Are your showers ticking time bombs? Despite builders best efforts, leaking showers are consistently listed in the BSA’s top ten defects. Sadly, sometimes this is due to substandard workmanship, but most of the time it is the design of the shower itself which is creating the potential for disaster. 2018: What a year with Grant Galvin, CEO

WE'VE gone from strength to strength in 2018 with new and improved products and services and an unprecedented lobbying campaign. And 2019 is shaping up to be even bigger and better. It’s no secret that in the last few years, we’ve stepped up our game and changed from a not-for-profit with modest budgets, to a robust and modern association that boasts strong membership revenue, which in turn is reinvested in the development of additional products and services. We even took home the Association of the Year 2018 gong in July, which was a true reflection on the hard work we’ve done. In 2018, our strategy included clearly defined strategic and business plans, new feature products and services, new membership engagement strategies, unprecedented lobbying activities and a new brand campaign. We view the reinvestment process as an essential cycle, with the key to growth being the investment in new products and services and importantly, our ability to fund vital lobbying campaigns – which we know are highly valued by members. 6 | Master Builder

Using this revenue surplus, we have invested heavily in new products and services for members, including a brand new eDocs system (online contracts), new corporate website, and a new Members Legal service; and in a historical move in 2017, we launched a grassroots lobbying campaign that continued into 2018. It combined above-the-line marketing and traditional lobbying tactics to fight Project Bank Accounts (PBAs) and other elements of the Building Industry Fairness Bill announced by the Queensland Government. We knew that if introduced, many elements of the legislation would negatively impact our industry and not have the desired, positive outcomes. While we achieved some of the outcomes we sought, the government still plans to introduce aspects of the legislation in March 2019 that we strongly oppose – such as the expansion of PBAs to the private sector and additional red tape and bureaucracy that will mean rising costs for our industry. In our view, the PBA fight is not over and as the sun starts to set on 2018, we are already planning our next move.

We maintain our stance on PBAs and cannot support their introduction into the private sector – introducing these elements to an industry that is already struggling, particularly in depressed regional areas, will be a disaster. There’s no denying we have issues to face as an industry, but the legislation and regulation that has been introduced to date doesn’t reflect the complexity and diversity of our industry and it certainly doesn’t help the entire industry – builders, subbies or suppliers. We have officially put the Labor Government on notice, asking them to listen to the whole industry and not just a noisy few. Collectively we know we can work on the real issues – but if not, we’ll be forced to take our campaign to another level. We’ve already started to see the impact of the measures introduced during 2017, with members from across the state telling us they are feeling the red tape and rising costs. Further increases to costs and the introduction of PBAs will be the final straw.

Data supports call to bring back the boost with Paul Bidwell, Deputy CEO WITH the First Home Owners’ Grant critical in supporting demand for new housing in regional Queensland, Master Builders is calling on the Queensland Treasurer to bring back the Boost. Master Builders is urging the State Government to bring back the $5,000 Boost to the First Home Owners’ Grant for regional Queensland. This will help more Queenslanders get into their first home and provide a much needed shot in the arm for our regional areas. We know how important the Boost has been for our industry, with regional businesses describing it as “imperative” and losing it as a “catastrophe” that would cause a “severe halt in the industry”. Members from across the state have told us how important the Boost was to their businesses, particularly in regional Queensland. In Mackay for example, where a typical house and land package costs $300,000, the $20,000 grant made a significant impact. And the $5,000 Boost, in many cases, made the difference to getting finance.

The data doesn’t lie During the two years the Boost was offered, there was a 48 per cent increase in the number of grants paid, compared with the two years before the Boost. That’s an extra 6,000 first home owners helped into a new home; and an extra 6,000 new builds that created additional jobs which had a flow-on effect to regional economies. The data confirms that the grant is more important in the regions than South East Queensland: 25 per cent of the Grants paid to first home buyers are in the regions, whilst only 15 per cent of new dwellings are in the regions. For many regional builders, first home buyers are their biggest market. And it’s these areas that continue to struggle with weak demand for new construction. Demand for new housing across Queensland has been waning. The total value of residential work was down eight per cent in 2017-18 on the previous financial year. The brunt of the weak demand (reflected in

building approvals for new dwellings) is being borne by regional Queensland. There’s been no meaningful recovery since the highs of 2013 and while there has been a small spike in recent approvals, this now appears to be coming to an end. Approvals are down 6.9 per cent on where they were for the previous 12 months. What it would mean for industry A regional Boost would be an investment in regional jobs and local businesses. It would cost approximately $13 million per annum and create around 2,000 new jobs each year across regional Queensland. It would also serve as a lifeline for many regional small businesses. The campaign We know that members are keen for us to continue to be a strong voice for our industry and we’ll be taking our campaign to bring back the Boost to the Treasurer, media outlets and MPs across regional Queensland. The results are in for the 2017-18 financial year… and there’s quite a story to tell. We started the year with what was a heavily reported downturn in unit block construction in South East Queensland. While work had been concentrated on large residential unit blocks in inner Brisbane, the Gold and Sunshine Coasts, this shifted over the year with the number of new units in progress falling by 21 per cent. Units aside, there is far more to the story, with new house construction experiencing a large surge. There was a 6 per cent increase in the number of new houses started, compared to the previous year. This is a big move for a construction type that is usually steady. The other success story of the year was alterations and additions, where the total work was up 3.9 per cent on the previous year. It’s now at a high not seen in two years, and moving higher. Non-residential building work continues to be scarce, with commencements dropping 12 per cent over the year. This sector relies heavily on government work, which while up over the previous year, continues at a historic low. The work being done has largely been on retail and wholesale trade buildings, hotels, education buildings and offices. Regionally, demand is also shifting. For the first time since the end of the resources boom there’s been an uptick in the work available in the regions. This could be short-lived. Building approvals, which are a good indication of work to come, have approvals in Cairns and Toowoomba falling again, while Townsville, Rockhampton and Gladstone continue to struggle to attract residential work. Mackay is the one exception and continues to move forward, albeit off a low base. This why we’re calling for a return of the $5,000 boost to the First Home Owners’ Grant in regional Queensland. It would be an investment in regional jobs and local businesses, help more Queenslanders get into their first home, and provide a much needed ‘shot in the arm’ for regional businesses, which have been doing it tough for a long time. For the coming year the outlook is good. The Queensland economy is performing well. Over the past 12 months there’s been an increase of 35,000 jobs. There’s also finally some good news for wages too, which have been strengthening after years of slowing growth. Queensland’s population is also on the rise but is expected to continue to be concentrated in the South East. This further highlights that we need to do more for the regions. Master Builders Australia expects that the total amount of building work will be largely unchanged over the coming year (down one per cent). Within that there will be another hit to non-residential work (down five per cent) but residential work will continue as is (up 0.6 per cent).

