RIME, filth, poverty, drugs and violence: these are some of the things that lurk in the shadows of what can be noted as Pietermaritzburg’s worst building - the Matsheni Beer Hall on the corner of Retief and Hoosen Haffejee (Berg) streets. At a tour of the premises, members of the Community Policing Forum, Business Fighting Crime and municipal security were faced with towering heaps of rubbish from the surrounding vendors piled in the middle of what used to be a parking lot. The stench of decaying meat and urine soaked the air surrounding the trash. They had to look to the floor to avoid the faeces stains spread throughout the parking lot and the pool of urine and other waste that had formed near the toilets behind the beer hall. Chairperson of the Matsheni Committee Dumisani Mdlangathi said that the municipality has forgotten the building in terms of basic service delivery. “Municipal waste trucks only come in once a week but too much [waste] accumulates in that time. The toilets don’t work. “There is no electricity; vendors must connectillegally.Thegatesarebrokensothugs, criminals and vagrants come in at night and do their own thing,” Mdlangathi said. Another huge problem is the crime in that vicinity.

Drugs, prostitution, muggings and rape aren’t confined to the shadows; but take place in open sight in and around the hall. Inside, there are a number of little shops surrounding circular concrete seating areas in the middle. Red-eyed vagrants sleep on the shops’ roofs, defecating on themselves and on thefloor.Thisinthemidstoffoodstallslessthan a metre away. Without electricity, the sun glimmering through the windows of the gloomy hall sheds light onto the drugs like “woonga”, “rock” and marijuana openly sold in the corners. According to Mdlangathi, criminal activity is caused by “the youngsters who come here to rob” during the day, but worse things go on at night when all the shops are closed. Thieves wait for shoppers to walk past the entrance of the hall, grab their parcels and run throughthebuilding, disappearingthroughthe crowds. Pietermaritzburg Community Policing Forum chairperson Claire Crawley said statistics show more than half of the crime in the entire CBD happens just in the vicinity of Matsheni. “I am horrified by the unhygienic filth these people work in. There is a major need for a clean-upandarenovation.Wewillasacommittee plan a way forward,” Crawley said. The hall is the property of the municipality. Msunduzi municipal spokesperson Thobeka Mafumbatha said they would investigate the matter.

HILE the Treatment Action Campaign (TAC) is celebrating ten years since the inception of antiretroviral drugs (ARV’s), its future is at stake, with the organisation needing at least R35 million to sustain its project. The organisation was formed onHumanRightsday16yearsago, in a bid to force the government to develop a treatment plan for all people living with HIV. As it stands, major donors such as Comic Relief and Defeat have pulled out. Speaking to Echo, provincial head for TAC in KwaZulu-Natal Mzamo Zondi said that they started to notice in November this year that the organisation could endure financial problems. “Donor priorities have changed. This happened at a time when we are in a critical phase, where people think HIV is no longer a problem. We are facing a challenge with regards to the response of HIV and the growth of poor adherence. “If the TAC is forced to close

A PIETERMARITZBURG school requested parents to pay a registration fee for 2015 when reports were collected last week to ease their “financial crisis”. Parents at Woodlands Primary School were left surprised when they were told to pay R500 towards next year’s registration. A source close to the school said the decision was taken two weeks ago at the school’s financial meeting, in an effort to help the school recover from its dire financial situation. A parent, whose name is withheld to protect the identity of her child, said when she went to the school to collect her daughter’s report, she was told the report would only

Another parent who received her child’s report without paying the registration fee said she told them she will pay the R500 in January because she wasn’t told about this beforehand. The source added that it is illegal to withhold pupils’ reports. He also said the registration fee was going to help pay the school governing body positions, cleaners and the electricity bills. The Department of Education spokesperson, Muzi Mahlambi, said he would engage with the school to get more details.

