Police releases CCTV footage showing suspect in murder of Nagirinya Uganda Police Force released CCTV footage of one of the suspects in the murder of Maria Nagirinya. Nagirinya was kidnapped and later found dead in Mukono. “This is therefore to appeal to members of the public and to any other person who may have useful information leading to the arrest of the suspect in the pictures to contact the nearest Police Station,” read part of the Police statement. Nagirinya together with her driver Ronald Kitayimbwa were kidnapped by unknown people while accessing the gate at her rented residence in Busega. Cranes to fly on Uganda Airlines Uganda Cranes squad will today evening be flying out to Nairobi ahead of their Sunday international friendly game against the Harambe Stars of Kenya. Gen Tumwine: “Safe houses are not used for torture”

The Minister for Security, Gen. Elly Tumwine dismissed claims that “safe houses” are used as detention and torture facilities by security arms of government. Gen. Tumwine told the Human Rights Committee of Parliament that safe houses owned by government are used for intelligence purposes and for providing safety to insecure individuals. Members were however not convinced with the Minister’s responses to the torture claims and use of safe houses.
A fierce storm that hit Kampala left the newly constructed Uganda Revenue Authority (URA) headquarters in Nakawa severely affected. In a video that made rounds on social media, an entire floor inside the building flooded with rain water that forced its way through the roof and windows. URA employees tried to take away documents and some electronic equipment like computers from the tables but others were already soaked in the water and destroyed. However, the authority denied allegations of the building having any faults.

Are security organs effectively using the installed CCTV cameras to curb crime?

everal years ago, the only places where you would see CCTV cameras were on rich people’s perimeter fences, banks, government buildings and the airport. That is not the case today. The escalating crime rate in Kampala and its suburbs prompted government to procure and install CCTV cameras on every corner of the street, some highways, and dark spots. The situation changed from not seeing cameras in town to them seeing us. Since the installation of this surveillance technology in and around town, there have been success stories and some bottlenecks which make one wonder whether Police and other security organs have exhaustively used these CCTVs to curb crime. The positives Before these CCTVs were installed, criminals were roaming around town like it was their house and they at some extent run it. CCTVs have to some extent instilled fear in criminals because they (criminals) now have it at the back of their criminal minds that someone somewhere is watching them and as a result, the crime rate has steadily gone down. Talk about steady progress. CCTV footage has been used on several occasions to identify criminals. Examples of
this include the widely reported gruesome murder of a bodaboda rider in Kakeeka, Rubaga division. The orchestrators of this heinous act were arrested by Police after investigations using this footage. Another example is the Ziggy Wine story where Police released
footage where Ziggy was dropped to Mulago Hospital after an accident that rendered him unconscious. This helped Police refute claims that he was tortured and his fingers cut off before leaving him for dead. Just yesterday, Police released footage captured by Automatic Number Plate Recognition (ANPR) camera where a yet to be identified man alleged to have kidnapped
a one Nagirinya Mariam and her driver Kitayimbwa that were killed on August 28, 2019 was seen in a car. Investigations are in high gear to bring that man and his accomplices to book. With all that in mind, the CCTV initiative is proving to be a success story and we are sure the bottlenecks will be fixed soon as more officers are trained on how to detect crime before it even happens. People’s reaction There have been complaints from members of the public that some sections of the city are not under CCTV coverage, and that some police officers are sometimes reluctant to reply to people’s crime reports, as well as asking for ‘ kitu kidogo’ before they swing into action. Another worry is the quality of footage captured. On several occasions when Police has needed help from the public to identify criminals captured by these CCTV cameras, the footage is of poor quality making it almost impossible to identify them. We don’t want to think that the cameras are of poor quality, we will hugely blame the poor footage produced to poor lighting in the city. After seeing how important CCTV cameras are, people are now asking government to find a way of subsidizing their prices so that they can be more affordable to be installed on their property. This matter has been discussed in Parliament already.

There are also plans to install CCTV cameras in other parts of the country.

