JAZZY Sundays rile residents

>> Residents beg for music to be turned down before midnight NOKULUNGA NGOBESE

AZZY Sunday sessions at a “shisa nyama” in Sobantu’s Smith Drive have turned into a nightmare for residents, with loud music ruining their sleep. Residents who spoke to Echo, but who did not want to be identified, said that on Mondays they are forced to drag themselves to work and school because of sleep deprivation. “We feel that we are being held hostage in our own community. The music is played at an extremely high volume. Residents only enjoy peaceful sleep until Saturday evening and then no sleep on Sunday and back to work on Monday. “It is unheard of that home owners in a residential area can be disturbed by such noise levels, especially after 9pm, on a recurring basis. I foresee raised stress levels if the situation continues, as matric pupils will be unable to study for examinations on Sundays.” When Echo visited the area on Monday, many residents complained about the noise levels, saying things would be helped if the sessions could end before midnight on Sundays.

“We are not against them attracting customers through music, but it must be done responsibly. We have old people and babies who want to sleep through the night, but are disturbed by this music. No matter how much you try, you can’t ignore it.” Anotherresidentsaidthatthisisnottheonly place they have a problem with, as there are many taverns that do the same thing. Shisanyama owner, Mandla Nene, said that for three years, he has been playing jazz music but no one has ever complained. “I only play music on Sundays and by 12 midnight, I lower the volume. Those who are complaining must come to me so that we can reach an agreement. My wife also wakes up to go to work, so I cannot play music throughout the night. I will not stop entertaining people through jazz music, as it is a stress reliever.” Ward councillor Thandi Matiwane said that she is not aware of the complaints. “Wealwaysencouragepeopletoreportsuch complaints. If there is a tavern that plays loud music after 10pm, it should be reported to the police. In this case, this is not a tavern but a “shisa nyama” where people bring their own drinks. But people are still allowed to exercise their right to complain.”

Sentech spoils the party for KZN Capital FM

DUMISANI ZONDI

HE management of KZN Capital 104FM are keeping their fingers crossed that Sentechwilllinkthecommunityradio station by 15 June so it can go live. In an article last Thursday, station CEO Jerry Jones was sure that the stationwouldbeonairbythisSunday, afterhewaspromisedbySentechthat it would have been connected to their transmitter any day from 16 April. Due to this assurance, management assumed that broadcasting equipment was the only thing standing between the station going on air and its potential listeners enjoying its long-promised service. However, New Installations company (NIC) met its obligation last week and installed state of the art equipment for programme and news presenters of the multi-lingual station. Sentech's delay is throwing into disarray the station’s plans to go on air by Youth Day, which is next Monday. Jones said he was uncertain of what is happening as they had paid Sentech R16 000 on 16 April to link

the station to their system, but no explanation had been given for the failure thus far. “NIC have delivered on their promise. Telkom have done its work and we are now just waiting for Sentech. We do not know what is delayingthem,-wehavebeenwaiting since April,” said Jones. He said he has liaised with Sentech’s KZN regional accounts manager, Joseph Claassen, with whom who he had signed a contract. Claassen confirmed that he had been working with Jones on getting the service up and running, but referred queries to his head office in Johannesburg. Sentech communication manager, Phindi Nkomo, said they are waiting for equipment that they have ordered to connect KZN Capital 104 FM. “The problem is that the equipment is not ready, it will only be ready mid-June. So I’m not sure if the connection will have been done on June 16,” she said. At least 31 people, including presenters, news readers, technical and content producers and management are ready to deliver on the station’s mandate.

Should the draft informal trading policy be passed, PMB informal traders will be allowed to do their work without any unfavourable conditions.

NQOBILE MTOLO

HE Msunduzi Municipality will target informal trading inthecityaftertheExecutive Committee (Exco) passed a draft on the city’s informal economy policy. After going through all the appropriate channels, this draft is still to be adopted by full council. Informal trading is rife along two of the busiest streets in the city, being Langalibalele (Longmarket) Street and Church Street. The draft informal trading policy states that the main purpose is to create an environment that allows informal traders to do their work without any unfavourable conditions or legislation hindering

NQOBILE MTOLO

them, and to strengthen the relationship between the traders and the municipality. The policy targets smaller and unregistered informal businesses and applies mainly to hairdressers and barbers, traditional medicine, traditional wear and bead work, pay phones, shoes and shoe repairs businesses, taxi drivers, photographers, cardboard collectors, panel beaters, car wash and waste pickers, to mention but a few. Before the draft policy was passed, the municipality had sent the copy to various stakeholders for comment. In response, the Pietermaritzburg Chamber of Business (PCB) CEO Melanie Venessstatedthatthemunicipality

must be careful not to exploit the vulnerableandthatthemunicipality must consider the rights of the already established businesses so as to guard against unfair competition. PCB also stressed the importance of dealing with counterfeitconsumergoodsasthis is illegal. At a recent Exco meeting, councillor Thulani Xulu said that the informal traders who sell second-hand clothing at the corner of Church Street and Boshoff Street have even erected a tent. He asked why this has not been addressed over time. Exco member Eunice Majola answered by saying that the municipality has lacked the enforcement of the bylaws, adding

thatthereissomethingwrongwith the system. Msunduzi mayor Chris Ndlela said that the municipality needs to implement enforcement as this will help structure street trading. The implementation of the policy will see the establishment of the Msunduzi Informal Economy Chamber, which is a body that will represent the informal economy issues at local council level, disseminate information on effective organisational strategies for promoting and protecting the rights of the informal economy stakeholders, work in partnership with the private sector and centres of trade unions, and where applicable engage in fundraising campaigns for the benefit of informal economy stakeholders.

