Markham gets $6M ice storm relief

PEOPLE

BY LISA QUEEN

lqueen@yrmg.com

Two years after a holiday season ice storm left hundreds of thousands of Ontario residents without power and caused extensive damage, final cheques are in the mail to reimburse

municipalities for their costs. The provincial government, which promised to pay 100 per cent of municipalities’ eligible expenses, is paying 58 towns, cities and conservation authorities more than $131 million for the December 2013 storm.

That includes more than $20.7 million to York Region and eight of the region’s nine local municipalities that put in claims. The funding is shy of the almost $23.9 the See PROVINCE, page 2.

and is getting almost $9.8 million. Richmond Hill is getting $1.9 million rather than the $3.25 million it requested. Aurora claimed $293,809 and is getting $173,660. East Gwillimbury requested $14,424 and is receiving $13,435. King is getting $226,576, not the $261,531 it asked for. Newmarket requested $124,424

and is receiving $64,097. Stouffville requested $311,542 and is getting $258,255. The Toronto Region Conservation Authority is being reimbursed $212,246. Georgina and the Lake Simcoe Region Conservation Authority did not submit claims. Some municipalities received more than they claimed and some

less, Ministry of Municipal Affairs spokesperson Mark Cripps said. If the ministry determined a town or city had failed to claim an eligible expense, the province covered the cost, he said. On the other hand, some municipalities claimed ineligible expenses, for example labour costs for workers already scheduled to work, while

Last month, Fiacre Kouablan and his sister, Diana, found themselves in a new country, starting a new life. After spending five years in a refugee camp in Ghana, the siblings landed in Toronto Dec. 10 — the same day several hundred Syrian refugees landed at Pearson International Airport. The Kouablan family fled their home in the Ivory Coast following political unrest after a failed election in 2010. The camp consisted of tent dwellings surrounding a nurse’s clinic and police station at the centre. Each family was given what seemed like a week’s worth of rice and beans that was supposed to last a month, Fiacre said. There was one toilet for about 100 people and no shower. Fiacre and the others had to fetch buckets of water from the nearest pond for washing and cooking. Through a series of fortunate events, Fiacre, 27, and Diana, 23, found themselves in Markham. “This is like a fairy tale,” he said. The pair was sponsored by members of St. Justin, Martyr Parish in Unionville through Office for Refugees Archdiocese of Toronto. A handful of Markham parishioners started the sponsorship and fundraising process almost a year ago. “They are at the opposite end of the world,” said Markham resident Joy Vaz, who was part of the sponsorship group. “They are at the mercy of people they’ve never met.” Fiacre and Diana stayed with Vaz and her family for a few days before moving into an apartment. Within a week of arriving, the siblings visited several government offices for their social insurance and health cards. They arrived at the right time. The weather was warm and the local community was in the holiday spirit. Along with all the warm welcomes, Fiacre also started a new job, working at a local grocery store. After living in a tent for the past

Siblings Diana (left) and Fiacre Kouablan share stories of settling in after arriving in Markham from Africa last month, thanks to the help of the congregation at St. Justin, Martyr Parish in Unionville. five years, Fiacre, who is more than 6-feet tall, can now stand up straight in the modest two-bedroom apartment, which is furnished with a collection of donated furniture and tableware. “This is a dream,” he said. “We are on our way to become independent.”

‘This is a dream’ Now, it’s a matter of figuring it all out — when to use the dishwasher, what to wear in winter and how to get from one place to another. Last Christmas, they were surrounded by family and enjoyed a large home cooked meal. “It’s not worse,” Fiacre said. “But it is different, what we had then and now.” Aside from memories, all they have of their former life in the Ivory Coast are some family pictures,

childhood books and a couple of favourite songs saved on cellphones. They talk often to their parents, who are still living in the refugee camp. “I tell them not to worry too much,” Fiacre said. “We are in good hands.” Their future in Canada is looking bright, with the pair starting English classes this month. Fiacre has hopes to finish his college degree in computer science, while Diana hopes to finish her high school education and work toward becoming a nurse. The end goal is to find a job that will allow them to make enough money to sponsor their parents to come to Canada. Fiacre and Diana are part of some 6,500 privately sponsored refugees permitted into the coun-

