Oulanyah said both of them are in a lot of pain. “What I have seen is that both of them are in pain. I talked with Hon. Kyagulanyi but he is in a lot of pain. He is however in a uniquely humorous mood and we were laughing with him,” Oulanyah stated. He condemned the acts of brutality and violence saying they should never happen because they drag the country into turmoil.

Ochola refutes resignation reports
Rotary Cancer run 2018 on this Sunday
Since the arrest of Kyadondo East MP Robert Kyagulanyi aka Bobi Wine, legislators and Arua MP-elect Kassiano Wadri, social media users are dedicating their efforts to mobilising and creating awareness about the on-going tensions in the political atmosphere. Police spokesperson Emilian Kayima has stated that the force is closely monitoring social media messages. This comes after one pseudonymous account warned people to restrain from going to work if they were not interested in joining the protests.
Over the weekend, rumours circulated on social media claiming that IGP Okoth Ochola had asked to resign but President Museveni threatened him saying ‘resignation is not an option’. Addressing the press, IGP refuted the claims. “There are rumours circulating in the social media that I tendered in my resignation and the President refused, that information is false. The public should disregard that falsehood. Why should I resign when the security situation in the country is calm?” Ochola asked.
The annual Rotary Cancer run 2018 is on this Sunday, August 26 starting 7 am at the Kololo Ceremonial Grounds. This year’s raised funds will aid the construction of the two bunkers at Nsambya Hospital set to kick-off in November this year. The run will not only happen in Kampala but 33 other major towns across the country. Tickets are available at Shs20,000 at Capital Shoppers, Bulange Mengo, and Rotary Office on 9th Floor NIC Building, Game Stores Lugogo, select Centenary Bank branches and Airtel shops countrywide.

Is it Blue or Red? FDC stuck in party colour dilemma of the party’s colours by other opposition parties was in violation of the multiparty rules and bringing UPC’s brand to disrepute. Electoral Commission weighs in According to the Electoral Commission,

he era of Togikwatako is long gone. The Constitution that the opposition forces donned the red colour in solidarity to protect was amended (touched) in December 2017. As if that was not enough defeat, the Constitutional Court sitting in Mbale on July 26, put the last nail in the togikwatako coffin when it upheld the amendment to remove Article 102(b) from the constitution. The party’s four-time flag bearer, Col. Dr. Kiiza Besigye has been sighted in every part of the country campaigning for the party’s
candidates in different elections while wearing red never mind that FDC’s official colour is blue. When he was announcing the contentious reshuffle in the party leadership, FDC President, Patrick Amuriat was in red but the official party colour since its inception is blue. This even prompted a warning from the Uganda People’s Congress (UPC) the official custodians of the red colour as their party symbol to have their colleagues desist from using their (UPC) colours for their own activities. The party’s President, Jimmy Akena, said at a press conference that the continued use
ting on red to signify their intention to shed blood; and they have been putting on Army red berets to signify their intention of using military means.” Uganda has 29 registered political parties all of which have unique symbols and colours. “The rationale behind this is not to confuse voters during elections and to have so harmony just like the case is in football. When Arsenal is wearing Red, Liverpool cannot also wear red in the same game. It confuses players and fans as well,” Paul Bukenya, the deputy EC Spokesman told Matooke Republic.
Is the intention to shed blood? In one of his missives about the election violence in Arua, President Yoweri Museveni said the opposition forces who attacked his convoy were wearing red colours. He was not referring to FDC but to Kyadondo East MP, Robert Kyagulanyi’s group that supported FDC’s runaway candidate, Kassiano Wadri. “This group has been putting on red to signify their intention to shed blood; and they have been putting on Army red berets to signify their intention of using military means. We have ignored those threatening signals,” Museveni said. FDC speaks out But according to Buhweju MP, Francis Mwijukye, FDC Members of Parliament (MPs) have not adopted red as their new dress code but it is an expression that what transpired in Parliament last year still haunts them and have therefore not healed from the defeat. “We are still hurting and mooting how to move forward when our constitution has no safeguards for good governance. If our colleagues in UPC moved on faster that we could, that is good for them but they should not blame us,” he explained. Mwijukye added that there are MPs like Robert Kyagulanyi (Bobi Wine) who are neither FDC nor UPC but are using the red colour. It is change that they associate with.

