Locked properties hinder meter reading NQOBILE MTOLO

NACCESSIBLE properties are a huge setback for Msunduzi Municipality meter readers. This is one of the reasons why some of the meter readings are still estimated. At the recent Executive Committee (Exco) meeting, executive manager for the internal audit unit, Petrus Mahlaba, said that this is a problem in all areas in the Msunduzi jurisdiction. “There is a big challenge in terms of locked properties and those that have dogs,” said Mahlaba. He said that each meter reader has his or her own dedicated area for meter reading, and this has made meter reading a lot more effective and easier because they know where they can locate the meters. The issue of estimated meter readings was previously highlighted by the Auditor-General

(AG). This was an item which caused the municipality to obtain a qualified report from the AG for the previous financial year. Since the AG’s report last year, council has since made strides to achieve 100% in its meter readings. As the meter readers are paid per read, the deputy municipal manager for economic development Dr Ray Ngcobo said that council has revised the remuneration of the meter readers,astheyaretryingto makesurethatthey arepaid a living wage. The report on meter reading statistics for April states that competency of meter readers is also another obstacle to achieving 100% correct meter reading. The reports states that council still finds some challenges with some of the readings provided as they are not accurate. This costs council financially as they have to send other readers to double check suspicious readings.

ITY radio station, Umgungundlovu FM, has found a new home at the Msunduzi Tourism Hub after the Department of Public Works terminated its lease agreement with Tembaletu Trust, which is where the station had been operating from. The station, which has been in existence since 2010, officially moved into its new premises on 1 July. In March this year, Echo published a story about the station’s need for new premises after it had been told to vacate by 14 June to make way for government offices. Station manager Muzi Sibiya said: “Moving to the new premises could not have happened at a better time as it

coincided with the renewal of our broadcasting licence. We obtained our broadcasting licence in2008andifthestationdoeswell,itisrenewed every five years. “Its renewal proves that we are serving the interests of the area, and we are playing a huge role in strengthening the pillars of democracy. We are also grateful to the municipality for trusting us as the Sound of Choice. This will also give us a platform to market our city to the next level.” He said that one of the station’s priorities is to give journalism students a platform to get experiential learning. “This year, we have a total of 15 interns. We also give high school pupils with an interest in journalismanopportunitytocomeandseehow the broadcast environment works.”

Copper theft conviction for three men THREE men have been sentenced to 12 years imprisonment for possession of copper cables and theft by the Pietermaritzburg Regional Court. In an effort to clamp down on the criminals who continuously steal copper and cables, stiff convictions will be handed our to the perpetrators. KwaZulu-Natal Provincial Commissioner, Lieutenant General Mmamonnye Ngobeni, was happy with the sentence and said that it sent a message to other criminals. Xolani Brian Masimula (28), Sizwe Hlangu (32), and Mandla Shezi (29) made several court appearances before they were finally sentenced. EMAIN vigilant with your children, especially babies. This is the plea from law enforcement officials to parents. Home Affairs has become a target for baby snatchings, after two babies were recently taken by strangers. Police are appealing to people not to let their children be held or carried by someone they don’t know. WhilebothkidnappingsfromHome Affairs this year had happy endings, this might not always be the case. The first baby to be snatched from the offices in Langalibalele Street was Olwethu Madlala. He was taken in April and found two months later, thanks to vigilant staff members at Edendale Mall who spotted the baby with the kidnapper, Nokulunga Patience Mzila. The baby was reunited with his mother and Mzila was arrested. She was released on bail and the matter is still in court. Earlier this month, another baby was taken by a woman at Home Affairs in much the same manner as the first.

