Msunduzi improves meter reading NQOBILE MTOLO

HE Auditor-General may be a bit lenient on the Msunduzi Municipality come the next audit of the municipality’s financial statements, seeing that they have managed to decrease the number of estimated meter readings to only 1.91% of the total estimated meters. At the recent Municipal Public Accounts Committee (Mpac) meeting, it was revealed that by 9 September this year the estimated readings of meters were at 1.91%. A presentation on meter reading shows that on 17 September last year, there were 8790 electricity meters and

11843 water meters which were estimated. At the time, the total number of estimated meters was 20633 which contributed to 18.2% of the total meters that were estimated. Due to the high percentage of estimated meter readings, and other matters, the AG gave the municipality a qualified report. The recent report for 9 September 2014 shows that the number of estimated electricity meters was, at the time, 748 and with water meters it was 1380. By 9 September, the total numberofestimatedmeterswas2128whichrepresentsonly 1.91% of the total estimated meters. “The purpose of the presentation is to provide an update on the work done by the meter reading task team so far. The task team comes from the electricity, water, finance, and survey departments. We have come a long way. We have been meeting every Friday morning to discuss the progress and to find a way forward. “There has been a great improvement in addressing this issue,” said the process manager for expenditure, Sipho Nxumalo. He said that some of the challenges which still contribute to the estimate of meter readings includes properties and meters which cannot be located, locked properties, unnamed roads and unnumbered houses. Mpac chairperson Mike Tarr said that he was impressed that progress had been made.

UKZN student was raped and robbed within the Pietermaritzburg campus two months after another was raped at knife-point in a bathroom. The traumatised first-year student said she was leaving the DSLT lecture building - where she was studying for exams - at around 4 am on Saturday when three men approached her. She said one man approached from the back and offered to accompany her, but she ignored him. She said two other men then emerged in front of her and dragged her to a nearby dark corner, where she was raped. “I could not scream because they closed my mouth. One man forced himself into me while the other two held my hands and head,” she said. “Iwasinanoverwhelmingstate of shock and felt that I could not even run away. I was puzzled by what was happening.”

She said the men then fled with her wallet, including her cellphone. She wept for over 15 minutes after the ordeal and didn’t know what to do. “I felt numb and broken. I then wenttomyplaceandlockedmyself in the room for two days, crying and trying to make sense of this,” she said, sobbing. She said she only told her mother on Monday and opened a caselaterthatday.Hermotheralso took her to a doctor where she was given pills to prevent any infections. Asked why she had not reported the matter to the university, she said she wasn’t thinking straight. “I was so scared and wanted this to pass. I cannot sleep at night as the scenes of the incident still haunt me. I’m still shaking when I think about it.” University spokesperson Lesiba Seshoka said the institution has not yet received a report of a rape. She said the university condemnssuchviolenceandevery

effortwouldbemadetogetherwith the police to bring the perpetrators to book. “Risk Management Services urges students to use the after-hours escort service provided for students who wish to go between the libraries, computer labs and their residences on campus,” she said. “Students and staff are advised to report any suspicious activity to the relevant RMS office.” Seshoka said the university has set aside R3,4 million to upgrade the security cameras on all five campuses.

Police spokesperson Jay Naicker said a rape case was opened on Monday and is being investigated by the Pietermaritzburg Family Violence, Child Abuse and Sexual Offences Unit. He said no arrests have been made. A 22-year-old woman was raped at knife-point in a toilet at the same campus in September this year, while an American exchange student was raped in a toilet cubicle at Howard College in Durban in 2007.

Wagner said that the sooner construction plans kick start on site, the better. Nine years ago Wagner managed to collect 2000 affidavits from local people who were in need of housing. “I still have the affidavits and those people should be among the ones who must receive first preference for the RDPs,” he said.

