the South East Asia region, Melaka Gateway is an interesting base for Asian yacht owners looking to reduce rising berthing and ownership costs, reduce bureaucratic inconvenience and explore new areas. A secure berthing facility such as Melaka Gateway also opens up the possibility of western yacht owners basing their yachts in Asia with subsequent financial savings on purchase and operating costs. Malacca is situated at the centre of the great cruising areas of the South East Asia region. To the north is the Malaysian island complex of Langkawi
With the number of marinas in the Malaysia/Singapore/Thailand/ Indonesia region having grown to over 100, leisure boating is growing faster in the region than at any time since the mid-1990s. The continuing growth of the number of High Net Worth Individuals in Singapore is a factor that is accelerating the yachting market regionally, especially with the shortage of marina berths in the city state. According to Nicholas Holt, head of Asia-Pacific research for property consultants Knight Frank, Singapore is the Asian city forecast to have the highest number of ultra-high net worth individuals by 2023, surpassing the existing holder Tokyo. With marinas in Singapore, Langkawi and Thailand becoming short of berths, Melaka Gateway is confident that the marina with its welcoming regulations, unrestricted draft and competitive pricing will attract berthing for larger yachts looking for a regional base.

Mhd Al Shaali, chairman of UAE based Gulf Craft – which is now, according to Boat International, one of the top ten superyacht builders in the world – was present at the February launch. He was enthusiastic about the plan and its potential impact. “I am extremely pleased to see the launch of the project, which will provide much needed additional berths and service support facilities for large yachts in Asia,” he said. “This large yacht sector is one that we are actively targeting with our Majesty Yachts brand after a 20-year presence in the market with our smaller Gulf Craft range.”

Developing Dania Beach as an ‘ocean park’ attraction

Three types of owners take on waterfront development projects: corporations and high-profile individuals; legacy yacht clubs with property rights dating back into history; and local governments. Private developers are visionary entrepreneurs and revered yacht clubs build on their storied traditions, but overworked officials who lead and manage waterfront development projects are unsung and underappreciated. They are, after all, just doing their jobs. They persevere through a blizzard of meetings and public workshops, mountains of studies and reports, and oceans of regulatory details. Virtually anonymous, they merit as much honour and respect as any other developer.
Since almost all of the 35 residents were Danish, they named it Dania. It was changed to Dania Beach in 1999. Almost all of Dania Beach’s nine square miles are not on the beach, but inland, separated from the coast by a wonder of the world, the magnificent
boating paradise called the Intracoastal Waterway that runs from the Florida Keys to Chesapeake Bay in Virginia. The city’s two commercial epicentres are Ft Lauderdale International Airport (and associated hotels) and shipyards located on the Dania Cutoff Canal. The canal bisects the town east to west from the Atlantic. A recently completed dredging programme increased its depth for the first mile from 10ft to 17ft (3m to 5m) to enable the shipyards to offer services to superyachts. Dania Beach is a comfortable and pleasant Florida community that happens to have ultra-glamorous neighbours. It also has good city government. For example, they are rightly proud of the fact that the municipal marina component of the city’s Waterfront Revitalization Project was funded entirely by grants and city revenues. No bonds were created to trouble future residents of this well-run city.
The Dania Beach Waterfront Revitalization Project in Dania Beach, Florida, is such a story. Travel north on I-95 from Miami to where the cities begin to blend together. Pass Hollywood and before you get to Ft Lauderdale you’re in Dania Beach, the oldest city in Broward County. In the 1880s and 1890s Danish immigrants from Chicago and Wisconsin settled the area. WATERFRONT DEVELOPMENTS Dania Beach has a beach – a half-mile of pristine sand and tropical parklands in a natural, secluded setting. The beach stands out in stark comparison to beaches north and south that literally lie in the shadows of towering condos. Its idyllic ambiance is enhanced by the John U. Lloyd Beach State Park adjacent to the marina. The park offers a wildlife refuge noted for wild birds and sea turtles in addition to swimming, fishing, boating, kayaking and diving. Prior to the revitalisation, the waterfront consisted of an ageing wooden dock marina no longer in compliance with codes, a large oceanside public fishing pier, a restaurant concession and a car park. The original marina basin was excavated in the 1950s.The slips were too small for current market conditions and the infrastructure was long past its prime. Failure is an orphan but a successful municipal project has many fathers. One of them is the city engineer,

