MAKING INTERNET SAFER FOR KIDS By Amanda Persico

York Region schools might not be as safe as some parents would like when it comes to Internet security, but school board officials say nothing is 100 per cent foolproof. Markham parents raised concerns in recent weeks about Internet security and web filters after an Internet search at a Little Rouge Public School revealed pornographic images. This is an ongoing issue, said Markham father of three John Himanen, whose three daughters attend Little Rouge P. S., where his wife is also the vice-chairperson of the school council. “If I was viewing those images in the office, I’d be arrested,” said Himanen. “Why are there not the proper filters in place? How do you undo the dangers ... on a child’s brain after seeing that?” There are security systems and filters in place, but no filter is 100 per cent, said York Region District School Board spokesperson Licinio Miguelo. The public school board could not comment on its Internet security configurations, as it could leave schools open to vulnerabilities, he added. The online search conducted at Little Rouge public school was an isolated event, Miguelo added. Parents were actively testing online security using school computers. That is not the case at school, he said. Each student and parent is required to sign an appropriate use of technology form at the beginning of each school year. Students are supervised by teachers or other school staff when using the Internet. And students are required to log into the web system where usage is tracked and monitored and consequences are in place for inappropriate usage. The focus is on teaching students to be responsible digital citizens, Miguelo said. “Education is key,” he said. “We have filters at our schools, but there might not be filters at a friend’s house. We try to take a fulsome approach, give students the tools and teach (the students) how to use them responsibly.” It is images and graphics that pose the biggest problem, said Dominik Kawnik, president and chief technology officer for Websdepot Technology Partners Inc., a managed IT services provider in Markham. “The software doesn’t know how to identify if it is a proper picture or not,” he said. “Key words are easy to block. Images are very tough. Especially, if an inappropriate picture is named ‘funny smile’ or something
like that.” Key-word-type filters could also be troublesome, as it is hard to know when a key word is acceptable, thus blocking all information. Kawnik points to an array of topics covered in the sex-ed curriculum. The term ‘sexual abuse’ can trip up a web filter system and block any number of educational websites. There are other complexities when it comes to Internet safety, Kawnick said. Firewalls and filters can be bypassed using proxy servers, virtual private networks (VPN) and encrypted sites (https), which are more complicated to block. VPN allows someone to access content by changing the internal network address of a computer – a function that allows Canadian customers to access American Netflix subscriptions, for instance. And encrypted sites are a secure version of a website where data and traffic is encrypted and thus difficult to filter. Many search engines, such as Google, have safe search functions that help block inappropriate or explicit images, but they are not 100 per cent accurate. One problem, encountered at Little Rouge public school, was that search results can be previewed and are only blocked when the website is clicked on, said Kawnik, a father himself.
That puts the school board in a tough spot, he added. “You can’t have a carte blanche approach and block all Google images,” he said. “That just won’t work. You can’t allow Google (images) and then tell Google to return only good results.” That would also block many of the innocent functionalities offered by Google, he added. And that’s not the approach parents want to see at the schools, Himanen said. “The Internet is a wonderful thing,” said the Markham father. “This is not about censorship. Access to the Internet, we need it. It’s a reality and we have to embrace that. But there are evil things on the Internet that can destroy a child.” While teaching children to be responsible digital citizens is important, Himanen argued, responsibility should not fall on the student. “The onus should not be on the 12-yearold to protect themselves. They don’t know how,” Himanen said. “Somewhere down the line, the adults have to not allow the minor to drink. We have to help them protect themselves.” Yes, the school board has filters in place, but parents want to see more done to protect the students, possibly a graduated system of Internet access based on grade and curriculum.
Kawnick agreed, Internet security is all about layers – content filtering and blocking proxy services, virtual personal networks and encryption sites. “There’s no one little check box and you’re covered,” Kawnik said. “Internet security is about being able to constantly adjust.” Even the most robust of filters is not enough, he added. “Someone has to eyeball the data reports,” he said. “Someone needs to apply some critical thinking. The onus is on IT administrators to continuously work with the security system.” Meanwhile, the York Catholic District school board runs a security system that blocks overarching categories – words and images – such as pornography, gambling and in some parts real estate, said Catholic board chief information officer Darlene Clapham. In the last six months, the Catholic school board enhanced its Internet filtering of both web traffic in and web traffic out, she added. When it comes to questionable key word searches, such as ‘sexual abuse’, students are provided with a list of educational sites that are allowed through the board’s Internet security system. But no filter is 100 per cent, she acknowledges. “It’s a work in progress,” she said. “Everyday it changes.”

