Pride parade moves north KIM ZARZOUR kzarzour@yrmg.com A disagreement between York Pride Fest and the Town of Richmond Hill has led to not just one, but two Pride events in York Region this summer.

For four years, the region’s Pride parade has taken place on Yonge Street in the heart of Richmond Hill, but this year parade organizers, feeling snubbed by the local business community,

have packed up their rainbow flags and headed north to Newmarket.

Pride Fest spokesperson Jacob Gal hopes the town’s Main Street will be the perfect venue for a family-friendly parade and afterparty at Riverwalk Commons on June 17.

Meantime, another organization, PFLAG York, is working with the Town of Richmond Hill to create a separate Pride event June 3 in a new location in Rich-

mond Hill, adjoining the Elgin Barrow arena "This is a new initiative for us," said Amanda Knegje, president of PFLAG, the region’s LGBTQ support, resource and education network.

"We’ve always been very supportive of Pride Fest . It’s great seeing growth, and multiple events, especially when it involves both north and south York Region."

Earlier this year, Richmond

Hill had informed Pride Fest that the parade could not take place in its usual spot on Yonge due to traffic issues, costs to the town, impact on local business and poor attendance.

Instead, the town offered an alternate route: a side street in the village core and nearby park.

SETTING UP A TRUST FOR YOUR CHILD IN YOUR WILL Many parents feel that an outright gift to a child is not practical because those parents do not want that child to inherit a large sum of money outright when he or she reaches the age of majority.

Most parents would rather have the money managed and invested until the child reaches a more mature age. This is accomplished by setting up a trust in your Will. You can pick an age at which you feel your child will be mature enough to inherit outright. By setting up a trust in your Will, you can ensure that your executor, a person you trust, is managing and investing your child’s money until that child reaches the age Les Kotzer you specified. This treatment is very different from an outright gift to your child at the age of majority, because in such a case, your child will be able to get his or her hands on the money and spend it, according to his or her own whim. If you are setting up a trust for your child until he or she reaches an age such as 25, you can have your will drafted so that your trustee has access to the funds required for your child’s maintenance, education, medical needs or any other matters which your trustee feels necessary for the general benefit of your child. This is commonly known as a power of encroachment. Your executor will have the ability to take money for your child’s legitimate needs as described above. Even though your child’s share of the principal will be frozen until your child reaches the age you specify in your Will, your trustee can nevertheless access the principal for those needs which the trustee feels require the expense of capital. It is obvious that your trustee is exercising a large amount of discretion over what money is going to be available to your child or for the benefit of your child. The trustee is carrying out his or her obligations as stated in your Will, but there may be occasional conflict between your trustee and your child.

In order to smooth out areas of conflict, it might be advisable for you to write a non-binding letter, separate and apart from your Will, expressing your true feelings about the type of discretion that your trustee should exercise after your death. For example, in this type of letter, you may express your wish that the trustee can use a child’s money for educational purposes but cannot use the money for an expensive European vacation or expensive sports car.

A letter of this nature can be of great comfort to your trustee, because he or she can show your child the letter that sets out your true wishes as to how the trust money is to be treated.

Well, it might well be that the new 50, or even 55, is now somewhere near 70 years of age.

Long gone is an expectation that adults must slow down and curtail activities when 55 candles need be extinguished on a birthday cake. Just because that was the case a couple generations ago doesn’t make it so now.

The rules of play are changing as baby boomers age. Folks may be getting older, but they still like their fun and games, and want to be active more than any previous generation.

This a significant powerwielding group that often gets what it demands.

In short, the generation that created old-timers and masters sports is getting older. And the over-55s are an extremely large and growing group.

It is not only fitting, but obligatory, that municipalities listen and react to those demands.

"We are very aware of a growing senior and older adult population," says Mary Creighton, director of recreational services for the past seven years for the City of Markham. "One thing we knew we had to do was have an older athlete policy and we’re doing that right now. It’s how we need to move forward and how to deal with an aging population."

Recreation directors in municipalities across the region meet quarterly to exchange ideas regarding trends in activities and needs. It should be no surprise that older adults’

needs are high on the list of priorities.

Creighton points to an integrated leisure services master plan unveiled in 2010, which included sensitivity and sensibility toward a rapidly aging population.

