City ponders new rules, or not, for Uber, taxis By Amanda Persico

Markham taxi drivers are turning to the city create a level playing field for the regulated and licensed cabs. On Monday, city staff made a presentation on the implications of Uber and how the new transportation network company fits into the city’s bylaws. Uber, which operates in more than 300 cities around the world, is a ridesharing app that connects passengers with drivers and offers a flat-rate fee with the ability to pay via mobile device. “We’re the good kids. We’ve paid our dues,” Markham taxi driver Mansoor Iqbal said during this week’s general committee. “Why are we being punished?” The city’s current bylaw does not include provisions for Uber, where users can hail a cab through a mobile app. The city does, however, regulate the base cab fare as well as license cab drivers and charge an annual renew fee. Taxi drivers are losing about 40 per cent of their business to Uber during the week and about 80 per cent during high volume times, such as weekend nights, Iqbal said. “On weekends, (Uber drivers) come out and business dries up,” Iqbal said. “If they come here unchallenged then they will come over and over again. The city needs to discourage this activity.” Uber argues it is not a taxi company. Instead, it is a new business model distinct from the taxi service, said Uber

communications lead Xavier Van Chau in an email. But to call Uber a rideshare company undermines the taxi industry, argued Spiros Bastas, general manager of Royal Taxi. “Ridesharing is if you go to work and someone tags along,” he said. “If you drive from Point A to Point B and collect a fare, that is a taxi company.” Many taxi companies in Markham have mobile apps that offer the ease of ordering a cab as Uber, Bastas said. “It’s not a technology issue, because we have that technology already,” he said. “The No. 1 reason is the price.” Another issue raised was the cost of commercial insurance for a taxi driver, which is from $6,000 to $7,000 a year, compared to the average personal insurance of about $1,200 a year. Personal auto insurance does not cover cars used as a taxi. If a licence taxi driver’s insurance is cancelled or is not in good standing, the insurance company notifies the city’s bylaw department. That does not extend to private or Uber drivers. The insurance industry is currently looking at a middle ground between personal and commercial insurance policies to include rideshare programs, said city clerk Kimberley Kitteringham. It is unknown how many Uber drivers or rides take place in Markham. Toronto sees about 17,000 Uber trips a day and there are 15,000 to 20,000 new Uber users

a day. City staff recommended taking a GTAwide approach to Uber. “Why did Uber appear? Because the industry is over regulated,” said Councillor Colin Campbell. “Uber is the next Microsoft. It’s not going away. We can make our own rules, then Richmond Hill make their own rules, then Vaughan. That will create havoc.” Councillor Don Hamilton called for the city to do away with taxi regulations and allow the industry to regulate itself. “Why are we involved?” he said. “Why not open it up, get rid of the taxi regulations and let everyone use Uber or something like it. There’s a level playing field.” City staff are working with other GTA municipalities to come up with a standardized approach, that could see a provincewide taxi license, similar to marriage licenses issued by municipalities. Another possibility could be reducing the city’s license and renewal fees as well as reducing the city’s pre-set base fare. Uber provides an opportunity for to look at the city’s regulatory framework, Kitteringham said. “We’re at a crossroads with a number of industries,” she said. “We have to be careful not to go down the rabbit hole and say this is an enforcement issue,” she said. “This is a complex policy issue.” “We believe the right path forward is to develop common sense regulations,” said Van Chau of Uber.