MsunduzimunicipalmanagerMxolisi Nkosi said that the biometric system will ensurestricterrestrictionsonwhoenters the City Hall. Last year, copper roof sheeting at the City Hall was stolen, and an employee had her bag and car keys stolen from her deskduringtheDecemberholidaybreak. The biometric finger scanning device system will be introduced as a pilot project at the human resources management office on the sixth floor at the Professor Nyembezi Centre, and at the fire station headquarters. This is being introduced to ensure that all workers stick to the legislated working hours in terms of the Basic Conditions of Employment Act. The system is being introduced in these two business units because human resources work a straight eight hour day, whereas the fire department uses a 12hour shift system. The issue of time and attendance has also been raised in the Auditor-General’s 2012/ 2013 Msunduzi report. Currently, the Msunduzi business units use hand-written time and attendance registersandtimesheetsasmainsources of record keeping. The biometric system will ensure that unnecessary overtime payments are avoided at all costs as this system will ensure that employees work stipulated hoursandarethereforepaidaccordingly.

ETCARE 911 has distanced itself from hoax emails and sms’s that are currently circulating, promising people employment within the emergency services. This comes after various people have contacted their head office inquiring about postsinemergencyservicesand training which were to be put into effect last month. S peaking to Echo, a city woman who almost fell victim to the scam, Philile Zungu, said that she had applied for paramedic training. Her application was accepted and she was to start her training in October, however she became suspicious when her acceptance letter said she needed to pay R90 to secure a space. “I had applied for these posts after they had been forwarded to me by a friend. Everything looked so legit as they even had a website address at the end. A month later, I received a letter notifying me that I had been accepted to start training on 20 October and I was to be stationed at the Universitas Hospital in Bloemfontein. “The training was to run for four months. However after seeing that I was to earn a monthlysalaryofR11000while

on training, which was to increase to R16 000, I became suspicious. “My suspicions increased when I was asked to submit a once off booking fee of R90 to secure space. This amount was to be submitted through any Pick’n Pay or Boxer supermarkets via mobile money transfer services to a certain account number.” Zungu said she immediately contacted their head office, only tofindthattherewasnosuchjob offer. “The letter even said that after faxing a proof of payment, ID copy and cellphone number, I needed to keep my cellphone on for directions,” she said. Speaking on behalf of Netcare, Martina Nicholson said: “Netcare’s genera l manager Marc van Heerden has confirmed that their brand name has been misused in a series of hoax emails. Netcare 911 would never ask applicants to pay a deposit. We are also concerned that the current email requests applicants to email or fax documents of personal nature. “We want to warn the general public that we would not recruitindividualsforemergency services training in this manner. Emailing personal documents opens the door to identity fraud.”

HE Pietermaritzburg Chamber of Business (PCB) presented two awards to the capital’s Businesses of the Year at a glittering event on Friday night. The annual award ceremony, which has become a highlight in the city’s social calendar, was held in the Royal Showgrounds and was well attended by more than 300 PCB members and other stakeholders. Midlands Medical Centre, one of only a few independently black owned private hospitals in South Africa, was named Business of the Year in the Services Sector 2014. It was recognised by the PCB for its passion and vision, exceptional financial performance, application of sound management principles and subscription to the highest ethics. A commitment to the care of people was also supported by a big portfolio of social responsibility initiatives. Pressure Die Castings (PDC), the largest brass foundry in the country, won the Business of the Year in the Manufacturing Sector 2014. PDC makes brass and aluminium alloy window and door handles, brass components used in high voltage insulator cut-outs, and brass sprinkler heads in large volumes, mainly for export to the United

States. The company has a strong financial position in terms of assets built up over the 62 years, has maintained its competitive edge and has shown “remarkable growth in turnover and profitability”. The Champion Entrepreneur for 2014 was Lumen Pillay, from Lumen’s Auto Solutions, a company started in 2012 that services and repairs vehicles, specialising in Mercedes Benz brands. Lumen claims to have been fully booked since the business opened in 2012 and there are expansion plans in the pipeline. This year, under the auspices of the KBCC (KwaZulu-Natal Business Chambers Council), the PCB, along with four other chambers in the province, adopted an entrepreneurial programme initiated by the Ilembe Chamber called The Entrepreneur. “We partnered with The KZN Department of Economic Development, Tourism and Environmental Affairs, Hulamin and The Witness, and embarked on an exciting journey of entrepreneurial skills development and capacity building. The competition attracted many entrants, 79 in total, all of whom are small businesses,” said PCB chief executive officer Melanie Veness. The winner of the Entrepreneur 2014 was Philangezwi Ngcobo, trading as Wooden Pyramid. The first runner-up of the Entrepreneur 2014 was Kaamani Jangali, trading as Izimbali Florist. The second runner-up of the Entrepreneur 2014 was Taryn Govender, trading as TarynG Training.

