EFTY municipal fines await political parties which have failed to remove their election postersandbannerspastthestipulated time of 14 days after the elections. The last general elections were held on 7 May and the 14 days lapsed last Wednesday (21 May) but posters ofpoliticalparties,includingtheANC, DA, ACDP, IFP, AZAPO and NFP still continue to festoon municipal electricity lamp poles and trees. Although they seem to have been cleared in the CBD, election posters arestillvisibleinareassuchasImbali, Sobantu as well as Raisethorpe. Posters that can be seen in Raisethorpe are those of the ACDP

and NFP, while in other areas they are predominantly of the ANC and DA. It is not clear why the parties have failed to take them down as they are aware of the by-laws of the Msunduzi Municipality. Some of the parties were pleading poverty during the election season, saying they did not have sponsors. Now they face further financial woes if the municipality enforces its election by-laws. In terms of its by-laws, the Msunduzi Municipality charges R110-58 per poster that is not removed in the allotted time period. SpeakingtoEchoboththeANCand DA on Tuesday said they have people who are taking care of their respective election posters. Moses Mabhida ANC regional

secretary, Supa Zuma, said the problem is that the ANC is a big party and it is not possible to clear all the posters and banners in one sweep. He said they have removed almost all of their election posters in the CBD but admits that there are still some posters in other areas. “I have seen that myself but we are not the only party. In fact all political parties still have posters up. We have put together a team that will do the last sweep to ensure that there are no posters left behind,” he said, adding that they had about 30 000 posters within the Msunduzi municipality. Asked if they are prepared to pay thefines,hesaidthatwillbedealtwith in discussions with the relevant authorities. DA KZN leader Sizwe Mchunu said

his party hired contractors to remove the election posters, but he himself has noticed that there are still areas with their election posters up. “I have seen them, I don’t know the reasons. It could just be that we are trailing behind,”said Mchunu. He said the DA Pietermaritzburg leadership is dealing with the matter. Municipal spokesperson, Thobeka Mafumbatha, said that in term of the by-laws, an election advertisement may be displayed from the beginning of the day of declaration of an election to the end of the fourteenth day after the election. “Any person who fails to remove any poster, banner, flag or election advertisement within the prescribed period shall be guilty of an offence,”

According to Mafumbatha, the municipality shall be entitled to remove any such advertisement and deduct the prescribed amount from any deposit made in respect of the advertisement so removed by the municipality. If the amount to be deducted exceeds the amount of the deposit made, the municipality shall be entitledtorecovertheexcessamount. Mafumbatha said there is no time frame in their by-laws about billboards as the space is leased or bought by a political party from the owner of that particular billboard. “We have observed that a number of posters have been removed and those that have not will be contacted,” she said.

ORTHDALE hospital has confirmed they have been experiencing delays with patient’s files due to structural changes that are underway. Thiswasconfirmedbythechief executive officer of the hospital, Mandisa Dlamini. She told the Echo that there have been delays with patient files at the patient administration department. The Echo was notified about this by a patient who accused the hospital of being negligent, and added that this was not the first time. The recent incident of lost files happened last Wednesday. A 60 year old Sobantu patient said that she was fourth in the queue to collect her medication at 4am.. “I’m always in the top ten in the queue so that I can be attended to early and then go home. FOLLOWING a call from the Auditor­ General (AG) that the Msunduzi Municipality needs to achieve 100% of all its meter readings, which are free from estimations, the municipality is slowly moving towards the targeted percentage with currently only 12%

Echo spoke to another patient who said the incident indicated that the hospital is negligent. “It is not the first time we are having this problem at the same hospital. Last month (April) the files got lost and there was a delay. We asked how was this possible and they said it’s because of structural changes. They should keep the files in a safe place. “We cannot afford to open new files each time,” she said. According to sources, the protest was a result of the resident’s electricity being disconnected after they claim to have paid their accounts. The clash between the Ward 28 residents, which included members from both the informal settlements and formal houses, resulted in a standoff between police and themselves.

When Echo visited the site of the protest, which was outside Kharina Secondary School, litter was strewn all over the streets together with the remnants of smashed glass and burnt items. Some pupils from the school in the area were seen in groups along the side of Khan and Regina roads because they were not allowed to enter the area. Police were still keeping an eye on the area even though the crowd had dispersed from the streets and were back at their settlement. The protest continued towards the latter part of Monday afternoon when tyres were being burnt and the violence erupted again, although to a lesser degree. By Tuesday morning, there were reports that everything was back to normal and that the roads had been cleared after members of the Msunduzi Municipality were in talks with the protesters to resolve the matter. The protestors paid no attention to members of the police force, fire department or other law enforcement officials when they proceeded to burn tyres, tree stumps and anything else that they could get their hands on. Residents from the area were forced to stay in their homes as a result of the violence. Some were even forced to miss work and school.

