KCCA launches traffic control center Kampala Capital City Authority has launched a pilot traffic control center that will help control traffic jam in the city. According to the KCCA Executive Director, Jennifer Musisi Musisi, 40 cameras have been so far installed and connected on the fibre network in addition to the installed Police cameras. In this the traffic control centre will be capable to remote strategic control, monitor and correct faults at the signals. The operators inside the control centre will also monitor the radio communication of the field activities for the traffic wardens, ambulance, enforcement staff and security personnel.

Gov’t to start issuing e-Passports With a goal of phasing out current passports, government has released a road map of issuing e-passports as agreed by all EAC member countries. Why Slick Stuart and Roja ditched engineering, IT for deejaying The Deejay duo will be holding their fifth annual Mixtape party on Friday, November 23 at Golf Course Hotel. Moses Abeka had a chat with the two about their career and everything in between.
How is the situation now? Roja: They are not blaming us now…Before they were blaming but we came out and we set the standards; good music, good production, good videos, and we stood for that. Of course, you can’t lag behind when Bebe Cool or Fik Fameica song is dope. They have to follow the trend. Don’t you think deejays are now posing a threat to artistes by also producing songs yet they are the ones in-charge of playing them? Roja: No, we are not competing. We work together as a team. This goes to Stuart. They say you are the ladies’ favourite. Why is that? Stuart:Laughs! The guy who did the advert meant the ladies favourite; Slick Stuart and Roger. It’s the two of us. It’s because my name came first but I don’t want to deny that the ladies appreciate our work and we love them back. It’s a give back to appreciate them. What is that thing about deejays that the ladies love so much? Stuart: It’s the music we play and I would like to say also the relationship we keep with them. They will start to love who you are, what you do then how you relate with them. Roja: You can’t have a party without the ladies. They set the pace for the guys to follow. What should people expect at Mixtape party? Roja: This year is gonna be off the hook. Crazy! We have had sleepless nights. We have done our research and we have come up with a lot of us that will excite people. People go for parties but there is always that ‘wow’ moment when they are like, ‘How did they do that?’ That is what you should expect! Stuart: Expect a high energy performance! Who would you take as your top deejays in Africa at the moment? Stuart: Without discriminating or despising, there have been so many deejays in Africa doing awesome things. Deejay Crim, Mfalme, even in Uganda; Selector Jay, Dj Shiru, Naselow etc. The guys are growing their brands. It’s exactly what we are doing - to set a trend for the next generation.
When did you decide to merge forces and form a deejaying duo? Roja: We did not just decide. It was out of friendship. Before we became a duo, we were friends, then after we decided to do a mixtape together. It was a nice one and got great reception. We decided to hold a mixtape party at Venom and the turn up was good and people always expected us together. When was that? Roja: That was 5 years ago in 2014. How has it been for you working together for all these years? Stuart: I would like to say there are always challenges but as grownups, you find relative platforms to overcome all that against all the rest. It’s been smooth, business is well and the brand is going places.

how have you pulled it off? Stuart: I would like to thank you for appreciating us. We are professionals. Then the hard work comes along and the Almighty keeps us going. There was a time when Ugandan artistes blamed deejays for not playing enough Ugandan content?
What would be your advice to the young deejays out there? Stuart: Young deejays need to love the game. They need to master the art, work hard, do a lot of research, be disciplined then the books are important you don’t have to drop out. We are graduates. We didn’t drop out of school then God above all… What courses did you guys pursue? Roja: I am an engineer but music has always been my passion. I had a book of lyrics and I always looked for that opportunity. Slick Stuart: I’m an IT technician.

I fund President Museveni, claims arrested Development Channel boss, Charles Lambert After abruptly closing Development Channel’s operations and selling off the company’s office properties in Kitintale and Bukoto, Charles Lambert, the company’s chairman talked to Matooke Republic’s Alex Taremwa about his next move and why the company failed.
P
erhaps one of the most controversial schemes of the modern times, Development Channel’s model of selling computer tablets and smart phones at astronomical prices has been questioned by both the government and private sector. As a result, the company sold off all their assets and allegedly acquired land in Kiruhura district to construct a phone, tablet and computer manufacturing company. In addition, all the company’s staff who Lambert says were over 3,000 have been laid off after over three months of no pay. According to the police, Lambert has
accumulated over Shs500m in arrears owed to not only Development Channel staff but also to the customers who bought the tablets in hope of a monthly dividend of $100 (Shs374,645), service providers such as drivers who owe the company over Shs200m and brand ambassadors. Why the company closed When he first arrived in Uganda, Lambert says that he went to the Uganda Investment Authority (UIA) and outlined his Uganda Poverty Alleviation Plan (UPAP) in which he was to sell computer tablets and give customers lifetime returns.

