Campaign raises Master Builders profile with Ralf Dutton, President

FINDING out your builder is a Master Builder, sure beats finding out they’re not. This was the theme of our recent consumer brand campaign aimed at Queenslanders looking to build or renovate their home and encouraging them to use a Master Builder. Our intention was to build on the success of our last consumer campaign (think back to our quirky consumer asking the ice cream sales man building questions), which saw record searches on our Find a Master Builder search and an increase in enquiries for members. Our overall campaign objective was similar this year – we wanted to really get consumers thinking and questioning who they use for renovations or building and encourage them to use a Master Builder. However, this isn’t just about creating conversation or getting consumers thinking – we have invested heavily into this campaign to support and help drive more business to our valued members.

You might have seen the ad on your TV at home, through digital TV, on Facebook and through Google searches. If you haven’t seen it, yet – it’s available on our @ MasterBuildersQueensland Facebook page.

execution. With a flair of personality and humour, the ads were designed to be engaging and memorable, with a strong call to action to use our Find a Master Builder search to find a builder or tradie.

In fact, as we go to print, the campaign has already produced tangible results. Visits to our website’s Find a Master Builder search and display village areas peaked during the campaign period, with traffic to our Find a Master Builder search increasing by a whopping 500% since last month and 1,000% on the same time last year. The number of searches also rose significantly. On social media, our ad was viewed more than 20,000 times and generated significant levels of engagement.

We’ve been strongly encouraging our members to make sure they’ve signed up for the Find a Master Builder search or, if they’re already listed, check out their profile to ensure all their information is up-to-date. Since putting out the call, we’ve had hundreds of new or updated profiles submitted.

Budget boost for builders with Denita Wawn, CEO Master Builders Australia

OVERALL the Federal Budget 2018-19 will boost confidence in the building and construction industry. Building and construction investment is a major driver of the improvement in the Budget position.

to sign up to the $1.5 billion Skilling Australians Fund (SAF) and government has listened. The SAF will focus on funding for new apprentice training initiatives that are no longer conditional on a levy of skilled migration.

Reducing the tax burden on households and small business is good for the economy and good for builders. People may decide to renovate their kitchen sooner or buy their first home faster.

As part of SAF, there is $250 million available for state and territories in this financial year. A share of $50 million is available for governments that sign-up to the SAF prior to 7 June 2018.

It’s also great news that many of our small builders, who are sole traders and will get tax relief in this Budget.

A total of $50 million per year over four years will be available to states and territories who are signed up to the SAF.

for future prosperity. The additional $24 billion investment in infrastructure across the country will boost the productivity and liveability of our cities. Small businesses will benefit from the extension of the $20,000 immediate tax write-off scheme until 2019. There are more Small to Medium Enterprises (SMEs) in building and construction than any other industry and this is great news for Mum and Dad building businesses and tradies. The unincorporated small business tax discount rate will increase from five per cent to eight per cent, allowing SME builders to write-off their assets faster.

Waste levy a sour taste for Queensland with Paul Bidwell, Deputy CEO A WASTE levy will return to Queensland – there’s no doubt about it. What we need to do now is work hard to ensure there’s no negative impact on the cost of building for Queenslanders.

Why is the levy returning? In August 2017, the Queensland Government commissioned an investigation into reports that 900,000 tonnes of interstate waste was trucked into Queensland during 2016-17. The outcome was a recommendation for a general levy on all waste disposed of at landfill in Queensland. In March 2018, the Queensland Government announced it would introduce a waste levy.

What is a waste levy? For the building and construction industry, a waste levy means an extra charge on top of the gate fee for waste taken to a disposal facility. When Queensland previously had a waste levy, it was billed per tonne of waste at a cost of $35 per tonne.

If the new levy proposed for Queensland is similar to that of NSW at $138/tonne it will add an additional $2,000 to the construction cost of a new home or a major renovation.

Where do we stand? Master Builders doesn’t support the reintroduction of a waste levy unless measures are taken to ensure Queenslanders and the building industry are not impacted by the resulting increase in costs. At this point we can’t see how that can happen. It appears that the levy will do nothing but push up the cost of construction for the housing and commercial sectors.

Reduce and recycle? The levy will be paid on waste which goes to landfill. So if builders can reduce the amount of waste going into landfill, they will avoid paying the levy. However, that’s easier said than done. We need government to understand the problems facing our sector in this regard: • On-site sorting of waste is not viable, particularly in the housing sector where

there has been a shift to smaller lots, which is likely to continue • There’s limited access to resource recovery facilities; almost none outside of SEQ. This means there’s little to no opportunity for builders to reduce the amount going to landfill • Currently, there’s little to no market for recycled waste products. This means there’s little or no incentive for the industry to invest in new/expanded resource recovery facilities. This isn’t the case in other states, for example South Australia has a ‘waste to energy’ scheme which creates a demand for recycled building material.

How are we getting involved? We’re involved in the process to develop the waste strategy. While we are opposed to the levy given the cost implications, we are exploring options that could assist Queensland’s building industry, in particular smaller businesses in regional areas, to reduce the amount of waste they send to landfill.

WATT is going on with electricity connections?

Significant delays to electricity connection times have been a bug bear for our industry since the introduction of the government’s “Power of Choice” program in late 2017…so we asked our members about it in our latest Survey of Industry Conditions.

The results were startling. Two out of three respondents (66 per cent) suffer through regular delays to their projects as a result of the length of time required to connect the electricity. A further 21 per cent experience occasional delays.

Cost time Units are down by 19% but houses are up by 5%

These delays are now starting to impact project costs, anywhere from $1,000 to $2,000; some even as high as $5,000. “It can be thousands in both lost time and lost opportunity. It is so frustrating,” one member stated.

Total value of non-residential approvals is down by 2% over the past 12 months

Since the roll out of the "Power of Choice" program in late 2017, according to the respondents, the situation has only worsened. The Australia-wide program has reportedly increased the time, cost and complexity of the process.

Mackay and Whitsunday has had the largest shift in approvals, increasing by 57% over the past 12 months

Respondents were scathing of how the program works in practice.

The Gold Coast has seen the biggest drop, down 32%

"It is a complex process that takes ages and has a number of players involved. Clients don't understand the process and that their selection of a retailer affects the whole process, including the installation of the infrastructure required.” Hard data like this influences government, so Master Builders will be taking these numbers to the federal regulator and asking for change.

