SIMON MARTIN smartin@yrmg.com The life of dairy farmer is not sexy. It consists of milking cows 365 days a year for decades on end. A vacation? Not likely. You’ll be hard-pressed to fit in an afternoon wedding in between milking sessions. That secluded lifestyle was thrust into the public eye last month when U.S. President Donald Trump spoke out against the Canadian dairy supply management system. It certainly was surprising for Whitchurch-Stouffville dairy farmer Brad Hulshof. He is one of around 25 dairy farmers left in York Region. "I don’t think any dairy farmer was expecting to get shots fired from the U.S. president," Hulshof said. Schomberg dairy farmer John Phillips says the Canadian Dairy industry is often misunderstood. "I’m surprised and not surprised," he said. "We didn’t do anything wrong." All of it sudden it seems politicians in the United States and Canada find milk great again as it becomes somewhat of a political football. Conservative Party leadership favourite Maxime Bernier’s most talked about policy is his plan to phase out supply management in Canada’s milk, chicken and egg business. Prime Minister Justin Trudeau had to come out in defence of the country’s supply management system after Trump’s comments and the fuss it stirred. "It was a surprising turn of events that brought agriculture to the forefront," Hulshof said. "The (supply

We are the envy of the dairy farming world." Trump made his comments in Wisconsin, which is the dairy engine of the United States. Grassland Dairy Products had announced that it would be reducing its milk intake. As a result, 75 U.S. dairy farms would need to find another place to sell their milk. They took aim at the Canadian dairy industry for creating a new classification of milk to compete against milk proteins that were largely imported to
Canada. Hulshof didn’t think the criticism held much weight. Milk proteins, or diafiltered milk, wasn’t covered in the NAFTA agreement so U.S. producers had unfettered access to the Canadian market. As the demand for this product became greater, the dairy farmers decided they had to do something. "We competitively priced our dairy to match them," Hulshof said. Phillips echoed that sentiment. He said Canada’s supply management system ensures that there isn’t

an overproduction of milk which can lead to a market crash in the industry. "The United States have bailed out dairy twice in the last 20 years," he said. The Canadian government doesn’t have to give any money to keep farmers afloat, he said. What mystifies Hulshof is that the United States actually has a trade surplus with Canada when it comes to dairy products. "We allow import into our country," he said. "There are lots of imports that still come in." The Dairy Farmers of

Another unseen cost of the system, according to Wolf, is that the Canadian government has to sacrifice other things while making international trade agreements to protect the "sacred cow" that is Canadian dairy. If Canadians could see what we gave up to protect our national dairy industry, they might not be in favour of the system, Wolf said. Not every economist agrees. University of Guelph economics professor Mike von Massow said the current system is working well. "The benefits accrue to dairy producers and rural communities," he said. The problem with dairy is it is a highly perishable product, so if processors say they can’t take anymore product there’s not a lot farmers can do with it, von Massow said. While some claim the supply management system makes the cost of milk higher than it is in the United States, von Massow said Canadians pay more for food across the board than people in the United States. Canadians pay more for beef, bread and pop, which are industries that don’t have supply management. One final benefit of the system in Canada is the animal welfare aspect of it. "We don’t have the same number of large, 1,000-cow dairies as they do in the United States," he said. "Cows in Canadian dairies on average live longer and are productive longer. We don’t push them as hard."

TIM KELLY tkelly@yrmg.com You’ve paid off your house after years of struggle and now you’re sitting on a million-dollar asset, right? Not according to several experts who spoke at a real-estate seminar/forum at Markham’s Angus Glen library branch last Thursday night. They see that multi-bedroom, severalthousand square feet of real estate as a liability. They told the small crowd in attendance their house was sucking up tax payments, repair and power bills and assorted other costs, unless you use the equity built up as an asset to make more money for you. And just how do you do that? By buying more real estate; investing in any number of different opportunities; or by installing a legal, bylaw-conforming second-
ary suite. No one way is just right said the experts. It all depends on what seems right for you. Andy Tran, who specializes in helping homeowners convert part of their properties into a secondary suite, said he’s done dozens of conversions over a number of years and said the cost can range from $10,000 to $60,000. "Just know the rules and make sure you follow them," Tran said. The payback for the homeowner to do a quality conversion that meets all safety and bylaw regulations can take one to five years. It’s all income from then on for the owner. Real estate agent and owner Monika Jazyk, who organized the seminar, spoke about how she had parlayed ownership of her property into down payments on several other properties and had used renters to pay the mortgag-
es thereby becoming an owner several times over. Jazyk said she was able to buy four properties through low-cost borrowing. She admitted it was "a huge responsibility. Real estate is not a passive investment, it’s an active investment," and she recommends dealing with a property manager if you are purchasing multiple properties. Ingrid Clayton, a Markham resident who owns real estate properties in a number of locations around Ontario, came to the seminar to learn a few tips. "Investing in real estate is work . I own a home in Markham, two homes in Oshawa, threes homes in Brantford; it’s a bit of a challenge, but you learn to get connected with good property managers, other investors and find out what works and what doesn’t work," Clayton said.

