COMMUNITY isa Chong was nervous about letting her son stay home alone for an hour or two after
school. The Newmarket mom, like any working parent, wrestled with the thought of leaving her son, now 12, home alone for short periods of time when he was 10 but also didn’t want to leave him in an after-school care program designed for younger children. Before she did, her son attended a home-alone course offered by St. John Ambulance. "I was very nervous, but after testing the waters and watching him use the techniques that he learned at the course, I felt a little better," she said. "Each time he’s alone, he becomes more confident, as do I." It was at the end of Grade 5 he was walking home from the bus stop, letting himself into the house, checking in with mom when he arrived and doing chores and homework. The routine has helped both mom and son feel comfortable with his independence. According to the Ontario Child and Family Services Act, any child under the age of 10 years left unattended can be at risk and, depending on the situation, police can lay charges, York Regional Police Const. Laura Nicole said. "There isn’t a firm one-sizefits-all," she added. "Parents need to know their child and the area, then make a decision based on all the circumstances." The length of the walk, possible risks such as heavy traffic, railway crossings and how long children will be left alone should all be considered when making a decision. While every child matures at a different rate, it is most important to note a 7-year-old doesn’t have the same mental ability as a 9- or 10-year old, Seneca King Campus behavioural sciences professor Laura Cavanagh said. "At 7, kids can know a rule but don’t have the ability to apply it to a concrete situation in real life," she explained. "So they know the rule is not to talk
IS TIME RIGHT? St. John Ambulance offers five crucial points when deciding to leave a child home alone: 1. Your child can recite their name, address and phone number in case of emergency. 2. They know how, when and what to say when they call 9-1-1. 3. Have access to a neighbour’s phone number and can call and ask for help if needed. 4. Understand enough about time to know when you will be home. 5. They know what to say and do if someone calls or knocks on the door. For more tips, visit sja.ca.

When is a child ready to walk to school or return from school to an empty house? Experts say a number of factors should be considered while making the decision.
ON THEIR OWN Parents wrestle with deciding when their children are ready to walk to school or stay home alone TERESA LATCHFORD tlatchford@yrmg.com to strangers, but if someone asked for help finding their puppy, the child would most likely help where as an older child would associate the situation with the stranger-danger rule." When assessing a child for readiness, ask questions and pay attention to their behaviour when you are around, which is
before letting a child walk to school or stay home alone to put both child and parent at ease. After teaching your child the rules for safely crossing a street and being aware of surroundings and so on, allow them to walk to school while you follow from a safe distance. "Many parents are using the walking school bus in their

For example, if you tell your child not to answer the phone while you are in the shower and they do it anyway, they may be tempted to open the door when home alone even though they have been told not to. neighbourhoods," Schaffer added. "Children from the same school walk together, and older students look out for the younger ones." As for leaving a child at home, ensure all emergency procedures are properly understood. Quiz your child on different scenarios to see how they respond, and set house rules you both agree on - for example, calling one parent when arriving home. Some parents have their children use video chat when cooking on their own. Try leaving them alone for a short period of time as a trial run to see what happens. Walking to school without a parent or guardian and being home alone are big milestones for children, Cavanagh said. Aside from the physical health benefits of walking to school rather than sitting in a car, being given the opportunity to prove to a parent they are responsible can boost their independence and confidence. Most children are eager to demonstrate their ability to take on responsibility at this age, and if the rules are clear and they are motivated, they will be more likely to comply. "These tasks can be very rewarding for children and helps prepare them for the transition into adulthood when more responsibilities come their way," she added. "These independent tasks are well worth the consideration."

