Boating barometers We approach the mid-point of the autumn boat show season, with four world-class events under our belts and several more to come before 2013 draws to a close and we make ready to embark on the 2014 calendar. My desk is a sea of boat show press releases and, despite the spin expected in promotional information, the prevailing word to receive the brushstroke of my highlight pen is ‘optimism’. We’ve been waiting a long time to see that word in duplicate and, occasionally, without its qualifying partner ‘cautious’. Boat shows are excellent industry barometers. Not only because the sale of new boats is crucial to the health of the market but because much is to be learned by marina operators in noting the types and sizes of boats that are in vogue. Visitor attendance at boat shows – up, down, static – gives an idea of how recreational boating is really faring in terms of public interest. The season was off to a strong start, with Cannes Boat Show - Le Festival de la Plaisance de Cannes – (10th-15th September), reporting nearly 50,000 visitors and a 7% increase on 2012. Over 50% of attendees came from outside France to view over 550 boats spread across the Vieux Port and Port Pierro Canto Brokerage & Charter Area. Show organisers reported a 20% increase in the number of multihull sail and motor boats amongst the mix. The PSP Southampton Boat Show, UK (13th-22nd September) featured over 600 exhibitors and reported 111,963 visitors; an increase of 2% over 2012. Murray Ellis, managing director of show organiser National Boat Shows described the show as “another world-class event”. “Seeing marine businesses making sales here confirms this show as a strong selling platform; people visit our Southampton show to buy boats and this has been very evident this year,” he said. By the time Southampton closed its gates, the superyacht industry had descended on Monte Carlo for the Monaco Yacht Show (25th-28th September). With 33,730 participants, the show did not disappoint and the organiser’s closing statement was upbeat: ‘Monaco is often touted as the [superyacht] industry barometer, and if that is the case, then this year it indicated that the pressure on the market is easing... Both 2011 and 2012 offered little encouragement for an industry whose exponential growth has plateaued. In 2013, however, brokers, builders and suppliers alike have reported that they are confident a corner has been turned.’ The new-look Genoa Boat Show (2nd-8th October) scored high points from visitors for elegance and easier access, and attracted 750 exhibitors, 1,000 boats and around 115,000 visitors during its five days. Such success was deemed ‘very satisfactory’ by the show organisers and Italian nautical industry consortium UCINA but, bearing in mind that the Italian market has suffered particularly badly over the past five years, the closing statement was measured and referred to exhibitors as noting ‘a quiet optimism and signs of interest and vitality’ in the market. As Marina World closes for press, we still have major boat shows to come – Hanseboot – Hamburg International Boat Show (26th October - 3rd November), Fort Lauderdale International Boat Show (31st October – 4th November) and the up and coming China (Xiamen) International Boat Show (8th-11th November). We must hope the upbeat trend continues.

Revised proposals for Matiatia NEW ZEALAND: Plans have been submitted for the construction and operation of a 160-berth marina and associated facilities immediately north of Matiatia Wharf in Auckland. The proposal replaces an early 2011 marina design, which had the same number of berths but relied on floating attenuators to reduce the effects of localised ferry wakes, wind waves and longer range swells. The new design will comprise two rock breakwaters with three finger jetties on the inner side of the inner breakwater. Berths are expected to range in size from 10.5m to over 20m. The primary (larger) breakwater will be approximately 130m long and contain piled end panels for added wave protection. Accessible to the public via a walking platform, the breakwater will connect to a southern access pier that is, in turn, connected to a reclamation containing 55 parking spaces and on-shore based facilities and services. Pile moorings for up to 17 vessels and an associated set of floating dinghy racks are proposed. The new design places the entrance to the marina between the two breakwaters along the northern side of the bay away from the ferry and wharf related marine traffic. Located in an area of good natural water depth, a small amount of dredging (approximately 5,000m³) is required to achieve adequate water depth for modern craft in the innermost pier. A sewage pump-out facility will be provided on the existing fuel jetty, and electricity and water services will also be available. The proposals are currently being considered by the environmental court.

Tax repeal boosts charter future
SPAIN: The Spanish Congress of Deputies has approved a bill to repeal the matriculation tax that has hampered charter operators. In practice, according to yacht consultant Taxmarine, this means the opening of the Spanish yacht charter market to anyone with proper permissions and licences. The effect of the measure should be seen for the 2014 charter season. Spanish marina and charter operators have welcomed the move, with Norma Trease, director of Salamanca Group’s marine division, describing it as “the best news imaginable for any and every yachting business in Barcelona – and beyond.”
“The timing couldn’t be better for our wonderful project of the complete transformation of Marina Port Vell into a world-class superyacht facility, which is due to be fully delivered in 2014,” she said. “Soon, international charter yachts can cruise the beautiful Spanish coast and islands without hassle. Specialist consultancy, Marina Projects, has been the lead consultant throughout an extensive feasibility, design and consultation process that has been undertaken over the last 18 months. Key elements of the application included production of a consent strategy and a detailed Navigation Risk Assessment that demonstrated how navigational safety was improved by the scheme. A full package of environmental mitigation was agreed with the relevant authorities prior to submission of the applications. Mike Ward, project director at Marina Projects, commented: “This really is fantastic news for both clubs and underpins the vital contribution that they make to the river and local economy. The partnership approach adopted by the clubs, their desire to deliver a project with a wide range of benefits and a genuine commitment to an extensive consultation process was vitally important to achieving the consent success.” The project will include: capital dredging; replacement of failing quay wall structure; construction of a full tidal access slipway; development of fully serviced walkashore pontoons; and construction of a purpose-built disabled berth with personnel hoist – the first on the Hamble. The new marina will serve the clubs’ combined membership of 2,500, disabled and youth sailors and provide event hosting capabilities and additional facilities for the local community.

New phase completes at Whitehaven UK: Whitehaven Marina in the northwest of England has added 140 berths for boats of 7-13m. This brings the total to 440.

