HILE the KZN Department of Education’s budget has increased from R37.597 billion to R39.4467 this year, infrastructure delivery plans and projects will be affected due to a backlog caused by the payment of the Occupation Specific Dispensation (OSD) to employees in 2008 and 2009. Delivering the department’s mid-term budget at the provincial legislature on Tuesday, Education MEC Peggy Nkonyeni said that while the budget has increased by R1.8 billion, it is inadequate to address the historical backlogs to fund education. “When our national bargaining council agreed to implement OSD in 2008 and 2009, it was not fully funded. The carry through effects of the shortfall has introduced in our system depreciation that continues to affect service delivery. We have had to draw R500 million from our capital expenditure of the budget to fund the compensation of employees, and infrastructure delivery plans and projects will be affected. There is an over-expenditure of R1 billion, largely due to the increasing unrelenting pressure on compensation of employees. We have had to drawfromNormsandStandardstofundthecompensation of employees.” She said that since 2010, the Department has been unable to buy tools of trade, as much of the budget has been used to fund the compensation of employees.

City meter readers protest over abuse

CITY meter readers have cited their safety as the reason for incorrect meter readings, following an alleged series of victimization incidents by customers. To voice their concerns, a group of employees protested outside court last week, in support of an employee who had opened an assault case against a municipal employee. Priscilla Harris from Northdale is

accused of chasing away Thulisile Mkhize and calling her derogatory names after she had gone to her home to read her meter. Speaking on behalf of the meter readers, Thobelani Ndlovu said: “We are fed up with the abuse that we get from customers who do not understand that we are doing our job. If we are not verbally assaulted, they chase us out with dogs.

“There are so many estimations that we do because people do not welcome us. This incident was a woman against a woman and it is Women’s month. We will support our colleague until the end, and we want this to be a lesson to other customers not to abuse us. Out of the 26 areas that they are covering, they have said that the problematic areas are Hilton and Northdale, and in the township it is mostly criminal incidents.

Taxi owners march against bus route

CORES of irate PMB taxi owners recently marched from Imbali to the City Hall to demand answers on how they will benefit from the Integrated Rapid Public Transport Network (IRPTN) bus project. The project was launched in Msunduzi in 2012. The group of more than 50 taxi owners said that they only discovered through local newspaper articles that plans to enrol this bus project in PMB were on the horizon. Last week Friday, parts of Chief Albert Luthuli (Commercial) Road were closed off due to the march. The group of taxi owners, led by Njabulo Nkomo, arrived outside the city hall looking to meet with Municipal Manager Mxolisi Nkosi, and sang “Akavele phela uNkosi sifuna

ukukhulumanaye.(WewanttospeaktoNkosi. He should come outside so that we can speak with him). Some taxi owners shouted, “We would rather die than see the bus project being implemented. The bus system will not see the light of day. The municipality should f#$% off. It is better to die than to go through this abuse.” Speaking to the Echo, Nkomo said that the IRPTN project would destroy the taxi industry. He said that the bus project will cause a shortage of passengers for the taxi industry and financially cripple it. “We were not told that there would be a bus system operating in Pietermaritzburg. We have 4000 taxi drivers and 4000 sliding door taxi conductors. What will happen to these 8000 people? “The municipality should state in black and whitehowwewillbenefitfromthisprojectand

that our operations will not be affected. We cannot be led by the South National Taxi Council (Santaco) people who are paid by the government. The buses will take away our only bread and butter,” said Nkomo. Nkomo said that the march was not organized by Santaco, nor the local taxi alliance. He said that after waiting outside the city hall for 30 minutes, five taxi owners were asked to meet with Nkosi inside. After 20 minutes, the men were ushered back outside. The men were mandated to come back with a list of their grievances by this past Monday. “Nkosi said that if we see that there are divisions within the taxi industry, the national Department of Transport can be contacted to stop the transfer of funds for the project while wesortoutthecurrentsituation,”saidNkomo.