That strategy works in sync with the Region of York’s strategies for seniors’ needs and issues, including housing and transit. Markham’s five senior adults clubs have approximately 4,800 members. And many more figure to be on the way.

"We know we have to get ready for growth in that age

group and one strategy is becoming an age-friendly community," said Creighton.

Markham’s facilities are fully accessible. Programming includes an extreme range of activities from cards and crafts to more physically demanding sports such as volleyball, she said.

Sometimes it is as simple as redesigning playing surfaces with lines corresponding to the introduction of new activities.

For instance, the Aariin Community Centre and Library, due to open in Markham this fall, will include

lines for pickleball on its court surfaces, in addition to traditional court sport lines.

In Newmarket and Georgina, at least one set of two tennis courts in each municipality have been reconfigured into pickleball courts.

The racquet sport combines elements of tennis, badminton and table tennis, but is played on a smaller surface and a lower net.

"Pickleball is a growing sport and one of the fastest growing in North America," said Newmarket director of recreation and culture, Colin Service, noting

the conversion in 2016 of two tennis courts into six pickleball courts. "We had a demand to provide a facility and this facility was the right size for six pickleball courts.

"It was the perfect storm of several factors coming together. There is nothing on the books right now, but we are always ready to adapt (to demand)."

Service points out the municipality is not simply acting impulsively, but based on needs gathered through interaction with citizens. It doesn’t always mean bringing into action bulldozers and moving the

earth.

It’s noteworthy that municipalities’ activities magazine unfailingly include a section dedicated to activities for older athletes.

"For our recreation playbook we did a lot of research and consultation," said Service. "As baby boomers age, they don’t always want program-specific facilities as much as something to do that is age-specific.

"We have added a lot of group fitness classes, so it’s less about hard impact classes and toward full body and core conditioning. Stuff that is a lot easier on the joints."

Georgina has been an avid booster of sports for seniors and has hosted Seniors Games events regularly since 1995.

Georgina has seniors centres, or Club 55 facilities, in Keswick, Sutton and Pefferlaw. Additionally, a proposed multi-use recreation facility in the south end of Keswick will be designed with seniors’ needs in mind.

"Georgina has one of the highest rates of seniors’ participation," said director of recreation and culture Robin McDougall. "We are responding to this very active group. It’s now a more active group than ever and we have to be more creative to meet their needs.

The regular standbys such as cards, billiards and darts are sharing the spotlight with carpet bowling, shuffleboard and yoga, among other activities.

"It’s definitely a more active (age group) than even 15 years ago," said McDougall.

"It’s a younger senior that wants to be more active."

The message is plain and simple: Play on!

Diesel spill stopped in tracks by teen’s actions TIM KELLY tkelly@yrmg.com Thirteen-year-old Zack Gratta and four friends noticed something wasn’t right in Unionville.

Zack saw oil floating in a nearby creek Monday night.

"It looked like a rainbow," he said of what turned out to be a small fuel spill flowing from a Tribute Communities condo project construction site into nearby Rouge River.

Zack called on an adult nearby who informed Markham Fire and Emergency Services.

Soon Markham’s Roads department was lowering booms to block what turned out to be spilled diesel fuel.

The Ministry of the Environment and Climate Change was on site Tuesday and confirmed there was an "oily sheen" on the river which it said had come from a nearby construction site. It said about "one litre of diesel fuel" leaked into the river.

"Staff is also visiting the construction site which is the suspected source of the spilled material.

There have been no impacts to animals, fish or drinking water," ministry staff said.

For Shanta Sundarason, who runs the Giving Tree (where Zack and his friends had been), it’s important for the kids to act.

"I’m not surprised five kids on their way home noticed this spill in the creek and made sure they got it stopped," she said.

Calls to Tribute Communities were not returned Tuesday.

After much debate over how to properly construct and layer a Club Sandwich, we think we got it right. There are several key points: using our nitrate-free turkey to give a more quintessential turkey flavour, using our smoked bacon, seasoning the tomatoes with salt and pepper, toasting all the layers of bread enough that they have a little crunch yet are soft on the inside, and most importantly not skimping on the mayo. I just had one for breakfast and it was truly amazing!

