Not everyone is feeling jolly this season Kim ZarZour kzarzour@yrmg.com They make it all sound so easy. “Have yourself a merry little Christmas,” they say. “Let your heart be light.” Right. Carolers tell us it’s the most wonderful time of year, but reality is often something else. Maybe we dread family get-togethers or don’t have a family to get together with; we can’t get home for the holidays or we don’t have a home to go to. Or maybe we’ve just had enough of the obligatory gift lists and mandatory office fetes, the tangled lights and mangled relationships, the traffic, the stress and all the “noise, noise, noise, noise!” “Christmas movies make it all look so wonderful,” says Richmond Hill resident Emma Nalbandian. “Everyone’s gathered around the table and it’s all so fun. But there are a lot of people who are lonely.” This Christmas will be especially challenging for Nalbandian. Her father passed away earlier this year and her mother died two months ago. For the first time, she will celebrate the holidays without them. Nalbandian is painfully aware, as she sees the cheery-looking neighbours in their festively decorated homes, that all her old holiday traditions have been upended. She is trying to keep busy, to connect with friends and get outside, but she knows there’s no real

New Canadians can find it difficult to be in an unfamiliar environment, trying to figure out what Christmas in Canada is all about, she adds. And then there’s the news. “We are all so sadly aware of ongoing disasters happening around the world now,” Berber says. “We hear about Syria, the destruction in Aleppo, mass migration from war-torn areas, the Trump campaign and growing intolerance in Europe. “There is a sense among informed Canadians that it’s a risky world, an uneasiness because we are aware 24-7 what’s happening globally. We are surrounded by such toxicity at the moment.” Financial constraints
add to the challenge, he adds. “Living is expensive, gifts are expensive. Kids today want high-tech toys and they’re not cheap...People want more and more and more.” Kim Smith, 44, is trying not to let money worries get her down. An alcoholic who has been sober for one year, Smith knows it will be challenging enough to get through the busy party season, but the biggest hurdle, she says, is her limited budget. The Newmarket resident suffered a stroke several years ago and is making a slow recovery. Money is tight. For gifts, she sticks with inexpensive stores like Giant Tiger or gift certificates at the mall, but she uses a cane for mobility and winter weather makes it tough to get around. At $10 per trip, cabs are out of reach. It sure isn’t the picture-

Make sure everyone, kids and adults, put away cellphones and devices and focus on connecting. ❦ Walks in York Region forests are free and communing with nature can stave off depression. Exercise can have the same effect. ❦ Get enough rest and eat well. If you slip – which is easy to do in the holidays – don’t beat yourself up about it. ❦ Lack of sunlight can cause Seasonal Affective Disorder or the less severe ‘winter blues’ (fatigue, moodiness, eating and sleeping more). If it interferes with everyday life, investigate lightboxes. Long baths, walks at Fairy Lake and community activities help, as does steering clear of negative people. The Canadian Mental Health Association and YSSN offer her support and outings, and when stress gets really bad, she has called the 310COPE crisis line. It’s the busiest time of year for YSSN, Lewis says. For those who are ‘precariously housed”, extra hampers from the food bank, Salvation Army drives or festive gift pro-
grams like that at Newmarket High School fill the gaps, but others need more emotional support, she says. “Stress happens to all of us and it can be good or it can be bad. It’s really how we react to it,” she says. “Christmas is short. Once the season is over, most people’s lives return to normal and we’re okay again.” As Nalbandian says, life is full of ups and downs and everyone struggles sometimes. “If you don’t’ have the bad times, you don’t know to appreciate it when times are good.”