try — aside from the influx of Syrian refugees last month. Of those, about 30 are from the Ivory Coast. “Refugees from Africa have been under the radar for far too many decades,” said Rita Perta, who was also part of the church sponsorship program. “A refugee is a refugee is a refugee.” Helping a pair of siblings is a drop in the bucket, Perta added. More can be done, she said. Community and church groups can help by privately sponsoring refugees, she added. About 10 per cent of Canada’s annual immigration intake is made up of refugees, both private and government sponsored, along with other humanitarian immigrants, such as displaced or protected persons. “It is a privilege and my duty to

help,” Perta said. “But we’re only helping two people. It’s frustrating knowing there are ones we can’t help. What about the tens of thousands still in misery?” The same group from the local parish has applied to sponsor a Syrian family expecting to arrive this month. In the middle of settling in to routine in a new country and a new home, Fiacre and Diana made time to help the community that welcomed them with open arms. During the weeks leading up to Christmas, St. Justin parishioners donated boxes of food for families in need. Fiacre and Diana were on hand to help pack and deliver the boxes. “They were here a week and already helping by volunteering,” Perta said. “That’s beautiful. That’s what it’s all about.”

When it comes to redevelopment of Unionville’s Heritage Village, there are a lot of moving parts – the current tenants, the region’s plan for senior housing as well as the heritage of the local community. Heritage Village is part of the Unionville Home Society group and is home to more than 100 seniors. That’s why Minto Communities is hosting a design charrette next week. The design planning sessions will take place Jan. 13 to 15, between 9 a.m. and 6 p.m. at the Markham Pan Am Centre. There will be two public input meetings, Jan. 13 at 7 p.m. and on the final day Jan. 15 at 3 p.m. During this time, the developer will meet with partners, stakeholders as well as the public to discuss the project vision plan, housing options, transportation and open space concepts.

“This is an opportunity to ask questions and to understand the questions ahead of time,” Minto vice-president of land development Vince Santino said. “We want to understand as best we can all the moving parts. This project is near and dear to a lot of people.” The developer’s building application will largely be based on the findings of the charrette, he added. “We want everyone involved to be comfortable with the application moving forward,” he said. “Then we can get into the normal development process.” Earlier this year, the region decided to close the 38-year-old bungalow complex to make room for a multi-storey rental complex. Initially, seniors living in the complex were expected to vacate their homes by the end of the year. But after a number of meetings with the region and senior tenants, current tenants will not have to vacate the premise.

Instead, tenants will have the opportunity to move into the new building owned by the region, which sits to the north of the property, Santino said. Once the move is complete, work will begin on the current Village Heritage site where new market rental building will be constructed. “Ensuring everyone is able to move into the new seniors building is priority No. 1,” Santino said. “We don’t want the seniors to have to relocate.” Following the design charrette, the developer plans to submit a building application to the city in the spring with hopes of starting construction in 2017. Minto hosted an open house last night to introduce the redevelopment plans for Heritage Village in Unionville. Details about last night’s public meeting were unavailable by press time. Police investigate after a pedestrian was struck on Steeles Avenue by a pickup with a snowplow on the front. The 62-year-old suffered life-threatening injuries.

Pedestrian, 62, hit by truck on Steeles By ANDREW PALAMARCHUK

apalamarchuk@insidetoronto.com

A 62-year-old woman suffered lifethreatening injuries Tuesday after being hit by a snowplow while crossing Steeles Avenue near Aspenwood Drive, east of Leslie Street. Police believe the pedestrian was crossing mid-block when an eastbound pickup truck with a snowplow blade on the front struck her just before 7 a.m. “I would suggest that this was a totally preventable collision. There was a crosswalk to the west of the area,” Const. Clint Stibbe said. “If we had individuals crossing

the road properly, not using mid-block situations, we’d see almost a 50 per cent drop in our fatalities in relation to pedestrians.” The victim was taken to Sunnybrook hospital via an emergency run. Police closed Steeles in both directions between Leslie and Don Mills Road for more than five hours as a collision reconstruction team investigated. A resident of a nearby townhouse complex said that stretch of Steeles is a hot spot for accidents. Anyone with information on Tuesday’s collision can call traffic services at 416-8081900.

