The municipality has just received a R2.7 million incentive grant for the Department of Public Works to hire 150 EPWP temporary staff in performing street sweeping, grass cutting and alien vegetation control, spraying and cleaning of gutters, clearing of illegal dumping, general maintenance of municipal halls and the maintenance of municipal swimming pools. Councillor Judith Lawrence alleged that there are people who have been referred to their ward

councillors for hiring of temporary staff. “This is causing a lot of conflict and confusion,” she said. Councillor Thulani Xulu said that this issue has not been resolved for years. “For us as councillors, we do not get involved in these issues. [DA caucus leader Bill] Lambert knows how disrupted the previous council was when it comes to these issues. Let us leave this to the officials,” said Xulu.

Municipal manager Mxolisi Nkosi saidthatthereisadatabaseforpeople eligible for the EPWP employment, but said that this has been abused in the past. “Whenever we need general workers for two to three months, we pull from this database,” said Nkosi. Mayor Chris Ndlela urged people who have information concerning councillors who are directly involved in the hiring processes of EPWP temporary workers to report such cases to the municipal manager’s office.

Damning AG report reveals reasons behind poor financial performance by municipalities JONATHAN ERASMUS

M

AYORS across the province have been accused of being lame ducks for failing to listen to the auditor-general, a new report reveals. And it was found that political interference, slowness to react and the appointment of unsuitable candidates to key posts, were central to the damning auditorgeneral (AG) report. Mayors of nearly 20 municipalities have been fingered for not listening to the AG’s advice and now many of them are among the province’s worst financial performers. Auditor-General Kimi Makwetu said the interactions with the mayors had either no, minimal or little “impact on the audit outcomes”. Almost all the municipalities had poor control over supply chain

management, poor staff performance control, critical vacancies and splurged on consultants who the AG found brought little or no benefit to the councils. The General Report on the Audit Outcomes of Local Government 2012-13 found the financial health of the province’s 61 municipalities had regressed and that nearly R2 billion had been spent irregularly. Among the pack of bad mayors was Msunduzi mayor Chris Ndlela. In the AG’s assessment of Msunduzi,Makwetusaid:“Wemet with the mayor twice during the financial year and these interactions had little impact on the audit outcome. “The reason for our assessment is the lack of impact the mayor had on the controls as well as the repetitive findings on financial management and on compliance

with laws and regulations.” The report said the findings against Msunduzi were a result of the “overall deterioration… caused by inadequate processes, policies and monitoring controls over financial transactions” as well as “audit recommendations not being implemented in good time”. Ndlela yesterday said he could make no judgment on the report’s findings as he had yet to see it. The AG was equally scathing of the mayors of Ugu, Thukela, Zululand and Ilembe. But there were also several mayors from municipalities who had obtained unqualified audits with findings. Several of these mayors disputed their newly labelled status, claiming they had put special emphasisonmeetingthedemands of the auditor-general. Ingwe Municipality mayor Nomagugu Luzulane said if they had not listened to the AG their au-

dit would have been adverse. “Ingwe Municipality has been getting an unqualified audit opinion since 2008. If we had not been listening to the AG we would have received either a qualified, disclaimer or adverse audit opinion,” said Luzulane. The AG was complimentary of eThekwini Municipality despite the province’s only metro having racked up R325,27 million in irregular expenditure. It said that this was better than previous years, having decreased by “67% over the past three years, from R1 billion in 2010-11”. uMhlathuze Municipality mayor Elphas Mbatha, whose municipality was one of five to obtain a “clean audit”, said the challenge lies in maintaining a high standard. “A lot of work goes into making this possible. For us it is a great result but staying on this level will require hard work,” said Mbatha.

“We were advised that it might take a little bit longer because of the river, which might require an environ­ mental impact assessment. While the planning of the bridge takes place, the infrastructure unit has come up with a recommendation that during wet season, the bridge should be closed,” said Nkosi. Should the bridge be open during the dry season, Nkosi urged the infrastructure unit to ensure that there are preventative measures in place to avoid any further fatalities.