Walcon Marine installed System 21 pontoons, walkways and a bridge, as well as wall guides and piling. The latter presented challenges due to a rocky outcrop in the southwest corner of the harbour. However, rather than drill into solid rock, Walcon reviewed the geological data, identified gaps into which piles could be
securely inserted and thus helped keep costs down. Terry Ponting, chairman of Whitehaven Harbour Commissioners, described the project as “very professionally handled”. Completion of the new berths means that marina operators, Marina Projects, are now better able to meet demand for annual berths and visitor berthing.
USA: Raritan Yacht Club in Perth Amboy, New Jersey – one of the oldest yachting organisations in America – has a completely new floating dock system. The installation was made as the club’s original fixed docks were damaged last year by Hurricane Sandy. Rather than offering a traditional marina setting, Raritan club acts as a service point for 215 moorings. When its reception dock was damaged by the storm, the moorings became inaccessible. After evaluating all damage, Canadian company Structurmarine recommended a reconfigured floating dock arrangement as the most economical and efficient solution. The new layout accommodates more vessels, giving boats of 30-40 feet access to electricity and water services and making side access easier. Two walkways now run parallel to the shore and perpendicular to the pier. The largest, measuring 151ft x 12ft includes a 20ft x 40ft landing platform adjacent to the existing shoreside fixed pier. The second 125ft x 8ft walkway features an attached 16ft x 38ft dinghy launching
ramp that serves as a landing point for vessels travelling to and from moored boats. A 4ft x 30ft access gangway was also installed to facilitate transitions from the club’s fixed pier to the new docks during difficult tide and wave conditions. The docks are anchored by a steel pile and pile guide system, developed by Structurmarine, and are decked using low maintenance Timbertech composite timber decking. The most challenging feature of the project, according to Structurmarine sales manager Bruno Nolet, was meeting the needs of the membership. “On any given weekday, up to 100 boaters might require access to their boats simultaneously. Our goal was to increase accessibility, while also delivering comfort and ease to the users,” he said.

maintenance. The aim of owners, Mersenne Marinas, is to offer discerning boat owners a ‘ready to go’ boating experience with personalised ‘all inclusive’ service packages.

Currently, the Turks occupy the northern part of Cyprus and, in 1983, the Turkish-held area declared itself the Turkish Republic of Northern Cyprus (TRNC). While only Turkey currently recognises the TRNC (Cyprus and the United Nations do not), the UN operates a peacekeeping force and a narrow buffer zone between the two ethnic groups.
Aiming for the highest standards The ‘crossroads of three continents’ is set to become a world-class marine hub at the heart of the eastern Mediterranean. Positioned between Africa, Europe and the Middle East, Cyprus is a popular tourist destination and a strategic location for boaters. The island boasts sandy beaches, a wealth of culture, good food and all-year-round warm weather. However, it has not, until now, garnered interest as a sailing destination due to an island-wide lack of berths and modern facilities. Realising that more berths would draw boats and bring in further revenue the Cyprus Government has, for two decades, encouraged marina developments. Charlotte Niemiec reports Twenty years ago, initial studies, bidding and negotiations were finalised on five large marina projects in Cyprus but, through the mire of the banking crisis and economic depression, many projects have been delayed. So far, only one of these government-backed projects has moved forward and is nearing completion. The Cyprus Government awarded Design-BuildFinance-Operate (DBFO) style 35-year concession contracts to qualified and experienced private sector consortiums, in an effort to stimulate waterfront developments and fulfil its radical plans to increase the island’s total berth capacity from 800 berths to 5,000

in the next ten years. It hopes these developments will help the country acquire a new upscale image, make it a significant tourist and yachting destination with excellent infrastructure, superstructure and quality services, with facilities for both locals and tourists.
Division & development Cyprus has been a divided island since 1974, when Turkish forces invaded the northern part of the island in efforts to alleviate a coup d’état between Greek Cypriot nationalists and the Greek military. The Turkish forces remained after a ceasefire was called, and the

Erik Malinen, director of Marinetek Cyprus – whose involvement in the development of Limassol Marina has given him a unique perspective – explains: “Southern Cyprus has traditionally had all the infrastructure that the north couldn’t afford. The south has invested in modern highways, shopping centres, entertainment, water parks, new airports and waterfront leisure areas. The only modern marina in Northern Cyprus is Karpaz Gate. The area is surrounded by pine-clad mountains, quiet villages, wild donkeys and ancient Byzantine churches, along with amazing beaches.” Despite the unique location and isolated beauty of Karpaz Gate, however, Malinen does not believe that the northern marina will rob marinas in the south of visiting yachts. Optimistic about the island’s marina developments, Malinen comments: “Cyprus is a shrewd location for new marinas. Cyprus will become a fantastic cruising destination and, with the island’s rich heritage, warm welcome and European lifestyle, the new marinas will be the east Mediterranean’s natural base for yachts of all sizes.” The new marina projects are very different in concept and design to the existing marinas on the island. Nevertheless, they complement each other, says Malinen. Currently, existing marinas are full and there is a long waiting list for berths. The new developments are huge projects that will offer thousands more berths and include hotels, villas, shops and restaurants. A unique feature of these

MARKET REPORT: CYPRUS new marinas is that their locations are planned for city centres, which will change the lifestyle of all major coastal towns. Malinen says: “The marinas are a key in efforts to improve the island’s tourist product and attract high revenueearning tourists. We are very pleased to have attracted a good balance of high calibre local and international buyers and we are confident of the positive impact this will have on local businesses and the Cyprus economy as a whole.”
Bigger and better Limassol Marina, located on the far south coast of the island in the town of Limassol, is the first of the redeveloped marinas to open and operate. With a current capacity of 650 berths for yachts up to 115m in length, it is the first full-service superyacht marina on the island, providing facilities and services of the highest standard. The marina is operated and managed by Camper & Nicholsons in partnership with Francoudi & Stephanou Marinas. Marinetek installed the first floating pontoons at Limassol in March 2013 and the first yachts were welcomed to Limassol on 21st May. Proud of Marinetek’s success, Malinen comments: “It was a great honour to be involved with this prestigious project, which has set the new standard for marinas in Cyprus.” The marina is scheduled for completion by the end of the year, with the official opening planned for spring 2014. The final plans allow for 54 shops, 12 restaurants and parking space for up to 740 cars.