Lending Internet access is hot idea for libraries

W

e all know our local library is a lot more than books these days. In fact, as many fans — aka “users” or “patrons” — will tell you, the community library branch is first and foremost a place to be connected. By that I mean to Internet and, thus, every government service in your town or city, region, province and country. If you’ve tried to book a timeslot for your teen’s driving test, obtain a birth certificate or SIN document, apply for a job or even register your child for swim lessons, you know all these vital government access points are now online. Because everybody is online, right? But does everyone have access to the Internet? No. A recent article on libraries offering Wi-Fi caught my interest. Apparently, the New York City Public Library has started offering portable Wi-Fi hotspots to patrons, after a library manager noticed a crowd of people hanging around a closed branch making use of Wi-Fi bleeding from the building. Instead of thinking that the people were “stealing” from the library, this smart manager decided to do some research on this underserved clientele. He found that in The Big Apple, 27 per cent of residents did not have broadband Internet access at home. Thus, along with books and videos, patrons at 11 library branches in New York can now check out an Internet device for up to one year. Closer to home, Kitchener library has a pilot project with 20 devices available, and Toronto Public Libraries, under librarian Vickery Bowles, is apparently budgeting for a similar Wi-Fi lending project in 2016 and asking for private donors to help finance the idea. Bowles is a Richmond Hill native and, according to the Toronto Star article about library hotspots, feels that Internet access is one of the essential services a library offers its citizens. She points to the fact that

Marney Beck residents without Internet access are “really at a disadvantage when it comes to employment, looking for a job or access to government services and education”. We all know this is too true. Our reporters work weekends when our actual offices are closed, and many find it a challenge to file their stories and photos. They resort to sitting in a coffee shop or — yes — heading to the nearest library branch to send their work to editors. When a friend was looking for work and moving at the same time, she would walk to the nearest coffee outlet or employment centre for free Wi-Fi to search for jobs and send in resumes. Just last month, my own husband wanted to buy a Presto transit fare card and, despite wanting to do it the old-fashioned way at a counter with the help of a human being (to get a seniors discount), he was forced to apply online. Your local library branch, no doubt, has free Internet access and there’s also no doubt it’s popular with patrons. You don’t always have to be a “patron”. Newmarket library, for example, has three computers for use by visitors who don’t have a library card, and many more workstations and even laptops for use or to borrow to work online. Markham library branches offer free Internet with no time limits and you don’t even need a password. In Vaughan, each branch has workstations providing free Internet access and, at some branches, you can even reserve a computer. Looks like lending out Wi-Fi along with books is another idea whose time has come.

Thanks to all from injured cyclist On the morning of Christmas Eve day, faced with perfect cycling weather and a couple of hours on my hands, I decided to take a quick ride up to Stouffville and back. I hadn’t made it too far when I suddenly had a flat tire while turning from Fincham Avenue to head north on Ninth Line. My bike went out from under me, and I landed hard on the roadway, fracturing my left pelvis in multiple places. A number of wonderful people stopped to see if I was OK and to call for an ambulance, etc., all of whom I would love to personally thank, but one very special couple picked up my bike, helmet, and other equipment and returned them to my home, safely securing them in my back yard. I can’t thank them enough, and hope they will drop by my home and let

me offer my gratitude for their kindness! I have lived in Markham for less than a year and it is a wonderful community. The care at MarkhamStouffville Hospital was exceptional, from the emergency room doctors, the orthopaedic surgeon and all of the medical staff, especially given that this was over the busy holiday season. We should all be lucky enough never to need them, but it’s very comforting to know they are here, so accessible to our community. Thanks to all,

Bruce Margles MARKHAM

Lucky to have first responders, hospitals On Nov. 26, my husband suffered a heart attack and cardiac arrest at home. The first responders arrived within three minutes and, due to their valiant efforts were able to resuscitate him and transport him

to Markham Stouffville Hospital. I can’t thank all the wonderful people enough for not only saving my husband’s life, but also for showing such kindness and caring to a very traumatized me. The staff in the emergency department and intensive care unit of Markham Stouffville Hospital, through their dedication and care were able to stabilize my husband and they, too, I want to praise and thank. Special thanks also to our neighbour and friend Sean, whose support from the beginning helped us through a very difficult and frightening time. After further treatment at Newmarket’s Southlake Hospital, my husband is now home and recovering well. We in Markham are very fortunate to have the care and responsiveness of our first responders and hospital.