south side of Enterprise Boulevard, just west of the Markham Pan Am Centre. All this will help determine the best location for the building at the site, Purves added. The university is also exploring the option of building a site office in Markham in the fall. “York (University) wants to have a presence in Markham prior to opening,” he said. “We’re not going to build a building, then open the doors and say, ‘We’re here.’” The site office would be an extension of the current Innovation Centre, which is the commercialization and industry liaison office for York University. The Markham office could also house the Markham campus design team and be a place the community can turn to find out what’s happening, Purves said. It’s also a nod to the province that York University is serious about its Markham campus. “This is our toe in the water,” he said. “This is our way to tell the province we’re here, we’re now and we’re in business.” The university met with Infrastructure Ontario and made a submission to the Ontario Treasury Board, Purves said.
1,000 new students per year “We’re hoping the province will give a us a financial nod in the 2016 budget to start the structure,” he said. The university is waiting to see if the new facility will be a separate line item in the province’s budget, due out next month, or if it will be grouped with other colleges and universities. After a budget announcement, at the end of March, the university plans to start the designing process in April. The first phase of the project will see about 1,000 students per year, over four years, studying at the new campus. Phase two would see an additional 2,000 students. More than 9,000 students are expected in the third phase. The balance between classroom and dorm rooms has yet to be decided, Purves said. “We know a lot of students want to live at home to support their parents or to work, but we don’t know that number.” The Markham campus was selected over other municipalities that made a pitch to York last spring, including Richmond Hill, Vaughan, King Township, East Gwillimbury and a combined pitch from Newmarket and Aurora. Luckily for most guys, we can’t be traded to Ottawa
Hold breath often to stop global warming
T
his Sunday is Valentine’s Day (men, consider what I have just told you a public service announcement) which could involve special planning on our part, guys, to make things fall into place as if we have been getting all of this set well in advance, and not since this coming Saturday night, at midnight. In my case I hope to take my wife skating, then out for dinner. Not sure why I want to do this, go skating, since I have tried a couple of times recently with no luck. Guess it’s just a “romantic” and “Canadian” thing to do. “I don’t have my skates. They’re at my parents’,” she tells me. “No, they’re not,” I say. “They’re in the front hall closet.” They have been in the closet for five years. “But the blades aren’t sharp,” she points out. As if they’re like razors. They get dull, may as well throw them out. “We can get them sharpened at the rink,” I assure her. “I’m not sure they fit,” she says. Did her feet grow? I’ll have to google that. Significant foot growth in adulthood: causes. “They’ll fit,” I assure her. “But I haven’t skated in years,” she says. “I might fall.” Yes, you might fall. But you might not! You might be zipping around like a regular Connor McDavid (that is, without getting crushed into the boards and breaking your collarbone). You might surprise yourself. You might surprise me. I don’t want her to fall. If she just wobbled a little the first time around, that would be enough to give her something to talk about at a cocktail party. Don’t fall. But look a little wobbly and then, in the end, stay on your feet. Tadaaa! “I might break my hip.” You’re not going to fall and break your hip. You are too young and besides, you are not going to fall, you are just going to wobble. After that you are going to glide
Bernie O’Neill gracefully and straight and make nice, even turns, like you are a Zamboni. Meanwhile, your husband is going to show off his skating skills and impress the heck out of you. Or, better yet, your husband falls! Hopefully he is a gentleman and has practised how to fall if it becomes clear that’s what it will take to make your Valentine’s Day a memorable one, even if it includes a hospital visit. “What if someone takes a video of me when I fall?” Is that what this world has come to? Never try something new because you might land on your tailbone as someone else is recording their four-year-old doing pirouettes and you’ll end up as a top #fail video on YouTube? “No one will videotape us,” I tell her. “And we can skate and have some hot chocolate. Sounds fun, no?” Despite that incredible sales pitch, I have my doubts that it is suddenly going to work on Valentine’s Day, when it doesn’t work other days. So guys, my second bit of advice, other than to remember Sunday is Valentine’s Day, is to have a plan B, which in my case will be going to the movies. I guess she just doesn’t have the heart to come out and say, “I don’t like skating.” But that is fine. So long as she still likes me. I have a long-term contract, just like Leafs captain Dion Phaneuf (go figure, my wife likes Leafs goalie James Reimer; it’s some sort of workplace injustice/sympathy thing). But fortunately for me, under current Ontario law, she is not able to trade me to Ottawa for new players or future draft picks.
The climate change conference in Paris has inspired much talk about reversing man-made global warming. The preferred solutions — carbon taxes and capand-trade systems — are ineffective half measures. If we really want to get to the heart of the problem, the following ideas may be more effective: 1. Economic activity causes carbon emissions. Introduce a tax credit that reduces economic activity by encouraging Canadians to quit their jobs. 2. Climate change is caused by human activity. People in modern countries, such as Canada, have a large environmental footprint and more humans, equals more carbon, equals more climate change. Through various tax incentives, encourage Canadians to emigrate to Third World countries where their environmental impact will be much less. 3. Humans exhale CO2 when they breathe. Breathing more heavily and quick-
ly creates increased CO2 emissions. Place a ban on joggers, bicyclists and other heavy breathers to discourage this behaviour. 4. As Canada’s population grows, have Canadians take turns holding their breath to keep CO2 emissions at a fixed level. 5.Tax diamonds heavily. They are 100 per cent carbon.

