A cautious win

Our recent unprecedented move, which saw us step up the fight against Project Bank Accounts and elements of the Building Industry Fairness Bill, has paid dividends with an incredible outcome achieved for members. Designed to catch the Queensland Government’s attention, the campaign targeting the Minister for Housing & Public Works, was our last-ditch lobbying attempt against legislation that would have spelled disaster for the industry. In September, the Building Industry Fairness Bill (or 'BIF' as it's not-so-affectionately called) was tabled in Queensland Parliament. If passed in its original form, the legislation would have really packed a punch and not in a good way.

Project Bank Accounts were the headline act and, if introduced across both sectors of our industry as originally proposed, would have negatively impacted security of payment. Contrary to what some industry punters said during the campaign, Project Bank Accounts would not provide security of payment for anyone in the industry, and definitely not subbies. After using all the right channels to explain why they won't work, including an advertising campaign and video opposing Project Bank Accounts back in April 2017 and participating in all industry feedback opportunities, it became clear the Queensland Government and the Minister were not listening to our advice. To avoid what we thought would be a complete disaster for the industry, it was time for the gloves to come off and we stepped up our fight. We launched a high-vis outdoor advertising campaign, with highly visible billboards on the M1 in Brisbane in the Minister’s local electorate of Springwood, complemented by direct communication with all Queensland MPs. We also made it our mission to explain to members via a robust program of events and digital communication, exactly why Project Bank Accounts and other elements of the bill would be so bad for all of you.

Contrary to some comments, it’s not about being the school yard bully, but using whatever means necessary to ensure our message was heard. And it’s definitely not about protecting builders – we’ve got all our members’ interests at heart. At the time of going to print, commonsense has prevailed and the government has finally listened to our advice and taken action. We are delighted to report that the government has acted on our advice and we'll be working with them to implement our proposed solutions. We felt so strongly about this issue and we're satisfied with the progress we've achieved and are so proud that we were one of the only industry associations who came out with a strong voice on the issue. This is a significant achievement for subbies, builders and sub-subbies. Although, the fact cannot be ignored that the legislation still won't provide any additional level of security of payment for subbies and sub-subbies. The government has committed to: 1.

Review of entire legislation, in particular Project Bank Accounts – to be implemented no later than September 2018 and led by an independent panel with industry experience and expertise. Demerit points – the government has adjusted demerit point provisions to ensure they are NOT applied at the time that a Direction to Rectify (DTR) is issued. Instead of being a large fixed penalty, a minimum of four penalty units will apply for failure to discharge a DTR.

We still have concerns about the requirement for Payment Schedules. We had agreed with the Minister that the requirement to issue Payment Schedules would only be triggered where a claim is not paid in full, and on time. This amendment is important because it doesn't impinge on a subbie's (or builder or supplier) right to get paid, but it does mean that builders (or subbies) who are doing the right thing won't be caught up in a completely unnecessary and costly administrative nightmare. We’ll continue to work with the government to achieve a sensible outcome. There are also a significant number of other changes we’ve influenced that mean the Bill will operate without impacting negatively on the industry. While we still believe there is a long way to go in securing payment for subbies, we can put our hands on our heart to say we’ve prevented the disastrous impact the original bill would have had on many.

Extending WorkCover insurance for third party liability claims

One issue that has plagued a number of larger commercial builders in recent years is being saddled with part of a common law settlement for workers who aren’t part of their workforce. That is, workers who are employed by subcontractors working on the builder’s site. In response to this, Master Builders has joined with WorkCover Queensland on a proposal to provide the housing and construction sectors with additional WorkCover insurance. This additional insurance covers common law claims made against a builder by a worker who is employed by a subcontractor working on the builder’s site. Currently, builders are either paying this amount (for example $100,000) directly or are claiming against their public liability insurance (where they typically pay a $2,500 to $50,000 excess, or a $100,000 excess in the case of Tier 1 businesses). WorkCover Queensland indicates that expanding WorkCover insurance to cover all third party claims for all building companies would increase WorkCover premiums by about six per cent. And, if the entire sector isn’t covered, the increase will be more than six per cent. Based on the views of the construction and housing sector committees, together with comments from commercial and housing members from across the regions, it’s clear that Master Builders’ members fall into two camps: • Housing sector and smaller commercial builders, who have never paid out under these circumstances, would prefer to use their own public liability insurance rather than pay an additional six per cent WorkCover premium • A relatively small number of mid-sized to large commercial builders, who have experienced the problem, are interested in the additional WorkCover insurance – depending on the cost. It isn’t surprising that relatively few members have been exposed to these third party liability claims. WorkCover Queensland’s modelling is based on 470 common law claims each year in the housing and construction sectors, of which 82 claims (17 per cent) will involve a third party. WorkCover Queensland is currently unable to provide accurate information on the likely increase in premiums if the entire sector isn’t covered – say if only 50 companies take up additional WorkCover insurance. Before making a decision, members will need to understand how their WorkCover policy premium would be adjusted each year based on claims made the previous year. Also, the allocation between the subcontractor’s policy and the head contractor’s policy for any payouts made to injured workers. Master Builders will continue working with WorkCover Queensland to provide information and explore all options for addressing third party liability claims. mb

Change for the better with Martin Belfield, Manager – Workplace Relations Over the past year, the launch of the Australian Building & Construction Commission (ABCC) and the code for tendering 2016, has dominated Master Builders’ industrial relations agenda. We’re pleased to see the Code gaining traction and the term ‘code-compliance’ is an industry catchphrase. In addition to this landmark achievement, the federal government has made important progress in improving the behaviour and accountability of industrial relations institutions. Two legislative initiatives that deserve mention are the Fair Work Amendment (Corrupting Benefits) Act 2017 and the Fair Work (Registered Organisations) Amendment (Ensuring Integrity) Bill 2017. Fair Work Amendment (Corrupting Benefits) Act 2017 The Act doesn’t mince words. It’s now a criminal offence for a union, known as a registered organisation (RO), or its officers to solicit or receive cash or in-kind payments from a person or party for corrupt purposes. It’s also criminal for an employer to make or promise to make illegitimate payments to an RO. Under the Act, an RO must disclose details to employers and employees of any income it will derive from a term of a proposed new enterprise agreement. For example, the RO may have a shareholding in an employee welfare fund, which generates interest earnings for the RO. Fair Work (Registered Organisations) Amendment (Ensuring Integrity) Bill 2017 The Bill covers circumstances in which an RO, its officers or members deliberately flout the law or don’t act in members’ interests. It sets out consequences for such behaviour, including deregistration of the RO and disqualification of its officers. It also includes a more robust public interest test for union amalgamations. This legislation will make ROs more accountable and address shortcomings in liability. Recent Federal Court decisions identify that unions often appear undeterred by the threat of fines for organising unlawful action. In one case, Justice Flick conceded that 'in the absence of legislative action, it may (regrettably) be expected that even penalties imposed at the maximum now permitted will not act as a deterrent'.* Seeking a civilised environment Master Builders understands that the interests of employers and the community depend largely on having a rational system of industrial relations. This includes giving ROs the opportunity to put forward their points of view, and for there to be rational exchanges between employers and their workers. Effective relationships hinge on all parties displaying civilised behaviour within the industrial relations environment. This outcome is exactly what the Bill seeks to achieve, which is why Master Builders supports it. *Australian Building and Construction Commissioner v Parker [2017] FCA 564

The fall in approvals for new dwellings can almost entirely be attributed to units in Brisbane and the Gold Coast – down 38 per cent and 31 per cent respectively.