Outstanding year of achievements for Markham Markham is embarking on the new year on a high note after year of significant achievements. On Dec. 16 I had the pleasure of announcing that Markham has once again kept our tax rate increase below other comparator municipalities at 2.44 per cent. Markham’s eight-year tax rate increase of 10.43 per cent or 1.3 per cent per year is the lowest among 27 GTHA municipalities. We still offer the lowest commercial, industrial and multi-residential tax rates, and the third lowest residential tax rate among comparator municipalities in the GTA. Visit the budget section of our website at Markham. ca to find out more. In 2016 we will begin action on our updated Building Markham’s Future Together Strategy (BMFT). The first BMFT strategy began in 2007 and we are proud of the many accomplishments we made over the past eight years. Markham has since grown into a thriving and vibrant community offering an outstanding Frank Scarpitti quality of life for our residents and visitors. Diverse, unique and contemporary, while retaining our award-winning heritage character, Markham offers strong, collaborative partnerships that engage businesses, service organizations and governments. Our beautiful parks and natural spaces, forested trails, multi-use pathways, and accessible community centres and libraries, provide residents and visitors a myriad of recreational and leisure activities, and a unique lifestyle for families to grow. Our emerging new downtown, Markham Centre, is a hub of business, innovation, transit, shopping, dining, entertainment, and condominium living. It is also home for the new Markham Pan Am Centre and soon a new campus for York University. Markham’s diverse and highly educated community continues to help forge new and important relationships around the world. I will be leading a business delegation on our third business mission to India in late January. This mission will visit four cities and will include meetings with investment prospects in high technology, Smart City planning and education as well as participation in a global health roundtable. This mission will coincide with and work in collaboration with Premier Wynne’s business mission taking place at the same time. Coming in February be sure to watch for more information on the unveiling of the Bi-centennial tapestry at the Markham Village Train Station event hosted by the Markham Village Conservancy. As we approach the Chinese New Year I invite residents of all backgrounds to enjoy the many colourful Chinese New Year festivals and events in February across our community. We are indeed a city that celebrates, a city that welcomes everyone, and a city that offers a unique and quality lifestyle unmatched in the GTA. Frank Scarpitti is the mayor of Markham.

THANKS! SAUSAGES COD wE SAY

We have a lot to be thankful for, that's for sure! We have now completed our 30th year in business. Pretty well every morning I sit down in our café and savour not just the coffee, but the experience of all this. We have met a lot of folk, and we have been supported by a community unlike any other. Our co-workers have melded into a very large family – and we experience daily all that this entails and we savour that, too! Our business has morphed and expanded into areas unforetold and yet I sit and read that very first business plan that our bank had me write. We still do what we said we would, and we have become 'that' store that I had proposed. We have made so many friends along the way and sadly, while we have lost a few along the way, Cathy and I count ourselves so lucky to be part of all that this business has become. It is so much more than a business to us. For all this, we at the Grocer say thanks for your confidence in us, your support and your unwavering generosity of purse and spirit, and we wish you all the best for another year!

LUNCH? wHAT'S FOR

To start our new year in a culinary sense, we'll shout out to my son's (and my) two favourite ladies, his Mom and Grandmom. Though she usually forgoes lunch, Cathy is a sucker for Mortadella Sandwiches, so we'll be making personal-sized Muffaletta Sandwiches at the café. We pile shaved mortadella on a crusty white kaiser with pesto, roasted pepper, olive EA. salad and provolone cheese.