I’m a big fan of Arctic Char, it’s always struck me as the perfect compromise between a trout and a salmon in both size and fattiness. We’re trying a new variety this week, sustainably raised in the Yukon. The colder waters give the fish a firmer flesh and higher fat content (juicier) than our regular fish. Slow-roasting this fish will keep it ultra-moist and flavourful. I like to combine equal parts mayo and a grainy mustard (the Peppercorn Mustard from Sarafino works perfectly here) along with fresh tarragon, dill and lemon zest, liberally coating the fish before roasting it for 30 minutes in a 300-degree oven. At the Ontario Meat Packers Awards last year (where we took home some serious hardware might I add…) we had the fortune of meeting Chef Gabriel from Paginelli’s, a restaurant/deli/butcher/just-about-ever ything-foodrelated. Both he and his product deeply impressed us, so we started carrying some of them. As it’s in the city and roughly on my commute home, last week I thought I’d save a delivery guy a trip and pick up our order myself. Boy, was I ever in for a treat! Are tougher fines required for distracted drivers?

The symbolism was perhaps a bit heavy handed, but the message was crystal clear.

In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police put a hearse into service as an unmarked vehicle on Feb. 21.

The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral It’s important to processions.

A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009.

Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention.

But drivers continue to do it.

A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights.

If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

• LETTERS TO THE EDITOR • Demolition permit approval selective Re: Racism not to blame for permit denial: Mayor While racism may not be the reason for the denial of the permit, I find the comments of the mayor both disrespectful and condescending. Instead of insulting Felicite Dibi, the mayor should be addressing the "evidence she has shown that owners of other homes in Markham that have a heritage designation, have had demolition permits approved and have either had new homes built on site or major renovations made to the original home."

Given that there is evidence demolition permits were given to other designated heritage homes, I

would like to hear from the mayor, Heritage Markham and city staff why Dibi’s application was denied, if, as Scarpitti so eloquently said, "I want to reassure you and especially your kids, that anyone’s background . anyone’s colour of their skin . has nothing to do with the way we administer our policy."

For Scarpitti’s information, my husband and I have been residents of Markham for 34 years and, during this period, we have heard of what appears to be the selective approval of demolition permits.

So for public guidance and knowledge, Scarpitti should explain to us how the city’s heritage policy is administered.

Resignation should come after nomination Re: LETTER TO THE EDITOR: Lawmakers should resign before pursuing new post, March 9.

I am in agreement with Mr. George’s letter with one caveat.

I feel that a member of Markham Council should have the opportunity to seek a nomination for a higher office without having to resign but should take a leave of absence if it is taking them away from their duties. Upon being nominated a resignation

should be forthcoming with haste.

In our ward, the incumbent has attempted to be nominated twice in Scarborough and once in Markham-Unionville where he was finally the successful nominee for the 2018 Ontario election.

Now he should resign and give us the opportunity to have a councillor who will live and work in our ward.

There are now six other candidates lined up to challenge for the vacant April 3 federal seat, called

by Prime Minister Justin Trudeau when longtime MP John McCallum resigned in January to take up an appointment as Canada’s ambassador to China.

Ragavan Paranchothy won the Conservative nomination over four challengers last Wednesday and immediately hit the campaign trail.

The 42-year-old father of two, who has lived in Markham for the past seven-plus years, said he is a broadcaster by profession who also does PR consulting.

A resident of Pickering, Reilly works at the University of Toronto, as the model system designer/ programmer.

Author has abiding passion for fate of the world’s animals l GET

TIM KELLY tkelly@yrmg.com He made his name with a book on the Royal Family, but a Markham author’s real interest is the fate of the world’s animals.

Matthew Richardson’s passion is conservation, and his Sgt. Pepper, as he calls it, will be a volume coming out later this year on animals that are threatened by extinction.

Richardson, 50, has written on conservation before, but he refers to the Beatles’ masterpiece album as a comparator to his own latest book because he feels so keyed up about how important the work is.

"This massive book I’m writing is about very timely conservation," he said from his Main Street Markham home.

"I have really high hopes for it. People will learn about recently ex-

The new book will be called The Red List: a global biogeographic survey of threatened and recently extinct vertebrates.

