Stouffville Mayor Justin Altmann, Markham Councillor Jack Heath, Markham Councillor Joe Li, Markham Councillor Nirmala Armstrong, Richmond Hill Councillor Brenda Hogg, regional CAO Bruce Macgregor, director of government relations and executive assistant to the chair Lina Bigioni and Greg Stasyna, program manager of training, exercise and public education. Vaughan and King Township are not sending representatives. The group left by bus Wednesday at noon and is expected to arrive back late tonight. The cost for the bus is $1,000 and 15 hotel rooms at $169 a night each comes to $2,535. In addition to seeing Trudeau, the contingent is meeting with York MPs and officials from a number of federal departments including finance, environment and climate change, infrastructure, innovation and science and economic development. The trip marks the first time York has sent a group of leaders together to promote the region’s infrastructure priorities and seek funding from the federal government, Emmerson said. York politicians and officials are arguing for the need for more federal dollars to help the region keep up with its tremendous growth, he said. The region now has a population of more than 1.1 million, which will grow to 1.8 million by 2041. The region has shovel-ready and shovel-worthy projects ready to go that would

improve residents’ quality of life while creating jobs and protecting the environment, Emmerson said. The group will lobby for: • Extending the Yonge Street subway north from Finch Avenue to Richmond Hill’s Langstaff urban growth centre, which would help remove many of the 2,400 buses serving the route every day; • Completing the final four Viva rapidway segments, including along Yonge from Richmond Hill to Newmarket, east from Unionville station to Cornell, along Hwy. 7 west from Islington Avenue to Hwy. 50 and at Yonge Street and Green Lane; • Commitments for long-term investments in affordable housing and developing a national housing strategy; • Funding for the Upper York Sewage System, needed to accommodate growth in East Gwillimbury, Newmarket and Aurora until 2031; and • Supporting public sector broadband initiatives throughout the region, which suffers from areas lacking broadband connectivity. While York politicians aren’t expecting to get a firm commitment for federal funding, the trip is about raising the region’s profile as the government delivers on its policies, including the March 22 budget, Emmerson said. Markham Mayor Frank Scarpitti agreed. “I think it’s important for us, with a population of over one million in York Region, I think it’s important for us to continue to tell the York Region story and the story on many fronts is that we want to continue with economic prosperity in this region,” he said.

You can take the captain off the fire truck, but you can’t take the fire out of the captain. After more than 40 years with Markham Fire and Emergency Services, Chief Bill Snowball is hanging up his uniform. Hearing and responding to the fire sirens has been his life. “I don’t think I can turn that off,” he said. “I have to make a conscious effort to try to ignore it.” He started as a volunteer firefighter June 19, 1974, shortly after graduating from high school. There are several generations of Snowballs attached to Markham Fire and Emergency Services dating back to the 1930s, including the retired chief’s father, grandfather and uncle. “It was a small town,” Snowball said. “The camaraderie looked exciting. I tossed my name in as soon as I graduated (high school).” Snowball served as a volunteer firefighter for about a decade as he worked as a journeyman with a Meet new hydro company. workfire chief, ingAfter shift work for a decade page 5 about as well as volunteering with the department, making the transition to a full-time firefighter was a natural move. “I had to work the occasional Christmas,” Snowball said. “But I never missed a hockey game.” He watched the fire department grow from 29 full-time firefighters in the 1970s to more than 270 fulltime firefighters. The volunteer service was disbanded in 1996. He became fire chief in 2008 and from Day 1 excelled in his leadership, colleagues say. “He’s a big, strong man,” said platoon chief Sean Ash, who has known Snowball for almost three decades. “That’s how his leadership was, big, strong and compassionate.” Snowball didn’t take less than 100 per cent, Ash said, and that’s what people strived to give him. Another thing that made Snowball such a great leader was his

