We just keep on putting our old

clothes in, and sometimes our garbage too, and onto the ground next to these bins.

Whether it be the Walmart off Highway 48 in Stouffville where a bin is stuffed with clothes and garbage piled up on both sides or a bin at a Markham Tim Hortons

that refused to go away or in Newmarket or Aurora or Vaughan, these bins proliferate.

It’s not clear who operates them, where the proceeds from the donations go or if they are even charitable.

A tiny amount of the proceeds

from the bin may go to a registered charity and the rest may go into an owner’s pocket.

Calls to the owners of the bins go to an answering machine and aren’t returned. Emails to the bin

With wait-lists, poorly compensated early childhood educators, a separate market of unlicensed child-care operators and parents who either essentially work to pay daycare bills or put careers on hold to stay home and look after their children becoming part of the rule, not the exception, it’s clear several structural problems plague the current system.

How should the foundation be fixed? And where can Ontario look for inspiration?

Jill Leckie is a Scottish businesswoman who used to live in Toronto and now resides in Sweden with her partner. They are working professionals. She built a website that helps newcomers to the county adjust to life in Stockholm.

The couple has an outgoing and chatty two-year-old, Stella, who is enrolled in the country’s preschool system.

Leckie pays the equivalent of $125 per month in child-care costs, which she describes as "not even a percentage" of her family’s income.

"It’s that small," she said. "It’s ridiculous."

In Sweden, lowincome

families pay nothing for child care while the cost for more affluent parents is capped at just over $200 per month. Government policy states: "Parents should only have to spend one to three per cent of the family’s income on child care."

Their model is heavily subsidized by government and administered by municipalities. It’s been in existence for decades.

There are a variety of preschools to choose from; they’re all licensed and regulated and listed on government websites.

A one-child family with two working parents is automatically entitled to about 30 hours per week of daycare.

Families are also granted 480days of paid parental leave. For the first 390 days, parents receive nearly 80 per cent of their normal pay.

"This child-care system works because it’s so well provisioned for," Leckie said. "It’s a well thought through system that starts as soon as your child is born.

I don’t understand why other governments around the world don’t see it like that. It seems like a nobrainer. Not everybody does it equally, but it gives you that choice without having to worry about struggling."

There is a similar but some-

what more conservative model in place in Quebec. That system requires a basic contribution of between $7.75 and $21.20 per child, per day. The rate is set based on annual income.

Ontario has promised to review the affordability issue as part of its larger child-care strategy, which includes 100,000 new daycare spaces in the coming years.

"Child-care deserves real attention from the government," said Carolyn Ferns, public policy and government relations co-ordinator for the Ontario Coalition for Better Child Care. "We’re happy they’re looking at it, but we’re asking them to go further and really create a system that addresses the crisis we have in Ontario. We need to be looking at the system as a whole. We need to look at a system that brings equity and grows to really support everybody. Right now, it’s leaving child care to the market. That’s not really working for anybody. We’re worried new funds are going into child care without really addressing how to set up a system."

According to the coalition, there are currently about 330,000 regulated child-care spaces for school-aged and younger children in the province.

But wait-lists and

affordability issues are also forcing parents to consider the competing ’grey’ market of available unlicensed child care.

"What kind of choice do parents have? They pounce at the first opportunity they get," Ferns said.

"There aren’t options."

One of the coalition’s concerns is the growth of "big corporate players" in the system. Ferns said the province should place a moratorium on the licensing of new forprofit child-care spots, adding about 25 per cent of spaces in Ontario are for-profit.

Ontario should also put accountability mechanisms in place that ensure government funding is used to lower fees and raise wages of child educators, she said.

Right now, it’s incredibly difficult for many ECEs to make a good living at their profession. That’s forcing several out of the field entirely. "(ECEs) earn notoriously low wages," Ferns said, noting the province will need to hire about 20,000 new ECEs to reach its childcare expansion plan goals.

