We have capable, well-equipped hospitals; Mps didn’t need to go abroad — Health minister Health Minister Dr. Ruth Aceng has revealed that MPs, Robert Kyagulanyi and Francis Zaake did not need to go abroad for treatment as government hospitals have the capacity to handle their cases. The government has not cancelled MTN Nyege Nyege Festival as earlier stated by the Minister of Ethics and Integrity, Fr. Simon Lokodo. This resolution was reached after a consultative meeting between the stakeholder ministries (Security, Internal Affairs, and Ethics). Lokodo claimed the event brings together homosexuals and drug abusers from different parts of the world. Nyege Nyege Festival is scheduled to take place at Nile Discovery beach from Thursday, September 6th to Sunday 9th.

After turning up at Supreme Court with a truckload of books to petition the ruling of the Constitution Court sitting in Mbale, Mabirizi has now started a fundraising drive to raise money to sustain and hopefully win the petition. Mabirizi urges that the Supreme Court must overturn the ruling of the Constitutional Court led by Deputy Chief Justice Owiny-Dollo and annul the constitutional amendment that led to removal of presidential age limit.

Why Bobi Wine was named among top 100 most influential young Africans BY ALEX TAREMWA

K

yadondo East Member of Parliament, Robert Kyagulanyi popularly known as Bobi Wine has been named one of the 100 most influential young Africans by the Africa Youth Awards. Other notable 2018 honorees on the list released on September 4 are Egypt’s Mohamed Salah, Nigeria’s Davido, Senegal’s Sadio Mane, South Africa’s Cassper Nyovest and Tanzania’s Alikiba. According to the organizers, Bobi Wine’s musical and political clout as well as a solid youth base has made him a real inspiration to many young Africans. “Bobi Wine, the musician grew up in the slums of Uganda, raised by a single mother, but turned to music as a way out of grinding poverty. He was elected by a landslide and has since proved to be a thorn in Museveni’s side calling for social change, just what we award,” Prince Akpar, the awards founder said. At just 36 years, Bobi Wine has become a global phenomenon that over 12 countries reported demonstrations from Tokyo in Japan to Washington D.C in the United States of America, calling upon the Ugandan government to release the then returned legislator. Thousands of Kenyans marched to the country’s Parliament and the Ugandan embassy in Nairobi to hand over a petition for the singing politician’s release. CNN reported by the August 31, at least 35 million tweets have been sent using the hash tag #FreeBobiWine. In population of about 40 million, 75% of which is below the age of 35 years, Bobi Wine’s influence in Uganda and beyond cannot be underrated. Global influential figures in the music industry, including Chris Martin, Angelique Kidjo, Damon Albarn and others, also joined the campaign. Analysts say that Bobi Wine who is currently receiving treatment in the USA harbours presidential ambitions to unseat incumbent Yoweri Museveni and that this explains why Bobi Wine was arrested on August 13 while campaigning in Arua and tortured while in detention. In a statement released on September 3, Bobi Wine narrated the torture ordeal in which he says that he was beaten with metals, mistreated, mocked and his genitalia squeezed. “After some time, I could almost no longer feel the pain. I could only hear what they were doing from afar. My cries and pleas went unheeded. The things they were speaking to me all this while, I cannot reproduce here. Up to now, I cannot understand how these soldiers who I probably had never met before in person could hate me so much,” he wrote. The army and the police have since responded to Bobi Wine’s statement saying that they were investigating and officers founds culpable will be individually

accountable. This however contradicts President Museveni’s earlier statement commending the armed forces for disciplining the errant MPs Bobi Wine and Francis Zaake of Mityana Municipality adding that they tried to fight the army. Mwami’s sentiments are shared Joshua Bahinyoza, a news anchor at Vision Radio in Mbarara who says that all good deeds must be recognised without partiality. “This is just a formal acknowledgement that his deeds, clearly have been beyond normal expectations. Recognising Bobi for his good work sends an extremely powerful message to the recipient, that the rest of Africa and the world will hear your story when you work hard,” he said. Is the army taking over the Uganda Police? BY ALEX TAREMWA

O

n August 13, 2018, chaos ensued in Arua on the election eve to replace Col. Ibrahim Abiriga who had earlier in June been shot together with his bodyguard in Kawanda, Wakiso district. Although one would expect that the police would immediately swing into action, it did not. Instead, the Special Forces Command (SFC) – the elite unit of the Uganda People’s Defense Forces (UPDF) hit the streets. The results were a dead body of a one Yasin Kawuma, Bobi Wine’s driver, and broken Members of Parliament such as Robert Kyagulanyi (Bobi Wine) of Kyadondo East and Francis Zaake of Arua Municipality, hotel break-ins, indiscriminate arrest of journalists and civilians alike. According to the police spokesperson Emilian Kayima, the police called upon her sister security force to help out in Arua and it was the SFC that came to the rescue.