Not to mention his knowledge of every piece of equipment and every role on every truck. “If you take away the five stripes, he’s one of us,” Ash said. “He went through the ranks. He knew every job in the fire house and on the ground.” But public education is where he leaves his mark, Ash said. At some point, the focus shifted from putting out fires to preventing fires in the first place. Public education became Snowball’s passion. And many say that will be his legacy. In the last five years, the whole fire department has been involved in more than 400 school visits as well as 300 community events. There are now more than a dozen fire prevention officers. “People don’t just wander into a fire station,” Snowball said. “We went out to see the people. If you

see a fire truck on the street, you can expect a crowd really quick.” Calls to the fire department have dropped by about 10 per cent each year, Snowball said. That is in part due to the department’s focus on fire prevention, which included carbon monoxide, candle and kitchen safety campaigns. “We go to someone’s house, given them a (carbon monoxide) alarm and charge for $55. And they would thank us,” he said. “When was the last time a police officer was thanked for giving a ticket.” For him, enforcement was the last resort. And fire safety education was always treated as a matter of life and death. “If you are a good educator, you won’t be needed to save a life because the fire didn’t start in the first place,” he said. Education has the power to

spread and multiply tenfold, he added. “You teach the kids, they tell their parents,” he said. “They tell their friends.” When a fire does break out, he said more often than not the cause can be brought back to a human error. “It was a stupid mistake,” he said. “Not stupidity, just a mistake. We all make mistakes, we are only human.” Seeing a large TV reduced to a melted blob on the floor or telling someone all their memories are gone – those images, while burned in his brain, won’t be missed. “I’m not going to miss the 3 a.m. phone call,” he said. “That look of utter devastation when someone comes home to find their house burned out, I won’t miss those looks.” With no regrets about his career path, he can hang his hat proudly.

Now is the time to retire, he said, with the city growing and spending money on fire safety. “You always want to leave a place on a high note,” he said. “Otherwise, you stay too long and you get disappointed with the end.” He said firefighting does take a toll on one’s health. Snowball watched as a few of his firefighting comrades died from cancer – there are between seven and nine types of cancer related to firefighting. “They didn’t get to use their pension,” he said. “I don’t know how much longer I can push that. There was concern I wasn’t going to stop (working).” For Snowball, retirement will be about traveling more, getting to those home renovations and playing golf. Retirement also leaves him open to volunteer with his other passions, 360 Kids and the Markham Fair. Snowball started volunteering with the annual fair when he was 18. “I wasn’t born on a farm, but I often wish I was,” he said. This will be Snowball’s third year participating in the annual 360 Experience, where community members are invited to experience what it is to be a homeless youth in York Region for a night. The 360 Experience is taking place March 3. The first year Snowball participated it was -29C and he walked, along with a young woman who was homeless, for more than 20 km just trying to stay warm. “I was given a bus ticket, I don’t know about the bus system,” he said. “I didn’t know shelters close at night or turn people away because it’s full.” 360 Kids aims to help support at-risk youth, providing a comprehensive and holistic approach through youth outreach, education, transitional support and after school programs. “Kids should not be on the street,” said Snowball, a father of two. “Markham is such an affluent community. This is just not right.” His goal is to raise $10,000 for the organization. For information or to donate, visit 360kids.ca

Markham has a new fire chief. The city announced last week the appointment of Dave Decker as the new Markham Fire Chief, effective immediately. The appointment comes following the retirement of Chief Bill Snowball. Decker, a deputy fire chief, joined Markham Fire and Emergency Services in 1988 as a firefighter with Aircraft Rescue firefighting expertise. Prior to working with the city, Decker was with the Canadian Armed Forces – Special Service Forces undertaking roles as combat engineer and firefighter (Aircraft Crash Fire Rescue). He has moved through the ranks in Markham, from firefighter, training officer, captain, district chief, platoon chief to deputy fire chief of operations in 2009. Decker’s personal and professional approach is aligned to the city’s strategic direction and values including council’s strategy, Building Markham’s Future Together and Excellence Markham, the city said. He is an active resident and community leader, regularly attending community events and is involved in a number of fire department related associations and York Region Emergency Service committees in a leadership role. “Dave has shown incredible leadership and professionalism as deputy fire chief and I know he will excel in his role as fire chief,” said Markham Mayor Frank Scarpitti. “I

Mennonite Chickens are grown the old-fashioned way, with lots of old-fashioned flavour, being grain fed, and grown locally (Arthur). They are available but once per week, and in this case they arrive at our store late on Friday, so our feature will be Saturday only, and until they are sold out because we have only a limited number. These chickens average about 7lb each, so they serve quite a few at a sitting, or make lots of chicken sandwiches. All the meat guys on the counter love these, so they are excited to do this feature. Are we doing all we can to stop impaired driving?