The cost of water is going up. Markham staff this week proposed a 7.8 per cent increase in water and wastewater rates in 2016, bringing the water and wastewater rate up to $3.5751 per cubic metre from last year’s rate of $3.3154 per cubic metre. For the average household that uses about 217 cubic metres per year the proposed increase will add about $56 to your annual water bill. Markham’s proposed 2016 water rate includes a 9 per cent increase from the region as well as the city’s infrastructure and reserve surcharge and annual operation costs. Last month, the region set its water and wastewater rate increases, which will see a 9 per cent hike each year to 2020. In 2007, the city approved a water and wastewater infrastructure surcharge that is phased in each year until the 2017 rates. The region’s portion of the $56 increase is about $48 or about 85 per cent of the total rate increase. Part of the region’s price goes to purchasing water from Toronto and Peel. But the issue with buying from neighbours to the south is Toronto is charging higher rates to recoup costs for replacing its aging infrastructure, the city’s environmental services direction Peter Loukes said. “There is no national policy on water. We don’t even have one at the region,” Councillor Logan Kanapathi said. “The region is a broker. There are too many brokers before the resident turns on the tap.” Councillor Valerie Burke agreed, arguing there should be more of a breakdown on how the money is spent, especially at the regional level, similar to the property tax brochure that breaks down where funds are spent penny by penny. For every 1,000 litres – or 1 cubic metre – the city buys from the region, the city sells about 890 litres. The missing 110 litres are attributed to water loss with about 90 litres lost due to pipe leaks and watermain breaks, about 12.5 litres due to inaccurate water meter readings, 5 litres from pipe flushing and fire fighting and 2.5 litres from water theft. Councillor Don Hamilton challenged city staff to find further efficiencies to reduce the amount of lost water the city still pays for. “All I see is water going up, up, up each year,” he said. Water isn’t the only basic utility creeping up in costs, Hamilton added. City staff compared water rates to other basic costs such as costs for cellphone plans with data, high speed Internet, cable and landlines. Water and wastewater came in the middle of the pack, with the average family in Markham spending about $676 a year – after the proposed increase. Councillor Karen Rea took exception to the comparison. “If I didn’t have any money, I can get rid of my cellphone, landline and cable,” she said. “But you can’t get rid of your water. Everyone needs water.”

supported by PowerStream’s other shareholders Vaughan and Barrie, Markham’s share decreases from about 35 per cent of PowerStream to about 16 per cent of the new power distribution company. There is also the purchase of Hydro One Brampton for $607 million, of which Markham’s share would be between $43 to $47 million. The word of the night was synergies, with many residents expressing concern if the merger would actually result in savings for the customer. One of the proposed synergies is a decrease in operation costs as well as a decrease in staff. There could be a loss of about 250 to 270 jobs over three years. About 80 per cent could come from early retirements. Markham residents can expect to see about $24 to $35 annual reduction on their hydro bills, but not until year five or six. Mayor Frank Scarpitti said while residents vote council in or out, council should also listen to local business owners who are also poised to save money on the deal. Businesses can expect to see between $70 to more than $14,000 in savings on electricity costs, depending on the size of the business. “We have to look at the businesses and their employees as our constituents as well,” Scarpitti said. “They struggle everyday to keep their doors open. They create jobs and they pay property taxes, too.” Regardless of how you look at it, a savings is a savings, argued Regional Councillor Jim Jones. The merger is expected to be finalized by March 2016.

Police are concerned there may be more victims after a couple who worked for math tutoring businesses in Toronto and Markham, were charged with gang sexual assault. On Tuesday, police arrested a man and his fiancée for the gang sexual assault of a 14-year-old girl. It is alleged the man is a math tutor and was the 14-year-old girl’s teacher for a number of years. His fiancée had volunteered at the same school. The couple befriended the girl and the girl attended the home of the couple, in the Lawrence Avenue East and The Donway East area, on numerous occasions. In 2014, the girl was sexually assaulted at the home by the couple, police allege. Police believe there may be other victims. The male suspect has been affiliated with numerous schools working as a private math tutor and volunteering. They were also affiliated with Spirit of Math at two locations from September 2011 to August 2014: 9291 Markham Rd., Markham, and 230 The Donway West, Toronto. Kevin Chan, 32, and Kayla Drumonde, 23, of Toronto, are each charged with gang sexual assault and sexual interference.