Insight I Bobi Wine
Why Museveni, Besigye are afraid of Bobi Wine BY ALEX TAREMWA
L
egend Bob Dylan’s 1964 Classic, ‘The Times They A Changin’ would best describe the political situation in Uganda now. Robert Kyagulanyi, a political toddler by any standards, has shaken the political tree and causing a lot of rotten mangoes to fall. Formerly a music star, Kyagulanyi decided to step into the political in June 2017 when he vied for the Kyadondo East by-election – a seat he comfortably won beating seasoned politicians who had the backing of the individuals that have dominated the political arena for over 20 years – Forum for Democratic Change’s founding President, Col Dr Kiiza Besigye and incumbent Ugandan president, Yoweri Kaguta Museveni. Since then, Kyagulanyi, known widely for his music stage name Bobi Wine has become a new force to reckon with in Uganda’s politics. Whenever Museveni and Besigye are mentioned in a sentence, one can easily predict that the next name in line is Bobi Wine. As Phillips Odwakacen, a political science lecturer at Uganda Christian University (UCU) put it; “Bobi Wine is now a permanent fixture in Uganda’s political mixture.” This explains why both Besigye and Museveni are wary of the rising youngster whose popularity among the youth has made him a global sensation. Besigye accuses Bobi Wine of dividing the opposition while on the other hand; Museveni looks at him as a threat to his power grip on Uganda. In every election where both Besigye and Museveni have met Kyagulanyi on the opposite side, they have lost. Bobi Wine and Besigye both campaigned for FDC’s Paul Mwiru who won the Jinja
East MP seat and moved together to Rukungiri where Betty Bamukwatsa Muzanira also FDC won the Woman MP by-election. The Besigye-Bobi Wine point of departure came during the Bugiri byelection with Besigye supporting FDC party flag bearer, Eunice Namatende and Bobi Wine backing JEEMA’s Asuman Basalirwa – the eventual winner. In the recent chaotic Arua Municipality by-election, the Bobi Wine-backed independent candidate, Kassiano Wadri took the day despite the fact he was in jail and so was Bobi Wine. According to analysts, this shows - like in Kyadondo East – that Bobi Wine does not

need Besigye’s blessing to take on Uganda’s longtime president, Yoweri Museveni. “Besigye and Museveni both don’t know how to deal with a man with no political experience but is making them have sleepless nights. Museveni is now resorting to his old tactics; threaten, cajole, torture, bribe or even kill,” Andrew Karamagi, a lawyer and activist said. Karamagi was referring to Bobi Wine’s arrest and subsequent in Arua that has left him and several other MPs, civilians hospitalised. Bobi Wine is being charged in the General Court Martial for illegal possession of guns and bullets which were reportedly found in

his hotel room in Arua – the same hotel where his driver – Yasin Kawuma was shot dead by security forces. Bobi Wine who is currently being detained in Makindye Military Barracks is before Lt. Gen. Andrew Gutti’s court as you read this despite his health condition which the Deputy Speaker of Parliament, Jacob Oulanyah who visited him yesterday described as “painful and unacceptable.” Besigye’s approach Unlike his bush war comrade, Besigye’s approach towards Bobi Wine is more diplomatic and political. “It is to discredit him as a force that can beat Museveni in an election and therefore who should not be taken seriously,” Charles Rwomushana, a political pundit and
former spymaster said. According to Rwomushana, Bobi Wine is going against a big tide and how he deals with it is what will make him or break him politically. “They NRM occupation will rob him of his family, his money, dignity as they will slap him with several crimes. If this doesn’t break his spirit, it will give him the political capital he needs to cause regime change,” he added. While commenting on a recent television interview in which Besigye said Bobi Wine cannot defeat Museveni in an election, Rwomushana wondered what authority Besigye has to make such a claim considering that he has himself failed not once but four times. “Besigye thinks him as the only opposition figure capable of this task but he has failed Ugandans four times. He refused to support Amama Mbabazi, Mugisha Muntu and now he is already finger pointing at Bobi Wine. It says a lot about him.” Is Bobi Wine the ‘Third Force’? The former ISO Director however admitted that Bobi Wine’s People Power pressure group was threatening to tear the opposition apart into the ‘third force.’ Rwomushana pointed out the Arua by-election in which former FDC President, Gen. Mugisha Muntu and an avalanche of FDC MPs defied their party’s candidate for the independent candidate Bobi Wine was backing. “FDC is now weak and People Power is taking over. There is no need for Bobi Wine to join FDC. That is why FDC members are joining him instead. He is the Third Force in my opinion,” Rwomushana added. In a press conference on Saturday, August 18, 2018, Besigye told the media at his office at Katonga Road that he was ready to step aside for a new opposition figure to carry on the struggle. If that new figure is Bobi Wine is a matter that remains to be seen.