For even more design flexibility, the system offers height adjustment from 17mm to 1070mm, millimetre by millimetre if required. This allows for unsightly services to be concealed under the floor while still offering access for maintenance of the waterproofing membrane and drainage systems.

In commercial urban environments where space is at an ever-higher premium, a building’s roof level is potentially a rich source of usable space. Buzon say their Pedestal System can be used to maximise a roof’s potential, both hiding all manner of services and protecting roof substrates from the elements, maximising integrity and longevity.

The pedestals are extremely strong as they are precision-engineered from high strength, UV resistant, recycled polypropylene and capable of supporting loads of more than 1000kg each. At roof level, this load is evenly spread by the wide base area of each unit, making them ideal for installation on any waterproofing membrane without causing damage, they can even be used directly over insulation material. The Buzon Pedestal System is also simple to install. Desired height is achieved by thread adjustment, which is lockable when reached and a range of interchangeable spacer tabs of 2mm, 3mm, 4.5mm, 6mm, 8mm and 10mm, allow for precise gaps between pavers and provide positive drainage without any concern of ponding or flooding.

Safe Workers awarded JOHN Holland and Simonds Homes have taken out top gongs at the Safe Work and Return to Work Awards. Queensland Safety Ambassador, Shane Webcke said the event celebrated fantastic examples of safe work and return to work initiatives by individuals and businesses. John Holland Pty Ltd won Best solution to an identified work health and safety issue through their maintenance of 1,706 marine piles across the Dalrymple Bay Coal Terminal Marine Project which posed a number of risks. The piles were hard to access and meant building complex scaffolds at height, with personnel working in harnesses over water, in tidal zones, with materials being manually handled in both downwards and upwards directions. Mr Holland’s solution to the accessibility of the piles was the development of a mobile swing-stage gantry.

The second hazard was protective coatings on the piles – mostly tar epoxy coatings. His solution was to stop using the coating and instead the piles were wrapped with a protective tape wrap system. John Holland Project Manager, Wes Johnston said the works were successfully completed earlier this year ahead of schedule and without major incident. “It’s a credit to everyone involved, and for it to be recognised with this award is an outstanding achievement," he said. “When you look at the task, nearly every high risk attribute found in construction is at play here. "We knew we could nearly eliminate all the risks and make it safer and easier for the workers. That was something we didn’t want to walk away from.” Lauren Johnson of Simonds Homes won Best

Her major achievements include an overhaul of the ‘Linksafe portal’ improving basic compliance of all sub-contractors on all sites, and introducing the 24-hour safety line within the company. This ensured that any worker, at any level, on any site in any state can raise a safety issue or get a safety question answered. The awards ceremony formed part of Safe Work Month, an initiative of Workplace Health & Safety Queensland and was held in October.

Changes to testing and tagging on construction sites AN onsite office, meal room or ancillary building within the boundaries of a construction site is now considered part of the construction site. Why? From 1 August this year, there was a change made to the Electrical Safety Regulation 2013 that broadened the definition of construction work. So, what does this mean for you? • Any electrical items that are housed or used on-site, within the perimeter of the site, including the site buildings, must be tested and tagged in alignment with AS3012:2010. • Transportable structure, fixed and transportable equipment and construction wiring, including switchboards, must be tested and tagged every six months • Only switched power outlets (marked with AS3190:2016) are to be used onsite and in site buildings. Domestic rated power boards will no longer be accepted. The change is active from 31 October, so you must be compliant and ensure that site offices/meal rooms and ancillary buildings align with these changes.

Heat Stress REDUCE YOUR RISKS

MEET with your staff and discuss ways to alleviate or mitigate the impact of hot conditions. If workers are experiencing symptoms of heat exhaustion, it’s important that they stop, rest and drink more fluids. You should consider how the work could be rescheduled or managed more effectively. Control measures include: • Rotating jobs in and out of the sun during peak exposure times (10am – 2pm) • Avoiding work in ceiling spaces during the middle of the day • Encouraging workers to drink 150–200mm of cool fluids every 15–20 minutes, rather than consuming a one-litre drink sporadically

THERE’S a distinct difference between a Health and Safety Represenative (HSR) and a Work Health and Safety Officer (WHSO). HSR’s are elected by their peers to represent their work group on day-to-day health and safety issues on site. A WHSO is voluntarily appointed by a business to assist in complying. WORK HEALTH AND SAFETY OFFICER The general functions of a WHSO are to: • Notify Person Conducting a Business or Undertaking (PCBU) about work health and safety matters • Identify hazards and risks to health and safety arising from the work • Report in writing to the PCBU any hazards and risks identified arising from the work

• Immediately notify the PCBU about — • Any incident the WHSO is aware has occurred; or • Any immediate or imminent risk to health and safety • Investigate, or assist in the investigation of, any incidents • Accompany and assist an inspector during an inspection.

HEALTH AND SAFETY REPRESENTATIVES These safety representatives act directly on behalf of their pre-defined worker group. One of the most important functions of elected workplace health and safety representatives is providing access to relevant information for the workers they represent.

An elected HSR is entitled to perform the tasks for the work group that can include: • Undertake workplace inspections • Review the circumstances of workplace incidents • Accompany a WHSQ inspector during an inspection.

