We have equal learning opportuni­ ties and there is even Black Economic Empowerment, where black people now occupy po­ sitions that they would have never have occupied before. WAZULU-NATAL has the highest HIV prevalence, standing at 16.9%, according to the Human Sciences Research Council (HSRC). Their report, which was released at the beginning of April, has also revealed that women aged between 30 and 34 have the highest infection rate followed by males aged 35 to 39. The infected number of South Africans is at 6.4 million, which is more 1.2 million more than 2008, said the report. TreatmentActionCampaignKZNcoordinator Mzamo Zondi, said the HSRC report confirms that progress has been made against the epidemic, however progress is not as fast the nation would like it to be. “KZN is still the epicentre with a 16.9% HIV prevalence among people of reproductive age which is 3.6 times than that of their counterparts in the Western Cape. The prevalence in KZN is significantly higher than that of all other provinces. “HIV doesn’t only destroy families but communities and institutions. Today, if we are

to tackle HIV effectively, we must once more look deeper into our souls and our society and question, in particular, our tolerance of inequality. The continuing new infections are an emergency. “Today HIV is still a virus and it is still the 10 year old child who is denied access to condoms at school, despite our knowledge that they remain the most efficacious means of HIV prevention,” he said. New infections are the more controversial part of the report, he said. “They estimate that there were 469,000 new infections in 2012. This is down from a peak of about 570,000 in the mid 2000s, but it is still shockingly high. In other reports we have seen much lower estimates for the current rate of new infections, so we still have to figure out why the rate identified in the HSRC report is so high. One great thing about the KZN Department of Health is that it is willing to work with everyone.Letusjoingovernmentinmakingthe Zazi Zivikele Campaign a success. We cannot afford complacency, Aids is most definitely not over and it still needs an exceptional effort to control it,” said Zondi.

OUTH AFRICA is a beautiful and interesting country, with good people. Life in SA, and especially its politics, is unique and has a lot of history behind it. These were the views of two USA high school pupils, Grace Day and Skye Matula (both 16 years old) who are currently on a pupil exchange programme and scholarship betweentheircountryandSouthAfrica. They are both attending school at WykehamCollegiateandarein Grade 11. “We came over last year October and we enjoyed it from day one. We will be leaving in June,” said both Day and Matula. DayisfromOklahomawhileMatula is from Wisconsin. Ofthetwo,Dayseemstobeoutspoken, open minded and relaxed. “I like politics and am interested in studying journalism after high school,” she said. Skyelooksnaturallyshyandhardly talks. Is she missing home already? “No, not at all, I like it very much here. This is a great country and a good learning curve for us,” she said. They are also very quick to point out that they respect SA and did not expect to see lions freely walking on the streets. “What was said by some tourists before the 2010 World Cup was not on. This country is not just civilised but also developing fast on other levels. It’s going far and you can imagine how it will achieve in five years to come. I am impressed with every-

They also claim uniforms are strange to them because in their country, they wear casual clothes to school. There is also something new about SA politics compared to the USA. “The way you guys campaign is totally out of this world and new to us. When we campaign in the USA, it is mainly about public debates or political parties phoning people to vote for them. It was my first time seeing a political party performing a door to door campaign,” said Day. They also observed that in SA, there are a lot of political parties compared to the USA where there are only two main or popular ones - the Republicans and Democrats. Day and Matula also had a chance to visit the local warehouse of the Gift of The Givers. According to Sallim Sayed, Gift of The Givers chief operations manager, the two pupils “wanted to understand a bit more about the organisation and its charity work.” –Jerry Barnes