Help Israel be strong I commend the Government of Canada for helping the refugees from Syria get away from the murder and violence there, to make their homes here. As far as peace in the Middle East, where Canada is trying to play a more active role, I am saddened with Canada’s reaction to the daily stabbings and terror in central Jerusalem and in Israel. I believe Canada can influence the area. If Canada is serious about peace between Israel and the Palestinians, I suggest they demand that the incitement and violence coming from the Palestinian
leadership must stop. That schools stop teaching little children to hate. The millions of dollars Canada gives should be contingent on a zero tolerance for violence and incitement. Canada should demand a stop to the Palestinian leadership paying salaries to those murdering Israeli civilians. Israel tried the two-state solution by giving away Gaza, and instead of peace, they get tens of thousands of rockets on them. There cannot be any solution and negotiations when there is incitement and murdering of Israelis. To blame it on “settlements” is unfair and just not true. The Palestinian leadership has not accepted the existence of Israel anywhere. The only solution is for Israel to be strong and Canada should help Israel be strong. That will benefit both Arabs and Israelis. Let’s stop being politically correct, but stand up for the truth. I hope Canada will stand with Israel, the only democracy in the Middle East.

Vandals graffiti heritage train Metroland
The discovery of thousands of dollars worth of vandalism to the tourist train that runs between Stouffville and Uxbridge, and sometimes makes special trips into Markham, has left volunteers frustrated. Malcolm Back, who has volunteered with the York-Durham Heritage Railway for 20 years and sits on its board of directors, discovered the graffiti at its base in Uxbridge last week and said it is “one of the worst” cases of vandalism he’s seen. “We put a lot of hours, all volunteer hours, into this organization to run the trains to attract people to the town and when something like this happens it’s just so frustrating to us,” he said. Back estimated there are thousands of dollars in damages to the train. “That car was totally refurbished last year from scratch, probably 500 to 600 man hours were put into it. All the windows were replaced, each window cost about $300 and six or seven man hours to replace,” he said. Four windows had been tagged along with the side of the train, which makes weekend trips during warmer months.