solution beyond getting through it. “I may have a glass of wine, maybe I’ll cook something; It’s tough,” Nalbandian explains. “I tell myself, ‘It’s just one day, it’ll pass’.” In general, people love Christmas and they’re eager for it to arrive, says Dr. Mark Berber, psychiatrist with Markham Stouffville Hospital. “No matter what your culture or religion, there’s a really good vibe, all about loving and caring and gifts and celebrating.” But the pressure and pop media propaganda can bring the blues - especially in the days between Christmas and New Year’s, he says. Emergency wards and crisis hotlines are surprisingly quiet in the weeks leading up to Dec. 25, but there is a spike in depression and suicide after Christmas Day. Maybe you’ve held it together during the busy days of December. Maybe the holiday didn’t go as well as you’d hoped, or you’re seeing the Visa bills pour in. “The main problem is expectations,” Berber says. “Wanting to fulfill the needs and desires of your children and family members, wanting to give the perfect gift to make everyone happy, trying to recreate the atmosphere of Christmases past, or grandparents wanting to re-live through their grandchildren the pleasant memories of their own children.” Trouble is, we’re living in a different world now, with families separated geographically and, sometimes, emotionally. “I think people can feel overwhelmed and a little stressed out because they

Tax dollars deserve a little respect

o you ever get the sense the various levels of government don’t give our tax dollars the respect they deserve? It’s hard not to get that impression sometimes, especially when one looks at how the public sector spends our money. Last week’s report by Ontario auditor general, Bonnie Lysyk, for example, exposed several examples of questionable expenditures on the part of Premier Kathleen Wynne’s Liberal provincial government including a number of poorly overseen public transit and transportation projects, nearly $50-million on advertisements - some of which were described as “self-congratulatory” - and another $8 billion on eHealth. The latter figure is especially frustrating both because the agency tasked with facilitating electronic health records has been at the centre of a billion-dollar scandal in the past, and because, after close to a decade-and-a-half in development, it isn’t finished yet. If you’re looking for more local examples of taxpayers’ funds being put to use in less-than-ideal ways, you’ll find them. For instance, just last week, East Gwillimbury council voted 3-2 to give itself and town staff a 2-per-cent raise at a special meeting of council after a closed session. Not only did the timing of the decision afford the public scant opportunity to attend and voice their opinions on the proposal, but it was also based on a review that compared its compensation rates to municipalities that were considerably larger in size. Comparing East Gwillimbury, with a population of some 25,000, to Whitchurch-Stouffville is one thing; comparing it to Richmond Hill, a town of 216,000, is quite another. That’s not to say whether or not these raises are deserved, perhaps they are, but the discussion should have been more widely accessible to show taxpayers a modicum of respect especially when many in the private sector have forgotten what the term salary increase means. At the end of the day, using taxpayer dollars in questionable ways, whether it’s at the municipal, provincial or federal levels, only serves to breed apathy and cynicism. Our elected representatives and public employees would do well to remember the money they’re spending with the decisions they make comes from real people and the supply isn’t infinite. We’re entrusting them to use it wisely on our behalf.

• LETTERS • Keep evening council meetings If Markham Council meetings were held during the day when the Markham NHL arena project was being debated, we would have been at least $325 million in debt because of that ambitious project. Thanks to Markham residents who came out to strongly oppose the project, we were able to avoid it. The damning reports against this arena project were released a few months back. To date, we have not heard any apology for it. Instead of working hard to regain our trust, we are now being challenged again, as the proposal to hold Markham Council meetings during working/business hours is being pushed when residents would not be able to be participate when necessary. Why????
Markham residents do not always go to City Council. However, when needed, residents do come out to fully participate in the democratic process. Scheduling the council meetings during the working hours is a strategy to silence the voice of Markham residents. There are many strategies to effectively and efficiently schedule and manage meetings. However, a tactical move to reschedule meetings when residents cannot participate is NOT an option. It is not acceptable. This idea goes against your promises to be transparent, to listen to the people and to be respectful of the residents. While use of social media is cited as a tool, it is not the most effective tool. Many people do not have Facebook, Twitter or Instagram accounts. Email? How many times have you responded to your

residents’ email messages? Hardly, if not never. For us, we felt somewhat like communicating to a brick wall. In conclusion: You should be encouraging people’s participation, not discouraging it. No interest in merging municipalities I like Markham and Vaughan, but I live in Richmond Hill and I have no interest in seeing our municipalities merged. I grew up in Richmond Hill and am fortunate to be raising my family here. With a smaller ground
print and population size, we have been able to maintain a small-town, friendly community feel despite the growing population of over 200,000 people. If the three municipalities were to be merged, it would create a large administrative area without any core area or common community. However, there is one small merger that would make sense; the strip of land between Highway 7 and the 407 that is part of the new Richmond Hill federal and provincial ridings should be transferred from Markham. The area is a small strip of land cut off from Markham by two highways, and the residents and businesses located there are clearly more connected to Richmond Hill. Jason Cherniak Richmond Hill

