PLUGGING THE SKILLS GAP VITAL TO TACKLING INDUSTRY WOES

Falling short of the mark seems to have become the theme for the opening stanza of 2024. This begs the question: what do we do about it?

There’s no simple answer here – and that’s because the problem is so complex.

To set the scene, we have an enormous pipeline of work ahead of us in the next ten years and beyond. $92 billion has been allocated for the next five years to build the hospitals, schools, and renewable energy projects our communities are reliant on. Plus, we have the yet-to-be finalised program of works on venues for the 2032 Brisbane Olympic and Paralympic Games. It also goes without saying we’re in the middle of a housing crisis.

To meet our share of the national five-year target, we need to build 49,000 new homes every year. At this stage, reaching this goal looks like a tall order.

Last month, Master Builders Australia pulled together a building and construction industry forecast, covering for the first time, the full five years of the National Housing Accord (1 July 2024 – 30 June 2029).

This confirmed in each state and territory, we will fall short of the housing target even with positive outlooks on the horizon.

Here in Queensland, we estimate we’ll manage just over 30,000 in the 2023-24 financial year, rising to just over 39,000 in FY 2024-25.

There is some good news, with the latest building approvals figures from the Australian Bureau of Statistics showing a steady increase of 1.4 per cent in the three months to February. Detached houses are down 8.5 per cent, offset by an increase in units at 18.9 per cent.

As for the regions, these latest numbers are not strong enough to shift the story. Everywhere is trending down (over the three months) except for the Gold Coast and Sunshine Coast thanks to unit approvals.

Greater Brisbane, Sunshine Coast, Downs & Western and Wide Bay all had a strong showing over February – again thanks to units.

While this is a positive shift, at 32,724 dwellings approved over the 12 months, we are going to need a much larger change to move anywhere near the national target.

The biggest challenge for the industry right now is the enduring shortage of skilled labour. As we know, Construction Skills Queensland (CSQ) estimates we need 18,000 new workers and tradies each year at a bare minimum.

BuildSkills Australia recently added more evidence of the problem when it said the industry needed to attract 90,000 tradies nationally in 90 days.

On top of this, the lack of numbers is pushing up construction costs so much, that Queensland developers are telling us that building new highrise units just doesn’t stack up.

It’s crucial the building and construction industry is supported to operate in the most effective way possible, by knocking down the blocks to building.

So, back to our question – what do we need to do to plug the skills gap, to address the unmet demand for housing, and to complete the huge program of community construction projects before us?

We know that we can’t pluck people out of the air – but there are practical steps that can be taken right now.

We continue to call on the Queensland Government to build on its existing programs, like fee-free TAFE, to help grow the number of apprentices. Small building and construction businesses employ more than 262,000 people in our state, and they can be better supported through government measures like subsidies for taking on apprentices.

We also work with CSQ as an independent, not-for-profit, industry-funded body, that provides funding to reduce the financial obstacle to training, making upskilling affordable for eligible applicants working in the building and construction industry.

On page 19 , you can find out more about their current campaign, encouraging young people and those looking at a change of career to consider the benefits of choosing a path in our industry, perhaps as an alternative to university study.

We need boots on the ground – and government support to convert demand into bricks and mortar. 

OUR 2024 ELECTION CAMPAIGN: DELIVERING HOME TRUTHS TO POLITICAL PARTIES

The state election might still be months away – but we’re making our voice heard now on the issues that matter to our industry, and to Queenslanders.

On Sunday 7 April, we launched our Home Truths campaign. This is our call to all Queensland political parties ahead of the state election on 26 October.

Earlier this year, we hit the road to speak with Queenslanders and get their thoughts on what their main concerns are right now.

Unsurprisingly, the issue of housing was among the top three, with nine out of ten of those surveyed telling us they think the government should be doing more to fix the existing crisis. They supported a roll back of red tape, to help provide more affordable housing, faster.

Three out of five of those surveyed also said they wanted reduced costs and more choice, via the rollback of the new housing accessibility and energy efficiency rules.

Over the last two months, alongside the hard-working members of our Policy & Advocacy team, I have been meeting with government and key stakeholders to discuss the issues concerning our industry right now, foreshadowing our campaign launch.

In terms of solutions, there are several key outcomes we need the next elected state government to support, and which we outlined during our meetings with their representatives.

We need to roll back the unwarranted changes to the National Construction Code 2022, specifically the new accessibility and energy efficiency requirements. While inclusivity and sustainability are important to our communities, these changes are driving up the cost of new housing without a sufficient benefit.

It’s clear that project trust accounts should be scrapped. They simply do not work – they don’t protect payments in insolvency. They are a complex, costly and unnecessary regulatory overlay to numerous other security of payment protections for subcontractors. If they are rolled out to private projects of $3 million and then $1 million, this could kill many small businesses.

The Best Practice Industry Conditions (BPICs) must be applied in a way that is flexible, enabling greater productivity on

construction sites, without compromising worker safety or building quality.

There’s been much debate around BPICs in recent times – and we maintain that the existing conditions are making large unit developments and essential government infrastructure projects too expensive to build, mostly owing to lost time and productivity.

We support those parts of government policies that put safety at the top of the agenda and protect diversity, equity and pay for building and construction workers. This is not about cutting corners or undermining worker conditions, including pay. We simply need more flexibility to drive costs down, and to ensure projects go ahead.

The QBCC must also work better for and with industry. Licence applications are processed too slowly, inconsistently, and still with no online option for builder and trade contractor applicants.

There should be no duplication of safety reporting notifications or investigations. Work Health Safety Queensland is the safety regulator. Builders should not be penalised for failing to issue duplicate notices to the QBCC.

Finally, we continue to call for a state-wide mandatory housing code to streamline planning rules, and speed things up at a local government level.

Our discussions with the political parties are crucial in terms of making our position clear. We call on all sides of politics to better support our industry by removing the roadblocks that are preventing us from getting on with the job for the good of every Queenslander.

BREAKING DOWN GENDER BARRIERS CRUCIAL TO GROWING OUR INDUSTRY

As we work to tackle the labour shortages currently hampering our industry, we need to be proactive when it comes to attracting more women to forge a career in building and construction – and retain their skills for the long-term.

Our industry currently employs over 1.3 million Australians, but our female participation rate is 15 per cent, with just three per cent on the tools. It’s clear there’s room for growth – and as we work to tackle the housing crisis, now is the time to act on boosting these numbers.

We have a long and proud history of celebrating women in our profession, recognising the important role they play in shifting the cultural dynamic away from the outdated view that building and construction is a man’s world, and knocking down the perceived barriers to growing female participation. By shining a light on these high achievers, we are actively working to engage others by illustrating the boundless opportunities our industry offers.

The Women in Building Award is regarded as one of the most prestigious in our Housing & Construction Awards suite, highlighting the remarkable contribution of women to our industry, across our regions, and at state level. Always hotly contested, the award honours those who act as role models to others in the industry, showing how they are encouraging

other women to follow in their footsteps, and demonstrating their exceptional leadership skills through their contributions to team operations, working relationships, and with industry bodies and groups.

A look back over the 2023 Awards winners’ lists in this category really hammers home the diverse range of roles women are succeeding in. Among them, our Queensland winner, BESIX Watpac’s Katie Garay, is an outstanding project engineer, while our Mackay & Whitsunday winner Michelle Thompson, is a commercial estimator for Porters Glass and Aluminium. 2023 Brisbane winner Tarah Hastie is a licensed builder, while Sophie Knauth, who took out the title in Downs & Western, is already making her mark as a fourth-year apprentice carpenter. There really is no end to the possibilities, and as the ambassador for our Awards, this is a source of immense pride and inspiration.

This year, we have also reimagined our Influencers (Women in Building) events, bestowing the highly appropriate title of Inspired Minds. These events bring together like-minded women to unpack the challenges

they face in their many and varied roles across the industry, with the aim of empowering them to find their own sense of purpose and define and achieve their individual brand of success. At a national level, Master Builders Australia has launched the Breaking Ground: Women in building and construction platform, aimed at acknowledging the challenges faced by women in construction, presenting practical solutions to the existing social and emotional barriers. We support the policy proposals of Breaking Ground, which calls for measures such as unbiased career guidance and more handson experience for young women in schools, as well as greater support for parents and carers to help guide them; continued work by industry leaders to promote good culture and safety practices (we have many industry members doing amazing work to embrace this already); greater flexibility and support for parents and carers; and more funding towards programs, education and information to support women on their journey and to strive for equality.