Growth in non-residential work is centred on the Sunshine Coast, which has more than doubled over the past 12 months.

We have to ask what steps we need to take to drive better design that brings together talented people in our construction industry, new technologies and sustainable materials. Council is delivering on a clear plan for the future and we’re now seeing the benefits of maintaining our focus on the directions we have set for the region, including employment rates that are now better than the state average.

In Maroochydore, we’re creating Australia’s first truly smart city for the 21st century, one which will generate thousands of construction jobs – more than 15,000 permanent jobs once completed – and provide a $4.4 billion boost for the local economy.

We’re not just simply sitting back and letting the future happen. We’re tackling the future head on, shaping it by making decisions that some would view as courageous, and establishing Australia’s healthy, smart and creative region.

SunCentral is overseeing the design and delivery of this new city centre on a 53-hectare greenfield site in the heart of Maroochydore, just 1.5 kilometres from the coastline. The Development Scheme for the new Maroochydore CBD allows for 150,000 square metres of commercial office space, 65,000 square metres of retail space and 2,000 residential apartments, with approximately 40 per cent of the site to be parks, plazas and waterways. It will provide a business district for the entire region, and a centre for retail, culture, entertainment and dining. The Sunshine Coast Mayor and Queensland Premier turned the first sod in the Priority Development Area in 2016, and major civil construction works are currently underway.

Major projects such as the new Maroochydore CBD and the Sunshine Coast Airport expansion are moving from the drawing board to becoming reality – exactly as planned.

New investment and infrastructure are transforming our local economy and one of the most visionary projects is the construction of an entirely new Sunshine Coast CBD at Maroochydore.

Global development giant, John Holland Group, is now in exclusive negotiations with SunCentral over a proposal covering 1.4 hectares of the new city centre and valued at more than $200 million. The proposal covers almost a third of developable land in the core commercial precinct and could potentially include construction of a new Sunshine Coast Council headquarters, plus student accommodation and teaching facilities for the University of the Sunshine Coast. Advanced negotiations are continuing with several other interested parties on a range of projects for the site, including a business hotel, administration centres and mixed-use residential developments. Work will begin in 2018, as the vision for the new Maroochydore city centre steadily becomes a reality.

CFMEU rally The Queensland branch of the CFMEU paid a friendly visit to Master Builders’ Brisbane office in October. Coinciding with the federal government’s introduction of the Fair Work Amendment (Proper Use of Worker Benefits) Bill 2017, rally organisers were calling on Master Builders to confirm its support of industry redundancy trusts, such as BERT. It was unfortunate that our staff were locked inside for the hour that the rally shut down the surrounding streets, given Master Builders Australia had already lobbied for reasonable changes to the legislation in question. what you need to know

A White Card is mandatory for anyone working in the construction industry as it certifies you have the knowledge and skills to work safely on a construction site. Recent changes to the national unit of competency for White Card courses, mean that all courses via all providers must now include a practical component, where students will need a recorded assessment of applying a hard hat, ear protection, a retro reflective vest and safety glasses.

Safety is about being protected from harm, so it's surprising that something so important is often little more than an afterthought. In many cases, it only becomes a priority when the unforeseen happens. Sadly this is no help when you’re stuck in hospital recovering from an accident, at home incapacitated without your regular income, or forking out huge dollars because you’ve been fined for not meeting your employer obligations to provide a safe work environment. Working in the building and construction industry can expose you to extreme working conditions and a variety of hazards, so over the following pages we share some tips on how you can keep yourself and your workers safe. Simple practices like preparing your job sites for inclement weather, following risk procedures when carrying out certain tasks, and arming yourself with the right knowledge and certification – can make a world of difference. We want you to make it home safe to your loved ones after work… each and every day.

Safe Work Month Safe Work Month, held annually in October, aims to raise awareness about workplace safety and remind us all that we can do more to keep ourselves and our workmates safer.

Workplace Health and Safety Queensland (WHSQ) kicked off Safe Work Month with a free community breakfast at Brisbane’s King George Square, followed by breakfasts in other regional centres – from Cairns to the Gold Coast. Other activities and events included morning teas and barbeques at workplaces, toolbox talks and safety days, and industry led forums and conferences – culminating in a Safe Work and Return to Work awards ceremony. WHSQ’s safety stable includes sporting legends Shane Webcke as Queensland Safety Ambassador, Trevor Gillmeister as Asbestos Awareness Ambassador, and Libby Trickett as Mental Health Ambassador. All were out and about during the month, sharing stories about workplace tragedies, as well as their own personal experiences. 'We should always be thinking about safety, but during Safe Work Month we really pushed the issue and tried to connect with as many people as possible. Because safety is everyone’s responsibility,' said Shane Webcke.

Summer in Queensland is traditionally a time of increased storm activity, particularly over the Christmas break. Unattended worksites can therefore become a source of lethal flying debris and an erosion and sediment control risk. It’s important that appropriate precautions are taken to prepare your worksite from stormy weather and gusty winds. Below are some practical steps you should take to secure your worksite.

Scaffolds • A scaffolding supervisor should perform a full pre-shutdown inspection of all scaffolding • Check that scaffold foundations, for example screw jacks, baseplates and sole boards, are appropriate and ensure that potential stormwater run-off will be diverted away from the foundations • Re-tension screw jacks if necessary • Ensure sufficient ties are in place to counter strong winds • Check the integrity of shadecloth and reattach or repair it if damaged

Roof • Remove all loose sheets, guttering, sarking, ridge capping and safety mesh or secure it with rope or strapping to the structure, for example to purlins, portal frames or rafters.

Other exposed or open areas • Remove or secure all loose material from wind-exposed areas of the site, for example on formwork decks, climbing formwork system platforms, podium levels, balconies, ground floors and any areas on a high-rise where windows haven’t been fitted and openings aren’t covered by perimeter screens, scaffolding or the like.

Erosion and sediment control All erosion and sediment control measures should be in place before the end of the day or a rain event. It’s also important to implement procedures for monitoring and maintaining the controls. • Minimise disturbance – keep earthworks to a minimum and maintain as much grass, mulch, gravel or erosion control blanket as possible, especially towards the edges of the works

• Prevent access to incomplete scaffolding using barricades and signs

• Stabilise access – maintain access points and haulage roads that pose a risk, to minimise the amount of material tracked onto public roads

• Ensure all planks on the uppermost lift are secured to transoms with tie-wire, unless a captive plank system is incorporated into the transoms' design

• Install sediment fences – install and regularly maintain silt fences on the downward slopes of sites. Steeper slopes may require multiple silt fences to reduce sediment flow

• Remove all loose material from scaffold platforms on the uppermost lift

• Divert up-slope water – install diversion drains or speed bumps to direct any clean up-slope water away from the works, or water within the works, to other areas where access occurs regularly

• Obtain an emergency contact number for the scaffold contractor in case an emergency inspection or repairs need to be undertaken after a storm.

