N light of the Msunduzi Municipality’s audited outcomes from the Auditor General (AG) earlier this year, the munici­ pality established a transformation committee to tackle all the recommenda­ tions from the AG. With over 60% of the PMB population struggling to pay for basic services, in January the auditor general’s report revealed that the municipality had not achieved its objectives of basic service delivery and infrastructure development. The audited report showed that the municipality’sunderspentgrantswereR170 million by 30 June 2013, and in total, the municipality underspent its capital budget to the amount of R33, 557 million. The financial period under review ended on 30 June 2013, and was for the 2012/2013 financial year. The AG’s report also stated major water and electricity losses. Otherissuesincludedbaddebtamount­ ing to R801, 84 million on consumer debts, the high percentage of estimated meter reading, under expenditure of grants and

manager. This committee deals with the recommendations of the AG,” he said. Nkosi said that they continue to have challenges in spending grants. “We are addressing that by holding weekly capital expenditure meetings and setting up weekly targets,” he said. Mayor Chris Ndlela said that he will be meeting with chairpersons of various port­ folio committees and responsible deputy municipal managers to deal with the expenditure of the 2013/ 2014 financial year. In view of the water and sanitation challenges that are confronting the entire country, Nkosi said that the Department of Water Affairs has directed that all munici­ palities should develop their water services development plans. Nkosi said that a consultant has been appointed and the total cost of developing the water services plan will be somewhere in the region of about R1,6 million. Following a call from the AG that the municipality should achieve 100% of all its meter readings which are free from estima­ tions, the municipality has slowly made strides to improve this.

EACHING and learning was disrupted at Nhlazatshe Independent School last Friday after parents completely shutdown the school amid allegations of a number of unresolved issues. The shutdown follows the expulsion of 16 pupils last Tuesday after they had burnt cardboard to voice their concerns. The school, which caters for Muslim female pupils from different provinces, was established in 2000 and became a boarding school in 2009. It caters for Grade eight to 11 pupils. Speaking to Echo, the pupils who did not want to be identified, said that they were expelled from the school after they burnt cardboard to grab the attention of the teachers, as they were tired of keeping quiet about the activities at the school. “There are so many problems at the school and this is why we have decided to cause chaos so that we can be heard. A certain teacher recently told us that the school is not registered and that is why we are doing a different curriculum compared to all the other South African schools. This year, they have cancelled Grade 12 and in the past, pupils took two years to do Grade 12. “Instead of doing physical science, we are doing life sciences. Some pupils from the school

could not be accepted at tertiary institutions as the curriculum is not the same as other schools. Some have been forced to go back to Grade 10 and redo matric at other schools. “We are only taught to be Appas (Islamic teachers) and we cannot choose any other career.” Other allegations include pupils allegedly being sexually abused by a staff member’s husband, corporal punishment which allegedly involves being hit with snooker sticks and not being given food as a form of punishment. School principal Imtiaz Khan said that he could not comment on the matter as the school is still to convene a meeting. The Department of Education could also could not comment as this is an independent school.

MSUNDUZI Municipal manager Mxolisi Nkosi said thattherewerecommunicationsetbacksthatcaused the KZN Department of Public Works not to pay Sakhumnotho Development Services volunteer stipends for three months. “The first phase of the contract they signed with the department had ended, but there were delays from Sakhumnotho in submitting its new proposal. Everything had to come to a stand still for three months while the department looked at the propos­ al,” said Nkosi, addressing the Executive Committee (Exco) on Monday. Last week, Echo ran a story on two former Sakhumnotho volunteers who had said that they were allegedly fired from the organization.

Sakhumnotho management declined the allega­ tions. A tripartite agreement was signed between the KZN Department of Public Works, the Msunduzi Municipality and Sakhumnotho Development Services to initiate a clean­up campaign which started on 30 May, 2014. For the 2014/ 2015 financial year, the department has secured R225 000 towards the clean­up campaign in the CBD. This money will be used to pay stipends for the volunteers. The clean­up campaign will focus on the demarcated quadrant which is from Victoria Road to Church Street and Pine Street to Commercial Road. This project ran from 1 July, 2014 and will be concluded in December this year. The municipality will pay R180 000 to Sakhumnotho for the management fee.