I would also encourage our female members to explore MBA’s Women Building Australia program, dedicated to advancing women in our industry through mentoring, business coaching, and promoting women-owned and/ or operated businesses, via the website at www.womenbuildingaustralia.com.au.

It is up to everyone in our industry, not just women, to break down the barriers to female participation by making real and practical change at a grassroots level, helping grow and bolster our sector as we see is crucial.

Master Builders is committed to continued advocacy for greater support from government and key stakeholders, opening up greater opportunities to attract and retain the best workers, regardless of their gender.

Master Builders has travelled far and wide across our state to hear about housing and now we’re releasing the results to show how people are feeling about the crisis, the future, the plans, and the processes.

What did Queenslanders tell us?

The mood is one of frustration that more progress isn’t being made. However, in true Queenslander style, they know whinging won’t help – getting on with the job will. That’s why we’re putting forward our plan for progress – encouraging all sides of politics to back it for the sake of our great state.

The research

From Coolangatta to the Cape, we’ve been on a mission hearing about housing from the perspective of Queenslanders. We’ve listened to over 1500 people over the last two months, spanning thousands of kilometres. They have helped us shape a point of view on the progress and pain points for Queenslanders when it comes to housing.

The results

Nine out of 10 Queenslanders surveyed said that the government should be doing more to fix the housing crisis.

Housing is among the top three issues of concern for Queenslanders at present – and they want the Queensland Government to do something about it.

They want organisations like ours to work with the state government to achieve better outcomes –and to start to make things happen now.

Red tape is clogging the system, slowing down the delivery of housing and increasing the cost.

Three out of five of those surveyed want reduced costs and more choice via the rollback of the new housing accessibility and energy efficiency rules.

“If it helps with the housing crisis and people no longer being homeless, then I will definitely support the government rolling back some building and construction regulations.” (Male, 35-44 years, regional Queensland).

The solutions to get housing back on track in Queensland

Queenslanders want to see less unnecessary red tape to clear the way for our industry to deliver more housing sooner, and more affordably, to tackle the existing housing crisis.

They want the Queensland Government to step up and work with the building industry to drive down the cost of building, instead of increasing it.

Our industry has suffered an avalanche of regulatory changes over the past few years, costing time and money, in addition to challenging market conditions in the wake of COVID and other international events. Queenslanders want building businesses better supported by government, so they can play their role in growing our state.

“If we are imposing more regulations that are going to cost businesses, how are those businesses meant to pay their workers what they’re worth if they can’t afford it now?” (Female, 34-44 years, Thuringowa).

Master Builders makes its voice heard on Security of Payment

CEO, Paul Bidwell reinforced Master Builders’ opposition to the existing project trust account framework, as he addressed a public hearing into the Building Industry Fairness (Security of Payment) and Other Legislation Amendment Bill 2024 in March, following the introduction of the Bill into Parliament in February.

Addressing the Housing, Big Build and Manufacturing Parliamentary Committee, Mr Bidwell said while Master Builders wholeheartedly agrees that timely payments are essential for all parties in the building industry, it had not altered its view since responding to the 2015 state government discussion paper on the issue.

“Project bank accounts (now project trust accounts) are not the solution to security of payment,” Mr Bidwell said.

“They add enormous administrative burden and cost to comply with the complex maze of legislative obligations, requiring additional staff hours and costly software systems. For the smaller builders this could kill their business. We cannot stress enough the chaos that will ensue when project trust accounts are required for contracts down to

$3 million and then $1 million next year.

“They are an unnecessary and complex overlay on top of the many other security of payment measures already in Queensland legislation. There is no evidence that they have made a scrap of difference over the past six years.

“In fact, there have been recent builder insolvencies, and despite there being project trust accounts, subcontractors have not been paid for their work.

“There are alternatives but government at every turn has chosen to ignore the industry’s input and continue down this path, overlooking the fact that their claims Queensland’s security of payment regime will ensure subcontractors are paid ‘on time, in full, every time,’ do not stand scrutiny. There is no demonstrated benefit.”

Mr Bidwell said that notwithstanding this long-held position, Master Builders supports amendments that reduce the administrative burden on head contractors, noting that there is nothing in the regime that protects a head contractor from late- or non-payment by the principal or developer.

“Unfortunately, we believe some of the proposed amendments will not achieve this purpose, including the amendment to GST and retentions, the change to when a head contractor cannot withdraw amounts, and the definition of beneficiary,” he continued.

“And finally, we note that while having compliant software is an improvement, it will come at a cost to builders – especially the smaller businesses – and will not take away the obligations of a trustee; nor the need for mum and dad builders to understand entirely new systems and the complexities that go with trust ledgers and trust records.”

The revised Bill was passed in Parliament on 16 April, but sadly, the Committee did not take up our recommendations. We will continue to advocate against the unnecessary burdens project trust accounts place on our industry, in the lead-up to the state election. 

Specialist builder recognised on national and global stage

A mystery nomination for a Brisbane-based builder who specialises in construction for the disability sector has resulted in acclaim for their work, both on home soil and internationally.

Robina-based Disability Access Construction (D.A.C) was put forward for the Enablement Awards in Australia in Brisbane in November, where they were named Most Outstanding NDIS Home Modifications Entity in Australia. Their win at national level earned them automatic entry into the Global Awards in London, where they took home the award for The Most Outstanding Disability Home Modifications Entity in the World.

A 20-year veteran of the industry, Glenn Parker became interested in specialised work in the disability sector six years ago.

“I looked into it and registered with the NDIS, then went around the old school way

and doorknocked occupational therapy businesses around the Gold Coast to see if I could help in some way with home modifications. After a year or so, my wife Liliana and I decided to start Disability Access Construction,” Glenn said.

D.A.C’s services include complete bathroom remodels suited to their clients’ special requirements, as well as access ramps, front entry door and home automation, grab rails, and installation of lifts and stair lifts.

“The most common question I get when we are looking at modifying someone’s home is, ‘will it look like a hospital?” Glenn said.

“From this we look at other alternatives that are still functional to the client but also look pleasing to the eye. Our bathroom modifications blend both the function for a person’s special ability but can be used by the whole family.”

To this day, Glenn still doesn’t know who nominated their company for the awards, but the team is truly grateful – and humble.

“To just be nominated in the Australian awards was truly amazing, and to win was insane. Then of course being entered into the global awards was out of this world.

“Liliana and I made the journey to London accept the award. It was an amazing experience, like we have never had before.

“Not in any dream did we think our small little building company on the Gold Coast would come close to winning the global award.”

The D.A.C team has just returned from the Abilities Expo in Los Angeles and are currently working with some US-based companies on possibly supplying some of their products to Australian clients. 

Energy efficiency changes powered up under NCC 2022

The new requirements for energy efficiency in the National Construction Code (NCC) 2022 came into effect on 1 May.

Last September, the Queensland Government announced an extended transition to the new rules, as the software used to measure energy ratings was still not ready.

Although we welcomed the delay at the time, the cost of living continues to soar, and the housing crisis is showing no signs of abating.

Against this backdrop, Master Builders maintains that now is not the right time to be implementing these changes. While sustainability and saving energy are important, these complex technical requirements will drive up costs for both builders and consumers. For some housing types, there will be little obvious benefits to the occupants.

Despite our opposition, the changes are now here. All members must ensure they are up to date with the updated NCC 2022 requirements, to ensure their business and workmanship remain compliant.

What are the new requirements?

From 1 May, all new homes and major renovations must meet more stringent energy efficiency standards for the ‘thermal shell’ of the building and the new ‘whole of home’ assessment.

Class 1 buildings’ thermal performance will increase to 7 stars in the Nationwide House Energy Rating Scheme (NatHERS). Class 2

buildings will need the thermal performance to meet an average of 7 stars with no sole occupancy unit being less than 6 stars.

The deemed-to-satisfy elemental table requirements for housing have also been increased – and the new tables are extensive. It is very likely that ceiling fans will be required to all habitable rooms throughout Queensland.

The rules allow for a 1-star credit for an outdoor living area with a ceiling fan. [This is only applicable if using an energy rating software tool and not the elemental tables].

Master Builders has secured an additional Queensland concession under the deemedto-satisfy pathway for an option to adopt the previous NCC 2019 elemental tables where there is a compliant outdoor living area and fan for a Class 1 dwelling. This should be of value for those projects struggling to comply under the NatHERS software, such as dwellings on stumps.