As an example of extinction, he points to the Golden Toad, an amphibian he believes is the very first animal victimized by climate change.

"It (Golden Toad) was living on a mountain top in Costa Rica and nowhere else in the world. In 1991 it just disappeared. Amphibians are like the canary in the coal mine for climate change and we are now seeing a massive dieoff of frogs," he said. It’s believed radical and fastchanging climate adjust-

ments were too much for the species to deal with and the result was the end of the Golden Toad. It’s the first of many, Richardson fears.

He said his own experience in Markham is instructive.

Richardson grew up on Crispin Court in Markham and said he remembers the sound of migratory songbirds as being deafening when he was a child.

"But in recent years there aren’t flocks of birds there anymore. Instead, developments are pushing coywolf and deer into places where they have to go. If you look around the world we have a catastrophic extinction crisis," he said.

That’s something his new book, due out later this year, will deal with.

"Richmond Hill is a very, very inclusive community and we did our best to work with [Pride Fest] . We absolutely support Pride," said town spokesperson Meeta Gandhi.

But Gal said local support for the event had declined in recent years and it was time to move on.

Gal said he’d tried to encourage local business involvement, asking them to post a parade flyer in their window, "but I felt like I was annoying them. I only ever saw it in one window Pharmasave".

The pharmacy, two other businesses and the Falcon and Firkin were their only supporters in the Richmond Hill village, he said.

On the other hand, he said, Newmarket businesses have responded with enthusiasm.

"I don’t want to be tarring everyone with the same brush but there are very different ethnic demographics between the two downtowns . Before we even started planning the festival in Newmarket we were getting more support there. The visual atmosphere will be very different, much more rainbows, engagement from businesses."

Glenn Wilson, BIA chairperson and owner of Canada T, welcomes the

event and anticipates a decorated village with rainbow flags in flowerpots.

"After all," he said, "it’s a whole new day and age."

Tom Zielinski, owner of Bike Sports located at the north end of the Main Street parade route, agrees.

When Zielinski left a communist regime to emigrate to Canada, he said he embraced the diversity and freedom here.

"We have to move forward. These millennials, they are smart cookies. We give them so little credit but they have so much common sense. They are walking with the world in their pocket."

Gal said the Newmarket Farmers Market has partnered with the event and there are plans for giveaways, draws, storytelling in the story pod featuring work by LGBT+ authors and performances on the Riverwalk Commons stage.

The artisans festival run by the Lions Club is set for the same weekend at nearby Fairy Lake.

"When you have multiple things to go to, it means you can park your car, take a shuttle with your family for breakfast or food at the Farmers Market, watch the parade then walk the trails at Fairy Lake or check out the jewelry and art and make a whole day out of it."

To distinguish itself from the Toronto Pride parade that has become notorious for its provocative participants, the York Region event does not allow nudity and follows a code of ethics to ensure it is appropriate for families, Gal said.

But some businesses in Richmond Hill weren’t so sure.

Mehrdad Sabouhi, BIA chair in Richmond Hill, said local businesses want events in their village but some don’t view the parade as family oriented.

Others disagree with closing Yonge street - and losing business - for several hours.

Michele Brunet, owner of Unwind Yarn House in Newmarket, understands their concern about lost business - she says it’ll hurt her, too, when Main Street is closed - but she believes it is worth it.

"In the long run it benefits me because it lets people know about this area. It brings vibrancy and shows Newmarket is an inclusive community."

St. Joseph elementary celebrates 50 years of education TIM KELLY tkelly@yrmg.com Former teacher Sandy Neugebauer remembers the smaller classrooms and fewer students she taught 40 years ago at St. Joseph Catholic School, which celebrated its 50th anniversary last week.

The east Markham elementary school, a fixture of the Catholic community, moved to its new location at 388 White’s Hill Ave. in 2014, but was located at 55 Pky.

It opened in the fall of 1966 when Markham was a far different place, remembers Neugebauer, 73.

"It was a much smaller town. People shopped on Main Street," she said.

She recalls when the school first opened, the bridge across the creek didn’t exist and school buses had to stop on one side of the creek with teachers escorting students across on a walkway to the school.