D

o the media, the police, and the people, do enough to stop drunk driving? Back when I was still a youngish reporter and the RIDE program (Reduced Impaired Driving Everyone) had been just a few years on the scene, many a small-town Ontario paper published the names of those who “blew over” in the new roadside checks. Impaired? Your name appeared in the local paper for all to read, bringing much shame and embarrassment. Which seemed just dandy to a lot of people, at first. Finally we’re going to get some action on this scourge that is impaired operation of a motor vehicle — a bomb on wheels when under the control, just barely, of someone who’d been drinking. Because people seemed, at the time at least, to have had enough of drunk drivers killing innocent others. They wanted to put a stop to it. This was a way of getting people’s attention. Do a spot-check (controversial in itself at first, police stopping drivers at random, essentially without cause) and publish the names of those who’ve been charged. Finally, people will wise up, get a designated driver, call a cab, sleep over, stay home. That is, until a mayor or a police officer’s daughter’s boyfriend who was hoping to become a cop himself, or a doctor or lawyer or editor or real estate agent or principal or developer ended up stopped at a RIDE check on their way home from a bar or a Christmas party or a client social. These people a) didn’t like seeing their names in print this way and b) had status and power. And slowly but surely, via angry phone calls and legal threats and other methods, pressure was exerted on many police forces to stop releasing the names and on publishers to stop publishing them, if they could even still get them. As if the press and the police

Bernie O’Neill are all just a bunch of party-poopers and it’s just people who had a little too much fun one night and made a mistake. And they are only charged, not convicted at this point. And this could ruin their career, their reputation, their home life. And sure, maybe they should have thought of that before driving drunk, but that’s the thing about being impaired: you’re impaired in your judgment, not just hand-eye coordination. So, RIDE continued. But, other than the inconvenience of losing a licence temporarily or paying a fine, those who drove drunk didn’t face consequences that were that serious. In other words, in many cases only they would ever know what happened. No one else. The result? For one thing, drunk driving continues, despite 30 years of RIDE spot-checks. Hey, we’re going to start selling more booze in grocery stores and legalize pot! It’s all about convenience, not control (the LC in LCBO being for Liquor Control). Meanwhile, not many police forces routinely put out the names of people accused and/or convicted of impaired driving. And you don’t hear the public calling for it, because, why? Because, sadly, at least slight impairment while driving is still socially acceptable. Incredibly. Says a lot about us. Fun comes first. Just don’t get caught. The only time we read the names, it seems, is when an impaired driver gets into a crash and kills someone else. Then we learn more about them than we ever wanted to. And of course by then it’s too late.

Unsafe intersections Re: City greenlights 4-way stop where girl killed, Feb. 18. Markham city council are tapping their shoulders having approved an all-way stop sign where the 4-yearold struck and killed last fall. It is very disturbing to read the council members faulting others not themselves to have the safety measures in place. The lawmakers of the council of Markham waited this long to approve an all way stop is very regrettable. Further, I do not understand why the city is hosting a traffic safety workshop for councillors to learn about traffic issues. Most of the councillors who are representing the residents have been elected and re-elected many times. They should know the traffic issues by now. Being a resident of the City of Markham for 27 years and counting I am requesting the council to identify the crucial intersections and correct the problem before another valuable life is lost. Finally, I would like to

remind the councillors that Markham Residents’ Lives Matter.

Fuming over grow-op Re: Pot fumes too close to home for lotto, Feb. 18. The owner of the house on Jeffery Nihda Crescent (at Alfred Paterson Drive across from Sam Chapman PS) has got a license to grow pot for personal use due to his broken leg (now healed) for pain? This sound like a “load of crock”. Should he not need to renew his license and prove that he still requires it? He grows 136 plants for personal use, I would estimate three crops a year, 418 plants per year for personal use? My understanding is that six plants are permitted for personal use. I understand he does NOT live in the house. If so, is this not a fire hazard? It should be zoned as a commercial unit, not a residental home. This is so obvious that this is his lucritive business

and he is just laughing at the City of Markham. I am just incensed that he is getting away with this.

Let trains whistle Re: City moves closer to muzzling trains whistles, Feb. 4. I disagree with to silencing the trains. When people bought their homes they knew there were train tracks there and that trains use them, and that there would be occasional whistles. The whistle gives people, kids, cars and animals warning that a train is coming and to clear the way. Are they going to wait for someone to get hurt or die because they didn’t hear the train coming and then that person/people sue? As your article states, between 2009 and 2013 there were 26 deaths and 26 were seriously injured in Canada on average each year. I would love to know how many other people agree and leave well enough alone.