Safety upgrades include pedestrian barriers or gates at 13 atgrade rail crossings. According to city staff, four additional pedestrian gates at Hwy. 7, similar to those found along Main Street Markham, were added, costing about $200,000 each. The cost was offset by eliminating 20 pedestrian maze barriers at crossings where pedestrian gates will be constructed. Markham's new cost is $2.3 million, up from $1.26 million. The region's cost is $3.8 million, up from $2.2 million. And Metrolinx's new cost went down to $98,000 from $1.94 million. The hope is to silence the horns as all-day, two-

way service ramps up. But rural residents were left out of the nohorn initiative, said Shanta Sundarason of Unionville, founder of nohorns.ca group. "Markham should not have two standards of life," she said. "The farming community deserves to have a healthy and quiet environment as well." Here or there, sound carries, she added. Sundarason pushed for the city to include anti-whistle provisions for at-grade crossings located at Elgin Mills Road, Ninth Line and 19th Avenue. The three additional crossings, as well as others along the CN and CPR lines, are to be considered in the 2018 budget. We’ve sold these amazing turkeys for the last 30 years – and I’ve written all that can be written about them. So at risk of boring you folk who have read this for the last many years, there are a couple of points that I’d like to make to our newer customers. Firstly, our turkeys eat lots of grain and corn, as much or as little as they want, because they run loose. Add to this a gentler de-feathering process which leaves more of the natural flavour and the odd feather with the turkey, and you’ll have a turkey that will exceed your expectations for flavour and moistness, without the aid of the artificial enhancement that Butterballs and some other pre-basted turkeys receive. They come with a little ‘pop-up’ thermometer as well, just so you know when they’re done, which is often a bit quicker than you might expect. They range in size from 14-21 lbs, and for my taste, the optimum eating quality is from those in the 18-21 lb size, as they have a ‘good finish’ in my opinion. ONTARIO ENERGY BOARD NOTICE TO CUSTOMERS OF ENBRIDGE GAS DISTRIBUTION INC., UNION GAS LIMITED AND NATURAL RESOURCE GAS LIMITED Enbridge Gas Distribution Inc., Union Gas Limited and Natural Resource Gas Limited have each applied for approval to recover the costs associated with their cap and trade compliance plans. The costs of the proposed plans would raise natural gas rates by $6 to $7 on average per month starting January 1, 2017 for residential customers. The exact amount of the increase will depend on the amount of gas you use and on your gas utility. Other customers, including businesses, may also be affected. Learn more. Have your say. Under the Government of Ontario’s new greenhouse gas emissions regulation each of Enbridge Gas Distribution Inc., Union Gas Limited and Natural Resource Gas Limited are required to develop plans to meet their cap and trade compliance obligations. The Ontario Energy Board will assess the cost-effectiveness of each of the cap and trade compliance plans filed by the natural gas utilities to determine whether the gas utilities can recover those costs in the rates they charge customers. We will also hear questions and arguments from individual customers and from groups that represent Enbridge Gas, Union Gas and Natural Resource Gas’ customers. The OEB will assess whether the compliance plans are costeffective to determine whether the recovery of the cap and trade costs from customers is reasonable. The OEB is an independent and impartial public agency. We make decisions that serve the public interest. Our goal is to promote a financially viable and efficient energy sector that provides you with reliable energy services at a reasonable cost. Back to the drawing board for public washrooms in Unionville A ‘complicated place and a complicated issue’ AmAndA Persico apersico@yrmg.com What was envisioned as a public washroom in the midst of a mid-street piazza has morphed into two-washroom facility adjacent to the sidewalk - sending plans for a public washroom on Main Street Unionville back to the drawing board. Since the city has spent a considerable amount of money on vision plans, design charrettes and feasibility studies for the street, business owners argued the city should "do it right." While the location - 185 Main St. Unionville - is set, proximity to the sidewalk and the number of washroom facilities pose a problem. "This is a complicated street and complicated issue," said Rob Kadlovski, chairperson of the historic Unionville community vision committee, who pushed for the city start construction next year. Staff presented different options for a public washroom ranging between $432,000 for a standard building with heritage features to match the street to $594,000 for a prefabricated model with self-cleaning capabilities.
The current footprint allows for two universal, accessible washrooms separated by a utility room. That is not enough and would create lineups along the sidewalk, said Tony Lamana, chairperson of the Unionville BIA. "This is one of the busiest streets in York Region," he said. "This would be a great embarrassment for one person who creates a lineup." Lamana urged councillors to host more public consultation meetings to ensure the right fit, even if that means delaying the project. Another concern raised is the orientation, as proposed plans call for the washroom to open on to the sidewalk. "Who in their right mind would put a washroom so prominently on the sidewalk so you can see people going in and out," Mayor Frank Scarpitti said. According to city staff, putting the washroom further back from the sidewalk would add about $75,000 to $100,000 to the project. Staff were also directed to examine options where the city shares the cost of maintaining washrooms within existing businesses for public use as well as a user fee option on city-built and owned public washrooms and adding additional washrooms outside at Crosby arena. A public information meeting is planned for later this winter.

