Bill Hogarth Secondary School in the Cornell subdivision will not open for Grade 9 and 10 students this Sept. 5 as originally planned, the York Region District School Board announced Tuesday.

struggle with it because it makes the rest of us look bad. The majority of us are in this field for the right reason. The majority of us care."

She is passionate about her career, inspired by the relationship between her grandmother and her caregiver. But being a PSW is no easy task and the stories of abuse make it even harder, says Jensen, a York Region rep for Ontario Personal Support Workers Association (OPSWA).

"I think people go into this job thinking it’s going to be easy and they get into it and realize ... it’s someone’s life you’re responsible for."

Lynn Steele, lead rep for OPSWA agrees. The owner of York Region-based S.C.R.U.B.S. private home care, Steele warns PSW trainees what to expect.

"You’re pooped on, peed on, thrown up on .. You’re going to have people not able to control their bodies. It’s not all tea-time and playing cards like commercials on TV." They are poorly paid, understaffed, sometimes disrespected by other health care workers; burnout is an ongoing problem and there’s a desperate shortage amid an aging population.

"Is it any wonder," Steele says, "that some ’bad seeds’ slip through the cracks?"

Miranda Ferrier, president of OPSWA, agrees.

"PSWs are the true front line," she says. "We are the ones the families and patients know best, the heartbeat of health care," and yet the spotlight keeps turning to those who abuse, neglect, even murder.

"Every time it’s in the

news we feel the morale plummet. We have to work three times harder to get the public to trust us again."

Confidence in PSWs is at an all-time low, she says, but the need for PSWs is at an all-time high. It’s a dangerous mix that can lead to a revolving door of caregivers - and allow malingers to worm their way in.

"For predators, it’s a prime job," she says.

"You’re dealing with the most vulnerable and there is little oversight."

Unlike other health professionals, PSWs are unregulated and ungoverned. Potential PSWs can bounce from town to town knowing bad behaviour can remain undiscovered, she says.

Many PSWs work on a casual basis with multiple part-time gigs, making it easy to not mention a job on a resume if they’ve left on bad terms, says Ann Chartier, seniors issue advocate with Elder Pilot.

The situation is compounded by PSW burnout, illness and retention issues, Ferrier says.

On her first week on the job, Ferrier says her nose was broken by an aggressive dementia client, a 90-lb woman she was helping to dress.

While grateful for her own training as a correctional officer, she worries about newcomers to the field who see it as an easy job or a stepping-stone to becoming a registered practical nurse.

"I see these girls entering the profession, 19 years old, the size of a pencil. How are these wisps of things going to cope without training when aggressive dementia is on the rise thanks to demographics and mental health issues?"

Ferrier agrees with the need for more PSWs but also calls for stricter accountability.

"We need governance of the PSWs so that there is a way to get rid of the bad and protect the good," she says.

The OPSWA has been lobbying the Liberal government for two years to become the governing body "so that we can hold these monsters accountable."

The association has membership requirements - a code of ethics, scope of practice, standards of practice and a complaints and discipline board - but membership is voluntary.

The organization would also like to see one curriculum for all PSWs, along with expectations for retraining and the ability to blacklist workers charged with abuse.

For Jensen, changes can’t come soon enough.

Despite long days filled with everything from cardplaying to catheter insertion, she says she can’t picture herself doing anything else.

"I like being able to listen to their stories and know that I can be there for someone when their families can’t. It’s what I was meant to do."

Debbie Jensen is a personal services worker who loves her job and worries that stories about abuse and neglect paint all PSWs with the same brush.

There are no regulated staffing ratios for PSWs and it’s not unusual for one ward to have two PSWs for up to 30 clients, Ferrier says.

Workers complain of pressure to take shifts on their day off, waking up clients extra early to get everyone ready for breakfast, running out of supplies because of cost-cutting by long-term care homes.

"Everyone’s too afraid to speak up, afraid to lose their job. They’re beaten down," Ferrier says.

"The attitude is ’They’re just there to wipe butts ...’

They’re bottom of the totem pole, but what happens if you take away the bottom of the totem pole? It falls down.

"PSWs are wonderful people. They need to be

properly supported by their government and they’re not."

Aug. 1, the Ontario government announced a public inquiry into long-term care following the conviction of former nurse Elizabeth Wettlaufer of murdering eight seniors in her care.