WATERFRONT DEVELOPMENTS The city hired EDSA, a professional planning firm with offices worldwide, to develop a Waterfront Revitalization Master Plan, later renamed the Ocean Park Revitalization Plan to reflect EDSA’s vision for what the parks and marina could become when taken together as a whole. Kona Gray, principal for EDSA, said, “The city’s real advantage, when compared to other coastal cities in the area, is its beautiful, unspoiled natural environment. Our plan allows them to feature that natural environment to their best advantage.� EDSA held community workshops to determine the needs of the various stakeholders, including residents, tourists, boaters, surfers, sun-andsand beach-goers, nature enthusiasts, environmentalists and businesses.

destination by restoring native beach dune landscaping, complemented with event lawns, beach portals, oceanfront promenade, pedestrian circulation routes, distributed parking, signage and other elements. The city obtained a series of state and county grants that provided approximately $4 million of the $8.5 million needed for the project. Work on the project began in January 2013 with the phased demolition of existing docks and dredging of the basin. The plan created an integrated campus in which visitors can enjoy the upgraded facilities in a consistently designed and landscaped setting. There was an existing 2,500ft (762m) sea wall in need of replacement. Rather than demolish and replace the deteriorating structure, a new wall was added with an 8ft gap between the two. The gap was filled and finished with brick pavers to provide a promenade. The new harbour office has a dramatic curved façade. It is raised 3ft above ground to provide protection from storm surges and is rated for 150mph winds. The harbour office incorporates conveniences for boaters such as bathrooms, laundry and TV lounge. There are barbecue pavilions for boaters that are open to the public for special events. A fish cleaning station incorporates a device to pulverise fish parts suitable for disposal in the city sewer system. Tropical landscaping and new trees complete the setting. Shoreline Foundation, Inc. was the general contractor. For the marina, Shoreline managed the dredging and pile driving and the docks were designed, manufactured and installed

by Bellingham Marine. The marina was installed in two phases for the convenience of the tenants; no boat owner had to leave the marina during construction. Environmental considerations included the preservation of sufficient area on the bottom for sea grass. To preserve an existing bed of sea grass, one finger pier was not installed. The floating concrete docks provide 120 slips from 35ft to 60ft (10 to 18m). All docks have access to pump-outs except the day-visitor dock. The pilings are taller to allow for hurricane storm surges. Bellingham Marine planned, designed and manufactured the dock system according to stringent marine industry specifications. Black composite walers are a distinctive accent. Dock lighting is carefully directed to keep light pollution out of the water at night so as not to endanger sea turtles. The city specified docks with no timber products. Bellingham Marine responded with innovative composite walers in place of timbers in its Unifloat design. Walers are structural beams bolted to the sides of the floats to connect the modules together. “We have had an R&D programme for composite walers for a number of years,” said Everett Babbitt, president of Bellingham Marine.
“Composite walers preserve the distributed-load engineering advantages of our dock structures while offering some advantages,” continued Babbitt. “They have a slightly higher initial cost but are lighter, impervious to salt-water environments, don’t discolour in UV sunlight and don’t shrink or expand so maintenance is reduced.” Navarro is pleased with the results of the programme. “The improvements to the waterfront and the new marina have been a catalyst for growth,” he said. “We have a new restaurant on the site and businesses in the area are doing well. We anticipate a water taxi service to take people on tours and to other marinas in the near future. Our new marina is attracting larger and better boats and producing more revenue as we expected. Dukley Gardens is a prestigious residential development with lush landscaping and sweeping views of the Adriatic Sea. Built by US company Turner Construction and designed by Nps Tchoban Voss Architekten Bda of Germany, Dukley Gardens is already partly occupied. Early residents moved into exclusive apartments in July set within a luxury coastal villa development on the Zavala peninsula facing the old city. The complex includes 36 villas which comprise 202 luxury suites ranging from 86 to 544m². All are equipped with international design fixtures and fittings and home automation systems for energy efficiency and optimum temperature control. Half of the suites have already been sold, with prices starting at €600,000. The second project, Dukley Residences, is being carried out by Proimetal and will be completed by Turner Construction by summer 2015. The Residences consist of 32 luxury apartments with underground parking spaces, indoor rooftop pool, adjacent gym and spa and other amenities. Buyers can choose from many different styles to satisfy classic/traditional or contemporary/minimalist tastes. The properties are located just a short walk from the old town of Budva and 100m from the marina. A pioneering plan for Auckland’s waterfront
Westhaven Marina is the biggest marina in the southern hemisphere and the heart of Auckland boating. It sits within a 45-hectare property base owned by Waterfront Auckland and is an iconic city centre hub that has helped to give Auckland its moniker as the city of sails. Owned and operated since November 2010 by Waterfront Auckland – a council controlled organisation – Westhaven is pivotal to a revitalisation plan for the Auckland city waterfront. Waterfront Auckland was established to pioneer such a project on behalf of Auckland Council and the public, and is taking wide-ranging leisure, commercial, cultural, environmental and residential factors into account.
For decades to come
The Westhaven Plan comprehensively covers the land and water based development at the marina until 2026 and looks at potential projects in less detail for the ensuing 20 years. It draws on recent industry and public consultations and stakeholder input, as well as studies and technical reports stretching back for nearly ten years. It takes many vital planning aspects into account but is driven by two main principles: to better connect Westhaven to the waterfront and public areas to the east; and ensure the best use of water space, meet demand for berths, keep waters clean and boats secure.
Superyacht Marina, Hobson West Marina, Wynyard Wharf, Halsey Wharf and Queen’s Wharf. Waterfront Auckland enjoys a huge degree of influence along the coastal stretch of the city and the Westhaven Plan sits within the broader reaches of the Waterfront Plan, published in 2013 with five specific visionary goals for the city:
• To protect and preserve marine and natural ecosystems, reduce waste and minimise environmental impacts.