Water cut-offs leave residents desperate

ANIVILLE residents are experiencing water and electricity cut-offs daily, and they have described it as unbearable. Speaking to Echo, Musa Sithole said water cut-offs have become the order of the day, leaving residents without water supply for hours on end. Sithole said the people who are really affected are residents residing at the low-cost houses in the area. Copesville primary school in the area is also feeling the pinch, as pupils have to leave school early due to water supply interruptions. A source at the school confirmed that they are affected by the fluctuating water supply, adding that they experience about ten water cut-offs a month. “That causes a major inconvenience to the

school and the plans for the day. Pupils have to leave the school premises,” he said. “There is a new water reservoir tank that has been installed and we suspect that people might be stealing water from it. When it happens, pupils have no choice but to go home and come back when the water is available. “We are sometimes forced to cut the time table for the lessons so that we can try to have some lessons before it happens. It is a worrying issue and we don’t know how long it will keep on happening,” said the source. Sithole said they have raised the issue with their ward councillor Thandi Ndlovu, but nothing has happened. “Since last year we have been complaining about the same thing. It has become a normal issue that we live with through the day, no water and sometimes no electricity. “The water cut offs happen in the morning upuntiltheearlyhoursofthenextmorning.This

Obviously annoyed, Ndlovu told the reporter to ask the Msunduzi municipality what was causing the cut-offs before hanging up the phone.

These and many other investigations by the public protector and cases at the constitutional court and many other courts are going on quietly under the watchful eye of the media. Both the courts and the chapter nine structures are kept very busy by citizens who have confidence that their cases will be competently dealt with by these institutions. South Africa is the only African country that has openly endorsed the rights of gays and lesbians. This has set her apart from her sister countries in the continent when it comes to upholding human rights. This issue is a difficult and emotive one considering

To me all this is what puts our democracy at risk of being swallowed by the quagmire of hatred and criminality. If the state carries the burden of incompetent and corrupt officialsmoreandmorecriminalswill make this country a haven of their sordid acts. If floodgates are opened for illegal immigrants and contraband material through corruption and inefficiency we will then reach a state of being a banana republic and that will be the time when our constitutional democracy will die. The racial divisions and negative exchanges in the social networks also have a potential of dragging this country backwards considering the growing impact of social networks. Intheyoungyearsofherdemocracy, South Africa has had a number of difficult constitutional matters to resolve which she has showed great maturity dealing with, hence we are the envy of many world nations even thesocalledfirstworldcountries.Our duty is to protect this democracy.

HERE are likely to be some intense and drama-packed NFD matches across the country this week as the battle for a promotion play-off places continues. Chippa United were confirmed as the 2013/ 2014 champions last Saturday, but the race to finish second or third, thereby qualifying for a promotion play-off place, is still very much on. Now, the likes of Black Leopards, Milano United, Baroka FC, Jomo Cosmos, and even United FC, Vasco da Gama and Santos will be fighting it out for a top three finish. The week’s action began with a single fixture yesterday, when FC Cape Town hosted Maluti FET College at the NNK Rugby stadium. In 11th spot, the African Beasts have no hopes of making the play-offs and their focus will be on trying to finish a highest possible position in the league. Maluti on the other hand are in 14th spot andarenotyetguaranteedtofinishabove15th placed Roses United, who they lead by eight points with three games to go. There is nowhere in the world where senior clubs fighting for promotion have to abide by age restriction rules. The under-21 rule in both the third and second divisions is nonsense. These clubs are fighting for promotion and also compete with PSL clubs in cup competitions.

Change is needed We have spoken about this in the past that senior football leagues should not be confused with youth leagues. PSL and first division clubs should provide elite U17, U19 and U21 leagues. You cannot mix apples and potatoes. Are we not learning from the European and South American football associations? How do clubs at lower levels achieve promotion if they are asked to be football schools?

YOUNG city football coach is appealing for funding after being selected for a coach training course at a football academy in the UK. Scelo Vilakazi (21) from Thembalihle near Eastwood started training other youngsters from his community when he was just 14 years old. Following trials that took place in Johannesburg last year, he was offered an opportunity to be one of the coaches at Mzansi Mayfair Academy. Vilakazi, who has been selected for a three day training course at Kuala Lumpur Soccer Academy in the UK, said that his dream might

not be fulfilled if he does not manage to collect R25 000 by June this year. Currently, he has only managed to secure a flight ticket. “I applied for this opportunity and I was called in for trials which took place locally, and now that I have been accepted my only hindrance is money.