The inquiry is to focus on improving safety of seniors in long-term, said Attorney General Yasir Naqvi.

Ontario Long Term Care Association praised the move: "This has been an extraordinarily difficult time for the entire longterm care sector and it is our hope that this inquiry will ultimately strengthen our sector by identifying any systemic changes that are needed to enhance resi-

dent care and safety."

At the same time, in response to recent investigations into sexual assault by a PSW at Mackenzie Health, the Ontario Ministry of Health and LongTerm Care said it is considering the creation of a mandatory registry for PSWs, one that would ensure oversight and accountability.

But those working in the field aren’t sure that a registry, or an inquiry focused on one particular case, will solve the problem.

Both Sundarason and Scarpitti would like to see the recently added 11 p.m. train that runs through to Stouffville stopped, but little progress has been made on that effort to this point.

Scarpitti did raise the issue with Metrolinx, but didn’t say if the transit authority would heed Markham’s wishes.

Sundarason said she wants the train either cancelled, silenced or rescheduled and definitely wants the 11 o’clock train horns ceased before school starts in September.

Markham’s train horns will be silenced early next year - if Mother Nature cooperates said Mayor Frank Scarpitti.

Reacting to concerns raised by a lobby group worried the deadline to stop the horns will be pushed back to late summer 2018 instead of a long-promised spring silencing, the mayor said a concerted effort is on by all parties to get a move on.

"We’re not where we should have been" in the process, said the mayor in an interview last week.

Scarpitti met last week with executives and staff of Metrolinx, city staff and the consultant brought on board to bring in safety measures to silence the horns at every Markham rail crossing at a cost of $6 million, shared by Markham and York Region taxpayers.

"The whole intent was to bring together everyone to re-examine, even putting extra resources on the project, to try and get these safety measures installed as quickly as possible. With the work and the juncture

we are at this point in time, it will really depend on the type of October, November and December we’re going to have," to get the safety measures installed by early next year, Scarpitti said.

The mayor indicated that if it’s a mild fall and winter the measures could result in the horns being silenced by the end of the first quarter in 2018.

"But that’s pushing it," he indicated.

For Shanta Sundarason of nohorns.ca, a lobby group dedicated to eliminating train whistles in the city of Markham, "If the horns are not silenced by spring of 2018 as assured by council, then we will deal with that at that time.

Regulation of PSWs needed to root out bad apples It’s not an easy job, but someone has to do it.

Personal support workers, or PSWs, have been referred to as the "backbone" of Canada’s long-term care system as they provide aid to those in need such as the elderly, the sick and people living with disabilities. And yet, despite the vital service PSWs provide, they are poorly paid, understaffed, sometimes disrespected by other health care workers and suffer from a high rate of burnout at a time when demand for their services is at an all-time high and only expected to increase as our population ages.

All of that makes it difficult to retain good people, Ontario Personal Support Workers Association president Miranda Ferrier says, and creates a revolving door that sees caregivers coming and going. Such a climate can allow abusers and others of nefarious intent to slip in.

"For predators, it’s a prime job," Ferrier says. "You’re dealing with the most vulnerable and there is little oversight."

Examples of PSWs behaving badly are plentiful. One story features video of an elderly, dementia patient in Ottawa being punched in the face multiple times by a personal care worker, while another describes how a PSW in Toronto, on his first day in the job, was caught on camera sexually assaulting a client.

More locally, a Newmarket PSW was accused by six families of sexually assaulting elderly and vulnerable women.

Unfortunately, it’s not difficult for PSWs with a history of misconduct and/or criminal behavior to remain employed. PSWs are unregulated and ungoverned, which means finding a new job, and potentially more victims, can be as easy as applying for work in another facility or a different community.

The demand for PSWs serves to exacerbate the problem.

The province hopes to improve the safety of seniors in long-term care following the case of former nurse Elizabeth Wettlaufer who murdered eight seniors in her care. Similarly, the Ministry of Health and Long-Term Care is exploring the possibility of a creating a mandatory registry for PSWs following investigations into sexual assault by a PSW at Mackenzie Health in Richmond Hill.

The OPSWA has 25,000 members, all of whom are subjected to nationally enhanced criminal record checks among other professional requirements, but membership is voluntary.