Westhaven Promenade Improved accessibility and enhanced facilities are central to the Westhaven Plan and one of the most significant land-based projects is the creation of an uninterrupted coastal pathway known as the Westhaven Promenade.
To be constructed using neutral and durable materials such as sustainably sourced hardwood, steel and concrete, the 2km walkway and cycleway is being built in phases to connect Westhaven to the award-winning residential, retail and commercial offerings of the Wynyard Quarter. Best practices in terms of environmentally sustainable design principles have been adopted for the promenade and, as the Westhaven area is rich in Mãori tradition and The Viaduct Marinas are thriving maritime hubs, perfect for nautical events.

Silo Marina is one of Auckland’s prime superyacht mooring facilities and will be complemented by a new adjacent superyacht refit centre. association, a Mãori cultural overlay is included. Mãori design details, shell materials, land-sea references, plant material sourcing and navigation elements have been incorporated into the design. The path will measure 5m in width and its 2km length will make a significant contribution to the 10km public waterfront walkway and cycle path ultimately envisaged from Harbour Bridge Park in the west to Teal Park in the east, where it would link with the walkway and cycleway along Tamaki Drive. The Westhaven Promenade has been by far the most supported initiative in the plan as the public believe it will make Westhaven more accessible. It will bring more people to the marina, make it easier for boat owners and crew to move around, and help sailing and watersports clubs recruit new members. Stage one started in November 2013 and is scheduled to complete by the end of 2014.

Featuring three to five buildings, the plan covers a flow area of 10,000 to 13,000m² and will comprise a mix of marine-related offices and retail outlets in a landscaped setting. The site is currently used for car parking and the design will accommodate the required level of car park space for the building and the marina. Development rights for the project may be sold to a private developer via competitive tender.
Silo Marina
Located on the southern side of Auckland’s Waitemata Harbour, Silo Marina is one of Auckland’s prime superyacht mooring facilities and has 10 berths for yachts up to 116m in length, full security, services and fuelling. Access is via the northern

Piles to berths
In addition to the existing 1,900 floating pontoon berths, Westhaven Marina has a significant cluster of pile moorings that could be transformed into floating berths. The plan has caused some public concerns due to removal of what are seen to be more affordable moorings; congestion around the eastern entrance as the exposed western entrance would need to be closed to protect pontoons; and the lack of car parking spaces. Waterfront Auckland has responded in several ways: by staging the project; lowering the rates on smaller berths at H, J and K Piers to address concerns about entry level berthing; retaining around 50% of the pile moorings in the north-eastern corner for the shortmedium term at entry level prices; and by considering international best Artist’s rendering of the Marine Centre.
Marine Centre
As some marine-based businesses have moved out of the Central Business District (CBD) in recent years, a new purpose-designed home has been devised for chandlers, sailmakers etc., in a prime position within the Westhaven site. The centre will be fronted by the Westhaven Promenade and help reinforce Westhaven’s position as a competitive international marine facility. It will also ensure that Westhaven customers do not need to drive to the