Formwork • Remove all loose sheets of ply, fillet and penetration mesh from decking areas and platforms on climbing formwork systems • Strap all packs of formply in exposed areas • Chain all shutters on storage racks • Remove any loose material from stripping areas • Clear all platforms on perimeter screens of debris and loose material • Secure mesh infill panels between screens.

• Clean up litter and waste – regularly clean the work area to ensure rubbish and other materials aren’t transported outside the works by wind or water • Ensure material stockpiles are kept behind silt fences – protect stockpiles being transported by wind or water by erecting silt fences or surrounding stockpiles with a bund and covering them in waterproof sheeting.

Don’t breathe silica dust Inhalation of silica dust can be a hazard when undertaking construction work. It’s important to be aware of the risks and how to manage them properly.

Work associated with those tasks includes: • Tunnelling • Labouring • Demolition work

Silica is a natural substance found in most rocks, sand and clay, and in products such as bricks and concrete.

• Concrete grinding

Why is silica dust hazardous?

• Excavation, earth moving and drilling plant operation

Due to its small particles, silica dust can easily be inhaled deep into the lungs, which can lead to silicosis. Silicosis is a serious and irreversible lung disease known to cause permanent disablement and early death. Usually silicosis develops after exposure to silica dust over many years, but it can develop rapidly if exposure levels are high. Exposure has also been linked to lung cancer and is thought to contribute to chronic obstructive pulmonary disease.

Who is at risk? Construction workers who cut, sand, carve, grind, blast or polish materials containing silica are most at risk, as respirable silica dust is often generated while performing those tasks.

• Brick, concrete or stone cutting (especially using dry methods)

• Paving and surfacing works.

Reducing the risks It’s important to try to eliminate exposure levels to respirable silica dust. If eliminating exposure isn’t possible, measures should be taken to prevent workers breathing in silica dust. These are some prevention methods and controls you could use: • On-tool extraction On-tool extraction involves fitting a local exhaust ventilation system directly onto a tool, which removes dust as it’s being produced. This is the preferred method of control as it captures dust at the source.

• Water suppression Water suppression involves using water or fine mist suppression during wet cutting methods for brick, tile, stone and concrete to help control dust. • Isolation Isolation involves isolating workers from exposure to silica dust. This includes undertaking tasks outdoors and away from other workers, or using fully enclosed operator cabins for plant, such as earth moving equipment. • Respiratory protective equipment (RPE) Respiratory protective equipment shouldn’t be used as the primary control but it can be effective when used in combination with other controls like ventilation systems (on-tool extraction) or water suppression. Always use RPE in accordance with AS/NZS 1715:2009 Selection, Use and Maintenance of Respiratory Protective Devices. It’s important that a respirator is suitable for the task being undertaken and it fits your face appropriately. You should conduct a 'fit test' to ensure the respirator is effective.

Work safe

to beat the heat It’s that time of year when the hot Queensland sun makes working outdoors on construction sites a little more challenging. Over the next couple of months, expected temperatures prompt the need for businesses and workers to work safely in the heat. Fatigue and heat stress are major causes of injury in hot conditions. Extreme heat can reduce performance and productivity and increase the chance of injury by reducing your ability to concentrate, recognise risks and communicate effectively. You can be exposed to UV radiation and heat when working in the shade as well as the sun, so it’s important to take precautions for all outdoor work.

Headaches or fainting Muscle spasms or cramps

What is heat stress? Heat stress occurs when the body heats up and is unable to cool itself enough to maintain a safe temperature.

Symptoms of heat stress

Nausea or vomiting

These are some important signs of heat stress that you need to watch out for: • • • •

Significant sweating Slurred speech Tiredness or weakness Red or hot skin

• Nausea or vomiting • Muscle spasms or cramps • Headaches or fainting.

Who is most at risk? Construction workers are often more susceptible to heat stress due to various risk factors in their daily environments, including: • Heat from the sun – which can lead to dehydration, particularly during the hotter hours of the day • Areas with poor ventilation – including confined areas and ceiling spaces.

How to stay protected Due to the nature of construction work, the risk factors can be difficult to manage at times. However, you can easily put practical measures in place to minimise the risk of heat stress, in particular the risk of dehydration. While there is no legal temperature that requires a mandatory stop work, it’s the responsibility of employers and workers to ensure the risks associated with working in heat and outdoors are appropriately managed.

These are some practical measures you could implement: • • • •

Ensure access to drinking water and designated cool-down areas Have adequate rest periods to cool-off Wear cooler clothing, such as vests and neckties Manage heat stress in the planning phase of projects to help with scheduling of work to enable rest breaks • Use tool box talks and inductions to educate workers how to identify signs of heatstroke and respond to them effectively • Shield against UV radiation by using SPF 50+ sunscreen, wearing a broad brimmed hat and wearing long sleeved/legged clothing where suitable.

4C Construction Pty Ltd Caleb took out the regional (Gold Coast) and Queensland title for Apprentice of the Year at this year’s Housing & Construction Awards. The young apprentice, who was born into a family of astute carpenters, is passionate about compact, off-the-grid homes and sees a place for them in his future.

When did you start working in the industry? You could say I started ‘working’ in the industry around the age of seven. My Dad would take my brother and I out to job sites and tell us to do an ‘emu hunt’ around the frame to pick up the off-cuts and nails. Some would call it an internship… others, free labour.

What appealed to you about the profession? Carpentry enables you to be constructive, creative and helpful – all in one. I've always enjoyed building things so becoming an apprentice carpenter has enabled me to do it professionally.

Tell us about a memorable job? I’m a big fan of compact, off-the-grid living and earlier this year I worked on a completely off-the-grid home on a remote part of South Stradbroke Island. Every aspect of the job was old school and epic, including taking a tinny across the Broadwater at dawn and sitting around a campfire in the evening with local wallabies. During the entire build, we either ran the tools off generators or went without power altogether.

What else can you tell us about the off-the-grid home at Straddie? The one-bedroom unit was compact and eco-friendly, built from a recycled, 40-foot-high cubed shipping container, and fitted with a bedroom, living room, kitchen and bathroom. It included everything you could need, for a fraction of the price (and size) of a standard home.

Is there someone who inspires or mentors you? My grandpas are my mentors as they’re both builders and legends in their own right. It's awesome listening to their stories about what they’ve built, the trials they’ve been through, and how those trials made them into the men they are today. Those important life lessons have been passed onto me.

What do you love about your job? I love being able to draw then build something, and see the visible progress of whatever I'm creating. Not many careers leave you with tangible objects that you can be proud of.

What do you find challenging about your job? Quoting. But, if you get the calculations right the rest is a breeze.

Where do you see yourself five years from now? I’ll be running a building company that specialises in eco-friendly, compact and portable homes. I believe this type of simple yet effective dwelling is the solution to the current housing problem and it represents the future of housing for subsequent generations. The smaller our footprint on the environment, the longer we’ll be able to enjoy it.

What’s the best advice you’ve been given? 'Measure twice, cut once.' – my Dad

Every tradie needs a… sharp pencil. What leisure activities do you do? I love surfing, camping, hiking and basketball. There's nothing better than hanging out with mates in the best piece of construction there is: nature.

Tell us about your business. I’ve been in business for about seven years now. Over this time, the business has grown from having two staff to more than 13. At Coral Coast Plastering we're known for doing what it takes to get a job done. It’s not about how much money we spend on marketing; our finished product is the best form of advertising.