Weathered flags should be grounded With Canada Day celebrations, marking the 150th year in our nation’s history, rapidly approaching, flags will be flying from coast to coast. In many cases, bright, pristine Canadian flags will be front and centre at legions, government offices, businesses, and private residences. They’ll be prominent at countless special events and even attached to cars and trucks. And, unfortunately, there might be a few cases where our cherished symbol looks less than pristine, maybe even a bit ragged and threadbare. It might surprise some to realize that there are some pretty specific rules regardIt might surprise ing the display of our nation emblem, the Maple some to realize Leaf. We’re not quite sure what constitutes a ’dignified’ disposal, but we do concur with the notion that the Maple Leaf should fly only in a pristine condition. To display Canada’s national flag is to demonstrate one’s patriotism and appreciation for our good fortune in being able to live in the best country on the planet. To display a weathered, shabby version is to do a disservice to this most important symbol of our nation.

• LETTERS TO THE EDITOR • Higher taxes can lead to unintended consequences Re: LETTER TO THE EDITOR: Urgent action needed to rein in housing market, April 17. I read Isabel Zhang’s letter and I am impressed. She not only identified the problem accurately, she went on to suggest solutions to the problem. I am encouraged that our younger generation is paying attention to what is happening that may affect their future. However, many of us, especially politicians, think that higher or new taxes can solve all problems. T he flip side is that using tax laws for social engineering is a simplistic solution at best. Many tax laws may
seem like a good idea at the time. But as society evolves, these "good ideas" may bring unintended consequences, often for the worse. Take the Alternative Minimum Tax (AMT) introduced in the US some yeas ago. It is intended to levy a higher tax on high income individuals than they otherwise would be paying. But as inflation elevated many people into higher and higher income brackets, many formerly moderate income earners are being pushed into this AMT net through no fault of their own. Not only they have to face this punitive provision, they have to spend more effort to do the tax returns. Or, they have to seek

professional help which further adds to their misery. Another downside of higher and additional new tax is the temptation to avoid or even evading to pay it. It is no big secret that there is a thriving "underground economy" in existence. Are we getting more tax revenue by levying higher tax? The answer is yes and no. Yes, we get more tax from honest people. But, no, we lose tax revenue through avoidance or evasion by others. Another inequity of heavy taxation is that the rich can afford to hire highpriced lawyers and accountants to reduce their tax payable. For the rest of us who
lack the resources to do so are caught in the high tax net and suffer in silence. We heard frequently that some people are going into debt to make ends meet. Are we going to punish these honest and hardworking individuals further by higher taxes? Many retirees rely on income and capital appreciation from their investments to maintain their lifestyle in their "golden years". Higher capital gains tax could well spell the end of their dream of a comfortable retirement. It is not my intention to deflate Isabel. I am simply pointing out that using taxation for social engineering could bring unintended adverse consequences. Be careful what we wish for. Alfred Tsang Markham

Downtown Markham could climb to 40 storeys or more TIM KELLY tkelly@yrmg.com As you go along Highway 7 in Downtown Markham, look up. No, look way up. You’ll soon see skyscrapers topping 40 storeys and more according to a Markham city commissioner. The 40-storey comment came from Jim Baird, commissioner of development services in a Tuesday morning meeting that saw committee approval for a 10storey increase from 18 to 28 storeys for the Times Group’s Uptown Markham Development at Highway 7 and Uptown Drive. All 10 councillors in attendance at the meeting approved the 10-storey increase. And Baird added that as more buildings are constructed west toward Warden Avenue they’ll only get taller and taller. "You could have taller buildings even in excess of 40 storeys over toward Warden Avenue," Baird said. Ward 3 Coun. Don Hamilton, in whose ward the Times Group building is being built, said it’s the right place "for density" as he moved the motion for the height increase. The motion was seconded by regional Coun. Nirmala Armstrong. "It’s in the best inter-
est of the community," said Armstrong. "These buildings are not too high. Twentyeight storeys is not too high," said Ward 5 Coun. Colin Campbell. "We’re a major city. In Toronto they’re building 80-storey buildings." Unionville resident Arina Nummi who lives on Emmeloord Crescent just north of Highway 7 and Birchmount, spoke in opposition to the height increase for the building. She presented an online petition from change.org signed by 89 people that asks that the height of buildings along Highway 7 be limited. "This will really alter the skyline of Unionville ... it will add more stress to a really, really stressed Highway 7," said Nummi. "A wall of skyscrapers is detrimental ecologically," she added. Mayor Frank Scarpitti did add a cautionary note to his support of the height increase to the Times building. "Height that doesn’t look nice is a big issue," he said. A final decision on the increase to the height of the building will be made at the next full council meeting, which is Monday, May 29 at 7 p.m. at Markham Civic Centre in council chambers.