A Vaughan plaza was blasted with 15 seconds of car horn noise at around 11 a.m. today as Transportation Minister Steven Del Duca got to hear what some Markham residents believe he has foisted on them. A group of about 30 people made the trip across York Region to the Rutherford Road constituency office of Del Duca to loudly protest his late June decision to add 5 a.m. and 11 p.m. GO trains through Markham and Stouffville before the City of Markham’s train-whistle cessation program starts next year. The transport minister wasn’t in his office, but that didn’t stop the crowd who came armed with
signs, "Stop The Horns" Tshirts, and a megaphone demanding he take immediate action to either silence the train horns or take other action. Shanta Sundarason, a Unionville resident who is the leader of the Stop the Horns group, presented a letter to Del Duca’s office staff asking him to do something about the issue. "I said, please give Mr. Del Duca a message that we need the 5 a.m. and 11 p.m. trains silenced ASAP because we have kids going back to school on Tuesday next week and we don’t need them to be blasted out of bed at 11 p.m. at night," Sundarason said. "We’re just asking them to reschedule or put buses on instead of the trains, or silence them if they can, something has to happen
before next Tuesday before all our children start school," she added. Sundarason said Del Duca has done "absolutely nothing, he’s made no response, no statement, except basically this is what the province is doing, accept it, it’s called progress, which is unacceptable." For Michelle SukulChan, a mother of an eightyear-old and two teenagers, "we have to plan our lives around the train horns, our meals, our bed times. We can’t open our windows at night when the train goes by at 11:11 p.m." Reached for a comment, Del Duca said exactly what he said when the issue was previously raised. He offered no specific answers to any of the questions about 5 a.m. and 11 p.m. trains or whether train horns would be stopped.

Motorists must focus on stopping distracted driving It shouldn’t have to be re-stated at this point and yet here it is: distracted driving is dangerous and unacceptable. How dangerous? Well, according to the Ontario Provincial Police, distracted driving is responsible for more collisions on the roads it patrols than speeding and impaired-related crashes combined. Numbers don’t lie and the OPP’s statistics are troubling to be sure. Its figures say that driver distraction has been the cause of 6,360 collisions on the roads it patrols since Jan. 1, while speeding and driver impairment were responsible for 4,700 and 1,158 crashes, respectively. Forty-seven people have died so far this year as a result of a distracted driver, up from 39 at this time last year, the OPP says. What’s more, distracted driving has claimed more lives on OPP-patrolled roads than speeding and impaired for the past eight years except for 2012. "Our collision data is compelling evidence that drivers who text, talk on their cellphone or are distracted in some other way, take a tremendous toll on the safety of those who share the road with them," OPP commissioner Vince Hawkes said in a statement. "Public complacency about inattentive driving can be just as dangerous as the behaviour itself. Until drivers, passengers and the general public take a firm stand against this road safety issue, these tragedies are expected to continue in large numbers on our roads.’’ Distracted driving remains an issue on the roadways patrolled by area police as well. Just last week, York Regional Police issued a news release noting that 25 motorists had been charged with impaired, while 82 others had been cited for distracted driving. The release isn’t unique as YRP charges scores of people with distracted driving every week. The penalties for being caught driving while distracted are steep, with fines ranging from $490 to $1,000 and three demerit points, and yet still not enough to discourage people from doing so. Of course, beyond a fine or a trip to a courthouse, a distracted driver could also have to live with severely injuring or killing someone. This week marks the start of a new school year and that means more children out and about on our streets. As such, we should all ensure we devote our attention solely to the task of driving whenever we’re behind the wheel. One injury or death resulting from distracted driving is too many. Let’s focus on reversing this trend.

• LETTERS & COMMENTARY • Bawdy houses have no place here In April, Coun. Don Hamilton addressed the presence of suspected bawdy houses in Markham and said "We don’t want to be judgmental," insisting that he didn’t want to make this a moral issue or pretend there isn’t a demand for prostitution. Then, in June, Hamilton went even further by suggesting zoning for bawdy houses. If carried out, this suggestion would have a serious negative impact on our community. One of your readers, Cosimo Crupy, wrote a letter encouraging citizens to condemn Hamilton’s disturbing and illegal line of reasoning, and I wholly agree. As a respected public figure, Hamilton had a
unique opportunity to take a moral position. Prostitution destroys all individuals involved: the women who compromise their safety and self-respect as prostitutes and the men who take sexual advantage of them. At the core of our community - and of any healthy society - are families, and prostitution eats away and destroys at that core by encouraging men to betray their marriages, children, and moral principles, and by creating the dangerous impression for young girls that prostitution is a respectable way to make a living. We don’t hesitate to condemn Canada’s drug epidemic as illegal and destructive. We don’t hesitate to condemn drunk driving as illegal and destructive. Why doesn’t Hamilton con-