I

was an English major at university, meaning I got to read books by Dickens not everyone gets to (or should I say, is forced to) read. At university, you may stay out late drinking beer with your pals, meaning when reading long Victorian novels the next day, your eyelids tend to ... feel ... zzzzz. But eventually I did get through Dickens’ Bleak House, which contained a character I will never forget, as she reminded me of people I used to encounter at university, have run into since or see in the mirror. Mrs. Jellyby, she was called, was very worried about the fate of people in Africa and proclaimed it loudly, but was not overly concerned about her own family, living under the same roof as she. Her youngest child has his head stuck between the railings on the stairs when we are introduced to him. She is oblivious, hard at work on her charity mission. In some ways I see a small army of Mrs. Jellybys has emerged from among us as Canadians — spending a lot of money to help a tiny fraction of the people in desperate need to show the world how great we are, a “moral superpower”, a term I heard recently for the first time and which seems to apply here, while showing the newcomers how to adapt to our great way of life. Here’s a tuque. Here’s a hockey stick. This is Tims. Enjoy. (On university campuses, they call this Imperialism.) To bring 25,000 newcomers from one part of the world is practically nothing in a country of 33 million. The previous 10,000 commitment was a drop in the bucket. The new government has out duelled their adversaries by upping it to two and a half drops. There are millions of refugees living in camps in Turkey and Jordan who’ve been there for years. There are millions of refugees in camps in Africa, too, from other conflicts, droughts, famines. Clearly we can’t help them all by bringing them here without more of a sacrifice on our part, which at this point we are not making. To me, what we’re doing now is largely symbolic, feel good, and political. Could we do more good for more people by simply sending

Bernie O’Neill our billions to where they can help more people in the camps and doing more on the world stage to end conflicts? Most likely — if we felt we could trust our money got to the people who needed it. At the same time, we should be trying to find solutions, as former prime minister Lester Pearson did during the Suez Crisis. Meanwhile, we label anyone who might disagree with the haste with which we implement our plan, in the wake of a horrible terrorist attack, “a racist”, which is the double-barrelled put-down of all put-downs. Now that the government has even admitted the deadline is too tight, that security is a priority (though I’m pretty sure it needs to be THE priority) let us hope the word racist will stop being thrown about so freely and we can get people here in a safe, orderly fashion. While it is wonderful to see people mobilizing to help refugees, you wonder how many of us do enough to help out others who need help. There are lots of people, old, poor, sick, disabled, who face mighty struggles here already. Unfortunately for them, it is not as glamorous or supportive of a political cause to give them a hand. Some of us do, but plenty of us don’t lift a finger. Something for all of us Mrs. Jellybys to consider, myself included. I was raised in the Catholic church (where a frequent sermon was that charity should be anonymous or done without seeking accolades) but don’t go to church now, as I’ve long felt organized religion, of all kinds, is about dividing people, “moral superiority” etc. Perhaps if there was less religion in the world there would be fewer people seeking refuge from its practitioners. Let’s help the refugees. And let’s tone down the talk of our moral superiority for doing it.

LETTERS TO THE EDITOR Refugee coverage misleading, evasive Re: ‘Not moved by fear,’ say refugee aid groups by Lisa Queen and, Do we close our doors in the face of terror, column by Marney Beck, Nov. 19. Your coverage was misleading and evasive. Reporter Lisa Queen may have been misled by her source, Susan McGrath, who told her most Syrian refugees are women and children. But the current migrant issue is not with Syrians displaced by war, who are mostly stuck there and would benefit more if the Western powers established protected zones, but with the stream of migrants entering southern Europe. They are about two-thirds adult males (UN High Commission for Refugees statistics I have seen range from 62 per cent to 78 per cent). Aylan Kurdi, whose death Ms Queen’s source, Rev. Joan Masterton, says pushed the migrant issue forward, had been living in Turkey, not