What’s been one of your most rewarding jobs? One of our clients, Better Pet Vets, had very specific design and performance requirements for their project. What we produced for them was aesthetically pleasing with really high acoustic performance.

What do you love about your job? It’s great to see a project go from blank canvas to finished product.

What do you find challenging about your job?

What do you wish someone had told you when you started your career? Nothing . If I didn’t learn from my own mistakes, I wouldn’t have achieved rewarding personal growth.

Tell us about a memorable moment in your career. Winning the Master Builders' Mackay & Whitsunday Commercial Trade Contractor of the Year award for two years running (2016 and 2017). All the late nights and long weekends were worth it.

What are your top three tips for anyone starting out in the industry? Be prepared to hear 'no' 50 times before you hear one 'yes', look after your loyal clients and be sure to reward yourself for hard work.

What advice would you give to someone about running their own trades business? Long hours are the norm but every so often you need to take time out for a break – whether you take a holiday, go fishing or just spend time with your family.

During our growth phase it’s been difficult to find quality staff.

Cooking appliance clearances If you’re a tradie working on residential indoor or outdoor kitchen fit-outs, it’s important to know the required clearances between gas cooking appliances and combustible surfaces. You should always install cooking appliances according to manufacturer specifications. However, if clearances aren't specified, follow the guidelines outlined in AS 5601.1 – 2013 Gas Installations.

Overhead clearance A minimum overhead clearance is required between the highest part of the highest burner of a gas cooking appliance and a rangehood or exhaust fan. (See measurement A in the diagram.)

Carefully consider any window treatments and painted surfaces on glass splashbacks located near cooking appliances. All toughened safety glass used as a cooker splashback must comply with AS 2208 Safety Glazing Materials in Buildings and should be marked as ‘toughened safety glass’ to indicate that it’s fit-for-purpose.

Additional clearances When the horizontal combustible surface of kitchen cabinets is within 200mm of a burner they must be a minimum of 10mm below the hob of the cooktop. (See detail I in the diagram.) Any vertical combustible surface must be protected with a suitable fire resistant facing and backing material. (See detail II in the diagram.)

Minimum overhead clearance: • For a rangehood – no less than 600mm • For an exhaust fan – no less than 750mm • To any surface – no less than 450mm.

Minimum side clearance: • For a fire resistant splashback – no less than 150mm high.

Minimum additional clearance: • For a cabinet top – no less than 10mm below the cooktop.

Any other downward facing combustible surface less than 600mm above the highest part of the highest burner must be protected for the entire width and depth of the cooking surface area, using a suitable fire-resistant facing and backing material.

Side clearance If the side clearance from the outside edge of the nearest burner to a vertical combustible surface is less than 200mm, protect the entire width and depth of the cooking surface area with a suitable fire-resistant facing and backing material to a height of no less than 150mm above the outside edge of the nearest burner. (See measurement B in the diagram.) If a gas cooking appliance is fitted with a splashback, rear wall protection isn’t required provided the splashback protects any combustible surface less than 200mm from the nearest burner to a height no less than 150mm above the nearest burner. More responsibility and new powers With Brett Bassett, QBCC Commissioner Ensuring building products are fit for their intended purpose has long been a part of the National Construction Code. Until now however, the responsibility of ensuring products are fit-for-purpose has mostly been a burden on those at the end of the supply chain, such as installers or certifiers. In August, the Queensland Government passed non-conforming building products legislation, which places greater responsibility on everyone in the supply chain. The new laws not only affect the building and construction industry, but are designed to make Queensland’s built environment safer for all Queenslanders who live, work, study and play in and around our buildings. Ultimately, the laws are about protecting those living and working in Queensland from unsafe products and unsafe building sites.

What is a non-conforming building product? Non-conforming building products (NCBPs) are building products that: • Are not of acceptable quality

and be accessible for all parties, including the installer and consumer. It also needs to include evidence that the product meets relevant standards where applicable • Report any suspected NCBPs to the QBCC.

Changed powers for the QBCC When the changes are enacted, the QBCC will have the power to: • Audit and investigate buildings that aren’t active building sites • Enter a building and take samples of building products for testing • Declare a building or building site as unsafe • Direct rectifications of an unsafe building or building site • Prosecute offences related to supplying or installing NCBPs. To help industry meet its obligations under the amended Queensland Building and Construction Commission Act 1991, the Department of Housing and Public Works is preparing a Code of Practice on Non-Conforming Building Products. The Code of Practice will guide everyone in the supply chain on how to comply with the new laws.

The presence of NCBPs in Queensland’s building and construction industry puts lives at risk and has financial impacts on building owners and occupants, manufacturers and other industry participants who adhere to legislated standards. Once proclaimed, the product safety laws will for the first time apply to everyone in the building product supply chain – including product designers, manufacturers, importers, suppliers and installers. Everyone in the building supply chain will have a legislated responsibility to ensure building products used in Queensland are safe and fit for their intended purpose. The compliance and enforcement powers of the Queensland Building and Construction Commission (QBCC) will be expanded to identify and address NCBPs.

Non-conforming building products It’s been a hot topic for several years now, but ongoing campaigning and public exposure about the importance of eliminating non-conforming building products from our industry seems to be paying off. Master Builders surveyed members in 2014 and 2017 to get their views on non-conforming building products. Results of the survey indicate that non-conforming products are still a significant problem for our industry. However, it’s evident that increased vigilance has led to their decreased use on building sites.

"In 2017, only 1 in 10 respondents reported they had a non-conforming product on one of their sites, compared to 4 in 10 back in 2014."

A homegrown problem too Although non-conforming products are often thought to be associated with cheap overseas manufacturing, that isn’t entirely true.

"In 2017, 20 per cent of respondents reported purchasing a non-conforming product directly from an Australian manufacturer – five per cent up on the number reported in 2014." For the most part, non-conforming products continue to be sourced through Australian-based retailers, with 44 per cent from large retailers and 28 per cent from specialist industry suppliers. The problem goes beyond high profile failures, like cladding and electrical cable, reaching across every building product category. Fasteners, windows and glass, tiles, paints, engineered timber and plumbing products were all reported as problematic.

Whose responsibility is it anyway? There has been little change over the past three years in who is taking responsibility for the rectification of non-conforming products. In the majority of cases it continues to be the installer – trade contractor (38 per cent) and builder (19 per cent). Rarely is the manufacturer held responsible (13 per cent). Many respondents reported that the onus to ensure products conformed should sit with the manufacturer and supplier, preferring that non-conforming products be removed from sale and prevented from being imported. Specifiers such as architects, building designers and engineers were also identified as having an important role to play in being accountable and providing reliable information. There was a call for improved manufacturer and supplier warranties, and to make indemnity clauses in suppliers’ terms and conditions unenforceable.

Respondents offered the following suggestions for improving product information:

Builders have adopted a conservative approach to product procurement in order to limit their exposure to non-conforming product risk. A significant majority (67 per cent) manage risk by retaining the same supplier for a particular product, while only 22 per cent of respondents regularly seek out new products and new suppliers. This necessary conservatism is however, limiting opportunities for innovation and increased efficiencies.