Say no to Xenophobia
It’s time to impose sanctions on South Africa for their xenophobia

I
t is quite sad that an African would descend on fellow Africans, beat them to pulp and set them on fire. Africans, how did we get to this? In a world where different organisations and governments are preaching international cooperation by opening borders to immigration and trade, some individuals in South Africa are doing the opposite, and have turned violent on to fellow Africans, an act known as xenophobia. South Africans forget so quickly. During the darkest time in their history when they experienced apartheid where blacks were oppressed to the bone and segregated against in every aspect of life, the rest of Africa opened their borders for all willing South Africans to immigrate and escape the horrendous effects of apartheid. Fast forward to 2019, now they seem to have forgotten all that and are now
claiming that foreigners in their country are taking all their already scarce resources and the only solution to that, in their opinion, is to kill them and loot or destroy their property. Well, everyone is entitled to their opinion but some opinions are so wrong, and this is one of them. For starters, people from other African countries in South Africa are not even closest to the group of people that control the South African wealth. They are not decision makers in government or big South African corporations or anything like that. They are people doing common people low paying jobs and running small businesses only trying to feed their families so it is clear South Africans are directing their anger to the wrong group of people. This morning, a Nigerian man was set ablaze in Johannesburg and left to die as onlookers took photos to share on social media with the hashtag #Xenophobia.
What is even more disturbing is that Police is seen doing absolutely nothing to save the man. Women have been stripped, beaten and humiliated in public. Their property like cars, houses and businesses have been burned to ashes and every foreigner is in hiding trying to save their life. Amidst all this, South Africa Deputy Minister of Police Bongani Mkongi said, “You won’t find South Africans in other countries dominating a city up to 80%. We cannot surrender South Africa to foreign nationals.” This is the person that is second in charge in a ministry that is tasked with keeping law and order as well as protecting people’s property adding fuel to an already blazing fire. These violent attacks on black foreign nationals keep breaking out in South Africa and one wonders whether this is the only way issues disturbing South Africans can be solved. Truthfully speaking, it is
not. Killing a person because you think they are eating your food will certainly not put food on your plate. In light, (or darkness) of all this, where is the South African government? Where is the African Union and other international bodies? These bodies need to impose stern sanctions onto the South African government so that the government puts pressure on its people to not go vile onto foreigners. African countries should also close their borders to South Africans and cease all trade operations with the country. If South Africa doesn’t want foreigners in their country, let them close their borders and deny them visas. Let them peacefully frustrate those already in the country by hugely taxing them or denying them trading licenses. This is wrong in the 21st century but surely, it is better than killing them like cockroaches. International sports bodies like CAF, FIFA, and IAAF should in return go ahead and ban South Africa from participating in their tournaments since they have chosen to close themselves from the world by mistreating foreign nationals. If South Africans want South Africa free from foreigners, let the world also boycott South Africa from all aspects of life until they rethink their actions. Tweeting and sharing videos and making noise on the internet will not end this. There should be visible strong action by all stakeholders and right thinking members of the world done towards stopping this nonsensical violence, because it is surely becoming a habit. Xenophobia is not right, and it is not the way to go. There are peaceful, diplomatic and democratic ways to handle South African frustration towards black foreigners.

ast week on August 28, 2019, the Electoral Commission (EC) held a press conference intended to launch the reorganisation program of polling stations ahead of the 2021 general elections. The program kicked off this week on Monday September 2, and will go on up to 14 September. EC Chairman Justice Simon Byabakama said that the Commission is planning to have 35000 polling stations around the country come 2021, and went on to elaborate
the guidelines they are going to follow to achieve this. Every parish/ward or electoral area must have at least one polling station. This is to prevent voters from walking long distances to vote which might discourage voters from voting. In the process of creating a polling station in an area, residents and stakeholders in that area must recommend and agree on its location. To avoid crowded polling stations and allow voters exercise their voting right in convenience, each polling station should have between
900 to 1000 voters. Due to changes in demographics like increased population, construction of permanent structures like roads, power stations and settlements in locations that had polling stations in 2016 general elections, new polling stations may be created in these areas or moved to other locations as deemed necessary by the Commission. This exercise will run on a budget of between Shs9 – 10 billion according to the EC Accounts Officer Sam Asiimwe Rwakoojo.

