IGP orders officers to stop arrest of boda boda riders and taxi drivers The Inspector General of Police, Mr Martins Okoth-Ochola, on Monday while announcing the reshuffle of 23 traffic officers in the Kampala Metropolitan Police ordered officers to cease arresting boda boda riders and taxi drivers countrywide. He explained that he had received over 500 complaints pinning his officers for extortion under the disguise of enforcing the law. Ochola also ordered the Director of Traffic Police, Dr. Stephen Kasiima to investigate 113 officers who are allegedly implicated in the complaints.

Government reviewing social media tax expiry

Minister of Kampala Hon Beti Kamya has applauded the reshuffles in the FDC party saying; “What is happening in FDC is good for Uganda because of many reasons. In fact, it highlights real-life politics.” However, the minister took swipe at the party as she stated; “These people in FDC have been criticising NRM for giving positions in parliament basing on party interests but are exactly doing the same now.”

Is Muntu secretly failing POA? BY ALEX TAREMWA

W

hen Gen Mugisha Muntu lost the presidency of the Forum for Democratic Change (FDC), he blamed veteran politician Col Kiiza Besigye for secretly undermining him in party circles causing his failure. Barely a year after taking office, Patrick Oboi Amuriat – the incumbent FDC president is already blaming his predecessor – Mugisha for working secretly to undermine him. In an interview with Matooke Republic, POA – as he is popularly known – said that ever since his sour loss in November, Muntu embarked on a countrywide consultation program without the authorisation of the party. “The party has structures and Gen Muntu is aware of them. He decided to hold a parallel party activity and even when Hon. Nandala Mafabi wrote to his team to stop, they refused,” he noted. Amuriat further asserted that Muntu built a network of his allies in the party who frustrated his presidency and boycotted party activities as if they were not even members. He alleges that the outgoing Leader of Opposition, Kasese Woman MP, Winnie Kiiza has not attended any party meetings since Muntu lost the presidency in November last year. “As party president, I should be briefed on the parliamentary proceedings by the party parliamentary leadership. So, if Winnie and Katuntu refused to work with us, don’t they deserve to be substituted?” Amuriat further alleges that Kiiza has never attended NEC, CEC nor join the party in campaigning for party candidates in different parts of the country during the Local Council, Mayoral and Municipality elections. “You have heard that FDC did not win any seat during the last wave of elections. Have you stopped to wonder why? This is why I thought we should make some changes so that we can organise ourselves better with people who are passionate about the party,” he added. He added that he did not intend to make changes but his hand was pushed

by the defiant legislators who repeatedly boycotted party activities.

“Every FDC member is capable of leading. Give them a chance. Did we know about Winnie or Wafula? ” Experience is nothing without desire Asked what criteria he followed when choosing the new in the appointments announced on Friday, Amuriat said that the new appointees showed zeal, desire and loyalty to the party.

“Desire is what drives anything forward and some of these people lost it when we came in. I have to find people with the drive to push forward, to unite rather than divide and I believe my choices competent enough,” he said. Amuriat made several highly critisised changes but the most contentious has been replacing Winnie Kiiza with Gulu Municipality’s Betty Ochan as Leader of Opposition in Parliament and appointing Kawempe South MP, Mubarak Munyagwa to replace seasoned lawyer and Bugweri County MP, Abdul Katuntu. Amuriat’s changes have been received in the party with mixed feelings. Kakwenza Rukirabashaija, an FDC member backed the new appointees to shock the country with great work. “Every FDC member is capable of leading. Give them a chance. Did we know about Winnie or Wafula? Should we have remained with Ogenga Latigo because we didn’t know that there’s Nandala? Even me I’m capable,” he said. Kakwenza added that, “POA is a good leader who wants to be failed by pro-Muntu team because they were defeated and refused to work with him.” But veteran columnist and neurosurgeon based in Canana, Muniini Mulera said the reshuffle was a clear sign that FDC will choose defiance over compromise and emotion over reason any day. “I was in Uganda when Muntu lost and I wrote that his loss would set FDC on a clearer path. I am surprised the reshuffle took this long. It was expected sooner or later,” he wrote in an email to Matooke

Republic. Kiiza not ready to talk When Matooke Republic reached to Hon Winnie Kiiza for a response on the several remarks made by the party president Amuriat, she declined to comment saying the party president had his reasons and it is well within his mandate to make his chenges.