Jobs for product suppliers • Purchase documents to include details of product certification and/or the Australian Standard the product meets • More staff who know their products to be available at the point of sale (on shop floor and sales representatives) • Technical information and installation guides to be written in plain language and more easily accessible. Jobs for government • Easier, free access to the Australian Standards • Independent third party certification for all building products • Branding all compliant products with a symbol – similar to the European ‘CE’ system • A single, easily accessible database of conforming products • Owners to be educated on seeking product compliance information for any product they want a builder or trade contractor to install.

The majority of respondents reported using a detailed checking process to manage their risk exposure. These processes range from formal quality assurance to builders personally checking everything that arrives on site. There has been a significant increase in respondents asking suppliers to provide assurance that their products conform to Australian Standards, and checking the evidence provided. Certifiers, consultants and industry associations are also considered a valuable help here. The number of respondents reporting they have no system in place to check for non-conforming products has considerably declined over the past three years.

I have a clerical employee who worked for me on a Saturday. Do I need to pay them any extra? Under the Clerks Private Sector Award 2010, ordinary hours can be worked between 7am and 12.30pm on Saturdays, however it will attract a 25 per cent loading. Can I engage a competent person for inspections?

What is the maximum deposit for subcontracts and commercial building contracts?

Building certifiers are responsible for assessing whether proposed building work complies with the Building Act 1975 and other legislation, such as the Queensland Development Code. If a builder wants to engage a 'competent person', such as an engineer, to carry out an inspection, they must request the certifier’s permission. Before delegating the task, the certifier will require details about the competent person’s experience and qualifications. The certifier must assess the person’s competencies before they allow them to undertake an inspection and issue a Form 16.

What do surface drainage, paths and termites have in common? They share a commonality in that any rectification costs can be extremely expensive! It’s essential that external finished surfaces abutting a building or under a suspended floor allow any surface water to be diverted away from the building to avoid water ponding. Ponding water can adversely affect building footings and foundations. Take care when landscaping or placing paths or driveways as bridging or breaching a termite management system can invite termites into a building.

Can I exceed the 10-star energy rating? The Department of Housing and Public Works has released a 6-star standard for houses/townhouses and major renovations to these buildings. To achieve a 6-star energy rating a design must achieve a minimum baseline rating for the building’s shell. For example, a Brisbane house must have a 4.5-star baseline. A 6-star rating can be achieved by adding a 1-star credit for a photovoltaic (solar) energy system and a 0.5 star credit for an outdoor living area. While flexible design options are available, optional credits are provided for regulatory purposes and optional design features don’t extend Nathers star rating beyond 10 stars. When marketing a house or townhouse above the required 6-star standard, advertising material shouldn’t add any extra stars from the inclusion of optional credits.

For domestic building contracts, section 33 of Schedule 1B in the Queensland Building and Construction Commission Act 1991 limits the deposit that a builder can request from a home owner to five per cent of the contract price for level 2 regulated contracts. There are no limits on the deposits that can be requested under non-domestic building contracts – for the builder or the subcontractor. However, a contract generally only allows you to claim payment for progress of work. So regardless of what deposit you request, you’ll usually need to account for it in the first payment claim. It’s a true advance payment but only until the first payment claim is made. If the deposit requested is too high, you may need to wait a few months before making the first progress payment claim.

How can I backcharge a subcontractor for defective work? Your contract will set out the process for when you are entitled to backcharge a subcontractor for rectification of defective work. If you don’t have a written contract or you do but it doesn’t reference backcharges, you may still be able to deduct rectification costs. You must alert the subcontractor to the defects and give them a reasonable opportunity and timeframe to rectify the work themselves. If they choose not to, tell them you’ll carry out the work yourself or get others to do it and that any costs incurred will be deducted from money owing to them under the contract or will be recovered as a debt owed. If you don’t give the subcontractor a reasonable opportunity to fix the defects, it may be difficult to recover the full cost to rectify. You may only be able to recover costs the subcontractor would have incurred if they rectified the work themselves. This will almost always be less than the cost incurred by you, so it’s in your best interests to protect yourself.

Labour hire licensing Getting licensed To be granted a licence, labour hire providers will need to demonstrate that the: • Nominated licensee is able to pass a fit-and-proper person test, which involves being able to demonstrate acting with honesty, integrity and professionalism • Business complies with all relevant laws and is financially viable.

From mid-2018, all labour hire providers will need to be licensed and management must be deemed 'fit and proper' under the new Labour Hire Licensing Act 2017 (Qld), which was passed on 8 September 2017. There will be significant penalties for individuals operating without a licence or businesses engaging a labour hire provider that isn't licensed.

Regular reporting Labour hire providers will be required to report regularly on their operations and provide information about: • How many employees they engage • How those employees are engaged • What type of work those employees perform • Where the work is performed.

The Act won’t apply to construction contractors who hire subcontractors to work on their projects. Master Builders is currently lobbying the government to exclude trade contractors who cross hire employees from another contractor to help with unexpected short-term demand. At this stage it's unclear whether the internal provision of labour, exclusively for the benefit of other related entities, will be affected by the legislation.

After a devastating cyclone hit Bowen in 1958, three men displayed great determination and leadership by fighting for almost 20 years to establish a cyclone testing station at James Cook University (JCU). Those men were Kevin Macks (architect), Hugh Trollope (Professor of Engineering at JCU) and John McIntyre (consultant engineer). Their vision was for the station to become a world leader in the study of cyclone resistant housing and other low-rise buildings. However, in the early days, bureaucracy stood in the way of their vision and it seemed the building industry just wasn’t listening. Even after Cyclones Ada and Althea hit the region – again highlighting fundamental flaws with house construction in cyclone prone areas of Northern Queensland, making headway was slow. But change came on the back of a defining event on Christmas day in 1974, when Cyclone Tracy destroyed 90 per cent of Darwin’s housing and caused the evacuation of 35,000 people. During that disaster, 66 people lost their lives – and it was considered one of the biggest natural disasters in Australia’s history. The damage was estimated at $837 million (or $4.8 billion in today’s currency).

In immediate response to the disaster, Macks, Trollope and McIntyre submitted a detailed proposal for a cyclone testing station to the federal government. A preliminary meeting was held in January 1976, at Master Builders’ Brisbane office, and the proposal was formalised in 1977, before work on the testing station began. When the cyclone testing station was established in November 1977, building codes for cyclonic areas were upgraded to ensure a safer community, and a program of industry education was born. It’s very gratifying that Master Builders has been a generous supporter of the JCU Cyclone Testing Station and has been continuously represented on our Advisory Board for the past 40 years. JCU Cyclone Testing Station is now recognised as a world leader in the study of wind engineering. Its team of research engineers travel the globe to speak at conferences and share their learnings with other countries. When a Category 4 cyclone arrives and you and your family emerge safely from the shelter of your home, take a minute to praise those few good men who left us with the most valuable legacy of all.