The concept design for the project is at preliminary stages and the project has part funding in the Auckland Council Long-term Plan. Additional funding will be required. In stage one, approximately 50% of the existing pile moorings will be reconfigured to provide upgraded marina berths to accommodate 16, 18 and 20m vessels. The remaining 50% will be reconfigured according to future demand. Both stages will shift the demand from the southern marina car park to the northern area and this will need to be addressed. Stage one is expected to be delivered, subject to resource consent in 2016/2017 and stage two no earlier than 2026.
St Mary’s Bay
St Mary’s Bay is an under-utilised area of beach in need of enhanced public access. Upgrades are intended to improve water’s edge recreational space for small non-motorised boats and add picnic and play areas. Around 80m of pontoon, previously installed at Westhaven’s X Pier (see S 13), has been used to replace the existing infrastructure at the Marine NZ building and provide a staging point for non-motorised activities. Some design work has been completed around St Mary’s Bay as part of the Promenade development and this includes improving access both to the beach and the water. Work to pile the portion of the Westhaven
Promenade across St Mary’s Bay has been sub-contracted to Total Marine Services. This company has been operating around Westhaven for many years, completing piling and associated marine works using its fleet of floating cranes and barges.
Longer term
Funding has been set aside in the Longterm Plan for 2022/23 for redevelopment of Harbour Bridge Park and the Wynyard Point Headland Park project. Harbour Bridge Park is an important gateway and transition point between the city, Westhaven and the coastal suburbs of St Mary’s and Herne bays. Longer term plans also include proposals to build a heritage yacht basin at Headland Park on Wynyard Point. The project, which has funding in place from 2017, will deliver a significant area of waterfront public park space with lawns, trees, planted areas and a waterfront promenade. Reclamation work would result in new water space that could be used to berth heritage boats. The area would be connected by public services including a ferry.
SkyPath
One of the most radical proposals for revitalising Auckland’s pedestrian and cycling routes is the SkyPath. This is a private venture promoted and advanced by the Auckland Harbour Bridge Trust (the SkyPath Trust). Although it is not a Waterfront Auckland project, it has received a high level of interest through the consultation process on the draft plans for Westhaven. The SkyPath will be around 4m wide and will be attached below the eastern clip-on lane of the Harbour Bridge. The design concept for the Harbour Bridge segment of the pathway is well advanced but design for the southern and northern connections is still at a very early stage. The Auckland Council is currently investigating the feasibility and implications of entering into a joint venture to fund SkyPath. Waterfront Auckland will have to respond to the landing of the southern end of the project and ensure that, if all goes ahead, the best design outcome is achieved for Westhaven Marina.

Waterfront by design: inspiration and input ‘
AIM: To be the most successful marina in the southern hemisphere and home to a globally renowned marine industry. To be an iconic Auckland destination that is vibrant, accessible and attracts people to the sea. The driving principle behind the plan for Westhaven is to build a deeper sense of place and vitality while at the same time taking advantage of an authentic, working marina. To help achieve this aim, Waterfront Auckland appointed UK-based consultants, Marina Projects, and Wardale Ltd of New Zealand for master planning, feasibility studies, market research, business planning and marina design.
Marina Projects’ wealth of international experience in marina design and development and its specialist knowledge of marina business planning brought an added dimension to the project. Following an initial period of desk-based study into the local market place and reviewing background study work and the policy context, the firm undertook detailed site assessment.
The study focused on the water space configuration of the marina taking both current and future boating trends into account. Emphasis was placed on maintaining an international level of service provision, maximising functionality of the marina and optimising commercial yield.
The 52 hectares of water space at Westhaven is used by a diverse and extensive range of different users from model boaters and paddle boarders to superyachts. It also offers the only public trailer boat ramp in the city centre. Input from and engagement with a wide range of stakeholders was thus essential and

WESTHAVEN PLAN the site assessment phase included the establishment of detailed constraints and opportunity plans. In order to optimise use of water space and maximise financial returns, it was important to project for future growth in vessel size and type. Tom Warren, Waterfront Auckland’s general manager marinas, explained: “The future means bigger boats and, significantly for Westhaven, it points to an increase in motor boats rather than sail. We are currently at about 92% occupancy but we have a waiting list for larger berths and catamaran berths.” Marina Projects put together a range of short, medium and long term options for the site. Given the range of options, associated landside activities and the extent of the water area, the site was broken down into distinct zones in order to create a manageable and deliverable water space master plan. The main design principles cover seven areas, concentrating on:
• Enhancing water spaces for existing and new activities.
• Establishing a continuous publicly accessible edge to the marina and public access points to the water’s edge. • Creating a network of green spaces to give the marina a ‘park’ setting. • Better defining key entry points to the marina and promenade. • Preserving and enhancing the Te Routu o Ureia cultural site. • Constructing the Marine Centre. • Defining the Westhaven Promenade between Harbour Bridge Park and the Wynyard Quarter. Further to completion of the initial plan, Tom Warren and Phil Wardale of Wardale Ltd refined the design of the first projects. This finalised the financial feasibility and business cases, which were taken to the Waterfront Auckland board for approval. The first of these projects was the redevelopment of the swing moorings area, which became the Y Pier development. The same process has been used to refine the final concepts for the other Westhaven Plan areas including the pile berth
redevelopment project, upon which Warren and Wardale are currently working. Waterfront Auckland will find ways in each of its projects to highlight, leverage and celebrate Mãori culture, urban Pasifika and the city’s marine and fishing history.
Longer term The northern tip of Westhaven Marina could be a unique space for public viewing, for a ‘marina within a marina’ or an opportunity for more boating facilities. The Westhaven Plan considers a small amount of reclamation to create a destination for visitors and marina users. If a ‘marina within a marina’ is realised, existing yacht club buildings could be adapted for re-use and the three current club sites transformed and relocated to the new reclaimed area. There are, however, perpetual leases in place for the yacht clubs in their current location and any agreement to move would need to be by mutual consent.

