ESPITE rule number 63 of the National Assembly prohibiting members from using offensive and unbecoming language, parliament has become a scene of shame where members engage in public spats. Last week, chaos erupted in parliament after EFF member Reneilwe Mashabela refused to vacate the house after calling President Jacob Zuma a thief for refusing to pay back the money spent on his Nkandla home. NOKULUNGA NGOBESE spoke to city residents to find out what they think should be the solution.

"Although the president was wrong to use taxpay ers money to renovate his home, it is wrong for parliamentary members to behave like this. Before the EFF went to parliament, there were no such problems. It should be disbanded."

"The president should attend parliamentary sittings so that he can answer for himself. Opposition parties seem to be using this opportunity to push their own agendas. Only the president can solve the matter and only after he has appeared, will things get better."

Gugu Ngcobo "Parliament has lost its dignity. Our leaders have forgotten about our needs but instead they are fighting for positions. There are those who have their own personal issues against the president, and are using parliamentary sittings to divide members even further. Parliament has become a kindergarten and it is up to its members to restore dignity."

Wandile Njilo "If the EFF is not disciplined, it will bring the dignity of parliament into disrepute. Something must be done about their behaviour and there are certain opposition parties who are condoning their behaviour and they must be stopped. As leaders, they are supposed to be role models. They are also creating a bad impression about our country to other countries."

Investigations into ECHO 3 cracking Caluza houses 27 November 2014

>> Building structures found to be dangerous to life will be vacated with immediate effect NQOBILE MTOLO

>>news@myecho.co.za

A

GEOTECHNICAL study by SRK Consulting Engineers shows that many houses in Caluza have cracks because there were no proper building plans, and that the soil is not durable for accommodating building structures. This research included ground movements experienced in the area, the total extent of the affected area, technical findings of underlying soils, total number of houses damaged and their condition, total number of households affected and their details and a recommended solution to the problem with cost estimates. It is stated that such findings from the report will be communicated to the community. Building structures found to be dangerous to life will be vacated with immediate effect,

and such structures will not be further inhabited. Some of the findings by the infrastructure unit show that the informal area of Caluza is located within a valley, or natural water shed, which carries a large volume of storm water than the surrounding areas. The buildings that lie within this area have been severely damaged. The slumping of the soil is gathered to be due to poor surface and subsurface drainage, saturated soils and the shallow water table which exists with poor storm water management. Deputy municipal manager for economic development Dr Ray Ngcobo told the Executive Committee (Exco) that it will be a challenge to attend to matters that occur on privately owned land. “Those sites are privately owned and unfortunately some of them [houses] do not have approved plans. So the houses would not

have been built through the building regulations. “Because there was no geotechnical analysis, which is a requirement before you build a house, the houses have started cracking. Some of them are on a flood plain and the land is wet. “At times we are limited on what we can do because it is privately owned land, however as a government obligation we will engage them tosupportwherepossibletoavoiddisruptions,” said Ngcobo. Mayor Chris Ndlela said that the situation in Caluza needs intervention. “It’s a combination of proper and improper houses. The situation is very bad. I know of one house that collapsed as a result of the movement of the foundation. “Unfortunately the owners rebuilt a new structure on the same site. The situation is not very good,” he said.

NQOBILE MTOLO

>>news@myecho.co.za THE Executive Committee (Exco) has called for an immediate establishment of the street naming and geographic names committee. This committee will ensure that street naming and house numbering is undertaken, especially in the Edendale area. “It becomes hard at times to recover our services, charges and costs when we do not have a physical address to send the bills. Given the fact that this is the requirement of the geographic street naming act, allplacesandpropertiesmustbenamedwherenecessary,”saiddeputy municipal manager Dr Ray Ngcobo. Exco member Bill Lambert said that street naming and house numbering needed immediate progress as this has been raised before. “Thishasbeenraisedyearinandyearoutbutwehavedonenothing. This is something we must progress,” said Lambert. Ngcobo said that it is compulsory for any property owner to display the house numbers, not only for private and public use but also for legal purposes. This will also help meter readers to identify houses for record keeping when reading meters.

ARENTS are urged to be part and parcel of their children’s education by teaching them the basics at home, said Pastor Sthembiso Zondo at the annual prize giving ceremony for the Grade R’s at Silwanetshe PrimarySchoolinWillowfontainlastThursday. Zondo, who is well known for his motivational talks, was a guest speaker at the event which was attended by different officials from the Department of Education. Among the guests invited was Dr May Mashego, the wife of former premier Dr Zweli Mkhize who is currently the national treasurer of the ANC. Teachers from local schools also came out in numbers to witness the ceremony, which included a graduation for the Grade R’s pupils who will be entering their primary education phase next year. School principal Siyabonga Ngcobo said

that as teachers, their vision is to see the school producing the best youngsters. “We want the school to portray the image of a so called multi racial school. We are lucky that wehavededicatedstaffmemberswhosedream is to see the school performing at its best,” said Ngcobo. Zondo said it’s every parent’s duty to offer concrete support at home. Giving some scenarios about his childhood life, he urged parents not to be selfish by throwing the task of educating their children to the teachers at school. “There are things that should be avoided and not be voiced out in the presence of children. At their age, their minds are able to absorb anything, especially when it is negative. Be that kind of a parent who continuously encourages his or her child, even on small things. Those compliments could go a long way in making your child the best person he or she could be in future,” said Zondo.