am kidding you not! Wherever there is a red carpet event in town, there a 95% chance that Anita Kyalimpa, call her Fabiola is around somewhere. If she is not in front of the cameras, then she is somewhere near a cocktail glass but still attracting the cameras. The TV Personality was at it again at the Young Achievers Awards – this time round as the red carpet host. One would easily tell why ‘Kyalimpa’ has been globetrotting hosting such galas. If it is not her dressing, then it is perhaps her somewhat Chinese eyes. Some men’s cocktails had a hard time flowing down their throats because of her eyes. Way to go Kyalimpa!

Loosely translated, mubiri refers to the human body, a third single off his Glory fire studio Album. Ruyonga delivers his usual fast flowing poetic genius that gushes of the divine. On the track, he explains the abstract spiritual dynamics of the human body being God’s temple. A concept of the church. He lets his inner poet off the leash straight from the word go as he effortlessly quotes from the gospel of John, “Fifteen verse five”. He tags along his inner philosopher as he attributes the basic humam ability to God’s genius. The song is soothing and easy flowing all thanks to Abaasa’s effortless vocal prowess whose adlibs and presence on the chorus prevails calm and serenity to the song. Before unveiling the bra and nicker strike, Martha had requested Makerere students to come up with a leader who will champion the University’s version of ‘Free Bobi Wine’ campaign. “But can’t we just get one Makererean to lead the protest against the unlawful detention of #BobiWine?? What kind of food do u kids feed on nowadays?? Cant u kids even think that Makerere is the summary of Uganda?? It is, therefore, our duty to rise up and not continue with lectures like everything is fine!!” Martha posted earlier on. Campus Bee

And of course we had our attention on the red carpet, to see who brought their A game. These are our top three looks from the affair. Cardi B The TV star turned rapper shone on the red carpet in a fuchsia off the shoulder gown by New York based designer Nicholas Jebran. Her pixie hair do and matching ankle strap heels are all the accessories she needed for this look to pop. Gucci Mane There is nothing that turns me on like a man that knows how to wear his prints. And Gucci Mane was scoring major style goals in his stripped tuxedo stripped jacket, styled with matching slacks and bow tie. The look is a little too much for the VMAs if you ask me. But he wore it well. Plus he had the perfect accessory by his arm, his wife.