T has become disconcerting for residents who stop at robots with their car windows open because of street children and beggars who are becoming bolder. Over the last couple of weeks, there have been numerous complaints about the behaviour of beggars and street children in certain hot spot areas. There are a few ‘notorious’ beggars who kneel next to cars, begging for money and who intimidate drivers by hittingthecarsandwindowsiftheyarenot given anything. Some of the hotspots include the New England Road offramp, the corner of Chief Albert Luthuli and Burger Streets and the Bird Sanctuary robots. Last week there were two reports of drivers cellphones being stolen by these beggars while they were stationary at the robots. One person claims to have been held up at knifepoint. Debbie Harrison, BFC project coordinator, reported from a meeting held on Monday, 4 August, that the number of people living on the streets appears to be increasing. “This is leading to more and more complaints from businesses, particularly those in the food industry. “BFC is responding to these concerns and is working in partnership with the Msunduzi Municipality, Youth for Christ, Midi and the Pietermaritzburg and District Community Chest, to find a compassionate and effective solution to children living on the streets,” she said. Harrison added that the solution is complex as children have left home

for various reasons and have become involved in an “adrenaline pumping, substance abuse using lifestyle”, which a warm bed and a plate of vegetable does not come close to replacing. The first initiative is to provide an informative and consultative platform for all stakeholders. The first step towards this is a meeting which will be held at the city hall on International Youth Day, 12 August, at 10am. The meeting will be addressed by Tom Hewitt, the director of Surfers Not Street Children, Sally Mann, regional director of Youth for Christ and Nic Combrink, program manager of Strategic Architectural Projects and eThekwini Metro, who will speak on vulnerable groups and the impact it has on the city infrastructure development. There will also be contributions from children living on the street and from business owners whose businesses have been negatively impacted. “We invite members of the public, interested people and organisations to attend and to participate in finding a solution,” said Harrison. N 9 August, 58 years ago, over 20 000 women of all races and ages, from every corner of South Africa, marched together towards the Union Buildings in Pretoria in protest against pass laws that proposed even further restrictions on the movements of women. The national march, lead by Lilian Ngoyi, Helen Joseph, Albertina Sisulu and Sophia Williams-De Bruyn, petitioned against passlaws,alegislationthatrequirednon-white people to carry at all times a document that would ‘prove’ that they were allowed to enter what was previously known as a ‘white only area’.

These women delivered a petition, containing over 100 000 signatures to Prime Minister J.G Strijdom’s offices where they stood in silence for 30 minutes. They ended the march singing what became their anthem, ‘wathint’ abafazi (You strike a woman, you strike a rock). Inaugurated in 1994, along with a free, democratic South Africa, the public holiday commemorates the 1956 peaceful march by the women as a step towards the freedom that every woman enjoys today. Every year, Women’s Day is celebrated and homage is paid to the women of the nation, mothers, wives, sisters and daughters who fought tirelessly against the tyranny of the Apartheid government.

To all the women who have fought and continue to fight for women’s right, we thank you for giving us the opportunities to become anything we want to be. Thank you for giving us the wings to fly. We honour you this month and forever. As Cher once said “women are the real architects in society.” You shaped and changed the course of our lives and for that, we are ever grateful. To all women, love yourself first and the rest will fall into place, never compromise yourself ­ it’s all you’ve got.

It is also sad that the political “liberators” have become new colonizers. How do you explain situations where foreigners determine the technical direction of our game? The conclusion is that Black South Africans hate themselves. This is the reason why those in positions of power think others, Black in particular, lack capacity to do

social activities? Why introduce age restriction in these promotion/relegation competitions and not apply the same rule in the PSL? Football has two pillars i.e. youth where there is no promotion/relegation and seniors where performance is expected. Presently, South African young footballers are not properly handled. Facilities are in disrepair, there is no proper coaching, and administration of competitions is chaotic. The introduction of these anti-football rules is making the situation worse. The fact that we also bring technicians that tells kids that you need to be tall to play football is turning our game into a joke. Unzima Lomthwalo!

The decision has been hailed as a wise one, as it will ensure that local football lovers are not left stranded by the only PSL outfit in the city. It is also believed that the decision not to relocate will perpetuate the legacy of Pietermaritzburg of producing top talent for the PSL. According to uMgungundlovu and District Netball Association president Matoli Nsele this week, the team is in good shape. Nsele said that the team is well balanced because it is made up of a number of experienced players that campaigned in the newly launched Brutal Fruit Netball Cup this

She said quality, balance and leadership were very important and the local team was blessed with all of it. “We are very lucky that in local netball circles, especially around the Mgungundlovu district, there are a couple of players who have had a chance to play at a provincial level.