Also in the town of Limassol is St Raphael Marina, built in 1985 and the only private marina on the island. The marina has capacity for 230 boats up to 30m and is an official port of entry. Three concrete piers provide all modern facilities including fresh water, electricity, TV and wireless internet services. The marina operates a 60 ton travel lift and has a dry dock for repairs and maintenance. It has been awarded a Blue Flag for its environmental responsibility; it offers grey and black water discharge, and refuse, waste oil and used battery disposal. St Raphael has no current plans for development. Further up the coast, Larnaca Marina – the oldest marina on the island –
has extensive plans for development. After two years in negotiation, the government and international bidder Zenon Consortium have signed an agreement for the joint development of Larnaca Port and Marina at a cost in excess of €800 million. The old Larnaca marina, currently operated by the Cyprus Government Tourism Board (CTO) will be demoted and a much larger modern facility constructed. Originally built in 1982 with a capacity of 280 berths, the marina currently holds 450 boats. The first phase of development here will see the construction of 760 berths, extending to 2,200 berths in later phases. The vision, say its developers, is to build

When completed, Makronisos Marina will boast up to 713 berths for boats up to 60m. a world-class cruise and marina facility; to create an environmentally and economically sustainable ‘green’ development; to form private and public spaces and iconic buildings in order to maximise the site’s potential; and develop for the benefit of Larnaca for the long-term. The marina will be accessible to the public and provide private residential accommodation, while a new yacht club will become the central hub for all operational management and monitoring facilities. The marina benefits from a nearby international airport. Slightly north of Larnaca is Makronisos Marina in Ayia Napa (see Marina World, May/June 2013). Over the last decade, designers have put together plans to develop a modern marina with up to 713 berths, including 481 wet slips for yachts 10m and above and facilities to accommodate 152 smaller boats in vertical drystack storage. The marina will have a wellequipped yard with a 300 ton travel lift and will be one of just two marinas on Cyprus – and in the eastern Mediterranean as a whole – with this kind of lift capacity.

Completion is estimated for 2017. Stavros Caramondanis, managing director at Makronisos Marina, is excited about developments at Ayia Napa. He believes “Makronisos Marina will be a landmark outperforming many established marinas in the Mediterranean.” He aims to accept boats to Makronisos within five years, even with the inevitable setbacks and delays so ubiquitous in marina developments on the island. Nevertheless, he does not see the marina market in Cyprus changing dramatically within the government’s allotted time frame. He notes that
developments at Larnaca Marina have been at a standstill for the last two years due to a lack of financing. The developments at Larnaca are being combined with the expansion of the Port of Larnaca – including a new, modern passenger terminal building to accommodate cruise liners which, Caramondanis explains, is making it difficult to attract investors. While he believes the “building of new marinas will only have a positive effect on the economy and it will provide a healthy competition among existing marinas,” he expresses concern that “we cannot saturate the island with marinas as it will create a huge supply of berths.” He suggests that politicians announce the development of new marinas in order to garner votes from those who live in coastal towns and do

The star of the north The spectacular Karpaz Gate, managed by the Sea-Alliance Group, is the only marina located in the Turkish-occupied north of Cyprus. It is positioned in a protected bay on the north side of the Karpaz Peninsula just 48 miles away from Turkey. It opened in June 2011 and contains six floating pontoons with capacity for 300 yachts. Harbour master, Deniz Akaltan, says the marina was “specifically designed with superyachts and larger vessels in mind, so we have everything in place to cater for these boats. From technical services and equipment to experienced and helpful staff, Karpaz Gate Marina is a great location for boats as an extended base or as a stop during a cruise of the region.” The marina caters for yachts ranging from 5m to megayachts of 55m. The marina house includes a yacht club, health club, 33m infinity pool, laundry room, restaurant, ship chandlery and night club. Karpaz has a pump-out station and its own treatment centre for waste; it produces its own freshwater on site. A hardstanding area with a 150 tonne capacity hoist provides storage and maintenance space for yachts. Along with Makronisos Marina, Karpaz offers a 300 ton travel lift.
A recognised port of entry, the marina benefits from duty-free status, which gives boat owners savings on fuel, technical service and supplies. In July 2013, Karpaz Gate became the first marina in Cyprus to achieve Gold Anchor status, after it was awarded the prestigious 5 Gold Anchor rating following an assessment by The Yacht Harbour Association (TYHA). It has also achieved the ICOMIA Clean Marina standard.

Finally, the third marina planned for Pathos will be located in Potima, and will have a capacity of 450 berths and cost a total of €320 million. This development will also include commercial buildings and villas. With enviable enthusiasm, Cyprus is shaking itself off from economic doom and gloom as it forges ahead with some of the largest and most impressive developments in the Mediterranean - all in a bid to be a first-class destination for boaters by 2023. Bright future for floating platforms Because every marina project is limited by the water and land space available, planning a marina means finding the ‘highest and best use’ of what you have. In addition to land/water considerations, marina architects are being asked to come up with features that make the client’s marina unique and distinctive. Both goals are met in creative new ways with floating platforms designed and manufactured by Bellingham Marine and its associates. Robert Wilkes reports
Engineering a Floating Platform Floating platforms are custom-built concrete dock modules joined together to form a broad surface or foundation. “Just about anything you can do on land you can do on water,” says Jesse Ellenz, general manager for Bellingham Marine’s Northwest US Division. “A floating platform can really differentiate a marina.” Ellenz has built scores of platforms in the company’s Ferndale, Washington, facility. Others are built at Bellingham facilities around the world and under licence. The newly completed river sports complex in Daejeon, Korea - a two-storey sports club and boat rental operation supported by a floating
platform on the city’s river system – is a good example. The project was built by Bellingham partner CKIPM Marine of Seoul, Korea. The design weight of the building and equipment was estimated at 49 tonnes and the platform was engineered to support a planned maximum load of 97 tonnes. The 18.6m × 12.5m (61ft × 41ft) platform was designed by IMC in Brisbane, Australia, cast in Seoul in six modules and transported to Daejeon where it was assembled on site. The manufacturer included cast-in ballast tanks in all four corners. These are filled with water as needed to level the platform and achieve the correct freeboard. The ballast system is easy to use and requires no divers or special equipment.