Smokers are less attractive, according to science
Body & Soul
THE TROUBLE WITH THE SAPIOSEXUAL MALE
Blowing your chances: Research confirms that smoking makes you less attractive.
Not that you needed another reason to but you really, really need to give up smoking. Seriously.
relate Unlocking the matters of the heart
Yea, really seriously
Let’s face it. If you are still sneaking out from work (or the restaurant, or the club) for a puff in 2018, you are already not doing yourself any favours. Still, the University of Bristol in the United Kingdom has just delivered yet another reason why you need to give up smoking pronto. In a new study conducted by the university, researchers found that people find smokers less attractive. The paper involved over 500 participants examining the faces of 23 sets of identical twins, plus a male and a female prototype. It had two aims: to see if people could determine if someone was a smoker based on their facial features, and whether it impacted their attractiveness. Enlisting the identical twins was designed to give the researchers the control they needed for accurate results, eliminating differences in age, sex, appearance and environment. The prototype faces, created by averaging out all the real faces in the experiment, made things even more accurate, getting rid of the slightest potential differences in expression, pose or lighting. And the results of the experiment were conclusive, to say the least. 70% of people could identify which twin was a smoker, and then 70% again picked the non-smoker as the more attractive looking. Telling stuff, and it proves all those terrible “smoking makes you look bad, kids” ads weren’t half wrong. It is young people the researchers have in mind with these results.
So a quick question… How
does a smoker with wads of cash on them rate on the attractiveness scale?
HEALTH
BY IRENE M. NAMARAH
T
here are very few things that I pride myself in. One of them is/was the fact that I have never been dumped. The other day I was busy evaluating my love life and it dawned on me how so wrong I’d been this whole time. One of the disadvantages of being a sapio girl is that an intelligent man will dump you without dumping you. It’s not that he’s a chicken. Nooo. Far from that. It’s that his balls are so huge they need pants of their own. He wants to have his cake and eat it. He knows that there will be a rainy day and he is counting on his smarts for shelter.
That is why he will stop calling you but will always pick up your calls. He will stop texting you but will always reply to your texts. He doesn’t block you. That is for shallow guys. The ones who cannot see that there will be rainy days. But this dude, the one whose brains wet your pants, well, he’s got a different story. When you ask him if he has dumped you, he will swear how he will never stop loving you. You are just being paranoid. It’s just this project that’s up to his neck. Everything is fine, babe. So, you give him some space. You don’t want to be the annoying girlfriend. Three days. No hearing from him. Then you call or text and he
replies. You wonder... if he has the time to reply to your text how can he not have time to text?! At least to say hi. You also make yourself busy. One week, nothing. Two weeks, nada. Not even a whistle from him. One month. That’s it! Your drama bells ring. You start sending him 50-word paragraphs. Not less than 10 paragraphs. All telling him how it’s over. That you cannot wait for him forever. He will read those heavy paragraphs. He will read them all. And then send you one line. “If that is what you want, then there’s nothing I can do.” Then it dawns on you: Mr. Sapio called the shots all along. You just had your ear plugs on the entire time to read the notice on his door.
Six tricks to take care of your voice BY PAUL ISABIRYE
Y
ou probably never realise how important your voice is to your livelihood until you lose it even for a few days. Then all of a sudden, your presentation at a client’s is no longer possible, or that MC gig is off, or if you are a lawyer or a teacher… you get the point where this is going, right? That is why you need to take special care of your vocal cords and here is how:
Drink water to keep your body well hydrated.
Your vocal cords vibrate very fast, and having a proper water balance helps keep them lubricated. Also important note: Foods that contain large amounts of water are excellent hydration-conscious snacks, such as apples, watermelon and grapes. Furthermore, avoid alcohol and caffeine.
Allow yourself several “vocal naps” every day.
For those whose jobs entail a lot of speaking, vocal naps (breaks) are recommended especially during periods of extended use. For
example, if you are a teacher, avoid speaking during the breaks between classes and find quiet ways to spend your lunch time, rather than talking some more in a noisy staff room with colleagues.
Don’t clear your throat too often.
When you clear your throat, that action is like slamming your vocal cords together. Doing it too much can injure them and make you hoarse. Try a sip of water or swallow to quench the urge to clear. If you feel like you
“
Avoid yelling or screaming, and try not to talk loudly in noisy areas...
have to clear your throat a lot, seek a doctor’s advice. Pay attention to how you speak every day. Even people like artistes who have good singing habits can cause damage when they speak. Many skilled singers don’t continue their healthy habits when they speak yet it is advisable that they have much more breath flow when they speak.
Don’t abuse or misuse your voice.
Avoid yelling or screaming, and try not to talk loudly in noisy areas. If your throat feels dry or tired, or your voice is getting hoarse, reduce your voice use. The hoarseness is a warning sign that your vocal cords are irritated.
Keep your throat and neck muscles relaxed. If
you sing, keep your muscles relaxed even if doing high notes and low notes. Some singers tilt their heads up when singing high notes and down when singing low notes, straining muscles and cords in the process.

Government to change revenue collection tactics “We are looking at raising extra Shs700 billion more. This can be realised if we improve our administrative efficiencies and at this point in time, it is hard to expect more revenue from policy initiatives. MTN Senior Manager Brand & Communications, Martin Sebuliba prepares to pay for his shopping using MoMoPay

