OR what used to be haphazardly built informal shacks with lines of illegally connected electricity hanging low like mistletoe, part of the Jika Joe informal settlement has transformed to a home of comfort. The newly built temporary structures in Jika Joe have provided relief to people who had been accommodated at the uncomfortable tents since last year’s fire disaster which engulfed more than 100 shacks. The Msunduzi Municipality then took a decision that it would build 350 temporary housing units at the Jika Joe informal settlement. In total this project costs R20 million and its main aim is to decrease the number of shacks in this informalsettlement.Eachtemporarystructure costs R47 000. The Echo reporter visited the temporary structures and ablution facilities and showers have also been constructed and packs of water taps break the linear rows of these temporary structures. To avoid illegal connections, electric cables have been carefully installed right at the top of the structures out of arms reach. Themba Nxele, whose shack burnt down last year August, said that he was tired of staying inside the tents. He moved into his temporary structure room last year December. “The heat was too extreme and the rain would flood inside the tents,” said Nxele. Nonhlanhla Sibiya was spotted seated right at the doorstep of her new room. A 2011 injury has left her lower body with limited mobility. When her shack caught fire in August fellow JiMsunduzi Municipality is happy with the project MsunduziMunicipalityspokespersonThobeka Mafumbatha said that the project is going great. “Firstly we are proud to see the project at the stage it is in right now, especially because of the challengeswhichalmostledtotheprojectnotbe­ ing realised,” she said. She said that the 350 emergency units come with ablution facilities completed with 32 toilet pans for females and 28 for males, 32 showers, 48 wash basins, eight combined paraplegic toilet and shower and four paraplegic toilets. Trouble in paradise However, there are people who are not pleased at how the municipality has ap­ proached staying arrangement at the tempo­ rary structures. “I am sharing the one­room with my hus­ band, our children and another married. What kind of nonsense is this? Last year December they promised us that they would give us our own accommodation in January and pleaded that we stay with the other couple. So when we approached them on the matter they said that we did not qualify for a room,” said one woman who preferred to remain anonymous. The room which she shares with her hus­ band, their children and the other couple has been carefully subdivided with a peach and brown silk bed spread..How am I supposed to be intimate with my husband?” she asked. Claims have also surfaced from other Jika Joe residents that there are rooms which are empty but are reserved for other people.

OBANTU residents took to the streets on Monday morning demanding the removal of ward councillor Thandi Matiwane and the area steering committee. They protested outside the councillor chamber which they called a “place of corruption” shouting out the name of Matiwane and those in the steering committee. All the residents were singing the same tune about their issues and concerns. They said they feel neglected and being taken for granted. They complained about the system the ward 35 and committee uses when hiring people for tender execution in the Sobantu area. They claim that Matiwane employ favouritism to hire people, adding that her steering committeealsoacceptsbribesinexchange forjobs.However,whenMatiwane responded to the Echo newspaper, she said she has just learned to be calm with the residents of Sobantu. “The same people who protested with the against Illovo recruitment last year are the same people in this protest,’ she said. At the moment there is a project of building tanks by UMngeni Water. Matiwane and her steering committee recruited the people in their favour. We have people that are coming from outside who are being employed for the project while the people from Sobantu are being refused that opportunity,” she said. “The community was not included in the election of the ward committee and the steering committee. She (Matiwane) doesn’t

consult the community she makes decisions on her own. She doesn’t attend to our basic concerns. When we report to her she boasts about having her own people. Some of the members on the steering committee are rude, they don’t respect the elders,” said another. Matiwane said she will not pay attention to all the accusations. She said she has worked so hard for the people of Sobantu and they are never grateful. “The ongoing tender is headed by UMngeni Water and I have distanced myself from the recruitment process. There are people from the ward who have been

hired and they are working as we speak. I have the records of what IhavedoneinSobantubuttheresidents are forever complaining,” said Matiwane. Steering committee secretary Busi Mbokazi said no one is taking any bribes from anyone. She said it is a blatant lie that they take bribes and hire people from other areas far away from Sobantu. “We have a list of all the 97 people that have been hired on this project. These people include the people from eMsikweni. There are only three skilled people from Sobantu who are part of the project,” said Mbokazi.