Syria, before his parents attempted the sea voyage that killed him. A significant number — probably over a quarter — of the migrants in Europe are from Central Asia or the Horn of Africa, not Syria. And if you’re in Syria, and simply trying to get away from the slaughter, you don’t have to go all the way to Germany — or Canada — to do it. Painting the migrants as fleeing their war-torn homeland is misleading and a bottom-drawer cliché. Marney Beck misrepresents Premier Brad Wall of Saskatchewan as “fanning the flames against all Muslims”. He did no such thing; he was simply skeptical about fast-track admission of refugees. Her assertion that the Paris attackers were largely French neglects to point out the apparent ringleader, Abdelhamid Abaaoud, had been deported and then re-entered Europe possibly posing as a refugee. Ms Queen says the attackers were Belgian, yet some media reports say three

terrorists passed through Greece before the attacks. As for the news story’s premise that “fear” is what motivates those advising caution about the current crop of migrants, prudence, wisdom and a need for solid evidence are not fear.

Don’t fear refugees Re: Do we close our doors in the face of terror, or open them? column by Marney Beck, Nov. 19. Ms Beck’s column hit the nail on the head in regards to the refugee crisis in Syria. Those seeking to escape the country are not the ones who are the extremists. In the multicultural GTA, virtually all Muslims are not terrorists. Ultimately, one likely has a better chance of getting struck by lightning while checking their $50 million lottery ticket, than dying in a terrorist attack from a Syrian refugee.

Out with York Region Emergency Medical Services, in with York Region Paramedic Services. York councillors approved changing the EMS name at a recent meeting. It will cost about $50,000 over five years to replace signs at stations and $1,000 to change stickers on automated external defibrillators. However, the region will minimize most of the costs by phasing in the name change over time. For example, every year, the region updates the graphics on 20 per cent of its fleet. Vehicle decals with the new name will be phased in over five years, meaning there will be no additional cost. If the decals were changed immediately, it would have cost $100 a vehicle for a total cost of $9,500. New uniforms will also be phased in over time, resulting in no additional cost.

Station flags are replaced twice a year, so there will be no additional cost to change them with new ones. All other regions in the Greater Toronto Area, as well as a majority of communities elsewhere in the province, have already switched from EMS to paramedic services, a report to the committee said. “The renaming of emergency medical services to paramedic services is uniquely prominent across Ontario in order to more accurately reflect the work paramedics perform,” the report said. “The use of paramedic services distinguishes paramedics from other service providers such as fire services, many of which have adopted fire and emergency services.” To date, 27 former EMS services in Ontario, or 54 per cent, have changed their names, including Toronto, Durham, Peel, Halton, Simcoe, Waterloo, Hamilton and Ottawa.

Purchase Art by Artists With Autism The South Asian Autism Awareness Centre (SAAAC) presents their art exhibition showcasing work by young adults with autism. Starting six months ago, the arts program has helped produce incredible work. “We wanted to provide our students the opportunity to be recognized as creative equals”, says Kingston Yogendran, worker at SAAAC. “When the public sees the hard work and dedication that went into these paintings, they will not see the disability of our students, but rather the skill that went into creating some beautiful art”. With the direction of Amir Akbari, the art instructor, many of the artists were able to overcome intellectual and communication difficulties. Most students are non-verbal or have behavioral issues, but were able to use the program to engage in self-expression and development. “To see someone come into class, gather their supplies and sit down for a lesson is worth celebrating”, says Akbari. “Most people won’t see how complex these steps are, but it’s a lot of work for someone with autism. Doing things on their own shows growth and learning”. Admission is free and visitors will be able to purchase artwork, 50 per cent of sales will go to the artist, the remaining goes to enhancing SAAAC’s arts classes. Another priority of mine is local democracy. In 2013, I introduced a Private Member’s Bill that would amend the Ontario Municipal Act to make the position of York Regional Chair elected. Unfortunately, it did not get passed before the election. It was re-introduced by my colleague, MPP Chris Ballard, in 2014 as Bill 42. Considering the size and scope of York Region, regional chair is a position that holds a tremendous amount of influence over how residents receive services. The responsibilities of the regional chair-