TRAINING REQUIREMENTS As of 1 July, HSRs must; • Perform relevant, approved training within six months of their appointment • Or, if an elected HSR is existing, their training must be completed within the six months from the 1st of July 2018.` WHSOs must; • Undertake an approved work health and safety officer course e.g. Certificate IV in Work Health and Safety (BSB41415) • Or, hold an equivalent or higher-level tertiary qualification to be eligible for WHSO certification • Or, have a minimum of two years relevant experience in work health and safety role.

Why external timber cladding remains acceptable for Class 2 and Class 3 Low-rise Buildings I

f your building surveyor questions the use of external timber cladding a low-rise project, this article provides you with the reasons why you’re within the requirements of the Code. A longer version of this article, quoting relevant sections of the Code is available on the WoodSolutions website (search for external timber cladding). A recent amendment to the National Construction Code (NCC) regarding the use of external wall claddings has led some people to assume that external timber cladding is no longer acceptable in Class 2 and 3 low-rise buildings. Boris Iskra, National Codes and Standards Manager for Forest and Wood Products Australia (FWPA) and a structural engineer with additional qualifications in building fire safety, argues that this is not the case. Following the recent devastating and tragic building façade fires, the NCC was amended to address the use of external cladding products on high-rise buildings. The amendment, NCC 2016 Volume One Amendment 1, contained

changes relating to fire safety in high-rise buildings and the evidence of suitability. The existing mandatory provisions remain unchanged. Although the ban on the use of combustible cladding on mid- and high-rise buildings is clear, the use of timber cladding products on low-rise buildings is still permitted. However, interpretations of the Amendment have had unfortunate flow on-effects for low-rise building developments which have caused unnecessary angst and uncertainty. Since the introduction of a “Concession” for timber-framed construction systems in 1994 (BCA 1990 - Amdt 7) for Class 2 apartment buildings and recently (NCC 2014) for Class 3 buildings, the use of timber products has been permitted as external timber cladding for 3-storey Class 2 and 3 buildings, and 4-storey if the lowest storey is constructed of concrete or masonry and used for car parking, under the Deemed-to-Satisfy provisions in non-sprinkler protected buildings.

Low-rise cladding in question? Wood is still the answer. A recent amendment to the National Construction Code (NCC) regarding the use of external wall claddings has led some people to assume that external timber cladding is no longer acceptable in Class 2 and 3 low-rise buildings. If your building surveyor, certifier or design professional questions the use of external timber cladding in a low-rise project, don’t worry, you are within the requirements of the Code. The Concession also applies to 3-storey timber construction over a ground floor concrete/masonry carpark (4-storey total construction) as well as for Type B 2-storey timber construction or 2-storey timber construction over a ground floor concrete/masonry carpark (3-storey total construction). Whilst it is understandable that there has been some nervousness shown by building professionals in specifying external cladding materials and products, the NCC 2016 Amendment 1 does not change the Concession that permits the use of external timber cladding products on low-rise Class 2 and Class 3 buildings that has been in the Code since the mid-90s. WHAT IS AN INDIVIDUAL FLEXIBILITY AGREEMENT? An Individual Flexibility Agreement (IFA) is a special type of contract that lets employers and employees agree to vary certain terms of an award or enterprise agreement. This is done to better suit the needs of the individual and the workplace. Any agreement must leave the employee better off; they’re not a way to reduce costs. Not all terms of employment can be varied by an IFA. Only the following terms within a modern award can be varied by an award flexibility term: • • • • •

Arrangements when work is performed Overtime rates Penalty rates Allowances Leave loading.

IF FLEXIBILITY AGREEMENTS DON’T SAVE A COMPANY MONEY, WHY WOULD AN EMPLOYER WANT ONE? There are two common reasons. Firstly, the company may want to simplify their administration and pay a single hourly rate for all hours worked without having to administer allowances and penalty rates. For example, Sally works 38 hours per week and is entitled to a travel allowance and a work at heights allowance. She undertakes higher duties as a rigger on average about two days per week. The employer and Sally may choose to calculate her entitlements for these benefits and pay a single hourly rate that takes them all into account. Secondly, the employer may be paying well above the award rate and want to ensure it’s clear this hourly rate is for all hours worked and will not be subject to overtime rates. For example, say an employer pays John $45 per hour; the employer and John may agree this rate be paid for the overtime John does, up to a set number of hours per week. The employer must ensure the amount of overtime that’s rolled into John’s rate takes into account all overtime meal allowances and penalties. An IFA will clearly identify what clauses of the award will be modified and demonstrate how an employee is better off than if the IFA is not put in place. An IFA must be made after an employee has started employment and is subject to the award that will be varied. This means an employer cannot make accepting an IFA a condition of employment. An IFA made under an award can be terminated by either party by giving 13 weeks’ notice. An IFA made under an enterprise agreement can be terminated by either party by giving 28 days’ notice. Because an IFA is not in place at the point of employment and can be terminated, it is important to have an employment contract in place as well.

HOW DO I AVOID CONFLICT WITH ADJOINING OWNERS REGARDING DIVIDING FENCES? For a builder who is going to do building work that involves a dividing fence, you need to understand the requirements of the Neighbourhood Disputes (Dividing Fences and Trees) Act 2011. Your client (the property owner) needs to have followed the requirements of the act. If your client wants their neighbour to contribute to the fence prior to construction, they must give notice in writing. The notice should: •

Specify the common boundary and the fence proposed

Contain a proposal for the fence (include an estimate of cost, contribution required and method of construction).

As a matter of courtesy, two quotes should be supplied. If the neighbouring property owner accepts your proposal, then they will be bound to pay half the cost of it. If the fence is in need of repair, the owners on either side are required to contribute equally. The builder’s client would need to issue a notice to repair. If the adjoining owner doesn’t respond to your client within one month of the notice being served, the fence can be repaired and then your client will have to take the necessary means to recover half the cost. If the adjoining owner does respond in writing within 14 days and disputes the need of repair, don’t start the work. Your client will need to get a ruling from a Magistrates Court or Small Claims Tribunal. If your client wants to replace the existing fence due to it being beyond repair or very costly to repair, they would be required to pay half but you would have to follow the process as above. Alternatively, if your client pays for the fence, they do not require the neighbour’s permission but it is good manners for your client to advise the adjoining neighbour of the intentions. Access to build or repair the fence should be allowed at reasonable times during construction.