The old school had a ca-

pacity of just 280 students while today’s new school can hold up to 517. It currently has 470 students, said principal Rose Polak.

Neugebauer said when she taught kindergarten from 1977-87, "there wasn’t the technology then that they have in the classrooms now. Back then we relied on playing games and activities and we went outside every single day," she said.

"And the students loved their kindergarten teacher," she said.

TIM KELLY tkelly@yrmg.com Take a walk into Nick and Frank’s Barber Shop on Highway 7 in Markham and it’s like a trip back in time.

You’re sure to find Ralph Colangelo, 75, cutting hair, which he’s been doing locally since 1962.

Back then a cut was a buck. Now it will set you back $18. Not bad considering houses were worth in the range of $20,000 in those times and go for a cool million these days.

You also might run into one of Ralph’s favourite customers, Bill, who has been having his hair cut by Ralph for the past 55 years.

Asked if he likes the job Ralph does, Bill, a man of few words simply said: "I keep coming back don’t I." Today, Ralph is taking care of Alfred Lang of Stouffville, a longtime loyal customer who makes a monthly trip down to the

Markham plaza where Nick and Frank’s Barber Shop is located.

Geraldine drives Alfred, 85, to get his hair cut, something he’s had Ralph and only Ralph do for the past three decades or so.

"He won’t let anybody else cut his hair," Geraldine said.

Ralph trained in Italy before coming to Canada as a teenager in 1957 landing in Toronto. He moved to Markham in 1962 where he’s been ever since.

He said customers talk about a lot of things like politics and work and he’ll chat with them if they feel like talking. If they don’t want to chat he keeps quiet and just goes about his business.

"If they don’t like to talk, I do the job, that’s it."

But he’s ready to hang up his shears after more than five decades of steady work. April 1 will be his last day so you’ll have to hurry to the shop at 5762 Highway

The woman who has been charged with numerous bylaw infractions by the City of Markham after three trees were cut down on her Unionville property in December is back in provincial court Thursday morning.

Jailing Wu, listed as the owner of 47/51 Gainsville Ave., in Unionville, will be making her third appearance in Richmond Hill to answer to the charges filed by the City of Markham.

She’ll be represented for the first time by lawyer David Goodman. Wu had asked for an adjournment March 6 in order to allow Goodman time to review the facts of the case.

A half-dozen of those neighbours were in court March 9 watching the proceedings. Some were also at Wu’s first appearance in court back on Feb. 9 in Richmond Hill.

Residents have called on the city to hasten a planned review of the 2008 tree preservation bylaw in the hopes of strengthening it and preventing property owners from cutting down trees, paying small fines and reaping profits after redeveloping the properties for much higher values.

Craft brewer brings hip hops to Markham SIMON MARTIN smartin@yrmg.com Jordan Mills used to work at Mill Street, now he is the anti-Mill Street. "I don’t want to have a flagship beer and say, ’here, this is our IPA,’" he said. "There are so many different flavours to try. Malts, yeasts and hops."

The best India pale ale (IPA) in York Region might not be in your local LCBO or the local pubs, but instead at Rouge River Brewing Company in Markham. It is a secret too good to keep quiet.

In the old brew-your-own tucked in beside Kicks Dance Studio on Bullock Drive, the 27-year-old brewmaster and co-owner is releasing new beers by the week.

Spring pale ale, peach sour, winter IPA, Straight Up IPA, Beneath The Planet APA and raspberry sour are just the latest offerings from the brewery that opened up

in November.

"I brew the kind of beer that I want to drink," Mills said. The Markham native started off as a homebrewer.

He would get the turkey fryer pot from in his backyard and just experiment. When his friends and family started tasting his product, they were impressed. "They liked drinking my beer," he said.

In the meantime, Mills was working in promotions for Mill Street Brewery before eventually joining their brewing department. After brewing thousands of batches of Mill Street Organic, he was a little tired of the whole thing. "There was no creative freedom," he said.

Mills quit and invested everything he had to start Rouge River Brewing, partnering with his friend Stephen Barato and his girlfriend’s dad Aldo Scopazzi.