The NCC 2022 also includes a new separate requirement for the introduction of a ‘whole of home, annual energy usage budget.’ This applies to the energy use of the home’s heating and cooling equipment which includes air conditioning, heated water systems, cooking, lighting, and swimming pools and spa pumps.

to know Gen Z tradies

Some surprising research has been released regarding Gen Z tradies and their attitudes and behaviours while at work.

Gen Z, those born from 1997 to 2012, are the first generation never to know the world without the internet. The results revealed digital is not the go to for ‘transacting’ with Gen Z tradies, instead channels of communication are driven by context – speaking to a person to get certainty and timeliness.

The research, commissioned by Kennards Hire, Lysaght and B2B Marketing Consultancy – I.M.A, sought to understand and determine how Gen Z tradies are likely to interact with suppliers and brands as

they move into future decision maker/ business owner roles.

Young tradies become independent quickly with 30 per cent of the generation in building and construction running their own business, controlling their revenue, and become the key decision maker. Connection is paramount, so face-to-face and mobile phones are the preferred communication channels of choice. 81 per cent prefer to have conversations with suppliers when on site, over other means such as text messages or online messaging platforms, and when asked whether they believe that no human interaction with

choosing more efficient heating and cooling equipment, to meet the level of allowable energy usage. It cannot be used to offset any requirements for the thermal performance of the building (star rating).

Tips to ease compliance

The energy assessment can identify the need for changes that may significantly increase the cost of construction. Put the work in at the design stage to minimise these costs as far as possible. For example, changing the design may be much more cost-effective than double-glazing.

Do not agree to a fixed price before fully understanding the energy efficiency implications. Consider entering into a ‘preliminary agreement’ (available on eDocs) to carry out the energy assessment at design stage and recover the costs, before agreeing to a fixed price contract.

Ensure any appliances which form part of the ‘whole of home’ assessment are agreed with the client up front and included in the contract.

Nearly one third are more likely to claim they find it important to consider suppliers who are conscious about the environmental impact they make, and although over 60 per cent prefer face-toface for purchasing products, 50 per cent are more likely to be influenced by social media when looking for new products.

The research also indicated that young tradies are down-to-earth, family-oriented people and are heavily influenced by friends and colleagues when purchasing vehicles, tools, building materials or choosing equipment hire companies. 

Household Resilience Program extension a win for industry and communities

Master Builders has welcomed the state government’s announcement of the next round of grants to help low-income Queenslanders living in cyclone-prone coastal communities to make older homes stronger and safer.

The fourth phase of the Household Resilience Program is now open and increases the maximum available assistance to $15,000, with a minimum homeowner contribution of 20 per cent.

Aimed at helping with cost of living and reflecting building industry challenges such as rising materials costs, it’s expected the latest phase will enable resilience works for more homes within 50 kilometres of the coastline between Bundaberg and the Queensland/Northern Territory border. At the time of printing, more than 2000 households had registered their interest in applying for the new phase, which will remain open until the funding is exhausted.

The program, open to low-income households, helps to cover the cost of

approved works such as roof upgrades, garage door replacements, upgrading external structures, solid core doors, plus the installation of cyclone shutters or window screens.

“We have been advocating for the extension of this program in the wake of the disasters that hit large parts of our state in the last few months, so this announcement is great news for both industry and consumers,” Master Builders Manager – Policy and Economics, Dyan Johnson, said.

“We must continue to look at ways to increase resilience. Existing homes and buildings can be modified to withstand the impacts of these events. We continue to call for further government incentives for owners to engage licensed contractors to increase the sustainability and resilience of their homes.” 

Minimum Financial Requirements (MFRs)

The Queensland Government listened to industry concerns about the costs and difficulties faced when preparing the QBCC Minimum Financial Requirements (MFR) Report and has amended the MFR Regulation to reinstate Special Purpose Financial Statements (SPFS) for some licensees.

Contractors who are applying to change their maximum revenue to an amount covered in financial categories SC1, SC2 and 1-3 may apply the new provisions. These amendments make it cheaper and easier to comply by reverting to a previous and less onerous level of detail, which is appropriate for these categories of licensee. This change only applies to financial information for the quarter ending 31 December 2023, and onwards.

General Purpose Financial Statements (GPFS) are no longer required to accompany the QBCC MFR Report for all QBCC licensed contractors in financial categories SC1, SC2, 1, 2 and 3.

Note there is NO change to the requirement for Category 4–7 licensees to continue to prepare GPFS, or to the Annual Reporting requirements.

You only need to provide an MFR Report in certain circumstances, including: applying for a new licence, if your net tangible assets decrease by 20 per cent (for categories 4-7) or 30 per cent (for categories 1-3). If your turnover goes 10 per cent over your maximum revenue, or you want to increase your maximum revenue amount. Master Builders tours Timber Hub as researchers look to ease housing crisis

A visit to the Australian Research Council (ARC) to Advance Timber Hub at the University of Queensland (UQ) was on the agenda when Master Builders Queensland hosted the Master Builders Australia National Economics & Productivity Committee in March.

Modelling conducted at the ARC Hub at UQ shows that improving timber production efficiencies by just 5 per cent could unlock supply for an extra 8,000 homes to be built in Australia each year.

One of the research leads at the Hub, Associate Professor Joe Gattas, said greater efficiencies in the supply chain could unlock greater options when it comes to more affordable and sustainable homes for Australians.

“Early consultation with our industry partners has shown us where efficiencies can be made across all stages of the forest to building supply chain,” Dr Gattas told the Master Builders team.

“Our research is investigating how to deliver these improvements using new technologies such as computer vision and artificial intelligence to get more usable material out of each tree and augmented reality and robotics to enhance productivity for timeconsuming and repetitive tasks.

“Every gain in the supply chain allows more houses to be built and we hope this will increase the use of Australian-grown timber as a more sustainable choice for construction.”

The visiting team was also given the opportunity to meet with Professor Rebecca Gravina who highlighted the research into concrete structures and materials.

“Increased use of recycled materials in construction is a key aspect of reducing carbon in our industry. Sustainable concrete containing recycled material content is being used in pavement and residential slab applications as well as precast elements,” Professor Gravina said.

Manager – Policy and Economics, Dyan Johnson, was part of the group who toured the Hub.

“Master Builders welcomes the research activities of the ARC’s Advance Timber Hub,” Dyan said.

“Timber and concrete are critical building materials for construction, including residential housing. It was fantastic to see the incredible research underway. I was impressed by the integration of research

with real world practical outcomes.

“We must embrace innovation and find ways to do more with less and develop new ways of delivering buildings.

“Transforming construction to incorporate prefabricated building components would reduce construction time on site, increasing productivity. Many of these prefabricated components are made from timber, and the research underway at UQ will assist in enabling more local manufacturing of more building components.

“Queensland has an enormous pipeline of work, including major capital works projects such as schools and hospitals, and for the Olympic and Paralympic Games, that will continue to pressure supply chains. Net zero targets are looming, and construction will play a critical role in reducing emissions.

“It’s encouraging to see this innovative research evolving, with a view to meeting existing and future demand.” 

New building panels streamlining council tender opportunities

Tendering for local government projects just got a lot easier, with a new online portal speeding up the process.

Local Buy, a wholly owned subsidiary of the Local Government Association of Queensland (LGAQ), has set up two new pre-qualified supplier arrangements for the construction of both commercial and residential projects.

Under the strict protocols set down in the Local Government Regulation 2012, councils are required to perform full and open market tenders for any purchases over $200,000.

The new Local Buy online tendering portal eliminates the need for councils to perform tenders, even if the procurement activity is over this threshold, by providing pre-qualified supplier arrangements to streamline the process. Each tender costs councils about $20,000, with the process long and drawn-out.

Local Buy’s Senior Manager – Stakeholder Management, Emma Peters, said the two new supplier arrangements were borne out of the success of the popular civil construction arrangement, which has $150 million of projects go through it each year.

“This is the missing piece for us. Council feedback was for us to set up some building panels for them, so we’ll have both commercial and residential that builders can respond to,” Emma said.

“They can become a Local Buy pre-qualified supplier by responding to the tender when we issue it through the online portal. We ask you for some detailed information about your business; we need to see your licence information, your managerial and technical qualifications, things like if you’re ISO 45001-certified. Then, providing you tick all the boxes, we will welcome you on as a Local Buy pre-qualified supplier.