QUEENSLAND State-wide residential conditions remained muted and while the non-residential sector continues to struggle, there was an increase in reports of more stable conditions. There’s more confidence in the future with the residential and non-residential sectors expected to strengthen in coming months. This is backed up with strong turnover, profitability and contract prices. High labour costs and materials continue to be Queensland’s most significant constraint on the industry.

GREATER BRISBANE Trading conditions in both the residential and non-residential sectors fell away after a strong end to 2017. This is expected to stabilise over the coming three months. The improved outlook is well-founded with turnover, profit, new contracts, contract prices and employee levels looking stable for nearly all respondents. The high cost of labour and materials continues to provide the greatest challenge.

GOLD COAST Both the residential and non-residential sectors struggled at the beginning of 2018. Looking forward, trading conditions are expected to stabilise with turnover, profitability, contract prices and staffing levels all expected to be stable. Labour and material costs remain the most pressing constraint affecting business.

SUNSHINE COAST While trading conditions for both the residential and non-residential sectors remained muted over the quarter, there's optimism for the future; optimism that’s well-founded with turnover, profitability and new contracts all improving. The cost of labour and materials is the greatest challenge for businesses in the region. 12 | Master Builder

DOWNS & WESTERN Respondents across both the residential and non-residential sectors reported a much improved start to the year with even further improvement expected over the coming three months. Stable turnover and contract prices are supporting good profit and employment levels. At the same time, rising labour and material costs are a critical constraint on businesses.

WIDE BAY BURNETT Respondents reported a stable start to the New Year after a weak end to 2017 for both the residential and non-residential sectors. This is expected to continue into the coming three months with turnover, profitability and contracts all looking stable. The top constraint continues to be the high cost of labour and materials.

CENTRAL QUEENSLAND While non-residential trading conditions remained stable, there was an improvement in residential conditions. This is expected to be shortlived with turnover, profitability and contracts all weakening. Difficulty in finding qualified staff, and high labour and material costs continue as significant constraints in the region.

MACKAY & WHITSUNDAY While the region has been improving, the March results show weaker trading conditions for both the residential and non-residential sectors. There is more confidence in the future with conditions expected to be stable off the back of stable turnover, profitability and contract prices. Employment levels are on the rise, having the knock-on effect of making it more difficult to find qualified staff and contractors.

NORTH QUEENSLAND While the region has been enjoying improved conditions, the March quarter returned a more muted result with an increase in both residential and non-residential sectors reporting weak conditions. This is expected to stabilise in the near future with turnover, profitability and contract prices all stable. The challenges caused by high labour and material costs are reaching a critical level.

FAR NORTH QUEENSLAND Non-residential trading conditions stabilised over the March quarter, while residential conditions remained weak. Stable turnover, profitability and contract prices are expected to help trading conditions in both sectors to stabilise in the coming three months. The City of Logan is a young and dynamic city, home to more than 313,000 people. With the population to grow to about 520,000 in less than 20 years, Logan is entering an exciting era of growth.

There’s never been a more exciting time to invest in the Moreton Bay Region.

Logan has 11 activity centres that have been planned to accommodate for the majority of the city’s population and jobs growth.

As the home of Queensland’s fastest growing area (Australian Bureau of Statistics, 2016), game-changing infrastructure projects such as the $1 billion Redcliffe Peninsula train line and The Mill at Moreton Bay Priority Development Area (PDA) are driving and future-proofing a booming regional economy now valued at more than $17.3 billion and a competitive, skilled workforce of 118,000.

These include two Queensland Government Priority Development Areas – Greater Flagstone and Yarrabilba. When fully developed, they will be home to more than 170,000 residents.

Council’s Mill at Moreton Bay PDA, with a major university campus at its core, will itself deliver more than 6,000 ongoing jobs, 10,000 university places and $950 million in economic activity by 2031.

Infrastructure investment is a priority for the city. Upgrades to the Logan and Gateway Extension Motorways through Transurban Queensland's $512 million Logan Enhancement Project are set for completion in 2019.

In the next two decades, our community’s population will be greater than 660,000 and job numbers will exceed 175,000.

Overall, Logan had 6,239 residential dwelling approvals last year; an increase of 10.6 per cent from 2016.

Logan City Council is actively advocating to the Queensland Government and Federal Government for investment in other key roads infrastructure, including the M1 Motorway, Mt Lindesay Highway and Waterford-Tamborine Road, as well as the Salisbury-Beaudesert Passenger Rail. Logan’s Gross Regional Product has risen to $13.488 billion since 2011. The construction industry is valued at $1.615 billion and is a key driver in the economy with manufacturing.

The first ever major land supply reports for the region reveal Moreton Bay is wellequipped to meet the expected demand for land over the next 25 years, with the region on-track to have more than 1,670 hectares of land for business and industry use, and meet expected demand for 4,300 dwellings per annum. Council’s major Caboolture West Local Plan in the region’s north will be instrumental in helping meet that need and will unlock more than 2,100 hectares for more than 70,000 new residents.

Ipswich has been built on hard work and pride, in not only what we do, but where we live. Our city heart is on the verge of rebirth with demolition work well underway on the next stage of the former shopping centre redevelopment. A key feature of this site will be the new multi-level city administration building located on the corner of Nicholas Street and Union Place, along with the new Ipswich library and multi-use city square. Ipswich Central is the business and cultural heart of our city. It already has a number of successful café and restaurant precincts. This is the city’s golden opportunity to create a new and highly desirable city centre that operates at a higher level than just a CBD. It will become a place where people want to be. For example, all licensed businesses must comply with advertising requirements set out in the QBCC Act 1991, such as including your QBCC licence number. Do offer opt-out when using email marketing. Make sure you comply with your legal obligations and offer an ‘unsubscribe’ option.

and your value proposition. Cheap isn’t always the best offer. Think about what it is your customers really want and value. Where is there a space that your competitors aren’t that you can reach your customers?

Do think about your current and past customers: it costs far less to turn a one-time customer into a repeat and loyal customer, than it does to acquire a new customer. They are also your best word-of-mouth advocates. Some churn is inevitable so you need to keep marketing to new customers too.