WESTHAVEN PLAN Each T4 Tallykey pedestal installed at the new Y Pier serves two berths. Lighting was also seen as a cost that needed to be trimmed, and nothing less than LED efficiency would suffice. Tallykey accelerated its design programme for LED installation so as to satisfy the brief. T4 pedestals will thus light up the dockside while consuming 56% less energy than the existing fluorescent bulbs. Ambience is also improved with the 3000K warm colour LED that gives tallykey pedestals their well known inviting glow.
Wireless technology
Going wireless: comms into the future
As Westhaven Marina has grown over the past decades, supplying the essential services of power and water to berth holders has been a significant management challenge. Work is now under way to streamline the dockside pedestals, enhance the lighting, facilitate metering, and implement efficient and cost-effective control of additional facilities and services. The recent project to install extra finger pontoons on the harbour side of X Pier and build the new Y Pier (see S 13), has kick-started a programme to install new pedestals throughout the entire marina. Phil Wardale of Wardale Ltd., was contracted to manage the project and draft the specification document for the supply of the new pedestals. Danish company Tallykey A/S, working via its New Zealand agent Joe Nowak of Marathon Products, secured the contract to replace all pedestals and install its tallybee wireless management system. Tallybee will be connected to feed data directly to the Pacsoft MMS management system that has been in place at Westhaven for many years. Installation of the first batch of new tallykey T4 pedestals has been completed on X and Y Pier berths and a berth-by-berth replacement of existing pedestals throughout the marina will follow. The contract, worth around NZ$1.8 million, is one of the biggest

single orders ever placed worldwide for marina dockside pedestals.
Power and water are metered at each pedestal and recorded wirelessly by Tallykey’s tallybee system at the marina office. Further metering tracks aggregate power consumption by pier to provide details on power delivered through sockets versus the total delivery so as to consider lighting and any other current load. The tallybee system uses VHF radio technology to connect all the service points to a ‘master radio’ installed in the marina office. As the system is based on wireless technology, the installation is easy and there is no need for cabling between devices. A radio unit is installed at each service point for use with tallykey meters or virtually any other measuring device on the market. In addition to remote monitoring and recording power and water use at

All the consumption data is logged and stored in the master radio regardless of whether it is connected to a computer or not. This means that the data is always available and can never be lost. The master radio and the data can be accessed at any time by a local computer with a USB connection or via the internet.
Remote reading The main feature of tallybee is swift and easy remote reading of any kind of consumption from each supply point in the marina. It takes just one mouse click to read the consumption at a specific meter using the tallybee pop-up window. At Westhaven the reading and control of the pedestals will be integrated with the Pacsoft MMS management system. Outlets, or virtually anything else – doors, gates etc. – can also be remotely controlled to make for comprehensive real time management of any consumption-related exercise.

Optional features Installing tallybee gives Westhaven access to a host of current and future options. It provides alarms for certain events, e.g. if a cable is disconnected or protection has tripped, and a series of functions is available for mobile phones, like the ability to request and receive consumption data via text message or turn outlets on and off. Notification of events such as disconnected leads or power outage can be received by text message to staff mobile phones. The main benefit, however, of tallybee for the marina operator is the overview it gives on all connected systems. Y Pier occupies the balance of the newly available water space and has been redeveloped in tandem with additional berths on the eastern side of the existing X Pier, which sits alongside. X Pier are being re-used near the Westhaven Promenade in the St Mary’s Bay area. Bellingham delivered over 1,710m² of concrete pontoons featuring Fibre Reinforced Polymer (FRP) throughrods with glass filled nylon nuts. This product has been extensively tested in the Middle East and New Zealand and offers a longer lifespan and reduced maintenance over time. Waterfront Auckland asked for maximum sustainability for all components. This also resulted in the use of a copper infused timber waler system (instead of the usual heavy metal) and sustainable timber decking. As the new pontoon has become the bookend of the southern side of Westhaven, a number of upgrades and features were included in the overall design. Upgrades include sewage outlets to individual berths and underwater lighting to the entire city side of the new pier. The lighting is viewed as a benefit for boat owners and also a visual asset for the city as a whole. Pontoon production started in April 2014 with delivery scheduled for the following month. “Bellingham Marine’s capability to deliver pontoons and complete the installation promptly after the contract was awarded met with Waterfront Auckland’s desire to have the berths and fuel facility completed and operational before the start of the busy summer boating season,” confirmed Tom Warren, general manager marinas for Waterfront Auckland. The new berths are available on a monthly rental basis so as to be flexible for boat owners and are also offered for longer term occupancy as, for the first time in 20 years, live-aboards are back at Westhaven Marina. “We have live-aboards on X and Y Piers as a trial,” Warren told Marina World. “If it’s successful, we could extend this opportunity throughout the marina. We may eventually even have houseboats. Live-aboards are great for security and, as they need regular work done on their boats, this helps