Many of you may remember Doreen from our old location. To this day we still use a ton of her recipes, she is still very much the heart and soul of our business. 'Isle 4' is an expression that one of my chums and I have used for years to describe the grocery section in a euphemistic manner, 'till one day an article appeared in the 'Star' about, you guessed it, 'Isle4'. The article read about service and the food experience as if my pal and I had sat and written it, glass of wine in hand. Tamil Thanksgiving to be celebrated on Friday Friday marks the start of the Tamil thanksgiving celebration – a precursor to the Tamil New Year in midJanuary. Hosted by the Markham Tamil Organization, the Thai Pongal festival is Friday, 6 to 8 p.m. at the Cornell Community Centre and Library and features Tamil culture, music, food and art. “It’s important for the younger generation to know where they came from,” said Rukshan Para, Markham Tamil Organization board member. “We’re all Canadian. But you can’t forget your heritage and culture.” The annual celebration is all about giving thanks for the farming season, thanks to the farmers who harvest the fields, thanks to the ox that plows the field and thanks to the sun for nourishing the field, he said. This year, Tamils will be ringing in the year 2044. Markham was one of the first municipalities within the GTA to proclaim January Tamil heritage month. — Amanda Persico

At the stroke of midnight, not only did one family celebrate the new year, they also celebrated the birth of their baby girl. Whitby parents, Ashley and Ryan Laswick, welcomed the arrival of Avery at Markham Stouffville Hospital as 2016 began. Born a week early and only seconds after midnight, Avery, weighing six pounds 14 ounces, was one of the first born in 2016 in the GTA. “New Year’s will be celebrated a lot differently from now on,” her mom said. The family was hoping for a quiet evening at home with their son Jackson, 2. Around 10 p.m., Ashley started to have back pain, then about 30 minutes later contractions started, prompting a race to the hospital. “I didn’t realize she was going to be a New Year’s baby,” mom said. “I was more worried about making it to the hospital. To have the first baby of 2016 is surreal and pretty cool.” Meanwhile, the first baby

Cold weather ushers in warm-up car thefts Three high-end vehicles have been taken during the first warm-up thefts of 2016. A Ford F-150 and two Mercedes Benz were stolen Monday morning from Michelle Drive and Dolce Crescent in Vaughan between 7:54 and 8:30 a.m., according to police. “This is a completely preventable crime,” said York Regional Police Const. Andy Pattenden. “The simple message is don’t leave your car unattended and running. We have these at homes and gas stations almost every single cold morning.” Pattenden said criminals are so sophisticated at this point they get orders for certain types of cars from overseas, scope out neighbourhoods to find them and then wait for a cold morning. “Sure enough, people are starting them and heading back inside for their coffee or whatever it is,” he added. Once thieves have taken the cars, they can be in crates and overseas within days. Last year in York Region alone, there were 21 warm-up thefts. - Jeremy Grimaldi

A York Region bakery owner says he’s happy everyone was left in one piece after a man entered his shop and threatened him with a long kitchen knife. Carlo Galea, owner of Woodbridge Italian Bakery, at 630 Aberdeen Ave., near Hwy. 7 and Pine Valley Drive in Vaughan, said a man entered the neighbourhood bakery three times over the holidays, ending with a bizarre encounter Wednesday, Dec. 30 when the bakery was full of people. After bringing a number of items to the counter the man handed Galea his identification and asked if he could return to pay another time. “He kept asking me to

trust him and I kept telling him ‘I don’t know you’,” he said. When Galea’s son-in-law threatened to call the police after the man opened one of the store’s beverages and began drinking it, the man grew enraged. “He got mad and pulled out a knife,” Galea added, explaining he was then able to calm the man down. Once the man had been led outside, officers began to arrive after customers who had fled the store called 911. Witali Miloslawski, 31, of no fixed address, has been charged with assaulting a police officer, theft and carrying a concealed weapon among other charges. - Jeremy Grimaldi

Snowmobiler badly hurt Police are seeking witnesses and security camera video after a collision involving a snowmobile in King Township. On Sunday, Jan. 3, at 4:06 a.m., York Regional Police responded to a serious collision on a rural property in the area of Keele Street and Strawberry Lane. Investigators believe a 36year-old man from Stouffville was riding a snowmobile on the property when he struck a boat that was stored on the property. READERS’ CHOICE AWARDS VOTE FOR YOUR