Fanele Asemahle Dlamini was in the care of his aunt at the offices when a stranger befriended them. After three hours of waiting in the queue together, she ran away with the baby while the aunt was distracted. Home Affairs regional manager, Thamsanqa Luthuli, spoke out saying that people need to be more vigilant with their children because their offices are always busy. She said that there have been signs put up in the offices appealing for vigilance. Lucas Holtzhausen, director of Safe City, said that visiting Home Affairs was an eye opener. “It’s quite a shock to see how many mothers come there to register their babies. They are normally alone and in many instances, you can see that they are from rural areas. This is part of the problem. In the rural areas, everyone knows each other in a specific area and there is a strong trust factor amongst the inhabitants. When these mothers then come to the city, they are unaware of the dangers that lurk in areas such as Home Affairs and also near ATM’s,” he said. Holtzhausen said that there are a number of security officers on duty at the entrance to Home Affairs and they

Catching a ride on the matric maths bandwagon BEFORE I became a journalist, I made a living as a private tutor. I started with a terrible hourly fee as I did not know how much tutors are usually charged. As I got wiser I increased my fee and started to make a somewhat respectable living…enough to break even with the taxi fare I paid for every day. I was not a teacher, have never been, and I respect teachers and the work they do.

I did, however, find myself rectifying a lot of their mistakes when I was tutoring students in mathematics andthephysical sciences. My first judgment was that the students who denied being taught a basic concept in either subject were being lazy, as is almost always the case. But then I started getting calls from parents who had very bright children from prestigious schools in the Richards Bay and

Empangeni areas. These children were getting distinc­ tions in all their other subjects except either mathematics or the physical sciences. I found that a lot of the basics were lacking, not because the students were lazy, but because their teachers had failed to teach them those basics. Whether this failure was caused by a lack of knowledge or time, I cannot speculate. Academics from the University of KZN and Durban University of Technology are being quoted in many an internet conversation regarding the competency of matric mathematics teachers. This is after a report was published in The Mercury newspaper on Monday 21 July, regarding a study published in the ‘Perspectives in Education’ journal. Accordingtothereport,asampleof253 KZN teachers averaged a mark of 57% when writing a past mathematics exam paper, typical of what the students they teach have to write. The paper was separated into four levels (levels one to four) which increased

Having encountered these kinds of questions a lot myself, I agree that they are quite challenging. The researchers question the quality of the material the teachers are delivering to learners if they clearly fail to understand it themselves. I have to agree with them, but also take caution in knowing that not all is cut and dry and that I am not an education expert. Clearly there is something wrong, but as to the cause of it and the solution needed to correct it, I have found that we are all experts. On the digital version of The Mercury article, I found a list of comments longer than the story itself. This is often the case with stories that are the topics of many a drunken conver­ sation or conversations that support people’s cynicism on the government’s

failure. The(anonymous)commentsarefullof “not surprising”, “dismal”, “blind leading theblind”andothersquestioning whether all teachers are qualified to teach any sub­ ject. Thereportdoesnotmentionhowmany of these teachers are from previously dis­ advantaged schools and backgrounds. I would speculate that the difficulty of the problem solving questions in the fourth level may be linked to their profi­ ciency in the English language. What we need to understand is that this is just one study that has detected a long­suspected problem. The study’s authors do not speculate what exactly is causing the problem, only that it exists and that it is scary how we expect these teachers to help pupils grasp the mathematics they teach. It is not all bad, though. I have encoun­ tered several teachers who have helped me grasp challenging concepts in mathe­ matics. This story will unfortunately remain another talking point which will lead to debates in weeks to come.

Northdale man wins appeal

PMB airport to get coffee shop NQOBILE MTOLO THE Pietermaritzburg Airport will soon get its own coffee shop. The coffee shop tender has been advertised and the matter is with the Msunduzi Municipality procurement business unit. Addressing the Executive Committee (Exco), the deputy municipal manager for economic development Dr Ray Ngcobo said, “We have advertised and the matter is with procurement. Our key issue was to secure a second airline to operate from the Pietermaritzburg Airport. As a result, we have had to make provisions for SA Express. We have advertised for expres­ sions of interest and that matter should not take more than two weeks from now.” From March to April this year, the number of flight movements increased from 812 to 1020 respectively. The Pietermaritzburg Airport has seen a growing number of passengers over the years and the coffee shop is set to accommodate a growing number of people who visit the airport. In May, the Pietermaritzburg Airport displaced the Richards Bay Airport as the second busiest airport in KZN. The KZN Department of Treasury stated that the passenger numbers at the airport had been thriving since 2010, and that these numbers have been increasing annually between 20 000 and 25 000. Since 2010, the monthly average number of travellers passing through the PMB Airport was 4 933 in 2010, 7 670 in 2011, 8 577 in 2012, 9 158 in 2013 and 9 776 thus far in May 2014. The PMB Msunduzi Airport, previously known as Oribi Airport, was first licensed by the Civil Air Board in March 1931 and it was officially reopened in July 1967 after extensive renovations.