discrimination complaints from parents battling for their children’s right to learn in a safe and inclusive environment. “These parents have lost all of their faith they had in the school board,” NCCM board member Abbas Kassam said. “Parents are pushing on these issues because it’s their children, and these are things we shouldn’t have to ask for from a public body like the school board.” The council first got involved when a Markham principal posted anti-Muslim comments on Facebook. The council wrote to the school board about the incident. Following the investigation conducted by the board, parents and the council felt the board did not follow its own policy, known as policy 240, since it made no effort to make public the steps taken in the process, nor did it release the findings. “These issues aren’t racially inclusive and that’s why we are working with other communities who are experiencing the same things,” he added. “The best way to deal with all of this is to have an open dialogue.” Unhappy with the school board’s response to the incident, the council turned to Education Minister Mitzie Hunter, who has since met with board chair Anna DeBartolo and education director Philip Parappally, and later sent a letter requesting a plan of action be penned for current issues and sent to her by Jan. 13 for review. “I have also received a growing number of letters and calls for action from individuals and groups who feel there is systemic racism that is not being adequately addressed within the board,” Hunter wrote in the letter. “These feelings cannot be downplayed or ignored.” Charlene Grant, the mother of a Woodbridge high school student, was
one of the first parents to file a complaint against the school board with the Ontario Human Rights Commission when she felt her concerns were being “brushed under the carpet” by teachers, the principal and the board.