The heritage railway has experienced vandalism in the past and security lighting was installed to deter vandals. Back said they’ve also discussed putting up fences and installing cameras.
“I personally put a lot of hours on that coach last year and you just feel downhearted that somebody would come in and do that,” said Back. Durham Regional Police are investigating.

Markham Stouffville Hospital is pledging to improve its procurement processes following an internal investigation. The hospital launched a probe in the wake of reports of an alleged fake invoice scheme at York University involving an executive who has held positions with various GTA hospitals and a provincial agency. Markham Stouffville Hospital, along with St. Michael’s Hospital, St. Joseph’s Health Centre and Infrastructure Ontario each launched their own investigations last fall. Markham Stouffville recently underwent a $400-million expansion project that included doubling the size of the hospital, expanding its emergency department and increasing surgical, maternal health and oncology services. The hospital retained Deloitte LLP to conduct an investigation into the hospital’s procurement process in relation to the expansion project. MSH released the confi-
dential report on its website last week. On Friday, hospital president and CEO Joanne Marr sent an email to all staff, physicians and volunteers outlining the hospital’s commitment to the report’s findings. The recommendations fall under: procurement practices, conflict of interest, hiring, document management and fraud prevention. “We are committed to implementing all 37 recommendations and have already started work on many of the areas identified,” she wrote in her email. “It is important that we all learn from this report and take the opportunity to further enhance our systems and processes to ensure we are using wisely the public resources with which we have been entrusted.” Making the report public was an important step “in the interest of transparency and moving forward,” Marr in an email to the Economist and Sun. “It was appropriate for us to release the report and make our staff and physicians aware of the areas that we would be focusing
on as a result of the recommendations,” she said. The Deloitte report listed a numerous problems, mostly dealing with the hospital’s internal checks and balances system, including lack of clarity around the hospital’s conflict of interest policies, the lack of written quotes for goods and services and the lack of open competitive process for tendering. The report also highlighted the “frequent” practice of requesting cheques without proper quotes, purchase orders or contracts in place. According to the report, several corporate policies have not been reviewed in almost a decade. MSH has already started work on a number of issues including reviewing all hiring processes and ensuring strong procurement practices are in place. The hospital is also working on an expanded whistleblower policy and moving it to a third party. The hospital is also working toward a zero-tolerance attitude when it comes to non-compliance of conflict of interest policies.

When you think poaching, you might imagine elephants being killed for their tusks or sharks being dumped back into the ocean to die after their fins have been removed. But authorities throughout York Region say poaching is happening right here at home from our lakes, rivers, forests and wetlands, ranging from bear to moose and rare and endangered turtles — most notably the wood and spotted turtle. Poaching is a serious issue that can have detrimental impacts on the sustainability of turtle populations, says Dr. Andrew Lentini, curator at the Toronto Zoo. To deal with this issue, Crime Stoppers York Region is organizing a symposium to assist people in their efforts to look out for suspicious activity in natural areas, including off-trail activities, overnight
parking or anglers carrying unusual equipment, such as snares or a large number of buckets. “We encourage people to get involved and help prevent the trafficking of our wildlife,” Crime Stoppers York Region chairperson Jack Hurst said.

The global illegal wildlife trade — animals targeted by illegal traffickers include rare species prized by collectors and endangered animals killed for food — is estimated to be worth about $30 billion a year. Residents who suspect poaching near their homes can anonymously call Crime Stoppers toll-free at any time of the day at 1-800-222-TIPS (8477) or they can call the Ministry of Natural Resources and Forestry tip line at 1-877-847-7667.