While appearing on his weekly talk show on NBS television, Tamale Mirundi said that he would contact Eddy Kenzo and advise him to have Rema’s new lover arrested. “It breaks the laws of medical practice for a gynaecologist to elope with his patient and as far as I’m concerned, he should be arrested,” said the opinionated motor mouth.
He further added that back in the day, medical practitioners always had to enter the ward with a nurse to monitor what took place and ever since that stopped, such cases of Rema and Dr Sebunya have cropped up. However, in a Facebook post that has since gone viral, Sebunya claims that he and Rema Namakula met way before the lab and people ought to respect his profession.

fter taking the industry by storm with her electrifying cover-cum-mash-up of Moses Radio’s body of art, Wendy has stopped at nothing to keep giving her exponentially budding fan base more of what they deserve, good music. Latest to her body of work is “Night and day” which in every sense embodies what Wendy as an artist is all about, the soul, the melody, simplicity and vocal excellence. Like earlier stated, she is all about flawless music. HebertSkillz, who produces and masters the song, gives it a subtle but distinct reggae flair that blends in smoothly with Wendy’s Afro-pop/RnB delivery. Far different from Wendy’s initial works such as Wotoba and her collaboration with label-mate Roger Kent, this song is far much more relaxed, smooth and effortless. One could simply say that Wendy revisits the basics of being Wendy as she simply serenades who she thinks about every night and day. Awesome stuff Ms Wendy. The video does not disappoint and it is one of the things that the architects at UG Records have mastered; the craft of delivering good quality visuals in terms of both quality and art. Shot by Israel, the video is shot in various locations which include a lake, a forest and a beautiful Savannah plain which all thematically speak of one thing, serenity. The artistic blend between the audio and the video is simply breathtaking. One shot that particularly blew me away is that in which Wendy rows a kaleidoscopic canoe in a kaleidoscopic ensemble. The industry should watch out for this kid. She is mastering her craft and she is just about to blow up. Great effort.

In the latest Global Competitiveness Index – a report compiled by the World Economic Forum, African countries make up 17 of the bottom 20 nations. While the global median score is 60, the median in Sub-Saharan Africa is 45.2 – the lowest for all the regions analysed. The annual index ranks countries based on 12 pillars including but not limited to; an enabling environment, markets, human capital and an innovation ecosystem. “The much needed economic leap will not happen unless these issues are addressed decisively,” the report adds. These coaches include UNRA ED, Allen Kagina, Vision Group CEO, Robert Kabushenga, Bank of Uganda Governor, Prof. Emmanuel Tumusiime Mutebile, Managing Director Vivo Energy Gilbert Assi, Stanbic Bank Managing Director Patrick Mweheire among others. Other top corporate leaders from companies such as MTN Uganda, Safaricom, PwC, KCB and leading academics from various universities will also teach modules in the program. The new program will begin in January 2020 and will run for one year. It will be taught in four quarters; quarter one starting in January taught in Kampala, quarter two in May taught in Nairobi at Strathmore Business School, quarter three in August taught in South Africa at the Graduate School of Business and the last quarter in November that will lead up to graduation in Kampala with a one-on-one executive coaching. Typical Participant titles include Executive Directors, Managing Director, General Managers, Chief Financial Officer, Chief Marketing Officer, Directors and Commissioners.
W
hen I was a child there were two types of African business people: a “BigMan” was someone who had started with a small shop in the village, and then expanded it into a supermarket (usually in the nearest big town). As I got older the BigMan had ventured into operating buses and Keke (kombi, matatu). “Strive, if you want to make money one day, you must go into the WhiteMan’s business”, my uncle counseled me at the age of 14. “The WhiteMan makes money from mining and farming, using our natural resources.” When I started my career, new areas of entrepreneurship had opened up. We could now get government tenders as long as our own kinsmen were in control. It was a simple compact: Vote our own guys in and they will help us get to the feeding trough! Moving Africa forward requires us to dramatically change our mindset both as entrepreneurs, and also in popular culture that shapes how our people perceive entrepreneurs. Our teachers must be challenged to show our kids what is true entrepreneurship. Our policymakers must be focused on developing policies that encourage entrepreneurship in every sphere of our economy. In entrepreneurship, there is no such thing as “value addition”. That is an outdated concept. We need to replace that expression with “innovation and entrepreneurship”. __Our oil, diamonds and platinum are frittered away because we have no innovation and entrepreneurship associated with them. I love that man Aliko Dangote, because he has never been associated with pumping oil and exporting it, but with developing products that use Nigeria’s natural resources. He uses natural gas to make fertilizer, and Clinker (a type of mineral) to make cement. What are you going to do with the cocoa? What do the people who buy our platinum do with it? These should be exam questions in high schools in the digital era... which is hurtling us to 4IR, driven by AI and AR. (I make no apology for using acronyms, because if you don’t know them by now, poverty is moving into your house!) We have to move our mindset at school, in the home, and in policymaking to understanding the drivers of the emerging economy: Why are Amazon and Alibaba so valuable? How do you develop a distribution business in the digital era? Why is coding such an important skill? These are questions for the high school student... I’m not even talking of what I expect the university student to be able to answer! But two questions are fundamental for that level: Can you draft a business plan in 30 minutes for a digital business? What would you need to scale it? No pressure... Just remember those famous words from one of my favorite artists: “The times, they are a-changing”! And of those things that you hold onto as the basis of wealth and prosperity? “It ain’t necessarily so...” (words from a famous play called “Cat On A Hot Tin Roof”).