After the police and the Criminal Intelligence Division failed to stop Development Channel, Lambert alleged that CMA then went to the Financial Intelligence Authority (FIA) and froze the company’s account. This was the beginning of the fall. “They knew this would hurt us the most because this how we paid our salaries to the youths. When the people didn’t get salary for three

To achieve this, he has acquired land in Kiruhura district to build a factory that will manufacture the mobile devices in Uganda. Lambert who has that he has outsourced the factory’s construction to a Canadian firm is confident that this will be the most sophisticated factory in Uganda. “We are building there a factory that is going to look exactly like the Google Campus in California. It is going to be live, work and play. It will manufacture phones, computer tablets, computers, anything I.T” he added. The factory which has been named Museveni Park is first of Lambert’s news plan create a dependent Africa. The other is a car factory in Jinja for which he is allegedly acquiring land for. On the funding, Lambert said “Fund me? With what money? I fund him. I will fund him even more especially during the presidential elections, “Lambert bragged. Rift with Brand Ambassadors During its heydays, Development Channel hired over eight Uganda celebrities to work as brand ambassadors for his No Drop Out tablet computers. However, when the company was hit by what he calls an “attack” from CMA that froze their account, the ambassadors who were promised a monthly pay, SUV

Arrests When we asked Lambert about the reason he was arrested on August 23 by Kira Road police, he snapped and called off the interview saying that we were malicious. No sooner had we left Silver Springs Hotel in Bugolobi than he was arrested yet again. He is currently been detained at Jinja Road Police after police got intelligence that he was planning to illegally flee the country. He has since been charged with fraud, obtaining money under false pretence and running a Ponzi scheme according to Kampala Metropolitan Police spokesperson, Luke Owoyesigire.

Basically, Rasta Rob says he personally kick started her hustle that has seen her become one of the most followed Ugandan socialites who ran her own reality television show – The Boss Lady, met more popular music stars like Diamond Platinumz to whom she was partly married. Like Kanye West and Taylor Swift, the former DJ says he made Zari famous. The Stamina singer had earlier said that he was born on April 9, 1989 which would make him 29 years but after careful thought, Kenzo has revisited this date. With classic rags to riches story, Kenzo left his hometown in Masaka to the city after losing his mother. He estimates that he could have been about 4 to 5 years but is not sure since there is no clear written record to that effect. The singer says that his elder brother later joined him as his hustle intensified and they are currently living together in Makindye but his little sister is yet to show face. once asked a guy (let’s call him Gary), we had been chatting inbox for a while, why he had never liked or commented on any of my posts. His answer was, “You and I differ in so many ideologies.” It is true. We differed. However, it was because of that difference that I responded to Gary’s inbox message. I am a junkie for ideologies different from mine. Every time I come across a post that goes in the other direction, my adrenaline kicks high and I give in to the temptation of challenging it. I have learnt a lot of things on social media. Rubbished some of my own ideologies in favor of new ones. So when Gary said he didn’t indulge my posts because of a difference in ideologies, I was taken aback, not least because I did indulge him on his
posts, in spite of the differences. And it was fun. So what was he doing in my inbox? You don’t respect my ideologies enough to challenge them yet you show up in my inbox? What gives? I spent weeks trying to decipher why anyone would want to chat with a person whose ideologies they don’t fancy. By fancy I mean, either you agree with them or they cause your adrenaline to boil. That boil where you accept the temptation of challenging them. Anyway, I finally cracked down on Gary’s mystery number. Call it the Boy Code Decipher. A man will penetrate the bars you have set on all social media streets by simply trying to appear more intelligent than you. He won’t like or comment on your posts, because they don’t interest him enough. Instead, he will run to your inbox. Of course he will have figured out that you are an interesting person. Interesting enough to lay. But not interesting to challenge.