She pointed out that he was the only black child in his class at the time. Grant claims he has been called “intimidating” for looking at a teacher as she spoke to him, benched at a sporting event because he looked “too full” to play after missing a practice for a religious feast, and told by another teacher, “I know people like you.” “One day he forgot an item in the change room and was given permission to leave gym class and
retrieve it,” Grant said. “When the teacher felt he had been gone too long he told the students they had better go and check on him because he’s probably stealing their things.” This incident was the last straw, she said, and after exhausting herself trying to find a solution with the school, board trustees and education director, she felt she had no choice but to file a human rights complaint. Grant isn’t alone, as parents requesting meetings with YRDSB trustees are reporting being denied one-on-one meetings, being blocked by trustees on social media or simply getting no response at all, she said. “People look at me like I am a trouble maker, but I want to help and the school board obviously doesn’t have a clue where to start,” she said. “All of these educated people sitting around a table, and not one of them thinks to turn to the parents for consultation.” Grant feels more training for staff in the sensitivity of these issues is essential, and a clearly worded policy regarding consequences following these incidents would help when incidents occur. So much has been done regarding anti-bullying policies, this should be the next logical step, she said. ‘Goldilocks’ winter predicted for York Region Record temperatures in summer and fall have led to ‘residual heat’, slowing the pace of winter Ali RAzA aliraza@yrmg.com York Region is in for a “Goldilocks” winter this season, says Environment Canada. Not too cold, not too warm. It’s what The Weather Network is calling a “classic Canadian winter.” Environment Canada meteorologist David Phillips explains why the region won’t see last year’s mild winter where residents dreamed of a white Christmas that never came nor will they see the merciless frigidity of the two previous winters. Phillips explained that the last seven months (May to November) yielded one of the warmest summers on record and one of the warmest falls on record. “Why that’s important is because it stores a lot of heat in the ground, lakes, rivers, etc.,” he explained. “That eventually gives up, but it takes a while for winter to really come in when you have residual heat.”
That residual heat, especially in the northern half of York Region closer to Lake Simcoe, will yield lake-effect snow. Phillips says as the Great Lakes and Lake Simcoe are warmer than average, the lake-effect can yield a lot of snow. As cold air from the Arctic moves south and over the lakes, it causes the warm lake water to condense and be carried away to land where it precipitates in the form of snow. A greater difference between the air and lake temperature yields a greater chance – and amount – of lakeeffect snow. What this means throughout winter is lakes are expected to take much longer to freeze. It also means that residents in York Region won’t see the severe, persistent cold seen the two previous winters, including the December 2013 ice storm. “We’re not forecasting a return to what we saw in those years,” said The Weather Network meteorologist Doug Gill-
ham. “We will have periods of frigid weather, but not as those years.” Last year, Canada’s mild winter was partially caused by a particularly strong El Niño, a warm phase of the Pacific Ocean current. This year, Phillips, Gillham and other Canadian meteorologists all agree that a smaller, milder La Niña will have to battle winds from different directions. “We think this year it’ll attack us from all directions,” Phillips said. “But nature won’t punish you. They’re will be some shovelling, plowing and pushing, but it’s not going to necessarily bury us.” Gillham explained that the Great Lakes region – and York Region by proximity – is near a “battle zone” where different air masses of different temperatures meet. “We’ll have a more active storm track in southern Ontario,” he said. “You get storms when milder weather and colder

The proposed new rate is $3.86 per cubic metre, which amounts to an extra $30 to $60 tacked on to your water bill. The average Markham household will spend about $806 annually on water. That amounts to about $2.20 a day - or 20 flushes, four showers and one load in the washing machine. The city's proposed new rate includes the rising cost of water from the region as well as a water and wastewater infrastructure surcharge. The city maintains about 1,060 kilometres of watermains and 915 km of sanitary sewers. About 11 per cent of the city's water is lost through leaks and cracks before it ever reaches the customer. The city aims to shave that down to about 10 per cent by 2025 through new programs such as acoustic leak detection on metal pipes and partnering with the University of Waterloo to install accelerometers to listen for leaks. Since 2012, the city's water rates have increased by more than 7 per cent each year. A final decision on the proposed water and wastewater rate is expected at the Dec. 13 council meeting. Gone are the days of zero per cent tax increase. Markham's 2017 proposed tax increase is 3.46 per cent. The tax increase encompasses increasing hydro rates, the cost of inflation and a 0.5 per cent infrastructure investment to ensure there is enough funds in the life-cycle reserve for 25 years. Based on the average home value of about $637,000, which includes detached, semi-detached and townhouses, the tax increase amount to about $42. For the average condo valued at $350,000, the tax increase amounts to about $23. The average taxpayer with a home valued at $586,000 can expect to pay about $181 in additional property taxes - $66 from the region's proposed 2.87 per cent tax increase, $27 for Markham's storm water fee and $30 from the city's 7.8 per cent increase in water and wastewater fees. The city's 2017 capital budget - $81 million includes 228 projects such as 18 new park designs and construction, flood control construction in Thornhill, energy projects, speed display boards for each ward and improvements to community centres and libraries. The city saved about $1.67 million through the Excel-
lence though Efficiency and Effectiveness (E3) program. The efficiencies include costs savings from reduced waste collection tonnage and the recently launched textile recycling program, energy retrofit projects and a recreation user fee recovery plan. Since 2009, the city has achieved more than $24 million in savings through the E3 program. Final approval for the budget and proposed tax rate increase is set for the Dec. 13 council meeting. Markham's 2017 budget breakdown: The 2017 budget is about $443 million, which includes: • $200.5 million - operating costs; • $123.5 million - waterworks; • $81.5 million - capital projects; • $13.3 million - library services; • $8.8 million - building services; • $8.3 million - planning and design; and • $7.1 million - engineering services.