demn bawdy-house activity, and instead suggest zoning changes to create a breeding ground for this destructive activity? He says he doesn’t want to be "judgmental" or make it a "moral issue", but by encouraging prostitution in the form of bawdy houses he is judging it as morally good and acceptable. As a community leader we look to Hamilton for strong leadership, and it’s a shame that he’s failing in this role. Ruth Gaskovski, Markham
All Canadians should follow rule of law RE: LETTER TO THE EDITOR: Letter offered plenty of propaganda, Aug. 3
Since letter writer Wendy King ask us to read all about the Khadr story, perhaps she should read the story of Fred McKay, whose son Kevin was killed by an IED while on patrol in Afghanistan. (Toronto Sun, Aug. 5) He believes, as I and many more Canadians do, that Khadr should have been tired as a traitor. McKay, whose family received $90,000 from the government, not that he argues that amount. His objective is to have parliament ask Prime Minister Justin Trudeau to have Khadr tried for treason, since he is seen on video building IEDs while being a Canadian citizen. Trudeau has not responded. Too busy with photo ops, I guess. John King, Newmarket

Besides the changing of the year, there is perhaps no more drastic shift than that dreaded turning of the calendar from August to September. The kids are back in school as we ease back into our routines, we trade our iced coffees for some pumpkin spice coffee varietal and tuck away our t-shirts and start donning layers of sweaters. However, I don’t buy into all that, summer ends on September 22! Purists may scoff at enjoying your cheese as anything but a standalone snack, but I think this is the perfect cheese for melting. Fontina packs a lot of flavour in a small volume, so a little bit added to a ham sandwich, an olive oil based pizza or, my favourite, added to scalloped potatoes, is going to put it right over the top. For Unionville resident Barb Orr, the road to nowhere between Briarwood and Carlton parks equals "Pathgate." She sees a promise made way back in June 2014 that included an initial path started out of Briarwood Park, but an uncompleted path down to Carlton Park as a promise unfulfilled. And she places the blame on both city officials and local councillor Don Hamilton. "I’m angry," Orr said. Orr, who lives in the neighbourhood and would like to use the path if it’s ever built, has the city maps to prove that a trail from Briarwood Park to Carlton Road was indeed proposed. The map is dated June 3, 2014. And she said she was assured by city officials it would be completed in 2015 once the initial path from Briarwood Park was built in 2014. "Three years later it’s still not done," Orr said. "When you look at the pictures, on the other side of Carlton Road there is a path that goes into Carlton Park so the city had a plan. The city talked to me about curb cuts on both side of Carlton Road, but nothing got done," said a fuming Orr. Hamilton said he asked city staff to look into the issue after a complaint from Orr. "After Barb raised the issue of the pathway from Hemingway into Briarwood Park I asked our staff to look at it," Hamilton said. "They came back and said the bushes were overgrown and the existing pathway was in rough shape. They had some money so they had the guys trim back the bushes that bordered the entryway into Briarwood Park and they repaved the path," he continued. Hamilton said the staff person who promised the pathway from Briarwood Park to Carlton Road "didn’t have the authority to say that." "The City doesn’t want to pave that section for a variety of reasons. I’ve had other requests from dog walkers who don’t like the fact that it’s always damp in there, especially this year with all the rain we’ve been having. So there is no plan or commitment in place to pave that section. Before undertaking that we would need to consult with the neighbours that back onto that area," Hamilton replied. That doesn’t satisfy Orr, who has collected a petition calling for action on the pathway. "I just want this done. There was a plan to put a pathway there," she insisted.
I find it shocking that a lot of the stores around us choose to sell American broccoli year-round when the local stuff is so abundant and flavourful this time of year. We get these mere hours after they’re out of the field, so you can rest assured you’re getting the freshest possible.