“Then, you are eligible to work with any council in Queensland, so it depends on how far you’re prepared to mobilise. There are 77 councils across the state, so the scope of potential work could be quite wide.”

Builders and tradies can apply for both the residential and commercial pre-approved panels, making for a smoother process for businesses who work across both sectors.

“The commercial panel includes fit out, demolition, and asbestos assessment and

removal. The residential one is purely for resi projects, so the minimum standard required for one of these pre-qualified suppliers would be a low-rise builder. This is a great opportunity to help ease the demand on councils to provide staff housing, especially in rural and remote regions.”

Mould rears its ugly head

Master Builders members deal with many challenges when working on a building project. Mould however is a unique problem that varies from one site to the next. It is not an easy fix. There are dangers working with this fungal organism. It can mean a building is unusable and cause health hazards simply by inhalation, contact with mucous membranes such as your eyes, nose and mouth, ingestion, or just contact with your skin.

The cyclones, storms and flooding that have impacted parts of Queensland over the last few months are a timely reminder to consider the issues, and protect your construction team and clients, while ensuring the project is fit for purpose.

So, how does mould occur?

Excess moisture, heat and humidity are the natural breeding ground for mould in both concealed and exposed areas of a building. However, mould is not limited to buildings affected by flood events. It can occur at any time within existing structures or when you’re working on new builds, renovations, or disaster-affected buildings.

How do I identify mould?

Mould can appear as a dark stain or discoloration on walls, ceilings, or any building element. It is commonly dark green, black, or brown and depending on the substrate can appear as white or orange.

If you identify mould, you must determine what is reasonable and practical for each situation and choose a method of rectification. That could mean using a commercially available product that cleans and kills mould.

Warning! Do not mix bleach and ammonia as it can produce toxic fumes.

There will however be situations where the mould is extensive. Do not underestimate the severity and the real potential hazards. Call Master Builders immediately as you may need to engage an occupational hygienist.

What do I do if I discover mould?

There are important practices you must implement when you undertake mould remediation.

• Immediately restrict access to the affected areas to limit the number of people exposed.

• Ensure your team is using a properly fitted disposable P2 respirator with a carbon activated filter layer or full-face respirator that has been fit tested, and workers are clean shaven and trained to use their PPE.

Engineered stone ban update

Engineered stone will be banned across Australia from 1 July 2024. At the time of printing, Minister Grace Grace was yet to make an announcement on how the ban would roll out in Queensland, with amendments to the federal model WHS laws to be finalised prior to amendments to the Queensland WHS laws being confirmed.

On 22 March, the federal, and state and territory Work Health and Safety Ministers agreed to prohibit the use, supply, and

entries this year, and I can’t wait to celebrate not just our winners, but all those who have put forward nominations.”

This year’s winners will be announced at our Regional Awards held from July to August, with eligible winners from these events making up the nominees for the Queensland Awards, held in October.

The eligible winners from the Queensland Awards will then be nominated for the Master Builders Australia National Excellence in Building & Construction Awards, to be held later this year. 

The Ministers determined that the definition of engineered stone will be limited to engineered stone benchtops, panels, and slabs. Several other products will be excluded from the prohibitions.

Whilst the ban applies to engineered stone, when working with silica-containing products including natural stone and other products excluded by the ban, contractors must apply all safety measures in accordance with the Queensland WHS legislation, including the Managing respirable crystalline silica dust exposure in construction and manufacturing of construction elements Code of Practice 2022 and where applicable the Managing respirable crystalline silica dust exposure in the stone benchtop industry Code of Practice 2019. All SWMS and other safety policies, procedures and documentation should also

be reviewed to ensure they reflect the latest developments.

Following confirmation of the ban, Master Builders wrote to Minister Grace twice, urging the Miles Government to honour its previous announcements that indicated that those with contracts entered into before 13 December 2023, would have until 31 December 2024 to complete the supply, installation or processing of engineered stone, subject to such work being performed safely and in accordance with existing WHS laws. 3D printed home takes prefab to a new level

The construction of one of the world’s most advanced 3D printed owner-occupier homes is being hailed as an example of the next frontier in sustainable and affordable housing.

Australian 3D printing technology company, Luyten 3D, formed a partnership with research group Arch_Manu at the University of New South Wales (UNSW) to design and build the property in Melbourne, with completion expected in coming months.

“The design not only demonstrates the versatility and flexibility of 3D printing capability; it also captures the stunning architectural advantages of computational design and architectural manufacturing technology and the ability to create extraordinary spaces for a fraction of the cost," Luyten 3D co-founder and CEO Ahmed Mahil said.

"Our partnership with UNSW will involve working together to document and provide a tangible proof of concept for the advantages of 3D printing, such as superior design and project management. The project will contribute to the formation of new technical standards for this mode of delivery.

"We intend to use this project and our associated work to lead and inform the development of new building standards in

months or years to complete and instead finish them within a number of days.

Arch_Manu Director, Associate Professor M. Hank Haeusler said the project would change Australian housing.

"This will be a lighthouse project for 3D printing in Australia, encompassing stateof-the-art research in design and technology and bringing research findings into practice.”

Mr Mahil said the technology reduces construction waste by 60 per cent, and cuts production time by 70 per cent.

"In addition, the technology is proven to increase construction site efficiency with 60 per cent guaranteed costs savings, 300 to 500 times shorter execution times, and an 80 per cent total reduction in monetary expenses without formwork in concrete construction. The world has never seen capabilities like this before.” 

Robots get ‘hands’ dirty for construction waste recycling research

New research could revolutionise the way construction waste materials are processed and recycled, with robots being ‘trained’ to do the dirty work.

Monash University researchers trawled through skip bins across construction sites to capture hundreds of photos of materials headed for landfill. The team then used the images to train deep learning (DL) and artificial intelligence (AI) to recognise a vast array of materials and particles in mixed waste that comes from construction sites.

Led by Monash PhD candidate Diani Sirimewan, the study paves the way for the use of advanced robotics and automation for construction waste processing. Right now, this system relies on workers to manually pick through dangerous and potentially contaminated waste.

The computer-based system can identify and categorise recyclable materials more accurately and efficiently than human

workers and is even capable of detecting contaminants that pose a risk to the community and the environment.

Ms Sirimewan believes her research is the first to capture detailed images of waste in on-site bins, allowing her to build advanced models capable of uncovering waste that’s almost completely buried among other rubbish and tiny contaminant particles.

“It’s exciting. The technology could significantly reduce the volume of waste sent to landfills through better-quality recycling, benefiting the environment and reducing the need for workers to be exposed to dangerous and toxic materials,” she said.

“We are continually refining our models for application in new robotic technologies and working closely with colleagues who are trialling it through the simulation of robotic arms.”

With most materials disposed of on building sites going to waste and ending up in landfill,

Ms Sirimewan said Australia urgently needs construction waste recycling plants.

“With the volume of landfill from construction waste expected to balloon, its effective management is a growing problem.

“Investment in the entire construction waste management ecosystem supports a circular economy, job creation, manufacturing opportunities and market development opportunities for recycled products.” 

Campaign drives construction conversation

How do you get the non-commercial ABC to run a radio advertisement? You write advertising so clever that it ignites a national media conversation.

That is exactly what happened with the Construction Skills Queensland (CSQ) ‘Earn while you learn/ATAR Schmaytar’ campaign that aired over the Christmas period.

A series of cheeky radio ads drove healthy traffic to the Construction Pathways website, promoting careers in construction and sparking conversations about the cost/ benefit of trade versus university pathways.

“You can buy the stairway to a HECS debt… Or you can build a Pathway to Construction,” read one of the ads.

CSQ CEO Geoff Clare said the radio campaign was aimed at parents with the goal of triggering construction conversations with their children.

“The humour in the adverts achieved excellent cut-through with the target audience – CSQ received an ongoing stream of positive feedback from listeners and stakeholders,” Mr Clare said.

“We also ran youth-focused messaging through

a TikTok campaign and saw a significant spike in traffic to the Construction Pathways website during the campaign period.”

CSQ reports that the radio campaign was delivered to 1.75 million people across Queensland including 500,000 parents with young kids.

The Construction Pathways TikToks were seen by young people nearly three million times.

Off the back of this success, CSQ has launched a second advertising sprint, adding digital billboards to the radio and TikTok mix.

The messaging this time flips the outdated idea that construction is not a smart choice for clever kids, highlighting the significant earning potential on offer in the industry.

“This is a real wraparound approach, where we hope to spark conversations in cars on the way to school and around dinner tables,” Mr Clare said.