Do be consistent with your brand and messaging: set a tone and style for your marketing that reflects your brand image. Think about your brand’s personality and the industry you’re in and market you’re targeting.

Do consider your competitors: Do you know what they are offering? What can you compete with? Find your point of difference

Do keep it simple. Communicate your message in as little words as possible – cut the fluff. Direct people to your website or call for more information. Keep it focused on one key message at a time if possible.

Do test before investing a lot of time and money into one marketing channel. Track the response from that source by asking incoming queries how they heard about you. Or, use a particular email address or phone number solely for that ad. Remember: there are many reasons why marketing works or doesn’t work. It could be the media channel you’re using, your ad needs reworking, maybe the call to action isn’t clear, or perhaps there are other things outside of your control that are distracting your target customers. I.e. Tax time, or recently, the Commonwealth Games.

How do you use social media to engage with your customer and target audience?

We caught up with Mosaic Property Group’s Social Media Coordinator, Samantha

We’re very active on platforms such as Facebook, Instagram and LinkedIn – but it’s not as simple as spamming our followers’ feeds with sales pushes every day. Our audience is very engaged, and we use these platforms to provide them with value and give them a reason to keep following us. We post everything from investment information and design tips, to local restaurant recommendations and photos of cute dogs. Of course, we also showcase our recent projects, with regular construction updates and video content promoting each one.

Why does social media play such a vital role in your business? Social media allows us to speak directly to not only potential buyers, but suppliers and other industry stakeholders. We put a heavy focus on proactively engaging with the communities surrounding our projects, and

leverage social media to do so through some fantastic video content, events and other community updates. It’s also an invaluable tool in promoting Mosaic’s unique culture – one that we’re very proud of. Property can be a pretty dry industry, and social media lets us put a face to a name and lets our community get to know us on another level.

What tips and tricks do you have for other businesses starting out, or looking to improve their social media presence? Don’t get overwhelmed – if you’re just starting out in the social space, pick one platform and do it well before moving to the next. Think about the things that your target audience will be most interested in, and work out how to relate these back to your business.

How do you maintain consistency on your chosen platforms? Not all channels are created equal. Audiences on different channels are all quite different, and we tailor our content accordingly. In saying that, everything we post has a familiar Mosaic tone to it – genuine, informational and knowledgeable… but not too serious.

Feedback a free tool to growth DCG Werry owners use determination to overcome obstacles and deliver on frequent customer request of a website for their building business ACTIVELY taking on board feedback and using free tools to drive customers is an integral part of customer service for Boyne Island’s Emily and David Werry. The husband and wife team own DCG Werry Building Services and use social media as the major way they advertise their business.

“We have a lot going on, but you need to do what you need to do to grow your business. You can’t just sit back and wait for the work to come to you; you’ve got to promote yourself and your business.”

“I think for anyone in this business, advertising is everything,” Mrs Werry said.

She said posting to Facebook, along with a small amount of Facebook advertising had been so successful it was now where the majority of their clients were coming from.

“And when you’re a small business, you have to take advantage of as much as you can. (Traditional) advertising can be quite costly, so using as many free avenues as you can is going to benefit you and the business.”

“It’s a great tool. Our clients, prospective clients and even our suppliers love seeing our updates. A lot of our clients get excited if they see their photos up there (on Facebook),” she said.

Mrs Werry said having your finger on the pulse and getting your business in front of your ideal customers was essential. “You need to know you’re reaching as many people as you can,” she said. The pair have a young family and wear a lot of hats in their business with David on the tools and Emily taking care of accounts. But with a team effort, they always ensure they make the time to post to and engage on social media.

“David has always been a big believer in taking before and after photos of jobs. It’s been a great tool for us (personally) and to see the transformation that’s happening and share that on Facebook – it’s great for our clients.” Mrs Werry said beyond driving customers to their business, the biggest thing social media had given them was feedback direct from their current and ideal clients. “We kept getting a lot of people asking if we have a website,” she said.

“For us, it was about having the time and the tools to do it.” She said regardless of the challenge they took the feedback on board and made it a priority to deliver a website for their customers. “We’re really happy with the way it turned out. My sister and I did it together. She studies design and she loves doing that kind of stuff,” she said. Mrs Werry said the feedback from customers had been fantastic. She said the platform had been an invaluable way to promote their business, examples of their work and, unlike social media, was the one platform they owned if all social media were to disappear tomorrow.

Numbers that count Know when to outsource in your business ONE day he was building million-dollar houses, growing his team and making a name for himself as a luxury home builder. The next day he was bankrupt, lost his home and his business. But it didn’t have to end this way. This is the true story of a builder who engaged the services of Indooroopilly, Brisbane, Xact Accounting owner Michael Renton (pictured) in 2010 in a last ditch effort to save his business.

“But his structure was built on poor foundations. He hadn’t put in place the systems needed to scale his business; specifically there wasn’t a proper job costing system in place,” he said.

“When he began his business, the builder had meticulously estimated his costs for each house build, costing in his materials, subcontractors labour and some contingency, all neatly laid out in spreadsheets,” Mr Renton said.

“As he was not job costing properly, he didn’t exactly know his profit margin from each build and he failed to properly factor in his overhead costs. While he was good at his trade and brilliant at customer service, unfortunately he had not learnt how to run a growing business.”

“This led him to building a few million-dollar homes each year and making a healthy $500,000 annual profit.” Making the most of a booming market, Mr Renton said the builder couldn’t resist the temptation to grow and soon he was managing six projects at a time.

Sadly, Mr Renton said he was called in to help too late. “By that time, the working capital hole stood at $2.2 million and he was in too deep to recover. He declared bankruptcy and lost everything,” Mr Renton said.