Doing it for the kids Tamborine Mountain Rugby Club literally doubled its luck last year after receiving a government grant to build a club house for its junior football teams at Tamborine Mountain Sports Association. The charity-owned and run football club invested the $30,000 grant into a much-needed new facility, but thanks to the tremendous generosity of the local community, ended up with a schmick facility valued at more than $65,000 – without having to spend an additional cent. The resulting facility is an innovative dual-purpose club house and sports canteen built into a 40-foot shipping container. The football club enlisted the expertise of Haydn Simmons, Director at Price a Plan, to coordinate the project. Haydn was only too happy to help out for a good cause. “I wanted the [rugby] club to get the best value for money because I really respect what they do for our local youth. It was extremely rewarding to put my building experience to good use by supporting a community project like this. I knew it would really mean a lot to the kids,” says Haydn. Haydn banded together with a local architect and an engineer who were also willing to provide their services at no cost.. The design process began in January 2017 but it took extensive consultation and budget work to get right. Haydn and his team encountered lengthy delays while trying to get the designs passed through Scenic Rim Council. The council needed to determine whether the

facility would be used mainly for storage or spectators, as this would impact what class of building it would qualify as under the Building Code of Australia. Once the final designs were approved in July and the facility was classified, site preparation began. Before any work was undertaken, Haydn applied for an exemption on construction works insurance – a type of insurance the Queensland Building and Construction Commission (QBCC) typically requires on projects. However, as the facility was for the benefit of a volunteer organisation, an exemption was granted. “If a project costs more than $3,300 you either need to pay the insurance or obtain a letter from the QBCC granting an exemption. If I hadn’t of found this out, I could have received a hefty fine for doing a good deed,” explains Haydn. Haydn’s goal was to source material and labour at heavily discounted rates. The local community also generously pitched in, donating construction materials and offering labour. However, being unable to specify exact materials wasn’t without its challenges. “I had to be flexible with the construction and work with whatever I could get my hands on,” says Haydn. “Our architect was flexible too, modifying the design to keep within budget. “Most of the structural steel was donated, so we had to adjust the post and joist set-out to accommodate different sized steel.

“I also altered some of the finishes to take advantage of cheaper rates offered by certain suppliers.” Windows and doors were cut into the service end of the shipping container, while all other construction was built onto the external. The project required careful planning and a big commitment to get ready in time for the rugby club’s end-of-year presentations in September – but Haydn and his team hit their target. “It definitely put some strain on my business and home life as I had to dedicate long hours and weekends to make it happen, but so did many of the other volunteers," reflects Haydn. “I guess that’s par for the course when trying to accomplish something like this. Seeing the kids’ smiles makes it all worthwhile.”

Engineered timber is versatile, lightweight and environmentally sustainable, but don’t be fooled into thinking it’s a superficial alternative to other construction materials because of its attractive aesthetic. It also has the power to improve the load bearing and structural strength of natural timber. Two projects utilising innovative materials right here on our shores are 25 King in Brisbane's iconic Showgrounds precinct, and the proposed Maryborough Fire Station and Emergency Response Centre.

A tall order

Firing up innovation

By late 2018, 25 King Street – being developed and constructed by Lendlease – will reportedly become the world’s tallest engineered timber office building, towering at a height of 45 metres (nine storeys).

Maryborough's calls for a new fire station and emergency response centre may be answered. The current facility, constructed in 1951, was scheduled to undergo major refurbishment by 2022. However, that refurbishment may be brought forward, showcasing local industry and supporting modernisation of the site, if stage 2 of a new project proposal is approved.

Designed by architect Bates Smart, the sustainable building is being constructed from cross laminated timber (CLT) and glued laminated timber (glulam), which have a much lower carbon footprint than traditional building materials. This revolutionary technology has industrial strength comparable to traditional concrete and steel. The timbers are sourced from certified, sustainably managed forests and the production process produces zero waste. It will also reduce potable water consumption and electricity usage. The office building will feature four bespoke, ground level retail tenancies, controlled lighting, heating and cooling from a single interface, and large glass panels to optimise natural daylight. Sunshades on the eastern and western facades will also reduce energy consumption. 25 King is Lendlease’s fifth engineered timber building in Australia.

The project is the result of a research partnership – partially funded by the Queensland Government – between the University of Queensland (UQ) and Maryborough-based, Hyne Timber. Other project partners include engineered timber provider, XLam, Hutchinson Builders, and architects, Baber Studio. Plans are for the new building to be constructed of home-grown engineered wood products, including glulam and CLT. It's expected that the new building will meet the growing needs of the region, while retaining links to the past through restoration of the existing heritage 50s façade. Bruce Saunders, State Member for Maryborough, praised the use of engineered timber for the project. “Timber is a premier construction product in Queensland and I’m proud to see innovative local businesses identifying opportunities to showcase Maryborough-grown and processed timber in new ways,” said Bruce. If Stage 2 of the proposal is approved, construction will begin in 2018-19.

“Back in the day, we largely used hand tools and jobs required lots of forward planning. Nowadays, everything is more immediate and technology and communications have changed the way we do things. There’s a lot more paperwork and compliance-related administration... which can be hideous for small business operators and unnecessary.”

Shane Summers If you admire a person who can wear many hats – meet Shane Summers. Shane (pictured in the photograph, second from left) has been part of the Master Builders movement for more than 20 years, with dedicated involvement on the Gold Coast Committee of Management, State Council and the Electoral College. He has judged in our Housing & Construction Awards program and even served as Master Builders Gold Coast Regional Manager for two years.

And on the subject of change, Shane’s certainly no stranger to it as he’s seen lots of transformation over the years.

As Shane has spent the better part of his life in the industry, we asked him for tips on how to succeed. “Remain open-minded and flexible, so you can roll with the punches. And, always keep debt under control – never overextend yourself.”

Between 1983 and 1977, John also lectured at Ithaca College of TAFE, helping the younger generation of carpenters attain their Associate Diploma of Building. “I was fortunate to have been mentored by some of the best in the field, so it would be remiss of me not to pass on the knowledge. I felt privileged to be able to do that.” John retired from Jennings in 1996, and months later became an honorary member of Master Builders. With such a long history in the industry, John recalls some of the biggest changes he witnessed. "Today there are vast differences in the way contracts are administered. We’re also seeing some really innovative materials used in constructions. And probably the most obvious is that power tools have predominantly replaced hand tools, enabling greater accuracy in building."

Shane’s long journey in the industry began at age 15, when he took on a carpentry apprenticeship. However, his ambition was to be a builder and Shane soon moved into advanced building studies at college, which included technical building and management, because he says it felt like a "more natural fit".

John has also been involved in Master Builders Housing & Construction Awards program for 20 years. His keen eye for detail and indepth knowledge of the trade cemented his position as a judge of commercial projects. So we asked John to give us the inside scoop on what the judges are looking for.

In 1993, Shane started a building business, Summers Builders, which specialise in the construction of high-end homes on Queensland’s Gold Coast. It’s a family business with wife, Kaylene running the office and Shane’s son, Ty – also a carpenter – helping to supervise jobs.

“The details and finishes are very important, as the quality of workmanship has been exceptional and keeps improving every year. We’re also interested in what challenges a builder has faced and, importantly, how they solve them. It’s a good idea to arrange for someone who was involved in the build to be onsite at the time of judging to answer any questions that may crop up.”