The deputy chief of mission, VirginiaPalmer, saidthatsheishappy that the American Corner can play a smallroleinensuringthatvisitorscan access information that will help them make better decisions about their lives. “The American Corner went live late last year and I was really impressed to hear that this has helped triple the usage of the American Corner from 900 users to 3000 users a month. “The internet project and WiFi installation cost about R25 000. Librariesarespacesthatincreasingly bring us all together to find solutions to challenges and to find information to engage with the wider world,” said Palmer. The American Corner initiative was officially launched in 2006 and each year, the American Consulate upgrades the resources which includes the internet connection. In South Africa there are only four libraries installed with the American Corner project - Cape Town, Johannesburg, Pretoria and KwaZulu-Natal. Municipal manager Mxolisi Nkosi saidthattheWiFiproject, aspartofthe American Corner, is one of the

The deputy chief of mission, Virginia Palmer, delivering her speech during the launch of the WiFi project at the Bessie Head Library. demonstrable partnerships that the municipality supports to ensure that the municipality meets one of its six strategic priority outcomes, which is to ensure an accessible and connected city. Ward councilor Eunice Majola urged Bessie Head librarians to be advocates and teachers in disseminating information to the public about

the American Corner. “I encourage them to spread the word about the American Corner WiFi, especially to those who do not know about WiFi. “I see this programme as an outreach programme which can be used to reach out to the community to help bridge the digital divide,” said Majola.

CITY organisations who had applied for funding for their development projects from the Motsepe Foundation will know their fate by July, after billionaire businessman Patrice Motsepe visited the city for the final adjudication process last Friday. Last year, Motsepe donated R10 million through the Motsepe Foundation to city organisations in the sectors of education, youth, women, Small, Medium Micro Enterprise businesses and co-operatives(SMME’s), NGO’s, churches and traditional leadership, sports, arts and music. An agreement was made that potential beneficiaries would apply through the uMgungundlovu District Motsepe Foundation and Development Forum. To date, about R1.3 million has already been used for bursaries to 25 needy tertiary students. Foundation spokesperson Sandile Langa, said that while R8.6 million is left to be utilized, the purpose of the visit was to consult with the public in order to find out which sector needs urgent

attention. Chairperson of the District Motsepe Foundation Funding and Development Forum, Reverend Caleb Mbokazi, said that the application process has been ongoing since last year, and if all goes well by the end of July, successful applicants will know their fate. “Once the money has been distributed, people must take ownership of the project. We are grateful to the local funding forum as they have not misused the money. In other districts you find that out of the R10 million distributed, only R6 million is used for developmental projects. “We will monitor the district once a year to check if the money has been spent on sustainable projects. We are what we are because of the many people who have supported us, and that is why we are giving out the little that we have,” said Motsepe. Expressing gratitude, Deputy MayorThobaniZumasaid:“Weare grateful to have philanthropists like him, as when God blessed him, he did not forget the poor. It is a challenge to others as well. Government cannot do everything alone.”

SOBANTU design student and model has put Pietermaritzburg on the fashion map after walking away with a major prize in the Rising Sun Gold Challenge Race in Durban on Saturday. Brian S’yabonga Myeni (24), a second year design student at the Bhika School of Fashion Design, beat over 100 peers to be announced the winner of the best student designer in the animal print

and leather garment category. Speaking to Echo, an ecstatic Myeni said his family and church were so happy for him after scooping first prize. He was also a finalist for the most striking couple category and his model, Channel Cole, took fourth position in the competition. His winning garment was worn by model, Connie Zondi from Woodlands. “I’m overjoyed. I am in this industry to stay and I’m determined to continue climbing the success ladder,” said

Myeni. He said he had a love for designer clothes from when he was very young and his mother would always take him to designers to choose what he wanted to wear. Myeni, who believes he has a calling to be a pastor, would have liked to be a naval pilot but he is content with what he is doing at present. He said his family and his church - God’s Holy People Ministries International - are proud of his achievement and are very supportive of him.

Many of them feel that the former KwaZulu-Natal Athletics (KZNA) chairman, and ex-Amanzimtoti College of Education 110 metres hurdler, needs time and support from all quarters in order to survive. Former ASA and KZNA executive member, Dr Simon Dlamini, this week told Echo that Skhosana was the right candidate to lead the new ASA board. Dlamini said that the KZN former schools athlete needed to be supported, and that the fact that he won elections by such a wide margin means that the majority of regions trust him. “I personally believe in him and he stands a good chance of taking athletics in this province to the next level. Besides being the former KZNA chairman, he is a former provincial athlete and fully understands the needs of athletes,” said Dlamini. Former ASA vice president, 2004 New York and Mumbai Marathon winner Hendrick Ramaala, pleaded

I also believe tht our development programmes and transformation need to

be a reality,” said Skhosana. Asked about the old, negative allegations during his years as KZNA chairman, Skhosana said the auditors did not find anything wrong on his side. Carbineers Athletics Club chairman, and one of the founders of the annual Maritzburg Marathon John Hall, said that all members of the new ASA board, especially the head, need to be given a “fair” chance to settle down and to work.