SING municipal public toilets will soon cost R2. The Executive Committee (Exco) agreed that the pay-and-use toilet system for public toilets will curb people from abusing municipal ablution facilities, and that this system will be exercised at the Publicity House public toilets. The feasibility study for the pay-and-use toilet system for the whole city will be conducted before the system can be implemented. A report circulated at the Exco meeting, which had been compiled by the tourism business unit, states that the public toilets at the back of Publicity House are used by residents, road travellers and tourists. “The issue at hand is that these public toilets have been previously misused and vandalised by the public themselves; hence we propose that the management of these ablution facilities be changed in order to enhance and maintain them on regular basis. “A programme of regular servicing, maintenance, upgrading and monitoring of these public toilets should be prioritised, since they are within the commercial, business area, civic and tourist facilities, therefore servicing and maintenance should be of high standard. “These facilities should include toilet paper, hygienic water and hand drying facilities,” states the report. It further states that paying for the use of public toilets will succeed as this has been a fruitful initiative in other parts of the city. The Msunduzi has promised that in the process, no employees will lose their jobs and that employees will be allocated accordingly. The unit might have to implement a shift system as an alternative to overtime. The R2 charge will go to the cooperative that will be managing and maintaining the toilets and a pay system will be installed at these ablution facilities, said the report.

lead to food poisoning and gastroen teritis, which is a problem in young children, especiallythosewhoarenot breastfed or who are poorly nourished for other reasons. “Solid waste which is not disposed of properly attracts flies, rats and other pests such as cockroaches. All of these, but especially flies, are known to spread infection. If there are faeces on the street, this is totally unacceptable and needs to be addressed by the local authorities.” No toilets for street vendors The issue of the unavailability of ablution facilities for illegal informal traders has been raised at the Executive Committee (Exco) meeting. With the city structuring its informal trade economy, it was once highlighted that with illegal traders not having access to ablution facilities and water services, it is unhygienic for them to sell refreshments to the public. Proximity of buildings Municipal manager Mxolisi Nkosi told Exco that the Publicity House toilets are located next to the KZN Premier’s office, the Magistrate’s Court and Parliament, which attract local and international visitors, and added that there therefore is a need to impose the R2 charge for maintenance purposes. This week, both female and male public toilets at Publicity House were locked due to renovations and the Freedom Square Taxi rank female toilets were out of order and could not be used.

On rainy days, the sewage seeps through the pipes and gathers at the bottom end of the taxi rank tar surface. A couple of meters

USINESS owners along Retief Street have slammed the Msunduzi Municipality for not taking on the responsibility of cleaning the dirty and blocked drains along this busy street. These owners say that the municipality has neglected to provide municipal services for the local business district along Retief Street, one of the busiest business district areas in Pietermaritzburg. Lined with filth and concrete rubble, the business owners say that Retief Street has been an eyesore to the public for many years. Seeing that their cries fell on deaf ears, these business owners took matters into their own hands by rolling up their sleeves and cleaning the filthy street. “Can somebody tell me what the municipality is doing? We are the ratepayers of the city and yet we clean the streets ourselves. Why is it that we must clean whereas there are people at the municipality whose responsibility it is to clean the streets? “The mayor usually talks of lawlessness but he does not know the meaning of it. The Msunduzi managers are only interested in themselves. The general public needs to be taught about keeping their city clean and the municipality needs to provide dust bins for the Retief Street area,” stated one business owner. With the Public Urban Renewal Programme (Purp) underway, piles of concreterubblewereleftuncollected. The project is expected to face-lift the

about time that municipal management comes down hard on street cleaners,” she asked. Last week Monday, the Msunduzi Municipality’s communications unit was sent a media query to find out what the municipality is doing or has done to clean the Retief Street area. At the time of going to print, the municipality had failed to respond.

Men march in stilettos and high heels

M

EN In Heels march participants dominated the Pietermaritzburg streets this past Saturday. Aimed at rasing awareness against the abuse of women and children, the march proved to be a success. Marching from outside the University of South Africa (Unisa) campus along Langalibalele (Longmarket) Street, down to the Carbineers Garden near the City Hall, a pool of men who attended the march wore stilettos and high heels as a sign of literally being in women’s shoes, and served as a tool for raising awareness against rape, sexual assault, gender violence and children abuse. This is the second annual march hosted by the Youth of Choice wing under the Msunduzi Municipality. The Men In Heels March is meant to highlight the importance of the awareness around the 16 Days of Activism for No Violence Against Women and Children campaign. This awareness campaign takes place every year between 25 November and 10 December. Men In Heels March organizer, Lungelo Sithole said that the turnout for this year was better than last year. He urged the public to get involved and fight women and child abuse. “I am happy with the turnout because it shows that the awareness campaign is growing. Generally speaking, people get bored reading