Msunduzi under pressure to spend grants

NQOBILE MTOLO IF the Msunduzi Municipality does not spend its conditional grants to meet the demands of its residents by the end of this financial year, this setback will be expected to be part of the Auditor-General’s report. At last week’s Executive Committee (Exco) meeting it was reported that the municipality is failing to spend its grants provided by other departments. This is a hard pill to swallow for city residents who have endless grievances connected to service delivery. The Exco agenda report on unspent conditional grants states that only 34.49% has been spent. “It is important to indicate that the funds are needed but at times we fail to use them,” said Msunduzi mayor Chris Ndlela. Democratic Alliance (DA) caucus leader and Exco member Bill Lambert asked if the municipalitycanfindloopholesinspendingthemoney given. Msunduzi municipal manager Mxolisi Nkosi answered: “Conditional grants come with certain conditions and you can only use

them for what they were intended for. It’s not easy to move funds from one account to the other. We must take the full blame for not spending the money. Most of the conditional grants before Exco today have been known since July last year. Unfortunately, for one reason or the other, we have not been able to spend and we need to go back and look at our processes possible.” The agenda circulated at Exco states that in order to ensure that grant funding is utilized effectively and efficiently, planning for grant funding projects must be done timeously to ensure that grant funding is utilized in terms of the grant conditions. “Where are the bottlenecks? How long does it take us to resolve them? We have to find creative ways of fast tracking processes so that very little, if any, money goes back to the Treasury Department. “Thousands of our people who do not have the privilege of being part of the Exco meeting will take strong exception to our failure to spend the grants which would reduce the number of challenges they have,” said Ndlela addressing Exco members.

N order to prevent further injuries anddeathofitselectricitystaff,the Msunduzi Municipality has purchased fire resistant work gear which will protect its electricity employees while they carry out their duties. Costing a hefty R200 000 for 20 suits, Msunduzi’s deputy municipal manager for infrastructure, Sabatha Nomnganga, told the Executive Committee (Exco) that every individual who is authorized to use a suit will have to sign for it so that should the suits get lost, the municipality will deduct from the salaries of those responsible for losing them. Last year December Msunduzi municipality lost one of its electricians, Ntandoyenkosi Mgwili, after he was burnt in an explosion while trying to repair the damage caused by cable thieves at a substations. Nomnganga said that the protective clothing is one of the milestones that the municipality has accomplished to ensure the safety of its employees. “After the incident where we lost one of our colleagues, we engaged so many municipalities to advise us as to what they have in terms of protection for their staff. In the end, we came up with this protective suit. When employees go out on site to work on electricity, this is what they need to wear to protect them from being burnt when explosions take place,” said Nomnganga. Zazi Nxele started the project last year August in order to try and addressthehighunemploymentrate. Having worked as a human resources (HR) practitioner before, I realised that many people do not know the basics of CV writing. Qualified and experienced people are sitting at home with their skills because they are unable to market themselves. When a vacancy has been advertised, HR practitioners and recruitment agencies do not have time to go through all the pages in each CV,” Nxele said. He added that if those agencies do not find what they are looking for on the first page, chances are that they might not even continue reading the other pages. “A proper curriculum vitae must be structured in an orderly manner, it must reflect one’s capability and it must be simplified in a way that sells. Our role is to review and restructure them, without messing them up,” he said. He further said that while their services are only offered online, they will be working with youth officers from different municipalities under Umgungundlovu to disseminate the information. “It should not be a matter of copy and paste. World No Tobacco Day WORLD No Tobacco Day takes place on 31 May, the aim of which is to focus on the increaseduseoftobaccoamongtheyouth. According to the World Health Organi­ zation (WHO), most people start smoking before the age of 18 and almost a quarter start using tobacco before the age of ten. According to Cansa’s Head of Health, Professor Michael Herbst, the tobacco industry actively targets the youth with appealing products and expensive marketing strategies and provides flavoured cigarettes and smokeless tobac­ co. “Young adulthood is the most suscep­ tible and vulnerable period to start using tobacco products and a main target for the tobacco industry. The resting heart rate of youth that smoke is faster than that of their peers. Long­term effects before the age of 18, include chronic diseases such as lung and stomach cancer, stroke and heart disease,” said Herbst. Hubbly bubbly, waterpipes or hookahs are more dangerous. Herbst warns of the increased use of water pipes, hubbly bubblyorhookahsmokingamongstyoung people. “It is especially bad because their lungs are still growing,” said Herbst. Pupils from various schools in and around Pietermaritzburg, together with the elderly from old age homes in the city, were invited to the event at the museum which was filled with interesting and informative talks on aspects of South African history. There were also various items held by different schools. Established in 1977, last year over 35 000

museums in 143 countries around the world celebrated this day in honour of the important role that museums play in reflecting aspects of history. The 2014 theme was ‘Museums make connections’whichwaschosentodemonstrate how museum exhibitions have the ability not only to tell a story, but to also engage with the community through shared memory. It also encouraged public awareness of the role of museums in the development of society and promotes the connection that exists between different types of collections and their audiences.

