Get out, meet the neighbours AMANDA PERSICO apersico@yrmg.com In August 2003, most of Ontario went dark - as were neighbourhoods in New York, Ohio, Michigan, New Jersey and Maryland. More than 55 million people in Canada and the United States were in the dark for several days. "I remember struggling to make my way home," said Toronto resident Pete Bombaci. "After checking in on loved ones, instead of hiding behind tall fences, people looked over the fence and invited neighbours over for a barbecue to eat food before it went bad." Bombaci wants to bring that neighbourly feeling back in a big way. Through the Generator Project, he is giving residents an excuse to power down, turn off and look over the fence. "Reflecting back on that time, everyone has a smile on their face," said Bombaci, who worked on marketing campaign for Molson and Movember. "People were meeting people they literally see all the time." The Generator Project first launched last fall. This year, there are two Generator Project weekends planned - one in the spring and one in the fall. In both the spring and fall, people are either coming out of or going into winter hibernation - what better time to interact with neighbours, Bombaci added. The Generator Project weekend is May 5 to 7. Residents are encouraged to register their Generator Project online - events from neighbourhood hock-
ey tournaments, having coffee with a neighbour or a games night with friends with the hopes of creating a global movement. "It’s a defined weekend," said Bombaci, who is hosting an all-ages ball hockey game in his neighbourhood. "It’s a reason to send out that invitation, put down the phone, ask questions and get to know each other." Inspired by the Great North American Blackout of ’03, the Generator Project is all about encouraging social interaction and educating on the benefits of faceto-face interaction. "Research on the benefits of face-to-face connections is endless," Bombaci said. Some of the benefits include mental and physical well-being, lower levels of anxiety and depression, increased happiness, high self-esteem, more empathy for others and increase longevity. Research also points to the amount of "faux-socialization" taking place through texting, tweeting and messaging. "These work to supplement a relationship," Bombaci said. "But you can’t build a relationship on those." Markham resident Tim Korba and his four kids are participating in the Generator Project for the first time. He and the kids plan to go door-to-door over the weekend and meet the neighbours. "Nothing crazy, complicated," he said. With a mix of emptynesters and new families on the street, this is a great opportunity to get out and "meet the people you see in and out, but don’t know who

The City of Markham initiated a Schedule ‘B’ Class Environmental Assessment (EA) study to develop a sanitary servicing strategy for the Fairtree Sewage Pumping Station and Markham Road Trunk Sanitary Sewer Catchment Area to support existing servicing needs and future growth. The existing trunk sewer currently services a catchment area of 1,027 hectares. Most of this area is developed, except for redevelopment applications and greenfield development planned or projected within and in close proximity to the existing area.
Recommendation Includes the Most Balanced Solution Through a rigorous evaluation process that included a significant amount of public engagement with local residents, York Region and the City of Toronto, the City recommends upgrading the existing Fairtree Pumping Station and constructing a sewer east to Kirkham Drive which would ultimately connect to Markham Road.

NOTICE OF PESTICIDE USE York Region West Nile Virus Mosquito Control Program: From May 22 to October 6, 2017, The Regional Municipality of York in conjunction with the York Region District School Board and York Catholic District School Board will be conducting a larvicide program under the authority of the Medical Officer of Health. The purpose of the program is to control larval mosquitoes to prevent their development into carriers of West Nile virus. The pellet formulation of the larvicide methoprene (product name Altosid) with Registration No. 21809, Altosid XR briquets (methoprene) with Registration No. 27694, or Bacillus sphaericus (product name VectoLex WSP) with Registration No. 28009 under the Pest Control Products Act will be placed into catch basins along Regional and Municipal roads and in catch basins on private property as required. In addition, the biological larvicide Bacillus thuringiensis subspecies israelensis (product name Vectobac), with Registration No. 18158 or VectoLex CG Registration No. 28008 under the Pest Control Products Act may be placed in ditches and temporary or permanent pools including storm water retention ponds if evidence of mosquito breeding is found. All larvicide will be applied by Ministry of the Environment and Climate Change licensed applicators or trained technicians.
Larviciding is a low risk and effective measure for the control of West Nile virus when used in accordance with label directions. The slowrelease pellet formulation interferes with the mosquito life cycle, preventing the mosquito larvae from reaching maturity. It is not sprayed. The products have been approved by both the provincial and federal governments and are considered low risk for humans, pets and the environment. This solution will provide the most balance amongst all of the options the City examined for several reasons: • It is the most feasible option because it would be constructed under the collector road right-of-way planned in the East Village. • It requires minimal coordination with York Region and the City of Toronto because the infrastructure would be built mainly within the jurisdiction of the City of Markham. • Community and traffic impacts will be significantly reduced as the infrastructure improvements would primarily occur under a planned newly constructed road.
The Study Process The study was undertaken in accordance with all of the requirements of the Municipal Class EA process (October 2000, as amended in 2007, 2011 and 2015) for Schedule ‘B’ projects. The Class EA process included public and agency review at key milestones to elicit input, as well as one Public Information Centre. A Project File which documents the study’s planning process is available for public review at the City of Markham, Clerk’s Department, 101 Town Centre Boulevard, Markham, ON, during regular business hours for a period of 30 calendar days, starting on April 28th, 2017.
Public Consultation During the 30-day public review period, residents are encouraged to read the Project File and provide comments to the study’s Project Manager at the address provided below. If, after consulting with the City of Markham, you have significant unresolved concerns with the study, you have the right to make a written request to the Minister of the Environment and Climate Change (The Honourable Glen R. Murray, 11th Flr., Ferguson Block, 77 Wellesley St. W., Toronto, ON M7A 2T5) to appeal the study results – also known a Part II Order request. Ontario one correction away from a debt crisis