OWNER’S CONSENT FOR DEVELOPMENT APPLICATIONS UNDER THE PLANNING ACT 2016 The development application needs to be a properly made application. This includes the requirement for a development application to be accompanied by the written consent of the owner of the premises to the application, to the extent that: (a) The applicant is not the owner; and (b) The application is for: (i) A material change of use of premises or reconfiguring a lot; or (ii) Works on premises that are below high-water mark and are outside a canal; and (c) The premises are not excluded premises.

I HAVE BEEN HIRED TO DO REPAIRS TO A DAMAGED WALL IN A RENTAL PROPERTY AND I SUSPECT THERE’S ASBESTOS; WHAT SHOULD I DO? If the home was built before 1990, it’s likely it could contain asbestos. Asbestos was used in building products up until 2003 when it was banned. Before disturbing the asbestos materials to undertake repairs, I’d suggest you contact a testing laboratory to analyse the product before continuing. The lab will provide advice on how to collect the sample. If dust is visible near the damage, wipe up any dust with a damp cloth or paper towel, and dispose of the cloth by placing it in two plastic bags, tied individually and deposit in the rubbish bin. Apply either PVC glue or paint to seal the damaged wall. If only minor repairs are required to the asbestos cement sheeting, you’re able to do the repairs, however you shouldn’t use power tools (drills, saws or sanders etc.) or high-pressure water blasters. If the product isn’t in disrepair, then the safest option is to leave it alone.

CAN I REMOVE THE ASBESTOS MYSELF? If the area requiring removal of asbestos is under 10 sq m, you are able to remove it yourself under controlled conditions. If the area is greater than 10 sq m, a qualified and licensed asbestos removalist must be engaged. When removing the material yourself, you must ensure that you and any residents are not exposed to released fibres. Residents should be vacated from the area before work starts. In addition to this, to reduce the exposure to yourself while doing the work, you should wear personal protective equipment (PPE) including masks and appropriate clothing. To protect the surrounding areas, lay down heavy-duty plastic to capture any debris, dust and offcuts, dampen down the surface and isolate the area of work by closing and sealing internal doors, but leaving external doors open and windows open to maximise ventilation.

HOW DO I DISPOSE OF ASBESTOS MATERIAL? If you’re removing the product yourself, contact your local regional council and they will inform you of where the product can be disposed or, whether it needs to be disposed of through a licensed waste contractor. When transporting asbestos waste for disposal (weight limitations apply), ensure the material is wrapped and secured in heavy-duty plastic.

WHAT DO EMAIL SCAMS LOOK LIKE IN OUR INDUSTRY? Email scams are regularly in the news and have become increasingly sophisticated. Recently, they’ve started targeting the building industry, which has serious ramifications due to upcoming changes under the Building Industry Fairness (Security of Payment) Act 2017 (BIF Act), which is expected to start on 17 December 2018. Scam emails that appear to be from suppliers have been known to request building companies to make changes, such as bank transfer details or addresses. These changes are often subtle and seem legitimate, and may not be detected until businesses are alerted via complaints from suppliers about payment not being received. Failure to make payment by a party in the contractual chain, can cause a domino effect. Your right to recover money paid under false pretences can be very limited and depends largely on the method used to make payment. What you need to consider is weighing up the real risk of your business systems being exposed to a nasty virus versus the significant risks if you don’t comply with the legislation.

ARE THERE RISKS IF I IGNORE A SUSPICIOUS EMAIL THAT'S ACTUALLY A VALID PAYMENT CLAIM? Yes. If it’s a valid claim and you do not respond, you will be liable to pay the full amount of the claim on the due date for payment . It’s imperative you check these emails and determine if they are suspicious or legitimate. Under the Building and Construction Industry Payments Act 2004 (BCIPA), you could elect not to make a claim under the Act by simply not putting the words ‘BCIPA’ on the invoice. If you didn’t respond to a payment claim, BCIPA allowed a second chance to respond properly. Under the BIF Act, that is no longer the case. A large part of Chapter 3 of the BIF Act applies irrespective of whether or not you’re involved in a dispute. There are fines of up to $13,000 for each payment claim that you don’t respond to properly and disciplinary action on your Queensland Building and Construction Commission (QBCC) licence. GOLDEN RULE: If you think an email looks suspicious, ensure you check it out properly.

Ahead of the curve with Master refurb A HIGHLIGHT of 2017-18 and a key part of our strategic plan was the much-needed refurbishment of our head office in Brisbane.

The use of screening and transparency, natural light and strategically placed storage and planters have made the most of the shared spaces.

Following a comprehensive tender process, Master Builders’ member, Apollo Constructions, were appointed as the successful builders for the project. In true Master Builders’ style, they completed the refurbishment ahead of time and on budget.

During the renovation, the building was closed to all members with a core group of staff continuing work in the building. This added a layer of complexity for Apollo Constructions who worked mindfully to minimise disturbance.

The design brief, captured expertly by architectural firm, Ellivo, and project managed by Gaskin Construction Services, was clear in its direction. The renovated building needed to be member-focused, functional, practical accessible and welcoming. It would take advantage of the views, provide staff and building users with access to natural light and splashes of green, all while connecting users with our rich and familiar history.

The majority of staff and services were relocated to our training facility at Murarrie. The short term disruption was well received by staff and members alike with the resulting transformation of the building a delight to all.

For Master Builders’ staff, the building needed to provide revamped offices and work spaces, with a variety of meeting spaces, formal presentation spaces, places to meet and eat, as well as new end-of-trip facilities, such as bike storage and modern amenities. For members and customers, the space means informal meeting places for events and gatherings, flexible training spaces, plus dedicated floor access to member facilities.