KIU STUDENT WAS SMOKING WEED When he Jumped Down to Near Death

ugero Daniel, the Kampala International University (KIU) law student of second year who jumped down his hostel on Monday had been smoking weed and attempted to fly, onlookers have told Campus Bee. There are several other accounts by onlookers on what might have trans-
pired before the student almost lost his life that day and one of them is the above. The other is that he had received a call which might have delivered very sad news that tempted him to walk to the balcony and jump off. The last account, which hostel authorities claim is what transpired, was that
he was used to sliding down a pipe on the hostel instead of taking the stairs. On that day, he was unlucky and the pipe broke which prompted him to jump down and nearly die.

bed Gui Derrick Kwakboth, the Makerere University student of Education who was suspended for leading and organizing notorious strikes around the university has been reinstated after about two years on suspension. Obed, as he is fondly known among his peers had almost given up on education when the vice chancellor suspended him indefinitely in August 2018. Exclusive news reaching Campus Bee is that the student has been reinstated.
In the letter of reinstatement from the vice chancellor, he is warned against further engaging in activities that may taint the image of the university if he wants to stay a student. The vice chancellor of Makerere University reserves the right to suspend and/or expel students that with approval of the disciplinary committee are rendered to have gone below the standard of discipline required by the university rules and regulations. It is festival season! Nyege Nyege has already kicked off and this often means three-day weekends, partying into the early hours, sporadic eating habits and some dubious food choices. Below are tips on eating healthily at a festival.
Be prepared
It is really important to be prepared. Don’t
just stuff your bag with clothes and booze, spare a thought for healthy snacks like nuts, protein bars or energy balls, and small sachet of nut butter,
Take a bag of carrots

At some festivals it can be hard to find foods that are not processed, You don’t have to stick to just veggies, of course, but when it comes to meat, look for the least processed items. Lean, grilled chicken or beef is more healthful than fried chicken or sausage.

he knockout stage of the Pepsi University Football League got underway yesterday on Wednesday with Maker-
ere University Business School (MUBS) hosting Uganda Martyrs University (UMU) for the 1st leg of their quarter final fixture at the Nakawa grounds. The two sides settled for a goalless stalemate despite MUBS pressing so hard to ensure an edge in the fixture. UMU now have the advantage in the second leg after securing such a positive result at tough ground away from home. The fixture was a repeat of the 2017 and 2015 final where each side managed a win. Uganda Martyrs won 2 - 0 to lift the trophy for their first time while MUBS humiliated them 4 - 0 in 2015 to secure a
second league title. Meanwhile, the other quarter final clashes will witness Bugema host the reigning champions Kyambogo University, Busitema takes on Uganda Christian University (UCU) and St. Lawrence University will lock horns with YMCA. Dates for the above fixtures are yet to be confirmed by the organizing committee. This is the eighth edition of the competition that has only seen MUBS and Kampala University claim the title twice while Makerere University, Kyambogo and Uganda Martyrs University have all emerged winners once.

This weekend on Saturday September 7, Kyadondo Sports Club, the home of Rugby Premiership sides Hima Heathens and Toyota Buffaloes will be celebrating 20 years of existence that have seen numerous captive memorable moments of the game of rugby. A lot of celebratory activities have been lined up but the main highlight of day will see the game’s legends gracing the field once again. At 2pm Wazei Kyadondo will play against Wazei Legends and the climax game of Best of Kyadondo against Best of Legends will be played at 4pm.

Uganda Cranes to have a friendly against Kenya Being a FIFA international break this weekend, FUFA used the chance to schedule a friendly match for the Uganda Cranes against neighbours Kenya.
