Debate centres on what was said, decided at arena meetings By Amanda Persico

Residents still want clarification if interested parties come forward with $325 million to build a NHL-ready arena in the heart of Markham, that the facility will be privately owned. During this week’s council meeting – the first of 2014 – arena opponents pushed for changes in the council meeting minutes from Dec. 2 to 5, where council voted in favour of a privately funded arena. Eileen Liasi, a director Markham Citizens Coalition for Responsive Government, asked for private ownership of the arena to be included in the minutes.

During the marathon meetings in December, Councillor Valerie Burke asked if private funding also referred to private ownership, Ms Liasi said. At the time, deputy mayor and Regional Councillor Jack Heath said private funding also means “no loans, no guarantees, no special levies, no city ownership and no city risk”. Both references didn’t make it into the official version of the minutes, which were ratified at this week’s council meeting. The city does not allow deputations on minutes, said Mayor Frank Scarpitti — only corrections or omissions. “There were all kinds of questions and all kinds of remarks,”

he said. “The resolution was recorded as it was worded.” Ms Liasi also argued for other changes including adding the word private to various clauses and adding the date the resolution expires. As it reads, interested parties have until June to provide proof of $325 million in funding.

Ms Burke asked to receive Ms Liasi’s comments, ensuring her concerns were recorded in this week’s meeting’s minutes, which was approved. Including private ownership as well as private funding in the city’s official records is key moving forward, Karen Rea said in an interview. “That night, every councillor had a comment,” she said. “Those are not in the minutes. It seems that if it is not in the resolution, it didn’t happen. We want to make sure it is very clear and there is no misunderstanding in the future.”

013 felt like a fast year, as we experienced Markham in motion. We opened our new Cornell Community Centre and Library with Markham’s largest aquatic centre and premiere fitness centre. We started construction on our new Pan Am Centre, a showpiece for the 2015 Pan Am Games and broke ground on our new South East Markham Community Centre and Library. We launched Access Markham, providing greater online services with nationally leading accessibility software so people of all abilities can access our services. Our introduction of clear bags led to clear numbers: thanks to your efforts, we have Canada’s leading waste diversion rate. We made the switch to LED lighting that’s environmentally friendly and will Frank Scarpitti save money. We increased solar panel installations on our community facilities. Our city now has 1.4MW of solar PV capacity producing more than 1,500MWhrs of renewable energy annually from our roof top systems. We added to our infrastructure, including Rodick Road and Markham Main Street enhancements. We also have VIVA Busway taking shape. The impressive Thornhill/Leslie and Hwy. 7 section will be carried further east to Markham Centre by summer 2014. We began the restoration of Unionville’s Stiver Mill, which protects our heritage and creates an intimate new area. Markham District Energy, which provides heating and cooling services, won System of the Year Award from the International District Energy Association, recognizing that our local operation is a global best practice leader. As chairperson of PowerStream, I am pleased we were able to decrease monthly distribution charges for residential and business customers, respectively 3.5 per cent and 4.7 per cent, which is nearly 12 per cent lower than the average of other GTA electricity distribution companies. We actively pursued new business growth, advancing our position as one of Canada’s most prosperous communities. Our business trade missions delivered several economic and cultural agreements, while we welcomed investors and international business leaders, such as the president of India’s SME Chamber. As chairperson of the police services board, I’m proud we have one of the safest communities in Canada. We just approved our 2014 budget with the lowest percentage increase in 18 years, which also makes us one of the most efficient per-capita policing costs communities. We also welcomed global leaders seeking to learn from Markham on our diversity practices. We won awards for our financial performance. We were rated No. 1 in Canada by the Frontier Centre for Public Policy and Top 3 in Canada by the C.D. Howe Institute, among other awards. I am proud council continues to improve funds for LifeCycle and Reserves, so we’re prepared to re-invest in infrastructure. We’ve done all of this while having among the lowest tax rates in the GTA. We have the lowest commercial, industrial and multi-residential tax rates and third lowest residential tax rates in the GTA. We achieved all of this with thanks to citizen input and strong partnerships. I want to thank everyone for contributing to Markham, a truly great city. I’m looking forward to 2014 being equally productive and successful.