sailing, as he had to work while still at school to make ends meet. Affectionately referred to as the “Captain” of the crew, Jones hosts “Night cruiser” from 9pm -12pm every Monday to Friday. His show, which kicks off with funeral announcements, also focuses on various societal issues and provides sound advice on business, law, managing finances and home management. “My relationship with music goes way back to my high school days when I used to play the drums. A

family relative saw that I was talented and helped me to enrol for a marketing and sound engineering course. In 1995,togetherwithagroupofpeople, we formed Radio Maritzburg which was shut down due to a number of problems a few years later. “In 2006, I re-applied for a new broadcasting licence, which was officially granted to the station in 2010.Evenafterwehadbeengranted a licence, it took us some time and patience to be where we are today.” Having been in the broadcasting industry for years, he says the

In order to succeed in life, you must start somewhere,” he said. He said the long term goal of the station is for it to be a training ground for young, aspiring presenters so that they are employable in commercial radio stations. “I am proud to have produced the likes of former Ukhozi FM deejay Linda Sibiya, Zanele Mbokazi, the late Mandla Ngcobo and Nkosinathi Mshengu. While we are a community radio station, I want us to position ourselves as a commercial radio station.” Aspiring presenters need to love people and respect them irrespective of their position in society. Jones urged residents to work together with the business sector to put the city on the map. “Let us stop complaining about social ills, when in fact we are not doing anything to combat them. The city belongs to all us. Let us be proactive and seize all the opportunities given to us,” ended Jones.

The reed, the breast, the ‘creepy uncle’ IT is almost that time of the year again when young women congregate at the royal palace in Nongoma in an age­old custom of presenting reeds ­ and them­ selves ­ to King Goodwill Zwelithini. We are told that it was once a beautiful tradition that entailed participation by female virgins who were proud of their wholesome ways. They deemed it an honour to acknowledge their chastity. Today it may be safer to simply call the partici­ pants… participants. Male virgins are not treated with quite the same celebratory attitude, but that is a subject for another column. The tradition was revived 24 years ago by the KZN monarch,toinstillprideinyoungvirgins,toencourage them to retain their purity in a world where tradition­ al morals have been watered down. ForZulusandSwazis,theoccasionisalsoachance for the king to select a new wife, or participant. This brings me to the parents who sign the obliga­ tory disclaimers allowing their daughters to undress, jump onto a stage and dance. What are they thinking? Are they thinking? If a pole and strobe light were added to the props, would parents still be happy for their 15­year­olds to participate? The reed dance is usually preceded by virginity testing, meaning that if you want to dance for the king, it has to be proven that you are fit to do so ­ which in this case means you need to be a virgin to gyrate in front of him. There have been well documented calls in the past ­ and indeed some groups make calls every year ­ to ban virginity testing. Stalwarts within the Zulu nation tell us that this is a direct attack on Zulu culture. I disagree. BeingborninRichardsBay,IamaZuluposter­boy, but the practice does not sit well with me. To have a virginity tester don a glove and digitally penetrate your lady­bits so she can confirm your hymenisintactisludicrous,particularlybecausedoc­ tors tell us that the hymen does not need sexual pen­ etration to rupture. A virginity test will, in essence, condition young women into believing that there will always be and should be someone who has more say over their bodies than they do. There is no doubt that the reed dance is good for tourism, what with the spike in all of those unaccom­ panied male tourists making their way from Europe at this time of year. Thankfully, a ban on any kind of photography, unless it is from accredited and verified journalists, will reduce the number of photos of bare breasted children on the internet, but there are still the creepy uncle­types who go to the festival. Cultural preservation should be celebrated ­ but it must also take into account social change and the fact that it can be easily exploited by the unscrupulous. Would it be culturally devastating for our young women to cover their breasts to avoid falling victim to some opportunistic pervert, whether he comes in the form of a businessman or royalty? I don’t think so.