A study has found that wives or girlfriends were pleased when their partner showed emotion because they believed it demonstrated a healthy relationship. The survey, carried out by Harvard Medical School, also found that when men realised their wife was angry, the women reported being happier, although the men were not. It revealed women most likely enjoyed spotting when their partner was dissatisfied because it showed his strong “engagement” or “investment” in their time together. Dr Shiri Cohen, the study’s lead author, said: “It could be that for women, seeing that their male partner is upset reflects some degree of the man’s investment and emotional engagement in the relationship, even during difficult times. “This is consistent with what is known about the dissatisfaction women often experience when their male partner becomes emotionally withdrawn and disengaged in response to conflict.” The study, published by the American Psychological Association, recruited a diverse range of 156 heterosexual couples. More than 100 of the younger, urban, couples were in a committed but not necessarily a married relationship. Other couples who varied in the way they resolved conflict and controlled emotions were also chosen, while the
remaining participants were older, middle-class and married. During the study, each participant was asked to describe an incident with their partner over the previous two months that had been frustrating, disappointing or upsetting. The researchers recorded the participant making a brief statement summarising the incident and then brought the couple together to play each other’s admission. They were told to come to a better understanding of what had happened, with approximately 10 minutes to discuss the incident while they were filmed. The video recording was then shown back to them while they rated their negative and positive reactions using an electronic device. Later, six, 30-second clips of the most emotive discussions were then shown to the participants, who completed questionnaires about their feelings on watching the recordings. Overall satisfaction with the relationship was also measured, and whether those surveyed considered their partner’s efforts to be empathetic.
The study concluded: “Overall, the findings from this study suggest that men may be more satisfied in their relationships when they can accurately read their partners’ positive emotions, while women’s relationship satisfaction may uniquely benefit when they can accurately read their partners’ negative emotions. “Women’s satisfaction was more strongly related to the perception that their partners were trying to understand their negative emotions than to men’s actual accuracy in reading those emotions.”

he Inter-University 2018 Media Challenge Expo a competition where journalism students come together to compete in the different fields such as news anchoring, live reporting, radio features, photography among others This year’s challenge took place from November 16-18 under the theme: ‘From burdens to benefits; reframing refugee stories.’ Each university was required to produce six news reporters and two news anchors with the aim to prepare student to be plausible for their future practice in journalism. Among the showcasing universities were Makerere University, Uganda Christian University (UCU), St. Lawrence University among others. The Awards gala for the competition slated for November at Mackin-
non Suites where only 25 students will be selected to join the fellowship
programme organized by the Media Challenge Initiative for a free six months hands-on training. In a race against time journalism students from each university compete against each other in a live newsroom experience to produce a news bulletin sourced from the expo events and receive feedback from judges in real time.
The Media Challenge Expo will bridge the gap between the journalism students and the job market and help empower a generation of skilled, ethical and analytical journalists who will use their media platforms to transform their society. It is the second large-scale festival bringing together the Ugandan media fraternity with university journalism students. Students, employers and media industry leaders will engage in discussions on innovations in the Ugandan media, exhibitions and competitions of students’ work, interviews, networking and career guidance with recruiters, and a live news reporting competition with skills-based training as the prize.

MUK Rape Victim MISSING
A
former Makerere University student who reported a rape case against her lecturer back in 2016 has reportedly disappeared after failing to appear in court, for a session that happened on Tuesday November 20th. Prof Christopher Bakuneta’s trial has yet again flopped as his accuser and only witness Vanesha Ntegesa couldn’t be presented in court by the state. In a statement submitted by the accuser, Bakuneta a lecturer at the college of Natural Science allegedly engaged in forceful sexual intercourse with his student, Vanesha Ntegesa who was renting and living in his garage without her consent. The prosecution led by Catherine Akello ruled that the case should be adjourned on grounds that the complainant and key witness is still missing. The case was adjourned until December 4, 2018 when it will be heard again. Akello added that Ntegesa, who is no longer at Makerere University cannot be found as her phone number remains switched off. The guidelines which were agreed upon at the time when the session started, gave the state only one adjournment after which the case will be dismissed. “We are still looking for the witness. We don’t know where she went to. Let’s hope we find her by the time we return,” Akello said. Apparently, there is a letter which was wrote by the victim in April 2016, asking the Director of Public Prosecutions (DPP) to drop the charges of rape against the professor explaining that she had already forgiven him as requested by the lecturer’s family.