Don’t hesitate to take action

A

report Tuesday night that a man had been charged with child abandonment after a 2-year-old girl (initial reports said it was a 3-year-old boy) had been left alone in a cold car for 40 minutes while the man went into the Costco store, leaves many wondering if there should be some sort of intelligence test administered before an adult is allowed to become a parent. Unfortunately, that’s not how nature works and some of us are thrown into the job of being a parent without the full set of tools to perform the task. The temperature outside that night, by the way, was -14C. One can only hope it was absentmindedness or distraction that are to blame and not a conscious decision to leave a toddler alone in a car on one of the coldest nights of the year, even if the child was, as reports suggest, “dressed for the conditions”. Do we need to institute some type of questionnaire at the hospital that parents must pass or they are not allowed to take their baby home? Most people would be outraged a dog had been treated in this way, let alone a child. There have been cases in the GTA the past few years where a child was left alone in a car in summer and died, but these were tragic cases of misunderstanding

or confusion on the part of those who cared for them, with terrible consequences. Police say people should know they should never leave children or pets unattended inside vehicles during extreme weather conditions. Those who do so could face criminal charges or provincial charges under the Child and Family Services Act that require children under 10 have adequate care and supervision, police say. What was fortunate in this case is that passersby saw what was happening and took action. It would be great if we took this approach to more things in life, where pets, children and the elderly get poor treatment at the hands of people who should know better. This can be anywhere from adult children who bully elderly parents, parents who abuse drugs and alcohol at the expense of their children, pet owners who neglect or mistreat their animals. If you see a dog, a child, or an elderly person being mistreated, don’t hesitate to speak up and try to rectify the situation and, if that doesn’t help, take action by contacting authorities. Anyone who sees a child or animal locked inside a vehicle during extreme weather conditions is urged to call 911.

Chinese New Year for everyone

T

he lunar new year, or for a majority of Markham residents, Chinese New Year, is upon us with lots of celebrations in which to take part. But if you’re not of Chinese background, does this mean you can’t take part? On the contrary. What’s great about Markham is the many cultures that are represented here and anyone who has taken part in one of the festivals, be it winter, spring, summer or fall, knows it is for everyone. Members of the Chinese community are marking a significant time of year and welcoming the Year of the Horse. But they are also showcasing their culture and traditions for all the other cultures

in our city to see. So if you are not a person of Chinese background, don’t hesitate to go out and see what it’s all about. (You might even catch Mayor Frank Scarpitti on stage singing his trademark song, Shanghai Beach. There are several videos on YouTube with his different performances over the years; and one has nearly 2,500 views.) You’ll quite likely find your neighbours out enjoying themselves, too. It’s a great time of year in Markham and something all of us can take part in and enjoy. You can find info on Chinese New Year events on our website, yorkregion.com

LETTER TO THE EDITOR Proposed telecom tower near school unconscionable Turris Sites (Wind Mobile) is proposing to put up a 40-metre telecommunications tower at 9400 Kennedy Rd. (north of 16th Avenue) at St Philip’s on-the-hill church. Many young students of Unionville Montessori School attend school at the church. I am a UMS parent. It is unconscionable that Turris and some staff members of the City of Markham are in agreement with this proposal. Not only would this bring upheaval for the kids attending the school, it may have a negative long-lasting impact on the health of the children in the main school building down the road. Health Canada acknowledges issues regarding radiofrequency on its website. It encourages parents to reduce RF exposure and states that people who live or work near cellphone towers have expressed health concerns. The casual use of cellphones is one thing (they can be turned off), but a tower emitting RF all day long is an entirely different matter. Not to mention the diminishing property values resulting from these monstrosities. If the city has no care or concern for the

health and safety of this community, perhaps they can relate to this — think about the thousands of votes the residents account for in the upcoming municipal election. As for the federal politicians, they should be working hard to change regulations so these columns can’t be erected within a certain radius of schools and residential areas. Surely there is another plot of land for this tower. After all, didn’t the city just manage to find six acres of land for a world-class entertainment centre? We all use cellphones, but these towers don’t belong beside schools where children spend a minimum of seven hours a day. Think of their health and their developing immune systems. While the decision ultimately falls to Industry Canada, the municipality plays a role in the decision-making. So, contact Markham’s MP, John McCallum, Mayor Frank Scarpitti and city councillors. Our children are not lab rats — they are young, growing, valuable members of society whose health and developing immune systems should be of the utmost importance.