the on-site service and maintenance companies. The focus is on bringing diversity to the marina.” While construction of Y Pier was under way, the multihulls on the south side of the walkway were moved to enable further dredging and facilitate the installation of an additional saddle pontoon along the walkway structure. This saddle pontoon houses services and the fuel pipeline to the Y Pier fuel jetty. The fuel facility, operated by Petroleum Logistics, is the largest in New Zealand and offers high and low flow diesel dispensers to enable multiple vessels to fuel up at the same time. The 70,000 litre below-ground fuel tank is installed near nearby U Pier where there is good access for tanker trucks. All dredging work outside of the primary contract for the design and build of Y Pier was undertaken by Heron Construction, a regular contractor that has completed dredging operations for the Silo Superyacht Marina, Viaduct Marina basins etc. Heron’s work involved dredging to a design depth of -2.4m within the X and Y Pier area.
Z Pier plans Although no funding has currently been allocated, there are two proposed projects for alterations to Z Pier and the surrounding water space:

G to S Piers
Another long-term plan has been mooted to renew and replace the existing infrastructure for G to S Piers when they revert back to Waterfront Auckland ownership in 2026/29. In the long term, and beyond the current licence period for usage, this section of the marina may be reconfigured to better cater for the requirements of the next generation of marina users but in the interim some repair work is being undertaken. STF, a company that is actively involved in general maintenance work on wharf structures for Auckland Transport, has won a contract to complete a half-life refurbishment of some of the older piers (G to S) at Westhaven. The company has worked with Waterfront Auckland for many years and manages The Landing at Okahu Bay, a marine facility specialising in boat haulage, launch and storage.

Geoff Arenhold is a director of Simon’s Town Marina Company, which manages the 254-berth marina. Describing himself as “a retired business man who enjoys mucking about in boats,” he is nevertheless keen to promote Simon’s Town Marina as an ideal stop-over for boaters skirting the Cape.
Berth sales to boost capacity at prime Cape stop-over Simon’s Town Marina, tucked in False Bay, Simon’s Town (or Simonstown) on the eastern side of the Cape Peninsula of South Africa, is an ideal stop-over for transients rounding the Cape. As demand for berths outweighs supply, the marina is looking to build and sell new berths as a way of funding expansion. Charlotte Niemiec reports Simon’s Town Marina, a Blue Flag facility that forms part of The False Bay Yacht Club (FBYC), gets top marks for location with a shoreline that remains mostly wild and unspoiled, and diverse wildlife. Whales, dolphins, seals and even killer whales can be spotted and the nearby Boulder’s Beach, with white sand and calm shallow waters, is home to one of Africa’s rare colonies of penguin.

He has no illusions, however, about the cruising waters. “Any local yachtsman will tell you that the Cape offers lousy cruising in the European sense of the word,” he says. “Small snug harbours are few and far between and the weather can become hectic.” But he makes clear that the role of the marina has never been to offer a modern hub in the midst of perfect waters. “No, our role from the beginning has been to refresh weary mariners on their passage around the southern tip of Africa and that is what we do to this day. We just have a strong conviction that the place to do that ‘refreshing’ is at the marina in the False Bay Yacht Club!” Aside from the FBYC, there are marina facilities available at the Royal Cape Yacht Club (RCYC), set in the False Bay is an unspoiled location with calm waters and diverse wildlife.
The marina enjoys easy access to the town, which offers all the modern amenities of shops, doctors, banks, restaurants and pubs in an irresistible old-world atmosphere of historic buildings, hidden corners and cobbled lanes. The climate is mild and Mediterranean in style and Cape Town, with its major attractions and international airport, is just 35km away by road or rail. The FBYC and Simon’s Town