A floating platform supports the river sports complex in Daejeon, Korea. The structure comprises a two-storey club and pontoons for rental boats. As the river can go completely dry in some seasons, the engineers designed a steel-beam landing platform with rubber pads positioned on the river bottom under the platform. Whenever the river runs dry, the facility rests on the structure until the water rises. The strength of the new facility was tested recently when it came through a typhoon without harm. Craig Funston of Redpoint Structures is a veteran designer of floating platforms. “Calculating centre of buoyancy and freeboard is a challenge,” Funston explains. “It’s very similar to naval architecture. Trimming the platform after installation is essential - similar to ballasting a ship. We found that it’s best to build in trim capability up front, not as an afterthought. The trim system should be part of the design process.” Post construction trimming of the platform is done with counterweights, ballast tanks or flotation tubs. Flotation tubs are typically polyethylene chambers designed to fit in recesses formed under the floats during casting. Tubs may be sealed or can have small openings at the bottom that are flooded initially. After construction of the facility,

Funston designed the platform for a store, deli and fuel dock at the entrance to a marina in California. “We estimated the weight of the coolers and a full complement of food, beer, soft drinks and other goods in the store,” Funston says. “During construction of the building, we kept the platform level with the surrounding docks by means of weighted barrels that were gradually removed during construction and as equipment was installed and stock was delivered.”
Through-rods are normally as wide as the platform. Longer rods comprise sections joined with couplers, so through-rods of any length can be assembled. “The long through-rods need to be handled differently than the standard waler and through-rod system,” says Craig Funston. “They can be so long they would twist like rubber bands when the nuts are tightened. So, we developed a pre-tensioning process using a hydraulic ram to hold tension while the anchor plates and end nuts are secured.”
The dock incorporated buoyancy tanks that could be filled with air to increase freeboard. They were not needed when the project was completed, but they are standing by in case they may be needed in the future.
Walk on a floating platform and two things immediately come to mind: it’s as solid as Mother Earth and the modules fit together extremely well. “The fit is something we’ve been working on,” says Bellingham’s Ellenz. “We developed a manufacturing process called ‘match casting’. We cast the first float, then cast the adjoining float using the side of the first float as one side of the form.” The process also includes forming interlocking ‘shear keys’ so that modules fit together like Lego blocks. “Building large platforms in manageable-size modules allows us to transport and launch them with ordinary marina construction equipment,” Ellenz continues. “They can then be assembled into as large a platform as needed to suit the purpose.” Coal Harbour Marina in Vancouver, Canada, built its marina office on a floating platform.
Connecting the modules A finished platform is, to all intents, a solid unit. Bellingham Marine’s Jim Puder, general manager, Southwest Division, builds floating platforms in the company’s Dixon, California, facility. “We’ve made outstanding advances in how we connect the modules,” he explains. “Our method is a derivation of the through-rod and waler design we use in our Unifloat marinas, with double the number of throughrods.” This is done by adding a

Anchoring the platform Engineers calculate wind and wave forces on floating platforms just as they do for standard marina floats. Computing wind loads on the structures atop the platform is similar to calculating wind loads produced by large yachts moored to the dock. These factors are used to specify the loads on the mooring or anchoring system so that it can be designed to match the site conditions and predicted weather. Piles similar to those used in marinas are the most cost-effective and efficient method for anchoring a floating platform. Piles provide a reliable footing deep in the bottom soil and permit the platform to rise and fall with the tide. A floating platform anchored with piles will not change position horizontally with water level changes as it might with other anchoring systems. However, as water depth increases it may not be feasible to drive piles. This is often the case in lakes and remote locations where getting heavy-duty pile driving equipment to the site can be a problem. Care must be taken with anchor and cable/chain/elastic mooring systems to ensure a firm footing in the soil. Large concrete blocks intended as anchors may look substantial on land, but they displace a large amount of water and therefore have a low specific gravity, so they lose one third of their weight in water.
Counting the cost Surprisingly, a floating concrete platform is not significantly higher in cost than building the same structure on dry land. “Cost isn’t that big an issue,” Puder notes. “We recently built a
floating platform for Hornblower Cruises in San Diego, California. The servicing platform is 96ft long and 22ft wide (29m x 7m). Hornblower planned to buy two barges; we showed them we could do it with a concrete platform at considerably less cost and without the corrosion or fatigue issues associated with the barges. We were awarded the contract.”
Imaginative uses Floating platforms are often used to accommodate amenity/shower blocks and for marina offices. Harbour master and customs offices on docks allow personnel to have a full view of what is going on in the marina. This can also save on high value land use, as was the case at Coal Harbour Marina in Vancouver, Canada where a harbour master’s office sits on a floating platform because the inner-city location put a premium on land above the marina. The building also includes executive office space that is leased to the public. Floating platforms also support recreational activities such as dinghy docks, boat launches, boat rental businesses and sailing schools. Cap Sante Marina in Anacortes, Washington, has two party platforms that can be moved around in the marina. The custom-built launching platform at Channel Islands Boating Center in Oxnard, California, incorporates uniquely-angled water access points to make it easy for people of all abilities and skill levels to launch a vessel. Bellingham also built the fourteenth green at Idaho’s Coeur d’Alene Resort. A hydraulic system positions the green closer or farther from shore for golfers of various skills. After the tee shot, the green is accessed by boat. Irrigation water is pumped ashore to avoid polluting the lake.
The future Floating structures are finding increasing favour worldwide. “We see enormous untapped potential for floating platforms in our part of the world,” says John Spragg of Bellingham Marine Australia. “It’s easy to imagine more hospitality areas, shops and services for boaters, even homes and resorts on floating platforms. The ‘no impact’ mooring solution With environmental issues and resulting restrictions gaining increasing influence on marina planning, alternative mooring solutions will become ever more interesting. Besides the area above the waterline, suppliers have a duty to protect sea, river and lake beds from harmful human impact. Permission to install pontoons is often hard to obtain and ‘no impact on the underwater world’ can be a prerequisite, especially on lakes. Composite sales boost in summer season
UK manufacturer Dura Composites saw record summer sales of its pontoon decking in the UK and Italy. The surprisingly high level of orders in the UK (over double the norm) has been attributed to the harsh winter of 2012, which caused exceptional damage to decking and also prevented normal scheduled maintenance programmes from taking place. Harbourmasters and marina managers alike opted for Dura Grating (glass fibre) or Ultra Deck (timber composite) for a range of projects. Anstruther Harbour in Scotland, for example, moved forward with a Seawork pontoon system, supplied and installed by Intermarine, with sand coloured anti-slip Dura Grating decking; a hard wearing, low maintenance alternative to traditional timber. Operators at Muirhead Basin, meanwhile, opted for Ultra Deck.