INGRID OELLERMANN A NORTHDALE man has won his high court appeal against his conviction and 10­year jail sentence for murder and assault. In 2012, regional court magistrate Sello Maboee found Nazeer Bux (27) guilty of the murder of Mohamed Vally and assault with intent to do grievous bodily harm to Vally’s brother, Faheez. Vallywasstabbedduringanalterca­ tion sparked by a dog fight on October 29, 2010. But this week the verdict was overturned on appeal by high court judges Yvonne Mbatha, Isaac Madondo and King Ndlovu. The ruling was wel­ comed by Bux’s attorney, Anand Pillay. “Our client had always maintained his innocence,” he said. Judge Mbatha said the case against Bux was not proved beyond doubt. “In my view, the actual perpetrator was not properly identified due to the unreliability of the state witnesses.” She said the trial court failed to take into account that the relationship between Bux and the state witnesses had been strained before the incident, which led to the fracas and the death. Further Bux was also injured on his hand and head, indicating the presence of dangerous weapons during the fight. According to evidence at the trial, an altercation broke out when Vally’s brother tried to separate dogs involved in a dog fight outside the house where Bux’s in­laws lived in Ginger Road.

They represent the Bus Rapid Transit (BRT) project team preparing for the proposed new bus system in the city. The delegation of 26 is made up of members of the project co-ordinatingteam,representatives from the bus and taxi industries as well as the municipality.

They will also visit Colombia before returning to South Africa early next week. Contacted in Brazil this week, Msunduzi’s Madeleine PlaatjiesJackson did not divulge details of what they had seen so far. She said a joint media statement with the bus and taxi industry would be issued upon their return. The visit was co-ordinated and funded by the Department of Transport, which is introducing an Integrated Rapid Public Transport

System (IRPTN) in cities across South Africa. Maritzburg’s BRT is part of that system, aimed at bringing down traffic congestion and improving public transport. A public meeting was held this week at the Georgetown library as the start of an Environmental Impact Assessment (EIA) on the project. Municipality won’t refurbish dilapidated sport pavilion

HE Msunduzi Municipality has done a U-turn on its decision to revamp the Tatham Memorial Sports Pavilion. The decision has dampened the spirits of Ntombi Luthuli and others who had been teaching for 19 years in the dilapidated pavilion. It was reported last year that the municipality had plans to revamp the facility. Last September, the Executive Committeetookadecisionto approve a R295 000 rehabilitation plan for the pavilion, which is situated near the Jika Joe informal settlement. Luthuli has been volunteering as a crèche teacher, taking care of children who were loitering around the Jika Joe settlement, since 1995. “I am not getting paid, but I started

Gazu said this was a useful facility for recreation because “it gives hope

to the children who live in the hopeless Jika Joe informal settlement”. “We don’t know what will happen, but we are going to continue helping the children with their school work in these conditions,” he said. At the time, deputy municipal manager for economic development Dr Ray Ngcobo said the crèche was operating in a condemned building and, therefore, posed a risk to the children. Municipal spokesperson Thobeka Mafumbatha said the municipality had since taken a decision to redirect the R295 000 funds towards the temporary housing units that were being constructed there. “Wewillberelocatingthecrècheto these premises once the construction has been completed.” Mafumbatha said council will not rehabilitate the pavilion.