ORNING drizzle and chilly weather could not keep Msunduzi traffic warden Mthobisi Ngubane from flashing a smile while controlling traffic at the intersectionofLangalibalele(Longmarket)and Chapel Streets this week. “What can I say? I do what I love and I love what I do,” said Ngubane. He has previously been featured in a Kentucky Fried Chicken (KFC) advertisement after capturing the hearts of motorists with his dancing and cheerful character. “IgrewupinSobantuandithadalwaysbeen my childhood dream to be a professional traffic warden. I remember that as a child, I use to draw road markings on the ground while playing with my friends. My friends would be motorists while I was a traffic warden. “I liked being a traffic warden because the profession instills discipline and I have a fascination of controlling traffic,” said Ngubane. Ngubane’s journey started when he served as a volunteer traffic controller while the New England Road bridge was under construction. “I was on site for three to four months and

people did not know my name so they called me Mr New England. The compliments flooded in and that made me very happy because I liked whatIwasdoing.Iwasonlyscaredofthetrucks butIwastaughtthatassoonasIamontheroad, I am the boss,” he said with a laugh. Atthetime,NgubanewasavolunteeratSobantu High School doing administration duties. As soon as construction of the New England Road bridge finished, Ngubane moved to the Peter Brown intersection and the Chota Motala intersection for the morning and afternoon peak hours respectively. He then became a scholarpatrolofficeratAlexandraHighSchool. Ngubanehasbeenfeaturedinvariouspublications including Drum, Bona, Sunday Times and The Witness. He has also done interviews on YFM, and P4 Radio (now called GagasiFM). In 2012 he was a nominee for the Indondo Award. “Right now I am at different intersections and my shift starts around 6am and ends at 3pm. My secret is that I love my job. Children should not like the job because they see the uniform. They must be passionate about it so that they can be dedicated. Children who dream of being in the traffic department should stay away from drugs,” said Ngubane.

NEW lease on life is what 29-year-old Nonhle Gasa from Inchanga has after winning the SuperSave ‘Win a car’ competition. Gasa, who is now the proud owner of an Audi A1, was among nine other finalists who each drew a key from a bowl and then got a chance to see who held the winning one at a glitzy event held at the Royal Showgrounds. Gasa, who already has a driver’s license but is not a regular driver, said her life will change for the better as travelling daily to PMB where she works is costly. “I am overwhelmed and have still not grasped the fact that I won. IETERMARITZBURG lost one of its oldest strugglestalwartsandmostactivecitizenswith the death of Ramaswami Munsami (Bandy) Govender. Govender (88) took part in the 1946 protests against the “Pegging Act”, the precursor to the Group Areas Act. He belonged to over 20 political, religious and civic organisations in Pietermaritzburg. However, he was most proud of the fact that he attended the historic Freedom Charter Congress in Kliptown in 1955. In tributes at his funeral, speakers recalled that he remained active in community affairs right until the weekend he fell ill. This included attending meetings of the African National Congress (ANC) and doing his voluntary work at the Siva Soobramoniar and Marriamem temples. uMgungundlovu District Mayor Yusuf Bhamjee said that Govender was one of those activists who preferred being a footsoldier for the struggle. In all his years he never missed a meeting and was always available to be a driver, hand out pamphlets or help with the preparations for rallies. Bhamjee said Govender was very proud of his congress links and remained a committed member of the ANC. He had worked closely with stalwarts like Dr Chota Motala and A.S. Chetty and would often drive them and other congress members to and from covert meetings.