Chanting struggle songs, the students started with a peaceful march outside the old main building lawns before moving to other faculties, where they sang outside lecture rooms. Speaking to Echo Student Representative Council (SRC) president Richard Mhlongo said they are concerned that despite engaging with the management last year, the institution has continued to increase registration fees by R1 000. “Registration fees have increased from R3 000 - R3 7500. Residence fees have increased from R2 500 to R2 750. “We engaged with the management last year, but they opted not to assist. “Apart from the fees the residences are not in good condition as some are leaking and some have leaking taps. “We shall continue to protest because we are not happy. “Everyone has a right to education, and some students have been financially excluded as there is not enough financial aid,” said Mhlongo. Executive Director of Corporate Relations at UKZN Lesiba Seshoko confirmed that a group of students from both PMB and Edgewood campuses engaged in an illegal protest, disrupting lectures and said the protesters intimidated some students on Tuesday. “A case of intimidation has been opened and SAPS are on standby on both these campuses. “University management acknowledges and respects the right to protest which should be exercised responsibly under the applicable rules and regulations. “Management has engaged in consultative meetings with student representatives, and discussions are still on-going and students are urgedtoceaseanddesistfromengaginginillegal and destructive acts while dialogue is in progress.”

JUSTICEProjectSouthAfrica(JPSA)main­ tains that the Msunduzi Municipality does not have constitutional rights to withhold the renewal of driving licences on the strength of people having outstanding traffic fines. After Maritzburg Fever published a sto­ ry on Msunduzi’s new plan to withhold li­ cences until all outstanding fines have been settled (28 January, 2015), Justice Project South Africa responded via Twitter that the municipality cannot do this. Msunduzi’s deputy municipal manager for community services Boniwe Zulu previous­ ly told the Executive Committee (Exco) that no driver’s licences will be issued to people with outstanding fines. She was quoted as saying, “…when people are com­ ing in to renew their driver’s licences, the

fees in existence against the ID number of the person concerned. He said these do not have to be for the vehicle the person is try­ ing to licence. Under the same act, he add­ ed that the licence disc and other vehicle licensing transactions may be withheld if a warrant of arrest has been issued against the person concerned in relation to any crime,butmorespecifically,ifonehasbeen issued against a summons issued to that personwheretheyfailedtoappearincourt. “The National Road Traffic Act and Regulations makes no provision for with­ holding driving licence transactions, re­ newals or new applications, in the pres­ ence of outstanding traffic fines. All traffic fines issued in South Africa are issued in terms of the Criminal Procedure Act, 51 of 1977, except where the Administrative Ad­ judicationofRoadTrafficOffences(Aarto) Act is in force. The Aarto Act does make provision for withholding all licensing

Maria Dlamini wants Home Affairs to reim­ burse her for the R150 she paid for the ap­ plication of her children’s unabridged birth certificates, which she never received from the department.

>>news@myecho.co.za A LOCAL woman Dlamini has demanded the Department of Home Affairs to reimburse her for the R150 she paid months ago to apply for her two children’s unabridged birth certificates but not have been issued todate. Maria Dlamin told Echo that the department’s bungling resulted in them delaying the issuing of the certificates she desperately needed and her incurred unexpected expenses as she had to enlist help of a private company to get them. Bothofherchildren’sbirthcertificateswere abridged as they did not reflect both names of parents. Since her husband’s death last year January,Dlaminihasbattledtogetherlatehusband’s insurance company to fund her children’s schooling. She said that the insurance company, which she preferred not to name, stated that in order for them to pay, both of the birth certificates had to be unabridged with both parents’ names and details. “My husband’s insurance company refused to pay for my children’s school fees because both of our names did not reflect on their birth certificates. I applied for the unabridged birth certificatesmonthsagobutthedepartmenthas not issued them to me. After months of waiting withoutanyresponse,Ienquiredattheiroffices and they told me that I had to apply again because the Home Affairs head office had lost the