Election of region’s chair makes sense

Mayor Tony Van Bynen cast a vote against the motion, justifying his position by noting the Ontario government is currently reviewing the governance framework of municipalities across the province, including York’s. Newmarket joined four other councils — East Gwillimbury, Markham, Aurora and Stouffville — in voting in favour of electing the York chair in recent months. With the exception of Stouffville, mayors in each of the respective municipalities have opposed their council’s motion. That was a fine stance at the local level, but these mayors should have voted in support of their councils once at the region. They have a duty to represent the wishes of their municipalities and

constituents and should vote accordingly. The vote could have been different — a tie, if regional council members voted strictly for the defence of their municipalities’ resolutions, a stance that may have forced current chair Wayne Emmerson to cast the deciding vote. It’s hard to see Van Bynen’s point, since the election of a chair really doesn’t affect the way York government functions. A call for direct election would hardly be counterproductive or even radically opposed to the province’s viewpoint. Ballard is a Liberal MPP, of course, and his bill has passed second reading in a legislature where his party holds a majority. York council oversees a $3-billion annual budget that provides critical services to nearly 1.2 million people. Almost every facet of your everyday life is affected, in some way, by the region. The chair guides those councillors through regular meetings, casts the tie-breaking vote at council and advocates for the region during negotiations with other legislative bodies. That final point

will become quite apparent when Emmerson leads a contingent of York officials to Ottawa this week, to lobby the federal government on a number of local issues. Sure, the chair is one vote on a large council. But former chair Bill Fisch earned more than $270,000 ($224,275 in remuneration, $39,150 in benefits and $6,828 in expenses) during his final year in office in 2014. The chair is the highest paid municipal political position in the region, but its selection process is the least scrutinized. It’s time to change that. York residents should select a chair through the rigours of an election campaign, where candidates debate their competing visions. o one should be surprised by York Region council’s stance against the direct election of its chairperson. In a 14-5 vote last week, council rejected NewmarketAurora MPP Chris Ballard’s private member’s bill to make the regional chair an elected position. The decision — while it goes against the will of several municipal council resolutions made in recent months — was expected. After all, if you were a regional councillor who earned more than $50,000 in salary for a position that comes with a mediocre to poor level of civic engagement, you’d probably be hesitant to rock the boat, too. Simply put, it is not to the political advantage of many of the 20 York Regional councillors to seek a direct election of a chair. Perhaps this is all posturing anyhow — a way of buying time until the decision is taken out of council’s hands and legislated through Ballard’s bill into law. However, that doesn’t make York council’s decision right. Only a few weeks ago, Newmarket council voted 7-1 in

Keith Thirgood and Helen Walter of the Markham Village Conservancy stand before their tapestry panels at the Markham Train Station, depicting Markham’s past, present and future and recognizing Markham’s 1994 bicentennial. Their woven textile designs consisted of five panels combining urban, suburban and rural elements. At the bottom of the panel are trees, grasses and streams representing Markham’s roots in the natural world and the ubiquitous daylilies that were planted by early homesteaders wherever they settled. Moving upwards, at centre, are fields speaking of an agricultural rural past and present, including the oldest remaining house in Markham, followed by subdivisions of homes, which are eventually joined by taller buildings representing commerce. At the top, the stars represent the future.

York Regional Police are labelling the weekend “disappointing” after a slew of impaired charges were laid in just a matter of hours. In the four-hour period from 11 p.m. Feb. 20 to 3 a.m. Feb. 21, a total of 10 drivers were arrested and charged with alcohol and drugrelated criminal driving offences in York Region. Despite recent tragedies that have occurred on York Region roads and ongoing efforts to stop drivers from drinking or using drugs and driving, motorists are continuing to put their lives and the lives of innocent people at risk by driving while impaired, police said. Of the 10 arrests, three came as a result of motor vehicle collisions. Five of the arrests were a result of officers conducting RIDE spot checks and general patrol. Two of the arrests were as a result of concerned citizens calling 911 to report possible impaired drivers. In three cases, the drivers arrested blew in excess of two-and-a-half times the legal limit of alcohol and one driver was impaired by drug. On Tuesday, a woman, 28, arrested for impaired driving after a vehicle collision in Newmarket had left her seven-year-old daughter home alone. Officers attended the home and found the girl there, so her father was notified and he picked her up.

