Thoughts on female Inkosi

KZN legislature discussed the new bill that could allow women to become Inkosi, and have more power in dealing with their communities and also to mediate on issues faced by their communities at a traditional leadership level. The new bill was discussed at the KZN legislature last week. Nompendulo Ngubane spoke to the people on the street to find out their thoughts on the topic.

As women, we think differently from men and that could be what this country needs at the moment.” “My main issue here would be the level of respect she would be given. Mthokozisi Mthethwa “It would be a good thing to have a woman as Inkosi one day. With gender equality, I feel that we are not there yet. Men still think that they are above women which might make it difficult for us to move and adjust to that change of seeing a woman as Inkosi.”

Ayanda Dongwe “The task of being Inkosi comes with rules, terms and conditions that need to be followed. The other concern is we know of a King (Inkosi) and the Queen (Indlovukazi). If we have a female Inkosi, what is going to happen with these titles? Are we going to swap the names of these two titles? What are we going to call female Inkosi, a Queen who is a King?

NEW bill could pave the way for women to become inkosi. The Department of Co-operative Governance and Traditional Affairs this week tabled the new bill that will also give traditional leaders and communities more powers. The KZN Traditional Leadership and Governance Bill 2013 was tabled during a full sitting at the provincial legislature. The DA and the IFP gave the sitting a miss in protest against it being held on the day of the Diwali festival. According to members of the legislature, the bill will give female traditional leaders more say in their communities and give powers to resolve and mediate traditional leadership disputes within the province. Parties welcomed the bill, saying it was more inclusive and progressive. MEC Nomsa Dube-Ncube said the bill will align the provincial legislation with the amendments made to the national legislation in 2010 and address gaps identified during the implementation of the provincial legislation in the last eight years. It will replace the current

KZN Traditional Leadership and Governance Act 2005. Dube-Ncube said the bill seeks to provide for the recognition of traditional leadership and traditional institutions and the roles, powers and functions of traditional councils. “It will also provide for the establishmentoftheprovincial House of Traditional Leaders, local House of Traditional Leaders and the KwaZuluNatal Commission on Traditional Leadership Disputes and Claims and giving power to these institutions,” Ncube Dube said. “Our overarching aim is to restore the integrity and legitimacy of the institution of traditional leadership … and bringtheseinlinewithboththe letter and the spirit of the relevant national laws and the country’s Constitution.” Vikizitha Mlotshwa of the NFP said the bill was progressive as it allowed for female traditional leaders. “We had a few concerns with it and asked the MEC to amend them. But it is positive … “Communities under traditional leadership will have a say in their affairs in the traditional council and women will also be free to take leadership positions,” he said.

Distraught woman seeks answers NQOBILE MTOLO

A

38-year-old woman, Phumelele Ndlovu, from Entembisweni in Greytown is seeking refuge in one of Pietermaritzburg’s informal settlements after her house, and houses belonging to her relatives, were burnt down by an angry mob who allegedly accused them of witchcraft. Distressed and not knowing how to piece her life together, Ndlovu fled Entembisweni with nothing but the clothes on her back. Her personal belongings, including her ID and the birth certificates of her six children, all caught fire. Entembisweni is approximately an hour outside Pietermaritzburg. PHOTO:NQOBILE MTOLO

Phumelele Ndlovu has been left without a dime after her home was burnt down by people who accused her family of witchcraft.

Since the incident happened last year early October, Ndlovu said that the local authorities in Entembisweni have done nothing but drag their feet on this matter. “Around September last year, one of my neighbours accused my father of witchcraft in front of everyone in the village. He accused him of being a warlock and said that he practised witchcraft. “My father reported the lies to the man’s family. They apologized for the incident, citing that the man who accused my father of witchcraft was not mentally stable. However, by October, the whole village was convinced that we practised witchcraft. “Duringthefirstandsecondweeks of October, my father’s house and my house were burnt by people who wanted us out of Entembisweni. “They were convinced that we practised witchcraft and said that we were a disgrace to the community,” said Ndlovu. She said that in total, eight houses were burnt down. “People were stealing our food, our furniture, electrical appliances and all our other belongings while the houses caught fire. People do not have proof that we practice witchcraft. It is all lies,” cried Ndlovu. Some members from Ndlovu’s family have fled to Durban, while others fled to Pietermaritzburg for

asylum. Ndlovu’syoungestchildistwo,and the eldest is 19. “It has been very hard to adjust to what has happened to us. We have not received any response from the local traditional authorities on how investigations are pending,” said Ndlovu.