"We need governance of the PSWs so that there is a way to get rid of the bad and protect the good," Ferrier says.

We agree. Ensuring minimum standards of training and rooting out potentially dangerous individuals is the least we can do for our elders and others requiring the services of PSWs.

Where is bylaw enforcement The bylaws in our city of Markham should be enforced to the fullest extent of the law. The residents of Markham have no respect of the laws governing the landscapes of the property they own.

I find in my neighbourhood, the driveways being widened and the green space that is required by law has been violated. Markham’s elected councillors enact bylaws for property owners to obey the guidelines, if not there will be no green space and the entire neighbourhood’s front lawn will become a parking lot.

I am 79 years of age, and for many years I have enjoyed watching the Canada Day parade from a vantage point along McCowan Road, just behind McDonald’s. As usual, my son and I arrived around 3:15 p.m. and, despite the rain, we sat at the curb in our folding chairs, a respectful distance from a young couple doing the same thing.

A few moments before the parade began, we were dismayed to find our personal space being invaded by several families standing beside and right behind us, breathing down our necks and permitting their rambunctious children to continually dart right in front of us during the parade, block-

ing our view. I could see the same thing happening to the young couple a short distance away.

Toward the end of the parade, one child grabbed on to the back of my chair and leapt in the air, anxious to catch whatever was being thrown in our general direction. I was still sitting in it, so that the sudden extra weight broke my chair. However, when confronted, both the parent and the child angrily denied any wrongdoing.

The chair is easily replaced, however I was upset and appalled at the rudeness and total lack of respect for personal space.

This is not the Canadian way, however I very much doubt that I will attend next year’s parade, risking a repeat of this unfortunate experience.

These plump Greek beauties are the crème de la crème of figs on the market. Last year was the first year we ran a special on them so I wasn’t sure how many to get.

We brought in a few hundred cases which we thought would be sufficient for the whole weekend but ended up selling out by noon on Friday. A total disaster! This year we’ll do it up big and make sure nobody goes home without a case!

We sourced some excellent Prime Sirloin this week, a Normally I only bring in the black figs, but I tried the green figs and designation reserved for the top 2% of beef produced, actually thought they were superior, extra juicy with an eye-poppingly /CASE graded in terms of tenderness, juiciness and flavour. blood red pulp, so we’ll have both. Jumbo size 10’s!

However, we couldn’t decide if we wanted to feature Top Sirloin Steaks (Reg.$12.95/lb) or my personal favourite, Sirloin Burgers (Reg. $10.95/lb). I think the real star here are our sirloin burgers which are seasoned with salt, pepper, garlic, dehydrated onions and a zip of HP sauce. I think it’s the dried onions Last time we had these in the flyer I actually received a little flack that I referred to them in them that give them a distinctive smell when put as “sexy.” While I take to heart all feedback, I have to stick to my guns on this one. The on a sizzling hot grill. I swear when urban slang meaning of sexy is impressive, and this fish is just that! A Stouffville resident isn’t getting any sleep these days. And she has Airbnb, the international private accommodation online booking service to blame.

Christina, a married mother of two who did not want to give her last name or address, said, "you never know who is going to be behind the front door," since the time three weeks ago when a man showed up claiming he’d booked a stay in her Stouffville home through Airbnb.

"He didn’t want to leave, but finally he did," Christina said.

Then came Saturday when three couples showed up in succession, two girls from France, a couple from Whitby, and, the capper, a couple from Pittsburgh at midnight, all saying they’d booked stays through Airbnb.

"It’s very unnerving, it makes me question how valid things are on the internet," Christina said.

"You never know who’s going to show up. I can be as nice as possible, but if I’m home alone, that scares the bejeebies out of me," she said.

She captured an image of the person to whom her home was reserved through Airbnb and under the name ’Yun’ it shows a picture of the well-known actress Naomi Harris.

What bothers her more is that when she typed her address online and linked it to Airbnb she said more than 20 listings popped up, causing her to worry more people will be traipsing to her door.

She has asked Airbnb to de-list her home from their service and has been told they’ve done so.

Airbnb has said it has removed her listing from the service, but Christina isn’t convinced it will do the trick. She has also reported the activity to York Regional Police.

"They’ve opened a fraud case and have told me to keep reporting it to them every time it happens.