docket. I contacted head office only to be told that the local branch did not send the documents to the head office. For months this ended up being a blame game between the two offices,” said Dlamini. The last time Dlamini visited the local Home Affairs branch was last year December. Anxious to get her life sorted out she approached a private company to be a go-between and help her sort out the mess. Less than two weeks ago she paid R1600 for the application of the unabridged birth certificates and last week she went to collect them from the private company. “I want Home Affairs to reimburse me for the money I paid because they never gave me the birth certificates. When will Home Affairs ever stand up and take responsibilityfornotdoingtheirjob?Theproblem starts with management. They should oversee everything that happens within Home Affairs,” said Dlamini. In 2013 the national Department of Home Affairs stated that it would issue unabridged birth certificates only. During a press briefing in 2013, former Home Affairs Minister Naledi Pandor reportedly said that the abridged birth certificates were easily produced illegally. Department of Home Affairs (DHA) acting provincial manager for KwaZulu-Natal, Nosipho Shandu, said that the Pietermaritzburg office experienced service delivery challenges due to the department’s Information Technology System having operational weaknesses. Shandu mentioned Eskom’s load shedding as one of the main causes of slow service. “The system becomes very slow after load shedding and the department’s regional information technology officer is still working on it. The DHA system is integrated with the systems of other government departments which results in the system being slow at times. “The State Information Technology Agency (SITA) has also highlighted that there is slow network connectivity in KwaZulu-Natal. This results in processing of applications taking between 15-20 minutes at times,” explained Shandu. She said that the staff members at times takes vacation leave, sick leave, study leave, lunch, go on training, day off, and that there are three vacant posts that have to be filled. “The department opens six days a week which implies that officials qualify for one day off as working hours may not exceed 40 hours per week per official. The management of the Pietermaritzburg office is restructuring the operations of the office which will benefit the citizens,” said Shandu.

The graduation ceremony which was launched by Umvithi Youth Development at the city hall last week is aimed at recognizing those pupils who have excelled against all odds. It is also aimed at encour­ aging those behind them to work hard from the be­ ginning of the year. Speaking at the launch Umvithi CEO Mthobisi Mkhize said: “We will select the top 10 from various schools depending on the quantiles. They will wear academic gowns and we will have motivational speakers from different institutions. We want to en­ courage a culture of learning, so that they envision themselves as graduates of tomorrow. We also want torecognizethosematricpupilswhopasswithflying colours, but are never recognized. “Based on a research we conducted we discov­ ered that while there are some schools with poor pass rates, there are pupils who excel beyond all odds.” Mkhize said that the graduation which will happen at the beginning of each year will also be aimed at exposing pupils to available career choices. “Every year we have top achievers who cannot go to tertiary institutions either because of financial con­ straints, or they never applied at all. This is common particularly in disadvantaged are­ as , and it is often because they lack knowledge. THE police would like the public to report any information related to illegal firearms, as these firearms are used to commit seri­ ous crimes in communities. Police spokesperson Captain Zenzele Ndlovu said that the police offer rewards to those who supply them with informa­ tion on illegal firearms. “Allpolicedailyoperationsincludetrac­ ing and searching of illegal firearms. The illegal firearms in circulation are mainly used to commit serious and violent crimes. “The police informers are always sensi­ tised about the importance of supplying intelligence driven information about ille­ gal firearms in the hands of criminal ele­ ments. The police give rewards to those people who give information about these illegal firearms,” said Ndlovu. He said there are also non­government organisationsthatcontinuetofightthecir­ culation of illegal firearms.

“The disadvantages of having illegal firearms are that there are more serious crimeslikemurder,robberyandrapewithin that community. The owner of an illegal firearm doesn’t report loss or theft of his or her firearm, thus the firearm is circulated toanumberofcriminalelements,”saidNd­ lovu. In a statement recently Community Safey and Liaison Mec Willies Mchunu said that the department is concerned about thenumberofillegalfirearmsincirculation in the province. “Our research has shown in no uncer­ tain terms, that these illegal firearms were key drivers of heinous crimes and criminali­ ty in the province. “We are therefore of the strong view that police should be applauded for these wonderful breakthroughs. “Furthermore, we cajole and urge our communities to work with the police to en­ sure that these tools of murder and may­ hem are removed from our society,” Mc­ hunu stated.