educational information on social issues and awareness programmes. The Men In Heels March is an interesting and entertaining way of bringing such social issues to light,” said Sithole. Gagasi FM DJ Collen Zondo was also present at the event. He said that the 16 Days campaign should be extended throughout the year. The 16 Days of Activism for No Violence Against Women and Children awareness campaign ended yesterday.

>> “Moral decay is a threat to the movement.” NOKULUNGA NGOBESE

NC national Chairperson Baleka Mbete has cited moral decay among political leaders as undermining what Nelson Mandela stood for. Delivering a memorial lecture at the Edendale Lay Ecunemical Centre on Friday, to mark a year since he passed on, Mbete said: “The moral decay in our ranks is a threat to what ‘Tata’ fought for. “The core-values of the organisation seem to be decaying and little by little, we are losing respect. “The state is instrumental, therefore a chaotic legislature cannot achieve this historic task.” Mbete further encouraged cadres to live up to the principles of Mandela, saying that he was an epitome of forgiveness. “Mandela was able to show us the best way to do things in the new South Africa. He taught us to steer away from hatred and to rise above anger and emotions, even if someone has wronged you. “He taught us that if you are a leader, you do not have the luxury of

NELSON MANDELA, the epitome of forgiveness

being emotional, as you have to think and make decisions. “Tata taught us that when you are a leader, you have to be informed in order to be able to explain to others. “As we remember his life, we also pay tribute to all the cadres who sacrificed their lives for all of us.” Mbete further said that while the triple challenge is to fight poverty, unemployment and inequality, moral decay is a threat to the movement and there is a dire need for political education schools. Umgungundlovu district Mayor Yusuf Bhamjee said that Mandela represents the embodiment of what the organisation is about. Before the memorial lecture, Mbete together with the provincial leadership visited the northern areas where they had a clean up campaign, before laying flowers at the Nelson Mandela Capture site in Howick. ANC national chairperson Baleka Mbete last Friday lay flowers at the Nelson Mandela capture site in Howick, to mark a year since the former president passed on.

City residents hail Mandela WITH the world having commemorated a year since the passing of former President Nelson Mandela last Friday, NOKULUNGA NGOBESE AND NOMPENDULO NGUBANE spoke to city residents to find out how they will remember him. Various commemorations took place last Friday, with the first one starting at the Nelson Mandeal capture site in Howick, from where East Coast Radio had a live broadcast. Pupils from Howick Preparatory school released 67 white doves in his honour. PHOTOS: NOMPENDULO NGUBANE

Siphokazi Hlela: "Mandela was a role model as he taught us a lot. Everyone looks up to him because of the things he did."

Sinqobile Mbambo: "Tata Madiba is an inspiration, having grown up in a small village into a global icon. He has inspired me as an aspiring musician who has dreams of taking my career international."

Loraine Bryant: "For me, this day is about his family and the pain they feel. Everyone is so focused on the happenings and they forget what the family might be experiencing and that is why I have bought flowers. Mandela had wonderful ideals and was a shining example."

Tabitha Hulets: "He worked hard all his life and didn't want to fight every one. He was a peaceful person."

Zamo Ndlovu: "We remember all the good things that he did for our country. We are afforded the same opportunities as other races because of him. It is also im portant to teach our young ones about him so that his legacy is not forgotten. We need leaders who can emulate his selflessness."

Luthando Mjwara: "Tata Mandela was a good man and I will always remember him for his inspirational quote which says "Education is the most powerful weapon which you can use to change the world." I will forever cherish it in my heart."

Local leaders remember Nelson Mandela Regional chairperson of the ANC Moses Mabhida Region Supa Zuma: "In commemorating Nelson Mandela's life, we started by doing door to door visits. Helping people was something which was close to Mandela's heart. He always asked himself what more he could do for people. If we commemo rate his life, we need to ask ourselves whether we are still living according to his values. As leadership, we need to be accountable and take responsibility."