As a new business owner, Shane sought the support and friendship of like-minded people, which led to his decision to join Master Builders. “Belonging to a member association is like being part of a family. It’s great to bounce ideas off others and know that there’s always someone you can call for advice,” says Shane. A defining moment in Shane’s career was winning House of the Year in 1995 – the first new home build for Summers Builders. To prevent getting left behind in a constantly evolving industry, Shane has made keeping abreast of industry changes a top priority. He’s also dedicated countless hours to mentoring up-and-coming tradespeople. “Regular training is essential for our future generation, because our industry mb

John Irwin He may be retired now, but John Irwin certainly isn't out of the game. A respected name in the industry, John has spent a lifetime fostering relationships in building and construction circles. He has served on Master Builders Contracts Committee for two decades, and was a Director at BIGA Training – during its foundational years. John’s career began back in 1953, when he did an apprenticeship in carpentry and joinery. In 1966, he joined Jennings, and worked on some notable projects including iron ore mines in the Pilbara region of Western Australia, and Block 7 at Royal Brisbane and Women’s Hospital. “My profession enabled me to work all over Australia and Papua New Guinea. I really enjoyed the travel and flexibility it afforded me,” says John.

In 2017, Ian Weigh Toyota is one of only two dealerships in Australia to win consecutive Toyota President's Awards year-on-year for 16 years.

Serena enjoys her work and derives immense satisfaction from solving clients’ legal issues. She understands the legal needs of the industry and how it operates, approaching her work in a very pragmatic, down-to-earth way. Hailing from a regional town in New South Wales, Serena fostered a passion for helping others from a young age. “When you grow up in a small town, it’s normal for everyone to pull together and support each other in what they do. It’s just the way of life,” says Serena. That experience during her formative years still influences the way Serena approaches working with clients and resolving legal disputes. “I work the problem not the blame. I also try to open the lines of communication early with all sides of a dispute.” Serena’s interests out in the wider community include developing the urban environment and infrastructure to enable communities to flourish and prosper. In particular, discovering ways that technology can be used to grow the urban environment and deliver innovative and cost-efficient infrastructure. Plan a 4WD adventure There’s nothing quite like a 4WD camping trip with your mates to help you rediscover the time of your life. If you’re contemplating an off-road getaway, here are five essentials to consider.

1. Devise an itinerary With so much open space and diverse terrain, Australia is a dream 4WD destination. Here are a few of our top spots on the east coast: • North Stradbroke Island in Queensland offers great beach fishing, camping and driving all set against a magnificent backdrop • Seal Rocks on the New South Wales mid-north coast features pristine beaches with 4WD tracks snaking in and out of sand dunes. You can do plenty of fun beach driving and Treachery has a great, laid-back, shady campsite • Grampian National Park is a must-see destination in Victoria, with plenty of walking trails, picnic spots and camping areas. Always put together a rough itinerary before you set off and ensure several people know where you’re going.

2. Prepare hearty food After an action-packed day of fishing, swimming, walking and driving, you’ll want delicious, hearty food to enjoy around a campfire.

Pre-cook as much as possible, use resealable tubs, and bring minimal packaging. Pre-prepared, slow-cooked, pulled pork can be easily reheated over a fire and served in bread rolls. Hamburger patties or meatballs can be prepared before you leave, frozen, then cooked on a gas stove or over a fire. Tins of beans and casseroles are great as they don’t require refrigeration or much preparation.

3. Obtain permits Get your permits, for places like national parks, before you head off. Don’t fish without the right permit, and always check tide times before driving on the beach.

4. Create a killer playlist You’ll need some great tunes for your trip. Before you leave, put someone in charge of compiling a playlist. With Mitsubishi Motors' Pajero Sport, all you need to do is connect your phone and hit play!

Project of the Year an exemplary effort UTILISING cutting-edge design and building techniques, the Exemplar Health consortium has delivered the biggest hospital to be built in Australia this year. In a great test of thought, planning, collaboration and quality control, the consortium – comprising Lendlease, Siemens and Capella Capital, with partners Spotless Facilities Services – has delivered the best of facilities to the Sunshine Coast community. That was the intention from the start. What was planned five years ago would be outdated by the completion stage. Live modelling allowed the latest innovations to be included in the build. It was the same with the facilities and technology to be offered. Everything had to be thought through and tested so that services would be ready for opening day. And they were, in what can only be described as a phenomenal effort by all involved. Design changes, modifications and the rapid advances in technology meant everyone had to keep ahead of the build. They wanted the latest in here – and they got it. The Sunshine Coast is graced with some of the best medical services around. The new tertiary facility was delivered through a public private partnership contract to design, Page 12

build, finance and maintain the hospital for 25 years. The Sunshine Coast University Hospital (SCUH) project comprises 150,000m2 main hospital building, the Sunshine Coast Health Institute and mental health facility. There are 3,500 car parks including two multi-level above-ground car parks, a 100-place day-care facility, retail facilities and parklands on the 19.5ha site – the same footprint as Brisbane CBD. Supporting infrastructure such as roads and

utilities were also included in the project. Although it was one development, all the teams involved in the construction had their own programs, which required a massive coordination effort. In addition, everyone had to be proactive about workplace health and safety. The communication process was incredible as it required planning of the work sites that included 1,800 workers, as well as the coordination of stakeholders. Jobs like this bring out the best in people. There is none better than the new Sunshine Coast Public Hospital that contains the latest in equipment and technology, from diagnosis to treatment yet also in the delivery of services. These include a network of auto guided vehicles that can transfer anything to anywhere in the hospital. Lighting is computer-controlled for efficiency and there are car parking guidance systems. Light wells and garden courtyards mean it is a healthy building. The eastern courtyard is for patient well-being – to get them out into the sunshine and fresh air. It is one of few hospitals in Australia where you will find this extra space. A phenominal facility with all the latest in technology and architecture, it is certainly a tribute to all those involved in the process. 59

An architectural feat TAKING out the Commercial Trade Contractor of the Year title at the 2017 Master Builders Queensland Awards was Arden Architectural Pty Ltd for their outstanding work on Queensland’s Tower of Power, 1 William Street. The morning sun striking the building hints at what is Arden Architectural’s legacy to the project. Beyond the Eastern facade, 18 stark white ribbons weave their way up the series of atria facing its William Street namesake. This is the work of Arden Architectural’s stunning staircases. Elegant, monolithic, bright white, curved staircases wind through each atrium and even in these enormous light filled spaces, they take centre stage. Further to the initial Atrium staircases, the company’s scope expanded to include an extra four staircases and balustrades for the lower levels, the high polish stainless steel wall cladding and glass balustrade to the Foyer stairs and Arden also partnered with Dorma for the design and construct of the foyer entry glass clamshell automatic doors.

First-class finish TAKING out the Residential Trade Contractor of the Year title at the 2017 Queensland Master Builders Awards was Samuel Gardener of Sam A Gardener Tiling for his impeccable work on Ivy Street in Indooroopilly. The large-scale project saw Samuel complete all tiling on the four-level, sloping-site home. Stand out features of the home include a feature wall which divides the boundary to next door and this was tiled in a 3D marble and a three-tier water feature in the entry foyer which is tiled in 40x40 glass mosaic with 1200x600x16 marble and a 3D marble feature wall. From bathrooms through to balconies, the entry foyer through to the steam room, the pool through to stand-out feature walls; every square inch of this home was given the same attention to detail and expert craftsmanship which is now synonymous with the 2017 Residential Trade Contractor of the Year.