Excitement is rising as Chinese New Year approaches rapidly. On Jan. 31, revellers will ring in the Year of the Horse, however, preparations for the new year are well under way. By New Year’s Eve, people celebrating the new year will often have: Cleaned their homes to dispose of everything associated with the old year, paid debts and settled differences with loved ones, friends and acquaintances. Those celebrating often buy: red money envelopes, oranges and/or tangerines, flowers, a new set of clothes and shoes for children. They place money in red envelopes called a lai see or lucky money envelope. On New Year’s Eve, people often gather with close family members, pay respect to ancestors and household gods and open every door and window in their home at midnight to let go of the old year. On New Year’s Day, they decorate their homes with symbols of good fortune, such as items that are bright red representing happiness or gold or orange, symbolizing wealth and happiness. The new year ends on the full moon 15 days later. The 15th day of the new year is called the Lantern Festival, which is celebrated at night with lantern displays and children carrying lanterns in a parade. Jan. 25, Dragon Ball, one of the largest fundraising galas of the City of Toronto and a signature event of the Yee Hong Community Wellness Foundation, was held at the Metro Convention Centre. Markham is home to plenty of Chinese New Year celebrations for all. Man charged after girl, 2, left alone in car on frigid night Police say a child left in a car for 40 minutes in a frigid parking lot Tuesday in Markham was a 2-yearold girl. Earlier reports said the child was a boy, age 3. A Toronto father, 39, has been charged with child abandonment after the child was found alone in a car in -14 C temperatures Tuesday

night. York Regional Police said the child was asleep, and was left in the car for about 40 minutes outside the Costco Wholesale outlet in Markham near Markham Road and Highglen Avenue. The child was unharmed, police said. York Region EMS and Markham

Fire were also called to the scene. The Children’s Aid Society is involved in the investigations, police said. The man, whose name is not being released, is scheduled to appear in court Feb. 26 in Newmarket. Const. Laura Nicolle says police are not confirming the relationship

Last July, an unattended train started to move and gathered speed as it rolled toward Lac-Méganitic, Que. Sixty-three Class 111 tank cars carrying more than 6.7 million litres of petroleum crude oil, derailed near the centre of town. The tank cars exploded and burned for more than 24 hours. A total of 47 people died and some 2,000 were evacuated from the area. Whatever crude oil didn’t burn permeated and contaminated the soil, two local rivers and Mégantic Lake. There are several Canadian National and Canadian Pacific rail lines that cut across Markham. Along these lines, class 111 cars carry dangerous goods – explosive or flammable material. Last week, Canada’s Transportation Safety Board called for tougher standards for class 111 cars, which are prone to rupture and split open during derailments. According to the safety board, there are nearly 230,000 class 111 tanks cars in service in North America

The safety board has been after the federal government to enhance safety regulations for DOT-111 cars for more than 20 years. According to the TSB, shipping crude oil by rail is on the rise. In 2009, there were about 500 carloads of crude oil shipped by rail, compared to 160,000 last year. In the U.S., 10,800 carloads were shipped in 2009 compared to 400,000 in 2013. Following the tragedy in

Lac-Méganitic, Transport Canada called on rail companies to develop long-term safety precautions and emergency procedures, classification testing for all crude oil rail shipment and for railway companies to share information with municipalities to further support municipal emergency planners and first responders. But her journey was not about going back into the past, she said. “This album is a travel log,” she said. “But it is not about nostalgia. It’s about the landscape and about time travel, how the past affects the present.”