"They’re professionals with degrees and diplomas. The government wants to expand child care but we know

Swedes rarely complain about their preschool model, which has led to a variety of positive societal benefits, from equal opportunity for men and women to high quality of life index ratings. They’re constructing a stable society beginning with the ground floor, not patching an aging building, Leckie said.

"I would not be doing what I’m doing if I had to look after Stella," she said. "I would not have been able to start my own business or regain my confidence, in terms of being a mom and businesswoman.

It’s so liberating. It keeps the economy stable."

Overhaul of the current child-care system needed It’s not enough, Premier Wynne.

While we appreciate the sentiment behind Ontario’s decision to add 100,000 child-care spaces in the next few years, it won’t fix a broken system. Failures of Ontario’s daycare system include a lack of affordability for parents, unlicensed care competing against licensed centres, as well as the inability to consistently attract and retain quality early-childhood educators. Adding more spaces to this foundation means the system will limp on and nothing will be fixed.

It has become apparent, in our eyes of this media organization and many of the experts we’ve interviewed for our child-care series, that a reform of the current structure will fail. We need a heavier government investment and a complete overhaul of the system. This must come now.

There are parents who feel the financial pinch each month. They fret about paying daycare bills and are forced to cut back in other areas. Perhaps they try to shave a few dollars off the weekly grocery bill, avoid an occasional dinner out or hold off on vacation. They may sink a bit further into credit card debt just to pay daycare bills.

The implications of a poorly subsidized child-care model are far-reaching. But quality child care is too often viewed as a privilege in this province. The government’s belief that 20 per cent of a parent’s income should go toward paying for daycare is absurd and archaic - other jurisdictions around the world have proven affordable daycare can improve overall living standards without bankrupting an economy.

Our current system forces well-educated Ontarians to make tough choices. Some put careers on hold because a large portion of their income would go toward paying for their children to be in daycare. Let them practice their craft. They may be loving, nurturing parents, but most are not professional educators adept at preparing children for higher learning.

Ontario must also give ECEs the same financial dignity as teachers.

ECEs are trained professionals responsible for the wellbeing of some of the most vulnerable people in our society.

They shape young minds when those children are most eager to learn and yet their paycheques reflect jobs of a low skill level.

Most parents want safe, affordable care that best positions their children for success. Quebec and Sweden offer great examples of how this can be offered to and paid for by families.

Revolutionizing daycare, overhauling what is delivered and how, is the best way to improve the system.

• LETTERS & COMMENTARY • Saddened by neglected properties In 2005, Markham entered the provincial Communities in Bloom competition.

Residents and businesses eagerly climbed on board and participated in cleaning up and sprucing up the whole community.

Even friendly competition occurred between residents and businesses.

The whole town looked splendid and we won!

Now it is 2017 and it saddens me to see such a change when I drive through our neighbourhoods.

So many residences on so many streets look neglected. Grasslike hay fields, weeds uncut and sending seeds everywhere, including the properties

nearby trying to keep up appearances.

Maybe not everyone has the inclination to maintain a house and grounds. Maybe these people are more suited to condos or apartments.

Maybe our bylaws should be enforced more frequently - including illegal dumping.

We certainly won’t be winning a Communities in Bloom contest any time soon.

PSW. For your information/ consideration, I have the following feedback: 1. Long-term care homes (the 630 in Ontario) do not know when Ministry of Health inspectors will be visiting. Janice may be referring to the voluntary process of accreditation (done by CARF or Accreditation Canada).

These are entirely two different things. When ministry inspectors are in homes to do inspections, it is their requirement that homes post signs to advise everyone (notably resident and families) that they are on site.

2. In point of fact, illness (e.g., colds, flu, etc.) among residents is often spread by those bringing it in from the community, such as staff or family and other visitors. So, it is more like-

ly that residents "catch sickness" from staff, rather than the other way around.

3. The long-term care industry is not "top heavy" with management. My home (a typical long-term care home) would have six managers to 200-plus frontline staff.