“I respect the party president and I will not say much about some of the comments he has been making. My job has been fruitful andI thank Gen Muntu for the opportunity to serve,” she said in a telephone interview. Kiiza however spoke highly of her replacement as a woman of character, doesn’t step on people’s toes and a friend of peace. Muntu sends jibe at POA Gen Mugisha Muntu who is on an upcountry consultative program was said he “lost and conceded defeat” and doesn’t not see how he is undermining Amuriat. “I did my part and the party rewarded me. Oboi should be allowed to do his part as well and he will also be rewarded accordingly,” Muntu noted. . “From the start, I said our consultations were about whether or not there’s space in FDC for diverse opinions since the party had chosen defiance platform. I have since campaigned and worked for the party.”

gandans political scene is one big theatre with politicians cracking up the masses! Ordinary people employ humour to make friends. Extra ordinary people employ humour to win hearts and affection but extraordinary politicians use comedy as a ladder to achieve their dreams. Thanks to Ugandans’ love for banter and loose talk, comedians in politics are taking their place and showing the rest of the country that you don’t need to be a ‘suit and tie serious Gerald Karuhanga’ type to be taken seriously, beginning with fellow politicians. These politicians enjoy high rotation on popular humour laced parodies and news bytes like NTV’s Point Blank. At the beginning, the program mainly featured drunkards but soon they discovered a gold mine in politics! Our comedians don’t stand any chance against these guys anymore. Here are the top politicians that have benefited from their comic nature. Mohammed Ssegirinya If he’s not posting in the Mamatendo Foundation Face-

book group, he’s probably trying to come up with a stunt. As we speak, Ssegirinya is abroad pursuing higher studies, most likely a scholarship program. See?

While you laugh or struggle with tuition, this guy is utilising his opportunities and could soon make a shock move. He is a man of several stunts including ‘praying in a bush ‘ for Museveni to step down. During the Togikwatako campaign, he outdid himself. Despite not being one of those roughed up by security forces that broke into Parliament, Ssegirinya was one of the ‘hospitalised’. Yes, he got injured at least by the photos he posted online.’ You must remember him running for dear life when a police pickup found him vending the red ribbons around Parliamentary avenue on the day of fellow MPs were waylaid. Mubarak Munyagwa Commonly known as ‘Mugati gwa Butter’, Mubarak Munyagwa is yet another comedian in his own right. Despite being compared to Kato Lubwama, another politician who features on this list, Munyagwa is lately a man of high ambitions. He has risen from being the Mayor of Kawempe to MP of the constituency. Last year, he announced his bid for FDC presidency but was laughed off before he later withdrew in favour of eventual winner, Patrick Amuriat. As you read this, Patrick Amuriat has appointed Munyagwa as chairman of COSASE, a committee that holds government parastatals and

authorities accountable. Boy oh boy! After his appointment, Munyagwa has been speaking in Italics! Surely, journos interested on poli-comedy will have no worries of content once he steps into office. Kato Lubwama

Soon, some youths couldn’t help and watch as they wallow in poverty. They took him to court accusing him of not having required academic documents to be in parliament. always finds a way to address the country even when it’s clear that he is labouring to get a point, just one. However, unlike the rest that feature on this list, he was appointed and trying to play his role in a position that has no crystal clear jurisdiction. For his hybrid English, the Luweero man has risen to fame and from the look of things, he is not planning on bowing out soon. owever much the rise of fake descriptions about Kyambogo University in the recent months is undeniable, its impact now is a different story as many people have reacted with bitterness to the video that made rounds over the weekend of two girls dissing Kyambogo Univesity guys. A closer analysis shows that this was the most widely circulated video seen by a bigger fraction of Ugandans which called for responses from personalities including NTV’s Faridah Nakazibwe. Essentially, researchers surveyed 8,000 Indonesian men and women and found a correlation between a husband’s height and a wife’s happiness. In other words,

short women are happier when married to tall men. What could be the cause of this? Taller guys tend to have more money and women dig dudes with fat wallets, apparently. So, should you throw up your hands and give up if you are short? Of course not. There is also the whole correlation doesn’t equal causation thing to consider, and there are plenty examples of positive short guy - tall gal relationships. Also, this study would stand in contrast to another—albeit questionable study—that found women prefer short dudes and dad bods.

Guess this confirms… That women will generally look out for the man that has more; money, looks, and now, height too?

Katwesige’s journey from rural teacher to diplomat at African Union

The history at Kahaara Primary school was cut short in 1996, when I left the village for Kampala, in Nansana, Wakiso district to stay with my Uncle, the Late Ndyanabo Geoffrey Makaro). What was your dream? While in Nansana COU, I could hear my peers talking about the USA, London and to fit in the group I would introduce myself as one coming from “Half London” little did they realise what I meant. At this point I started seeing helicopters and aeroplanes flying across the school and started wishing of the day I will ever fly in one. I wanted to become an engineer because my best friend’s father was an engineer and used to fly to the USA to visit relatives, so my friend would always update me whenever the dad went abroad. Did you study engineering? No. Things didn’t work out as planned. When

ho is Katwesige Peter Amooti? I am Munyoro, Born of 1988, In Masindi district, to Mr. Christopher Mugisa Makoro and Mrs Christine Nyakake Mugisa. I am the second last born five siblings. Is that where you grew up? I grew up in two areas; Kahaara Village, Bigando Parish, Mirya Subcounty, Buruli County, in

Masindi district. My village was called and is still called “Half London”. I started schooling in from Kahaara Primary school which is a government aided school in the village and it was a few meters away from home. On my first day to school, Mum packed for me sweet potatoes with ground nuts mixed with greens, as soon as I moved towards the school; I sat beside the road, opened the dish and ate everything, and then started playing in the road.