Why you should care about science

F you ask any scientist why they do what they do, you will obviously get varying answers. An undergraduate might tell you something very different to a post-doctorate student - who at this stage would have asked him or herself the same question with increasing frequency over the years. I could run out of op-ed space explaining the reasons why science is important in our lives, but for the purpose of this column I will only tell you that it is to vanquish ignorance and exercise a healthy dose of scepticism. Too many of us are victims of pseudoscience, myths, misconceptions and incorrect use of science thanks to marketing ploys. Ignorance can be easily overcome, but if you throw a dash of ego into the mix, you have a misguided sense of self-preservation when it comes to “touchy” issues such as creationism, vaccination, evolution, alternative medicine and nutritional information. Thankfully,wecansaveourselves big headaches if we apply the simplest tenet of science, which boils

Writing science articles is not easy, and given the demands made on small news teams, journalists usually find themselves with ridiculous schedules and little or no social life. This makes it even more difficult to find personal time to write about science, which many editors are loathe to accept as the write-up may nothaveasmuchpullingpowerasan accident or political scandal. But it’s not only about the pulling powerwhenitcomestonon-scientific articles - science can be intimidating to the uninitiated. I would love to tell you that science is all about the discovery of some wonder material or newly discovered giant killer chicken or the advent of a space rock on a collision course with KZN, but this is very rarely the case. Ofcourse,storieslikethisdoexist, and you can and should read about

Science stories have to compete with sports and politics, with the latter being in great supply. Asascienceadvocate,itismyduty to try to convince you to like (or at least care about) science, but it is not a simple task, and after all, a sports’ journalist doesn’t need to convince sports’ fans why they should like sports.

Some of the best science writing in the world can also be found at National Geographic’s “Phenomena”. In a country and a province where science education is still far below the global benchmark, it is time for us to consciously abandon our fear of science. We need to fall in love with the wonderofscience,butalsobecareful to avoid “bumper-sticker” science, as one of South Africa’s foremost science journalists (and author of Searching African Skies) Sarah Wild once put it. I encourage you to take the plunge into the deep, beautiful and mysterious world of science. You won’t regret it.

Strachan was one of scores of people who tried out the new attraction, which zips you around 100 metres from a platform next to the Dhoda’s food stall, over the Dorpspruit, to the gate two bridge at the showgrounds. Managing director of the Karkloof Canopy Tour, Kai Schulz, said the idea to bring the zipline to the showgrounds came about during a conversation with Carmen Nanni, who worked for the RAS before taking on a marketing position at Howick High School.

“She mentioned the idea in passing last year and then we did a zipline for Howick High for Father’s Day, which was a lot of fun. We also did one at a school in Durban … then we approached the show,” Schulz said. “Kids just love it, but it’s also a lot of fun for adults. The youngest person we will take is three but we’re hoping to attract older people too. In fact, I’d like to challenge the older people of Maritzburg to have a go. “The oldest person who tries the zipline will get a free canopy tour.” Rides cost R30 (R50 for two slides, which includes a R50 discount voucher for Karkloof Canopy Tour). IX lucky Carter High School pupils have been chosen to represent South Africa at the 2014 Shanghai International Cities Youth Camp from 16 to 29 July. The school was selected by the Department of Education this year to participate in the initiative by the Shanghai Municipal Education Commission, to promote friendship and understanding but, most importantly, to build relationships between international cities. Speaking to Echo, the pupils were very excited to be afforded the opportunity to be ambassadors for the country. The Shanghai Education Commission will be responsible for the pupils’ expenses when in the country, including meals, accommodation, activities and local transport. The only expense the pupils’ have is the plane ticket and airport taxes. The school, together with parents, sponsors and the pupils, have been hosting various fundraising initiatives to raise the money for the airfares. They have also received generous sponsorships from Govender’s Garage, Shuter and Shooter, David Harley and other family donations; however they are still R25 000 shy of the required amount. “We are doing everything we can to raise the funds for the pupils, becauseitwouldbeheartbreakingfor them not to be able to go and represent the country.