What is a Workplace Health and Safety Officer? Recent changes to WHS legislation will see the return of the role of a Workplace Health and Safety officer (WHSO) from 1 July 2018. A WHSO’s main job is to assist a business to comply with their safety obligations. To perform this job the WHSO will do the following: • Inform the Persons Conducting a Business or Undertaking (PCBU) of WHS matters • Assist in identifying hazards and risks • Report in writing identified hazards and risks • Immediately notify the PCBU of any incident or imminent risk to a worker’s safety • Investigate any incident that has occurred • Assist and accompany an Inspector from the Workplace Health & Safety Queensland (WHSQ) • Establish education and training programs • At least every 12 months (or lesser intervals) assess the health and safety of the business and produce a report • Display a notice advising who the WHSO and Health Safety Representative (HSR) are in the workplace • Perform any other requirement as requested by WHSQ Any person in a business can be a WHSO provided they have the appropriate training. The specific training qualification requirements are not yet known, but are due to be released by the government shortly. We expect the qualification to be no less than a Certificate IV in Workplace Health and Safety. The requirement to appoint a WHSO will be optional, so employers can make the decision whether they feel they need such a role at their workplace. The incentive for a business to engage a WHSO is that having such a role can be used as evidence that the business has taken steps to manage health and safety at the workplace. Remember, appointing a WHSO is not enough to comply with all safety obligations. You also need to actively ensure compliance in all the usual ways, including having safe systems of work, adequate management systems and Safe Work Method Statements (SWMS), and safe onsite work practices.

What is a Safety Policy and a Safety Management Plan? Though it may seem these documents are similar, they do have two distinct roles. A Safety Policy is a statement that identifies what your business wants to achieve with safety. This can be very broad with the desires of what the business wants to achieve. The Safety Management plan is, as the name suggests, very descriptive about how the business will implement its policy.

One of my employees has said that other employees are excluding him. Is this bullying? Bullying is when a person or group repeatedly behaves in an unreasonable manner toward another individual or group in a manner that presents a risk to health and safety. This unreasonable behaviour may involve social bullying. Social bullying, sometimes referred to as relational bullying, involves hurting someone’s reputation or relationships. Social bullying includes: • Leaving someone out on purpose, for example, if all of a work team is asked if they want to go somewhere for smoko except one person • Playing mind games, ganging up/ picking on a person/ other psychological harassment • Not acknowledging a person, such as not saying good morning • Spreading rumours or embarrassing someone in public Recent research has suggested that while most people believe exclusion is less harmful than other bullying behaviours, being excluded is much more likely to lead to health problems and work issues. To protect your employees and avoid damaging and costly claims, employers should be willing to address social bullying in the workplace. I provide my on-site carpenter with a work vehicle free of charge and they use it to travel from home to site and back each day, do I need to pay Daily Fares and Travel Pattern Allowance? Yes, under the Building and Construction General On-Site Award 2010, the Daily Fairs and Travel Patterns Allowance of $17.43 is an entitlement for these employees. The award specifically provides that allowances will be paid on any day the employer provides a vehicle free of charge to the employee for use relating to their employment, and they are required to drive the vehicle from their home to work and back each day.

Do I have to review my employee’s wages regularly? Yes, each year the Fair Work Commission announces an increase to award wages which comes into effect on 1 July. What is an exemption certificate under the new Planning Act 2016?

What are liquidated damages?

The exemption certificate is used to provide a short-term remedy to errors or deficiencies in a planning instrument. It’s mostly used to correct a planning scheme map. Examples of when it can be used can be found in the Explanatory Notes to the Planning Bill 2015. Here’s a few to get you started: (a) A proposed extension to a deck for a house which protrudes beyond the flood line set by a flood map or overlay, therefore becoming assessable development. This could potentially be treated as being minor or inconsequential, because of the risk of flooding. (b) Upstream works being done within a specific flood catchment area, with the consequence that mapped flood levels have necessarily changed and levels of assessment triggered by a flood map or overlay, may no longer be relevant (i.e. particular circumstances that no longer apply). (c) A subsequent flood study has been undertaken which identifies errors in a flood map or overlay, meaning that development has been categorised as assessable development because of an error.

Do I need an approval to build a retaining wall? A retaining wall is a class 10b (non-habitable) structure under the Building Code of Australia. As per the Queensland Building Regulations, you don’t need a building approval if the retaining wall fits the following criteria: • There’s no surcharge loading over the zone of influence for the wall • The total height of the wall and of the fill or cut retained by the wall is no more than one metre above the wall’s natural ground surface • The wall is no closer than 1.5 metres to a building or another retaining wall • It doesn’t form part of the fencing for a pool. The Queensland Development Code requires minimum clearances from roads, side and rear boundaries. To prevent having to apply for a Development Approval (DA) make sure you look at the local planning scheme requirements. Most councils won’t trigger a DA if: • The combined height of a retaining wall and a fence doesn’t exceed two metres • The retaining wall height exceeds one metre, but is set back from any boundary and is stepped or terraced for landscaping.

Liquidated damages are a pre-agreed amount that can be deducted from the ‘contract sum’ for every day that the project is late in achieving ‘practical completion’. However, liquidated damages must be a reasonable pre-estimate of the loss that may be suffered by the other party if the project is delivered late. It applies regardless of whether a loss actually occurs. The estimate should be determined at the time the contract is entered into, not when it’s completed. If liquidated damages aren’t a reasonable pre-estimate, then they would be considered a penalty and, in the case of contracts, penalties aren’t enforceable.

Can I make liquidated damages in the subcontract the same as the liquidated damages in the head contract? You need to be very careful if doing this because the liquidated damages applicable to the head contract may not be a reasonable pre-estimate of the loss that would be suffered if a subcontractor finished the subcontract works late. You should consider whether the subcontract works are likely to be a delay to head contract practical completion and also whether that delay is likely to result in head contract liquidated damages. Subcontract works like signage may not delay practical completion under the head contract, so head contract liquidated damages are unlikely to be a reasonable pre-estimate of loss.

When can I deduct the liquidated damages? This depends on your contract. You need to carefully read your contract to determine whether you can deduct the liquidated damages from each payment claim submitted after the date for practical completion or whether you need to wait until practical completion has been achieved and then deduct all of the liquidated damages at the one time.

What do I put in the Schedule to the Contract if there are no liquidated damages? It’s not mandatory for liquidated damages to be applied to a contract. However, if there are no liquidated damages, we recommend that you note that liquidated damages are not applicable to the contract rather than noting that liquidated damages are zero. It’s possible that even if liquidated damages aren’t applicable, the other party may be able to sue you for general damages for breach of contract due to late completion.

Changes in action for labour hire The Labour Hire Licensing Act 2017 (LHL Act), is enforceable from 16 April 2018 and establishes a mandatory labour hire licensing scheme in Queensland. The Act is designed to protect labour hire workers from exploitation and promote the integrity of the labour hire industry.