“The more awareness we can raise around the opportunities in the industry, the more we will elevate construction as an industry of choice.”

MALCOLM HULL

Building and construction is in Malcolm Hull’s bones. After 19 years as Regional Manager – Mackay & Whitsunday, Mal is retiring, leaving an incredible legacy.

“He was one of the old-style builders that we all looked up to and admired, back to the point of even cutting down their own trees and building houses out of that,” Mal reflected.

When he turned 16, admiration became inspiration.

“I was sort of given an ultimatum by my parents that I had to find a job before school started up again, and I rode my push bike around Mackay every afternoon for quite a few weeks. Eventually I had a builder who was willing to take me on as an apprentice.”

That man was Wally Pask of Premier Builders, who also owned a Brahman stud where an inexperienced young Mal was sometimes called upon to saddle up a horse and round up cattle.

On site, Wally’s team of plumbers, cabinet makers, plasterers, bricklayers, and carpenters took his apprentices, including Mal, under their wings.

“You went and worked with the bricklayer for a month, and then with the cabinet maker…you got to learn first-hand about those individual trades, which has been absolutely gold for me throughout my entire career.”

After completing his carpentry apprenticeship, Mal stayed on with Premier Builders for a couple of years, then worked with foreman Keith Wells when he started his own company.

Soon after, Mal also decided it was time for him to head in his own direction. Starting out with small renovations and other jobs, he “loved every minute” working on his own, then growing his team.

An industry lull in the 1980s saw Mal quoting 10 jobs and lucky to get one, being paid “next to nothing.” Needing to put food on the table for his family, he pivoted.

“I bought a takeaway food shop. I did very well with that, but after eight years, three months and two days, I sold that and went back into building, with a whole new lease on life,” he said. Over 30 years ago, Mal’s passion for the industry led him to Master Builders.

“I could see the old boys in the industry knew what they were doing, and I was hungry for that information. When I found out about Master Builders, I said yep, I’ve got to join that organisation.

“They would meet once a month at the Mackay Club. You went and had dinner, and I was just in awe of the company that I was in. These were the cream of the building industry...I learned so much from just listening to these gentlemen. And I was never scared to put my hand up and ask a question, and I do believe that paid off. I just loved the organisation and what they did for us as young builders.”

Mal won many Master Builders awards over the years, at both regional and state levels. Among his most memorable jobs was building a personal home observatory in 2003, housed in a multi-purpose shed in the front yard. He also earned acclaim for his music, having played in bands since he was 14, and many local musicals.

By 2004, Mal had worked his way up to Regional Chairman, was on the Housing Committee in Brisbane, and business was booming. Meantime, a decision had been made for Mackay and Whitsunday to come out from under the umbrella of the Townsville region, creating an opportunity for a new Regional Manager.

I could see the old boys in the industry knew what they were doing, and I was hungry for that information. When I found out about Master Builders, I said yep, I’ve got to join that organisation.

“I was approached by the executive director, Graham Cuthbert, asking if I’d be interested in taking on the role. At the time, I was working inside a roof, and it was about 50 degrees, as hot as it could get. And I thought, you know what? This might not be a bad thing to do, just to have a change.”

His own experience as a builder was “priceless.”

“I knew the people; I knew how the industry worked, I had done what these guys had… worked all day out in the hot sun, come home, had to do book work until midnight and then get up and do it again the next day. So, I totally understood where they came from and what they were up against.”

Challenges over the years included major disasters like the devastating 2008 Valentine’s Day floods, where Mal fought hard for fairness and quality as cowboy operators infiltrated the region, completing inferior insurance work.

He is also walking away with many happy memories.

“Our new building, which opened in December, I think has been an absolute achievement. We are flying the flag loud and proud that Master Builders is here to stay and we’re going nowhere – that’s been an exceptionally proud moment. I have seen members start their businesses, I’ve seen members get married and have babies…and I’m still exceptionally good friends with these people.

“The reaction to my retirement? Quite a bit of shock, but nothing but unbelievable support and accolades from the industry and beyond.”

Mal is hopeful the friendships he’s forged over the years will overcome the tyranny of distance, as he and wife Cathy begin their next chapter in South East Queensland.

“It’s my time now to have a break. It’s time to look after my family. Not that I’ve not done that, but it’s time to see grandkids, our three children, friends. There are places I want to see and thing I want to do.”

His parting words of advice? “Never leave a job that you’re not happy with – near enough isn’t good enough. And listen to and respect others.”

LILYWOOD LANDINGS HOME TO FIRST DISPLAY VILLAGE IN NEW CITY

In partnership with Master Builders, Lennium Group has announced its display village for Lilywood Landings – its community in the heart of the new Moreton Bay city of Waraba.

Set to feature 16 of the best-know national, state, and local builders, and presenting 29 home designs, the display village is touted as the first and only new home showcase in Lilywood.

Queensland Minister for Housing, Local Government, and Planning and Minister for Public Works, Meaghan Scanlon, and City of Moreton Bay Mayor, Peter Flannery, were on hand to help the Lennium team break ground and see the vision for Lilywood Landings first-hand.

“The significance of this event, and the importance it plays in the future of land supply in South East Queensland, gives our builder group certainty that this is no longer a plan, it is a reality,” Mr Byrne said.

Be aware of false billing scams

Scammers are targeting construction businesses and their customers with fake invoices. In 2023, Australians reported losing $16.2 million to false billing scams, including business email compromise scams. Don’t let your business be next!

Be aler t for scams. No one wants to lose money to a scammer, and no business wants their customers being scammed. National Anti-Scam Centre intelligence reveals that businesses in the construction sector are being targeted by scammers seeking to steal money from companies and their customers.

A common scam targeting the sector is what’s known as false billing or payment redirection scams. This is where scammers pretend to be a business so they can redirect payment to themselves. They may redirect business-to-business payments or consumer-to-business payments. Often the scammers achieve their impersonation by using an email address that’s deliberately made to resemble a business’s legitimate address. The scam might look like this:

• Your business receives an email that looks like it comes from a supplier. You don’t realise that a scammer is impersonating the supplier and has made a small change to the email address which is difficult to detect.

• The email includes an invoice, but it contains a BSB and account number that direct the money to the scammer.

• Staff in your business think they recognise the name of the supplier, and so pay the invoice, without realising it’s a fake.

Sometimes scammers go a step further than impersonating and compromise a business’s email systems. This gives the criminals the ability to communicate directly with the business’s customers and suppliers. This variant of the scam is known as business email compromise and typically unfolds as follows:

• A customer (business or individual) receives an email from a supplier.

• The supplier’s email system has been compromised by a scammer who is now able to email customers directly. Since they can read all incoming and outgoing messages, the scammer may even send emails relating to an existing enquiry, price quote, or conversation with the supplier.

• The email looks authentic and includes an invoice, but the scammer has changed the bank details to redirect the payment.

Without close inspection or checking directly with the supplier, the customer will not realise the BSB and account number belong to a scammer.

• The customer pays the money thinking they are paying the supplier.

• As the payment has been redirected, the supplier doesn’t receive any money, and continues to demand payment.

One business recently lost $190,000 when one of their regular supplier’s email system was compromised.

Scammers appear to have hacked the supplier’s email and advised the business of a change in bank details. The scammers sent invoices with amended bank details as well as the prior email trail to and from the supplier – Indicating they had access to the supplier’s IT system.

The business sent $190,000 but the supplier never received it. The email address was correct, but the supplier told the business they did not receive a response. The scammers had a way of hiding responses.

Sometimes scammers go a step further than impersonating and compromise a business’ email systems.

All businesses in the construction sector, regardless of size, can be exposed to false billing scams, either by impersonation or email compromise. There is also a risk that it’s your business that’s compromised, giving the scammer access to your customers.

Warning signs that your business email system may be compromised

The following indicate that your business email account may have been compromised:

• You don’t receive emails that people say they have sent you.

• Customers call you with questions about your communications that don’t make sense.

• Emails are marked as “read” before you read them, or emails disappear from your Inbox.

• There are unfamiliar emails in your Sent folder.

• You cannot access your email because the password is incorrect.

• You receive unexpected password reset notifications.

• Your email app reports sign-ins from unusual IP addresses, locations, devices, or browsers.

How you can protect your business

• Always verify bank account details in person or by phone if you receive new or updated details from a business or supplier.

• Always use a unique, complex password or passphrase. Do not use the same or similar passwords for multiple apps or websites.