The long-term care industry is challenged by an inordinate amount of legislation, unlike hospitals, for example, and with far less financial resources than hospitals.

Obviously, I don’t know what other work experience Janice has, other than long-term care, but I would be interested to know what other industries (health care or other) have a leaner management than the long term care homes industry.

Cyclist shares painful story of depression KIM ZARZOUR kzarzour@yrmg.com Once upon a time, back before the darkness descended, Neil Mitchell was living the life.

The 52-year-old Unionville man worked hard and played hard and his greatest pleasure was wheeling across the countryside on his high-end road bike.

Life was all about faster, further, more; setting goals, then crushing them.

"I like doing things that stretch you and take you out of your comfort zone," he confidently told the Economist & Sun in 2011, before heading out on yet another fundraising cycling tour, this one a crossCanada ride for cancer.

Then out of the blue, Neil and his bike came to a skidding halt. In late October 2014, he wheeled his bike into the basement, parked it next to the furnace and didn’t touch again for more than 18 months.

From the outside, everything still looked great.

He was a senior executive at Marsh Canada Ltd. (one of the world’s largest global insurance brokers) with a beautiful home, beautiful family with three kids, supportive wife and good friends.

On the inside though, something was wrong.

This successful businessman and avid cyclist had become physically, and mentally ill.

It started with sleepless nights.

He took some time off work. It didn’t help. He felt trapped in a brain fog, unable to feel emotions, uninterested in the things he loved - including cycling.

"Things were really dire. The veneer had been cracked and shattered. I couldn’t do anything. I isolated myself. It was like a different person. My behaviour was unusual. My thought patterns were not ’normal’ . Physically I was changing too. It was scary.

"I remember a friend saying ’Neil, you gotta take perspective’ and I said ’Dude, I don’t know what that is’."

Everything was black; everything hopeless.

He was diagnosed with severe depression and embarked on a search for help, trying numerous therapies and medications at top-name institutions - doctors, psychiatrists, psychologists, in-patient programs. "It had got to the point we considered go to U.S. We thought there’s got to be someplace, somewhere that can help."

In the end, in a "kind of a crazy irony", the answer was right under his nose at the nearby Markham Stouffville Hospital, the same place where his children were born.

A neighbour, a doctor, recommended Dr. Rus Sethna, the hospital’s chief of psychiatry.

"In order for me to help you," Dr. Sethna told him when they met in April, 2016, "my team and I need to see you 24-7."

’Rogue’ bins not new problem l Continued from page 3

But people, not knowing what else to do with their unwanted old pants, shirts or shoes, keep dumping them in the rogue bins.

It was all too much for Sue McLellan, a Tim Hortons franchise owner in Markham who got fed up with her own rogue-bin horror story this past year.

"A couple of years ago, they put a bin on my property without even asking me. I phoned them repeatedly, the clothing was on the ground ... finally we called the police who said we have the right to remove it. We got rid of it and they brought in another one.

"It does not look good.

When you drive into the parking lot, that’s the first thing you see, stuff all over the ground."

McLellan eventually got rid of the second bin and the rogue-bin operators have not returned since.

That may be in part because of Markham’s innovative textile recycling program that was introduced in the city in October. Since it began, the program has recycled 4.5 million pounds of textiles, according to Claudia Marsales, the city’s senior manager of waste and environmental management.

Before the program began, Markham was plagued with about 120 rogue bins, Marsales said.

She said now that there are more than 100 City of Mark-

ham bins throughout the city at fire halls, recreation facilities and other public buildings, the rogue bins have largely disappeared.

In fact, more than 60 of those bins have been relocated to a "bin graveyard" at the city’s works depot at 8100 Warden Ave., Marsales jokes.

The textiles collected at the city’s bins are donated to Markham’s charity partners, the Salvation Army, Diabetes Canada and STEPS, a charity that helps those with addiction issues.