History of the IRPTN In 2012, the Msunduzi Municipality launched the R3 billion IRPTN project to improve the PMB transport system. This public transport project is set to alleviate traffic congestion in the city, reduce the carbon copy and create jobs. PMB is one of 12 cities in the country identified by the DOT to implement the IRPTN. This bus system will boast controlled timetables and every aspect will be monitored to ensure convenience for passengers. Atthelaunchoftheproject,MsunduziMayorChrisNdlela said that the ticketing system would be designed in such a way that there will be integrated fares which can be used for different modes of transport. Freedom Square Park has been earmarked as the IRPTN control centre and this will cost R215­million to construct. This centre’s main function will be to control and manage the routes and movements of buses for timeous departure and arrival times at various destinations. Nkosi recently told the Executive Committee (Exco) that the municipality will go on tender for the construction of the transport hub, once they have secured funds. Last year October, the uMgungundlovu Regional Taxi Council steering committee and the Msunduzi Municipality signed a memorandum of agreement at the City Hall. Msunduzi mayor Chris Ndlela said that he was thankful that this memorandum of agreement would close a huge communication gap which has existed for years between the taxi council and the municipality.

>>nompendulo.ngubane@myecho.co.za DEPARTMENT of Health Minister Dr Aaron Motsoaledi has announced that as of 1 January 2015, HIV patients will start on antiretroviral (ARV) treatment on a 350 CD4 count rather than the 500 CD4 count which is the current ARV intake level. The minister announced this last month as he was presenting the budget for his department. HIV positive pregnant women will also start on a lifelongARVtreatmentcalledtheB+option.Currently, women with CD4 counts above 350 only take antiret­ roviral therapy until they stop breast­feeding. The department is examining the two methods. Treatment Action Campaign (TAC) provincial coordinator Mzamo Zondi said that people starting treatment must be accurately informed about the benefits and potential disadvantages of starting treatment earlier. “People must be made aware that the evidence is notyetclearwhetheritisbetterfortheirhealthtostart treatment at a CD4 count of 500 or to wait until their CD4 count drops below 350. People should also be in­ formed that taking the treatment will reduce the risk of transmitting HIV to their sexual partners.” AnHIVpositivepatientwhospoketoEchosaidthat she is happy with the minister’s announcement. “This could decrease the number of people dying of HIV. I think the department have rolled up their sleeves and are taking the issue of HIV very seriously. The introduction of one pill to HIV patients was a great move and hopefully with the new ARV intake, this will have a positive outcome,” she said.

Maskandi group Allan “Automatic” Miya, on Friday entertained students at the launch of the “Safety 033” campaign at UKZN PMB campus. The campaign was aimed at raising awareness around the issues of safety around campus. Students were taught what they can do to minimize crime around campus, and to work together with police to report criminal incidents. They were also taught about tricks and tactics of prevent­ ing robberies before they actually happen. The Scottsville area has in the past been reported as a crime hotspot, with criminal incidents escalating each year.

HE National Groen Sebenza (Green Work) programme began in May 2014, with 800 young graduates and matriculants with an interest in and passion for the environment being selected from predominantly rural parts of South Africa. The Groen Sebenza programme, funded by the Development Bank of South Africa (DBSA), is coordinated by the South African Biodiversity Institute (SANBI). Thetwoandahalfyearprogrammeseesthe young ‘pioneers’ placed with various host organisations, like Wildlands Conservation Trust, which provides them with skills and experience that will lead to environmental career opportunities. The role of host institutions like the Wildlands Conservation Trust is to introduce the pioneers into the sector, addressing priority skills shortages and giving them the mentorship and training they need to develop themselves further before entering the competitive South African job market. Wildlands Conservation Trust is host to 38 pioneers. Each were placed with mentors for guidance and to learn from their experience. “Wildlands has in turn benefited from the additional able bodied and capable young peoplewhohaveaddedrealvaluetotheorganisation,” said Moira Potter, assistant coordinator of Wildlands Groen Sebenza programme. Five pioneers have already accepted full time positions at Wildlands Conservation Trust and two have left to take up positions elsewhere. At the head office in Hilton, pioneers work as geographers, communications officers, GIS technicians, environmental educators, training and development co-ordinators, data capturers and grant administrators; whilst those in the field fulfil roles as horticulturists, stewardship facilitators, social ecologists, eco-tourism hospitality assistants, and community development workers. NOKULUNGA NGOBESE Reporter for Maritzburg Echo and Edendale echo Fifty­eight years ago, about 20 000 women marched to the Union buildings to protest against the carrying of passes. They fought for their voices to be heard. This day reminds me of the power within a woman to bring about societal change, and to achieve whatever she has set her mind to. We have been privileged enough to live in a post­modern South Africa, where society is not as patriarchal as it used to be. We have women political leaders, policy makers and women venturing into previously male dominated industries. This alone proves that through hard work and determination, the world is our oyster. While the struggle for women emancipation continues, let us work together in developing one another instead of pulling one another down. Most of all, as we celebrate our month, let us each take some time to give ourselves self­love. Let us each take a moment to reflect on whether Follow Noks we are still carrying the legacy of the women of 1956.