However, even after hours, the police did not call for reinforcement. The SFC led the arrests of MPs Kassiano Wadri of Arua Municipality, Paul Mwiru of Jinja East and Gerald Karuhanga of Ntungamo Municipality at Royal Hotel. According to Wadri, the three and a couple of others were hiding in same bathroom at the hotel. “The SFC was so unprofessional, that’s why most of my colleagues got hurt. They are the worst human beings,” Wadri narrated after getting bail from Gulu High Court. At Pacific Hotel where Bobi Wine was staying, the story was different. The SFC trekked the entire hotel, broke doors, windows and arrested scores of people until the arrested the Kyadondo East MP at around 3am in the morning. The mode of arrest alone speaks a lot about the SFC’s mode of work. A detailed statement from Bobi Wine shows how unprofessional and inexperienced the army is in handling policing duties. “I entered a random room and locked myself in. I could hear the people outside and in the hotel corridors crying for help. I could also hear the soldiers pulling these helpless people past the room in which I was, saying all sorts of profanities to them while beating them mercilessly, the statement read. “At some point, I heard soldiers pull some woman out of her room and ask her which room Bobi Wine had entered. The woman wailed saying she didn’t know and what followed were terrible beatings. I could hear her cry and plead for help as she was being dragged down the stairs,” he further said. This same woman, Night Asara, was bleeding from her private parts in Gulu

Magistrates Courts when they were arraigned for case hearing. When they got to him at around 3am, the story was different. They beat Bobi Wine to an inch of his life, ridiculed him, clipped his ears and toyed with his genitalia despite him surrendering to them. “Another soldier pointed a pistol on my head and ordered me to kneel down. I put my hands up and just before my knees could reach the floor, the soldier who broke into the room used the same iron bar to hit me. He aimed it at my head and I put up my hand in defense so he hit my arm. The second blow came straight to my head on the side of my right eye. He hit me with this iron bar and I fell down. In no minute, all these guys were on meeach one looking for the best place to hurt, added Bobi Wine. Without discrimination, the army also arrest and beat up television journalists Herbert Zziwa of NTV and his cameraman, tore their shirts and the two were charged with inciting violence in Gulu.

Kampala, Jinja protests quashed As Bobi Wine was being tortured in Arua and Gulu respectively, protests broke out in Kamwokya, a Kampala suburb and the singer’s turf. It was the army that quashed the protests even if the Inspector General of Police, Okoth Ochola claimed responsibility. When other protests broke out in other parts of Kampala such as Kisekka market, downtown, and Nasser Road, it was the SFC again that quelled the tensions by sealing off buildings and beating civilians with sticks. Journalists were not spared either. James Akena, a photojournalist attached to Reuters filmed being beaten by over five soldiers in camera despite him kneeling down and raising his hands in surrender. Others such as Alfred Ochwo of The Observer and NTV’s Juma Kirya and Ronald Galiwango were also beaten and arrested. Another NBS journalist, Joshua Mujunga was also beaten in a separate incident by the army. In all the above, police played a spectator role and as you read this, the army is manning road blocks at Naalya roundabouts and other major entry points into the city. Although the army says that the deployment is standard procedure, critics say that this is symbolic of a panicky situation. One of Bobi wine’s lawyers Nicholas Opiyo told Matooke Republic that the current deployment and street patrol by the army discourages visitors from coming to Uganda. “I shot a video this morning (Wednesday) along the Lugogo By-pass and I doubt that anyone would come to Uganda with such patrols. This is not a sign of peace,” Opiyo said.

“The army just does not know how to handle riots and the President himself admitted it in Arua. If the police is too weak, let them say so.” Opiyo who is a prominent human rights lawyer and activist advised government to keep soldiers in the barracks rather than on streets doing police work. “Whenever the army is on the street, a “stray bullet” shoots someone. In Bugiri, Counsel Asuman Basalirwa’s bodyguard was shot and died in hospital. In Arua, it was Bobi’s driver. In Kampala, a Kyambogo university student died of a bullet wound. “The army just does not know how to handle riots and the President himself admitted it in Arua. If the police is too weak, let them say so,” Opiyo, Team Leader at Chapter Four Uganda added.