The Msunduzi Municipality has identified 37 new informal trading sites in the CBD.

HE Msunduzi Municipality has identified 34 new trading sites in the Central Business District (CBD) in order to ease the congestion along Langalibalele Street and Church Street, which are hubs of informal trading in the Pietermaritzburg CBD. The identification of new sites comes after the municipality’s local economic development business unit carried out a survey on street trading in the CBD. According to the recent report presented at the Executive Committee (Exco) from the economic development business unit, the 15 newly identified trading sites are between Church Street and Pietermaritz Street, and the 22 sites are between Slatter and Boshoff Street. Theallocationoftradingbayswill be based on the fact that only bona fide informal traders will be eligible and not businesses that operate from brick and mortar premises, preference will be given to historically disadvantages individuals and only one site will be allocated per trader and per household. Preference will be given to traderswhodonotoperateinotherinformal markets within the CBD and people who are unemployed. The

trader must be in possession of a valid South African identity document or working permit as per legislation. Any person who is financially in good standing will not be considered. Thetradermustalsobeinpossession of the required business licence and a certificate of acceptability. Some of the challenges facing the informal traders include the lack of sanitation and ablution facilities, insufficient demarcated areas for informal trading and the lack of overnight storage facilities. The municipality, together with the informal trade chamber, will meet to solve these issues.

In 2013, the municipality declared that there will not be any informal trading around national key points which are the Legislature, the City Hall, the Supreme Court and the Premier’s Office buildings. Backed by the city’s bylaws on informal trading, all informal traders must have permission to trade. This ranges from hairdressers and barbers, traditional medicine, traditional wear and bead work, pay phones, shoes and shoe repairs businesses, taxi drivers, photographers, cardboard collectors, panel beaters, car wash and waste pickers to informal second-hand clothing traders.

HE Cancer Association of South Africa (Cansa) Midlands branch celebrated World Cancer Day by doing their bit to raise awareness about cancer. Cansa’s regional manager Lisa Strydom said that regular screening for the most common types of cancers is important for early detection, so that if discovered the cancer can be treated earlier. “The reality is that the incidence of cancer is on the rise, largely due to factors linked to our lifestyles and environments. There are also many things we can do as individuals to decrease our cancer risk,” said Strydom. She said that there are many different types of cancers and many factors that could lead to the development of each one. “Tobacco, even from someone else’s smoke, is linked to the development of many cancers, so should be avoided at all costs. This is why Cansa supports all the legislation around tobacco use in public places. “Leading a balanced lifestyle also helps to decrease your risk of getting cancer, including eating lots of fresh fruit and vegetables, minimising red meat intake, limiting alcohol intake andexercisingforatleast30minuteseveryday. Being safe in the sun is also critical, as South Africa has the second highest rate of skin cancer in the world,” she said.

The World Health Organisation (WHO) reported that in 2012, there were 8,2 million cancer related deaths worldwide and that the new cases are expected to rise by 70% over the next two decades. “The problem with cancer is that the treatment is so unpleasant and when it goes on for a long time, it often causes secondary problems such as relationship strain and financial problems. It therefore affects the whole family. It also affects employers who try to balance the needsoftheindividualfortimeoff,andpossibly reduced workload, with the needs of the business,” said Strydom. She said that Cansa has a lot of information oncancerandthatpeoplecancontacttheiroffices for further information. “We also offer affordable screening services. For those who have been diagnosed, we also offer a range of services. “We have an information booklet that explains what to expect during treatment as well as counselling and support groups for those who are interested. “We sell a wide range of affordable stoma products for those whose cancer treatment has resulted in them wearing stoma bags, breast prostheses for those who have had mastectomies and wigs. For those who need equipment like wheelchairs, bedpans or eggshell mattresses to prevent bedsores, these can be rented from Cansa for a small fee,” said Strydom.

One of the hailstones that were witness in the mist of the hailstorm on Friday.