The project, which will be held annually, is aimed at giving back to currentneedypupilsoftheschooland also providing career guidance. Project manager Rudolph Madlala said: “This initiative started last year when former pupils visited the school and provided career guidance to Grade 12 pupils. They spoke with the principal and identified that there was a critical need for proper school shoes for needy pupils. “We then decided to do something about it, and we have also approached the Dambuza Community Development to join forces with us in providing career counselling. We were motivated by the late former

President’s message, Dr Nelson Mandela, when he said that education is the most powerful weapon whichwecanusetochangetheworld. He remains a beacon of hope and inspiration to South Africans, as he hasmanagedtodemonstrateselflessness both as an individual and within a collective. “As a contribution to society, former pupils have resolved to honour him by giving back. The organizers of the campaign are currently visiting schools to encourage peers and teachers to nominate their young ladies who are mentors, and who have a “servant heart.” “While the belle of the ball prize package is every girls’ dream come true, the schools need to know that this is not a beauty contest or competition, but rather a quest to rewardyoungladieswhoaresincere and passionate about community service,” said coordinator Lara Edmonds of Just Boutique. Last year, the campaign drew over 300 entries. T is that time of the year again when an annual fundraising auctionisheldtoraisefundsfor the purchase of new artworks for theTathamArtGallerypermanent collection. The auction, called Fotag (Friends of the Tatham Art Gallery) Fabulous Picture Show, is essential for an art museum collection to be added to on a regular basis, in order to reflect the dynamic nature of SA artistic production. The event organisers said that without a purchasing budget, the collection would remain stagnant. “This is where artists can make a meaningful contribution to one of the top art museums in the country. By donating an unframed, original artwork for this fundraising auction initiative, you will ensure the continued growth of the Tatham Art Gallery permanent collection. “Our target is to beat the R40 000 that we raised last year, and the only way this is going to be possible is through generous donations from artists, said the organisers in a press release. The Fabulous Picture Show works as follows: 1. Artists donate up to three A4 or A5 original unframed works of art to Fotag. Signed, original digital prints are welcomed, but not prints of existing originals. 2. Alternative format: 12cm square wooden blocks available at R6 from the Tatham Art Gallery shop.

3. All 2D artworks in the prescribed sizes will be framed by Fotag. 4. Boards and canvases are restricted to standard A4 or A5 only. 5. Works on paper should be smaller to allow for mounting and framing. 6. 3D works are also welcome, size not to exceed A4 dimensions. The final submissions deadline for A4 or A5 donations is 27 September 2014. Staff will be at the Tatham Art Gallery between 10am and 3pm to assist. Gallery staff will also be available to accept work prior to the final deadline on 2, 9 and 16 September 2014, from 2pm to 4pm. Another option is to post your artwork to: Tatham Art Gallery. P.O.Box 321, Pietermaritzburg 3201. The exhibition of artworks will be opened at the Tatham Art Gallery at 11 am on 16 November, and be on view from 18 to 21 November 2014 between 10am and 4pm. Fresh new look for Hyundai Elantra HYUNDAI Automotive South Africa has launched the enhanced 2014 Elantra, incorporating a refreshed design and improved product features. A host of new features have been added, while the vehicle’s renowned quality, space and safety have been maintained. “The Elantra has qualities and standard features which make it a worthy competitor in its segment. Its driving pleasure, the ergonomics of its design and the roominess make it a perfect compact family sedan,” said Stanley Anderson, marketing director of Hyundai Automotive South Africa. Thenewlydesignedfrontbumper,radiatorgrille and fog lamps, as well as the adoption of an LED light guide and projection headlamps add a dynamic, hi­tech feel to the Elantra. A new two­tone rear bumper and LED rear combination lamps have also been added. Interior design elements were modified with the aim of improving usability. The centre air vent has been repositioned higher on the dash, while the front centre armrest position was also raised. Interior enhancements in the 2014 Elantra include a new audio system with integrated Bluetooth, a redesigned climate control interface, an automatic transmission selector and electric folding side mirrors. In addition to this, various features have been introduced to minimise noise, vibration and harshness. Among other features, these include new duct absorption material, high density carpets

Acceleration from 0 to 100km/h takes 10.1 seconds in the manual version, while the automatic derivative accelerates to 100km/h in 11.6 seconds. Top speeds are 200 and 195 km/h respectively. Standard safety features include safety escort headlamps that remain turned on for 30 seconds after the driver leaves the car, and rear park­assist­ ance sensors. Airbags are present for the driver and front passenger, and ultra­high tensile steel is used to reinforce areas of the car’s body structure which are critical to safety in the event of an accident. Seatbelt pretensioners compliment the passive safetyfeaturesoftheElantra,whileIsofixchildseat anchors are also standard safety features.