Oktoberfest to bounce back earlier this time round

eptember is certainly going to be a month of making merry and breaking banks as the Oktoberfest could not wait until October to let the beer kegs open in Kampala. This year round, the fest comes to our teargas city earlier than it did last year as it will be going down at the Uganda Museum on September 29 compared to October 2 when the party happened last year. The date change should be no problem however, as there is a long-respected tradition of the annual fete happening on any day between September 16 and the first weekend of October, notably before October 3 and for Kampala’s revelers who will find every reason not to skip a beer party, the good news is that the festival’s official beer sponsors have confirmed the Tusker Lite will be flowing in abundance, as will lots of food, games and music.

tories of faded singer Napoleon Asiimwe hit the media in July this year after he had run mad. Later on, it was confirmed that he had been admitted to Butabika mental facility where he was recovering steadily. Last week, the “More money” hit maker made his first television appearance ever since his days in rehab and made a shocking revelation that when in Butabika, nurses used to encourage him to focus on recovery as opposed to escaping from rehab like the late Radio used to. Napoleon then made a request to Bebe Cool to grant him a collabo to revive his music career. However, after the “Batidde” singer being pelted with everything and anything anyone could land their hands on, Napoleon could be having second thoughts.

Orgasms are more likely to be experienced by women who identify with modern attitudes towards gender equality—feminists—in less grand speak. That’s according to science. Experts have revealed that women who see themselves as weak in comparison to their male partners are less likely to experience orgasms than women who see themselves as their partner’s equal. Scientists found that women with a world view that includes “benevolent sexism” reported a less orgasms. Benevolent sexism in this content means expecting men to show a chivalrous attitude towards women and viewing women as being in need of men’s protection. “Little attention has been paid to the more distal ideological factors that might indirectly constrain sexual pleasure,” wrote the scientists from the School of Psychology at The University of Queensland. Women who perceived themselves as being weaker and in need of men’s chivalry also be-

lieved that men were more selfish in the bedroom than women with more modern attitudes, the scientists found. Therefore these women were less likely to assert their need for sexual pleasure, fearing a negative response from their partners - meaning they were left unsatisfied more often. “Benevolent sexism would be associated with increased perceptions of male sexual selfishness,” the scientists wrote. “This perception of men as interested in their own sexual pleasure would then predict decreased willingness to ask a partner for sexual pleasure, which in turn would be associated with less frequent orgasms.” “We found support for our model across two studies,” the scientists wrote.

he Law Development Centre (LDC) has released results of the 2018/2019 pre-entry examinations. According to an admission list released by the Centre, at least 659 lawyers qualified for admission to the bar course. Notably, there is a sharp decrease in the number of students admitted compared to last year. Last year at least 1,797 candidates sat for the exam and 814 of them passed and were admitted. However this year, even after promises of increasing admission after the directive by government to open up country campuses, the admission sharply declined as compared to last year. LDC was established by the LDC Act of 1970 and is responsible for among other things the legal training of Law degree holders in what is otherwise known as the Bar Course. arely three weeks while attending classes of the courses on which they were admitted, First Year students have been presented with a golden opportunity of changing to any course of their choice. The Academic Registrar Gulu University has invited all freshers to apply for a change of programme in the academic year 2018/19. In a circular, the Academic Registrar gave conditions which must be met before one is allowed to change. “The student must have enrolled, paid all general charges and at least 50% of tuition fees for the programme she/he has been admitted to and must have registered on AIMS”, reads a section of the circular. Other conditions are; having weights that are within range of the cut-off points of the desired programme hence meeting minimum requirements for the programme. akerere University has, effective this year, increased the medical fees that the students pay to the university hospital due to complaints by the officials that operate it. The fees that were formerly Shs10,000 have been hiked to Shs50,000. This fee is meant to ease the day to day running of the hospital and to solve issues like limited drugs, payments for staff and also to effectively serve the primary clients who are the students. “This money will improve service delivery at the hospital,” said Professor Josephat Byamugisha, the Director Makerere University Hospital. He added that the former amount was insufficient and asserted that there will always be a review of the medical fees after a specified period of time. This increment has been embedded in the 15% tuition increment that was announced earlier this year. Despite the anticipated controversy that comes with any fees increment at the university, it ought to be noted that students in other public government university like Kyambogo and Mbarara University of Science and Technology (MUST) already part with Shs50,000.

ollowing an excellent year that saw the pension scheme surpass their projected collections, the National Social Security Fund has announced that it will pay its members a record 15% interest on their savings. The announcement was made during the Fund’s Annual General Meeting at Pearl of Africa Hotel in Kampala. According to Richard Byarugaba, NSSF’s Managing Director, the fund’s membership grew thanks to the voluntary membership plan. He attributed the success to investment of saving into real estate and equity markets. “We have had a good year (2017), we earned good returns on the fixed income and equity markets in East Africa the stock exchanges in Uganda and Kenya performed well in 2017. So, so we are sharing with our members the profits we have made,” Byarugaba said. Thanks to the over 900,000 active members, NSSF’s total income grew by 77 percent from Shs912 billion in 2017 to Shs1.6 trillion while total assets under management hit Shs9.98 trillion as at June 30, 2018. NSSF launched a commercial building in Jinja and is undertaking ambitious housing estates in Lubowa and Mbarara which will also add to the fund’s asset base.