In Italy, where partner company New Marinas has been completing a wide range of projects, environmental properties, ability to withstand higher temperatures and lifecycle costs are becoming more of a concern. Marina Cala Galera, a 650-berth marina on the Tuscan coast, opted for Ultra Deck natural look timber composite decking. “We wanted a hi-tech material that was extremely low maintenance but still looked great and was also made from recycled materials to fit in with our important environmental credentials,” explained marina director, Pietro
New moorings protect eelgrass What connects the Massachusetts Port Authority (Massport), the US Army Corps of Engineers (the Corps) and Hazelett Marine? Eelgrass. The same eelgrass that shellfish and finfish need for spawning and protecting their young. The connection began when Massport wanted to build a new concrete pier and the Corps, along with the Massachusetts Department of Environmental Protection (Mass DEP), raised concerns about the loss of eelgrass beds. Massport owns and operates Boston Logan International Airport, two other Massachusetts airports and the public maritime terminals in the Port of Boston. Travellers flying in and out of Logan have most likely noticed that Boston Harbor virtually surrounds the airport. Massport recently completed a significant Runway Safety Area (RSA) upgrade by extending the Runway 33L RSA over Boston Harbor with a pilesupported concrete pier 470 feet (143m) long x 300 feet (91m) wide. Before construction commenced, however, the ‘eelgrass’ issue needed to be settled. Although no harbour fill was involved, the eelgrass beds underneath the pier were never going to thrive if deprived of light; a concern that the Corps had to address in its role as custodian of the US nation’s water resources, and its flora, fauna and fish. To make up for the loss of the eelgrass bed and satisfy the Corps and Mass DEP, Massport agreed to transplant some 105,000 underwater eelgrass plants before the RSA deck construction started. It was not a Capitani. “We looked at a range of different solutions and chose Ultra Deck as it seemed to offer everything we were looking for with particular attention to the dimensional stability, colour stability and the acceptable surface temperatures, even in hot weather. We

In fact, several transplant experiments in other Massachusetts coastal towns have failed, and Massport’s transplanting programme fared no better. A new remedy was needed. Massport has agreed with the Corps and Mass DEP to replace over 200 chain-scouring single-point mooring systems currently located in other sensitive eelgrass beds. Harbour masters in neighbouring towns to Boston, if they choose, will be able to replace chain systems with Hazelett Conservation Elastic Moorings and environmentally friendly Helix anchors for free! Non-slip timber for good looks and safety A timber decking product without the slip hazard could prove a winner for marinas seeking a more secure version of the industry’s most traditional look. John Brash (JB), a leading UK manufacturer of timber battens, scaffold boards and decking, has developed a deck board with pressure treated softwood and anti-slip inserts that has so far been installed at UK inland marinas. Greenford, a specialist in civil engineering and landscaping solutions for waterways projects, has used JB Anti-Slip Plus deck boards on a number of projects. Grove Lock Marina in Leighton Buzzard, Bedfordshire (above), was amongst the first, in a refurbishment nearly five years ago, and Kings Orchard Marina near Lichfield is now following suit. “We mainly use slip-resistant decking for pontoons and jetties,” explains Greenford’s Bob Hutton. “It weathers nicely, blending into the natural landscape. It’s aesthetically pleasing and the anti-slip insert complements the deck both visually and in performance. The strength grading allows us to design the deck for correct loadings.” All boards are pre-cut in the JB factory in order to save on installation time, and the resin inserts are also pre-fabricated. The treated timber frame and bearers are set into a steel frame. Independently tested by the Health & Safety Laboratory in accordance with BS 7976, JB Anti-Slip Plus boards