Entembisweni ward councillor Nkululeko Lembethe said that he was aware of what had happened to the Ndlovu family and that the matter had been reported to the police. He said that the matter is now in the hands of the local authorities. The Echo spoke to one of the local traditional authorities who preferred not to be named. He said that this weekend there will be a meeting with the family and the community chief.

AVING cut her journalism teeth as a cub reporter at Echo in 1986, Kaunda continues be on the crest of a wave as she has now been appointed as chief operations officer in the Presidency. Currently the deputy director­general and head of the private office of the president since 2009, Kaunda has been promoted to her new position by President Jacob Zuma. In an interview with Echo, Kaunda said she worked at the paper under then editor Khaba Mkhize. “He took me under his wing and invest­ ed a lot of time in coaching and grooming me. I was very lucky to have a mentor like him. He threw me in the deep end during the very first week, giving me serious hard news to work on, which was unusual as cub reporters then used to start with traffic, weather reports, magistrate’s courts and the like! “A year later violence broke out in PMB and surroundings. It was the most difficult period for the community and for us as journalists. We had to endure the pain of covering massacres, interviewing grieving parents and speaking to displaced families. “We also received death threats and

It was a depressing period and we were never sure when it would all end, or if it would end at all. Khaba used to run a poetry section in Echo which became a platform for people to off load their experiences, frustrations and hopes. “The poems captured the anger, fear, helplessness and also the boldness, defiance and hope that the people would triumph in the end against state spon­ sored­violence and against apartheid. Hopefully one day, an anthology from the killing fields will be published as an impor­ tant part of our country’s history,” she said. Around 1990 she moved to the Natal Witness as a political correspondent, and was later promoted to deputy news editor and assistant editor. She left the Natal Witness in 1995 to join the KwaZulu­Natal government as public relations officer to the MEC for Economic Affairs, now

President Jacob Zuma. Kaunda said the training she received from Echo and from the PMB environment prepared her well for her career. She learned to work with people from all walks of life and also learned here that everyone is important. “Khaba used to take me shebeen­ crawling around Sobantu and Imbali after work. We would sit in various taverns for hours chatting to people. He said he was teaching me that a good reporter goes to such places and listens to ordinary people and their concerns, so that they can write informed stories,” she reminisced. She said Mkhize also ran an advice office on Thursdays and they received long queues of people with problems and would use the power of the newspaper to force the government of the day to respond.

“That project taught me to put people first, which helps me in my current work. I think working as a journalist also prepares one well for any future career because you learn to be curious and not take anything at face value,” she explained. Kaunda holds a Master’s degree in South Arican politics and political econo­ my from the University of Port Elizabeth, a BA honours in politics from Unisa, a bachelor of journalism and media studies from Rhodes University and a post­gradu­ ate diploma in world politics from the London School of Economics and Political Science. “I am very happy and humbled to get the opportunity to serve at a senior executive level in the highest office in the land, it is real privilege.” Asked in what way her new position is different to her current one, she said she

According to a press release, the post wasestablishedtofreeupdirector­general Dr Cassius Lubisi to concentrate on other key responsibilities Kaunda has previously served as the spokesperson of the deputy president of the republic, as head of communications and later special advisor on communica­ tionstotheministerofsocialdevelopment Zola Skweyiya, as director of communica­ tions for the department of communica­ tions and as public relations officer to Zuma. She has also worked for the African NationalCongressasmanagerintheOffice of the President. Her media career has included serving as editor of the Evening Post in Port Elizabeth. Kaunda is also a former chairperson of the South African National Editors Forum (Sanef). She told Echo that she is committed to performing her tasks to the best of her ability, adding that it is an honour and privilege to work in this establishment and to be able to serve the president. Lubisi has wished Kaunda well in her appointment. “We look forward to working with Ms Kaunda in this new portfolio. who are working in three areas which are business and entrepreneurship, public management and public service and community engagement,” explained Carr. Happy 30th birthday Springhaven NOMPENDULO NGUBANE

PRINGHAVEN Primary school (SPS) celebrated its 30th anniversary this year. The Grade R to Grade seven school was established in January 1984 at 167 Spring­ vale Road in Bombay Heights. Apart from celebrating their birthday, the school is proud of its achievements. According to the school’s principal, Sa Saved, they have been able to keep their school fees relatively low for the past few years. “We are proud to say that we have not compromised on the quality of the education,” he said.