person have dramatically increased as York has grown. It was a purely administrative role, but no longer. Today, it is responsible for large budgets and critical decisions that affect the lives of more than 1 million people. I was delighted when, earlier this month, the majority of Markham, Stouffville and Aurora councils agreed the position should be elected, by voting to support Bill 42. Markham Regional Councillor Joe Li brought a motion, seconded by Stouffville Mayor Justin Altman on Nov. 19 that asked council to support the direct election of the York regional chair. It was a bit disappointing to learn council voted to defer its vote on this motion; however, I would urge you to contact your local member of regional council to learn more about this important issue. This Saturday, Nov. 28, I will be participating in the annual Markham Santa Claus Parade. This is one of my favourite events of the year and I hope to see many of you there. Oak Ridges-Markham is growing. I was pleased to announce in November two new schools will be built to accommodate this growth. An elementary school will be built in the southeast portion of Stouffville at Yakefarm Boulevard and Raxlin Street. It will have room for 600 students from kindergarten to Grade 8 and will include a state of the art facility for fullday kindergarten. In Richmond Hill, Conseil scolaire Viamonde school board will be receiving funding for a brand new school. Académie de la Moraine will have room for over 250 students, as well as 50 daycare spaces for children 18 months to age four. The total investment made by the province for these projects is more than $16 million. I’m proud to be part of a government that believes investments in transit can both grow the economy and improve quality of life. I’m happy to announce York Region will receive more than $15 million from the Gas Tax program this year. This brings its 12-year funding to $146 million. Funds help improve and expand much-needed

Body found in van near boarded-up farmhouse York Police were investigating after a man was found dead in a vehicle near a vacant house on Kennedy Road in Markham. Several police cars were on the scene Tuesday afternoon near the

boarded-up farm house at 10537 Kennedy Rd., south of Elgin Mills Road. The building appears to be near the location of the former Forsythe Family Farms, which was sold to

The Middle East refugee crisis has received plenty of attention in Canada, part of which has been heard in Markham. As a means of answering the call to help those seeking a new place to live in a safer environment, St. Patrick’s Catholic Church went out to do their part durinf their annual fall bazaar last Saturday. During their one-day event, the church raised close to $1,100 to assist in bringing two refugee families from Syria and Iraq into Markham. Also stepping to the front that day were some vendors, who donated a portion or all of their sales to the cause. “I love to give back. This is a wonderful project that was started by our archdiocese,” said Lisa Pinnock Fernandes, an independent consultant for Epicure. Selling her company’s gluten-free alternatives at the bazaar, Fernandes said what caught her attention was the cost it takes to assist just one family of four people — that being close to $30,000. “When I heard about the archdiocese wanting to bring in two families and it takes close to $30,000 to settle each of them, I was inspired to do something.” Rounding up whatever items they could from their neighbourhood to sell at the bazaar, Rose Marie DeSouza said it was the least she and her husband could do. “We’re donating all of our proceeds

While the funds raised from the bazaar might seem small in number, it will go towards the bigger picture in St. Patrick’s Catholic Church’s objective in raising a total of $60,000 to assist the two, four-member families. The decision to assist the two families, Tania DeSouza recalled, began in September when the St. Patrick’s archdiocese launched Project Hope. A former refugee who came to Canada in 1972 from Uganda and currently serving as member of the St. Patrick’s Catholic Women’s League, DeSouza said since the start of Project Hope, they are well under way towards fulfiling their objective, as close to $37,000 has been raised. “We’re responsible for things like housing resettlement and education,” she said as to where funds raised will be allocated. As well, the Catholic Women’s League will try to contribute other necessities, including nearly new clothing items and furniture. With so many families presently seeking refugee status, DeSouza said the number of families their archdiocese could sponsor was determined by the Office for Refugees, Archdiocese of Toronto. While they know which refugee families they are assisting, Kathleen Koyama, another member of the St. Patrick’s Women’s Catholic Women’s League, said the status as to when they will officially arrive is still not determined.

