ITY’s business owners will be happy to hear that the National Electricity Regulator of South Africa(Nersa)hasorderedthemunicipalitytoreversetariffhikes thatwere exorbitantly increased late last year. The decision comes amid threats by small businesses to close down as they cannot keep up with the 900% increase. Although the municipality claims to have been ordered by Nersa to increase its tariffs, it has been revealedthatitwasapplyingitstariffs incorrectly.

According to reports by the Witness newspaper, Pietermaritzburg Chamber of Business (PCB) CEO Melanie Veness read out a letter on the reversal, sent to her by Nersa, to a packed meeting at the Chamber on Monday. The letter written by Nersa’s CEO Phindile Baleni reads: “It has come to Nersa’s attention that the Msunduzi Municipality is not implementing Nersa approved tariffs for the following: Domestic High (80 A), Domestic High (100A),

Commercial conventional single phase and conventional three phase. The basic charges that Nersa approved for these tariff categories is made up of the basic charges and the net ampere charges applied by the municipality. However, in the current year, the municipality implemented the basic charges and net ampere charges separately, resulting in double counting of the net ampere charges”. The letter further said that the municipality is required to effect the necessary corrections in its implemented tariffs.

‘Isidingo’ star Lesego Motsepe dies at home

South African actress NEWS January 23, 2014 Lesego Motsepe has died, maritzburg her family said on Monday. Her body was discovered by her brother, Moemise Motsepe, around 11 am at her home in Randburg, the family said in a statement. She was declared dead at 1pm by paramedics. She died of natural causes. Motsepe will be remembered for her role as Letti Matabane in Isidingo. She was part of the cast from 1998 to 2008. She announced her HIV–positive status on World Aids day in 2011 and became an HIV/Aids ambassa­ dor. “She had been living with the disease since 1998,” her family said. “Since the public announcement that touched many hearts, Lesego conducted several workshops and talks on the importance of living with hope when affected by HIV/Aids, directly or otherwise.” Motsepe is survived by her mother Ivy Skhosana, brothers Moemise and Andile Skhosana, and nieces and nephews. — Sapa.

HE foreign nationals who fled the Jika Joe informal settlement last week in the wake of attacks on them have been reconciled and reunited with the community. The reintegration follows an impassioned plea by them to be let back into the area after about 50 foreign nationals were chased away following the death of Mzwakhe Kheswa, who is alleged to have been murdered by one of them. Kheswa (24) was found dead, covered with grass, just outside the informal settlement on Tuesday after being missing since Saturday. It is alleged that Kheswa was drunk, and was returning home with his two other friends, whentheyfoughtwithoneoftheforeignnationals over a sack of potatoes. It is further alleged that a group of foreign nationals then chased them, and the two surviving friends managed to escape. The following day, community members called foreign nationals to the local ground and demanded that they leave. MUSThavesurprisedmylatepoet brother Mlungisi Mkhize who was an unrepentant socialist, when I made it known to him that I did not agree with socialism as a younger person. Well, I have always thought of myself as a pragmatic person, and that means I have always felt that socialism was not in line with human nature, which I saw as inherently selfish and corrupt. It did not matter to me then that my brother was a close friend of a South African Communist Party (SACP) leader, the now National Minister of Education, Blade Nzimande, during Nzimande’s days when he worked for the then University of Natal at the Ethekwini campus. I never used to like socialism ,even

though the person who introduced me to these –isms properly, my secondary school commerce teacher, Mrs Thando Mokoana, was a healthy fence–sitter. In other words, she did not take sides with any of these economic systems when she taught us economics as a subject as early as standard seven at my dream–school, Amakholwa High, in the greater Edendale area. Fortunately for me, my late brother and intellectual darling did not impose his views on me. He was quite liberal in that he encouraged critical thinking. He liked to cite historical figures who had used capitalist methods to enable their countries to become viable and be better able to shoulder the responsibilities of launching socialist programmes.

But nowadays when I hear that a certain company has been shut down andbreadwinnerswhosupportfamilies are going to be without jobs, I become depressed and consequently unimpressed with capitalism, or the free enterprise system, for being like an over–rated prostitute. When I hear my government’s current national minister of health, Aaron Motsoaledi, criticising the very highpricestheprivatesectorischarging for medicine in this capitalist country, I become very disappointed with the free enterprise system. For instance, I was not impressed at all when I had to fork out R5 000 for a minor operation in a private hospital over a year ago. My medical aid only paid just over R1 000 of the total R6 000 that was charged for remov-

ing a rather small lump off my chest. I wondered when my government’s National Health Insurance (NHI) plan will begin to touch my life. I must say that it excited me a great deal when I was younger to hear of a quote from a European free enterprise promoter, Adam Smith, which read,“Throughhigherpricesweshall be buying a better quality of life.” I know that one of the things that upset me greatly about socialism and communism was the knowledge that political party bosses in Moscow, who were in charge of the Union of Soviet Socialist Republics (USSR), were allegedly corrupt and greedy. Hence, when Mikhail Gorbachev became president of the USSR and freed that part of the Eastern block fromwhatwasgenerallyperceivedas

the shackles of socialism and rigid centralism which saw many countries under the USSR becoming truly free for the first time during his presidency, I was in awe. IreallythoughttheWesthadallthe answers to the world’s challenges. Alas, I was wrong. I do not think that way anymore. As a parent I know how heavily we pay for food, education, health, transport or soaring petrol prices, housing rent or bond, municipal services etc. My late brother, Mlu, must be smiling in his grave – the Freedom Charter that he cherished used to sound idealistic and almost unreal to me when I was younger.