It was his driving that turned him into an activist. In 1946 he started off transporting passive resistors from Pietermaritzburg to Durban to take part in the sit­in on a vacant piece of land in Umbilo Road. He was arrested for being part of that protest and imprisoned for three months. Govender grew up in Pietermaritz­ burg, a member of the pioneer, P.M. Govender family. He once said he learnt about civic responsibility through being a member of the Cubs and Boy Scouts. Later he was a volunteer for both the St John’s Ambulance and the Red Cross Society. He described as his claim to fame winning the Silver Star award from the Pietermaritzburg mayor for skilled driving after he managed to avoid crushing a man to death. The man was running from the magistrate’s court when he fell in front of Govender’s vehicle, who managed to stop in the nick of time. Govender has been honoured over the years for his work in various organisations, including the Siva Soobramoniar and Marriammen temples, the DeepavaliCheerSociety,theAryanBenevolentHome, Sunlit Gardens Home, the Natal Indian Congress, the ANC, the Tamil Eisteddfod Committee, the Child Welfare Society, the PMB Mental Health Society and the Friends of the Sick Association and the Gandhi Memorial Committee. He leaves his wife, three sons, daughter­in­law, four grandchildren and two great grandchildren.

HE dedication of Grade six and seven pupils from Berg Street Primary School is what had them announced as the winners of the Phendulani Literacy Quiz, said coordinator Shashika Cerpath. The event took place recently at LaddsworthPrimarySchoolinHilton. This event is designed to encourage pupils in underresourced schools to develop

literary knowledge and appreciation. Two teams from each school began preparing for the quiz in April by reading books donated to their library. The schools involved were Alston Primary, Berg Street Primary, Gateway Christian School, Thembelihle primary and Woodlands Primary. Cerpath said that the questions were based on 21 books. “Some of the books were ‘The Diary of a Wimpy Kid’, ‘The Girl who married a Ghost’, ‘Cinderlily’ and more.

“Grade six and seven pupils from different schools in Pietermaritzburg took part in the competition. “This allows the distribution of books to the under resourced primary schools and assists teachers and pupils to raise their literacy levels. We were excited about our win at the quiz. “As the co-coordinator at Berg Street Primary school, I attribute the win to the hard work and dedicationofpupils.Imustsaythat they loved participating in this quiz, and they really wanted to

read the books. “They sacrificed their mornings and lunch breaks to make sure that they were able to complete all their books. Their enthusiasm placed me under pressure as well. They displayed good team spirit together,” said Cerpath. Every child was awarded a certificate and the winners received books that were sponsored. The Berg Street Primary winning team of 2014 donated their prize to the school to supplement the school’s library.

Beware of bank scams this festive season ECHO REPORTER

>>news@myecho.co.za THE South African Banking Risk Information Centre (SABRIC) is warning customers about bank scams this festive season. These scams are deposit and refund scams, fraudulent requests to change bank account details and advance fee scam. The deposit and refund scam involves criminals ordering goods or services from a business or individual and then paying money into the victim’s bank account, mostly by depositing a fraudulent cheque, said SABRIC CEO Kalyani Pillay. Sometimes, proof of payment is fabricated to create the impression that the deposit was made in cash, he said. “Following this, they send the ‘proof of payment’ to the business or individual and then the goods are released to the

criminal. Alternatively, they cancel the order and request an urgent refund of the funds made. The bank will then process the cheque and discover that the cheque is fraudulent and reverse the credit on the victim’s bank account, or discover that no deposit was made at all. “As a result, no funds are transferred into the victim’s account and the victim is subsequently out of both the monies and the goods,” he said. Pillay advised that customers ensure that no ‘refund’ should be made without first verifying with the bank that the deposit that has been made into your account is, indeed legitimate. “You must wait for all deposits (cheque, cash or electronic) deposits to be cleared first before releasing the goods or services to a depositor. Always check your bank statements or contact your banktoestablishifthefundshave been cleared and are available in youraccountbeforereleasingthe goods. Protect your personal informationaswellasthatofyour company. Criminals gain access to you and your organisation details through your personal information,” warned Pillay. Tips to ensure that customers do not become victims: • Follow the saying ‘if something seems too good to be true, then it probably is’. • Always be suspicious of email or text messages stating that you have won a prize if you have not entered a competition, and never pay an amount in advance to secure your prize. • Never pay any fees upfront, unless you are sure that the personorcompanythatyouaredealing with is a reputable supplier.