Things to consider before buying this holiday season Few holiday shoppers can resist a great deal. Whether it’s heavily discounted merchandise on Black Friday or last-minute sales for shoppers who procrastinate, there are deals to be had from the start of the holiday season until its unofficial end sometime around New Year’s Day. But not all deals are what they seem. Many a shopper has swiped their card on a gift for a loved one only to find out later they overspent or didn’t read the fine print and subjected themselves or their friends and family members to potentially costly fees. The following are a handful of things shoppers should consider before making any purchases this holiday season.

Restocking fees As thoughtful as holiday gifts may be, many are ultimately returned. Recipients may already have similar items at home or find a particular gift does not suit their personal styles. Because returns are so common, shoppers should read the fine print before buying gifts to ensure their purchases are not sub-

ject to restocking fees if they must be returned. Restocking fees can apply to any product, but they are most often applied to electronics. A restocking fee is a charge the person returning the gift must repay upon bringing the gift back to the store or mailing it back to the warehouse. Restocking fees often apply to items that are not returned in their original factory-sealed box, and these fees can be exorbitant, sometimes as much as 20 percent of the cost of the product. So before buying that big-ticket television or appliance, holiday shoppers should ensure the item’s recipient will not be subject to a considerable fee if he or she decides to return the gift.

Extended warranties Many items come with manufacturer warranties that cover damaged items for a predetermined period of time. But many shoppers want to go the extra mile and buy extended warranties that protect the products for longer periods of time. While that’s good in theory, studies from Consumer Reports have shown that products rarely break with-

in the time period covered by extended warranties, meaning shoppers are simply buying a false sense of security they’re unlikely to ever use. When considering an extended warranty, first research the product you want to buy by reading customer reviews of the product on popular sites such as Amazon.ca. Such sites can offer valuable insight with regard to how reliable products are. If multiple reviewers note that a given product has never given them a reason to reconsider their purchase, then you likely don’t need an extended warranty. If you still want the extra protection, read the fine print of the extended warranty so you know just what it does and does not cover.

Return policies Because so many gifts are returned once the holidays have come and gone, it’s important to understand a retailer’s return policy before buying a gift for a friend or family member. In-store purchases may be subject to different return policies than items bought online, which may need to be returned via

the mail, a potentially costly expense for the gift’s recipient depending on the size of the gift. Try to shop only at stores with flexible, consumer-friendly return policies so your friend or family member does not have to jump through hoops just to return the gift. Resisting a holiday deal can be difficult. But shoppers should first read the fine print before making any purchases so they can rest easy knowing they made the best decision possible.

Save money this Cyber Monday While Black Friday, the day when many retailers drastically reduce their prices in recognition of the first official day of the holiday shopping season, remains wildly popular among holiday shoppers, in recent years the day after Thanksgiving has gotten some competition in the way of Cyber Monday. Cyber Monday is the Monday after Thanksgiving when many retailers, in particular those that are online-only, offer heavy discounts via their websites. Instead of Black Friday traditions like waiting outside stores in the wee hours of the morning, holiday shoppers who can wait until Cyber Monday to start buying gifts can do so from the comforts of their homes or offices. Many Cyber Monday discounts are already set in stone. But savvy shoppers can employ a few additional strategies to make sure they’re saving as much money as possible. • Be ready to buy. In the days leading up to Cy-

ber Monday, make a list of what you want and, if possible, which retailers will have the best deals on those items (retailers may or may not advertise their Cyber Monday deals in advance). Some retailers only offer Cyber Monday deals during a relatively small window of time, so you don’t want to waste time comparing prices with other retailers and risk missing out on a great deal. Make sure such legwork is completed before the arrival of Cyber Monday. Knowing what you want also increases the likelihood that you will get what you want on Cyber Monday, which may enable you to take advantage of free shipping deals that won’t be available later in the season. • Buy smart. When shopping on Cyber Monday, it’s easy to be overwhelmed by sticker prices. But even the most heavily discounted items may be subject to substantial fees, negating the savings and, in certain instances, costing you more