Very, says Royals’ general manager and head coach Mike Galati. A case in point was Friday when the Royals travelled to Wellington for their Ontario Junior Hockey League tilt against the Dukes. The 19-year-old forward recorded the hat trick, all on the power play, that helped the Royals to a 7-5 win. Also making a big contribution was defenceman Matt Dunlop, who scored twice. The first came just 59 seconds after the opening faceoff in a wide open first period. Royals team captain Aaron Spivak scored just before the midway mark to give Markham a 2-0 lead before Wellington battled back with a pair from on the power play to tie the game. Markham regained the upper hand on power play goals from Michaelis, who returned to action after serving a one-game
suspension, and Dunlop to take a 4-2 lead. Wellington battled back to tie the game entering the first intermission. After Wellington took the lead just 81 seconds into the second, the Royals’ replaced staring goalkeeper Marcus Semiao with Scott Smith. The move seemed to light a spark as Smith stopped all 20 shots and the Royals’ power play struck with Michaelis scoring twice, including one with a two-man advantage and another on a oneman opportunity to complete his hat trick and propel Markham to a 6-5 lead through 40. The Royals added an insurance marker on a goal by Marco Azzano. Markham outshot Wellington 41-33. The win by the Royals, who entered the game having clinched a playoff spot after last Monday’s road win over the Cobourg Cougars, was their fourth straight with least one point in their last eight outings. INSIDER: Tyson Bruce remains the
leading scorer for the Royals with 57 points (29 goals, 28 assists). In the overall league scoring race that puts him in a two-way tie in 11th place overall with Oakville’s Tyler Rollo. Spivak is second among leading scorers on the Royals with 53 points (19 goals, 34 assists). Dunlop is in a two-way tie with Aurora’s Kyle Locke in 15th place overall among scoring by defencemen in the league with 30 points (five goals, 25 assists). Azzano recently gave his commitment to join the University of Ottawa Gee Gees beginning with the 2016-17 Ontario University Athletics season. A 14th round selection by the Owen Sound Attack in the 2011 Ontario Hockey League’s priority selection, Azzano is third in team scoring for the Royals with 51 points (23 goals, 28 assists). Entering his final season of eligibility and fourth full season in the OJHL, the Courtice resident joined the Royals earlier this season in a trade with the Pickering Panthers. GENERALLY SPEAKING: “He’s a big part of our team,” Galati said of Michaelis, who has 21 goals so far this season. “We’re far better with him in our lineup. He’s a goal scorer and he had a good night.” Also catching Galati’s praise was Dunlop’s play on the blueline. “He’s been a rock back on defence and he’s had a solid year.”

Chambers off to Saskatchewan When Shamawd Chambers takes to the field for the start of the 2016 Canadian Football League season he will do so with a new club. The 26-year-old Markham native who toiled the last four seasons as a wide receiver with the Edmonton Eskimos will still don a green jersey – only this time it will be with the Saskatchewan Roughriders. A free agent upon conclusion of the 2015 season, Chambers will be joining his former Edmonton head coach Chris Jones, who was named Saskatchewan’s general manager and head coach upon conclusion of last season. Terms of the deal, a one-year pact, were not announced. In leaving the Eskimos, the Markham District High School graduate had nothing but
good things to say about his time there, where he was their first-round draft pick in the 2012 CFL Canadian player draft and played with them for the last four seasons. Incurring a knee injury part way through the 2014 CFL season, Chambers returned to the Eskimos’ roster during Week 15 last season and played an integral role in helping them finish atop the West division standings with a 14-4 mark. In the CFL Western Conference final against Calgary, the six-foot, three-inc, 219pound Chambers hauled in two catches for 28 yards in their 45-31 win. In Edmonton’s 26-20 win over the Ottawa Redblacks in last year’s Grey Cup final, Chambers caught two passes for 49 yards, including one for 32 that led to a major in the second quarter. — Michael Hayakawa