Plan your own funeral P

PHOTO: FILE

Planning your funeral makes it eas ier for your family to cope during a time of grieving.

EOPLE plan for many things well in advance. Finances are set aside for schooling, buying a home, retirement and even holidays, but despite it being a certainty, fewer people plan for their own deaths. Death is not an easy subject to discuss, especially when it is your own. Few people enjoy facing their own mortality. But as anyone knows, dying is not something that can be scheduled. Advance planning can ensure your

wishes are followed and can remove some of the emotional and financial burden from relatives. There are dozens of decisions and tasks that come into play with funeral planning. The cost of a funeral can be very high. Without pre-planning on your part, finances are just one of the many tasks relatives would have to handle. Here are some things to consider when pre-planning your funeral: • Contact the funeral director about what you want. • Choose a cemetery.

• Contact insurance agents. • Select a casket and burial location. • Choose clothing. • Decide on the flowers and music for the funeral. • Arrange transportation. • Contact friends and family. • Order thankyou cards. • Sign legal papers. • Pay for the services of doctors, funeral directors, etc. Depending on the advance planning you do and the service you use, many of these tasks can be

handled by you, leaving relatives to take care of personal condolences. This makes it easier for them to cope during a time of grieving. It also ensures that they are not taken advantage of financially, by people who profit at the expense of other’s grief. There are many options in advanced funeral arrangements. If you think pre-planning might be the right idea for you, discuss it with family and explore options. It could be an important component of overall estate planning.

TALKING FOOTBALL

SOUTH Africans are not fair on our professional footballers. I sympathise with May Mahlangu. A lot has been said by many South Africans about patriotism, love for the country etc. I doubt if any of us in this country are patriots. Presently, young prospective footballers play football in conditions not befitting human beings. Many of them are trying hard to use football to get out of poverty. I think May Mahlangu was once in that position. How many of us serve football and South African people in our various positions with honesty and dedication? Is it a love for your country when friends and relatives are given positions ahead of deserving candidates? Is it patriotism to build massive stadiums for a few elite while masses have no proper football facilities? Is May Mahlangu worse than municipalities that do not cut grass and mark the fields for lower division teams? Please dear South Africans, make me understand if loving your country entails undermining local technical expertise? Is it about promoting the so called Liverpool International Schools way of playing football? How many South Africans will sacrifice their jobs to serve the so-called nation? We are very selective in terms of judgements. We thrive on attacking the weak and small. I would have loved to see the response if this boy played for a club of powerful personalities. Presently, many of our young people are neglected in football. Our country and football are not showing any love to them. They are treated like strangers in their own country. We host and dine visitors with the best dishes while the youth lack basic football facilities and equipment. We make empty speeches referring to them as the future of the country while contributing nothing to their journey. I suggest you pause and think about someone with no contract to secure him for immediate future. Will Safa pay him Perfume a salary if he gets a serious injury without a club? Which club can offer an injured player a new contract? Clubs pay monthly salaries for footballers. R375 Any wise man 100ml will consider his family first before SAVE the so-called “naR tion.” “ORIGINAL” Loving your country entails loving yourself first. Unzima lo mthwalo!

THE muchtalked about Telkom Knockout final between Platinum Stars and SuperSport United on Saturday afternoon at Orlando Stadium is expected to be a nail biting affair. Firstly, the match is likely to divide soccer diehards around Mzansi because it will be treated as Gauteng against North West. The DSTV funded United is based in the capital of the country, Pretoria, popularly known as Jacaranda City. Stars is based in Rusternberg’s North West and owned by Royal Bafokeng tribe. What is more interesting is that the Rusternbergbased outfit are reigning champi ons and will do whatever it takes to take home R4,25 million. Stars head coach AllanFreesesaysthatSat urday’s final against United will be tough, not only for his side but for everybody. Freese refused to admit that his team will be under pressure on Saturday because they are defend ing champions. Stars captain Vuyo Mere says his dream is to defend the title again. United’s head coach Gordon Igesund says he was happy that his side has reached the TKO finals and is hoping that a handful of his experi enced players will see the side to success, although it’s unlikely to be easy. “I also hope our seasoned campaigners like Thuso Phala, David Mathebula and Thabo September will play a leading role onthefieldtobringuspositiveresults. It’s going to be a tough one for everybody,” said Igesund. Jerry Barnes.