The group will be talking more about their new album titled Zola Seven. Founder of the group, Fridge Xulu, said their invite has to do with their kwaito music which sends a message to the public. “It’s an honour to us as a group to receive a second invite from the Yo TV show. It shows that theyloveourmusicandtheyseeitbeyonddancing and sounds. Our music is bigger than kwaito swag. We were formed in 2010 and since then, we have seen that people love our music, especially in the Gauteng province. “We are pushing for our music to be recognized in our province. We would love to see people wanting and searching for our cd’s like people in Gauteng are doing. They say charity begins at home and we are aiming for that with our music in this province and in our townships,” he said. The track Zola Seven is dedicated to kwaito star Zola Seven. “We want him back in the music industry because we believe that he is one of the people who placed kwaito music at the level where it is at the moment. Ward 34 sports day to be bigger and better than ever THIS year’s annual Ward 34 Community Sports Day, founded and organised by veteran sports writer Jerry Barnes, is expect­ edtobebiggerandmorecolourfulthanever. The event is scheduled for September 27 at the Eastwood Sports Grounds. At the event, community members get a chance to compete in different sporting codes such as a fun run/walk, soccer, netball and newly introduced indigenous games (inqathu, amagende, arigogo..etc). Barnes said that the whole event will be dedicated to the late Ward 34 Councillor Wally Adams who died on the same date. The event is also open to other nearby wards. Barnes said that Adams kept the community playing sport all year round and the majority of youngsters took part in ongoing community sport events.

“It’s crazy, but Wally Adams walked the talk around areas like Eastwood, Cinderella Park, Glenwood, Thembalihle, Panorama and other nearby places. He was able to bring everybody together, irrespective of race, colour and religion. “There was something so special about him. He was able to change the old apart­ heid mentality installed by the old govern­ ment that coloureds were given special treatment as compared to black Africans. “He brought everybody together and Ward 34 stayed united, happy and playing together for a whole year. HE Comrades Marathon Association (CMA)recentlylauncheditscampaign for the 90th Comrades Marathon The 2015 campaign is centred on the CMA’s vision of an all­inclusive Comrades Marathon, with the slogan: ‘Be Part of It ­ Bamba Iqhaza’. “WeinviteeveryComradesrunner,stake­ holder, volunteer and supporter to be a part of this iconic race in one way or another. There are numerous ways to get involved and participate in the camaraderie while uniting the nation through this iconic event. The ‘up­run’ will start at the Durban City Hall at 5.30am and end 12 hours later at the Oval Cricket Stadium in Pietermaritzburg, covering a distance of 87km. Entries have opened and will close 30 November 2014 or as soon as the special entry cap of 23 000 has been reached. Prospective entrants are encouraged to get their entries in early so as to avoid disap­ pointment. The local entry fee is R380. South African runners will be eligible for the‘earlybird’entryfeeofR350iftheirentry is received before 30 September 2014. The regular South African entry fee of R380 will kick in on 1 October 2014 until the entry process is closed.

The substitution window period will be from 1 to 21 April, 2015. In a first for South African road­running, R1.5­million is up for grabs to the first man and woman respectively who break the cur­ rent male and female up­run records, there­ by making the Comrades Marathon by far the most lucrative race on the local athletics scene. Leonid Shvetsov holds the male up­run record of 5:24:47 for his 2008 win, while Elena Nurgalieva’s 2006 victory in a time of 6:09:24 stands as the female up­run record. The first man and woman to cross the finish line will receive R375 000 each. The total prize money for the 2015 Comrades Marathon is R2.600 000 in addition to therespectiveR1.5­millionincentives for the man and woman should they break the record. “We are pleased to unveil our 2015 Comrades Marathon campaign and invite the nation to be a part of it. But Mandela Marathon winner Thobani Chakwe (25) is aiming to be part of the Olympics other than participating in the Comrades. The Mandela Marathon took place on Sunday, starting at the Manaye Hall and finishing in Howick at the Mandela Capture Site. Chakwe, who was among 10 000 participants, crossed the finish line in a time of 2 hours, 27 minutes and 12 seconds (2:27:12).

The Bulwer winner said that he is proud that his four months of training paid off. While the second half was a walk in the park, Chakwe said that the first half was indeed the toughest 21km of the race. “I have been training for four months and that helped me a lot with giving myself enough time to train. I remember when Mthembu told me to take it easy and that is exactly what I did. “Running a race require patience focus and positive thoughts. That is exactly what I needed and to my surprise, I had it and the results say it all,” he said. but I knew that they would suffer in the middle of the race. I was advised not to do that and I did what I was told and I won. “My dream is to enter the Olympics and that has been always my dream. I see it happening and winning the race has given me a positive attitude,” said Chakwe.