I left Nansana, I joined Mengo Primary school for my Primary 5 and 6 respectively from where I went to Kitara Primary school (Masindi) for my Primary 7. I passed with 11 points and joined Masindi Academy, during that time, it was among the top schools in Bunyoro region, after Kabalega Senior Secondary School. I was a bright student. In fact, while in my vacation, I sought to teach in a nearby secondary school and the head teacher appointed me to be the class teacher for S.4 class.

At that time, I taught them Geography, Commerce and History and sometimes Mathematics. I joined UCU for my undergraduate studies and did a Bachelor’s in Public Administration and Management and graduated with a first-class., and in the class of 160 students I were among the two who managed to get a first class. The Head of Department, Dr. Mesarch Katusiimeh, one of my best mentors told me to apply to teach at the University. I was recruited as a part-time teaching assistant 2011, a position that I held till 2013 when I finished my first master’s degree. I was promoted to the level of part-time lecturer. How then did you end up in Europe and all over the place? In 2015, I wrote a paper on Governance of Urban transport and it won me a scholarship with the Belgian Vlirous program. I spent a year in Belgium, studying an advanced Master of Science in Development Evaluation and Management, which I obtained a degree in 2016. I started rigorous applications to multinational companies and United Nations agencies. The dream to work as a diplomat kept on although the response never came through. Did you ever see envision yourself at the African Union? It was never in my dream to work for the AU, it even never crossed my mind, and neither did I have an idea that AU exists. Then how did you even get there? Having the right qualifications at the right time made it or makes it easy to penetrate any merit opportunity at my disposal. Social media is such a strong power the youth in Africa have especially if used in the right way. I got this job through a group on WhatsApp. When I checked it out, application deadline was at 5pm that day. I had to forego breakfast, lunch to complete the hectic application process. I learnt that everything comes out of patience and sacrifice. Now that you’re way up there, what can we expect from you? I look forward to joining philanthropic activities in my capacity. I look forward to using my experience and background to meet and interact with the youth across borders, but more specific in Uganda. The youth need to hear from the fellow youth; they need to see how patience, sacrifice and endurance can make things work. Now that you’re at the African Union, where next are you going next? The sky is not the limit, am willing to serve in any capacity where Jehovah directs me.

Patrick Mweheire, Stanbic Bank Uganda’s Chief Executive Officer said the bank’s solid results over the past six months were underpinned by the strength of its diversified business strategy. In a period where customer deposits grew by an impressive 16.2% to Shs3.75 trillion up from Shs3.22 trillion, total assets also grew by 7.4% to Shs5.1 trillion up from the previous year of Shs4.8 trillion. Speaking during the release of the bank’s interim results Sam Mwogeza Stanbic’s Chief Financial Officer said, “Total revenue grew by 2% to Shs321 billion shillings year on year. On the credit side our customers responded well to the latest reduction in our Prime Lending Rate (now at 17%) by borrowing Shs263 billion shillings over the period.” Stanbic CEO Mr. Mweheire further remarked, “We are optimistic the economy will continue to grow due to expansionary policies of the Central Bank and improved private sector activity.” He said the bank has consistently matched its prime lending rate with the Central Bank rate and will continue to support their customers by introducing new products and services that make a difference. He added: “Stanbic established an SME incubator that takes SMEs through capacity building. We think it makes business sense to lengthen the life of the SMEs so they can contribute more to the growth of our economy long term. We have partnered with other institutions and subject matter experts who lead the trainings and we will have graduated 200 SMEs by end of year.”

Pause: The trader from Dubai -What is your business model?

T

here is a hilarious story I was told by a friend of mine from Dubai which I want to share with you. In the days when Dubai was just a simple trading post, there were two brothers. The older of the brothers had been a very strict incorruptible customs official all his life. The younger brother was a free-wheeling and sometimes corrupt businessman trader who wandered around the Middle East buying and selling contraband. It so turned out that one day the older brother was assigned to manage a border post, and low and behold he saw his brother arriving with 20 camels, each loaded to the hilt with merchandise. “My crook!” the older brother told his officials. “I will show him no mercy if you catch him with contraband. I want you to search those camels and confiscate anything being smuggled.”