1 William Street impresses FROM the pyramids of ancient Egypt to the dynastic temples of Asia and medieval cathedrals of Europe, mankind has long striven to create giant structures that reach for the heavens. In modern day Brisbane, the kudos that comes with holding a city’s height crown and dominating its skyline belongs to 1 William Street, a 41-storey office tower that rises above the CBD like a shimmering crystal shard. Construction group Multiplex Constructions Pty Ltd has received accolades for a finished product that not only graces the Brisbane skyline but redefines it. Multiplex regional director for Queensland David Redding said 1 William Street was as much about showcasing the best of Brisbane as it was about creating an iconic building. “One William Street was a hugely important project for Multiplex for many reasons,” David said.

“The main reason was the complexity of the build. “We love a challenge and the quality of the end product is what makes it worthwhile.” Almost 5,000 people were involved in the tower’s construction. “A fantastic team of talented people worked very hard on the project and I hope they can drive past 1 William Street and feel very proud and tell their family they built it,” David said. The building left our judges in awe, cementing its place as the deserving winner of Project of the Year and Commercial Building over $50 million for Multiplex Constructions Pty Ltd, in the 2017 Brisbane Housing & Construction Awards. The tower is not only a landmark due to its sheer scale but also its role as the Queensland Government’s executive headquarters. It’s a workplace to more than 5,000 public servants and at 267 metres, is Australia’s fifth tallest building. Delve into the practicalities of building something this size and you get a better sense of the incredible engineering achievement 1 William Street represents for Multiplex. David said the company was focused on reducing working at height risks at every point of the build. “One William Street is one of the most complex commercial buildings Multiplex has delivered. “The building’s height posed many challenges, the most important of which was coming up with innovative ways to reduce or 68

Another challenge was a construction brief involving input from many people. “The process of seeking input from numerous user groups, while challenging, was also one of the great success stories,” David said. “We were able to integrate feedback from numerous government departments to deliver a fitout that will accommodate them for many years to come.” Dubbed ‘The Tower of Power’, the $650 million complex was completed late last year after a three-year build. The occupants of 1 William Street enjoy almost 120,000m2 of work space, floor-to-ceiling windows, 24 lifts, 60 showers, 650 lockers and 680 bike racks, not to mention some of the best views in the city with a panorama spanning the Brisbane River and South Bank. The design is open plan and

everyone has equitable access to natural light and views. The roof is splayed, creating a striking visual profile, and at ground level the building is lifted so that the structure appears to float over a dynamic network of pedestrian and view corridors that will connect the site to its surroundings. Energy efficiency was front of mind for the project, with LED lighting throughout the building and the Green-Star standard adhered to throughout the property. David said the result is a workplace that is comfortable and productive, a building that is efficient and a precinct that has been transformed for everyone to enjoy. “It’s a wonderful and true example of partnership between ourselves, our clients CBUS and ISPT, our subcontractors, consultants and the Queensland Government,” he said. Bronlie Developments set the standard MULTI-RESIDENTIAL developments are rarely credited with beautifying an area but just like paintings and sculptures, apartment blocks can also be elegant works of art. The three-level, 29-unit Alba Terrace in Ascot fits that bill, bringing contemporary style to a former gritty commercial block. In a remarkable feat of design alchemy, Bronlie Developments Pty Ltd was able to turn dust into gold by transforming a once unusable block of land into a sophisticated apartment complex. The site’s former life as a petrol station meant Alba Terrace began its journey on a contaminated block bookended by a gentrified street and a busy main road. Once decontaminated, other challenges included a tiered site and access issues due to Alba Terrace’s proximity to a busy school. Major construction was scheduled out of school drop off and pick up hours to reduce traffic congestion, while builders also had to contend with being unable to close off nearby roads to access utility connections. An inspirational legacy in construction TOOWOOMBA town planner Lynette Prince-Large has forged a career that is not only inspirational for other women entering the building industry but anyone wanting to reach the top of their profession. Lynette is one of a small number of female building certifiers in Queensland — just six per cent of the profession are women — and is sought after to work on projects locally and across the state. Projects range from schools and shopping centres to retirement units and airport facilities. Winning this year’s Downs & Western Women in Building Award, Lynette said while the industry lacks gender parity, women are highly regarded for the coveted skills they bring to the sector such as problem solving, attention to detail and active listening. “You would think town planning would be a female-dominated industry because essentially we are writing and debating and that is what women are typically very good at,” Lynette said. She can certainly add dedication and drive to her own list of skills. After 24 years in the industry, she has a long list of graduate and post-graduate qualifications, extensive experience in both residential and industrial construction and runs Bcert Consulting in Toowoomba with her husband Graham Large, a building surveyor. She is also a referee for The Development Tribunals where she can be called on to help resolve building disputes in the Toowoomba region. One of the many aspects of Lynette’s job at Bcert Consulting is to be the first point of call for builders in ensuring that their projects are delivered on time. “I spend my days advising builders and developers about compliance issues related to town planning and building certification, and I also spend time negotiating with councils and the State government on their behalf,” Lynette said.

Lynette attributes some of her industry success to being meticulous. “I have received a huge amount of support from builders and people who work for council and they do appreciate what I do. Perhaps that is because I am extremely thorough — which is what women tend to be,” she said. 2017 was a big year for BCERT Consulting, with co-owner Graham Large also being recognised for an incredible contribution to his

Ingrid said the couple put sustainability at the heart of their design process but aimed to strike a balance between environmental initiatives and

exciting architecture. "We are passionate about showing people what can be done in home design to create happier and healthier living spaces by looking at the layout, orientation and materials," she said. The concept was driven by a desire to rethink building methods, highlight the natural surrounds of the Wide Bay Burnett region and create a prototype for green living to show that luxury and sustainability can coexist. Green initiatives include materials with low environmental impact such as rammed earth,

recycled shipping timber and stones sourced from the block. Energy use is minimised through passive design strategies such as shade, natural ventilation and light, and careful selection of fixtures, including a retractable roof, high-raked ceilings and louvre windows. Vivere Homes also won Individual Home $751,000 - $1.25 million and Best Residential Bathroom at the 2017 Wide Bay Burnett Housing & Construction Awards for another property.

G H C takes sustainability to new heights A GRANITE Belt builder has received top honours in one of the most coveted categories of the 2017 Queensland Housing & Construction Awards. G H C Building Solutions Pty Ltd from Stanthorpe won the Queensland Excellence in Sustainable Living Award for its Breeze Solarium House. The category celebrates homes that meld a modest footprint on the environment and knockout design. G H C Building Solutions owner Guy Collier worked with the architect and client to deliver a passive solar design that minimises heating and cooling requirements, makes use of natural light and reduces ongoing maintenance. Guy said the home’s location in Ballandean and its unique design presented some construction obstacles. “There were some challenges due to varying angles and ceiling heights throughout the property, its remote location and the use of many non-standard features and materials,” Guy said. The home’s design involved the careful study of the sun’s path to ensure that sunshine fills the house during the cooler months. The breeze solarium — a major feature of the design — consists of doors and windows to create a veranda in the middle of the house to optimise breezes in the warmer months. The result is a three-bedroom, two-bathroom home that strikes a balance between environmental initiatives and beautiful design.

Valdal wows with renovation WORKING with friends or family can be fraught with difficulty but an award-winning Toowoomba home shows it can also be a rewarding, life-changing experience. Stuart Valdal’s parents knew their builder son completely understood their vision for a major home revamp so they asked him to transform their small Queenslander into a spacious contemporary house.