’Stress is killing me’ TIM KELLY tkelly@yrmg.com A Markham widow who has never had a flood at her home in 35 years knew she was in for trouble a year ago because of a bylaw change requiring how the water drains from her neighbour’s property. And in mid-July, her worst nightmare came true, costing her $2,000 out of pocket, after her basement flooded causing severe damage. Violet Haslett, 74, has lived at 38 Avondale Cres. in the Wootten Way-Ramona Boulevard area since 1982 and said she’s never had a flooding incident. But she said on July 16, when Markham was hit by heavy rainfall, the fact her next-door neighbour had his eavestroughs and downspout run-off flow onto his property - about three feet higher than hers - led to water rolling onto her property and into her basement. She said prior to last year, her neighbour’s downspouts ran into the local sanitary sewer, as hers do, but when he got new eavestroughs and downspouts, under the new bylaw, he was required to drain run-off onto his property, not into the sewer system, thus the unprecedented flooding on her property. "I’m a low-income senior trying to survive here. I’ve never had problems until this thing happened. The city is not giving me anything, they just say, ’What do you want us to do?’ It’s
Tim Kelly/Metroland
Violet Haslett, 74, who lives at 38 Avondale Cres., points to the area where water came rushing down into her basement back in mid-July. This is the first time she experienced flooding since moving into her home in 1982. She said a bylaw change requiring her next-door neighbour at 40 Avondale Cres. to allow his eavestroughs and downspouts to drain onto his property rather than directly into the storm sewer is the cause of the flooding. Her property is about three feet lower than her neighbours’. the bylaw," said Haslett. While her insurance company is taking care of most of the damage, she’s been hit with a $2,000 deductible. Widowed in 2004, she’s had a tough few years. "I had breast cancer in 2015, a broken wrist in 2016, I dislocated my shoulder this year, I’ve had more than my share of stuff and I don’t need more stress with
this issue too," she said, looking into her basement. "The stress is killing me, all because of one bylaw." The City of Markham responded by saying it has a bylaw for downspouts that requires drainage to be discharged away from neighbours. The City of Markham does not have a requirement for old development homes to disconnect from the storm sewers when eavestroughs or downspouts are replaced. It did say it has a sanitary downspout disconnection program where the City pursues "disconnection of downspouts that connect to the sanitary sewer system. Sometimes 1 to 5 per cent of downspouts go to the sanitary as opposed to the 95 to 99 per cent that go to the storm sewer. We identify specific downspouts to disconnect and subsidize disconnection from sanitary. This is referred to as ’inflow reduction’ and is a standard industry practice and is also mandated by the Ministry of Environment - York Region has prescribed inflow and infiltration reduction targets for the sanitary sewer. Some cities disconnect all downspouts which is important if the city has combined sewers (like many Toronto areas) - but Markham does not have combined sewers so we do not need to disconnect all downspouts, and instead just target the few ones overloading the sanitary sewer. The program is in its fifth phase of implementation in 2017 and will be expanded to additional areas based on the flooding in 2017."

“Most songs start in my head unbidden,” says the legendary Canadian singer/songwriter, Buffy Sainte-Marie, whose songs, she says, appear to her as fully formed ideas even before she writes them down. “Sound asleep in bed or on an airplane, they just show up, something like dreams.” In a career that’s spanned over fifty years, Sainte-Marie has been a powerful advocate for Indigenous rights and the acknowledgment of cultural genocide in North America, through her work as both an activist and an artist. And while the prolific songwriter finds most of her songs in her head—something she attests in the liner notes of her most recent album, Power in the Blood—Sainte-Marie acknowledges that her activist songs require a more journalistic approach. “Like a photographer taking pictures,” she says, “some songs are easy as a snapshot, while others profit by a little setup and processing to make their point.”