Master Builders head office is now wellequipped to service members and staff well into the future. The move to an open plan layout of all levels has allowed us to offer a more collaborative work environment and additional meeting rooms. Licence cancellations as QBCC cracks down on 'risky' business TWELVE building companies have had their licences revoked as the industry regulator cracks down on “risky” business operators.

QBCC Commissioner, Brett Bassett said this sort of financial mismanagement was a recipe for disaster.

In a 12-month period, licensees are only allowed to take on work valued at a certain revenue limit, depending on their asset base.

“It’s risky to employees of the company, it’s risky for sub-contractors and suppliers working with the company, and it’s a risk to the local community and customers,” Mr Bassett said.

The Queensland Building & Construction Commission (QBCC) are conducting targeted audits of businesses. These licensees must prove they have the assets and financial capacity to handle the contracts they’ve taken out. Most recently the QBCC conducted a 12-month audit of 217 licensees. As a result, 12 companies had their licences cancelled. This included seven licensees who were more than 200 per cent over their maximum revenue limit. One offender was found with a revenue turnover 969 per cent over its limit.

“Most of the licensees investigated were smaller companies with limits of $600,000 or less, but we discovered one bigger player with a maximum revenue limit of $1.9M who had an actual revenue of $12.18M. The QBCC requires licensees to hold minimum net tangible assets before they exceed certain revenue limits. “This requirement promotes viable business practices and helps ensure a licensee is financially stable to complete a customer’s job,” Mr Bassett said.

“We’ve heard of unscrupulous operators chasing contracts just to secure the deposit, maintain cash flow and pay their liabilities, without ever intending to finish the job. “If we find that happening, we will use the full force of the law to take enforcement action.” Financial investigators from the QBCC are now undertaking another audit targeting licensees who are exceeding their revenue limits. It’s expected that at least another 200 licensees will be required to prove to the QBCC they have the assets and financial capacity to handle the contracts they’ve taken out.

How long has your business been operating? We moved to Mackay from Brisbane to frame a couple of houses 13 years ago. We’re not leaving.

Tell us a little bit about your business. Duchess Constructions is a father and son outfit. We mainly concentrate on renovations, extensions, etc. A lot of our work is State Government-based. We employ fantastic subbies. It’s a good crew.

At what age did you start working in the industry? How did you get into it? I was 15. Typically, I couldn’t wait to get out of school. My Grandfather was a craftsman carpenter and joiner. All I wanted to do was build with Pop, but he passed before I started.

How do you get ideas for the work you produce? Isn’t that a trade secret?

What’s been one of the most rewarding jobs you’ve done/ creations you’ve made? Handing my son a set of house plans and telling him he’s in charge. Once he realised he’d done every little thing before and now

he just had to pull it all together, and then watching him carry that job through. It was very satisfying.

What do you love most about your job? Creating functional form, while adding individuality wherever you can. Is that esoteric enough?

What do you find most challenging about your job? Finding time to work on my own place!

What do you like most about being a Master Builders member? Accessibility to no nonsense advice, meaningful training and education and excellent golf days.

What do you wish someone had told you when you were starting out in the industry? There’s no such thing as a stupid question, but there is a dumb mistake.

What’s been one of the most memorable moments of you career? The day my son performed CPR on me for 19 minutes in our office. Kept me going until the ambo’s (ambulance) arrived. That interrupted the staff meeting.

What’s been one of the funniest moments of your career? Having a customer who was watching us pour concrete for his driveway, start screaming “No! I want smooth like everyone else, not this lumpy stuff,!” as it came out of the truck.

At what age did you start working in the industry? How did you get into it?

I was a late starter at 27 who started as a labourer for a Brisbane builder after his son completed his furniture-making apprenticeship with me.

Head scratcher project delights judges, leaves builder 'stoked' FROM a “twisted mess” to the centrepiece of an award-winning development, Whitsunday builder, Leith Mitchell has built a breathtaking beachfront hotel around a rundown Huon pine prawn trawler.

work that I’d done to date that I was able to handle it,” he said.

The development, filling a vacant site at Woodwark around the bay from Airlie Beach, is the brainchild of Whitsunday-local, Tim Moon.

The sheer scale of Northerlies must be seen to be fully appreciated. The wooden bar and restaurant, being built on the ocean, required the 12.5 metre long, three tonne timber support poles to be dug three metres into the ground.

Leith said he came to be involved in the project very early on as a carpenter, contracted to build a natural bridge out of trees on the 20-acre property. The next contract was for him to build ten “boats” and a wooden marina on the land, which would act as holiday accommodation, designed to look like boats in a jetty. “It just kept rolling from there,” Leith said. The next project would be his biggest yet on the site; the brief – “a bar on the beach”. “It was definitely a little bit daunting at first, but by this time it was quite evident from the 36 | Master Builder

“It ended up a lot bigger than anyone expected – it wasn’t a normal job that’s for sure.”

“The biggest issue was the weight and height of the whole project. We used a 20 tonne crane and the franna crane, and often had two moving at once,” Leith said. “Every day, there was plenty of time when I was scratching my head thinking, 'How am I going to figure this out'. But the owners really worked with us and let us run with our own ideas too.” He said their biggest challenge was converting the Huon pine prawn trawler, transported on a semi-trailer from

Bundaberg, into a bespoke bar for the facility. “It was an absolute wreck,” he said. ”It honestly looked like something that should be burnt; it was a twisted mess. “I started playing with it, took to it with a chainsaw and chopped it in half. Then I cut the water-line and stripped it to create the overheads of the bar.” Leith said he wouldn’t like to know how much time they spent bringing the old trawler back to life. “Hundreds of hours,” he said. “We then had to lift the trawler into the tavern and build the entire facility around it.” For Leith, the highlight of the project was seeing the trawler in place once they had the roof on the facility. “We could finally see what it would look like as a bar. We didn’t know until the final stages if we’d have to cut it out and throw it away,” he joked.