are claimed to significantly exceed the minimum slip requirements. They are treated with preservative to either Class 3 (standard) or Class 4 (water contact) according to requirement so as to ensure longevity. All timber is sourced from managed forests and has full FSC or PEFC chain of custody and the decking comes with a 25 year guarantee against rot and decay. Easy-fit boards offer ‘green’ alternative
Recycled plastic 28mm tongue and groove board, supplied by Plasti, continues to prove a popular choice for new and retrofit decking projects in the UK. Portsmouth Offshore Group – a division of the Civil Service Sailing Association – has replaced softwood decking panels with recycled plastic boards and backing strips for pontoon walkways and fingers at its 165-berth marina in Gosport. The installation was completed by club members. Castle Marinas re-decked two piers and associated finger pontoons at Buckden, and Docking Solutions has used the Plasti supplied product at many locations including Trinity Landing in Cowes (below) and at Plymouth Yacht Haven. All decking boards have an anticipated life in excess of 35 years depending on type of use and can be recycled at the end of service life. As they are rot-proof and weather resistant, they are easy to maintain and are slip-resistant and quiet under foot. In addition to comparing favourably with the cost of hardwood decking, Plasti boards can often be pre-cut to keep expense to a minimum and avoid waste. Mooring to suit the soil Accurate assessment of soil conditions was crucial to the successful completion of two projects – in Hawaii and New York State – involving Helix Mooring Systems products and Seaflex elastic rodes.
Weak soil in Honolulu When a tsunami tore into Keehi Marine Center in Honolulu, Hawaii, it ripped the floating docks from their chain and duckbill anchor mooring system. The owners were swift to note that a nearby marina – whose docks were moored with Helix anchors and Seaflex – survived the onslaught. A decision was made to install an identical dock mooring arrangement at Keehi and Helix was called in from Maine to anchor new floating docks supplied by Blue Water Marine. Having worked on the first project, Helix was very aware that the major challenge was going to be screwing the anchors into very weak soil (Class 8 in terms of Standard Penetration Testing with ‘Weight of Hammer’ value to 60ft). As per the first marina installation, the company provided extra long anchors with above average diameter shafts and oversized helical discs to compensate for the soil. These had already been load-tested twice; first with barge, crane and dynamometer during installation, and later by the actual tsunami. Load testing anchors is not normal practice but was undertaken due to the quality of the soil.
Mud, clay – or nothing – in Rock Island The New York State Office of Park, Recreation & Historical Preservation determined it was time to remove

an old crib-based fixed pier which provided tourist/visitor access to an historic lighthouse on a tiny island in the St Lawrence River. New floating docks from Techni Dock, designed to accommodate ten boats up to 28 feet in slips and a 65ft sightseeing vessel on a T-end, were selected. Helix Mooring Systems was chosen to supply and install the dock mooring arrangement, which comprises Seaflex
– sized to extreme design conditions including wind, wave and river current – and Helix Mooring rock bolts. The latter were selected because the soils at the anchor sites ranged from non-existent to 2ft or 3ft of mud/clay over ledge, i.e. insufficient soil for standard anchors. Existing soil, where present, was cleared off the granite ledge river bed and holes were pre-drilled for the rock bolts. Submersible hydraulic drilling equipment, managed by one diver, was used to drill the holes into which the rock bolts were epoxied. The anchors had to be positioned to give clearance over the Seaflex rodes where they passed through boat slips to ensure there would be no keel or propeller interference during times of extreme low water. This was accomplished by running the mooring rodes from the connecting brackets under the main walkway and the wide inshore and T-end fingers. The connecting brackets supplied by Techni Dock extended 1ft 6in below the water line to further improve clearance in the slips. The brackets are secured to the longitudinal dock framing and covered over by deck boards to give the whole dock system a clean appearance. PIANC REPORT: The systemic role and design principles of drystack The literature on drystack planning, design and operations is relatively limited compared to that for wet slip marinas. For this reason, PIANC’s Working Group 132 was tasked to produce practical guidelines for drystack storage facilities. Within this broad goal, the group focused its efforts on issues that are often not addressed in literature, such as the systemic role of drystack in terms of geographical region and operations analysis for the design of drystack facilities. Group chairman, Esteban Biondi, gives a summary of the findings. The word ‘Drystack’ is commonly used for a facility that is purposely built to handle and vertically store boats on racks on land. In its most common use, it implies a professional operation by a commercial enterprise, dedicated staff and boat storage as the primary purpose of the business. It can be a stand-alone operation or combined with wet slips and/or service areas. Drystack also implies a means used to store motor boats as opposed to canoes, kayaks, small sailboats or sailing dinghies. Main classifications of drystack
facilities are described in the report, analysed in terms of their main features and followed by selection guidelines. Typologies based on the mechanical systems employed for lift and land transfer, type of storage structure and operational requirements are discussed as a broad menu for the planning process.

However, drystack facilities can serve a dynamic segment of boat types, with significant systemic efficiencies and valuable solutions for individual projects. Public entities, government agencies, environmental organisations, industry groups and developers benefit from a systems approach to the evaluation and planning of regional boating infrastructure. In some cases, there is a desire for master planning of regional boating infrastructure systems. Several government plans for regional boating infrastructure have been undertaken in recent years in many parts of the world. The triggers for these analyses are very varied and include: developing nautical tourism; encouraging comprehensive boating industry growth; promoting waterfront regional development; coastal environmental planning; or a combination of these objectives. However, these efforts commonly don’t consider the full range of boating infrastructure types, ownership models and business models, and often overlook the role that drystack may play in the system.

Drystack serves a dynamic segment of the boating market, with size range and types that include the largest number of boats in a mature market, and has a large positive impact on the recreational marine industry. This understanding is critical when trying to develop a vision of boating as a large scale recreational activity (not only a luxury for the very wealthy) and development of industrial and services economy. It is often assumed in published literature that developing countries do not need drystack facilities. However, countries with only localised boating development benefit from the availability of drystack facilities to optimise boat storage or facilitate boat sales. For example, small but numerous drystacks exist in the Bay of Cartagena (Colombia) and an array of several relatively sophisticated crane drystacks have existed for decades near Buenos Aires (Argentina). These facilities evolved over time due to the demands of developing boating markets and the efficiency offered by drystack. There is also a strong case to support the use of drystack as part of the boating infrastructure of a large
resort or residential community and for large urban waterfront redevelopments. One successful example is the planning of the marina at Puerto Los Cabos, which allocated adequate spaces and allowed for the construction of the first operational drystack in Mexico. However, the inclusion of drystack facilities in large scale waterfront projects is often inadequate and land planning, siting, operations assumptions and space allocation are so poor that it becomes impractical to design a facility within the set restrictions. The combination of these phenomena leads to a severe restriction of potential development of drystack facilities, despite the potential benefit for the development of boating.
Systemic advantages Drystack is usually adopted to store smaller motor boats than are to be found in wet slips. Indeed, drystack systems were first developed in the USA in the early 1960s to provide more secure storage for small motor boats. Its initial systemic role was limited to expanding the supply of berthing capacity and providing an alternative