The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn. It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-a-year deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario. At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet. The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt. "Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said. In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket. To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt. Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket. We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now. However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces. The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces. Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

Bald is beautiful: police staff lose locks for cancer battle Julie and Chris Banic have raised thousands after losing five family members to cancer JEREMY GRIMALDI jgrimaldi@yrmg.com Almost everyone’s life in Canada has been somehow touched by cancer, but Julie Banic’s has been blighted by it. The 30-year-old Aurora resident has already lost three grandparents and two uncles to the disease. Then it was her mother Cathy’s turn. Luckily for the Richmond Hill family, the removal of her uterus and ovaries has left Cathy cancer free. All these experiences have left Julie unafraid to demand her friends pony up when she decides it’s
time to shave her head for her annual employer’s cancer drive - York Regional Police’s Cops for Cancer event. "I’ve been bothering a lot of people," the 30-yearold former Cardinal Carter student said. "The good thing is I’m a girl, so for people it seems like a big deal and pretty funny, so people want to give money and come and see it happen." Although Julie likes to remain lighthearted about the disease, especially considering the nature of the event, she explained why she believes cancer is such a scary affliction. "It’s a growing disease," she added through a bout of laryngitis. "With heart disease, you can eat better, but with cancer it seems that no matter what you do, you can get cancer. It also seems like by the time they catch it, you have six months to live.
That’s terrifying." It was only two years ago that Julie shaved her head and she did it again Saturday at Upper Canada Mall along with her brother, Vaughan cop Chris Banic. "I have a lot of friends that are shocked . but I love it," she added. "After it’s done, I just sit at my desk and touch my head." The brother and sister duo raised more than $6,500. YRP, fire and paramedic services, York Region Transit, GO Transit and OSPCA raised more than $60,000 during Saturday’s event. The service, which has raised $276,000 for cancer research since 2005, has raised $30,000 so far this year but still has a way to go to get to its $50,000 goal. However, many accredited camps offer some sort of financial assistance for children from families with limited financial means. If cost is a factor, be sure to broach the subject. ¡ Prepare children for the physical challenges a camp may present. Summer camp activities may be rigorous, and campers
may need to be cleared by a physician before starting. Be sure to schedule your child a physical and bring along any pertinent forms. Children also can increase their levels of physical activity compared to the often sedentary nature of winter. Such preparation can prevent injuries when engaging in outdoor and physical activities. ¡ Shop for supplies. Camps are likely to provide a list of requirements with regard to clothing and other equipment campers will need. Make sure kids have enough shorts, Tshirts, socks, athletic shoes, swimsuits, toiletries, and other camp necessities before they leave. ¡ Keep children in the loop. Hundreds of concerned and interested citizens are expected at a forum in Markham Saturday on the hottest topic of the moment: housing. The open event Saturday at 9 a.m. at the Markham Civic Centre will feature seven speakers discussing a variety of topics related to the issues swirling around the shortage of affordable housing in the GTA these past few years. On the menu will be: the housing market and house affordability; Ontario’s housing legislation, including the just-announced Ontario Fair Housing plan; regional and municipal housing policy; private-sector perspectives; a case study on social housing; and case studies on secondary suites or basement apartments
and purposed-built rental apartments. Reid McAlpine, vicepresident of the Unionville Residents Association, cohosting the event with Markham Deputy Mayor Jack Heath, is hopeful the event will draw attention to the multitude of problems swirling around residential real estate these days. For McAlpine, one of the key issues is the lack of purpose-built rental housing in Markham and throughout York Region. "There is virtually no purpose-built rental housing in Markham and very little in York Region. "Think of the people who clean the hospital, they don’t live in Markham, they can’t afford to live in Markham, think of any other number of service workers, they live in Scarborough, they live in Stouffville or other places; whole class of
people who can’t afford to live in Markham and yet we need those people for the health of our society," McAlpine said. He pointed out the push for the forum came about six months ago when the URA discovered the average family income in Markham was around $100,000 yet it cost about $130,000 to afford a home in the city, a "scary topic," McAlpine said. "As the price of housing of all sorts goes up, in the long run we’re going to have real social and economic problems. "I don’t think anybody has good answers; that’s the problem. We’ve got all these questions and nobody has answers, how sustainable is that? It just can’t last," he said. He said the forum will seek some answers and try to push governments to take action.