money than if you were to simply buy the item in-store. Before making any purchases on Cyber Monday, determine the shipping and handling fees and any other additional costs that may offset the deal you think you’re getting. If a deal is simply too tempting to resist, see if there is an in-store pickup option to save you the cost of shipping and handling. • Know the rules. Just because you won’t be waiting in line outside a store in the middle of the night on Black Friday does not necessarily mean you won’t have to get up early to take full advantage of Cyber Monday deals. In the course of doing your Cyber Monday homework, you may find certain items that you simply must have. When you find these deals, read the fine print so you know the rules regarding each specific deal. Some may say “while supplies last” or “limited supply.” In such instances, determine when the

sale starts and be ready to go the moment the item goes on sale. • Resist temptation. Cyber Monday deals are often hard to resist, but holiday shoppers should stay disciplined and buy only those gifts they need and not heavily discounted items they are unlikely to use. Buying items you don’t need can stretch your holiday budget and distract you from the shopping you need to do. • Stack ‘em up. Stacking is a term used to describe the use of multiple coupons or discount codes on a single purchase. Many retailers do not allow customers to stack discounts, but some do. Take advantage of those that do. Cyber Monday has grown in popularity as more and more consumers do their holiday shopping online. But shoppers can save even more money if they employ a few saving strategies this Cyber Monday.

For Edmonton Eskimos wide receiver Shamawd Chambers, the start to the 2015 Canadian Football League campaign was frustrating. He was placed on the sixgame injured list after incurring an ACL injury last season. These days, the 26-year-old Markham District High School grad is on Cloud 9. Returning to the active roster during Week 15, Chambers has played an integral role down the stretch to help the club finish atop the West Division with a 14-4 mark. He hauled in two catches for 28 yards when the Eskmos defeated the visiting Calgary Stampeders 45-31 in the CFL Western Conference final Sunday. Edmonton punched their ticket to the 103rd Grey Cup where they face the Ottawa Redblacks in Winnipeg this

Holly’s young life ended far too soon By Chris TraBer

arol McGruthers is testament to a mother’s boundless love for a child. Her late daughter, Holly, was a monument to perseverance. Challenged from birth by the rigours of arteriovenous malformation, known as AVM, Holly passed away Aug. 4, 2005, 12:20 p.m. Carol’s reminiscence of her daughter’s 33 years of life is as precise as it is poignant. On the 10th anniversary of Holly’s death, Carol still grieves. Time hasn’t healed the wounds. Her pain is palpable, the tears unbridled. The melancholy milestone is an opportunity to pay tribute to a remarkable child, Carol said. It is also a welcome occasion to publically acknowledge the many people who heartened, encouraged and inspirited Holly along her difficult way. Holly’s 43rd birthday would have been Nov. 30. Carol harkens back to that date in 1972, 12:17 p.m. “Right away, we knew something was very wrong,” she said haltingly. Doctors diagnosed the girl with AVM, a tangle of abnormal blood vessels connecting arteries and veins. It can develop randomly in the body. In Holly’s case it was in the neck and head, causing aneurisms.

Before age six, Holly had seen 25 specialists and endured many procedures. The illness limited her sight and hearing. “Holly was a quiet, loving and sharing person of faith,” Carol said. “Most doctors didn’t think she’d live to age five. Her faith was really strong.” Carol credits her family’s support and that of a network of professionals, friends, neighbours and even strangers for helping Holly at every fragile stage. “Nurses, doctors, physicians’ wives and secretaries did special things for her,” she said. “They would invite Holly to the hospital for a gift from Santa Claus. Firefighters and paramedics came to save Holly’s life several times.” Newmarket-born Carol and her family, including husband Percy and son Tim, settled in River Drive Park near Holland Landing. Holly enjoyed the waterfront and parks, exploring on her bike and scooter. “Everyone knew Holly,” her mother said. “The neighbour kids watched out for her, protected her.” Neighbour Sam Reid, keyboardist for rock band Glass Tiger, dropped by and gifted Holly with the group’s album and autographed photos. “Holly had a community of extended family and friends who cared for her in many ways,” Carol said. “They are all special people.”