TN Uganda’s subscribers will now be able to pay for various goods and services at places like supermarkets, restaurants and bars after the telecom company introduced a cashless payment solution called MoMoPay. MoMoPay allows customers to pay for goods and services at no extra costs. Retailers like supermarkets, wholesale traders, shop keepers,
pharmacies, restaurants as well as bars are among others the merchants that accept payments using MoMoPay. Unlike the ordinary mobile money transactions, a user will not incur withdrawal charges with MomoPay. “When we introduced MTN Mobile Money, it revolutionised money transactions in the country. However, there is still one problem we need to solve; reducing cash transactions by taking out withdrawal charges, which make [MTN mobile
money] quite costly,” said Christopher Ssali, the firm’s Senior Manager, Mobile Financial Services Products. For several months, MTN has been recruiting merchants like supermarkets, garages, shops and restaurants among others. There are now in excess of 25,000 merchants that customers can use to receive payments. Upon a merchant being approved, they receive a special merchant code to indicate they accept MoMoPay. Customers can make a payment by dialing *165*3# or use the MyMTNApp, enter the merchant code and pay the exact amount for the goods they have purchased. No withdrawal fees “Currently, when customers want to make payments using mobile money, they will be asked to add withdrawal fees to the amount. With MoMoPay, the customer pays the exact amount for the goods purchased, providing that incentive not to move around with cash,” Mr. Ssali added. MTN Mobile Money currently boasts more than 8.8 million customers, and has transacted more than Shs30 trillion since inception in 2008. With the introduction of MomoPay, the telecom said the cash transactions that put customers and merchants at risk when moving the money will be reduced while Uganda’s cashless economy will be boosted. “The risks of carrying money by both customer and merchant are high, unlike MoMoPay. The merchant will receive payment directly into their mobile money account and they will be able to use it for several other features like making salary payments, transferring it to their bank account, purchase airtime for customers, among others,” said Elsa Muzzolini, MTN’s General Manager, Mobile Financial Services. Merchants will be charged 1% on each transaction for an individual and 2% on a business merchant payment. “Merchants can even pay suppliers with MoMoPay. For instance, a hardware shop may want to restock cement. Using MoMoPay, they will transfer funds directly to the account of the supplier and the cement will be delivered,” Muzzolini added.

here is a Chinese proverb that says: “If you are planning for a year, sow rice; if you are planning for a decade, plant trees; if you are planning for a lifetime, educate people.” To that I would add, if you are planning for lasting change in this world, educate girls! A few days ago I was so thrilled to hear that five Nigerian girls from Regina Pacis Model Secondary School (Onitsha, Anambra State) won the 2018 Technovation World Pitch competition in Silicon Valley, California. Need I say more? Wow... The young winners (ages 12-14), competing in a team they named “Save a Soul,” were: Promise Nnalue, Jessica Osita, Nwabuaku Ossai, Adaeze Onuigbo and Vivian Okoye. Their team came out on top of 12 finalists (chosen from about 2,000 teams from 115 countries) who were invited to travel to California this month, eventually defeating other finalist
teams from countries like the USA, China, Spain, Turkey and Uzbekistan. Wow! Per the specs of the competition, each team developed a mobile App to solve a problem they had identified in their own communities. Wow, wow, wow, again! Huge congratulations to the #TeamSaveASoul, and their mentor, Mrs Uchenna Onwuamaegbu-Ugwu, founder of Edufun Technik STEM, who was invited into the school to tutor and train these young girls. What was the problem identified by these five young African techno-stars? They were worried about the high number of deaths in Nigeria resulting from use of fake drugs. (Nigeria is seen to have one of the world’s largest markets for counterfeit drugs, they said). They developed the “FD-Detector” (Fake Drug Detector) mobile app which scans a barcode to help confirm that the drug is not fake, and also checks its expiration date. Working with their mentor (with support from global sponsors like Oracle), it took the young students about five months to design this mobile App, also using coding and robot-
ics insights, in designing their solution. The Technovation World Pitch competition is a program of a US NGO called Iridescent that offers girls ages 10-18 in 100+ countries the opportunity not just to learn programming skills, but also to put on a #SolutionMindset and imagine ways to use technology to help change the world... (sound somewhat familiar?) While 2018 was the first time ever that the Nigerian team made it to the junior finals (let alone win...) let me also say a belated congratulations to the Nigerian senior division girls team (ages 15-18) that took the gold in the same competition in 2015, for developing a mobile App to tackle waste disposal in Nigeria. Wow! I am sure you will be interested to know that this year’s senior division Technovation competition was won by a team from India who developed an App to track and dispose of electronic waste by linking recyclers with e-waste producers. Congratulations to them as well! This is really amazing work, but there is so much more to be done, across our globe...
According to official estimates (UNESCO) there are about 130 million girls in the world (ages 6-17) who are out of school. Of those, 15 million are of primary school age. They estimate that half of that number in sub-Saharan Africa will never enter a classroom...
Could this be true in this day and age?
The Proprietor of the amazing Regina Pacis Model Secondary School -- a school I would respectfully love to visit just as soon as my schedule allows -- is the Catholic Archbishop of Onitsha, the Most Rev Valerian Okeke. He has remarked that “no sacrifice is too much in educating our children.” I couldn’t agree more. I look forward to visiting as soon as possible! Meanwhile my congratulations once again to #TeamSaveASoul, mentor Uchenna Onwuamaegbu-Ugwu and her team, and everyone in Nigeria church, government and civil society who helped play a part in this victory last week as well as the international sponsors of this inspiring prize.