Mills said the good thing about being owner is you get to brew what you want. For

Rouge River will have an IPA and a pale ale for each season, but Mills said the recipes for those beers won’t necessarily be the same year-to-year. "I want to try different stuff," he said.

The brewery seems less of a business and more a passion project.

When asked if he was interested in getting Rouge River in the LCBO, Mills said no.

"For me, it’s all about beer quality. When the beer is here, it goes right from the fermenter to the fridge," he said. "IPAs are so sensitive to being left warm. They are very delicate in a certain sense."

It should be no surprise that Mills is borderline obsessive about quality. He was the first Canadian to re-

ceive an advanced cicerone designation. A cicerone is to beer what a sommelier is to wine, Mills said.

There are only 24 advanced cicerones in the world, with even fewer master cicerones.

You have to be able to detect flavours, as well as understand pairings and the history of beer to pass, he said. That knowledge serves Mills well as brewer. "It’s important to be a good taster," he said.

Currently, Rouge River just has a tasting bar and a bottle shop; but they are going before Markham council in short-order to become a brew pub, where patrons can sit down and enjoy a pint with friends.

Architectural sites in York Region Ryerson University architectural science professor Marco Polo provided a top five list of architectural "wonders" in York Region.

1. Vaughan City Hall This building was designed by Kuwabara Payne McKenna Blumberg Architects and was created in 2012. This architecture firm won the Governor General’s Medal in Architecture.

2. Richmond Hill Central Library This library is at 1 Atkinson St. in the Yonge Street and Major MacKenzie Drive area.

Diamond and Schmitt Architects created the building, which dates back to 1993. It received a Governor General’s Award for Architecture.

3. York Region Administrative Centre Architect Douglas Cardinal created this centre.

Lovers of classical ballet are in for a special treat as one of the standards of the repertoire makes a three-performance stop in Markham in mid-April.

Swan Lake, with music

by Peter Tchaikovsky, has been a must-see for ballet fans since its 19th-century debut.

A group of York Region parents are pushing for a clean sweep of those at the helm of the York Region District School Board.

With the Ministry of Education’s review of the public board’s handling of complaints involving incidents of racism and questionable spending on international travel set to wrap up April 7, the National Council of Canadian Muslims has sent a letter outlining several recommendations it would like considered. The letter was submitted on behalf of parents who currently have human rights complaints lodged against the school board for alleged incidents of racism, and by supporting organizations including the Markham Tamil Community Association, the Mosaic Institute and the Vaughan African Canadian Association.

Charline Grant, a Vaughan parent who was one of the first to file a human rights complaint against the school board, has her fingers crossed for an outcome that will bring change.

"We are hoping that with all of the people and groups involved in the review, that everyone will come up with the best rec-

ommendations to give York Region the golden seal," Grant said. "If the same people remain doing the same thing, there won’t be change."

Among the list of changes she and the other organizations would like to see is the appointment of an ombudsperson to ensure accountability. As well, a place to lodge violation complaints, also tops her wish list.

Other recommendations include changes to the curricula to include social justice and diverse community instruction; replacing the current director of education J. Philip Parappally; shuffling associate directors; and the appointment of a provincial supervisor by the education minister to ensure the review recommendations are put into action. "(The board) keeps saying it is dedicated to equity and transparency, but that’s not enough," Grant continued. "This board has not proved that it is capable of policing itself."

In an email statement, Parappally stated the school board "remains committed to providing safe, welcoming and inclusive learning environments for our students and staff members to succeed."

He acknowledged there are areas for improvement

and looks forward to receiving the report and implementing the recommendations he is confident will benefit the organization moving forward.

Through the review, ministry-appointed reviewers Patrick Case and Sue Herbert have spoken to parents, community members, students, staff, unions, trustees and more in the course of 75 interviews.

Following the submission of a report penned by the reviewers, Education Minister Mitzie Hunter will review the recommendations and decide how to direct the school board going forward, according to ministry spokesperson Sean Greson.

"We believe swift action is critical to restore public confidence in the York Region District School Board, and to ensure public confidence in the entire education system," he added.

"The next steps will be determined based on the recommendations made in the report."

He confirmed that the report will be made public.

However, due to the "significant implications" of the review, the minister will take the time to review the report based on the concerns raised by local parents and community organizations.