Do you engage labour hire providers, or are you a provider? These are the key features of the Act that may impact you: • Labour hire providers must be licensed to operate in Queensland • Only licensed labour hire providers can be engaged • Labour hire licensees must satisfy a fit and proper person test • Labour hire businesses must be financially viable • Licensees will need to report on their activities six monthly • Significant penalties for breach of obligations are in place.

If you are an existing labour hire provider, you have until 15 June 2018 to apply for a licence. You can continue to operate after 15 June whilst your licence application is determined. The Act is clear that a contractor is not a labour hire provider merely because they enter into a contract to carry out construction or building work (section 7(3)(b)). Injury not dictating Ben's life Motivated, determined tradie makes return to work after 2017 fall WHEN Brisbane bricklayer Ben Roche (pictured right) woke from an induced coma after falling more than five metres from collapsed scaffolding and landing headfirst onto concrete, he was unsure what his future was going to look like. After the accident in March 2017, Mr Roche suffered a severe brain injury and was placed in an induced coma in intensive care for 10 days to reduce swelling on his brain. He remained in hospital for more than two weeks. Life post-accident was tough for Mr Roche who had left school in New Zealand at 17-years-old to pursue a trade.

“The hardest part has been adjusting to the reality that I’ll never be able to do (my trade) again,” Mr Roche said. Determined not to let his future be dictated by the injury, Mr Roche worked hard on his rehabilitation with his team of specialist medical practitioners and a back-to-work program through WorkCover Queensland. “It was initially frustrating to be told by the doctors about all the things I could no longer do because of my injury, but I’ve been really determined to find things in life that I can still enjoy,” he said. Mr Roche tapped into his network of friends and old work mates and wound up accepting an offer to drive trucks for a local earthmoving company in November 2017. He

started slowly, working one day a week and is now working four days a week. Mr Roche’s boss and owner of McManaway Earthmoving, James McManaway, (pictured left) said the decision to give Mr Roche a start came down to his eagerness to give work a genuine go. “Despite his injuries, Ben has been so positive and motivated about his recovery and has been a reliable employee since day one,” Mr McManaway said. While Mr Roche continues to experience the effects of his brain injury, he is grateful for the opportunity to live a normal life and make a positive contribution to his community. “I keep reminding myself that this is my life and it’s up to me what I do about it,” Mr Roche said.

Protect your hearing EXPOSURE to excessive noise is common in the building and construction industry and as a result, so is hearing loss.

LAeq,8h of 85(A) means that in an eight-hour shift, a worker cannot be exposed to be more 85 decibels of noise.

Exposure to too much noise can lead to temporary or permanent hearing loss – tinnitus or ringing in the ears. Permanent hearing damage is caused by extended exposure to noise or a single, very loud noise. Once damage occurs, it cannot be cured and will continue to worsen the longer a worker is exposed to excessive noise.

LC,peak of 140db(C) is the limit for a maximum single noise. A peak noise level of 140 decibels can’t be exceeded. Any exposure above this level can create almost instant hearing loss.

In the workplace, sources of noise may include plant and equipment, demolition works (rock breaking, concrete slab demolition), power tools, explosive powered tool and even heavy traffic adjacent to the worksite. The Workplace Health & Safety Regulation 2011 has two exposure standards for noise (LAeq,8h of 85 db (A) and Lc,peak of 140 db(C)).

Whilst it is unlikely you will be able to eliminate construction noise completely, careful planning and good work design can reduce noise and limits exposure. Use of Personal Protective Equipment (PPE) shouldn’t be the only control you use – it should instead be used in conjunction with other control tools. Hearing protection only works if it’s used and fitted correctly and even then, it only reduces exposure to the noise and doesn’t eliminate it completely.

Get in the know on cyber law

New data breach reporting laws may impact you IF YOUR business collects personal information from customers and staff, new mandatory data breach reporting laws could impact you. From 22 February 2018, the Notifiable Data Breach Scheme (NDB) now requires all businesses that fall under the Commonwealth Privacy Act to notify individuals whose personal information has been involved in an ‘eligible data breach’ that is likely to result in ‘serious harm’. You will need to comply with the Privacy Act and NDB if your business: • Handles, uses and manages personal information; and • Has an annual turnover of more than $3 million in any financial year. With penalties of up to $360,000 for individuals and $1.8 million for organisations, the impact of a breach on a small business could be devastating. It’s estimated businesses pay on average $38,000 to recover from a single data breach,

and 90 per cent have experienced at least one security incident. Outside of fines, there are many other short and long-term consequences of a data breach, including loss of data, such as personal records of customers, lost customers, drop in profits, and brand and reputational damage.

How is personal information defined? Personal information is information that identifies or, could reasonably identify an individual. Examples include name, address, phone number, date of birth, credit card details, tax file numbers, bank account details and even opinions.

What is ‘annual turnover’? ‘Annual turnover’ for the purposes of the Privacy Act includes all income from all sources. Annual turnover doesn’t include assets held, capital gains or proceeds of capital sales.

If your business has not operated for a whole financial year, you need to make a projection of full year annual turnover based on the income of your business during that period.

Random audit unveils shocking amount of unlicensed fire work QBCC issues $6K fines, refers non-complance to the QFES for investigation MORE than $6,000 worth of fines have been issued for unlicensed fire-protection-work during a random Queensland Building and Construction Commission (QBCC) audit on commercial building sites and development projects on the Gold Coast earlier this year. QBCC Commissioner, Brett Bassett, said anyone performing, supervising, directing or sub-contracting fire protection work was required to have an appropriate licence. To reinforce this requirement, officers from the QBCC and Queensland Fire and Emergency Services (QFES) undertake random audits of buildings to ensure compliance with the Building Fire Safety Regulation and Queensland Development Code MP6.1, and to check that fire protection work is done by a licensed person. “Four people (at the Gold Coast) were found working without the appropriate licences and another person was found supervising unlicensed work,” Mr Bassett said. “As a result of the audit, the QBCC also referred non-compliance relating to fire protection licensing, servicing and recordkeeping to the QFES for investigation.” At the time of publication, the QBCC Education and Engagement unit was liaising with experts in fire-protection systems 34 | Master Builder

about delivering seminars to licensees in the second half of 2018. It would form part of a QBCC campaign aimed at ensuring all parties understand their obligations when it comes to the installation and maintenance of fire protection systems. Fire protection systems include, but are not limited to, portable fire-fighting appliances, fire hydrants and hose reels, fire doors and shutters, emergency lighting, fire detection and alarm systems and sprinklers (including wall-wetting sprinklers).