Airbnb has also told me to get in touch with their security component each time something happens."

In the meantime, she waits.

"I just hope at midnight tonight I don’t hear the ringing of the doorbell and get some randoms. I won’t sleep."

The city’s tree-replacement program was overwhelmed with requests so Ross, who has lived at his current home for 32 years, was patient - to a point.

The ash tree, which sat on his front lawn for decades, suffered severe icestorm damage and was finally taken down by the city in November 2014. But the tree was a goner since the storm so the wait began before that point.

Ross didn’t expect releaf in 2015 when city staffers were planting some trees. "They (city staff ) came and ground out most of the stump on my lawn. I hoped something would happen (with a new tree) but nothing happened," he said.

But when he saw many of his neighbours receive trees in the spring and fall of 2016, he felt he’d been left out on a limb.

"I thought it was time in 2016, by that time they had done I would say, 80 per cent of the street," Ross said. He said he started calling the city in the summer of 2016 asking that action be taken. He said he was promised a tree by the end of 2016 but got nowhere.

Ross said he finally had his fill this spring when, after a number of emails and after reaching out to Mayor Frank Scarpitti, too, nothing happened.

Ross said he had emailed the mayor more than a month ago with "no reply," but got replies from other councillors. He added he sent another email several weeks ago to the mayor, and didn’t get a reply.

It took what Ross believes was a clever publicity stunt to finally get an answer from the mayor.

The senior stuck his old artificial Christmas tree in the spot where the city was supposed to plant his new tree, invited a number of friends over and had a tree-lighting ceremony.

To add some spice to the ceremony, he stuck a sign in front of the tree that said: "Mr. Scarpitti.

Since you don’t return calls or reply to emails and you love photo ops be here Tues. 8:00 p.m. Tree Lighting. Celebrate a Tree."

Several of his friends raised a toast with him to the artificial tree.

Before the ceremony, Ross emailed the mayor a picture of the tree and the sign, copying a reporter and others. He said he finally did get an email back from Scarpitti telling him the mayor would look into the issue. He is still waiting for his long awaited tree.

"Frank is always available for photo-ops, they call him ’Photo-Op Frank,’" he joked about the longtime Markham mayor.

The mayor failed to respond to repeated requests for comment.

Mayor Frank Scarpitti was the centre of attention when Markham resident Grant Ross, frustrated at his more than three-year wait for a new tree to replace the one destroyed by an ice storm in 2013, made a sign directed at the mayor.

The sign read: "Mr. Scarpitti. Since you don’t return calls or reply to emails and you love photo ops be here Tues. 8:00 p.m.

Tree Lighting. Celebrate a Tree."

The mayor did not make the ceremony last Tuesday which included an artificial tree and about 30 of Ross’s friends.

Scarpitti wanted to talk

about the issue of photoops and how they come about in a phone interview Thursday night after Ross said, "Frank is always available for photo-ops, they call him ’Photo-op Frank."

"We have press conferences and we have photoops on work that we have done that has accomplished something... So I make no apology for the press conferences that we hold and the photo-ops that we hold because they’re not pretend, they’re not make-believe because when we hold them it means that we’ve worked, sometimes for years, sometimes for months, sometimes for days, but we’ve worked at what we’ve accomplished. And I make no apology for the press conferences, for the photo-ops because it’s a way of also letting our community know what’s happening in their community," Scarpit-

Watch out for the West Nile virus and Lyme disease, the Regional Municipality of York warns.

One human case of West Nile virus and three human cases of Lyme disease have been identified in York Region.

The case of West Nile virus was confirmed as travel-related, while three mosquito traps in York Region tested positive for West Nile virus earlier this year.

“A home’s exterior plays an important role in shaping a prospective purchasers’ decisions,” explains Norm Jensen of Royal LePage Network Realty Corp. “As the first point of contact, these areas often help set the tone and encourage buyers to positively visualize themselves owning the home.”

An attractive exterior doesn’t have to break the bank. According to Jensen, there are a number of ways you can create a stunning outside environment without much effort or money. Here are just a few tips to carry you through the selling season: Clear the clutter. One of the easiest ways

to make any outdoor space come to life is to keep it clean and tidy. This lets buyers visualize how they will make the space their own when it trades hands.