FAVOURITE NOMINEES! Vote in the paper today or on

yorkregion.com

Communities can help support local businesses Owning a business is the goal of many would-be entrepreneurs. Being your own boss has certain perks, including making your own hours and not having to report to anyone but yourself. But owning a business is a lot of work, especially for new business owners trying to get their businesses off the ground. According to Bloomberg, eight out of 10 entrepreneurs who start businesses fail within 18 months of opening their doors. Local businesses face an uphill battle to survive, but there are many things residents can do to support these valuable additions to their communities. • Shop locally. Shopping locally not only supports local businesses, but it also contributes to the local economy. Shopping locally keeps money in the community, which can benefit everyone. Shopping locally produces a trickle-down effect, as local businesses that are thriving may patronize other local businesses, and so on. This, in turn, helps grow other businesses in the community, making it a nicer place to live and work. • Spread the word. Word-of-mouth advertising is effective. A respected member of the community who shares a good experience with a local business may propel others to patronize the busi-

ness. Speak up when you feel a business owner has provided an exceptional level of service. Recommend a company to friends and neighbours. You also may want to review a business via online rating websites. • Attend grand openings. Each community is unique, and often the vibe of a community is defined by the businesses that call that community home. Attend grand openings to show you are invested in the quality and vitality of your community. When others see a business doing well, they may be more inclined to shop there as well. • Apply for work. Another way to support a local business is to work for one. Small local businesses employ millions of people across the country, and many foster great working environments. In addition, small businesses are known for their customer service, and employees often become experts in their products and services because of the hands-on experience they gain while working for small businesses. Supporting and celebrating local businesses can instil a sense of community pride and benefit the local economy in a myriad of ways.

Magazine hails local YouTube star Singh A Markham woman who is a comedy star on YouTube has been named by an influential U.S. magazine as one of the world’s rising young stars. Lilly Singh is best known on YouTube as “Superwoman”. Singh, who grew up in Scarborough before her family moved to Markham, has a degree in psychology from York University. She creates comic videos about her life and family, amassing 7.5 million YouTube subscribers to date. She also has more than 1.2 million followers on Twitter. “Lilly Singh is part of a new generation of stars that has used YouTube to gain a following,” Forbes says of her on its website. “This Canadian comedian, known to her fans as Superwoman, both raps and performs stand-up; she made millions last year thanks to a world tour and other ventures.” The 27-year-old posts two videos a week. Each five to 10 minutes long, they cover a variety of topics from the conservatism of Indian families to texting and Instagram. They’re punctuated by one-liners and her famous confused catchphrase sound effect, “Shemurr?” According to her YouTube profile, she’s a “sassy South Asian female that makes you laugh, makes you think and most importantly, makes you feel good.” This isn’t the first time Singh has been recognized by Forbes for her online heroics. Last year she placed eighth on a list of YouTube millionaires, with reported earnings of

Markham’s Lilly Singh is a YouTube sensation with millions of subscribers. $2.5 million. Last spring Singh released “#IVIVI” a musical ode to all things Toronto. The video features countless references to the city, including scenes on a TTC streetcar and on the court of the Air Canada Centre. Singh, who was in the process of moving to Los Angeles late last year, told the LA Times she is also working on a movie “A Trip to Unicorn Island,” which follows Singh during her world tour of the same name. “It will cover lots of stories,” she told the Times. “Not only my story with my life and my emotions and my growth, but me becoming a boss, becoming a business owner, learning how to go on a world tour … It’s this really cool amazing, interesting journey.” — with files from Torstar News Service

Muzzo won’t plead guilty to all charges in crash that killed 3 kids, grandfather By Jeremy Grimaldi

Jgrimaldi@yrmg.com

After months of court hearings, recriminations, talk of plea deals and overflowing public anger, a window into an eventual outcome opened yesterday after it was announced Marco Muzzo will plead guilty. Although it remains unclear exactly what kind of sentence is being requested by the defence or Crown, Muzzo’s lawyer, Brian Greenspan, said by admitting guilt, his client is showing “remorse and contrition”. Muzzo faces 18 charges, including impaired driving resulting in death, after the Vaughan crash wiped out a large part of Brampton’s Neville-Lake family. Killed in the crash were three young children — Daniel Neville-Lake, 9, Harrison Neville-Lake, 5, and Milagros (Millie) Neville-Lake, 2, and their grandfather, Gary Neville. Josephine Frias and Neriza Neville were also hospitalized following the crash. Justice Michelle Fuerst will hear submissions as to what kind of sentence both sides are seeking — something neither the Crown nor the defence would say out loud yesterday — and then she will make a decision. Although Greenspan told gathered media there will be no “plea deal or bargain”, he also refused to disclose if there will be a financial settlement and notified the media his client will not be admitting guilt to all 18 charges. He said while there will be no joint submission, there will be an agreed statement of facts that lawyers will hammer out. “Marco Muzzo has always accepted full