Fire protection work for a building or part of a building includes: • Installing, restoring, repairing or maintaining of a fire protection system • Preparing certificates, statements or records relating to the fire protection system or stating whether a fire protection system meets a standard, requirement or specification • Designing a fire protection system • Developing, approving or certifying of emergency evacuation procedures for a controlled evacuation during a fire emergency

• Formulating or providing alternative solutions relating to fire safety • Inspecting or investigating fire safety in compliance with the Building Act 1975 or the Building Code of Australia • Providing advice or reporting about fire safety.

In Queensland, the licence requirements for fire protection work include: • A fire protection occupational licence issued under the QBCC Act that authorises the licensee to personally carry out and supervise the work (as an employee or sub-trade contractor only) • A contractor’s licence issued under the QBCC Act that authorises the licensee to personally carry out the work (under the contract for a builder or consumer) • A licence, registration or authorisation under an Act, other than the QBCC Act, that authorises the person to personally supervise or carry out the work (for example, an occupational licence issued under the Plumbing and Drainage Act 2002 or the Electrical Safety Act 2002). Based in Hervey Bay, the work is mainly concentrated around Hervey Bay, Maryborough and surrounds.

At what age did you start working in the industry? How did you get into it?

What do you love most about your job?

I grew up on building sites, started full time at 18 for my parents company. Then I did an apprenticeship with another company.

I’m not on the tools as a carpenter anymore, I'm a partner in a concrete cutting company. I love the variation and the challenges that we get with the projects we’re involved in now.

What appealed to you about this profession?

What do you find most challenging about your job?

I didn’t have to go to uni and could start earning money right away. I also like the variation and the fact I could be outdoors.

Tell us about one of the most memorable jobs you’ve done? Drilling eight, 65 diameter, 11 metre long core holes horizontally through a concrete bridge deck for RoadTek.

Is there someone who inspires or mentors you? If so, who are they? I get my inspiration from my grandfather, Peter Pennefather. He built for 50 years.

Where do you see yourself five years from now? The sole owner of the company I’m in partnership of at the moment.

Member Profile: Hobbs Building ENVIRONMENTALLY responsible and resource-efficient building is the aim of the game for Master Builder’s members Nikki and Luke Hobbs of Hobbs Building and Interiors. The husband and wife team moved to the Scenic Rim in 2015 after returning to Brisbane following a 12-month working holiday in Canada. “When we moved back to Brisbane, we had aspirations to buy blocks, split them and build homes and unit complexes,” Mrs Hobbs said. “Then one day we woke up and decided the rat race wasn’t for us. We had always had our eyes on Canungra, located in the Scenic Rim region, and within four months we’d bought a run-down acreage property and were relocating.” Luke has a strong carpentry background and had been subcontracting for over a decade. Nikki worked in marketing and communications, and disaster reconstruction efforts. Moving to the mountain ranges was second nature for Nikki who grew up on a chicken 38 | Master Builder

farm in Sydney and loved riding horses. For Luke who wanted to own a cattle property, the tree change was a dream come true. Mrs Hobbs said the move changed not only their lifestyle, but the entire way they ran their (now) business – Hobbs Building and Interiors. “Our whole (business) ethos is to promote eco-friendly acreage homesteads using sustainable materials and clever building design,” Mrs Hobbs said.

MEMBERS CORNER She said a lot of their clients are also based on rural properties and bush settings in the Gold Coast Hinterland, namely Mount Tamborine and Canungra. “It’s a very exciting time for our business as we’re at the point where clients are now seeking us out to work with our team based on our eco philosophy and country-style interiors. That’s pretty exciting for Luke, myself and our growing team of six staff.” Mrs Hobbs said the idea to position their business in eco-friendly building came after she identified a gap in the market in the Scenic Rim region. “I feel people and families that move to our area live here with a similar mindset to us. We’re all about enjoying nature, the environment and our animals – that goes hand in hand with our region.” Mrs Hobbs said everything about their builds, right down to the handover hampers, were done with an eco-friendly, support-local mindset. “Our differentiators include a personalised approach, plus emphasis on alternate energy sources, including solar and battery storage. I’m also looking into wind and hydro for our own tourism cabin construction,” she said. “We’ve now completed one fully off-gridhome and we’re about to start another. “We also use concrete water tanks and

thoughtfully planned and designed homes which utilise natural sunlight. I’m also loving Weathertex cladding comprised of a timer composite as well as raw materials like custom orb, concrete, stone and timber. “I like to bump up the insulation recommended on an energy efficiency report. That’s a really cheap and efficient way to increase the heating and cooling properties of a build. “Basically, I come up with the wild design ideas and then Luke cleverly builds them,” she joked. Mrs Hobbs is also building the interior design arm of their business at Hobbs Building and Interiors. “I’ve come onboard part-time in the last eighteen months. At the moment the clients get my services complimentary while I assist with selections and colours, however my vision is this could be an added service to also include soft furnishings and furniture,” she said. “We have aspirations to carry out our own projects, like every other builder I guess? She said steel frame, eco construction, acreage homesteads was their dream. “That’s exactly our passion and where we want to be in the marketplace – we want to be building 10 homesteads in the Scenic Rim per year,” she said.

Member Profile: Useful Yurts HE’S built more than 80 yurts since 1970 but now Master Builders member Brian Forbes is pushing for his yurts to be used in solving the nation’s affordable housing crisis.

Useful Yurts owner Brian Forbes’ interest in yurts was sparked when he encountered a primitive yurt at a festival in New Zealand more than 40 years ago.

A yurt is traditionally a portable, round tent that originated in Mongolia. Yurts have since been adapted for use globally in applications that include temporary and full-time housing.

Patience and persistence in the invention paid off for Mr Forbes and in 1992, Australian homemaker magazine, Home Beautiful published an article about a yurt he built at Mt Tamborine.