For hours the brother’s camel train was searched and they surprisingly found that everything was perfectly in order! The brother was allowed to go through. The following month, the brother returned and went through the same ordeal as the officials tried to catch him for smuggling. It went on for years, with the younger brother always able to show proof that he had not smuggled anything. Meanwhile he just got richer and richer. The older brother was promoted in his own job, and eventually retired from the civil service with total honor. His brother got richer and more powerful, and eventually their relationship improved somewhat. It came time for the elder brother to die, and he called his younger brother to his death bed. “Let me die in peace, my brother. I need to know the truth from you. I know you are an unrepentant scoundrel, though you are my brother. I’m now retired and there is no harm I can do to you. Just tell me the truth...” “What were you smuggling?” “Camels,” the brother replied.

Lesson: The lesson for the entrepreneur is not to emulate the scoundrel brother (!) but rather to learn to understand the business someone is engaged in, and how that business makes money. Now and again, I have urged entrepreneurs to try and understand how certain business models work. If I ask you how do businesses like WhatsApp, Twitter and Google actually make money, most people would glibly say “advertising.” And as I have said before, that answer is insufficient to earn you a “pass,” and more importantly, you would not be able to start a business using such models, because you simply don’t know enough. The consumer-minded says, “I really don’t care, as long as it’s as cheap as possible, and works well.” Meanwhile these huge businesses like Google -- which is worth much more than the economy of Nigeria -- just get bigger and bigger! We need entrepreneurs who can really study business models and understand how they make their money, to the extent that if

they were asked to replicate them, it could be done successfully. Believe it or not, there are also a lot of entrepreneurs who make money in a business they don’t really understand. That, too, is possible! (But rarely sustainable!) There are also a lot of very honest civil servants just like the older brother. Unfortunately, some of them have the same mindset... They really don’t appreciate or sometimes even understand the businesses they are trying to make policy on. Sometimes you can’t help them because they are completely convinced in their own minds that they know everything they need to know. Other times, I am sure they appreciate when you can point them in the direction of good credible information. As I have written here before, technology is changing our world very fast... The global economy is increasingly being dominated by companies with a scale and capacity that has no historical equivalent. They trade in goods and services whose complexity and business models are ever more complicated.

Ephraim Bahati turned his art talent into a graphics design business He tried teaching for a year but it didn’t work for him, but blessed with natural talent for art he turned to graphics design and started a firm with only Shs1.5m, writes Paul Jjemba

E

phraim Bahati Bwayo hails from Busia but after finishing his Textile and Fabric decoration course at in 2013, he decided to stay put in Kitintale where he got a job as an Art subject teacher in one secondary school after being recommended by one of his former university lecturers. From then on, even when going through a life of job transitions, he still chose to keep around town. “I was glad I was going to teach a subject which doesn’t require a lot of speaking since I wasn’t a good speaker and another thing, Art was something I was confident about because it is naturally in blood,” 28-year-old Bahati told Matooke Republic. In order to raise enough money to open up his dream venture, Bahati needed to save part of his salary which he got while working as a teacher for one year. “I had always desired to work for myself because at least I was convinced of my creativity on paper so I wanted to put it to reality one time. I quit teaching in just one year after realising the kind of job was not sufficing for my basic needs,” he said. After he had quit teaching, Bahati devoted himself to freelance jobs, such as face painting for children’s events. He used part of his savings from his teaching salary to go from school to school and ask to design badges, sign posts as well as

making sportswear for them. “I didn’t at any time despise my humble beginnings. For the first two weeks in the field I realised I did not make genuine profits but this was as a result of a lack of proper planning. Friday: August 10, 2018 ENGLAND: Premier League Champions keep making mistakes in the market In the last six campaigns, Pedro and Marouane Fellaini are the only players signed by the defending champions who have made a lasting impression on their club’s first team. For the other significant post-title success signings, such as Maicon (Man City), Jack Rodwell (Man City), Baba Rahman (Chelsea) and Bartosz Kapustka (Leicester City), the less said the better. A trend has emerged of Premier League champions recruiting the wrong players between winning the title and beginning their defence. In the summer of 2017, reigning champions Chelsea spent £186.03m on seven first-team players, many of whom had a difficult season, including Tiemoue Bakayoko, Davide Zappacosta, Danny Drinkwater and Alvaro Morata, and manager Antonio Conte grew frustrated at being unable to sign his first-choice options. They made a similar mistake in 2015 when Rahman, Kenedy, Asmir Begovic, Falcao, and Papy Djilobodji, among others, joined alongside Pedro. A repeat of Leicester’s success may have been unlikely but in the summer of 2016 the Foxes still spent £66.6m on Kapustka, Islam Slimani, Ahmed Musa, and Nampalys Mendy, among others, with few making much of an impact.