Doris Sturgeon was strong, loving role model By Brea Bartholet

A
s Doris Sturgeon took her first steps off of a coach bus into the heart of Bradford in 1948, she knew she was in a differ-
ent town. She was embarking on a new adventure and eager to begin a position with Bell Telephone as a chief telephone operator, having worked for the company in King Township since she was 16. Born on May 26, 1922 in King Township to Edward Milton Payne and his wife, Christena Ferguson, Sturgeon was the couple’s third of four children. Growing up during The Great Depression and coming of age during the Second World War, the young woman dealt with many trials and tribulations in her time. Aside from spending many Christmases not knowing whether there would be enough money for a gift under the tree, she spent her 11th birthday — and the six weeks following it — in hospital recovering from a broken femur. One of the family’s farm horses had stepped on her leg, an injury from which she never fully recovered. At 16, she applied to the telephone company in Woodbridge and Vaughan as a switchboard operator and was accepted for her first job at the telephone exchange in King Township. Her husband, Bob Sturgeon,

Doris Sturgeon says she often recalled that she had saved up her first month’s pay to purchase her very own bicycle, an item the Sturgeon family still has to this day. After arriving in Bradford, she spent her next few years dedicated to the job with Bell, located where Evans de Vries Higgins LLP is now. In 1951, she witnessed a major part of Bradford’s history when the Boyd Gang robbed the CIBC, which is now the site of a popular café, Coffee Culture. Sturgeon quickly locked the door of the office and watched as gunfire
was exchanged between the gang and OPP officers. But the most significant time in her life may have been in 1949, when she met her soulmate, Bob. “I first laid eyes on her during a softball game. Later that night, I saw her at a dance in Beeton after a friend introduced us. It was love at first sight. It was instant,” Bob said. From that point on, they were inseparable. As a way of showing how they fancied one another, they began giving each other chocolate bars, a tradition they carried on until the week before Sturgeon passed away. In October 1950, they two were married. Five months later, they purchased a parcel of farmland in West Gwillimbury, situated between where Holy Trinity Catholic High School and Canadian Tire now stand. If Sturgeon wasn’t working on the

farm, she could be found helping others in the community or tending to her two young girls, Carolee and Heather. Or baking. Or laughing. Or just enjoying the little, everyday joys of life. “Mom was always on the run. She was busy, busy, busy,” Carolee. “She wasn’t much into sewing or knitting, but she was incredibly artistic and just loved helping or being around people.” Sturgeon was able to enjoy more than 40 years of retirement, which eventually included selling the farm in West Gwillimbury and moving to a home along the 14th Line in Innisfil, where Bob still resides. Carolee says that while her mother ensured the two girls were always well taken care of, she also ensured others were as equally fortunate, too. “She had her route. She would visit certain seniors every week

and take them shopping or to their appointments or just drop in to make sure they were OK,” Carolee said. “This wasn’t through any care service, that was just my mom.” Her mother was also well known for her involvement with the Bradford United Church as a volunteer with children in Sunday school and church events. Both Carolee and Heather know just how good they had it with such a strong, loving mother as a role model. “Although she was sometimes a bit anxious, she would let us wander our farm grounds in West Gwillimbury. She would pack us lunches so we could wander to the pond,” Heather said. “We probably were never out of her sight, but we felt like we had that freedom.” In her 92nd year, after a longlived life filled with laughter and joy, Sturgeon passed away peacefully at Bradford Valley Care Community in September 2014. Bob, who had been married to his wife for 64 years, knew the time was near when he offered her a chocolate bar, but she said she didn’t want it. “It wasn’t like her to say no to that,” he said. “I knew the time was coming.” Though her singing can no longer be heard throughout the house, Sturgeon’s memory lives on through everyone who so fondly knew her.