MEMBERS CORNER Leith said he was thankful and extremely fortunate to not have a strict deadline or timeline to adhere to for handover of the Northerlies at Freedom Shores project. “The rural nature of the site definitely provided challenges,” he said. “We used diesel generators and had to do full water management systems. “We also had a dirt road with a steep hill to access the site, and throughout the project there was about 10 to 15 semi-trailers bogged and we had to go up with an excavator to rescue them.” Three years on from the initial bridge project, Leith said he was incredibly proud of what they’d been able to achieve. Winning Project of the Year, Retail Facilities up to $5 million, Tourism and Leisure Facilities up to $10 million and Commercial Building up to $5 million for Northerlies at Freedom Shores at the Mackay/Whitsunday Housing & Construction Awards, Leith said he never expected to take home a win at the Queensland Awards. Leith Mitchell took home Retail Facilities up to $5 million for Northerlies at Freedom Shores at the Queensland Housing & Construction Awards on 12 October. “To come away with that I was stoked and to see the other projects that it was up against, it’s just incredible,” he said.

Corella takes top vote INSTAGRAM proved the platform of power for Corella Construction in taking out the first ever People’s Choice Award at the Queensland Housing & Construction Awards.

“We can see through our follower list that most of our previous, current and future clients are all following us on Instagram, as well as our team and our subcontracting teams,” Ella said.

The award was introduced in 2018 to put the power of judging in the hands of Master Builders’ members, their clients and the broader community.

“We knew that was our number one way to target our audience.

This year 80 eager entrants, made up of the Individual Home category winners from Master Builders' regional awards program, vied for the title. Nominees wildly promoted their projects and the response was overwhelming. From social media to texts, emails and letters, entrants pulled out all stops to shout their entry from the rooftops. Thousands of votes came rolling in and it was truly a race to the finish. Brisbane-based Corella Construction owners, Ella and Craig Brown said they utilised their “large, captive and highly engaged” Instagram audience to grow entry votes and ultimately take home the highly sought-after award. 38 | Master Builder

“We used Instagram stories and posts to communicate to the universe – or at least our Instagram universe – that we were up for a nomination.” Ella said she promoted the link to vote on several occasions in their stories and updated their Instagram bio with a direct link to their entry, too. “We went in waves with our promotion and showed pictures of the house as part of the process,” she said. Their winning entry, Vine House, a two-level home on a sloping lot at Bardon was unlike any build Corella Construction had taken on before. “The block itself was quite challenging from


MEMBERS CORNER a gradient perspective. We needed to be creative in the design. You couldn’t just put a two storey house on the block,” Ella said. “There was a lot of cut and fill and retaining walls. We needed a house where you didn’t end up with a giant driveway because it’s a small lot in inner city Brisbane and they’re worth a lot of money. You want every square metre of your land to count and be functional. “We had the garage built in and reclaimed that roof space over the garage and turned that into an outdoor space, creating liveable zones. We put a pool on the garage with glass sides and had a split level home; things you don’t get to do on a flat block.” She said with cutting into the block and building retaining walls, access was a huge challenge during the construction of the house. “I think our crane company was one of our favourite and most hotly phoned people during the construction phase,” she said. “You had to be thoughtful and calculated on who you get in and when. We had to work back to front – the backyard was landscaped well in advance then we had to work our way out of the site. Ella said for her it was the landscaping that brought Vine House to life. “I think we poured so much concrete and blockwork into that site, its felt like we were going to be in a concrete jungle,” she said. “When the landscapers took over and this lush green appeared, it went from concrete and blockwork to this lush, tropical jungle. It transformed everything and put that beautiful finishing touch on the house.” Built on a split lot, Vine House is part of a three-part series for Corella Construction with adjoining Butter House, recently complete and Bear House still under construction. “I love and cannot wait to share what we’ve done with the streetscape,” she said. “We’ll be entering them into the 2019 Housing & Construction Awards and hope to be back in the running for the People’s Choice Award with these properties,” she said. She said the two homes looked to be hot contenders for People’s Choice. Proudly supported by

Nothing fishy about incredible aquarium FROM dual cranes lifting preformed acrylic panels through keyholes in the roof of a three-storey building, to delicately rolling fibreglass glazed tanks in on skates, FKG Group certainly had their work cut out for them in bringing the Cairns Aquarium to life.

The $41.5M, three-level, 7,500 sq m aquarium is the first aquarium built in Australia in almost two decades and took out Project of the Year at the 2018 Queensland Housing & Construction Awards.

“We started working with the owner, to develop the design and firm up the cost plan for the project along with assisting with part funding.”

FKG Group Operations Manager, Barry Smith said his team were “extremely proud” and “honoured” to have constructed the facility. “We’re up there with hugely prestigious and large projects, to have won this award, it really does put the FKG name on the map and shows that we have that capability,” Mr Smith said. “We’re not shy of taking on challenges like this and it’s great to be recognised.” The engagement to build the aquarium came through the proactive outreach of the locally 40 | Master Builder

“Our Area Manager contacted the developer and that’s essentially where it started,” Mr Smith said.

He said the company had already worked on large-scale projects, including airport terminals, Department of Education buildings, private schools and warehouses but the Cairns Aquarium was their first of this kind. The 20-month build involved significant planning with more than 1,000 workers on site and key pieces of the project only able to be manufactured and shipped in from overseas. “There was an awful lot of planning around the trades that we’d never really come across before,” Mr Smith said.

“There were approximately 40 different acrylic panels that had to be made and there’s only four places in the world that could make them,” he said. “We ended up running with a supplier in Italy.” He said ensuring the acrylic panels were ready in time, then shipped, undamaged to Australia and freighted by road to Cairns was a project in itself. “The architect drew a size on the drawing, the structural engineer designed the structure into which the panels were to fit and once constructed, we then had to double check the opening sizes to ensure the panels would fit on arrival. There were millimetres only in tolerances," he said. “The biggest panel was seven by seven metres and spanned across two storeys of the building.” He said when the panels were finally ready for shipment, it was a mix of relief and anticipation.