A SONGWRITING WILLS LAWYER “Photos in a Drawer” On Stage As well as being a Wills lawyer, I am also a The Wills Lawyer professional songwriter. I am so proud to work with two amazing co-writers, Lewis Manne and Wendy Watson. Songs we have written are playing on radio across the country. Years back, Reuters did a feature story on me entitled “Canadian Lawyer Pens Legal Hurtin Music”. The first line in that article reads, “When he is not working to settle family feuds for his clients, a Canadian lawyer writes songs about them getting airplay from Toronto to San Francisco”. I have had a passion for songwriting since my early teenage years, long before I gave any thought to becoming a lawyer. My late parents, Rose and Jack, inspired me to keep this passion alive and to keep writing. I wrote and I wrote, and when I met Lewis and Wendy, my songwriting life changed. They turned my words into songs that have touched Les Kotzer so many lives. I have written songs in honour of my late mother, my late father, and a song entitled “Crying To The Moon” in memory of my late brother Joel, who I cherished. I am so thrilled that the very talented Alessia De Gasperis of York Region is singing “Crying To The Moon”. The song is playing on the Jewel radio network across Canada (88.5 FM in Toronto). So many people have contacted me to tell me how much they love the song and how much they love Alessia De Gasperis’ performance. It is also being played on Wave FM 94.7. Due to the success of “Crying To The Moon”, Alessia recorded another one of my songs entitled, “Just Say (It’s a Beautiful Day)”. This song was launched on 105.9 The Region. It is now on their regular playlist. You can hear these songs and my other songs on my songwriting website songwritinglawyer.com. You can also hear a songwriter spotlight interview I did with host Rosie Ferguson of 105.9 The Region. I am so proud to announce that an amazing Canadian vocalist and performer, Brian Roman, has recently recorded a song that is very special to my heart entitled, “Photos In A Drawer”. The song pays tribute to my late mother Rose, who always felt that her greatest treasures were in the faces of her family. After she passed away, I was walking through her room and came across a drawer filled with photos of my childhood, seeing family and friends frozen in time as they were so many years ago. I had to write a song based on those photos from the past. Brian Roman has a very interesting life story. At the age of 42 and a father of four, he made the life altering decision to pursue his dream. He left a career in the life insurance business after 20 years. In April of 2006, he staged a career launching concert at Toronto’s Roy Thompson Hall. He had booked the hall on his own and then worked diligently to sell tickets. He was an unlikely candidate because he says he did not play any instruments, had never been in a band, not even part time, he could not read music and had no idea what key he sang in. Hard work and determination paid off. The show was a sold out success, and the story was featured on radio stations, in magazines, on television and was the feature story the following morning on the front page of a major Toronto newspaper. Over the next 11 years, Brian toured across Canada and the United States. He said he has shared stages with the likes of The Barenaked Ladies, The Nylons, Rita MacNeil and Jose Feliciano. After spending many months at a time on the road, playing to sold out crowds and seeing his name in lights on the same marquees as major celebrities and well known artists, I think it can be said that Brian is truly living his dream. While touring the U.S., Brian discovered that theatres were struggling to appeal to a younger demographic. He felt there was a need for a show that would reach many age groups. He felt his group Roc Opra Natra was the answer. This group brings together the three dynamic voices of Christopher Dallo, Danny Scott and Brian Roman. These performers weave a tapestry of melodies from Sinatra to Rod Stewart to Josh Groban to Bocelli. On May 30, 2017, they will do a rare Canadian performance at 8:00 p.m. in the Markham Theatre. During the show, Brian will be performing my song “Photos In A Drawer”. If my mom, dad and brother Joel were here, they would be so proud. Brian told me that he and his group are doing the show to help a family they know that is in desperate need of financial help. Woman pleads guilty to tree-cutting, fined $4,500 TIM KELLY tkelly@yrmg.com A $4,500 fine for the woman charged with cutting down three mature trees on her Unionville property without a permit will not deter anyone else from doing the exact same thing, believes a neighbour. Jialing Wu, who pleaded guilty Thursday morning in Richmond Hill provincial court to chopping down the trees at 47-51 Gainsville Ave. last December without a permit, was fined $1,500 per tree in a joint plea agreement between the city and defence. Wu was not in court. Her lawyer David Goodman made the plea on her behalf. It was later discovered, after the City of Markham released a statement Thursday afternoon, that Wu has also made a dona-
tion to the city’s "Trees for Tomorrow Fund" of $45,000. It’s not known whether the donation had any impact on her plea agreement. The donation was not raised in court. Before the short court proceeding could conclude Thursday morning, Unionville neighbour Pam Scarrow, who has attended most of the previous court appearances at Richmond Hill provincial court, stood and asked the judge if she could read a victim-impact statement. The highly unusual action was denied by the judge given the prosecutor and defence had reached a joint submission. Scarrow had plenty to say about the decision outside court after the proceeding concluded. "Obviously the bylaw is not effective. One of the trees is valued at $75,000 and two others were val-
ued at well over the fine that was levied," Scarrow said. "The fine is not going to be any deterrent to anyone else who chooses to cut down trees," she said. Peter Miasek, past president of the Unionville Residents Association, is hopeful Markham council will continue to work on improving the tree-preservation bylaw. "We made a list of eight suggestions to strengthen the bylaw including having licensed tree-cutters and to post signs of when you have a permit," he said. Meanwhile, a source close to Wu said she will comply with a bylaw order to plant 18 trees before May 31 at 4:30 p.m. in Markham. The trees must be from an approved list of 22 species and at least 60 mm in width. If she doesn’t meet the deadline, she will have to pay a $10,800 fine.