“Because I’m interested in geometry and angles, I decided I would design my own yurt and see if I could find a market for it in Australia,” Brian Forbes, Owner Useful Yurts Originally a staircase tradesman, Mr Forbes began work on his first yurt in 1985. “It took a few years to get public interest,” he said. To assist the yurt build, Mr Forbes designed a merry-go-round spin lift chassis that removed the need for scaffolding. Sitting on a central mast, the yurt could be spun, allowing work to be done from the high ground. Mr Forbes said this was particularly 40 | Master Builder

“That really helped me,” he said. Since then he said his work has been steady and he has travelled the nation to build yurts. “I’ve done three in Tasmania and all together I’ve completed about 80,” Mr Forbes said. “They mainly appeal to the creative types who don’t mind looking at something a bit different.” But he said the application could be far broader and is calling on the Australian Government and local agencies to consider his slice house yurt design as a solution to the nation’s affordable housing crisis. “The name is meant to convey the simplicity of it. Each of (the slices) is soundproofed and semi self-contained. You could get six to seven slices out of the large yurt, then you could have room leftover for a community kitchen, lounge room and living area.”


MEMBERS CORNER “What is game changing about yurts is that social housing in the past has not paid for itself; the government has had to prop it up,” he said. “With my method, it will actually pay a dividend as you’re getting six to seven units out of one (yurt) building.” He said each slice came in at about 30 square metres with a bedroom, little lounge and an en-suite. “I believe that a rollout of these slice houses would be a great solution, they’re designed to fit standard building blocks without special, multi-unit (council) approvals.” “These ideas I’ve got are way beyond a concept, I’ve built them, they’re working and they’re viable but I’m still battling to get the message through,” he said. Mr Forbes said his biggest stumbling block had been trying to push an idea that was “different”. “If you look at the history of invention, most people struggle a bit,” he said. “People are not prepared to think outside the square and that has been a problem for me. “I’ve always thought that if I persisted long enough, particularly with affordable housing, that I should strike a chord. I believe that’s going to happen this year – it’s a matter of persistence,” he said.

Award clients chuffed, Ogilvie recommended for work WHEN Kenneth Ogilvie was approached to build Denman Avenue Residence on the foreshore of Shoal Point, Northern Beaches, Mackay, he knew the expectation was going to be very high. Owner of Urban Trend Construction, Mr Ogilvie had been recommended for the job by his former clients whose hilltop haven Coral Ridge Residence at Eimeo won the 2015 Mackay and Whitsunday Individual Home $751,000 – $1.25 million. “The pressure was on us building the Denman Avenue Residence considering the referral home, Coral Ridge Residence, had already won,” Mr Ogilvie said. But Mr Ogilvie said when he went on site for the first time to talk through what the client wanted to do, he visualised a great opportunity.

“I saw the waterfront location and I said, ‘We should run a pool across the front of the house’ – it was just a bit of tongue and cheek really,” Mr Ogilvie said. “And they responded, ‘Let’s do it’. It was awesome; the pool location set up the whole design of the house. I pretty much had a sneaking suspicion when we did the design it was going to do well (in the Master Builders awards). But obviously it was a long time between that and when it was finished.” And Mr Ogilvie did not disappoint. Denman Avenue Residence won the Individual Home $1.26–$2 million and House of the Year in the Mackay & Whitsunday region. He said during the 11-month construction of the 30 metre long Denman Ave Residence, he and his team certainly faced challenges,

including splitting roofing panels to fit them onto the semi-trailer and get them to site. Throughout the process and as he continues his work in the Mackay region, Mr Ogilvie said people often ask him how he is able to take on such statement projects. “I say, ‘You just say yes and then figure it out,” he said. “As a young fella, you do your apprenticeship and you do a good job then you wait for the big jobs to come along and now they are. We’re pretty fortunate.” Mr Ogilvie started Urban Trend Construction 10 years ago on the Gold Coast and moved back to Mackay in 2012. “We’ve done pretty well since then,” he said. Since 2009, Urban Trend Construction has won 20 Master Builders awards.

Win a dose of confidence for Beck WINNING the 2017 Wide Bay Burnett Women in Building award provided Hervey Bay’s Kath Beck with a boost of confidence and push she needed to further her career. After the win, Ms Beck started studying a Certificate IV in Building and Construction (Building) with Master Builders. Ms Beck is the owner of Lifestyles AU, a structural landscaping business based in Hervey Bay – she runs the business with her partner Steve. She entered the Housing and Construction Awards because she wanted to let women know they were just as capable of building as anyone else in the industry. 50 | Master Builder

Ms Beck said the win gave her a dose of validation. “It gives me that bit more confidence that I am on the right path and enjoying my work.” Ms Beck said she would finish her Certificate IV in the second half of the year and could then apply for her full builders licence.

Almost a year on from her win, Ms Walker has purchased a second house and started her Certificate IV in Building & Construction.

She was the 2017 winner of the Downs & Western Apprentice of the Year Award and said the win really proved to her that hard work and ambition do pay off.

“In the first year of my apprenticeship, I worked three jobs. I was doing up to 75 hours a week,” Ashley Walker, Apprentice “In school, I was working at a pizza outlet and I quit there when I started the apprenticeship. Then I realised first-year wages were really bad. I got the pizza job back, picked up another and just juggled all three. I was

Ms Walker said winning the Apprentice of the Year award was “huge for me”. “Even getting the apprenticeship (with Golden West Apprenticeships) was huge. It’s going to help me a lot on my résumé,” she said. “After getting that award, I had builders from the awards night offering me jobs. I’m happy where I am, but knowing if I need the work there’s always that option – that was huge.”

Awards have flow-on effect for McDonald THE act of celebrating one win led to a second, rather unexpected win for MCD Construction owner Cameron McDonald. MCD Construction won the Brisbane Home Renovation/ Remodelling Project over $1 million award for Clifftop House at Teneriffe. On the awards night, Mr McDonald said he’d phoned the owners of the home to say the house won and give his congratulations. “We were just really excited that night and so my family went around the next morning to celebrate (with the home owners),” he said. Mr McDonald took the trophy with him to the show the family. “And when we were there we thought, let’s get a great photo of our award with the project behind it,” he said. “There’s so many great positions on that project where you could get fantastic photos.”