Artist, Activist, Altruist: Canadian Music Icon Buffy Sainte-Marie Comes to Markham
Recently named an Honorary Witness by the Truth and Reconciliation Commission of Canada, Sainte-Marie has dedicated her career to the creation of music that encourages its listeners to engage politically with Indigenous concerns. And, although throngs of fans were clearly paying attention over the years, it’s taken half a century to see real progress on a governmental level. “Over the fifty years of my career, a few of us have consistently yelled about genocide in Canada,” she says, “but we weren’t taken seriously until the Truth and Reconciliation Commission spelled out the irrefutable facts.” continued on page 2

Saint-Marie from page 1 Sainte-Marie believes that the Truth and Reconciliation Commission is a huge step forward for all Canadians. “It enables universities, teachers, researchers, journalists, politicians and the general public to speak confidently about the generational trauma of the residential schools era,” she says, “and, hopefully, to be part of helping the families of survivors to gain a semblance of normalcy in Canadian life by focusing light on this most horrible of colonial policies.” Still, the 76 year old Member of the Order of Canada acknowledges that we have a long way to go in implementing this new policy of Truth and Reconciliation in a way that will effectively reverse the damage done, “both to victims and our prestige as a good nation.” “We must face what greed and unbridled power in the hands of our own colonials did to our
own unprotected Indigenous populations,” says Sainte-Marie. “The acknowledgement does help but we’ve only just begun to fix it.” The fact that we, as a nation, still have a long way to go in terms of acknowledging and reconciling our treatment of Indigenous peoples motivates Sainte-Marie to continue writing music, and to continue touring across the country. “I wouldn’t be on the road unless I believed that my own songs can make a difference,” she says. “I just want to put the songs to work.” But apart from the political importance of her work, there’s something else that compels Sainte-Marie to continue writing and performing music. “It’s the same thing that makes a kid want to play their favorite game,” she says. Discussing her upcoming cross-Canada tour with her band—which will be making a stop at the Flato Markham Theatre this November Sainte-Marie says, “It’s so much fun nobody has to make you do it. Playing the music is its own playful reward, even if the subject is serious.” “I hear a lot of comments in the autograph lines that convince me that people really can connect through

Ashley Lobo, founding artistic director of the Navdhara India Dance Theatre (NIDT), loves Bollywood. “It’s the simplicity and larger than life melodrama that makes it entertaining and pleasing to the eye,” he says. Throughout a distinguished career as a dancer, choreographer, educator, and international producer, Lobo has found a niche for himself in the high-flung, melodramatic, and gloriously campy genre. He has choreographed dance sequences in over twenty Bollywood films, and is the man responsible for bringing a new Bollywood-inspired stage musical to audiences all over the world. Coming to the Flato Markham Theatre, A Passage to Bollywood has already toured extensively. As one of India’s only internationally touring dance companies, the Navdhara India Dance Theatre has a celebrated reputation for bringing lively, energetic, and highly entertaining work to enthusiastic audiences wherever it travels. “For me, audiences must feel the energy of a performer… not just see it,” says Lobo. It’s that philosophy from which Lobo derived his signature style of choreography. Steeped in the idea of creating a “new flow,” the NIDT combines various traditional methodologies to create new work. This philosophy has been used with the NIDT’s most popular touring production. A Passage to Bollywood has now been presented in nearly a dozen countries, and the company boasts that each performance is greeted with standing ovations. Lobo isn’t surprised that this new musical, which is steeped in a culturally specific genre and performance style, has found such universal acclaim.
songs,” she says. And it is that personal, emotional connection to her music that will continue to inspire change in audiences across the country. “The way we encourage new ways of doing things is to do them ourselves,” says Sainte-Marie. “Set the example, prove it can be done, then let it fly.” Buffy Sainte-Marie will play the Flato Markham Theatre on November 10, 2017. The fall season at the Flato Markham Theatre has a star-studded line up of rock artists including Robert Charlebois, Carl Palmer, and Gowan. For more information, visit markhamtheatre.ca.
“Bollywood is a medium for the masses in India,” he explains. “It’s fun, light and entertaining… It’s like going back into your childhood and experiencing the almost ridiculous, in a completely logical way and believing it.” Filled with all the trappings of a traditional Bollywood film, this new stage musical Lobo and his dance company have created celebrates the simplicity of the genre. It is through that simplicity and accessibility, Lobo suggests that the genre has been met with universal appeal. “A Passage to Bollywood is full of life, colourful costumes, drama, passion, music and larger than life dance,” he says, adding that audiences can expect a “rollercoaster ride of emotion.” When the international tour of A Passage to Bollywood makes a stop at the Flato Markham Theatre this November, Lobo hopes local audiences will embrace the brash, over-the-top, highly entertaining production, even if they’re unfamiliar with the genre. A Passage to Bollywood is presented as part of the theatre’s World Stage Series’ South Asian Focus which includes Song of Lahore performed by The Sachal Ensemble, Honour: Confessions of a Mumbai Courtesan starring Dipti Mehta, and Nrityagram Dance Ensemble. If you struggle to understand, you’re not alone, in fact 47% of Canadians over the age of 60 have hearing loss. Your hearing difficulties could be caused by damaged hearing hair cells inside your inner ear (cochlea). When damage occurs in the high-frequency areas of the cochlea (where consonants are heard), speech may sound garbled and comprehension may become difficult. The right hearing aid could help you improve your comprehension.