You’re damned if you do and damned if you don’t. That saying might be attributed to what the brain trust for Team Canada’s men’s ice hockey team endured when they recently chose their final selections for the entry hoping to defend the gold medal at the upcoming 2014 Winter Olympics in Sochi, Russia. In unveiling a roster laden with National Hockey League experience it could be easy for those on the Team Canada selection committee to overlook a few players. But in the estimation of some former York Region coaches and players with experience on the international stage, they felt the 2014 Team Canada entry is a formidable group. “It’s a real good team,” said Rick Cornacchia. “Sure there’s always surprises when certain players aren’t picked. But at the end of the day you only have 25 players and some good players will be left off the roster. “It’s a situation where you can’t take everybody. There’s always going to be guys who were on the bubble.” “They had so many great choices to pick from,” added 42-year-old former NHL forward Brad May. “One guy I would have liked to have seen on the team was Claude Girioux (Philadelphia Flyers forward), but who do you take away? All of the guys that are there were deserving of the honour.” With so many talented players for the Team Canada brain trust to choose from, Mike Gartner felt Canada had the potential to field two teams that could vie for a spot on the medal podium. But the one they chose, he felt, has a great chance to retain their Olympic title. “Canada could put two teams and have a chance to finish one, two,” the 54-year-old Richmond Hill resident and former NHL forward said. “That being said, it’s a challenge to put one team together with the right mix of players.” A 62-year-old Unionville resident who coached Italy at the 2010 International Ice Hockey Federation World Championships and having served as an assistant coach for Canada’s junior national team at the 1992

IIHF World Junior Championships, Cornacchia said a critical ingredient if Canada hopes to win gold is the ability to mesh quickly. To do so, each player must buy into taking on roles they might not normally be accustomed to on their NHL club. “All of a sudden with an elite group like this they will have to take on different roles. They all can’t be scorers or be power play or penalty killing guys,” Cornacchia said. “I could recall Mike Gartner when he tried out for Team Canada in the 1987 Canada Cup he saw the group of players there and with him being a 30-goal scorer he felt to make that team he had to take on a different role as a checker. “That’s important because they have all these go-to guys on their own NHL team.” As a member of the 1984 and 1987 Canada teams that competed in the Canada Cup and having played for Canada at the world junior championships and four world championships, Gartner confirmed that element will be essential.

These were two guys who weren’t household names and guys like Scott Stevens and Steve Yzerman were left off that team. “For various reasons often players are chosen to fit certain roles,” he said. A Stouffville and Markham minor hockey product and a member of Canada’s goldmedal winning team at the 1991 IIHF junior championships and silver at the 1996 IIHF world championships, May felt if Canada is to succeed the players must also pay strict attention to fine details. “Everyone on the team will have to participate,” he added of the process. Along with requiring players to make some personal sacrifices in exchange for national glory, Cornacchia said as in any big hockey game, goaltending will be a key element. “When the Czech Republic won it all when the Olympics were in Nagano (Japan) it was because they had a hot goalie in Domenic Hasek,” Cornacchia recalled. “It’s not who had the better talent, but who had the better

goaltending that wins.” Team Canada selected Carey Price and Roberto Luongo as two of their three netminders. Cornacchia said he wasn’t surprised they were included and feels they are capable of doing the job. Luongo did just that during the 2010 Winter Games, backstopping Canada to gold. Price guarded the twine for Team Canada when they won gold at the 2007 IIHF World Junior Championships. As for the Olympics being held off North American soil and on a larger ice surface,

Cornacchia felt confident Canada will have no problems adapting to those issues. “With the larger ice surface, most of them have played on it before and it’s a good thing because you have more time and space to make better plays,” he explained. With close to a seven-hour time change, Cornacchia was quick to note Canada’s scheduled round-robin games are in the afternoon starting with Norway Feb. 13. Lilian Dean learned how to skate when she was 7 at the Cedarena outdoor rink, 7373 Reesor Rd. Cedarena, the nostalgic natural ice skating rink set in a cedar grove on the banks of the Little Rouge, hosted its 87th Annual Skating Party on Tuesday night. The rink has struggled against some unusually warm winters recently, but Tuesday night’s cold temperatures were just right for a great night. Meanwhile, it’s warm inside the club house.

HOOD, William John It is with deep sadness that we announce the passing of 'Bill' on January 22, 2014 at the age of 88 at Sunnybrook Hospital following a sudden onset of severe pneumonia. He will be greatly missed by his loving wife Betty of 67 years, as well as his children and their spouses Bill and Debbie, Dennis and Shirley, Kelly and Gerard, and David and Nicole.