responsibility for his actions and conduct,” Greenspan said outside the court. “He said that in the first meeting. It’s been a very long and difficult ordeal. He wants the chapter to be closed as soon as possible. This is an acceptance of responsibility for what occurred.” He added that in all his 40 years practising law, this has been the most expeditious case he’s ever worked on. The admission came as cold comfort to Jennifer Neville-Lake, who said while a guilty plea means Muzzo is standing up and “acknowledging guilt” she added that, at the end of the day, Muzzo is the “reason my children aren’t here, my dad, too”. She said that while it won’t stop the pain, she might eventually learn how to carry her “broken heart around”. “We’re still living on Sept. 28... we still haven’t processed this. On Sept. 27, I woke up and I had kids, I went to bed for a few hours and then I didn’t.” As far as the sentence she’d like to see, Neville-Lake said she refuses to focus on numbers, as it leads people to be “consumed by hate”. “That’s not what I taught my kids, that’s not what my dad taught me,” she added. Neville-Lake said that while a guilty plea may allow her to take some time for herself, she also said that coming to court seemed like the only thing she had left. “(Coming to court) is the only thing left that we can do for them. When it’s over, I don’t have to get out of bed. I can stay in bed and cry all day.” Muzzo, 29, from King, will come back to court on Feb. 4 to plead guilty and there will be submissions Feb. 23 and 24.

Chinese language daily paper closes local office, lays off staff By Jeremy Grimaldi

Jgrimaldi@yrmg.com

One of Toronto’s three daily, paid Chinese language newspapers has shuttered its Markham offices and stopped publishing. A reporter for the World Journal, who lost her job, told the Markham Economist & Sun that the newspaper, which published news targeted at the Taiwanese-Canadian community in the GTA, put out its last edition Dec. 31, resulting in the loss of 16 jobs. The closure comes after a Facebook message to readers in Vancouver last week stated the decision came down the pipe from the World Journal’s North American head office in New York. “We found out about two weeks ago,” said the reporter who spoke on a condition of anonymity, as she is hunting for a new job. “We don’t know the real reason because it was a head office decision. But we are all very surprised and shocked and sad.” The two other main Chinese-based publications in Toronto are Sing Tao Daily, owned in part by Torstar Corp., and Ming Pao, which serve a large Chinese immigrant population centred in Markham and Scarborough.

The World Journal, with offices at Warden Avenue and Alden Road, near Hwy. 407, is owned by the parent company of United Daily News in Taiwan. An article in the Vancouver Sun said on top of recent struggles in the newspaper industry with the movement of readership online, immigration waves might have also played a role in the paper’s demise. “Recent immigration trends presented World Journal with challenges, in addition to general newspaper industry problems,” reads the report by Chuck Chiang. “Since the immigrant wave in the 1990s, Chinese-speaking immigrants to Vancouver have largely come from Mainland China, rather than Taiwan or Hong Kong. Other Chinese news outlets report that the World Journal’s Canadian operation has been losing money for several years, although its American edition remains profitable.” While the Canadian editions have ceased publication, the paper is expected to focus on its U.S. operations, where it has editions in major centres including New York City, Boston, Chicago, Dallas, Houston, Los Angeles, Philadelphia and San Francisco.