"They (charitable partners) have to prove to us that 100 per cent of what they received from donated textiles, minus operating expenses, goes to charity.

"We’re trying to add a lot of value. One hundred per cent of the net proceeds go to charitable proceeds," Gilbertus said.

Finding balance with extracurricular activities Extracurricular activities teach students important life lessons, provide them opportunities to socialize and often stimulate their minds and bodies in ways that differ from the stimulation provided in the classroom.

Data from the U.S. Census Bureau states that, in 2014, 57 percent of children between the ages of 6 and 17 participate in at least one after-school extracurricular activity. Children are more likely to participate in sports than clubs or lessons, such as music, dance and language, but each of these activities can be beneficial to students’ development.

Students who participate in extracurricular activities may want to limit their participation to 20 hours per week. This is according to a group of professors from Stanford University and Villanova University who have been collecting data on the issue since 2007. In their report “Extracurricular Activity in High-Perform-

ing School Contexts: Stress Buster, Booster or Buffer?”, Jerusha Conner and Sarah Miles found that 87 percent of kids who would be considered to have packed schedules were perfectly happy unless they were doing more than four hours a day.

The “over-scheduling hypothesis” may be overhyped. This is the concern that too much organized activity participation leads to poor developmental outcomes. This hypothesis also suggests that hectic schedules also undermine family functioning, detract from schoolwork and possibly increase the risk of copycat behaviours and excessive competitiveness.

However, in the study “The Over-Scheduling Hypothesis Revisited: Intensity of Organized Activity Participation During Adolescence and Young Adult Outcomes,” researchers J.L. Mahoney and Andrea Vest determined that, controlling for demographic factors and baseline adjustment, extracurricular intensity was a

significant predictor of positive outcomes and unrelated to indicators of problematic adjustment (e.g., psychological distress, substance use, antisocial behaviour) at young adulthood.

Even though extracurricular activities are largely positive — even when schedules are packed — parents need to be aware of the diminishing returns of too many activities. This is something called the “threshold effect.” Benefits from extracurriculars can level off when too many activities are being juggled. If a child is experiencing anxiety, sleeplessness or depression, or seems overly stressed, it could be time to reduce students’ time spent doing structured activities.

It’s essential that families use the cues given by kids to assess what students can handle.

And children should be encouraged to be honest with their parents about their extracurricular activities as well.

Transit updates routes for start of school year In an effort to connect residents to popular destinations in York Region, York Region Transit/VIVA has announced service changes effective Sept. 3.

Students travelling between York University and the Richmond Hill Centre Terminal will have an increase in the frequency of trips on VIVA Purple.

Schedules for bus routes 85/ 85C (Rutherford) and 87 (Autumn Hill) have been adjusted to improve connections with GO train timings at the Rutherford GO Station.

Residents travelling to Canada’s Wonderland or Vaughan Mills Mall will have extended service for route 760 during the Halloween Haunt and Black Friday.

However, regular weekday service for the route has been suspended until summer 2018.

Special routes for high school students have also been updated.

All 400-series special school routes - with the ex-

ception of Routes 400 and 463 - will be reinstated for the start of the school year. They include route 401 (Brother André School Special via Box Grove) and route 432 (Aurora School Special).

Route 401 will improve service for students living in the Kenilworth Gate area.

Route 432 introduces a new route with a direct connection to Aurora High School.

Routes 463 (Vellore School Special) and 400 (Brother André School Special via Raymerville) has been discontinued because of low ridership.

Versatile rooms for today’s modern families With the cooler months upon us, families will be spending more time indoors and challenged with how to keep family rooms fun and functional, without completely abandoning the design aesthetic. This fall, make some updates to the most popular room in the home that will enable you to enjoy the space without compromising on style with versatile design tips from Sharon Grech, colour and design expert for Benjamin Moore.