• Use multifactor authentication and follow the controls recommended at cyber.gov.au

• Check your email system for unexpected ‘filter rules’. In Microsoft Outlook, click on the ‘File’ tab, then click the ‘Manage Rules & Alerts’ button. Scammers can use these to hide the emails they send and receive.

• Consider adopting eInvoicing as recommended by the Australian Taxation Office, to reduce the risk of fake or compromised invoices and email scams.

How you can protect your customers

• Check and secure your email systems as per the advice at cyber.gov.au.

• Let your customers know how your business communicates with them so they can identify when a message is fake. Ensure your phone number is displayed on your website.

• Request your customers contact you by phone or in person if:

- They receive correspondence claiming you have changed your bank details.

- They receive any unexpected contact from you.

- They need your bank account details.

• Follow the steps available at scamwatch.gov.au to protect your business from impersonation.

• If your system is compromised, take quick action to protect your customers. Make sure you inform them that they may receive approaches from scammers.

HOW TO SAVE A LIFE

When the Cheney Constructions team decided weather conditions were too hazardous for work one Tuesday morning, they had no clue that a life-changing moment was about to unfold.

Founder, director, and builder Adam Cheney had been listening to the rain hammering down in his home suburb of Beachmere, north of Brisbane, since the early hours on 30 January. Having experienced flooding in the area before, it was clear the Caboolture River would swell pretty quickly.

They didn’t know it at the time, but 150mm of rain would soak the area in less than 24 hours, while the main road into Beachmere was so heavily impacted it was closed until 9 March.

“We knew what was up. Well, the radar didn’t say it was coming, but we knew,” Adam recalled.

“We started preparing for the floods, helped everyone in the street, whoever needed help lifting things up. Then we just sat out the front, had a few, and just waited for the flood to come up.”

Adam and apprentice Jack Hooper decided to take Adam’s dog for a walk down the street to look at the rising river, so they could estimate how much higher the water was going to get, and what other preparations they would need to make.

It was then the pair spotted a car hanging over the riverbank. At first, it looked like it was empty.

“We sat there and let the dog run around for a bit, but then we realised there was

someone moving around inside the car,” Adam said.

“There was water everywhere, but at the centre of the road, it was about knee-deep. So, we ran down there to get the guy out.

“He seemed confused, like he had no idea what was going on. When I first got there (I realised) he couldn’t talk. I wondered why, and he ended up pulling a microphone out from his pocket that he holds to his throat to speak out of. It was wringing wet.”

With the water rising and the situation becoming more dangerous by the minute, Adam did his best to communicate with the stranded man through hand gestures, to let him know he was there to help.

“I tried undoing his seatbelt, and the water was coming up to the top of the door, just below his neck. In the meantime, my dog was trying to follow me into the floodwaters because he thought there was something wrong with me, so he was getting washed away, and Jack had to hold him back.

“I ran 150 metres back to my street and yelled out to the neighbours, and they all came running as well. I ran back to old mate

(in the car) and me and Jack ended up pulling him out. He couldn’t walk – I think he had bad hips or legs, and that’s why he was just sitting there.”

In the meantime, Adam’s neighbours had rushed to their aid, and helped Jack hold the man while Adam went to grab kayaks from a nearby home. With the man loaded into the kayak, the group began to tow him through the floodwaters to a safe section of road.

Adam’s wife had called emergency services while the drama was unfolding.

“The helicopter came over and we heard the ambulances coming, but the ambulances were stuck about two kilometres up the road, where the floodwaters had cut them off.

“We kept trying to get the man out with the kayak, but the pressure of the water meant he kept tipping because the water was raging pretty fast.

“So, then my other neighbour Sammy went back, and we got his boat off the trailer. By the time we did that, the police were there, and we loaded the guy into the boat and took him up to where the ambos and the SES were waiting.

“The water was actually raging, and I’m not the fittest bloke, so having to run all the way back from where the car was two or three times, and because of the adrenaline, my heart was racing.

“While we were waiting for the police and everything, it was pretty wild. To tell you the truth, we didn’t really know what was happening.

“Once we got him back to the ambos and everything was done, we went back to his car. The water was a lot higher – it would’ve been over his head; it was about an hour later by then.

“But it didn’t really sink in until we got back to the driveway, and all looked at each other, like, ‘what just happened?’ We couldn’t believe it.

“If we didn’t go for that walk down to the riverbank, what would’ve happened? Who knows? And who knows how long was he even there for? The road was fully cut off, no-one could get there.”

As for he and Jack being called heroes, Adam is humble.

After arriving home from work the following day to media waiting in his driveway asking

for an interview, he was reluctant at first.

“I said look, I didn’t do it for this. We just acted. But then Jack said, I’ll do the interview, and I was like, who knows what he’s going to say! So, I ended up giving in and going alright, I’ll do it,” Adam laughed.

“Jack doesn’t have his phone on him when he works, and the next day, he had about 60 missed calls by the time he got back to the car, and it was Channel 9 wanting us to go on Karl’s show (Today). I didn’t really want to do it, but we thought we’d give it a crack.”

The brave pair has since tried to get in touch with the man they rescued and are determined to catch up with him as soon as they can.

One thing is for sure – it’s a day neither of them will forget. And maybe one that was meant to be.

“It just happened so quick – I was just shocked by the end of it. It was an eventful hour and a half, two hours!

“I just don’t know how life happens. I’m not that spiritual type of person, but obviously something’s told us to go down there and have a look…it was perfect timing.” 

With its crystal-like aquamarine waters and rolling tropical hillsides, the natural beauty of Airlie Beach is nothing short of breathtaking – and The Coral Sea House encapsulates the very essence of these striking surrounds.

Built by Morris Constructions and designed by Chris Clout, the luxurious modern coastal home boasts a view of its namesake like no other, with its expanse visible from virtually every aspect.

Their flawless work on the home saw Morris Constructions snap up the prestigious House of the Year Award, and secure both Individual Home from $2 million up to $3 million and Best Residential Swimming Pool, at the Mackay & Whitsunday region’s 2023 Housing and Construction Awards.

Gangemi Cabinet Makers were also awarded Residential Trade Contractor of the Year at the region’s Awards for their superb work on the project.

Morris Constructions took home a fourth gong for the Whitsunday Coast stunner at the 2023 Queensland Housing & Construction Awards, named best Individual Home from $2 million up to $3 million.

Modern coastal luxury

The natural and relaxed vibe of the home is showcased through the deco wood cladding, screens, and doors. The open-plan concrete construction was designed with comfortable living at the top of the agenda – only fitting for its peaceful location.

It features an architecturally designed concrete staircase leading up to the three ensuite bedrooms all with customised walkin-robes, outdoor terraces, a gym, and an infrared sauna.

The large sliding glass doors are set along an extended track, capitalising on the coastal breeze for maximum airflow, and allowing for

the space to be opened right up, making for a seamless transition from inside to outside.

Enabling accessibility throughout, the house includes an electric lift which gains access to all areas. Other features include floor-toceiling glass windows, an outdoor garden courtyard, and indoor built-in garden beds.

An entertainer’s delight

The kitchen is nothing short of a chef’s dream. Its generously sized island bench is constructed from Consentino Dekton (Liquid Shell) and, once again paying homage to the beauty of the sea, features a rippling pattern of the landscape of the ocean floor. The space incorporates timber veneer finishings

throughout, while the large butler’s pantry is hidden through the seamless cabinetry.

The open-plan design allows for the entertainer to remain engaged with their guests, with the dining and living spaces flowing seamlessly beyond the island, and the outdoor entertainment and pool terrace area stretching the expanse just outside the fully opening glass sliders.

The outdoor entertainer’s paradise boasts custom off-form concrete seating for relaxing with family and friends and soaking up the incredible views.

It’s clear to see why the swimming pool nabbed an award of its own. Intricately crafted, it sits atop a beautiful stone wall, its waters reflecting the sea just beyond its reach. The space also features day beds, a spa, and an outdoor shower.

Stunning custom cabinetry

Residential Trade Contractor Award-winner Gangemi Cabinet Makers said they were “thrilled to partner with Morris Constructions” to create the joinery for The Coral Sea House. The materials were carefully selected and designed to blend seamlessly with the surroundings, “creating a harmonious aesthetic where nothing competes for attention.”

The scope of works was extensive, including the manufacturing and installation of all joinery, including the kitchen, pantry, lounge room columns, TV cabinet, wardrobes, bedheads, office, and garage.