It also made for more efficient use of waterfront land area for dry storage (previously in surface dry storage on stands or parking for boat trailers). In comparison with marina dockage, the drystack allows for a more efficient use of protected water area, in exchange for land use. Typically, in a marina that includes wet and dry berthing, smaller motor boats would be placed in dry storage, in order to allow for more water space dedicated to larger motoryachts and sailboats in wet slips. For the redevelopment of older marinas (or converted port waterfront areas), where protected water spaces have a premium value, drystack offers a feasible option to relocate smaller motor boats (previously in wet slips) to drystack facilities. Drystack is very convenient for the residential boat user but it is generally inadequate for transient berthing (a few days) or daily use, and it is not efficient for commercial use (such as charters and tours). Boat rentals and boat clubs (shared ownership) also benefit from drystack use. Drystack facilities allow for efficient seasonal storage of boats, since it provides protection for a large number of boats with an efficient use of land space. This is very common in boating regions with severe winter conditions, which require complete shutdown of all boating operations, but can also be very efficient in regions with harsh summer conditions (such as the Arabian Peninsula). The Report Drystack makes for a profitable business, as long as it is designed properly and is based on a solid market assessment and rational cost structure. As opposed to a boat ramp or surface dry storage, the drystack is much more efficient in the use of land area. Since the drystack is operated as a business, it both satisfies the economic interest of a developer as well as the public interest of access to the navigable water bodies for recreation. Compared to wet berthing, dry berthing in an enclosed drystack protects the boat from environmental damage and general wear and tear caused by sun, rain, wind, dust, fouling, etc. Studies in the USA in the early 1980s discuss the energy efficiency of drystack storage as opposed to boat trailers and private inland storage. Little research has been done recently along this line, but it is a valuable systemic approach for consideration in regional boating infrastructure planning.

Drystack expansion at Pirate’s Cove Coastal Marina Management (CMM) and North Lagoon Partners have announced plans to significantly increase drystack storage at Pirate’s Cove Marina in Panama City Beach, Florida. In a move that will make Pirate’s Cove one of the largest dry storage facilities on the northern US Gulf Coast, the new boathouse will provide an additional 450 drystack slots for boats up to 45 feet in length. Little River boosts efficiency... Little River Boat Yard, a full-service marina on Seconsett Island, Mashpee, Massachusetts has boosted its specialist family-run drystack business by purchasing a new Marine Travelift (MT) M2000S forklift. “Rack storage is rare in the northeast, and the Burtis family story is a good one,” explained Jack Anderson of MT dealer Martin Walker Co. “In 1976, Bill - the father - bought a small marina and cottages, and then Jonathan - the son - moved to rack storage that helps provide security for the vessels from storms. The yard still has a real family atmosphere, with Jonathan’s daughter Jennifer in the role as business manager.” In 2002, the owners of Little River Boat Yard bought a new M2000 forklift to help manage yard operations but decided to add the M2000S this year so as to give them double the performance and a valuable back-up during busier times. According to MT, the M2000S forklift has a shorter wheelbase than an average 20,000lb capacity machine and this improves the overall turning radius. As the operator needs less space to manoeuvre, larger boats can be stored more efficiently.
...and Badalona readies for expansion Plans are in hand for extended drystack facilities at Marina Badalona in Barcelona, Spain. The marina, which has been operational since 2005, currently has 643 wet berths for boats of 8 to 30m (26 to 98ft) and a 150-berth covered drystack for vessels up to 8m (26ft).
Increasing customer awareness of the benefits of keeping boats out of the water and
under cover has led to high demand for dry berths and signalled the need to consider a second phase of development. “We will move forward with the second stage by creating additional racks for boats after we’ve consolidated what we have,” explains marina manager, Imanol Sanz. “The number of vessels in this area has grown since last year,” he adds. Built in 2010, the covered drystack measures around 2,000m2 and has a substantial area of open drystand where larger boats can be stored. The facility also has solar panels. A key element of the storage arrangement is a Marine Travelift (MT) M2500 forklift which can handle boats up to 11,500kg (25,000lbs). Supplied by MT dealer, Almarin, in 2010, the unit is compact in design and well able to work within the confines of narrow drystack aisles. State-of-the-art – but just a prototype In 2004, Maff-Stack, LLC, a corporation of Bill Maffett, his son, Brian Maffett, and fellow engineer Mark Williams was contacted to present a proposal for a drystack marina at the old Everglades Marina in Ft Lauderdale, Florida. The development owners, represented by Chris Rosenberg, were promoting a new concept which consisted of a high rise residential condominium complex that also provided on-site boat storage for its members.
Boat storage in Ft Lauderdale was limited and access was at a premium. There had previously been a smaller drystack marina building on the same property, but the developers wanted a ‘state of the art’ drystack storage building which could meet the expanded needs of their condominium customers. But the development owners had a density problem that could not be overcome with conventional drystack technology. The available building footprint for the boat storage facility could not accommodate either the size or quantity of boats desired. A minimum of 40ft boats, and preferably 50ft boats was needed. The Maff-Stack solution – to ‘go vertical’ – (the subject of a detailed article in the July/August 2006 issue of Marina World) enabled the developers to maximise the property value as Maff-Stack technology (versus forklift or stacker crane) required 20% less floor space due to its narrower centre aisle and reduced turning radius.