While these textiles can’t be resold in the store, funds are generated by selling them to cloth graders who turn them into rags, sell to buyers who make upholstery stuffing and carpet padding. Every effort is made to recycle non-sellable items with eco-friendly suppliers. Most of the time electronics need to be in working order to be donated.

have Roseys Closet for gently used donations. Often people try to donate car seats, cribs and more with the best of intentions but with those items come liability because the safety standards of such items change so often, according to Agnoluzzi. Those who wish to donate items should check online or call the organization before doing so because any items left on the front stoop cost money and resources to dispose of. Salvation Army Thrift Stores accept donations daily through the Donor Welcome Centres. Donations are reviewed on site and while some get a second chance in the store, some do not, according to a Salvation Army spokesperson. Items the stores cannot accept include used mattresses, box springs, carpets, hazardous materials

Other charities shy away from accepting large furniture due to the risks associated with volunteers or employees moving the heavy items and they are difficult for people to fit into their vehicles. Items that cannot be resold, reused or recycled cost the charity funds to dispose of, which defeats the purpose of collecting donations.
Advice for those looking to donate
Mike Barrett/Metroland
Salvation Army Thrift Store employee Carlos Silvera (left) and store manager Matthew Brown are usually kept busy with donations regularly arriving at the Newmarket store. Thrift shops across York Region aren’t snubbing donations when they refuse certain items. Certain policies and logistics make it impossible for some organizations to accept certain items due to health regulations and safety concerns. like paint, propane tanks, barbecues, infant gear like car seats, cribs and strollers, tires and auto parts due to health and safety regulations. Many children’s items such as car seats,
have an expiry date and sometimes cribs and strollers are subject to recalls due to safety concerns. Used mattresses are a breeding ground for mould, bacteria and unwanted

guests such as bedbugs and dust mites, all of which can lead to a variety of health issues. The stores also receive clothing that is torn, stained and overly worn often.

There are reasons behind refusals of donations
Sort through donations carefully and if you are unsure if an item is acceptable, contact the charity you are looking to donate it to. Don’t head to the landfill immediately after an item is refused for donation as there are plenty of options when it comes to recycling or donating: • The Ontario SPCA accept donations of blankets, towels and unwearable textiles. • York Region municipalities are partnering with organizations like Diabetes Canada to operate a textile recycling program. • York Region waste depots accept electronics to recycle. • JRCC Furniture Depot in Vaughan collects housewares, indoor furniture, medical/home-care supplies and equipment. • Visit York.ca for a handy list of organizations you can donate to, location and what items they accept. • Try using resale apps to find a home for the item, you never know what people are looking for. • Dispose of hazardous materials in the proper manner at one of the many depots across York Region.

Those submissions were in accordance with the Planning Act to redevelop the former York Downs Golf Club property for residential, mixed use, and open space uses (see map on reverse).

Since the draft plans of subdivision include a proposed collector road crossing of Bruce Creek, the project is subject to the Municipal Class Environmental Assessment (EA) as a Schedule C project. As a result, the landowners are integrating the Municipal Class EA requirements as part of the Planning Act applications to avoid duplication, streamline the two planning processes, and ensure improved environmental protection.