MEMBERS CORNER “We had to go over to Italy to inspect the pieces, and as they didn’t fit into containers, we had to put them onto ships in break bulk (loose),” he said. “The best place to get them shipped to was Brisbane; we did a lot of research. This meant road closures, police escorts and putting the pieces on low loaders. The drive was a two to three day process.” Mr Smith said thankfully 75 per cent of the building was standard construction, with just 25 per cent made up of the acrylic panels, specialist standalone tanks from China, wet and dry side theming and life support systems installed by a business from Florida, USA. “At least 75 per cent of our workforce were from local construction companies, predominately Cairns” he said. “We had lots of meetings, lots of planning and lots of information finding across the life of the project.” Construction on the Cairns Aquarium started in December 2015 and was finished in August 2017.

Members are the lifeblood of Master Builders, having made it everything it is today. Each year we honour those who have made a significant contribution to not only our association but the building and consruction industry more broadly with Life Membership.

VINCE started building model houses and drawing plans at 11-years-old, so it came as no surprise when he started his building apprenticeship in 1963. Five years later, he became a partner in the Tomkins’ family business and took over when his father, Ted, retired in 1972. His son Mike now runs his own business Tomkins Commercial where Vince works part time around his travel plans. Vince is proud of his commitment to training the next generation, having mentored 13 apprentices in his time — eight of whom are now licensed builders themselves. Now in his 50th year as a Master Builder, Vince is proud of their work, especially in supporting apprentices as the future of our industry.

KNOWN for his impeccable character and great workmanship, Don Close, founder of Close Constructions has been labelled “a grandfather of the industry” in the Rockhampton region. “I’ve always been one not to stand back, I always come forward to help and support wherever I can,” Mr Close said. He has an unwavering commitment of training apprentices and understanding the needs of young people in this challenging industry. “The apprentices I’ve put through is probably my highlight, I can see young building firms coming up now and I can say that I had a part in training those people – it’s really good,” Mr Close said.

PASSIONATE about mentoring builders and cyclone-resistant building projects in the tropics, John Galloway got his start in the industry at 23-yearsold. “I probably took a different pathway to a lot of people. I did a building degree at the University of Melbourne, then I got a building cadetship with John Holland Constructions in 1977. I chose to come to Townsville and I worked on the Civic Theatre project for 12 months," Mr Galloway said. From the introduction of the fax machine to the mobile phone, Mr Galloway said he’d seen much change to the industry. Now semi-retired, he's a mentor and chair of the Cyclone Testing Station at James Cook University.

JOHN Murchie formed JB & LR Murchie in 1966, before rebranding to John Murchie Constructions. During his 49 years in business, John trained more than 35 apprentices. Starting out in the residential sector, John soon expanded the business to include commercial construction as his glowing reputation for quality and reliability quickly grew in the region. Retiring in 2005, John handed over the reins to son Andrew and wife Julie, however continued to work as Project Manager and Building Designer for some especially loyal clients. Change in the midst with BIF Chapter 3 THERE are lots of changes on the horizon for the industry. The introduction of the new progress payment regime Chapter 3 of the Building Industry Fairness (Security of Payment) Act 2017 is a big one. The new scheme will make it an offence, as well as providing grounds for taking disciplinary action, not to provide a payment schedule within time unless payment of a payment claim is made in full by the due date. Other big ticket items include the subcontractors’ charges regime (Chapter 4), which is scheduled for 17 December 2018, and the proposed extension of the Project Bank Accounts to the private sector, which is expected after March 2019. It’s as important as ever for Master Builders members to keep on top of developments by reading newsletters, attending information sessions and seeking appropriate advice. Social Scene Board visit to Townsville

The sun was shining and the water glistened like glass as Townsville turned on a show for the Master Builders Board..

A GRASSROOTS approach to regional engagement is yielding fantastic results as the Board of Master Builders connects faceto-face with members and gauges how our industry is faring. Master Builders Deputy CEO, Paul Bidwell joined the most recent tour to North Queensland and said the feedback from members and the Board was positive. “Over the course of a couple of years, we’ll continue our mission to visit to each region and engage with the local Committee of Management and the members in the region more broadly,” Mr Bidwell said. In 2017, the Board visite d Mackay and Cairns, in 2018, Townsville and the Gold Coast. “We look forward to engaging with Wide Bay Burnett, Central Queensland, the Sunshine Coast and Downs & Western in the New Year and beyond," Mr Bidwell said.

He said it was great to physically drive around the region and take a look at the projects and prospects. “We’re able to meet with members and the local Committee of Management, along with local, state and federal politicians to give the Board a picture of exactly what’s happening in the region,” he said. “And to tell members what Master Builders is working on, too.” The most recent Townsville visit on 26-27 July saw the Board visit the Townsville Stadium and Master Builders’ newest, soonto-be launched display village, Elliot Springs.

Complex construction means devil’s in the detail FK Gardner Group go above and beyond for The Cairns Aquarium and Reef Research Centre

Boasting an enviable reputation as a leading head contractor known for delivering a wide variety of outstanding building and engineering projects, when it was announced the FK Gardner Group had been appointed as the design and construct contractor for the Cairns Aquarium, members of the industry were excited. The immense importance of this multi-million-dollar landmark project was not lost on the team and thanks to their meticulous planning and ground-breaking design solutions, the final product not only lived up to, but exceeded expectations in every element of the build. Awarded the 2018 Project of the Year title at the Queensland Housing & Construction Awards, The Cairns Aquarium and Reef Research Centre is a one-of-a-kind, world class venue for seeing and interacting with plants, animals and habitats found only in Australia’s wet tropics. The centre is a large-scale tourism infrastructure project built in central Cairns. The FKG Group was appointed as the