Ghost town Markham: Area plagued by vacant houses, crazy market TIM KELLY tkelly@yrmg.com Stroll through her Unionville neighbourhood and it seems resident Christiane Bergauer-Free is taking you on a tour of a ghost town. "That one’s been vacant for two years, that one hasn’t been lived in for three years, that one across the street hasn’t had anyone living in it for the past year," she says as she strides down the middle of the street. She points out other homes under construction, some just built, others being torn down. No need to worry about traffic, as Bergauer-Free has the road to herself. There aren’t many cars or people. Because almost nobody lives in this long-established Markham neighbourhood. The problem, according to Bergauer-Free and real estate agents we’ve spoken to, is that single-family
homes are being sold to foreign buyers and speculators who have no intention of ever living in them. The goal is to hold onto the property - or rebuild on it so that it appreciates by 30, 40, 50, sometimes 100 per cent, then sell it for the massive profit. That leaves neighbours who stick around left in a world of churn: homes left vacant, appreciating in value, then sold or torn down and rebuilt and resold or leased short-term to families who have no connection to the neighbourhood and won’t put down roots. Then sold once the lease is up. Bergauer-Free, who is a community activist, pulls out what she calls "a rough estimation of the home status for March 13," for 18 streets in Unionville’s Varley Village. It breaks down the status of 190 homes, with 40 listed as vacant. Another 25 are new, 14 under construction, and a whopping 48 estimated for

The City of Toronto says it has 65,000 vacant homes.

Buying a property with a rental unit? Read this first As housing prices rise, homeowners may look to income from a rented suite to help carry a mortgage. This can be a great strategy if you follow the rules and are well-prepared for being a landlord. Here are five key things to know. 1. There are new rules. The Canadian Mortgage and Housing Corporation now allows homeowners to count 100 per cent of the expected rent from a tenant suite towards their income for a mortgage approval. However, there are strict conditions. The owner must live on the premises; there can be no more than two units, including the rental unit, which must be self-contained and have a separate entrance; and the rental unit must either be legal or “legal non-conforming.” 2. Rental units must be legal. Provincial and municipal laws determine whether an apartment is legal. Considerations include what the unit is to be used for, whether there is legal parking, minimum square footage, number of units allowed by zoning, legality of the rent charged, and the fire and safety condition of the property. The best way to confirm the legality of a rental unit is to consult a real estate lawyer before making an offer on the property.
3. Condos and boarding houses have special rules. A lawyer can also inform you about condominium corporation rules that apply to owners renting to tenants. Houses that include rooms for rent with a shared kitchen and bathroom are often considered boarding houses and may fall under different laws and requirements. Also, renting part of your home may affect the tax treatment of your principal residence. 4. There are rules for rent increases. Although rent can usually be increased once a year, the amount of any increase may be limited by law. Existing tenants may already have leases that limit when and how you can raise the rent. If repairs are needed, a landlord may not be able to increase the rent for a tenant until they are complete. If tenants stop paying rent, the eviction process takes time and you may never fully recover missed payments. 5. Talk to a real estate lawyer. A lawyer who specializes in real estate can answer many of your questions and help with a lease agreement that clearly sets out both the landlord and the tenant’s rights and responsibilities.

The event features an interactive screening of the 1965 classic movie starring Julie Andrews as governess Maria and the musical Von Trapp family. City stops curbside textile collection Markham residents now have to recycle all of your textiles, which principally include clothes and shoes but also other household items, as the city won’t pick them up in curbside collection. Instead, residents must

Senior’s wish comes true at family dinner TIM KELLY tkelly@yrmg.com The chance to a wonderful memory of her cherished deceased husband and share it with her extended family was the perfect Easter birthday present for a Markham senior. Valerie Goldie, 94, got her "Wish of a Lifetime" fulfilled on Easter Sunday, when 21 family members came from all over to share her birthday meal at Cynthia’s Chinese Restaurant in Thornhill, a favourite spot for she and her husband to dine together before he passed away about a decade ago. The whole event only came together because of the diligence of Goldie’s daughter, Heather Reading,
who wrote to the Wish of a Lifetime Foundation in Denver back in January. Goldie was pushed up twice on the list and her wish was granted, allowing numerous family members to share in the big day this past April 16. "They (Wish of a Lifetime) asked if we could afford to do it on our own, and we said we probably could, but then it’s not a wish," said Reading over the phone recently. She said her mother thoroughly enjoyed her big day as family came in from all over to celebrate her birthday. "Life is so busy these days and it’s very difficult to get everybody together, so it was so nice to have people together," Reading said.
Her mother "loved it," Reading said. "I think she still remembers it. I think she was a little bit overwhelmed by all the people around on the day," but the 137 pictures taken by the professional photographer Wish of a Lifetime hired certainly help jog her memory. It was also a nice touch for Goldie that social workers at the Sunnybrook Veterans wing her husband had stayed in just before his death put together a CD of songs they used to dance together to as a young couple at the Old Mill. "We had that with us," and the photographer put some pictures to it and dubbed it By the Old Mill Stream, one of the songs on the disk.