commercial port of Cape Town. RCYC is bigger in numbers than FBYC and, by Arenhold’s own admission, has marginally better shoreside facilities. However, he says, the general cleanliness of Cape Town’s Duncan Dock cannot be compared to the open water quality prevailing in False Bay. The commercial fishing harbour of Hout Bay also has some berthing capacity for visiting yachtsmen, and superyachts and smaller visiting boats can berth up in the Victoria and Alfred Basin (V&A Marina), Cape Town, where there are plentiful private floating berths amidst a fishingboat dominated harbour and associated first-class waterfront development.
Sharing a naval base Simon’s Town developed historically due to its suitability as a safe winter harbour for the British Royal Navy. Shelter was further ensured by the construction of a huge breakwater and it remains to this day an important naval base. The club and marina owe much to the excellent understanding and cooperation they enjoy with the South African Navy. In 1958, the Navy allocated a port area within its naval base where civilian craft could position swing moorings. Transport between vessels and the FBYC was initially by private dinghy but, as development continued, a ferry service – run by the FBYC – was established. Membership grew and, by 1994, thoughts of creating a rudimentary marina were mooted. Upon appeal to the Navy, the yacht club was delighted to find it was fully cooperative in granting them the use of the water. According to Arenhold: “To this day the Navy acknowledges the importance of the civilian seamen and has granted us the expansion required to accommodate the proposed new

marina.” However, he says, they have been told “no further”. For the foreseeable future, therefore, there will be no new work carried out on the water until the work in the current pipeline has been completed which, depending on the sale of berths, will be by 2016. However, Arenhold says, the whole programme hinges on their success in selling – both locally and internationally – the new berths that will be created, before construction proceeds.
Expanding capacity and offerings
Currently, the marina has berths for 254 boats no larger than 15m, together with 14 visitor berths, and it stands at full occupancy. There are swing moorings and good holding ground nearby for anchoring, including anchoring for superyachts. Sailing vessels occupy 58% of these berths. Expansion plans include an additional 31 berths minimum, ranging in size from 15m x 4m to 30m x 12m. “Last year,” says Arenhold, “we had 64 transients using our facilities for various lengths of time and we were forced to turn away a number of applicants, which is one of the motivating factors in the building of our extension.”
On the hard stand, 12 bays are able to handle vessels up to 20 tonnes with 4.5m beam and 2.7m draft. There are chandlery and contracting services for diesel and outboard engines; electrics and electronics; carpentry; stainless and mild steel; glass fibre; composites; and a diving and boat valet service. The marina’s boat hoist is locally designed and manufactured and suitable for the size of boat currently handled. However, this is one of the areas the marina is looking to upgrade should marina expansion proceed as planned. The marina has a floating pontoon system moored on chain with wooden deck and steel pontoons. The proposed new marina will comprise locally designed and manufactured floating concrete pontoons moored by Seaflex. Electrical power of 220 volt 15amp and potable water is available at all berths. Other facilities include 24-hour security incorporating CCTV cameras and diesel fuel facilities at a nearby pier, although these are currently rudimentary. Excited about the development, Arenhold says the planned expansion will offer boat owners in the northern hemisphere a chance to purchase a base in the south. An onsite boatyard offers a broad array of services and equipment but will be upgraded if the marina builds bigger berths.
He adds: “The new marina will perform a dual function. It will provide us with additional berths for the larger yachts as well as providing an effective breakwater to the north east.”

Building infrastructure according to international standards is very expensive. Marina projects typically need a long time for a proper start-up. They have high marketing costs. • Conversely, in many countries governments and local communities are reluctant to grant long-term leases for marinas lest they be criticised for closing off a portion of the public domain along rivers, lakes and the seashore and shutting out the general public. But the concessionaire’s lease must be balanced taking into account investor sentiment. • Contingency planning is difficult. Governments need to appreciate the hidden cost factors and understand that, in time, marinas often need to be restructured due to modifications in technological standards, environmental protection codes and safety rules. Often, by virtue of their prime waterfront location, they are more vulnerable to damage by natural disasters such as floods, hurricanes, typhoons and tsunamis. Also, marinas need to be refurbished every few years on account of accelerated consumption of materials exposed to sun, wind and wave. • Lease agreements generally allow assignments if the concession is sold. Also, changes in ownership of a leased marina may be cause for termination if it is determined that the new owner is unqualified, inexperienced or financially unable to continue operation in accordance with the original lease agreement or accepted standards. • In most countries today renewal of a properly performing concession is usually automatic. However, in cases where a public tender is required when a concession expires, ICOMIA recommends that the new concessionaire compensates the previous concessionaire for starting the business and for purchasing of marina accessories and services that have not yet been amortised. The International Council of Marine Industry Associations (ICOMIA) is the collective representative of 35 national federations around the world. The IMG is one of ICOMIA’s working committees.

Pioneering projects A variety of challenges have been met in recent months by the Rolec team as a result of diverse projects.