The estimated cost per pupil is R11 000. The money raised thus far is R45 000. The pupils, together with the school at large, appeal to the community and especially corporate businesses to help them raise the necessary funding. “We will do everything to repay the trust that the department has put in us to be the South African representatives,” said Adam Butler, one of the pupils selected. Many of the pupils expressed that as they get closer to July, reality starts setting in and their nerves and excitement increases. For many of the children, this will

be their first opportunity to leave South African soil and travel overseas. “It is such an honour for us to be chosen; this is going to be a real adventure,” said Luhle Shange. “We are making a general appeal to the community to get involved. EHLOKAZULU secondary school in Imbali have earned bragging rights after becoming the first finalist of the inaugural Themba Njilo Foundation’s schools tournament by beating their neighbouring Zamazulu counterparts last Friday. The two squared up in a final of Imbali secondary schools, after eliminating their respective opponents at Imbali soccer field opposite Sukuma secondary school. The final was a culmination of a two-day event that started on Thursday, with eleven secondary schools, including Mehlokazulu, Sobantu, Sukuma, Zibukezulu, Fundokuhle, Mvuzo, Ikusas’elihle, Siqongweni, Willowfountain, Zamazulu and Nsikayethu, participating. Mehlokazulu beat Zamazulu 2-0 while Sukuma netball team beat Zibukezulu’s to be the finalists of the Imbali stream of the tournament which was divided into four streams. Forty-five Vulindlela secondary schools will lock horns tomorrow (Friday) to decide the finalist of their stream. The tournament will then move to Edendale schools and later to secondary schools in town. All the streams’ finalists will play to decide the overall winner

of the competition at a date still to be announced. There is also a primary school component in all of these areas. Speaking to Echo, businessman Themba Njilo said that just as he was nursing a dream to do something to unite the youth with sport in Pietermaritzburg and surrounding areas, the local sports committee came to him for assistance. He said it was easy to start the tournament because the sport committee was already in place. “The goal is to build unity among the youth but it will also help to build their confidence. As we know, some of them are not good in class but they shine when given sporting activities. The games will help them feel important again and have self-esteem which might motivate them to do well, even in class,” explained Njilo. Njilo, who is regarded as a good samaritan because of his philanthropic gestures to communities and individual families in distress, said he sponsored the tournament with R50 000 from his purse. The money will be given to the winning schoolintheformofvoucherstoavoidtempting people to use it for personal gain. The school will identify their needs and they will be given vouchers to buy. The owner of Nduduzo Funeral Home, Njilo pledged that this will be an annual event.

Our people need to be dedicated to self-improvement and knowledge. The greatest football coaches have gone through some bumpy rides and rocky roads.

They say change is the enemy of comfort. It exacts a full look at one’s inadequacies. Presently, the majority of us expect favours from the game. Our people think that the mere fact that they are Black or South African, entitles them to lucrative positions. We complain about European or foreign football coaches, and yet we have no claim to any football coaching literature. Qualifications, licensing and certifications are the entry doors you open as you step into a maze of corridors and hallways. They are not the finishing point. Modern football demands lifelong learning. It challenges us to keep up with contemporary methodologies, sport science and talent development. Football coaches are no longer babysitters or drill instructors. IfSouthAfricantalentistoblossom,coaches will see sessions as opportunities to improve players. A lazy training session stifles ability, smothers development and generates a shift away from excellence. A lazy coaching session destroys dreams. We cannot expect to beat the world while our training sessions are business as usual. Planning should be detailed to the minute. Lastly, the coach who sweats the small stuff at training sweats less on match day. Unzima Lomthwalo!

ing countries. “SuperSport will be rolling out a galaxy of football idols to head up its coverage of the 2014 Fifa World Cup, starting in June,” he said. Foot said that Manchester United superstar Ryan Giggs, former World Cup winner Marcel Desailly of

France, English legend John Barnes and former Spanish star Gaizka Mendieta are among the big-name football personalities who will be analysing matches for SuperSport. They will be joined by Sammy Kuffour, Jay Jay Okocha, Shaun Bartlett, Andre Arendse, Andy Townsend, Sunday Oliseh, Neil Tovey, Ernst Middendorp, Ruud Krol, Stuart Baxter, Gavin Hunt and Doctor Khumalo. ICHOLAS Gwala will be running his fourth Comrades Marathon this Sunday, and will be running for the Community Chest. Gwala, a service advisor of First National Bank in Boom Street and minister at Restoration of Grace Community Centre, said he chose the Community Chest because he believes it is a charity for the people and will reach as many needy people as possible. He completed his first marathon in June 2011, and two thereafter between 10 and 11 hours. This is the first time he will be competing to raise money for the needy. “I have compassion and a caring attitude towards the destitute. Since I’m a minister of God’s word, caring for people socially and spiritually is my calling,” said Gwala. He said that he has been training intensely for over five months now and is confident that he will be able to complete another marathon. “There is no doubt that I am looking forward to it, even though the down run is not too good for my knees,” he said. Donations have been slow but he has raised some money. “I need people to support me becauseIdoitnotformyself,butfordestitutepeople.