Struggle stalwart Truman Magubane: "This day is a reminder of a loss to the na tion. Nelson Mandela was a humanitarian with good listening skills. As we remember him, we wish that all his good qualities will be passed on to our leaders so that we may be able to live according to his values."

Pietermaritzburg Chamber of Commerce CEO Melanie Veness: “Tata Mandela was a great man and a great leader. He was brave and strong and true, the epitome of good leadership. He was stately, but not arrogant, quietly self assured, but not self important, and he genuinely cared about the welfare of our people and the future of our country. Like many people the world over, I loved and admired him.”

Umgungundlovu District Mayor Yusuf Bhamjee: "Mandela represents the embodiment of what the organisation is about. He made it possible for us to be where we are today. What we need to do is to take his vision to move forward."

Hadebe says that while disability does not mean inability, a lot of people still stigmatize them because of their condition. OBANDAprimaryschoolinSweetwaters was crowned as the provincial winner for the Eduplant Awards ceremony in October. The ceremony was hosted in Johannesburg and it is a joint partnership between Engen, Food and Trees for Africa and Woolworths stores. The deputy principal of the school, Nobuhle Sithole, said that they are happy that their pupils’ hard work is paying off. Eduplant is a leading school food gardening and greening programme. The requirements of the competition were that they wanted to see if pupils understood the whole process of gardening. “The school takes gardening very seriously and we encourage the pupils to take part. We were informed that we have been nominatedandwehadtoheadtoJohannesburg for the ceremony. “The pupils were asked to do a presentation and they did exactly that. They made their presentation in the form of a play, which they

presented to the judges. “The judges were pleased and that is when wescoopedtheprovincialawardcategoryatthe competition. “We were so excited and proud of our pupils who are always prepared to give it all when they do gardening,” said Sithole. The garden is not only for the school but it is also shared by needy families in the area, said Sithole. “We sell the vegetables and when we have madegreatprofit, wesharewithneedyfamilies. Our school has children who are orphaned and the profits made through selling of the vegetables assists those families. We won a R6500 prize and gardening tools,” she said. This year’s EduPlant competition drew over 400 entrants. Of these, 60 schools were shortlisted and attended a three day seminar in which they participated in a variety of entertaining and educational workshops, including drumming, t-shirt painting, permaculture workshops and paraffin safety,” said Engens’ general manager Tasneem SulaimanBray. KwaZulu-Natal schools took first place in three out of five categories.

AMIL UMRAW TWO Howick pupils have been chosen out of hundreds of national candidates to complete their education at the prestigious Oprah Winfrey Leadership Academy School for girls. Enthusiastic Howick West Primary School pupils Nosipho Mpangase and Faith Fortuin were recently told that they were accepted to the academy, chosen because of their academic and extracurricular achievements. “It was like a load lifted off my shoulders and words can’t explain how I feel,” Nosipho said. Faith said she will miss her parents, but she is not nervous to go to a new school. They both said the academy’s entrytestsweredifficult.Accordingto Nosipho, they both had to go through five tests and three interviews. “The tests just required you to think hard and the interview people were really nice,” Nosipho said. Both pupils have already visited the school, which is located in Meyerton, south of Johannesburg. “I am over the moon,” Faith said. “It is a beautiful school. It really is

amazing,” Nosipho said. One of their teachers who helped with their applications, Kalay Naidoo, said seven girls from the school were initially called for interviews, but only two made it through the selection process. “We are very proud of them because it is quite an achievement,” Naidoo said.