HAIL as thick as big rocks that could kill an adult pelted our houses and vehicles, leaving homes with broken windows on Friday of the 6th of February 2015. I have never seen hail coming down on humanity in that fashion before. I dare say that was a first, or to be more precise, just the beginning of the start. Indeed we have been warned previously that global warming is creating weather conditions that are extreme, hostile, and life threatening. I am used to vehicles being affectedbyhailasitcrackswindowsandassault people in the streets. But the latest experience actually felt life those stones from the sky were actually going to go through the roof. My poor home had seven widows practically broken, leaving me vulnerable to criminals. My neighbours suffered a similar fate. But I suspect I could have been one of the residents in the city who were hardest hit in terms of broken house windows. Our yards resembled European snow that we normally see in Hollywood movies as we witnessed in amusement the incessant hailstorm bombardment on innocent civilians like the Nato forces destroying poor old Saddam Hussein along with his country. But this time it was not Nato soldiers or Muslim militants attacking their enemies. It was nature herself belching out scorn at the earth’s inhabitants for our greedy capitalist system that is responsible for factory and vehicle emissions which are distorting our weather conditions on earth. King of Pop Michael Jackson puts it aptly in one of his songs: “Look what

we’ve done to the world, look what we’ve done – what about all the things that you said we were to gain?…did you ever start to notice this crying we have been through?…what about us?” It is not surprising that earthlings are already preparing to invade another planet as several hundreds of peoplearealreadyvolunteeringtoexit our earth. It’s a one way trip, they say. Meaning, they will not come back again because it takes three months to get there and there are no fuel supplies for a return trip over there. Apparently that planet is said to be having conditions that are similar to earth, including an abundance of ice that could be relied upon for water supply. It seems that inventions like electricity do benefit us at the cost of the earth’s welfare since coal that is used to generate it is responsible for smoke emissions that are destroying the ozone layer. As though the hailstorm bombardment was not enough, Eish-kom (I beg your pardon, I mean Eskom) was not to be outperformed as it added insult to injury by implementing its so-called stage three load shedding whilst were we were sill bleeding from what has befallen us.

Those who wish to comment on the new bill and drink-driving restrictions, have until February 27 to respond as the draft bill has yet to go through the parliamentary process. As always, I am sure most of you must be excited about the two forth­ coming annual and popular sporting events that are scheduled to take place around the City in few weeks to come. The annual Dusi Canoe Mara­ thon is set to take place from February 19 to 21. As we all know the start will be at our own popular spot Camps Drift at 6 am. Also another local popular event on our calendar is the annual Maritz­ burg City Marathon on February 22, 5 am at Natal Carbineers Athletics Club (NCAC) head quarters ­ Drill Hall. Talkingfromexperience,Imustsay this road running event is one of the fewwellorganised,wellmarketedand professionallyrun.Iremembermyvery first taste of the half marathon in this event in the mid 90s running in Spar­ tan Athletics Club colours. I hobbled over the finishing line. Obviously I was over exhausted and drained, but also very happy and satisfied. My aim was to see if my legs and my fit­ ness level was able to carry me through and finish the 21,1km for start­ ers before I could do the full standard 42,2km marathon which was uMngeni Marathon around Midmar Dam few weeks later.

Meanwhile the 2015 Dusi Canoe marathon is being held in honour of the late Dr. Ian Player. Two brave paddlers have opted to paddle the Dusi Canoe Marathon in replica canvas canoes to replicate the pioneering early days of the race in honour of its founder and original champion. Can you believe it! ,74 year old Pietermaritzburg paddling enthu­ siast Hugh Raw will partner 72 year old Gauteng paddler Ian Ross in taking on the tough three day race from Camps Drift to Blue Lagoon using canvas and wood craft that they have hand made for the race. In keeping with the early Dusi tra­ dition they will compete as a pair of singles,andwillsharethearduouspor­ tages carrying their craft between them with canvas slings. They will also wear khaki shorts, branded khaki shirts, long socks and bush hats to rep­ licate the attire of Dr Player and the early Dusi pioneers. Wow! what a way to honour the great legend Dr Ian Player.