fter a month of intense preparations, the clock is now ticking down for the much-anticipated “Beyond Borders” fight between Uganda’s Joseph “Fabulous” Joey Vegas Lubega and Tanzanian Karama “After Bell” Nyilawila. The fight which is slated for this Saturday, August 25 will be hosted at Kati Kati, Lugogo. The two fighters will do battle in pursuit of the light heavyweight championship and the winner will be determined after the maximum of 12 rounds. Our own 36-year-old Lubega is a 2002 Commonwealth Games silver medalist who also competed at the 2004 Olympics in Athens. Before launching his career overseas in 2012 by beating Trinidad and Tobago’s Kirt Sinnette in front of his home crowd, Lubega had previously won the British Masters Super Middleweight title. Lubega’s triumph over Trinidadian Sinnette earned him a World Boxing Council International light heavyweight champion. His Tanzanian opponent Nyailawila is a 34-year-old south paw who is known for his rapid jabs hence the name ‘After Bell’. In his homeland, Nyailawila is
referred to as ‘Tanzania’s Evander’ in reference to the former American professional boxer, Evander Holyfield, who reigned as the undisputed champion in both the cruiserweight and heavyweight divisions. When Matooke Republic contacted Lubega to assess how ready he is for Saturday’s fight, he sounded confident he would be writing another glorious chapter of history to his name. “I have done all my preparations right and this is a must win fight for me and thousands of my fans who will come through to support. I promise to put this Tanzanian down and all my fans should be confident that we are not letting this championship title go away,” Lubega vowed. Besides the main event, fans will be treated to a couple of under card fights including a ladies’ bout that will pit Hawa Daku against Lukiya Nasiriti. The professional category will see Nicolas Buule battle Hudson Muhumuza, while Muhammed Sebyala is set to lock horns with Tony Onyango. In the open category, Stanley Mugerwa faces David Ochan, Muzamilu Kotoma takes on Peter Brinton Luggya, Yusuf Babu faces George Owino while Musa Shadir entertains
David Semujju. Ordinary tickets cost Shs20,000, VIP tickets go for Shs50,000 and VVIP tickets are at Shs250,000. THE BIG FIGHT The bout, organised by A&B Promotions, will headline the second edition of the Survival Series under the theme ‘Beyond Borders’ as fighters from Kenya and Tanzania make their bow , which is the new addition after last year’s inaugural event where only local boxers featured. The event is held under the auspices of under the Universal Boxing Organization.
Uganda’s Joey Vegas Lubega “I have done all my preparations right and this is a must win fight for me and thousands of my fans who will come through to support. I promise to put this Tanzanian down and all my fans should be confident that we are not letting this championship title go away...”

fter three weeks of enjoying the Rugby Cranes battle for pride in the Gold Cup against Tunisia, Morocco and Zimbabwe respectively, the National Guinness Rugby Sevens is back with final circuit dubbed Kitaka Memorial at Legends Rugby Club this Saturday. Black Pirates go into the final circuit with their champagne on ice as they lead the
log with a 17-point leverage. Pirates only need to get out of the pool on Saturday to end BetWay Kobs’ three-year dominance in the tournament. Kobs seat second on the log with 100 points and need a miracle to defend the title. Just like Kobs, third-placed Buffaloes also need divine intervention to claim the title from Pirates’ grip as they can only manage to change positions with Kobs. The other teams that follow the top three include;