Ready-to-use, high-quality timber veneer product is featured in the kitchen, lounge room columns and beams, TV cabinets, office, and vanities. The pre-finished product reduced the time needed for polishing and finishing, while the Gangemi team used their skill and expertise to conceal unattractive end grains. Their meticulous attention to detail also paid off as they used Eneneer to clad and mitre around the lounge columns and beams, executing a seamless finish. The team also overcame extended lead times on the 2pac needed for the kitchen and pantry by cutting and spraying the doors and drawers in-house, delivering them complete control over production.

Their problem-solving skills were also put to the test when building and installing the walk-in robe. With the design calling for no visible double-end panels, the Gangemi team

achieved this by building part of the overheads in the robe into a large, solid structure that took seven tradesmen to lift into place, with a biscuit joint concealing all fixings to complete the desired seamless look.

High praise

The home attracted glowing reviews for the work from the Housing & Construction Awards judging panels across its winning categories.

One declared that “The Coral Sea House is one of the best homes the region has produced in years.” The project was also lauded as “showcasing class and quality.”

Morris Constructions was also applauded for “a magnificent house built with limited access for construction.” A fourth judge admired the exterior beauty and the home’s aspect, as they noted that “from the street to the water views over the pool and outdoor living areas, this home is stunning.” 

Young people are learning invaluable industry skills through a unique program aiming to tackle unemployment and break the cycle of disadvantage by setting them up for a positive future.

Established in 1961, the yourtown community provides services for young people, focused on mental health and wellbeing, long-term unemployment, suicide prevention and child protection, as well as supporting those experiencing domestic and family violence. It also powers critical services including Kids Helpline and Parentline.

The yourtown Social Enterprises program has been operating for more than 24 years to secure contracting jobs for young people in areas including construction, property maintenance, and horticulture and landscaping.

National Social Enterprises Manager Sarai Tuuga said their workforce is made up of qualified tradespeople who supervise and support participants in their roles across government departments, not-for-profits, and corporate organisations.

“Often, it’s their first job or work experience, and we pay them on either a traineeship or a casual employment contract. We offer on-the-job training with the aim of getting the young people to a point where they complete their time with us and they’re ready for an employment opportunity on the open market.

“An example of a typical young person that comes to us might be around the age of 18-19, they’ve never worked before, and they often come from long-term unemployment, so they haven’t actually seen work or ongoing work in their families. They have also got other barriers, so they may have left

school early for whatever reason, they may have a history of mental health concerns. They really haven’t had a good go as far as training or employment opportunities.”

Enterprise Trainers work alongside Youth Workers to provide supervision and mentoring support for up to four participants engaged in labour-intensive work, designed to build entry-level skills.

“Our team understands what kids are going through as far as their home life goes. We also have experts who have dealt with young offenders, and kids from a wide range of backgrounds,” Sarai said.

“They’re in a very supportive environment, however, we also understand that we need to get these kids ready for real work, and they’re expected to operate at a certain productivity level. We understand that they’re not necessarily ready, but that’s where our supervisors come in – they have to make sure we’re delivering on our contracts.

“We certainly don’t pay what they’re getting out in the market, so it takes a special kind of person, builder or tradie to come across to us and want to give up the bigger money and work for a charity, and in the environment that we work in. So, they do have to have patience, and an absolute commitment to wanting to give back and support young people. We really value our tradies who come and join us…and the skills they’re able to share with the young people are awesome.”

With youth crime, diversion and early intervention constantly making headlines in Queensland, the program offers a positive experience that comes with support – and with the bigger picture in mind.

“Our whole support model is such that we employ them, we give them technical job skills, but we’re also here to help them address some of those barriers,” Sarai said.

“We spend those six to 12 months with them on, yes, giving them a job and paid employment – but whilst they’re doing that, we’re also helping them with addressing some of those life barriers, in order to really get them set up for a longer-term employment outcome.”

Close to 200 young people are employed through the Social Enterprises every year, mainly across the Gold Coast, Logan, Brisbane, Ipswich, Redlands, and Moreton Bay local government areas.

Armed with the value of their training, around 60 per cent of those who complete the program go on to start an apprenticeship, while the remaining 40 per cent take on non-trades-based jobs, such as warehousing or in the care industry.

“We know that our time is short with them, but we invest a lot into their time with us in order to get them in the best position possible for that ongoing employment opportunity,” Sarai said.

“We pride ourselves on being able to offer the next employer a higher-calibre employee. These are people that have proven themselves. They’ve addressed a lot of the barriers that they’ve had, they’ve got good work ethic, are good at communicating, motivated, and they’ve also got some technical skills.

“We’re not in the business of training up carpenters or horticulturalists, even though they get accredited training out of our programme. Our aim is to keep them job-ready, and that job could be anything, whatever the young person’s desire is.” 

NIKKI MASON

Office Manager, Adam Mason Homes

When it comes to the administrative side of running a building and construction business, Nikki Mason knows the importance of consistently growing her knowledge.

Following a successful career in real estate administration, Nikki made her foray into the industry four years ago at Adam Mason Homes, the bespoke building company established by experienced carpenter and low-rise builder husband Adam in 2014.

From client enquiries to accounts and all things paperwork, she has everything covered as Office Manager of the Capalababased business, which specialises in constructing luxury, architecturally designed homes across Brisbane and the Gold Coast.

How did you make the transition from real estate to building and construction?

“While I did contracts with sales agents when I was in real estate, this industry is completely different, and because I was fresh, I had no idea about anything to do with building. So, there’s obviously still a learning curve for me.”

How important is growing your knowledge for the success of your business?

“Adam and I are always keen to receive information and details from Master Builders. The most recent course I did was the Home Warranty Insurance Workshop last November.

“The course helped me understand the Home Warranty Insurance Scheme and how to set it up correctly for new projects.

“So now obviously I can help Adam a bit more doing contracts – I know where I need to find the home warranty, the amount they need to pay…things that I can do for him so he can focus on other stuff.

“Also, when we’re doing variations, I know that I can do those up myself, and find out how much the extra home warranty

insurance is on top of that, so Adam can pretty much just check it and go from there.”

How do you balance study with your busy workload?

“Obviously, it’s hard to sit Adam down and go, ‘right, tell me what I need to know’, because he’s out on site. So, I appreciate the courses that come up, which help me understand more of what I can be doing.

“I loved the ZOOM option because then I didn’t have to leave the office – and I fit it in between my work, which was just amazing.”

The four-hour Home Warranty Workshop is part of the program of non-accredited Business Basic Micro-credentials courses proudly supported and funded for eligible applicants by the Queensland Government. 

What motivated you to get into the building and construction industry?

The building and construction industry has some of the most inspiring people within it. Pioneers in design and engineering, manufacturers and suppliers who have genuine pride in the product they create, and tradespeople bringing their skills and energy to a mutual goal. I love problem solving (there’s plenty of that in our line of work!) and seeing a tangible result of our efforts. I couldn’t imagine myself in any other industry.

Tell us about how Phoenix Carpentry & Building was established, and how it’s grown in the years since.

When Phoenix was established eight years ago, my wife, Robyn, and I ran the business out of our home. We got our start in residential projects, between Brisbane and Sunshine Coast. We’ve been fortunate from day one to have some great people within our team, so our business was able to grow and thrive from word-of-mouth recommendations. Since then, we’ve focused our efforts on the Sunshine Coast in commercial projects, and now operate from our office in Noosaville (a slight step up from our home office!). We still have some of those people who started with us, now in key roles in the business.

Walk us through a typical day for you in your role.

Typical? Ha! Most days will see me moving between the office and some, or all, of the sites we are currently working on. We are always analysing program, progress, materials, and quality of work. I find the best way to stay on top of every project is by getting in the midst of it. Communication and follow up is key in achieving this!

What’s the greatest challenge you’ve faced and overcome?

Two great challenges: COVID and aligning with builders in the industry who are financially stable. COVID brought labour shortages, material shortages and the revolving door of mandates tested everyone in the industry, and we all had to adapt. Coming out of the COVID period, we had suffered a large loss from a Sunshine Coast builder going bust. These two challenges really made us stop and look at all our processes and people, and work through what was and wasn’t working for us on all levels. Some key elements taken from this is we are now more selective of projects (it’s ok to say ‘no’) and aligning ourselves with builders who are not only financially stable but want to work in a partnership to ensure a successful outcome of the project.