So it was back to the old pen-and-paper days. "We understand it’s a big inconvenience," said Lisa Joyce, MSH vice-president of communications. She insisted patient care was not impacted at the hospital on Tuesday. "We have down-time procedures that our staff follows whether it is
planned or unexpected," she said. Joyce said the original shutdown was scheduled between 2 and 7 a.m. Tuesday for a planned system upgrade but because of the sheer volume of the upgrades, the work ended up taking nine hours longer than expected. She emphasized the shutdown had nothing at all to do with the highly publicized WannaCry cyber attack that hit many businesses and systems around the world including the National Health System in Britain. In that attack computers were frozen, patient information was at risk, and hackers threatened to delete key files unless a ran-
som was paid. Other organizations that were hit included FedEx, Deutsche Bank, and companies in 150 countries. "We absolutely did want to communicate to people that this was not a cyber hack. It was not brought down in any way because of ransom ware or because we were hacked or because we thought we were hacked. It’s important for people to know that," Joyce said. She added that computer upgrades of the sort that took place at the hospital Tuesday happen about four times a year but usually take a much shorter time. "The upgrades that we ran will make our system run even better," Joyce said.

Canadian CRISIS
War Measures Act spurs Quebec independence “Just watch me!” Perhaps the most famous quote ever attributed to Prime Minister Pierre Trudeau can be traced to the October Crisis of 1970. It happened when the FLQ (Front de liberation du Quebec) kidnapped British diplomat James Cross and Quebec cabinet minister Pierre Laporte, who was subsequently murdered. Trudeau then invoked the never-beforeimposed War Measures Act, which limited civil liberties. The police arrested and detained 497 people, all but 62 of whom were released without charges. It is believed federal imposition of the War Measures Act helped push support for independence in Quebec.

And they’re still doing it right now and often in full view of the neighbours. They don’t even mind trying their luck right near the Markham-Stouffville Hospital right off Ninth Line. It happened at a hydrant on Reginald Crescent -- which is very close to the hospital -- twice inside of a week earlier this month and was spotted by an eagle-eyed neighbour who complained to the city. The water thieves did get away with their wet haul. City employees descended on the crescent where they applied locking mechanisms to multiple hydrants to deter the thieves from repeating their brazen deeds. The city said the tamperproof devices attached to fie hydrants are only used in high-risk areas because "they can can slow down a fire response" in the event of an emergency. Asked how often this happens, the City said five thefts were reported in 2016, but with nearly enough water to fill three Olympic-sized swimming pools stolen last year, far more thefts take place than are reported to the city. The city said four reported thefts in 2016 took place in summer-time, one in winter, and that violators are prosecuted if caught. A company caught stealing water in King Township last year was fined $1,000 in Newmarket Court for the offence but fines can range up to $50,000 for offenders. Residents Harvey Thomson and Kimberly Clark, who live in the neighbourhood where the most recent thefts took place, say they’re not very happy about water being stolen. "People in Markham are paying heavier and heavier bills for water and electricity," Thomson said. "Stealing water is a very expensive and a very serious matter," he said. "It’s about watching out for our community," said Clark, who lives on Rose Way, which adjoins Reginald Crescent. "Just pay for this water. Just pay for it. It’s all about the ethics, it’s all about our families and our values," she said. Both Thomson and Clark encouraged citizens to call the City if they see suspicious trucks hooking up to hydrants and pumping water.