When the National Hockey League takes a break from the 2015-16 regular season schedule, Steven Stamkos won’t be spending his downtime relaxing. The 25-year-old Markham native and veteran Tampa Bay Lightning captain was chosen to take part in the upcoming 2016 Honda NHL All-Star Game in Nashville Jan. 31, the NHL said in revealing the participants Wednesday. Stamkos was chosen to play for the Atlantic Division squad, which includes Markham Islanders’ alum and Montreal Canadiens’ defenceman P.K. Subban. For Stamkos, his appearance in the allstar game marks the fourth time he’s been selected in his career. Under a new format that will be utilized for this year’s game, a total of 40 players were selected by the NHL and divided into four teams (Atlantic Division, Metropolitan Division, Central Division and Pacific Division) comprised of six forwards, three defencemen and two goalkeepers. The all-stars will take part in a three-game tournament, played in a three-on-three format, and featuring teams representing each NHL division. The former first overall draft pick by the Lightning in the 2008 NHL entry draft, Stamkos is in his eighth season and has 17 goals and 13 assists in 40 games this season. In addition to the game, which is scheduled to begin at 5 p.m., the league will host its annual all-star skills competition Jan. 30 at 7 p.m.

the CJHL announced Wednesday. Currently in his second season with St. Michaels, the six-foot, four-inch, 187-pound forward was one of 20 players who will suit up for the Team East squad. Coming off a rookie campaign where he had three goals and 12 assists in 52 games last season with St. Michaels, Searles is the club’s fourth-leading scorer this season with 13 goals and 18 assists. The CJHL Prospects Game was created to showcase the top National Hockey League prospects in the CJHL as identified by NHL Central Scouting. Hilary Moylan connected with everyone she met By Jeremy Grimaldi

wo words come to the minds of those closest to Hilary Moylan when they’re asked to recall her personality. Loving and stubborn. Of course, there are many other adjectives that suited her: beautiful, fun-loving, generous, genuine, witty and wickedly smart. Growing up, Hilary had the sort of childhood that many can only wish for, although her mother and father split while she was still young, she benefitted from plenty of close friends and family, who meant the world to her. Her mother, Aurora’s Nanett Moylan, said what amazed her most about her daughter, was her ability to bring those around her together, no matter what may divide them. “She was a planner by nature, a fixer,” she said, cradling a cup of tea in her hands. “She was so much stronger than I was, she was so confident, she was a force. The way she dealt with people was amazing. How she could persuade and read people, she knew how to get results and accomplish goals.” Nanett recalled how Hilary could develop lifelong bonds with so many people around her,

to land herself a summer job at Pine Farm Orchards in King City, gaining ever more responsibilities, until she was often left in charge. Along with those qualities, Hilary also developed a strongmindedness that many would come to admire. “Stubbornness was really a trademark of our relationship growing up and I love her for it,” according to her cousin, Derrick Emsley, who spoke at her funeral on Dec. 11. “It’s what made her so special. The question wasn’t if we would get in a fight, it was who would Hilary pick to be on her side that day, because we both wanted to be that person. Kalen (his brother) and I were both so quick to drop one another for the sake of being on Hilary’s team. She was too stubborn to fit anyone else’s definition of who she should be.” It’s all these positive qualities that have left those closest to her with so many questions surrounding the mental health struggles that would eventually lead to her passing. Hilary continued to thrive throughout her post-secondary years at the University of Ottawa. And after graduating, she landed what most girls her age would deem the opportunity of a lifetime – organizing events for a

successful Ottawa lobby firm. She had a successful boyfriend and, from the outside looking in, everything appeared great for the beautiful graduate. However it was around this time that anxiety would come to control much of her life. Despite her mother explaining that in high school it was usually Hilary dragging home friends who’d had too much to drink, at some point, she said Hilary started drinking to cope with her internal struggles. Soon after the alcohol abuse became known to the rest of her family, Hilary was hospitalized three separate times. Those stints did not last and although there were other attempts to address her issues, she continued to suffer. Hilary died peacefully as the result of an accidental overdose of alcohol on Nov. 30. In Hilary’s place, only good memories and sadness remain. “There’s a great deal we’ll never understand or put together,” said Nanett. “We don’t know when, but at some point in the last couple of years something happened. In retrospect, it’s clear we didn’t understand. She thought she could deal with it. She was ashamed of the person she thought she had become and so she hid that.”

The Regional Municipality of York continues to plan for future water and wastewater servicing and is looking for your input. York Region is expected to grow to 1.79 million people and 900,000 jobs by 2041. To accommodate this growth and be at the forefront of best practices, York Region is reviewing and updating its Water and Wastewater Master Plan. The Water and Wastewater Master Plan ensures water and wastewater systems meet current and future demands and are able to provide safe, cost-efficient and reliable services to the Region’s communities.