Reflecting on your 2023 award-winning project, Australia Zoo’s Crocodile Hunter Lodge, tell us what it was like working in this world-renowned conservation space, doing justice to its vision, and coming away with the win?

Before this project, I never thought I’d be saying “I’m going to the zoo” as often as I do! We feel very proud to have contributed towards continuing the Irwin family’s vision for wildlife conservation and our natural environment. This project saw design input from our team as well as a lot of problemsolving and critical thinking, so to come away with the win felt like the outcome of all our hard work and our ‘above and beyond’ mentality that we carried through the project. Our relationship with the Zoo has continued since the completion of the Crocodile Hunter Lodge and we have a permanent team based on site continuing with multiple projects.

New right to disconnect

The Federal Government’s latest tranche of Fair Work changes was passed earlier this year, bringing a number of high-profile changes including a new ‘right to disconnect’.

I’ve heard in the media that new laws have been passed that give workers to right to ignore calls, emails or messages after work hours?

Workers will be able to ignore calls, emails, or messages after work hours, where reasonable, and will not be able to be punished for it, including dismissing them, taking disciplinary action, demoting them, or taking any other adverse action affecting their employment.

But we will usually message people out of hours to advise them of any changes to work locations, including where inclement weather might be affected the site they’re on. Can we no longer do that?

You can still communicate any changes to work hours or locations, or contact workers in emergencies.

What about my staff that I pay a higher salary to, or an allowance to, because their role requires them to be available out of hours?

Whilst the laws are new, and therefore untested before the Fair Work Commission (FWC), we believe that it would be reasonable to continue to contact workers, and require them to be available out of hours, when they are paid a premium for this. However we recommend if workers raise any issues, you discuss their concerns with them.

What if we cannot resolve issues at the work level?

We always recommend talking to your people about any work-related issues as soon as possible, and encouraging your people to

speak to you about concerns they might have. However, if you cannot resolve a dispute you have over a worker’s right to disconnect, the dispute can be referred to the FWC.

Does this apply now?

Whilst the laws were passed in February, these changes do not take effect until 26 August 2024 for non-small business employers (more than 15 employees) and 26 August 2025 for small business employers (fewer than 15 employees).

What is the new Australian Standard for tiling?

The new Australian Standard AS 3958:2023 Installation of ceramic and stone tiles was published on 24 November 2023.

It supersedes AS 3958.1:2007, Ceramic tiles, Part 1: Guide to the installation of ceramic tiles, and AS 3958.2:1992, Ceramic tiles, Part 2: Guide to the selection of a ceramic tiling system.

The new standard will apply to all tiling work performed after 24 November 2023 and is available to purchase online.

What are the major changes in the new standard?

The new standard has combined AS 3958.1 and AS 3958.2 which were guidance documents into one document that now prescribes specific requirements. It includes new requirements for stone, reconstituted stone, glass, and panels in addition to ceramic tiles.

Inclusion of greater detail on adhesive types and information regarding reaction resin adhesives, low modulus adhesives and reaction resin grout. There has been a major revision of methodologies, because of the inclusion of current materials available to industry.

Does the standard specify surface tolerances?

Yes, there are surface tolerances that will override the QBCC Standards and Tolerances guide when assessing the completed works.

For horizontal surfaces, deviation from the specified datum should be no greater than 10mm for areas greater than 10sq m and no greater than 6mm for areas less than or equal to 10sq m, unless otherwise specified.

For vertical surfaces, deviation from the specified vertical plane should be no greater than 6mm when measured as verticality for heights of up to 3m, and as straightness in horizontal lengths of up to 5m, unless otherwise specified.

Tolerances for heights greater than 3m and lengths greater than 5m are not cumulative.

When measured with a straight edge, the finished surface of the tiling shall be flat and true to within a tolerance of ± 3mm in 2m from the required plane.

The standard allows for permissible variations in tile thickness and surface profile, particularly in the case of natural stone that may influence surface flatness.

What are the lippage tolerances?

The new standard includes more information on lippage tolerances that will apply in addition to those noted in the QBCC Standards and Tolerances guide.

A new table has been provided for floor tiling that states the maximum allowable tile lippage tolerances based on tile surface profile and joint width.

It is also applicable to wall tiling, except where lippage has been specified as a design feature. Where tiles have large, permitted tile surface flatness tolerances, wider joint widths should be used to minimise lippage. 

long do you have to comply with a QBCC

direction?

The QBCC is authorised under legislation to issue a direction to:

• rectify defective or incomplete building work, or

• remedy consequential damage caused by building work.

If you are given a direction, the time given to comply with it will be stated in the direction notice. Ordinarily you will be given 35 days to comply. However, the legislation allows for special circumstances where a shorter time may be given (e.g., to address a significant hazard to public safety).

How do you apply for an extension of time to comply with a direction?

An application can be made to QBCC for an extension of time to comply with a direction. The easiest and most expedient way to do this is to email the QBCC building inspector who issued the direction.

If the person affected by the building work to be rectified or remediated (e.g., the owner) agrees to the extension of time, it is important to include this in your application. The reason for this is that QBCC is obligated, in these circumstances, to grant the requested extension.

However, if you do not have agreement, the QBCC can only grant the extension if it is satisfied it is “likely to be impracticable” for you to comply with the direction in the required time. It is therefore critical to outline the reasons why you believe it is impracticable to meet the timeframe in your application.

How long have you got to make a request for an extension of time?

The application must be made before the time to comply with the direction has expired.

How long does it take for QBCC to decide whether to grant the extension?

The QBCC must decide whether to grant the extension, and inform you of the decision, within 10 business days after receiving your application. If the QBCC fails to decide the application within 10 days, the QBCC is deemed to have refused the application.

If QBCC grants an extension of time, does this give you extra time to review the direction?

The short answer is no.

You are entitled to lodge an internal review or a QCAT review within 28 days of being given the notice of the direction (unless a longer time is allowed by QBCC or QCAT). If QBCC grants an extension of time to comply with the direction, the 28 days to lodge a review application is not extended.

Is a decision by QBCC to decline an extension of time a reviewable decision?

A decision by QBCC to decline an extension of time application is not a reviewable decision in QCAT or through a QBCC internal review. 

Pinnacle program developing leaders of today and the future

For 13 years, the Building Leaders in Construction program has delivered an opportunity for industry professionals to develop their capabilities, with many graduates occupying the most senior of leadership roles.

Facilitated by respected educator John Wood, the program sees participants immersed in a 10-month, highly interactive learning journey, applicable to the challenges they face in their roles as leaders. Covering topics such as enhanced communication and presentation skills, negotiation and mediation, team effectiveness and understanding workplace industrial relations laws, and of course, managing and leading self, teams, and operations.

Hansen Yuncken (HY) Senior Contract Administrator Krystel Lawrence is among the current cohort of leaders taking part in the prestigious professional development program.

A self-described “latecomer” to the industry, Krystel was inspired to “bite the bullet” at age 25, pursuing her passion for building and construction by completing a university degree and working with a tier-two contractor in Brisbane, before joining HY five years ago.

“I expressed an interest in developing my leadership skills, because I really want to end up in that sort of executive management stream in the future. So, I approached HY and said, ‘this is my goal’, and they put

this course forward to me,” Krystel said.

“It’s actually been really great. I’ve got some team changes that really require some really robust communication skills, particularly around team performance. So, it’s been a vital tool for me to implement in my current job so that I can have those well-rounded discussions with my employees to ensure ongoing performance and bringing them up to the standard that we expect.”

Participants complete rigorous and theoretical and practical-based assessments, along with a major project on a self-identified business improvement initiative which they implement. Guest speakers and presenters attend all the sessions to share their unique insights.

One of the most consistent pieces of feedback the program produces is the networking opportunity it offers.

“It’s a fabulous opportunity to network with colleagues across the industry. It’s also a nationally recognised qualification which will serve them well as they progress with their career,” John said.

Krystel paid credit to John’s collaborative and open approach.

“I find when you work in a team in construction, you need to have the confidence to sort of get your opinion out there. Otherwise, you do just get walked all over and your opinion isn’t heard,” she said.

“The course has really encouraged me to stand up and use my voice, and when I do have an opinion about something, to make sure that it’s being heard by the team. Having access to 17 other like-minded people within the industry, around the same sort of level in their careers, and having the same focus and attention to where they want to get in their careers as well.

“I’ve never experienced a course before that has an approach like John does and I think it’s special. I think more learning needs to happen in forums like that, because it really does encourage everyone to buy into the whole process and you want to learn.” 