Holly attended Jersey Public School in Keswick and Langstaff High School in Richmond Hill. She delighted in reading and making muffins to share with classmates and teachers. The teen was proud to be in her self-described “differently abled” class. Carol speaks solemnly about her daughter’s last years, recalling how fellow members of Queensville-Holland Landing United Church reached out with prayers and gifts. She lauds the care Holly received at her Sutton hospice. “Holly’s life was hard with many limitations,” she said. “She perservered and found bright spots and good times in the little things. In Loving Memory March 15, 1961 - November 19, 2015 Deborah Nicola Baxter-Weiland passed away suddenly on Thursday, November 19, 2015, in Markham in her 55th year. She leaves behind four beautiful children Benjamin Weiland, Victoria Zimmerman (Weiland) and husband Chris, Austin Weiland and Landon Weiland. Also among those left behind are the father of the children Mark Weiland, loving mother Sheila Baxter (Thompson) - predeceased by father, Reverend Dr. Samuel Baxter - dear sister Colleen (Baxter) and husband Dr. Louis Anastasiadis, brother Paul Baxter and wife Barbara (Camisso), brother Kevin Baxter and wife Jennifer (Griffin), brother Alistair Baxter and wife Deborah (Gordon). She also leaves behind many loving aunts, uncles, cousins, nieces, nephews, and dear friends. Deborah was born on March 15, 1961, in Woodstock, New Brunswick, and lived there until she was five years old. From Woodstock, her family moved to Halifax, Nova Scotia, in 1966. Deborah made many wonderful friends and remained there until she was twelve. From Halifax, she moved with her family to Toronto, Ontario, in 1974. Deborah attended Baptist Leadership Training School in 1980 in Calgary, Alberta, where she received a Diploma in Leadership and Religious Studies. Deborah then attended York University in Toronto in 1981, where she received a Bachelor of Arts degree in Sociology and a Bachelor of Education. Upon graduation in 1985, Deborah worked for the Toronto District School Board and taught at many different schools in the Greater Toronto Area, with a concentration in special education. Deborah also enjoyed a subsequent career as an Interior Decorator, while raising her four wonderful children. Deborah was an amazing woman and an incredible mother. She cherished her relationships with each of her four children and she loved them dearly. Deborah often spoke highly of her children and she spent every available moment with them. Words cannot begin to describe the special bond that Deborah had with each of her children and how much each of them loved her. Her children will look back with fondness on all the incredible memories they shared with their dear mother. Deborah’s way of lighting up a room and making people laugh will be cherished for many years to come. As Deborah was a comfort to her friends and family during hard times, so too will her family join together to support each other in this present circumstance. We find peace in knowing that Deborah is with her Heavenly Father with whom she found her strength. Deborah will be greatly missed by many. “For I am convinced that neither death nor life, neither angel nor demons, neither the present or the future, nor any powers, neither height nor depth, nor anything else in all creation, will be able to separate us from the love of God that is in Christ Jesus our Lord.” Romans 8:38-39 Visitation was held at Chapel Ridge Funeral Home, 8911 Woodbine Avenue, Markham, Ontario, on Tuesday, November 24th from 2-4 and 6-9 p.m. Funeral took place at Immanuel Baptist Church, 1100 Finch Avenue East, Toronto, Ontario, on Thursday, November 26th 11 a.m. Interment followed at Elmwood Cemetery, 6150 Highway 7, Markham, Ontario L3P 3B2.