Products continue to be in heavy demand across Europe and Africa as illustrated by contracts in Spain, Portugal and Angola. Spanish marina Port Adriano ordered 1200mm Ocean pedestals for an expansion project. The units feature LED lighting, a range of 16amp to 125amp sockets and ¾inch and ½inch taps. The marina also selected Rolec’s BerthMaster computer monitoring system to oversee the electricity supply of each of its pedestals. This is installed at a central point inside the main marina office. Rolec design engineer and Middle East manager, Steve King, was particularly pleased to have completed an order for a repeat customer. “Our products were also installed in the original project at Port Adriano so it was great to be able to work there again and provide these new products for its extension,” he said.

Rolec recently supplied products for the Novorossiysk (Russia) leg of the annual Tall Ships Regatta. The race involved 50 ships including Akela, Kruzenshtern, Sedov, Nadezhda and Mir – regarded by many as the fastest Class A sail training ship in the world. The city of Novorossiysk, Russia’s main port on the Black Sea, used a range of 750mm Foamex white Rolec Classic pedestals, featuring lighting and water supplies, as well as fire hydrant units for the race. The pedestals have a variety of sockets – from 16amp single-phase to 63amp three-phase – in order to cater for the different sizes of ships in the regatta. Rolec international marina sales manager, Kate Fountain, said the company was proud to be asked to supply products for such a prestigious event. “It was a testament to our reputation around the world for quality and reliability that our Classic pedestals were chosen to play a part in such an important event in the Russian sporting calendar,” she commented. Italian firm enjoys export boost Further to delivery in March of an Idra type 30 ton capacity boat hoist to the Port of Le Havre, Italian company PDN Engineering & Cranes has continued to enjoy a successful year booking new overseas orders for customers in the Seychelles, Montenegro and Corsica. The order for the Seychelles is for a brand new marina with appropriate handling and servicing facilities for motorboats, sailing vessels and catamarans. It is located in Victoria near the international airport and is an investment project undertaken by Taylor Smith & Co, a drydock and ship repair group based in Mauritius, and its local Seychelles partner Gondwana Marine Services. PDN has been contracted to supply a 160 ton capacity Idra boat hoist and a 40 ton
capacity MBT boat trailer. Both are specially equipped to handle the catamarans that are widely used in these beautiful and exotic Indian Ocean islands. The hoist has an above average internal width of 12m and the trailer has a variable internal width with hydraulic telescopic arms for lift and support. Both machines are installed with PDN’s own Remote Tele Assistance (RTA) system which, by means of a conventional GSM mobile data network, facilitates
monitoring and fault diagnosis in PDN’s technical office in Italy. A 220 ton capacity Idra has also been ordered to handle bigger boats at Navar, a yard in Tivat, Montenegro, conveniently located between the local airport and Porto Montenegro. With an internal width of 10m, the hoist features universal steering: 50% wheel steering; all-wheel steering; pivot on one wheel centre only; crab and carousel movements. It has an internal width of 6m, universal steering, an electronic control system with failure detection and monitoring, an accurate weighing facility and its own RTA system. Fenders live up to ‘long life’ expectations Norwegian marina fender specialist Polyform has reported outstanding results for its assessment of a fender system it installed nine years ago. Davila Sport Marina in Vigo, Spain, invested in a new Ronautica marina pontoon system with Polyform fenders back in 2005. The fenders were selected for durability and strength, to enhance the appearance of the marina from a customer perspective and make mooring up safer and less stressful. In March this year, the fenders were fully inspected and reports indicated that they had retained their material characteristics well and still had plenty of lifespan.

Superyachts turn to global fuel companies According to leading yacht services company Guadeloupe Yacht Concierge, there is an increase in the number of superyachts using global fuel companies instead of local agents. The trend is now for global suppliers to follow the yachts around the world, supplying bunkers whenever they are required. Such companies include Peninsula Petroleum, a specialist in marine bunkering that has opened offices in Greece, Singapore, Dubai, Shanghai, Montevideo and Tonsberg in the last decade. The company claims its trading team grew from ten to over 40 traders between 2005 and 2009. Another example is London-based Yacht Fuel Services, which claims to have arranged the supply of more than 500 million litres of fuel to superyachts in more than 2,000 ports and 48 countries worldwide. Florida-based Global Yacht Fuel also has a worldwide
network of suppliers in both remote and highly travelled areas. Ariane Graf at Guadeloupe Yacht Concierge confirms that although requests for fuel are decreasing, yacht agents and other yacht service companies are still active in this field. “We can still provide captains with high quality fuel on the island and competitive duty-free can quickly be delivered to all yachts, whether they are private or commercial,” she confirms. “Bunkers are delivered easily by truck and I supervise the process from A to Z, ensuring that everything goes smoothly and on time.”