One York Region school made the annual Fraser Institute top ten list. The think tank based in British Columbia looked at 2,900 public, Catholic and francophone elementary schools. The ratings are based on nine academic indicators from the annual provincewide reading, writing and math tests - EQAO. Sainte-Marguerite-Bourgeoys in Markham is one of nine elementary schools across the province with a perfect score. The region's top schools include: • Castlemore, St. Francis Xavier, St. Justin Martyr, William Berczy, Buttonville and Coledale in Markham; • Richmond Rose and Silver Stream in Richmond Hill; • Bayview Fairways and Bayview Glen in Thornhill; • and St. Padre Pio in Vaughan. The region's lowest ranked schools include: Jersey in Georgina, Westminister in Thornhill and Meadowbrook in Newmarket. The overall report, released this month, shows a trend in declining math scores, but many schools have maintained high levels of success. "What our rankings show is that some schools - no matter where they're located or the needs of their students - are still able to achieve high math scores, despite the worrying provincial trend," said Peter Cowley, director of school performance studies at the Fraser Institute. Up next for York U: Transportation, library services

The look and feel of the classrooms, academic programs and how the library will operate are expected to be finalized in the early spring, said Bud Purves, president of York University Development Corporation. "I'm looking forward to showing you pictures with arrows and new building drawings in the new year," he said during a recent York U. Markham campus com-
mittee meeting. Transportation and library services will be the new focus for 2017. Transportation not only includes public transit but also shuttling books, equipment and students between York's other campuses, parking and campus safety. "Now we're looking at the nitty-gritty level," Purves said. One situation the university has to be prepared for is the Markham campus student who plays a varsity sport at the Keele Street campus. Metrolinx is currently studying the Markham Centre mobility hub looking at
how Viva, Go Transit and TTC would service the area. The Markham campus can expect a considerable amount of students coming from south of Steeles Avenue, Purves said. "Dealing with Toronto and the TTC is like dealing with another country," said councillor Logan Kanapathi. "We can't get the TTC to come one block north of Steeles." Steeles Avenue is a transportation barrier, Purves agreed. York University is pushing for more of a regional transportation network. Councillors questioned if York U. students would receive a bus pass as part of their tuition similar to other

universities. York U. held a referendum on several years ago about tacking on a transit pass for students, but it didn't get very far, said Purves. It's time to look at that again, he added. "We recognize someone has to pay for that service," he said. University librarians are currently looking at what's required, what can be shared how and if York U. student cards could work at a Markham public library and if a Markham public library card could work at the Markham York U. campus. CLOSE, William Robert (Bill) Passed away at the age of 91 on November 29, 2016 at the Princess Margaret Hospital in Toronto, after a brief battle with cancer. Born in Westmount, Québec, Bill studied chemistry at McGill University. His career included time at Firestone in Akron, Ohio, and General Electric and BASF in Montréal before retiring in Markham where his deeprooted sense of curiosity kept him reading, learning and discovering. Everyone who knew Bill witnessed his deep devotion to his wife of 63 years, Eleanor Jean Close (née Ruddick). He will be profoundly missed by Jean and by his children Andrew (Helen) and Robert (Nancy), his grandchildren Justin, Jeff, Ellen, Heather and Patrick, his great-grandchild Maggie and fond extended family. Bill was predeceased by beloved daughter Nicole and sisters Margaret and Jan. His family holds on to their many memories of him as a wonderful husband, father, grandfather and great-grandfather, whose warmth, humour and caring enriched all of their lives. Visitation will be held at DIXON-GARLAND FUNERAL HOME, 166 Main St. N. (Markham Rd.), Markham on Monday, December 5, 2016 from 11 a.m. until 12 p.m. A Memorial Service will be held at 12 p.m. in the Chapel. Online condolences may be sent through www.dixongarland.com. In lieu of flowers, donations may be made to the Canadian Cancer Society.