ETERMINED to reduce the escalating rate of alcohol and substance abuse in this country, two South Africans - Brain Kodile and Nozipho Shuma - have started an “adopt an addict” campaign where they walk to discourage people from substance abuse. Kodile and Shuma, who are both from Gauteng, visited PMB recently, after visiting three other provinces since the beginning of this year. Founder of the campaign Kodile said that the campaign is aimed at raisingfundsforrehabilitationfordrug addicts. As they walk on foot to teach different communities about drug abuse, they also ask for donations through their sms line, after which the money will be used for rehabilitation purposes. Kodile said that they started walking in 2012 and have decided to continuewiththeprojectforthenext10 years. “Seeing the escalating rate of drug abuse in this country, I decided that we should do something. I felt that since this is our country, there is no need to waitforothercountriestocomeupwith initiatives of fighting the scourge of drug abuse, when we can do it ourselves. In this project, we gather all drug addicts who have admitted that they need help and offer them rehabilitation services. “Often after rehabilitation, former addicts return to the habit because of unemployment and having even lost their houses. Through these donations, they are provided with various artisan skills so that they become employable when they come out from rehab centres.” The two visited various schools in town, the CBD and the local radio station KZN Capital 104 FM. To participate in the campaign, people may send an sms with the words “adopt” to 42171. Sms costs R30.

HE KwaZulu­Natal Football Academy signals the decolonisation of the province of the Zulus. This also further crushes the littlethatwasleftofSouthAfrican football philosophy. The sad part is that this time, our people are part of this selling out. It is only in South Africa where foreigners will impose their philosophies on the people. Football in this province did not start with the advent of democracy. Ordinary people, the custodi­ ans of the game, have always battled under difficult conditions to develop the game. Initiatives by the locals have never received support, either from the private or public sectors. In the history of the Fifa World Cup, no nation has ever won the competition with a borrowed playing philosophy. It is a sad indictment on our part that we undermine our culture, values, mentalities and philosophy to accommodate foreign ideas. We are told that the Liverpool International Football School will be bringing family values to the children of South Africa. What an insult to our fathers and mothers who strived hard for the present “freedom!” This perpetuates the idea that Africans are barbarians. Football coaches in KwaZulu­ Natal have trained and produced footballers who have gone on to play in the top European clubs. Themessagethatissentoutto the youth of this province is that only foreign, white football coach­ es are good for them. It is a painful reminder of what apartheid has done to the minds of black people in this country. English football is battling with their coaching philosophy. If money was everything, they would be leading world football. Presently, they spend about one million pounds a year on football academies. The products from these academies lack creativity and ability to be spontaneous. The products from their academiesarenotgoodenoughto help England win any competition of significance in world football. The KwaZulu­Natal Academy, in its present format, will be there to serve the interests of the elite. Poor children from areas like Um­ lazi, KwaMashu, Chatsworth etc. will continue to battle in dusty fields. Safa has trained many young coaches over the years. Our

province finds it easy to bring in foreign coaches while many of our young coaches are unemployed. We live in a country of huge disparities. It is sad that the present administration is not helping to eliminate these disparities. The majority of us have lived and contributed hugely to the human capital of this province. We find it insulting to be told by people who arrived yesterday what is good for us. We might be poor and of the wrong skin colour, but we have survived over centu­ ries without any support from governmentsandbigbusiness.We arethepeoplewithhistory,culture and heroes. We are sick and tired of having foreign heroes pushed down our throats. We have had enough of English, Portugal and German stories and heroes. When are we going to hear about our own history, stories and heroes? Lastly, KwaZulu­Natal foot­ ball coaches, and South African coaches in general, may not be heroes of those in power in this country. They may not have lots of cash stashed in banks around the world. They still remain the impor­ tantplayersinthedevelopmentof the youth of this country. Failure to recognise their contributions points towards how we view our­ selves as people. We still suffer from an inferiority complex. South Africa’s freedom remains elusive to many of its people. Unzima lo mthwalo!