The school has achieved a lot. At the General Education and Training (GET) awards, SPS came first both in 2012 and 2013. “Before scooping the awards twice in a row, we placed third in 2011. We are also part of Conquesta, an international multiple choice primary school olympiad held annually. It aims at participation, enjoyment and extending the pupils’ knowledge. Every participant receives a certificate which promotes learner confidence. Grades one to three write mathematics, English and life skills. All learning areas are offered to Grades four to seven. “Certificates range from copper, silver, gold and diamond with the highest

achievers receiving platinum certificates. We have learners that excel in this competition and we are proud,” he said. The school’s focus is not only academ­ ics, but they expose their pupils to other activities at the school. The principal said they try to take pupils on field trips ever year which adds to their learning experience. “Each grade is involved in raising funds via market day activities. Pupils from Grade one to three enter the Ben McKenzie story telling competition and this year we claimed first prize in the Grade two non­ fiction category,” he said. Theschoolboastsachievementsinvar­ ious codes of sport and many past pupils have excelled in their careers.

HE other day I was at a garage in Durban to pick up the number plates for my car when an interesting incident happened. Although my wife and I had been inside the reception area for a good ten minutes, and the place was not full, nobody seemed to be available to help us. In one office, there was a young black guy who seemedpreparedtostareathiscomputerforaslong as possible, though I noticed he kept on stealing looks at us. At a second office, there were two white guys seated and chatting, but no-one approached us to ask: ‘Can we help you?’ So, deciding that this had gone long enough, I approached one of the white guys. “Oh so sorry sir, I thought someone was attending to you?” After we had sorted out that apparent misunderstanding, the gentleman helped us with our matter and we left. WehadinfactboughtacarinJohannesburgand at the office, they had said that because we were planning to be in Durban when the number plates were ready, they were going to mail them to their Durban office, where we were to pick them up. The same gentleman gave us the number plates and even assisted us in putting them on the car. A nice guy after all. After that, my wife and I headed towards the beachfront, to buy some snack and some juice. And

Service without a smile guess who we meet there? The black guy who resolutely ignored us as we stood next to his desk and pretended to be searching for something on the computer, that’s who. Apparently he had been waiting for sometime and was getting visibly irritated when he was being ignored as he tried to order food. Did I hear you mumble something about poetic justice? The more he waved his hands, the more those ladies appeared to ignore him, apparently busy as hell. But he saw us alright, standing slightly behind him, and we could not help but exchange grins at his flushed face. IamrelatingthisstoryherebecauseIamfastgetting sick and fed up with the terrible service some waitresses and tellers at supermarkets or restaurants give customers. It is a most odd thing. These days I find that a black person is likely to get better customer service from a white waiter or teller than from a black one. In fact, some of my black friends have said that they now deliberately pick a spot which is being served by a white person because they are assured that they will receive satisfactory customer service. This tendency by some of the black tellers and waiters where they chat to their friends while they

There seems to an unwritten rule that black waitersandtellersbeasrudeaspossiblewhenservingblackcustomers,whiletheyconductthemselves properly when the customer is white. I have had it with this sort of rude behaviour, especially when I am expected to pay. I mean many of us fought very hard to get many of the areas that did not employ blackpeopletochangetheirracistemploymentpolicies. Tellers, black or white, have to practice proper customerserviceandservealltheircustomers,irrespective of their colour. Firstly, because it is the right thing to do and secondly, because without the paying customers, that business will fold. And this tendency, where you find a teller at a supermarket packing for a white customer, but if it is a black customer the lady teller folds her arms so that the customer has to pack the parcels herself. Last month at one of the supermarkets, not only did the black teller arrange that her assistant packs her goods into plastic bags, but she made sure that the bags were placed nicely in a trolley andthatshehelpedthecustomerbypushingthe trolley to the customer’s car where it was parked. This behaviour by that teller clearly shows that she regards certain customers as more valuable than others, which is nonsense. * Bhungani ka Mzolo writer is a regular commentator on media and social matters.

HE 19 year old lady who was crowned as Miss UMgungundlovu 2014 already has plans on how she will be a shining example to the youth of PMB. Tshegofatso Molefe, a law student at the University of UKZN, was crowned as Queen at the pageant at the Golden Horse Casino on Sunday. The pageant is an annual event and the brain child of Umvithi Youth Development, under the leadership of Mthobisi Mkhize. Twenty ladies competed against each other on Sunday. Terene Thomas (18) was crowned as first princess and she was followed by another law student, Thando Dlamini, who won the second princess position. Molefe said that she is looking forward to starting her duties as Miss UMgungundlovu. On Saturday she was also crowned as Miss Summer 2014 at Edendale Mall. She