The new interest rate is the highest in the Fund’s history. Fortunate Tumuhimbise who has been saving with the Fund for 15 years welcomed the new rates saying it is music to his ears. “This is what I have always been advocating. The Fund is not a SAACO to keep money. It has to invest it. Byarugaba has invested in real estate, bought shares in Umeme and as you can see, the results are showing,” he said. Byarugaba promised that the Fund will continue to invest with discipline so as to give members value for money. “We have not only grown more efficient in the way we do business, but we have maintained the required discipline to ensure high levels of productivity at the lowest cost possible. This is a commitment we made and we will continue to focus on creating value for our members at a low cost,” he said. Reducing age limit to 40 NSSF’s board chairman, Patrick B. Kaberenge, also announced plans to reduce the age required of a member to access their savings. The law currently allows a member to get their savings if 55 years of age or if they are seriously ill. “At the current age limit, someone does not get to enjoy his money for long. We have plans to reduce it to 40 years when our members have

ganda National Bureau of Standards (UNBS) has released a list of various high risk products in its latest compliance report. The standards body conducts regular market surveillance inspections to determine the level of compliance of products in order to protect consumers and the environment. The July 2018 report released last week showed that cosmetics registered the highest failure rate—of 100%—among the tested samples. The affected brands in this category included; Hajjati Lususu; Mama Lususu; Sure Deal; Serious Herbal; Skin Doctor; Zero Pimples; Zonei; Caro light toning; Caro light body lotion; Caro light cream;

Citrolight body cream; Eclaire cream; Elegance Rico cream; New Santana; Light Cream; Elegance Rico cream and Super Claire cream. The cosmetics which failed were said to contain a banned substance used in skin lightening creams and are said to pose a risk to internal organs such as the liver. As a result, UNBS moved to seize some of the cosmetics from the shelves. Anti-bacterial toilet soap registered the second highest failure rate at 71.4 per cent, followed by energy savers at 62.5 per cent and toilet paper at 55.5 per cent respectively. The toilet paper brands found to be substandard included; Eden Brand; Cozy; Hemico; Kleena; Lovely; Luxury; Nannies; - Facial Tissue; Relax Blended Tissue; Silkee Jambo; Soft Nap;

Softee Toilet Tissue; Super Silk; Swan Soft; Wisper; Kleena; Silkee Jambo; Softee Toilet Tissue; Luxury; Piao; Piao Piao; Virony; Cosy White; Rosy; Sifa; Tena and Soft Wind Piao Piao. The energy saver brands UNBS flagged for poor quality included Canny; CIXING; DXBZ; Long stay; Nomi; Semco; Tedex; UNITEC; and Val Light. Two mattress brands; Eco Foam and Rio Foam were also marked as substandard. “Products that fail our compliance tests are seized from the market, kept in our warehouses for further management and/ or destruction. We recently destroyed more than 400 metric tonnes of substandard products worth Shs3.5 billion,” Dr. Ben Manyindo, UNBS Executive Director, said.

Ugandan rugby: A tale of rich Rugby is one of the few sports strictly associated with the Ugandan middle-class, but as William Kasoba found out, the players on the pitch are not as well to do as the fans off it.

ugby is one of the fast growing sports in Uganda. Fairly large middle-class crowds, decent sponsorships, and match day fanfare are things that can almost be taken for granted with the Ugandan game now. Yet while it is a time for merry-making for most fans that flock to games, it isn’t always as rosy, especially off the pitch, for those who provide the reason for all the fun in the first place—the players. Last weekend, as the rugby fraternity flocked the Kyadondo Rugby Grounds for a floodlit final leg of the National Guinness Rugby Sevens championship, few would have stopped to think that the players on the pitch who sacrifice and endure hard tackles in the name of entertaining those in the stands will probably go back home to a night of no supper. However, even before they got home, that the players’ welfare is in dire need of rescue was evident on the sidelines of the pitch.

ganda Cranes could take a massive step to a second Africa Nations Cup appearance in two years when they engage Tanzania’s Taifa Stars in their second 2019 Afcon qualifier this Saturday. The Cranes claimed a 1-0 away win to Cape Verde in their opening Group L tie against a team viewed as their main rivals for the top spot. A second win would put the national team in a strong position to qualify for the next Afcon due in Cameroon in June 2019.