A special assembly was held at Carter High School recently to announce the new monitors for 2014. Each pupil was introduced to the school and congratulated by Ashwin Ramgoolam, prin­ cipal at Carter High. These monitors will embark on a three day camp where they will be taught leadership skills, communication and teamwork. UPILSatAthlonePrimarySchoolrecently ended their rhino awareness campaign by silently protesting along the boundary of their school, with placards about increasing rhino killings in the country. Principal, Gerrit Coetzee, said that each pupil in the school has been colouring in a rhino shaped poster every time a rhino has been killed, in memory of the animal. “There are 548 pupils in the school and

when more rhinos were killed than we have pupils, we decided to end the campaign but not before we could make the public aware of this tragedy,” he said. All pupils gathered on the school field during their lunch break and formed the “magic number” 600 on the field, holding their rhino posters in front of their faces. They then marched out of the school gates and lined up along the perimeter of the school with all their memorabilia. Motorists hooted and waved, acknowledging their efforts.

CHEVROLET, Isuzu and Opel continued the trend of strong sales in July, giving General Motors South Africa (GMSA) a 10.1% share of the market for the month. Total South African new passenger vehicle salesinJulystoodat57 670,and5 821ofthese were from the GMSA stable. This allowed the company to rise above the trend, despite the South African motor industry declining by 4.7% for the period from January to July, compared to the same period last year. July also had 23 selling days, which had a positive impact on the overall market. “July saw Chevrolet models, including the Spark, Cruze and Captiva, surpass all previous sales records achieved in 2014. The final numbers were 1 020 for the Spark, 199 for the

Captiva and 356 for the Cruze,” said Brian Olson, GMSA vice-president of vehicle sales, service and marketing. “The sixth generation Isuzu KB is enjoying the brand’s highest share of the one-ton segment in five years as 1 379 Isuzu KB pickups were sold in July,” said Olson. “In addition, the Opel Corsa, Astra, and Meriva each recorded their best retail performances for this year. Opel volumes have now increased by 54% so far this year, when compared to January to July 2013. “This illustrates that South Africans are echoing the sentiments of European buyers, who are loving the Opel brand and causing it to enjoy a resurgence in the market.” Supplied.

SOBANTU born Mamelodi Sundowns defender Siyanda “Jojo” Zwane will host his tournament in Pietermaritzburg from 6 to 7 September. The event, which started last year, will be held at Makro’s sports grounds at Camps Drift. Zwane, a former Lamontville Golden Arrows player, this week told Echo that he was hosting the event to give back to his community, and give the youngsters a chance to showcase their talent. “I grew up in Sobantu, played for local schools or amateur teams in the area and it’s only proper for me to give back to my neighbourhood. Maybe another Siyanda will be discovered during the event. It is also my small way of thanking my community for helping me grow and giving me a chance. “Ibecameaprofessionalplayerthroughthem,”said Zwane. According to Zwane, the whole event is funded by him to the tune of R75 000, and there are no official sponsors. Zwane started his primary education at Russel Primary, moved on to Khwezi primary school and later proceeded to Sobantu secondary school. He played for local teams such as Eastwood’s Leicester City and Sobantu United. Last year’s event was won by Dark City (open) and Rhodesia (U19).