design and construct contractor for the privately funded project which comprised a 16m high, three level, 7,500sq m attraction. Following the client’s initial appointment of the architect as the lead consultant, the design team went to the FKG Group to advance the design from the schematic design into the developed and detailed design stages, before completing the documentation to a “for construction” purpose. Progressive reviews of the design and development of the cost plan were performed in consultation with the client to ensure that project constraints of scope, quality, functionality and cost were being maintained during the design development process. The project’s construction program was developed by the FKG Group after liaising with design consultants, and specialist industry contractors on key lead timeframes. Due to the FKG Group’s careful planning and due diligence, the project was delivered on time. One of the five key parameters of

the project was quality, with the building completed with high-quality finishes on a tight client budget on what was a very complex build. Design of the aquarium incorporated nearly 70 individual exhibits, including a two-piece acrylic tunnel through the main oceanarium tank, an elevated viewing platform to a 10m deep reef tank, a freshwater ‘river monsters’ tank and a number of reef and freshwater stream exhibits. The largest viewing panel in the building is 7m high by 7m wide and made of curved acrylic. After the FKG Group performed a rigorous selection process of the world’s leading manufacturers of high-quality acrylic, a supplier from Italy was awarded the project. The complexity of the build was immense given the nature of the attraction and the specialised tanks and materials needed to construct them. A number of highly specialised trades were engaged to supply particular items. Acrylic panels, life support systems and fibreglass reinforced plastic (FRP) tanks all had long lead times due to the unique nature of their supply. In addition to this, the project was constructed on a very tight site and constructed hard to boundary on three sides. The building footprint occupied 95 per cent of the available site area, making movement of large items, such as pre-cast perimeter panels, difficult to manoeuvre. Careful pre-planning was needed to ensure the large and heavy lifts of the perimeter precast panels and acrylic viewing panels were completed without safety incidents. Other challenging elements arose thanks to confined space works needed to complete the build and the dual crane lifting of precast panels. For each of the display tanks constructed on-site, detailed planning was needed to manage confined space entry, work at heights, and restricted accessibility for mechanical plant and equipment. An analysis of the constructed form, the operational functionality, and safety-in-design aspects were all considered by the FKG Group prior to the commencement of the physical works. Expert advice and input was sought from construction industry specialist contractors and involved the engagement of skilled personnel from

Queensland Fire and Rescue Service to assist in the safety controls for the confined space works. To meet the architectural design intent of the project, the attention to detail and planning for the off-site fabrication of the precast concrete facade panels was essential. So that a smooth and blemish free appearance to the precast was achieved, all panels were designed to be “top lifted” as opposed to face lifted. The methodology involved safely lifting the 11 tonne panels, rotating them from a horizontal to a vertical orientation before the tower crane would then place each panel into its final position. To allow the installation of the large aquarium panels that would be delivered well after the concrete structure would be built, provision of ‘key holes’ in the building’s post-tensioned concrete structure were used to allow the panels – the largest being 13 tonnes – to be safely lowered into place in one piece. Lastly, the FKG Group came up with the idea to use the external load-bearing precast concrete panels

as the building’s envelope, which minimised the extent of structural elements that would potentially impact on the functional space of the aquarium, with the need for extra supporting columns and walls being minimised. The design was further developed to increase the height of the precast panels to 1.2 metres above the finished floor level of the floor which the panels structurally supported. The smaller free-standing display tanks were constructed as a completed exhibit ready for installation into the project. The FKG Group conceived the idea of having these tanks constructed and delivered in a state ready to receive water for final testing prior to creating the final habitat for the display fauna. Offering a place for locals and tourists alike to bask in the beauty that amazing Far North Queensland has to offer, the FKG Group has etched their name in history thanks to this revolutionary, landmark construction which is well-and-truly befitting of the 2018 Queensland Project of the Year title. Undeniably a committed work ethic is one of them, along with a strong desire to learn and lastly, an unwavering enthusiasm for the profession. Possessing all of these attributes and more is the 2018 Queensland Apprentice of the Year, Matthew King. An employee of Corella Construction, Mr King has committed himself to the job unwaveringly since day one, with his employer Craig Brown specifically noting the immense pride he takes in his work. “Matthew is always the first person at site in the morning and commences his day diligently, setting up site and his tools to commence work,” Craig Brown, owner of Corella Construction said. Different floor plates meant the implementation and use of several transfer slabs. The implementation of the car lifts was unprecedented in the Brisbane area, which required specialists to be brought in at the design and construction phases. Stay up-to-date on workplace issues affecting builders and subcontractors, while networking with some of the industry’s most prominent key players.

This event is held annually in Brisbane in a casual setting. Its purpose is to encourage members and their mates to wind down and reflect on the year that’s been, while catching up with each other, us and other industry participants.

Join in discussions on a range of day-to-day business topics that affect women either working in the building and construction industry or supporting a partner who does.

Members and their sponsors enjoy getting together to have a punt on the horses and network on the hallowed turf. The day provides brand exposure and networking opportunities, and reach an extended audience via Sky Racing and other media outlets, along with approximately 3,000 race day patrons.

Up-Skill Session (Gold Coast)

Industry Access

Master Builders’ Up-Skill Sessions connect members with like-minded tradies and builders. Sessions are focused on everyday topics related to building a successful business, and members are taught how to transition from a tradesperson into a business person and develop an edge over their competitors.

Get informed about the latest developments occurring in Queensland’s building and construction industry.

Local Updates are a local version of the Industry Access events. These updates provide an opportunity for the regional office to address local activites in the industry. They provide supporters and business sponsors an opportunity to expand on grass roots connections and improve brand exposure in speciic locations.

Mrs Hobbs said she'd attended the two Brisbane Influencers Lunch events to date and loved the inspiring, uplifting presentations.

The theme? 'We’re all in this together, that’s the secret.'

"It's great to connect and engage", she said.

We’ve lined up two incredible, inspiring couples who lift each other up, find power in unity and push boundaries to create powerhouse building businesses. Aaron and Daniella Winter, winners of House Rules in 2017 and owners of Hype Build Design will join our panel with Nikki and Luke Hobbs of Hobbs Building and Interiors, a Scenic Rim-based eco-building company. Nikki runs the interior design, marketing, finance and business development side of the business whilst Luke, a low-rise builder is project managing and on the tools.