Reflecting on our time >> The Tatham Art Gallery’s newest exhibition is made up of artworks it has acquired in the past 20 years

T

HE Art of Democracy: Twenty years of collecting has opened at the Tatham Art Gallery. The exhibition, which can be viewed in the main gallery space, showcases a selection of artworks from the gallery’s permanent collection, all of which have been acquired since 1994. The works, which are normally displayed in various areas of the gallery in Chief AlbertLuthuliStreet, areidentifiedby coloured labels. Visitors to the Tatham are invited to reflect on what has happened in the galleryinthepast20yearsandtoview director Brendan Bell’s choices. The selection gives some idea of how the growth of the permanent collection has been affected by the changes that have taken place in South Africa. Political, social and economic shifts have impacted on the gallery’s acquisition’s policy, as have expansions in art making and theory. The most challenging aspects of collecting during this period have been selecting for inclusivity, the collapse of barriers between so-called “high art” and craft, and focusing the gallery’s role as a regional repository of visual art heritage. Among the artworks on show are Thami Jali’s Water Container, Gladys Mgudlandlu’s View From Behind Table Mountain and Richard Stretton’s Linenfold.

Also on show at the gallery is Generous Friends, a showcase of works acquired by the Friends of the Tatham Art Gallery (Fotag) for the Tatham’s permanent collection. These works can be viewed in the Schreiner Gallery from 10 am today. “For the last 30 years, Fotag has generously assisted the gallery to acquire works for its permanent collection,” said Bell. “This has occurred particularly at times when funding from the municipality for the purchase of artworks has been reduced or cut altogether. Fotag committee members run an annual programme of events at the gallery in order to raise funds for this purpose. This exhibition gives an overview of interesting and important art works that have been acquired for the permanent collection through the efforts of these busy but dedicated friends.” Among the works on show is a piece by Siyabonga Sikosana of Dambuza Clinic. There are also works by Heather Conyngham - Joy and Portrait of a Young Man, and digital prints by Kudzenai Chiurai. The Tatham Art Gallery is open from 10 am to 5 pm, Tuesday to Sunday. It will be closed on December 25 and 26 and on January 1. Inquiries: 033 392 2801 or www.tatham.org.za.

Sizwe Sikhakhane’s King Cetshwayo kaMpande. This painting was among many submitted for the first round of the gallery’s centenary competition in 2003. We commissioned a portrait of King Cetshwayo kaMpande, Zulu king during the reign of Queen Victoria. The winning entry now hangs adjacent to the queen in the main stairwell. Have a look at it and ask yourself why it is the same size as Queen Victoria’s portrait. PHOTO: SUPPLIED

Toyota raises bar with new ‘Xtra cab’ >> The pickup addresses the need for increased ride height and ground clearance

F

EW companies have the kind of clout in the pick-up world that Hilux wields, especially when we’re talking workhorse models. So, after pulling out all the stops with the bells-and-whistles Legend 45 package now standard as the top-end Hilux, Toyota says it has turned its attention to the utilitarian side of things with a thorough re-work (pun intended) of the Hilux 2.5 D-4D SRX. Already on sale, the new “raised body” version of the Hilux Xtra Cab replaces the previous low-body version. In response to customers’ requests, the automaker says: “it addresses the need for increased ride height and ground clearance, as well as improved approach and departure angles, to tackle challenging terrain”. Heavy-duty 16” steel wheels help the

raised suspension to maximise rough-road performance. Current Xtra Cab SRX Differential ratio 3.583 Ground clearance 181 Approach angle 21 degrees Departure angle 18 degrees Wheels 205 / 70R 15C New Raised Body Xtra Cab SRX Differential ratio 3.909 Ground clearance 212 Approach angle 30 degrees Departure angle 23 degrees Wheels 205 R16C 6J In addition, Toyota says, the specification of the Raised Body version has been aligned to other SRX models, matching the utilitarian nature of the vehicle and creating consistency across the product line-up. “In line with our hard-core aesthetics,” the company explains, “the newcomer is ‘de-chromed’ and

gets practical black cladding for the door handles and mirrors and uses hard-wearing rough-weave fabric in the SRX.” The new retail price of R298 700 is only R5 000 more than the outgoing model. Key specs • 2.5 D-4D 4-cylinder, 16-valve DOHC diesel engine mated to a fivespeed manual box • 75kW from 3 600rpm • 260Nm from 1 600-2 400rpm • Mud guards - front & rear • Air conditioner • Audio system with Bluetooth & RDS • Steering switches • Electric windows • Power steering • USB outlet