Port Marina in Ft Lauderdale, Florida, has been in operation since January 2006 and stored some of the biggest, heaviest and most expensive boats ever to be drystack racked. The development plan called for 125 berths. For Maff-Stack, this was no problem as storage height was not limited by its technology. The facility was designed to the maximum height allowed by the local zoning at 90ft in height. Four levels of racks were designed, the highest level being at over 70 feet above finished floor. Additionally, Maff-Stack technology allowed the heaviest boats to be stored in any berth, including the highest level. This was a great advantage when compared to other options. Maff-Stack also satisfied two additional vital demands. Boats could be turned 90 degrees during the stacking operation and the system was hands-off and fully automated using pre-programmed step paths of travel that stored boats with a ¼ inch placement accuracy. Cycle time,
originally specified by the developers to be within 15 minutes, was halved: Maff-Stack developed anti-sway cabling technology which doubled crane speeds. The Port Marina stored its first boat in January 2006 and the system has required nothing further than the routine, scheduled maintenance typical of an industrial service bridge crane. According to Bill Maffett, it has stored some of the biggest, heaviest and most expensive boats ever to be drystack racked with zero boat damage and minimal boat owner complaint. It is, however, just a prototype. Four options are available: 1. The lowest priced system is basically two parallel outside steel racks on each side of the centre aisle that is approximately 4ft wider than the length of the longest boat to be stacked. An overhead bridge crane and cradle extend over the centre aisle between the two racks. The system can extend over the water for direct launching or retrieving or can be remote from the water and work in conjunction with ground transportation (a forklift, for example). This economical system prices out to be less than wet slips of equal dimensional characteristics. The racks are open and there is no roof. 2. The next system is identical but a roof is installed. When including a roof, a sprinkler and fire protection system might be required. 3. The third system adds outside walls and completely encloses the facility. 4. The fourth system includes the above but adds a number of amenities and desired features, e.g. spray cleaning system, climate and moisture control. A motorised lift bridge gives access to both sides of the centre canal and upscale lounge and receiving centre, along with other amenities. Possibly the most outstanding feature of the Port Marina Drystack is its strength and ability to withstand hurricane wind forces. The drystack has experienced two major hurricanes and has not suffered any structural failures or damage to boats. Global launch of carousel drystack concept Further to its domestic launch at the Southampton Boat Show last year, UK company RotaDock is now poised to go international. According to RotaDock’s Andre van Heerden, the company has planning applications in process for six drystack operations on five different continents, is at pre-application stage for two projects in the UK and has identified a further three UK sites. The ground breaking ceremony for the first UK project is scheduled to take place in January 2014. The RotaDock drystack concept (see Marina World January/February 2013) is an automated carousel-based invention, designed to capitalise on the shape of the boats stored. This
makes best use of surface area as well as volumetric space. The structure contains designated custom-built cradles for each boat and the circular stacking is multi-level. RotaDock will be one of the main sponsors of a new marine conference and trade exhibition initiative – Marine Confex14 – to be held in Bournemouth, UK, 18th-21st March 2014. Van Heerden, who is acting as chief executive of the event, will take the opportunity to launch RotaDock’s international programme to delegates. The company will also be formally

The purpose-built operations centre will support the company’s growing network of operatives around the world and also service new emerging markets. the factory is perfectly positioned for international shipping and has both air
and land supply chains to all parts of Australia. M-Tech now has manufacturing capability in four key locations in the world, directly and via agents such as UK-based manufacturer/ distributor RMCS. The company has also taken active strides to further strengthen its presence in the Asian marina market by appointing PMM Marine, a full service marina designer and builder in Malaysia, as its agent. PMM, headed up by Paul Arul, has recently completed major projects in Kuching, Johor, Penang, Sentosa Singapore, Vietnam, Indonesia and the Philippines, using the M-Tech range of equipment. Closer to its home base, M-Tech has completed a flurry of projects in Tasmania. Pacsoft launches NG Wizards
According to Chris Thomas at marina management software specialist Pacsoft, the need to meet customers’ specific requirements in a user-friendly manner has been the most challenging aspect behind the management solutions the company has developed over the past 14 years. Marina and boatyard operations are far more complex than any other typical business as they are governed by a host of variables: location; type of water space; local cruising area; amount of land; and local demographics. As Thomas points out, there are vast differences in the business operations of a land-locked lake marina with shallow waters and a port of entry boatyard on a major cruising route. A marina is not one business but, in fact, many. There are diverse areas to manage, diverse income streams, and varying health, safety and environmental concerns and legal liabilities. The general pricing model is in itself more complex than for hotels,
for example, where simple pricing on a per night basis is the norm. The challenges for marina and boatyard software providers are thus to reduce the dependence on staff ‘remembering’ everything they need to do; to offer flexible processes to ‘guide and lead’ staff to do the right thing at the right time; and to provide a system that can be operated efficiently without extensive staff training. Pacsoft meets the challenge with its ‘next generation’ software, Pacsoft NG. It is more intelligent, flexible, customisable and easier to use whilst allowing for the special complexities found in the marina business. The first step with NG was the introduction of the ‘Visual Marina’,

where boats in the marina and yard are shaped according to type and drawn to scale. The ‘visual’ benefit has helped staff tune in to the entire administration and billing process far more easily. The ability to create specific and individual reports and queries in graphical format was also addressed using the familiar Microsoft Excel. The final touch to NG comes with Pacsoft’s newly introduced NG Wizards. When connected together, the floats form a 390ft (118.87m) long attenuator that offers 6,000 tons of protection for the marina. Five additional float sections are planned. According to IMFS, the attenuator offers a host of advantages. It is more affordable than traditional same-size breakwaters and cheaper and easier to install. It is claimed to be unsinkable ‘for life’, earthquake proof and have a service life in excess of 100 years. The breakwater requires no underwater maintenance, has no adverse effect on marine life, can withstand heavy loads (trucks and machinery) and is fireproof. Air-assist boatlift models
The Landing and the SeaPort are the first models in an innovative new series of floating boatlift products released by HydroHoist Boat Lifts. Both feature new ‘air-assist’ technology; a hybrid concept that mates the best features of HydroHoist’s drive-on docking platforms with the convenience of its traditional submersible boatlifts. The units provide for fast drive-on/drive-off loading and launching, making them particularly user friendly, and have stable platforms to give convenient access to the boat. They also set a new standard for shallow water boatlifts, with models that require as little as 20 inches of water for lift and launch operation.

She takes over the role from Melanie Symes whose successful tenure led to a 20% increase in association members.