Associated Hebrew School plans to sell Kamin building SIMONE JOSEPH sjoseph@yrmg.com Associated Hebrew Schools of Toronto has made the decision to sell its Thornhill Kamin branch on Atkinson Avenue, in part because of a drop in enrollment. "This decision was made after significant deliberation and with a heavy heart," said Mayeer Pearl, president of the school’s board of directors. An e-mail was sent to parents Thursday morning. The Kamin building was built for 750 children, said Rabbi Mark Smiley, head of school. This schoolyear, 360 students are enrolled. Next year (2017-2018), enrolment is expected to drop to 305, less than half of the students enrolled just five years ago, when the school had 689 students. Renan Levine and his wife Mira Perry moved from Mississauga to Thornhill in 2015 so they could send their daughter to Associated’s Ka-
min branch. This move required them to significantly increase the size of their mortgage since housing prices are higher in Thornhill than Mississauga. After hearing Thursday’s announcement, Levine is concerned about the future. "Not just about what our family will do (we also have a toddler), but also what implications there will be for our community. Robbins shut its York Region school a few years ago. Leo Baeck is moving, CHAT (Kimel branch) is closing down. We came to Thornhill because of the presence of these communal institutions. Will families like ours continue to live in Thornhill? Will classmates live a short walk away? Will our housing values take a hit?" The school’s press release addresses the question of why enrolment is declining. "The impact of rapidly rising home prices, coupled with an increased cost of living, schooling and camp are
challenging for many young families. Many are choosing to attend free neighbourhood public schools and finding alternative formal and informal Jewish education options such as supplementary school and Jewish summer camps". According to Rabbi Smiley, there is another factor: "There was a systemic shift when the government opened free, full-day kindergarten in York Region public schools." Even though there are a large number of Jewish people in York Region, high cost is not the only deterrent to attending Jewish day school, Rabbi Smiley said. Some Jewish families see French immersion, art-based programs and Russian-language schooling as being important alternatives, he said. Rabbi Smiley also pointed out that York Region has excellent public schools, making these schools an attractive option. But parent Renan Levine still wonders why the change

in enrollment has been so precipitous over the last five years in Thornhill? "After all, camps, good public schools, informal Jewish educational opportunities all existed 6 and 10 years ago - and no one thought housing was cheap back then. Housing prices are so high in Toronto, but yet enrollment remains strong at Posluns (Toronto campus). We are scratching our heads. So much is changing so quickly and the longterm implications for our community may be quite substantial". Ilana Zigelman has twin daughters in Grade 5 at the Kamin campus and also attended Associated schools growing up. Like Levine, she is concerned about the decision to sell the Atkinson Avenue building. "We have a lot of history in that building," she said. "I am saddened.My children have spent 10 wonderful years in that building and it’s the only school they’ve
ever known.As an Associated alumnus, it is tragic to see that a school which was overflowing with students is now in dire straits. Day school is expensive and it’s not everyone’s priority. There are many who wish they could afford to send their children to day school, however the subsidy process is humiliating and because many abuse the system, those who are honest pay the price...literally." The board’s resolution commits the Kamin branch to staying in the Atkinson building for an additional one to two school years, depending on enrolment. A goal has been set of three to four months for the broader community to try and find a sustainable solution to remain in York Region. Remaining in the building and renting from a new owner is one possibility. But, if the school moves locations, it hopes to retain students. "We are hopeful people will be loyal to the brand and our unique commitment to
excellence," Rabbi Smiley said. The school is also hoping donors come forward just as they did for CHAT (Community Hebrew Academy of Toronto) or maybe other donors will see the need to reinvest. Associated’s Kamin branch acquired 1-1/2 million dollars in debt over five years, Rabbi Smiley said. The school says it has been cutting costs over several years. Measures have included a reduction in the number of administrators, streamlining and/or combining specialty programs, and reducing costs within specific departments. A possible move to Associated’s Finch location would provide further savings on such costs as utilities, IT and building maintenance. Rabbi Smiley remains optimistic about the future. "The (Jewish) day school system will survive," Rabbi Smiley said. "It may be a system for the very committed and those that can pay for it."