Easy container gardens. Planted containers can add a charming look and feel to entranceways and balconies. When picking pots, look for similar styles that vary in size for a nuanced appeal.

This popular product, marketed under different names from one bank to another, combines term mortgages with home equity lines of credit.

Like a credit card, the amount of money available in your line of credit decreases as you borrow and increases as you pay it back. Your credit limit may also increase automatically as you pay down your mortgage. Some lenders bundle other financial products like car loans or credit cards together under a readvanceable mortgage, typically at an attractive interest rate.

At first glance, this may seem appealing. But keep in mind any applicable fees and the risks of tying different credit products together before signing on the dotted line.

Readvanceable mortgages make it more complicated and expensive to switch lenders to get a better interest rate when your mortgage is up for renewal. You may need to repay all credit products tied together under the readvanceable mortgage. And because it’s secured by a collateral

charge against your home, there are additional legal fees you wouldn’t incur when moving a traditional mortgage.

“Lenders can demand that you repay your home equity line of credit, lower your credit limit or increase your interest rate at any time,” cautions Lucie Tedesco, commissioner of the Financial Consumer Agency of Canada. “This would impact all credit products bundled together in your readvanceable mortgage.”

Remember that a home equity line of credit is secured using your home as collateral — meaning if you can’t pay back the money you owe, your lender can take possession of it.

BURROWS, William (Bill) Lloyd It is with deep sorrow that we announce the passing of William (Bill) Burrows on Sunday, August 6, 2017, very peacefully surrounded by his family. Loving husband of Carol for 53 years, father to Mark and Kristen Sencaj (Joe) and three beautiful grandchildren, Eric, Danica and Cole. Predeceased by his parents Lawson and Marjorie Burrows, his sister Beverly and brother Donald.

Bill attended Ryerson enrolled in their Radio and Television program.

After finishing school he began his career in the early days of television in May 1955 at CFPL in London Ont. Starting as a stage hand he worked his way to become a cameraman and moved to CFCF-TV in Montreal.

There he enjoyed covering CFL and NHL games. He became a studio director and had the good fortune of working in the gondola at the Montreal Forum with Danny Gallivan and Dick Irvin. Later having been promoted to producer/director Bill moved to Toronto to work at CFTO-TV. He became known as the King of the game shows producing Definition, Headline Hunters and Eye Bet. He also travelled around the world producing documentaries with six ministers and priests of different faiths.

He retired producing his most beloved show, The Hospital for Sick Children Telethon. He helped to raise close to 50 million dollars for the hospital.

Bill and his family would like to thank Dr. Mateya Trinkaus, Dr. Stephen McLaren and the nurses at Markham Stouffville Hospital chemo clinic for their constant support for the past 4 years. Also a big thank you to the doctors and nurses on the palliative care ward at Markham Stouffville Hospital for all their compassion and care for the past 5 weeks. There will be a Celebration of Life to be held at Angus Glen Golf Club, Victoria Room, in Markham on Thursday, August 17th from 2-5 p.m.

July home sales plummet in York Region ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com York Region’s once redhot real estate market has experienced a considerable cool down so far this summer, according to the latest Toronto Real Estate Board report.

Home sales in York Region and across the rest of the Greater Toronto Area (GTA), on a year-over-year basis, plummeted in July.

And while prices remain higher than at this time last year, they’ve been on a downward slide the last few months.

There were 5,921 home sales across the GTA in July. That’s down 40.4 per cent from 9,929 in the same month last year, according to the Toronto Real Estate Board (TREB).

As for housing prices in the GTA, the average selling price for in July reached $746, 218 for all home types, up five per cent from $710, 471 in July 2016. But that represents a

drop of 4.6 per cent compared to June 2017.

This continues a trend that began after the provincial government introduced a number of measures, including a 15 per cent foreign buyers tax, under its so-called Fair Housing Plan to try and rein in runaway home prices.

Since April, when the measures were put in place, the average home price in York Region has dropped by 21 per cent to $951,557 and the number of home sales plummeted by 61 per cent to just 804, according to TREB. "A recent release from the Ontario government confirmed TREB’s own research which found that foreign buyers represented a small proportion of overall home buying activity in the GTA. Clearly, the yearover-year decline we experienced in July had more to do with psychology, with would-be home buyers on the sidelines waiting to see how market conditions