Clifftop House is perched on the edge of a clifftop in the wool store district of Teneriffe with views onto the Brisbane River and beyond. Mr McDonald entered the photo into the Master Builders photo completion by uploading the photo to Instagram and including #mbawards17. “I had no idea that it was going to win – it was all in good fun. As it turned out, it was a great idea and one I’m grateful my wife and I came up with,” he said. Mr McDonald said the second win was a great way to cap off the awards program for what was an excellent project to work on.

“It’s a really tight site (at Clifftop House), and the actual frontage is extremely narrow,” he said. “We had to stage the project and leave the garage until very late into the piece otherwise we wouldn’t have been able to fit in the cranes. MCD Construction specialises in commercial projects and Mr McDonald said it was a perfect fit for Clifftop House that featured a three-storey concrete extension. “It was great. It was one of those projects where we had such a lovely client who was really passionate about what we were doing. And they were very excited when it won the award.”

Roadshow 2018 Roadshow travels Queensland to keep members up-to-date IT’S what you don’t know that can hurt you. That’s was the topic of this year’s Roadshow when we visited Brisbane and our nine regional centres throughout March. We started in Brisbane, travelled to the Sunshine Coast, Hervey Bay, Bundaberg, Gold Coast, Toowoomba, Rockhampton, Mackay and Townsville. We were unsure if the waters would recede in time to make it to Cairns but were thankful they did. Master Builders Deputy CEO Paul Bidwell said Roadshow was an important event as government introduced a number of new laws in 2017, so it was important to make sure members were well-informed. “On their own the laws will each have a dramatic impact on our industry – on your businesses. But collectively they are like a tidal wave. And we don’t want to see any of you getting swamped,” Mr Bidwell said. Through a panel discussion, we spoke with you about the Building Industry Fairness Act, specifically Project Bank Accounts and security of payment. We also touched on the QBCC’s directions to rectify defective work, new laws to deal with non-conforming building products and changes to health and safety legislation around industrial manslaughter.

Hervey Bay Golf Day

A SUDDEN deluge could not dampen the spirits of players at the BUSSQ Master Builders Hervey Bay Golf day.

Master Builders Membership Development Executive, Ian Langer, said more than 80 players turned up, dressed in matching shirts for the four-ball ambrose game at the Hervey Bay Golf Club on Friday 20 April. “The weather was looking just fantastic,” Ian said. But after two hours and about ten holes into play for the majority of players, it started pouring rain. “No one really expected rain and it lasted for around half an hour,” he said. “Players were seeking cover wherever they could. Some were able to eat their supplied sandwiches and have a drink while they were waiting.

“They were about 10 of us sheltering under the BUSSQ tent. So as usual, BUSSQ had them covered,” Ian Langer, Master Builders

Ian said when the rain stopped, the course siren began wailing. “Us non-golfers thought it was time to get back into it, so some started playing again,” he said. “The seasoned golfers actually knew that meant that there had been lightning strikes in the area so play had been called off for safety reasons.” Ian said players retired for a refreshing beverage and prize announcements. “Because not all of the teams had even played nine holes or had a go at the nearestto-the-pin or longest drive shots we agreed, again after consulting with the players and sponsors, to make all prizes a lucky draw rather than based on results,” he said. Ian said the feedback from the day was overwhelmingly positive. “We received a good number of comments saying that we had turned around what could have been a disaster by going with the random draws,” he said. Instead of halting work and delaying timelines when you suspect asbestos, save time and money by getting yourself and your staff qualified to safely identify and/ or remove non-friable asbestos yourself. Attractive for its durability, fire resistance and insulation, asbestos was used in everything from wall lining, roofing, cement, textured fencing paint to brake pads in cars from 1940 to the late 1980s. Master Builders offers two asbestos courses, the Asbestos Worker and the Asbestos Awareness program, currently priced as low as $20 with Construction Skills Queensland funding for eligible participants. Now is truly a better time than ever to tick off the asbestos training you require. The Asbestos Awareness program is usually $165 but is currently reduced to $135 unfunded or just $20 for those eligible for funding. This means 10 of your eligible workers could get the course done and dusted for just $200. The Asbestos Worker Program, usually $950 is now $625 funded or $850 unfunded across our regions. Asbestos Awareness The Master Builder Asbestos Awareness training course is for anyone in the building and construction sector who is likely to work with asbestos. This course has been designed to provide participants with information that enables them to understand the legal obligations of licensed contractors removing non-friable asbestos in a safe manner.

Asbestos Worker Program Our Asbestos Worker Program is suited to anyone working in the building and construction sector that requires the qualifications to legally remove more than 10m² of non-friable asbestos. This course provides the skills and qualifications required to legally remove more than 10m² of non-friable asbestos as set out by the Work Health & Safety Regulation 2011 and the Code of Practice for the Safe Removal of Asbestos.

Designed for creating raised floors in external applications, such as balconies, terraces and green roofs, Buzon’s Award Winning Pedestal system can be used with any type of concrete or stone paver, timber decking of all types and metal or fibreglass grid systems. A key benefit of this innovation is the patented slope correction device. This gives up to five percent fall compensation achieving a perfectly level floor finish, simultaneously allowing for positive water runoff at structural slab level.

Using the Buzon Pedestal replaces the use of sand and cement when laying pavers, therefore eliminating efflorescence and algae and reducing weight-bearing loads on the building structure. In addition the pedestal also improves thermal insulation and reduces sounds transmission.

For even more design flexibility, the system offers height adjustment from 17mm to 1070mm, millimetre by millimetre if required. This allows for unsightly services to be concealed under the floor while still offering access for maintenance of the waterproofing membrane and drainage systems.

In commercial urban environments where space is at an ever-higher premium, a building’s roof level is potentially a rich source of usable space. Buzon say their Pedestal System can be used to maximise a roof’s potential, both hiding all manner of services and protecting roof substrates from the elements, maximising integrity and longevity.

The pedestals are extremely strong as they are precision-engineered from high strength, UV resistant, recycled polypropylene and capable of supporting loads of more than 1000kg each. At roof level, this load is evenly spread by the wide base area of each unit, making them ideal for installation on any waterproofing membrane without causing damage, they can even be used directly over insulation material. The Buzon Pedestal System is also simple to install. Desired height is achieved by thread adjustment, which is lockable when reached and a range of interchangeable spacer tabs of 2mm, 3mm, 4.5mm, 6mm, 8mm and 10mm, allow for precise gaps between pavers and provide positive drainage without any concern of ponding or flooding.