aking money out of artistic endeavours has always been Ephraim Bwayo’s thing. The 2013 Textile and Fabric Decoration graduate of Kyambogo University started out as an Art teacher in one of the schools in Kitintale back in 2013. One year in teaching was enough for him to spot another opportunity for a breakthrough and he found that through graphic design, setting up a venture named ‘Paps Graphix’. It is here that he specialised in making designs, badges and logos on shirts and on sign posts. His venture quickly blossomed, so much so that its value grew to the tune of over Shs10m in a period of just one and a half years. However, this was not enough for Ephraim. Hungry for more, the budding entrepreneur was inspired to start manufacturing paint by one of his friends who was working in one of the renown paint companies in town.
“
I got to learn that paint is more than just a colour. The easiest description of it is a liquid material that dries to a beautiful finish. “The mere fact that I had expanded my firm’s assignments from just designing logos, posters and embroidery to even designing banners for
artistes, cultural events, church banners, I truly needed ink (paint) to make my work stand out so I was positive to the idea of learning how to make paint,” Ephraim told Matooke Republic. The 28-year old entrepreneur added that two weeks were enough for him to grasp the whole process and although some ingredients and equipment were expensive to attain, the Shs5m he had on his account was a good amount to get him started in mid-2017, buying a few mixers and other simple tools. “I got to learn that paint is more than just a colour. Yes, many people have no clue about how paint is made and maybe even the process used to generate it yet it is a simple one anyone can try out,” He said.

A few years ago (one Saturday morning), my wife asked me to go shopping with her near our home in London. (Yes, it happens to me, too; I’m a husband and a dad!) Like most husbands, I got bored after a while and stopped to have a coffee whilst she continued. After drinking my coffee, I realized I was not carrying cash for the coffee. It was such a small amount.
“Why don’t you just swipe your card?” the shop assistant said. “It’s called Tap and Pay. It’s for small amounts.” “Tap and Pay. Swipe.” New terms to me! I did it, then pulled out my smartphone and took a picture of the device in the shop. I then sent an email to the CEO of Cassava. “Take look at this,” I wrote. “This could be a very interesting concept for our mobile money platform. It’s called ‘swipe and pay’.” “Swipe”! “We can swipe using a mobile phone.” “Let’s see if we can develop our own hybrid model around this concept. Instead of people swiping with a card, as they do in London, let’s change the software to use a mobile phone.” The marketing guys decided to promote it
as “EcoCash Swipe.” It would take months. Lots of iterations. Lots of mistakes, too, including a customer rejection of an earlier model. It became a huge business for EcoCash and Cassava! I’m not the only person in our organization who does this. All day we have emails flying up and down with this type of discussion. The more we get, the better it is! It is not true that “opportunity only knocks once”! It is all around you, and the door is wide open! So why don’t we all see these opportunities? The reason is simple: You are not looking for them. You have to be #WiredForOpportunity!

From page 13 HOW TO MAKE PAINT According to Ephraim, making paint calls for about four main ingredients, that is resin, additives, pigment and a solvent of which every ingredient mentioned above plays a significant role in generating quality paint. The resin helps to bind all the pigments together, and it also allows the product adhere to the surface it is painted to. The additives make the paint glide on the wall (surface) with a brush, without which the drying time of paint would not be as fast as is required to be which would result into something known as “sag resistance”. Solvents help bind pigments and resin together. Water based paints are
those in which plain water is used as the solvent. Finally the pigments are both prime and extender solutions used to give the paint colour. After manufacturing, Ephraim explained he has taken an initiative of finding market by contacting a number of interior designers, doing door to door promotions and in return he has secured market. “The prices for my paint differ according to the ingredients used. For example, the cheapest goes for Shs35,000 for a 20litre jerry can. With this type, a cheaper resin polyvinyl acetate is used to bind all the pigments, so the type of ingredients used will dictate the price of the paint,” Ephraim explained.
Challenges Among the challenges of the business he pointed out, Ephraim said it is still hard to convince people that there can be better paint on the local market compared to the one produced by renown companies. However he said that because his paint is a little cheaper, he has won a couple of contracts from different building companies and more recently through friends in the interior designer profession, painting school class rooms. He said with this recent growth, he makes about Shs1m in profit a month. For Ephraim, the next step is to purchase standard machines, having a registered paint making company next year and having his presence felt.