The acclaimed Japanese percussion group, Yamato, brings its rhythm to the Flato Markham Theatre with two heart-pounding performances Feb. 27 at 2 and 8 p.m. Their new show, Bakuon ~ Legend of the Heartbeat, features 30 traditional wadaiko drums, mimicking a person’s heartbeat. These aren’t just any drums, said the show’s artistic director, Masa Ogawa. The largest of the wooden drums weighs more than 100 kilograms, Ogawa said. Danielle Lankin was ‘sparkle in your eye’ By Simon martin

he true character of a person is often revealed not during good times but how she reacts to adversity. It’s hard to think of a more difficult situation than the one 20-year-old Mount Albert native Danielle Lankin found herself in in 2013. It started with headaches. She thought nothing of it but, after awhile, her mom, Deborah, insisted she be checked out by a doctor.

‘I thought, ‘This is crazy.” She had been 100 per cent. Perfectly healthy.’ “I thought, ‘This is crazy,’” Deborah said. “She had been 100 per cent, perfectly healthy.” The news from Southlake Regional Health Centre was not good — Danielle had a brain tumour the size of a fist. Danielle was diagnosed with brain cancer after having the large mass removed. The surgery damaged her cognitive skills and left her paralysed on her right side. She started aggressive treatments of chemotherapy and radiation. The easy thing would have been to wallow in self-pity but Danielle was determined, instead, to live life to the fullest. “She held strong right to the end,” Deborah said. “Her world had crashed down but she still had good spirit and could laugh and joke.”

Danielle would go in to schools in the York Region District School Board and local colleges and share her story about fighting brain cancer. Danielle grew up in Mount Albert and attended Mount Albert Public School and Huron Heights Secondary School. She had just started studying nursing at Georgian College when she was diagnosed. “She would have graduated from Georgian this year,” Deborah said. Danielle chose to go into nursing because she always wanted to work with people and loved science in school. “She would have made a fabulous nurse,” Deborah said.

The response from the community eclipsed anything her family could have imagined. They blew past their original goal of $25,000 and raised more than $40,000. With the help of her family, Danielle fought her disease with courage. The family rallied around her and supported her as best they could. Danielle’s older sister, Jaime Lynn, started a fundraising page on gofundeme.com in 2014 to raise money to support her medical care and quality of life. The Lankins wanted to install a ramp and lift in their house, so they could move Danielle with greater ease.

Brian dedicated his life to others as the Commissioner of Recreation and Culture for the Town of Markham for over 20 years. He is responsible and will be remembered for unfailing efforts to bring world class recreation facilities and programs to the people of Markham. His professional success however, does not overshadow the quality of husband, father and grandfather that he was. Husband to Pat of 53 years, he showed us that the key to a wonderful marriage is love, understanding and hard work. As a father to Rick, Brad (Kelly), and Jeff (Michelyn), he showed us to live with unconditional love as he practiced it in everything he did. Papa was adored by his 9 Grandchildren, Kristen, Hayley, Brittany, Brian, Aaron, Tricia, Avery, Warren and Foster. It was truly a joy to see Papa with his kids and the love and admiration that they all shared. A true measure of a man is what you leave behind, this man left behind a family firmly rooted to overcome the difficulties that come each day, this will be a big one, but he has prepared us well and left us in a position to continue his legacy. A private family interment will take place at the Avondale Cemetery, Stratford Ontario, at a later date. In Lieu of flowers, donations would be gratefully accepted to the Odette Cancer Centre, Sunnybrook Hospital in his memory as they gave us 8 years with this incredible man that otherwise would not be possible. PUGH, Walter Albert Peacefully at Markham Stouffville Hospital on Friday, February 19, 2016 in his 100th year. Beloved husband of the late Doris Pugh and the late Margaret Shearer-Pugh. Loving father of Ron (Jacqui), Richard (Marie), John (Alison) and the late Valerie Twilley. Lovingly remembered by his 18 grandchildren, 69 great-grandchildren and 13 great-great-grandchildren. He will be missed by his friends and family. A special thanks to the caring staff at Sunrise of Unionville, the staff of 3WF at Markham Stouffville Hospital and the palliative care unit. Friends will be received at Dorset Park Baptist Church, 1428 Kennedy Road, Scarborough, on Friday, February 26, 2016 from 11 am until time of Funeral Service in the church at 12 p.m. Interment Dickson Hill Cemetery following reception.