Comfy, functional and attractive furniture. “Many of us don’t have both a formal living room and a casual family room, so the family room usually does double duty,” says Grech. “Since it’s the place to bond with your kids and also welcome guests, select pieces that are versatile, like a large coffee table with storage inside or underneath for magazines, board games or movies.

If you have children, a classic armoire or built-in storage wall works well to hide toys and clutter when guests come over. A sectional sofa is the latest trend that’s chic but also very comfortable with more seating options, making it perfect for large families and gatherings.”

Inviting family room colours. Select paint colours that help everyone unwind. Soft greys and blues are

very welcoming and soothing, encouraging people to relax and unwind. “Try Wythe Blue HC-143 or Nimbus Grey 2131-50 for wonderful options that can be kicked up a notch with accent pieces in bold pops of colour, says Grech. You can also try a soft green, such as Salisbury Green HC-139, or a calming violet like Porcelain 2113-60. For living rooms, I often recommend Benjamin Moore Aura in an eggshell finish is great for both durability and colour vitality.”

The right layout. These days, families are doing much more than watching TV in their family rooms. If you can divide your space and create either a cozy nook for reading, using a laptop, or a play area, the whole family can spend time together in one space, while doing the things they love to do. Centering the furniture in the room and keeping it away from the edges creates a more intimate feeling in the space, while also allowing you to use the back of the couch as a room divider.

A neat decorating trick for parents with little kids is to incorporate a bold focal point such as a large, colourful piece of art to help draw guests’ attention away from those places you don’t want them to notice.

Top 5 ways to clean faster, live better

By Scott McGillivray For most of us, cleaning is a chore, but a necessary one to ensure our homes are comfortable and safe. With an active and busy family, time is precious, so I’m a big proponent of finding smarter ways to do things. As a contractor, investor, author, TV host, husband and dad, I can honestly say that efficiency is an essential secret to success--and cleaning is no exception.

Here are five tips for a more efficient cleaning routine, so you can enjoy more of the things you love to do.

1. Clean from top to bottom. Doing it any other way will simply spread dust, dirt and debris from dirty surfaces to the areas you’ve already cleaned. Not having to re-wipe or vacuum twice saves time.

2. Remove clutter before you start. Clutter is a distraction and can really slow you down. Tidying before cleaning makes things easier and quicker, rather than trying to clean around the mess.

3. Stick to a plan. Treat your chores like you would your work. Tackle the biggest, most challenging rooms first while you have the most energy. The key to a clean house is consistency--create a schedule to complete certain tasks throughout the week, so there’s less to do all at once.

4. Use technology to your advantage. As a contractor, I know having the right tool for the right job provides a serious advantage. When it comes to technology, I love anything that’s a game-changer, like

MACKAY, Marian 92, of Unionville Ontario passed away peacefully on August 12, 2017 in her home at Wyndham Gardens.

She is survived by her two children: Gordon Mackay and wife Glenys Mackay of Unionville and Marni Dalle of Toronto. Marian is also survived by her brother, Bob Frater and four grandchildren: Sarah Mackay, Mark Mackay (Nicole Marin), Loic Dalle (Lindsay Parfitt) and Arielle Dalle (Judah Down).

A memorial will be held on September 7, 2017 at Chapel Ridge Funeral Home: 8911 Woodbine Avenue, Markham, Ontario.

Visitation will begin at 2:00 p.m. followed by a Celebration of her Life at 3:00 p.m. with refreshments afterwards. Instead of flowers, the family requests that donations be made to The Canadian Cancer Society or Markham Stouffville Hospital.

Marian was born in Alness, Scotland on February 7, 1925. She married the late Charles Mackay in 1949 and soon after immigrated to the Toronto area, which she called home for the next 67 years. She actively raised a family and enjoyed a successful career in customer service until the age of 75. She had a quick wit, enjoyed Scottish music and an occasional glass of wine.

Marian lived life on her own terms and embraced the world around her with compassion, generosity and kindness. She had a genuine interest in people and built many long time friendships. She will be deeply missed.
